    Notes: The provision of liquid funds via a lender-of-last-resort facility has been the chief means by which governments have chosen to prevent or stay bank runs. The introduction of such a facility, however, leads to a moral hazard problem which weakens each financial manager’s commitment to sound banking, and hence may ultimately make the few bank runs which do occur more dramatic in both size and seriousness. In this paper I provide a survey of the various policy measures which have been proposed to mitigate the effects of the moral hazard problem arising from the introduction of a lender-of-last-resort facility.

    Notes: This paper addresses the problems of defining and measuring government subsidies, examines why and how government subsidies are used as a fiscal policy tool, discusses their general economic effects in terms of real welfare costs and distributional implications, appraises international empirical evidence on government subsidies, and offers options for their reform. Recent international trends in government subsidy expenditure are analyzed for the 16-year period from 1975 to 1990, using general government subsidy data for 60 countries from the United Nations’ System of National Accounts (SNA). The paper reviews major policy options for subsidy reform, focusing on ways to improve the cost-effectiveness of subsidy programs.

    Notes: Review of the more widely discussed saving theories suggests that they are unable to account for the observed positive impact of a country's rate of economic growth on its saving ratio. In particular, the compositional explanation offered by the Life Cycle theory would appear to be based on debatable premises. A more promising explanation is found in the examination of the saving behavior of individual households and the respective motives: their saving ratio tends to vary positively with the percentage change in their income. The importance of the distribution of such changes among the economic agents is obvious. A number of implications for economic growth are discussed, including the roles of direct taxation, the export and agricultural sectors and, especially, domestic and foreign capital.〈section xml:id="abs1-2"〉〈title type="main"〉ZusammenfassungEine Überprüfung der wesentlichen Theorien des Sparens deutet darauf hin, dass sie nicht in der Lage sind, die beobachtete positive Wirkung der Wachstumsrate eines Landes auf die Sparquote zu erklären. Insbesondere die Erklärung der Lebenszyklustheorie scheint auf fraglichen Voraussetzungen aufzubauen. Eine vielversprechendere Erklärung liefert die Untersuchung des Sparverhaltens individueller Haushalte und ihrer jeweiligen Sparmotive: ihre Sparquote variiert positiv mit prozentualen Einkommensveränderungen. Die Bedeutung der Verteilung solcher Veränderungen unter den ökonomischen Agenten ist offensichtlich. Einige Konsequenzen für das Wirtschaftswachstum werden diskutiert, unter anderem die Rolle, die direkte Besteuerung, Export- und Landwirtschaftssektor, sowie in- und ausländisches Kapital spielen.〈section xml:id="abs1-3"〉〈title type="main"〉RésuméUne revue des théories principales de l'épargne nous amène à conclure qu'elles ne peuvent pas expliquer l'effet positif observé du taux d'accroissement d'une économie sur le rapport entre l'épargne et le revenue. En particulier, l'explication compositionelle proposée par la théorie du Cycle de Vie semble être basée sur des prémisses contestables. Une explication plus promettante se révèle en examinant le comportement des families individuelles quant à l'épargne et les motifs correspondants: le rapport entre l'épargne et le revenu tend à changer positivement avec la variation du taux de changement du revenu. L'importance de la distribution de tels taux parmi les agents économiques est évidente. Quelques implications intéressantes à l'égard de la croissance économique sont discutées, y compris les rôles de l'impôt direct, des secteurs exportateurs et agricoles et, en particulier, des capitaux nationaux et étrangers.

