Sur les 25 catastrophes les plus couteuses depuis 1970, toutes sont survenues après 1987 et 23 d'entre elles sont liées aux conditions climatiques. Et cela n'arrive pas qu'aux autres. La France, elle non plus, n'est pas épargnée : 88 morts et 9 milliards d'euros de dégats pour les tempêtes de décembre 1999, près de 15000 décès pour la canicule du 1er au 20 aout 2003. La récente tempête Xynthia, avec ses ruptures de digues, a provoqué 53 morts, s'ajoutant à tant d'autres tragédies survenues dans des zones inondables, et nous interrogeant. Sommes-nous prêts par exemple à affronter une crue comparable à celle de 1910 dans le Paris de demain? Dans le contexte actuel de changement climatique, nous savons que nous devons nous préparer à des événements extrêmes plus dangereux, quelquefois inédits. Ces événements voient leurs effets amplifiés par le développement urbain, le surpeuplement des zones littorales et l'anthropisation des milieux naturels. Ils représentent de véritables « trappes à pauvreté » pour les pays les plus pauvres de la Planète. C'est l'objet de ce rapport de l'Académie des Sciences qui analyse la question de ces événements climatiques extrêmes et de leurs conséquences prévisibles sur les systèmes économiques, sociaux, sanitaires et de sécurité.Un réel besoin d'anticipation existe donc : notre pays est-il prêt à y répondre? Participe-t-il suffi samment aux actions internationales visant à réduire les risques? Dispose-t-il d'une information scientifique appropriée?

L’inquiétude n’est pas nouvelle, mais la croissance démographique s’est emballée dans la seconde moitié du XXe siècle, et la crainte d’une crise alimentaire mondiale est réapparue. Certes, les progrès des technologies agricoles ont permis, au plan global, de maintenir le niveau nutritionnel moyen pendant les années de la "Révolution verte", mais la situation restait loin d’être satisfaisante, puisque environ 850 millions de personnes étaient sousalimentées au début du XXIe siècle. Or de nouvelles inquiétudes se font jour : les surfaces cultivables ne sont plus guère extensibles, la productivité des sols atteint des niveaux qui risquent de les endommager de façon irréversible, les prix de l’énergie et des intrants indispensables à l’agriculture moderne sont à la hausse... Et les perspectives de changements climatiques ne sont pas rassurantes. De nouveaux progrès technologiques permettront-ils de dépasser, une fois encore, les contraintes naturelles et démographiques ? Cet ouvrage rappelle d’abord ces contraintes démographiques, climatiques et environnementales qui pèseront sur la disponibilité de ressources à l’horizon 2050, et traite ensuite des facteurs d’évolution de la demande alimentaire, des moyens techniques et économiques d’y faire face, et enfin des conditions d’un équilibre possible. Une synthèse est proposée en début de volume. Des recommandations y sont faites, destinées aux pouvoirs publics français pour les éclairer sur leur politique nationale et internationale, mais aussi à la société civile, qui est concernée car les problèmes ne sont pas seulement scientifiques ou technologiques : ils mettent aussi en jeu les comportements individuels des producteurs et des consommateurs. Trois domaines où il faut agir sans tarder sont mis en valeur : la nutrition et les habitudes alimentaires, puis la démographie, et enfin l’économie mondiale et le commerce international. Les recommandations portent ensuite sur la production agricole et les questions d’environnement, puis sur la prévention, l’anticipation et la gestion des situations de crise, hélas quasi inévitables.

