Avec l'avénement du Programme Girmac, sont apparus les Comités Locaux des Pêcheurs (CLP) dont le rôle est incontournable dans le processus de cogestion des ressources halieutiques.     Description: Abstract—In collaboration with local stakeholders, Frontier-Tanzania is collecting biophysical information to facilitate effective management initiatives for Misali Island, where marine resource management is currently limited to a 1.4-km2 non-extraction zone within a 21.6-km2 conservation area. In the study reported here, the extraction and non-extraction zones at Misali Island with similar substrata were compared. Data analysis showed a significant disassociation in both abundance and mean length patterns of fish families found in each zone. Further analysis using t-tests on individual families showed that some groups were significantly more abundant in either zone, but without significant differences of mean lengths. Fish family abundance and length records within and outside the non-extraction zone are likely to be affected to varying degrees by a combination of four main factors, including (i) direct fishing effects through target species, (ii) indirect fishing effects through catch of predatory species, (iii) habitat-dependence and (iv) effectiveness of the non-extraction zone.

    Description: 1. Seahorses (Hippocampus spp.), many of which are listed as Vulnerable or Endangered on the IUCN Red List, are traded worldwide as souvenirs, aquarium fish and, primarily, for use in traditional medicines. Given concern over the sustainability of this trade, the genus was added to Appendix II of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) in May 2004. 2. This paper reports findings of the first ever survey of seahorse trade in Africa, conducted in Kenya and Tanzania in May and June 2000. 3. Seahorse trade in Kenya was found to be negligible, with approximately 10 live seahorses exported as aquarium fish annually. Until 1998, however, Kenya may have imported somewhere from 1 to 2.3 t of dried seahorses annually from Tanzania for re-export to Asian medicine markets. Seahorse trade in Tanzania remained substantial, with at least 630–930 kg of dried seahorse exported directly to Asia each year. 4. Accounts of declines in seahorse availability and seahorse size, although few in number, could be early warning signs that wild populations are suffering, at least locally. Close monitoring of future developments in the trade will be essential to allow for timely conservation action as and when necessary, and would contribute to our understanding of the ecological and economical implications of small-scale, non-food fisheries.     Description: Incidental catches (bycatch) in gillnet fisheries off Zanzibar (Unguja Island), as a source of mortality among several species of dolphins, were reported in a questionnaire survey conducted in 1999. As a follow-up to that survey, from January 2000 to August 2003, we monitored the incidental catches of dolphins collected from 12 fish landing sites. Six species of dolphins were recorded from 143 specimens retrieved from bycatches in drift- and bottom set gillnets. Of these, 68 (48%) were Indo-Pacific bottlenose dolphins (Tursiops aduncus), 44 (31%) spinner dolphins (Stenella longirostris), 12 (8%) Risso’s dolphins (Grampus griseus), 11 (8%) Indo-Pacific humpback dolphins (Sousa chinensis), 6 (4%) Pan-tropical spotted dolphins (Stenella attenuata) and 2 (1%) common bottlenose dolphins (Tursiops truncatus). Most of the bycatches (71%) were in nets set off the north coast of Unguja Island. In this paper, bycatch records are examined to describe the occurrence and distribution of dolphin species in Unguja Island coastal waters. The relatively large numbers of bycatch dolphins recorded indicate that bycatch may be a potential threat to local populations that need to be addressed in future conservation and management efforts in the region.

    Description: A participatory mapping study was conducted in Kinondo location of Kwale district in Kenya. The area is subject to high human population and development pressure in the north, where tourism and urban development is intense, compared to lower population pressure in the south where such development is low. Our focus was to document information about these resources that have maintained fishing for many generations and to address issues of their conservation and management. The study focused on the spatial arrangement, access, ownership and use of land-based resources, mainly shrubs, grasses and trees, at four landing sites along the north-south population gradient. Participatory techniques (sketch maps, livelihood diagrams and transect walks) were applied, where trained fishers led other fishers in mapping, and the local Digo language was used for recording names. Resources were arranged in distinct vegetation zones parallel to the beach. A north-south increase in resource availability and abundance was recorded, inversely related to the higher population pressure in the north compared to the south. While much of the land on which vegetation resources are located was publicly accessible, a significant part is owned by absentee landlords, concentrated in the north. This over time results in increasingly restricted access to resources by fishermen, as shown in the more developed, northern section of the study site. Fishers also experience problems with access routes to landing sites on the beach due to encroachment on routes by beachfront development. The mapping activity revealed the potential for conflict over resource access and the need for solutions to maintain fishers’ access to terrestrial resources important for fishing.

    Description: Au Sénégal, la pêche joue un rôle important au plan économique, social alimentaire et culturel. Toutefois, elle reste confrontrée à des problèmes majeurs parmi lesquels ont peut citer: (i) la surcapacité en termes de nombre de navires, de pirogues, d'acteurs (pêcheurs) et d'unités de transformation; (ii) le nombre de bateaux qui était de 246 en 2000 est aujourd'hui réduit à 159 en 2006 du fait de la non signature des accords de pêche avec l'UE, et de l'effectivité de la mesure de gel de la pêche démersale côtière industrielle; (iii) le parc piroguier sénégalais a connu de 1982 à nos jours une évolution fulgurant; de 4968 pirogues en 1982, il est passé à 9761 pirogues en 2000 et à 12619 en 2006 (dont 10845 actives) à cela s'ajoute la présence 1284 pêcheurs à pieds dont 1000 actifs; (iv) la surpêche liée à l'augmentation du nombre d'embarcations, aux techniques de capture plus sophistiquées. Etc. Tout cela a eu pour conséquence une diminution des rendements des unités de pêche industrielles et artisanales, ainsi qu'un éloignement des zones de pêches, obligeant ainsi l'Etat du Sénégal à étendre ses pêcheires dans les pays voisins pour satisfaire la demande nationale en poisson. Pour inverser la tendance, l'Etat a pris des mesures visant à conserver et à aménager de façon efficiente les resources halieutiques, parmi lesquelles, la maîtrise de l'accés par l'instauration du permis de pêche artisanale, complétant ainsi le système de licence pour la pêche industrielle