    Notes: The 1990s have seen several big currency crises. Some observers argue that the crises show ‘fixed’ exchange rates are unsustainable. Dozens of countries have sustained such exchange rates for years or decades, though. Differences between pegged and fixed exchange rates explain why some exchange rates have lasted while others have succumbed to speculative attacks.〈section xml:id="abs1-2"〉〈title type="main"〉ZusammenfassungDie neunziger Jahre haben mehrcre grosse Währungskrisen erlebt. Einige Beobachter behaupten, solche Krisen zeigen, dass feste Wechselkurse nicht haltbar seien. Dennnoch hat eine Reihe anderer Lander solche Wechselkurse jahre- oder jahrzehntelang aufrechterhalten. This is followed by a theoretical discussion of deconstruction and metaphorization. The text is analysed focusing on the ‘binary opposites’ reason and emotion. It is argued that reason is given hierarchical pre-eminence and that emotion is hidden or marginalized but that both concepts are central in order to arrive at an understanding of the text.The chief executive appears to constitute his role in ways which might be characterized as engineering (reason) and as traditional fatherhood (emotion). Metaphors in the text are used in order to provide evidence to support these characterizations. One implication which is particularly highlighted is that management in this text is seen as a distinctively masculine practice – perhaps surprisingly within what is presumed to be the caring and supportive environment of a health care organization.The paper ends with some reflexive reflections on the analysis.

    Notes: This study examined the relationship between individual demographic dissimilarity from co-workers and three indicators of inclusion by an organization: decision-making influence, access to sensitive information, and job security. Data from 345 individuals in eight work units showed that individual dissimilarity in race and gender were negatively associated with inclusion, and the effect of race dissimilarity was more pronounced for whites than for non-whites. In contrast, individual dissimilarity in tenure and education level were positively associated with inclusion, and these effects were more pronounced for those with greater tenure and greater education, respectively. Overall, the results suggest that whether being different hinders or helps organizational inclusion may depend on whether that difference is visible and whether it reflects job expertise. Further, they suggest that, when being different is a hindrance, it may be hardest on those who have traditionally been the majority in organizations.

    Notes: This paper offers a critical examination of the assumptions about managerial behaviour which underpin the concept of decentralization. Following an attempt to elucidate the key dimensions of the concept, together with some of their variations and ambiguities, it is shown how the claimed advantages of decentralization flow from assumed changes in managerial behaviour, away from compliance with centrally imposed instruction and regulation and towards seizure of business opportunities which, in turn, rest upon assumptions about the influence of organization structure on managerial behaviour, the constraints imposed by centralized organization, the freedoms afforded by decentralization and managers' ability and willingness to take up these freedoms. These behavioural assumptions are re-examined critically and shown to be problematic. The paper concludes that little change in managerial behaviour may be expected from decentralization which entails no more than formal changes in managers' responsibilities without concomitant changes in managerial selection, development and remuneration

    Notes: One of the greatest difficulties Japanese multinationals have had is managing American managers in their US subsidiaries. The reason for this is fundamental and profound: Americans and Japanese conceive of management very differently and have strikingly different conceptions of themselves as managers and of correct management practice.We do two things in this paper. First, borrowing from social psychology, we explore the idea of the ‘management self’. Second, we report our research on management self-conception and style in Japanese-owned factories or ‘transplants’ in the USA.The research reports the results of 34 interviews conducted with 19 US and Japanese managers in three electronics transplants. Each factory had adopted different combinations or ‘hybridizations’ of the management styles of the two countries. The three factories had very different characters. One was dominated by Japanese management practice, another by American practice, and the third was a hybrid of the two styles. We found four factors critical determinants of management style: the nationality of the general manager, a stated preference (or lack thereof) for bicultural management, control over the budget-setting process, and the strength of the Japanese assignees

    Notes: This paper draws on a 1995 survey of 141 Canadian firms to address the extent to which the rationales and processes associated with workplace reform programmes matter to their success. Specifically, I explore the extent to which implementation rationales predict implementation processes, whether and how both appear to be associated with managerial evaluations of the effectiveness of workplace reforms, whether these associations are contingent on the intensity with which these reforms are adopted or on establishment size, and whether results are sensitive to the measure of effectiveness employed. Overall, I find that, although implementation rationales and processes may ‘matter’, the extent to which this is the case is limited and varies depending on intensity of adoption, on establishment size, and on the definition of effectiveness employed. I also find that, while adherence to a ‘processually rational’ model bears some association with effectiveness, this association tends to be uneven. I conclude that, although implementation rationales and processes may help to account for the uneven diffusion and success of reforms, much may also depend on the context and the actors involved