However, if economics is considered as an empirical (substantive) science which starts from actual human needs and places man's dependence upon and interaction with his natural and social environment in the center of its investigation, the basic concepts and conclusions of the behavioral sciences cannot be dispensed with.ZUSAMMENFASSUNGNationalökonomie und die Wissenschaften vom menschlichen Verhalten. So lange die Nationalökonomie als eine rein formale Wissenschaft vom menschlichen Handeln (Praxeologie) begriffen wird, erscheinen die grundlegenden Konzeptionen und Erkenntnisse der Verhaltenswissenschaften wie der Psychologie, der Soziologie und der Kulturanthropologie für die ökonomische Analyse als irrelevant. Wenn indessen die Nationalökonomie als wirklich empirische Wissenschaft betrachtet wird, die von den tatsächlichen menschlichen Bedürfnissen ausgeht und die Abhängigkeit des Individuums von seiner natürlichen und sozialen Umgebung sowie deren Wechselwirkung in den Mittelpunkt ihrer Forschungen stellt, so können die grundlegenden Konzeptionen und Folgerungen der Verhaltenswissenschaften nicht übergangen werden.RÉSUMÉĽ economie politique et les sciences du comportement humain. Tant que ľéconomie politique sera concue comme une science purement formelle de ľ action humaine (praxéologie), les concepts fondamentaux et les découvertes des sciences du comportement humain telles que la psychologie, la sociologie et ľ anthropologie culturelle seront considéréd comme de peu ď importance pour ľ analyse économique. Cependant, si ľéconomie politique est considérée comme une science effectivement empirique qui part des besoins humains réels et place la dépendance de ľ homme de son ambiance naturelle et sociale ainsi que ľ action réciproque de cette dernière au centre de ses recherches, les conceptions et conclusions fondamentales des sciences du comportement humain ne peuvent etre négligées.The question then arises as to the proper method by which the results of one field of inquiry can be utilized in another. Such integration is possible only if we find or formulate common denominator concepts sufficiently broad to contain and cut across the subject-matter of several social disciplines. Which particular concepts are likely to prove useful for a “substantive” science of economics depends upon the nature of the central research problems of contemporary economic analysis. Since these germinal questions of modern economics are all related to the behavior of social groups and of individuals acting as members of structured social entities the basic concepts and findings of social psychology and cultural anthropology are likely to prove most useful for the substantive-empirical economist.Having outlined the major concepts which have proved helpful in the analysis of group decisions and the individual-group relationship the article concludes by setting forth the thesis that a substantive science of economics must be conceived from the very outset as an integral part of a science of man and culture. Such a “humanization” of economics would have the task of placing the living human being once more in the center of economic analysis and, at the same time, would provide a starting point for the solution of the urgent task of integrating our contemporary knowledge about man and culture.Es stellt sich dann die Frage, durch welche Methode die Ergebnisse des einen Forschungsgebiets im andern verwendet werden können. Eine solche Integration ist nur dann möglich, wenn für die verschiedenen Konzeptionen gemeinsame Nenner gefunden oder formuliert werden können, die weit genug sind, um den Gegenstand verschiedener Sozialwissenschaften zu umfassen. Welche Konzeptionen sich für eine wirklich empirische Wissenschaft als nützlich erweisen dürften, hängt von der Natur der zentralen Forschungsprobleme der heutigen ökonomischen Analyse ab. Da alle diese grundlegenden Fragen der modernen National ökonomie sich auf das Verhalten sozialer Gruppen und des Einzelnen beziehen, die als Glieder sozialer Gebilde von bestimmter Struktur handeln, dürften die grundlegenden Konzeptionen und Erkenntnisse der Sozialpsychologie und der Kulturanthropologie für den empirischen Ökonomen von grossem Nutzen sein.Nach einer Skizzierung der hauptsächlichsten Konzeptionen, die sich für die Analyse von Gruppenentschlüssen und der Beziehung zwischen Individuum und Gruppe als nützlich erwiesen haben, wird die These aufgestellt, dass eine wirklich empirische Nationalökonomie von allem Anfang an als ein wesentlicher Teil einer Wissenschaft vom Menschen und der Kultur begriffen werden muss. Eine solche “Humanisierung” der Nationalökonomie hätte zur Aufgabe, den Menschen - so wie er in Wirklichkeit ist - in den Mittelpunkt der ökonomischen Analyse zu stellen, und würde gleichzeitig den Ausgangspunkt darstellen für die Lösung der dringenden Aufgabe, unser gegenwärtiges Wissen über den Menschen und die Kultur zu integrieren.La question se pose alors de savoir par quelle méthode les résultats ď un domaine de recherche peuvent etre utilisés dans ľ autre. Une telle intégration n'est possible que si nous trouvons ou formulons pour les différentes conceptions des dénomina-teurs communs suffisamment larges pour contenir ľ objet des diverses sciences sociales. Quelles sont les conceptions pouvant se révéler utiles pour une science réellement empirique, voilà qui dépend de la nature des problèmes majeurs de recherches de ľ analyse économique actuelle.     Notes: It is now sometimes being said that the food supply is becoming so elastic that men need no longer be apprehensive lest population growth affect their welfare adversely. This assertion respecting the elasticity of the food supply lacks empirical validity so far as most parts of the world are concerned. It is true, however, that in some countries food is no longer the operative population-limiting factor, and food may cease to be such in yet other countries. It does not follow, however, that population-limiting factors will cease to be operative. The dynamics of culture, production, and consumption serve to change the character of these factors, but they do not remove them. For if one factor ceases to be operative, its place is necessarily taken by others. Population growth may not affect adversely man's consumption of food or some other item of living supposedly in highly elastic supply; but then it is quite likely, in many empirical situations, to make his consumption of some other items of living lower than it otherwise would have been.