    Notes: Concepts associated with the resource-based view of the firm are increasingly finding their way into the strategic HRM debate. Drawing on this literature, this paper reports one of the first industry-based, longitudinal investigations into the relationship between human resource strategy and competitive advantage. Set in New Zealand, but in an internationally oriented sector, the study examines one of the more neglected spheres of professional services: engineering consultancies. The results indicate that the consultancy firms that survived the major business traumas of the late 1980s and early 1990s adopted similar structural, competitive, operational and HR responses associated with their evolving ‘industry recipe’. In interpreting the relationship between HRM and firm performance, then, it is important to distinguish those features of a firm's HRM which are strategic to ongoing viability from those that might form the basis of a relatively enduring form of competitive advantage. While there is insufficient evidence to conclude that any of the primary subjects in this study have established an enviable form of superiority, the study suggests that opportunities do exist for professional service firms to develop industry leadership through superior HRM. The analysis has implications for the wider work of theory-building in strategic HRM.

    Notes: Due to technological convergence, complexes of interrelated industries are emerging. This paper presents a conceptual framework of the role different organizational forms and combinative capabilities play in the management of organizational knowledge integration in this context. The focus is on firms previously operating in one of the relatively stable constituting industries. We argue that a firm's organizational form has to be matched with appropriate combinative capabilities in order to integrate component knowledge into architectural knowledge that consequently serves as a platform for generating new product–market combinations. The framework is empirically illustrated using the example of two Dutch publishing firms moving into the multimedia complex, which is currently emerging around information and communication technologies. The empirical analysis shows that the framework offers strong potential for improving the understanding of the complex process of organizational knowledge integration, as the prerequisite for developing new business in an emerging industrial complex.

    Notes: This paper presents a critical evaluation of the notion that a market oriented culture can be developed and managed. It documents a critique of prescriptive-based literature of market oriented culture and argues that such literature is flawed in that its conceptualization of organizational culture is incomplete. The paper suggests and discusses five principal areas which are either ignored or insufficiently addressed by extant literature on market oriented culture. These are: (1) the view that organizational culture is pluralistic, (2) the understanding that market oriented culture can be viewed as a family of concepts, (3) the notion of cultural dominance, (4) the question of whether culture can be managed, and (5) the problems of cultural entrenchment. The paper develops a series of conclusions and implications centred on the need for further conceptual and empirical development of the content and processes of a market oriented culture.

    Notes: In order to further examine the relationship between executive pay and company performance, this paper investigates the linkage between two separate components of executive compensation (i.e. cash compensation and stock options) and market return performance, among a selected sample of US pharmaceutical company CEOs and COOs. In the surveyed sample, changes in cash compensation were found to exhibit a between-firm relationship with lagged market returns, while Δ stock option grants displayed a within-firm relationship. The former result suggests a commonality in practices across all firms, while the latter denotes idiosyncratic firm-specific practices. These contrasts represent different degrees of the agency problem in the contracts for cash compensation as compared to the stock option components. Levels of cash compensation were affected primarily by firm size. Market returns were not instrumental influences on the levels of both compensation components

    Notes: This paper considers the implications of the work of the French social theorist, Jean Baudrillard, for contemporary strategies of employee management which focus upon the centrality of culture and its purposeful organization and dissemination. Starting with an exploration and consideration of the philosophical assumptions which underpin classical conceptions and models of employee motivation, it charts the ongoing refinement of these ideas, up to and including, the current fascination with the promise of corporate culturalism to deliver levels of high employee motivation and commitment. The work of Jean Baudrillard is then outlined and employed to develop a critical analysis of not only the philosophical presuppositions which continue to underlie the management of motivation but, also, the potential consequences of the current fascination with the management of organizational culture as a means towards increased levels of employee commitment and output.In conclusion, it suggests that the same postmodernizing process which Baudrillard identifies as the outcome of the intense mediatization of society is also produced and reproduced within the domain of the contemporary work organization, due to the championing of similar strategies of cultural management, especially by personnel or human resource academics and practitioners. Such a development is not, however, greeted with optimism. Rather, it is suggested that this particular diagnosis of the postmodern condition views the result as the production and reproduction of a deeply disinterested and enervated workforce; one which demonstrates enthusiasm neither for corporate goals nor indeed the furtherance of their own life-projects.

    Notes: The effect of culture on work values has been studied in a number of ways, largely from a western perspective. Studies have predominantly employed questionnaires as the principal agent of data collection. Yet the Confucian work ethic attributes greater emphasis to collectivist values which bear more centrally on personal relationships. This research used discourse analysis in order to try to identify the implicit features of cultural values as they affected the transmission of financial information, a problem highlighted by the Asian currency crisis in 1997/98.The international hotel industry operates in a multicultural environment where very often foreign operators manage locally owned premises. In these circumstances, budgetary planning and control is an important mechanism. A sample of the interactions between 18 hotel general managers and their financial controllers were studied in Hong Kong. Financial controllers are already subject to a number of role conflicts and it was found that these may be exaggerated by culture.Chinese financial controllers seem to distort the outputs of budgetary planning and control processes in recognition of important organizational relationships. It is suggested that recognizing the direction and effect of these relationships has implications for leadership and performance judgements generally.

    Notes: Building on the organizational learning theory and international expansion process model, this paper examines the effect of time-based experience on multidimensional performance including return on equity, sales growth, competitive position, and asset efficiency of foreign-invested enterprises (FIEs) in an emerging economy (the People's Republic of China). The analysis, based on a recent survey of FIEs in China, demonstrates that time-based experience has a significantly positive effect on overall and individual dimensions of performance of FIEs. The underlying link between time-based experience and multidimensional performance is, however, moderated by the cultural distance between the host and home countries. Moreover, time-based experience moderates the positive impact of resource contributions, market commitment, and strategic innovativeness on venture performance.

    Notes: Through his best-selling book, The Seven Habits of Highly Effective People (1989, Simon & Schuster), and subsequent publications, Stephen Covey has established himself as the pre-eminent management guru in North America. While there are clear similarities between the ‘Effectiveness’ movement he has spawned and competing organizational improvement programmes such as excellence, TQM, and re-engineering, there are also some important differences in how this movement has been rhetorically constructed, the manner in which it has been organized and the ideological roots upon which it is based. The paper draws on Ernest Bormann's fantasy theme analysis to develop a distinctively dramatistic rhetorical critique of this movement. Three primary fantasy themes are identified that, it is argued, underpin the rhetorical appeal of Covey's work to the individuals who follow and the organizations that sponsor him. The paper lends further support to the emerging argument that, in order to properly appreciate the broad appeal of gurus in management and other fields, we need to better understand how their work resonates with the material, existential and spiritual needs of individuals that are peculiar to the late modern age.

    Notes: The paper utilizes data collected from 34 equity international joint ventures (EIJVs) located in Hungary and 49 EIJVs located in Britain to examine the effects of autonomy on EIJV effectiveness. Study results suggest that for the total sample, permitting an EIJV to develop local HRM policies and to implement business plans independently contribute to EIJV effectiveness. Additionally, there is a positive correlation between EIJV age and effectiveness. When the samples are broken up, the results are consistent except that developing local HRM policies is not a significant factor with respect to EIJV effectiveness in Hungary. The paper contributes to the literature by demonstrating that autonomy is a multidimensional construct and by providing initial support for the development of a theory relating EIJV autonomy to effectiveness based on a hierarchy of autonomy measures. The paper also suggests a model of relative recommended autonomy levels for different EIJV activities.