〈section xml:id="abs1-2"〉〈title type="main"〉ZUSAMMENFASSUNG Beschrdnkende Faktoren in der Bevölkerungstheorie. Es wird heute bisweilen gesagt, das Nahrungsmittelangebot sei im Begriffe so elastisch zu werden, dass die Menschheit nicht mehr befürchten müsse, ihr Wohlstand werde durch das Wachstum der Bevölkerung beeinträchtigt. Die Behauptung hinsichtlich der Elastizität des Nahrungsmittelangebots entbehrt jedoch der empirischen Gültigkeit mit Bezug auf den Grossteil der Erde. Es ist allerdings richtig, dass in einigen Ländern die Nahrungsmittel das Bevölkerungswachstum nicht mehr wirksam beschränken, und dies mag künftig auch in andern Ländern der Fall sein. This paper attempts a provisional synthesis of their basic results so far, in the form of a suggested preliminary definition of rationality that is sufficiently general to be applicable in all circumstances.ZUSAMMENFASSUNGBeitrag zu einer allgemeinen Definition des rationalen Handelns In den letzten Jahren ist ein zunehmendes Interesse an den Grundlagen und den Problemen der rationalen Entschlussfassung und rationalen Handelns festzustellen. Ökonomen, Mathematiker, Statistiker, Logiker, Ingenieure und Philosophen haben ihre Anstrengungen auf verschiedene Phasen des allgemeinen Problems des Rationalen gerichtet. Die vorliegende Studie macht den Versuch einer vorläufigen Synthese der bisherigen grundlegenden Ergebnisse in Form einer vorläufigen Definition des Rationalen, die genügend allgemein ist, um unter jeglichen Bedingungen anwendbar zu sein.RÉSUMÉRecherche ď une définition générate de ľ ction rationnelle. Des économistes, des mathématiciens, des statisticiens, des logiciens, des ingénieurs et des philosophes ont concentrés leurs efforts sur les différentes phases du probléme général de la rationalité. La présente étude constitue un essai de synthèse provisoire des résultats fondamentaux obtenus jusqu'ici, sous la forme ď une définition préliminaire de la rationalité, par ailleurs suffisamment générale pour etre applicable dans toutes les circonstances.The general definition of rationality, to be usable for “practical” decisionmaking, must take full cognizance of each of the following characteristics of the “real” world, at least: the time-dimension of action and of the consequences of the action; the multitudinous side-effects of an action; the inevitable uncertainty of the “actor” in connection with the alternatives of action open to him and the consequences of each of these; the costs of information-gathering; the costs of performing logical operations; the variety of the value-criteria of different actors; the changes in the value-criteria of any given actor over time; and the “tastes” of the actor in relation to time-preference, risk-taking, logical processes, and the facing of uncertainty. The definition of rationality should specify the course of action which, in the light of all these factors, is the “best” one.The present suggested definition outlines a “rational” procedure for choosing one from among the set of all known possible actions, where the word “action” refers to a particular time-sequence of (a) acting (in the usual sense), (b) information-gathering, and (c) logical analysis. The procedure consists, roughly, of these four steps: (1) the specification of the set of known possible actions; (2) the determination, for each of the actions, and using all available relevant information, of the set of all possible consequences of that action and their respective probabilities; (3) the evaluation, in the light of the relevant value-criteria, of each of the possible consequences of each of the possible actions; and (4) the derivation from (3) of the “correct” action to be adopted. In carrying out these steps we employ a logical construction patterned after those of Carnap, Hempel and Oppenheim.For the sake of greater understandability, the definition is presented in two stages. The appendix to this paper contains a (grossly oversimplified) illustration of the application of the definition.Die allgemeine Definition des Rationalen - soil sie für praktische Entschlüsse verwendbar sein - muss zumindest folgende Charakteristika der “realen” Welt voll berücksichtigen: die Zeitdimension einer Handlung und der Konsequenzen der Handlung; die zahlreichen Nebenwirkungen einer Handlung; die unvermeidliche Ungewissheit des Handelnden mit Bezug auf die ihm offenstehenden alternativen Handlungen und auf die Folgen jeder dieser Handlungen; die Kosten zusätzlicher Information; die Kosten des logischen Vorgehens; die Mannigfaltigkeit der Wertkriterien der verschiedenen Handelnden; die Rnderungen in den Wertkriterien eines Handelnden im Zeitverlauf; die Einstellung des Handelnden hinsichtlich Zeitpräferenz, Risikobereitschaft, logische Verfahren und Ungewissheit. Die Definition des Rationalen sollte jenen Ablauf des Handelns aufzeigen, der im Lichte aller dieser Faktoren der “beste” ist.Die hier vorgeschlagene Definition skizziert ein “rationales Verfahren für die Wahl einer Handlung unter all den bekannten möglichen Handlungen, wobei das Wort “Handlung” sich auf eine besondere Zeitfolge von Handeln (im üblichen Sinn), Information und logischer Analyse bezieht. Bestimmung aller möglichen Folgen und der Wahrscheinlichkeit dieser Folgen für jede der Handlungen, unter Verwendung aller verfügbaren relevanten Informationen; 3. Wertbestimmung jeder möglichen Folge von jeder der möglichen Handlungen auf Grund der relevanten Wertkriterien; und 4. Ableitung der “richtigen” vorzunehmenden Handlung aus 3. Bei der Ausführung dieser Schritte wird eine logische Konstruktion verwendet nach dem Muster von Carnap, Hempel und Oppenheim.Im Interesse einer grössern Verständlichkeit wird die Definition in zwei Stufen entwickelt.     Notes: Austrian business cycle policy was unconventional but rather successful in the last three decades and especially since the oil crisis. The unconventional conception was developed by trial and error, only ex post it got the name Austro-Keynesianism. Nevertheless it has a theoretical basis, a rather radical interpretation of KEYNES, which bases economic instability on a deep-rooted uncertainty of entrepreneurs. According to this interpretation economic policy tried to stabilize the data most important for entrepreneurial decisions, especially wage increase, exchange rates and investment promotion. This lightened the burden of the traditional instruments of stabilization policy. In addition these instruments were assigned differently: Exchange rate policy was primarily used to stabilize prices in the short run, incomes policy to equilibrate the current account in the medium and longer run, fiscal policy to stabilize employment. While the new assignation proved useful for stabilization policy, some structural problems remained unsolved.