    Notes: The polemical argument developed in this paper is an attempt to analyse the ‘problem’ of HRM and suggest a way forward. The ‘problem’ is identified in terms of the intrinsic conceptual-theoretic, empirical, representative and institutional ambiguities which characterize the discourses and practices of HRM. It is argued that these stem from the epistemological limitations of modernist methodologies employed to ‘identify’ and ‘fix’ HRM.     Notes: The case of the Honda Motor Company has been cited frequently in the strategic management literature. A review reveals that Honda's strategy has been used to illustrate and support apparently contradictory positions on a series of conceptual dichotomies, namely analytical planning versus learning, market positioning versus resource-based and, within the last of these, core competencies versus core capabilities. A critical analysis of this literature reveals empirical inaccuracies and a focus on Honda's strategic successes to the neglect of its failures. More significantly, explanations and general strategy implications are couched in terms of reductionist one-sided theories, a tendency which is only deepened when strategy thinkers debate ‘the meaning of Honda’. This theoretical approach is particularly ill suited to Honda, an important strategic capability of which appears to be precisely the reconciliation of dichotomous management concepts. Western strategy thinkers have therefore missed the opportunity to develop a more appropriate and productive paradigm for learning from Honda.

    Notes: This paper investigates how group-controlled transition rites in an air traffic control organization are experienced by job changers and those responsible for socializing newcomers on behalf of the work group and unit. Contrary to earlier functionalist accounts, these admission rites were neither fully understood as intended nor accepted as legitimate by job changers. The findings indicate that shared meanings between newcomers and `‘lders’ may not be necessary if such rites are to be accepted as an essential feature of the process of granting or withholding membership of the unit. More crucial to their acceptability is whether or not job changers believe that elders are fully acting in the interests of the group and unit. We show that the legitimacy of such socialization practices is subject to decay from organization-wide restructuring which weakens units' social coherence and gives rise to doubts about the integrity of those members who assume an elder role. The implication of these findings is that group-controlled transition rites emerge where management has no choice but to delegate features of work control to the group. Equally, if the legitimacy of such group-level practices is undermined by organizational changes, it is unlikely that this form of socialization can be rectified by management intervention

    Notes: This paper studies a number of research topics derived from the basic question: do interfirm alliances change into mergers and acquisitions as companies that were previously co-operating become integrated? The analysis is limited to the group of strategic technology alliances, i.e. those interfirm agreements for which joint technology development or technology sharing is part of the agreement.The paper first explores the literature that refers to the possible transition from strategic technology alliances to mergers and acquisitions. Based on this we formulate a number of hypotheses regarding the change in modes of governance and several dimensions of this process related to the international distribution of transformed alliances, their industry specificity, the size of firms, and the distribution of contractual and equity agreements. The major finding of our research is that the transformation from strategic technology alliance to merger and acquisition hardly ever takes place. This suggests that alliances and mergers and acquisitions are not part of a rather smooth continuum but they are first of all different modes of governance where one mode certainly does not lead to the other

    Notes: The federal government's role as a direct producer in a non-defense, non-distressed American industry is unique to electric power. This participation arose during the first three decades of the twentieth century; it was politically controversial then and remains so today. We seek to explain how and why the federal government got into the electric utility business. The convergence of technological, economic, and political forces paved the way for federal participation. The growth of long-distance transmission networks and the success of the Progressive movement were important factors. Because so many dam sites with hydroelectric potential were on public lands in western states, and because hydroelectricity could help pay for those dams, even conservative Republicans like Herbert Hoover came to accept the involvement of the federal government. After the election of Franklin D. Roosevelt in 1932, the federal government accepted the task with enthusiasm as part of a plan for the economic development of entire river basins.

    Notes: The paper focuses on the possible outcomes of privatization and considers how different scenarios of privatization lead to varied macroeconomic performance. Alternative scenarios involve changes in efficiency, taxation, wages, income distribution and interactions with the world economy. The consequences of pursuing different scenarios of privatization are simulated using a Computable General Equilibrium (CGE) model. Illustrative simulations with the model are carried out for a representative economy, intended to depict a country at the outset of transition. The simulation results suggest that privatization can exert a favourable or adverse impact on the whole economy, depending on the way in which the performance of the newly privatized sector changes. The simulation analysis for Poland shows that some developments accompanying privatization processes might have contributed to recession and budget deficit.

    Notes: Many authors have studied the quantitative evolution of the cooperative movement but their analysis was generally limited to a sector, a region or a specific period of time. Thanks to a collection by A. Leclerc (Moncton University, Canada) of all statistical information in possession of the International Cooperative Alliance, this study can rely on an exceptional database relating to the number of members affiliated to ICA since 1896. On the basis of this inventory, the authors try to determine the main orientations of the cooperative membership evolution over a period of nearly a century. In this article most of the results are presented by splitting the studied period into four development phases of the worldwide cooperative movement.

    Notes: Historically, American Indian religions have been repressed in the United States out of the conviction that traditional indigenous beliefs would hinder the Indian's “progress toward civilization.” While the First Amendment protects the freedom of religion, it has not done so for American Indian religions. In 1978, Congress passed the American Indian Religious Freedom Act (AIRFA), which was designed to protect and preserve for American Indians their inherent right to believe, express and exercise their traditional religions. This paper will analyze the effectiveness of AIRFA through an examination of one court case, Fools Crow v. Gullett, which involved a Cheyenne and Lakota sacred place, Bear Butte. It will conclude that AIRFA cannot prevent the desecration of a sacred place. It will also extend some arguments of legal scholar Ellen Sewell to the Fools Crow case, arguing that the courts misunderstand the unique nature of American Indian religions and disregard the trust relationship between American Indians and the federal government. It will conclude with further observations about liberalism, justice and property rights in the judicial system.

    Notes: Since the early 1990s, Henri Lefebvre's theory of the social production of space has become widely used by Anglophone academics to understand contemporary urban processes in the Western world. This article argues that care must be taken in transporting Lefbevre's theoretical framework from one context to another. When applied in places like U.S. cities, it must be contextualized in relation to significant sociospatial processes, especially race. It is also argued that when the racialized geographies of U.S. cities are taken into account, Lefebvre's work—with its focus on the role representation plays in the production of space—aids our understanding of contemporary urban processes. The article develops this argument through an engagement with the racialized public spaces in and around downtown Lexington, Kentucky. The killing of an African-American teenager by a White police officer and the ensuing violence and commentary, especially two editorial cartoons, provide the opportunity to contextualize Lefebvre's theory. Furthermore, the case allows us to understand the role racialized representations of space play into the construction of urban geographies. The paper concludes by emphasizing the role of the body in Lefebvre's understanding of space and suggests that his twin notions of “the right to the city” and “the right to difference” hold out hope for the grassroots development of antiracist urban public spaces.

    Notes: ‘Indigenous self-determination’ is a multivalent term that has come to represent various meanings in different political and cultural contexts. Indigenous peoples' strategies for self-determination have become increasingly prominent in the domestic polities of many ‘first-world’ nations, and in the sphere of international law and human rights. These strategies have challenged the cartography of the nation-state with competing claims to land ownership, sovereignty, and self-governance. In Australia, indigenous strategies for self-determination are diverse and holistic and revolve around issues including land rights, law, environmental management, and control over service provision. These are evident in a variety of both ‘elite’ and ‘popular’ geopolitical texts. Meanwhile, Australian governments have created new structures that have attempted to encapsulate meanings of ‘self-determination,’ allowing some indigenous decision-making control, whilst entrenching the nation-state's ultimate hegemony over land. The geopolitics of indigenous strategies for self-determination, and tensions concerning the meaning of the term, are examined, revealing some ways in which discursive trends and material structures interact in locally produced relations of power.

    Notes: This paper examines the life and geographical writings of the English socialist J.F.(“Frank”) Horrabin (1884–1962) and his attempts to construct a socialist geography. Horrabin was an active socialist in the Labour Party, Fabian Society, and other leftwing groups and very involved in working-class education through the Plebs League and National Council of Labour Colleges. He was also a journalist, cartoonist, and gifted cartographer. His 1923 text An Outline of Economic Geography, which sold in large numbers and was translated into nine other languages, attempted to provide workers with an account of economic (and political and historical) geography that used bourgeois “pure geography” but put it within a socialist and historical–materialist framework. Unlike Germany and some other countries, England did not have a strong Marxist theoretical tradition, and Horrabin's approach does not develop theory (though it did attract the admiration of the German Marxist Karl Wittfogel). Rather, it sets out to be engaged in practical political education. Horrabin's work was developed within a particular context, but his geographical writings (and pioneering political cartography) exemplify one way of linking geography with political practice, and this paper examines these relationships. Many of Horrabin's concerns find echoes in current radical geography, and his work deserves belated recognition and a place in the history of geography.

    Notes: The findings reported in this paper address problems confronting chief executives and functional specialists involved in turnaround situations. A comparison is undertaken of companies in which innovation was successfully started – called ‘pacesetters’– with companies which were less successful. Starting innovation was an important precursor for profitability in all the companies studied. Without change there would be no tomorrow. In pacesetter companies, chief executives used an unconventional approach to shock staff into action. They ruthlessly opened minds to market threats and opportunities. After administering shock treatment, they carefully returned responsibility to first line managers through a deliberate ‘managerial shift’. They insisted that the new style of managing they introduced be market-focused. In contrast, chief executives of companies which were less successful at starting innovation encouraged debate on alternative strategies as a prelude to any action. This apparently more logical approach led to frequent disagreements which sapped employee motivation. It lacked the urgency of an approach firmly grounded in the realities of the market place.

    Notes: The first objective of this paper is to develop understanding of organizational political behaviour in the context of change implementation, through a constructivist approach grounded in the interpretations of the initiating actor. The basis of this exploration is the concept of ‘logic of action’, which describes the cognitive schema that an actor brings to behavioural choices linking means to ends. The second objective of the paper is to demonstrate strengths and inadequacies in current conceptualizations of political behaviour, and to develop a framework to guide further research in this area. These aims are achieved through analysis of an account of political behaviour from a single initiator, who is responsible for a specific organizational change, in relation to a single target individual, who is blocking or subverting that change. This account thus represents an experiment with the ‘epistemology of the particular’. Methodological concerns surrounding the external validity of single case accounts are therefore explored, and the concepts of analytical and naturalistic generalization are deployed in contrast with statistical generalization. The main elements in the logic of action identified include characteristics of the organizational context, formal and tacit warrants for managerial action and political behaviour respectively, the variety of ongoing political tactics, the interrelated mix of personal and organizational outcomes being pursued, and the reputation of the initiator of political behaviour, which in turn hinges on the ability to generate acceptable public accounts of one's behaviour. A revised approach to the ‘defining elements’ of organizational political behaviour is advanced based on this analysis.

    Notes: Punctuated change is usually defined as a discontinuity in organizational development and is traditionally associated with environmental turbulence; it is also associated with step changes in the performance of an organization. Starting from Gersick (1991), we discuss the foundations of the punctuatedÐincremental change paradox, and lay out hypotheses regarding the moments when such change is adopted and its economic effect. We explore these ideas through a study of the UK water industry: a contrived macro experiment. Following privatization, the ten major companies all faced similar pressures to adjust, but adopted widely differing responses. We find that the response to privatization was not always punctuated change, and that punctuated change processes were not necessarily superior to continuous processes. We contrast our findings with Romanelli and Tushman (1994), exploring the reasons why our results are so dissimilar.