    Notes: Implications of inefficiency in theories of market failure reveal a flawed methodology. Behavior which is apparently inefficient is actually the symptom of an inappropriate analytical model. The standard examples of market failure, monopoly power and external effects, are forthcoming only from models which omit transactions costs as explanatory variables. The unfortunate consequence of this conclusion is that complete and appropriate economic models, which incorporate all relevant variables, will always certify any behavior as efficient. This poses the ‘Panglossian dilemma’, that whatever is, is optimal. This dilemma is resolved by an analytical approach which compares behavior under alternative economic institutions. This analysis depends on two propositions: that transactions costs are affected by alternative institutional environments; and that institutions are themselves responses to the existence of transactions costs. These propositions are used to predict behavior under alternative institutions, and to explain the long run evolution of the institutions.

    Notes: Empirical evidence does not agree with the investment-model of the demand for education: out of pocket costs have another impact than earnings foregone. This difference can be explained by consumption motives. The demand for education is then greater, the full price of education exceeds discounted future incremental earnings, net discounted wealth is not maximum and the rate of return to marginal investments in education is smaller than the interest rate.

    Notes: At the turn of this century WESLEY C. MITCHELL argued that the velocity of money could be influenced by a noneconomic variable that he called ‘confidence’; but the idea has received little attention since then. This study uses events in the long Vietnam war for statistically demonstrating the MITCHELL hypothesis. U. S. troop presence in South Vietnam boosted the peoples' confidence in their country's future thereby stabilizing the demand for fiat money and income velocity. Only two variables - the previous year's rate of inflation and U. S. troop strength, which serves as a proxy for battlefield victories - are needed to explain movements in velocity.

    Notes: This article critically reviews the development and present state of information theory in labor markets. Since the first generation of the new microeconomics, important progress has been made. However, a compact theory including both the various forms of information problems and the associated behavioral reactions still does not exist. Much work remains to be done in order to achieve a general and comprehensive foundation of macroeconomics. Moreover, application of such models to reality is not possible because there are no conclusive empirical tests. The strict neoclassical approach used in these models must be regarded as their principle weakness. The more reality differs from neoclassical assumptions, the more important is the — complementary — macro foundation of micro economics. This should include the analysis of collective decisions on the macro level and their effect on the individual market participant. Finally, some recent empirical and theoretical ideas are presented.

    Notes: This paper is intended to highlight the role of cost increases in the inflation process. In the course of the analysis a distinction is made between three different types of cost inflation: (i) exogenous cost impulses; (ii) competing income claims, both by way of bargaining in markets and by competition in the political arena; and (iii) attempts to preserve the purchasing power of income. Each category is discussed in some detail. The paper also discusses alternative methods of fighting cost inflation, including some issues pertaining to cost-accommodating demand management and incomes policy.

    Notes: According to Kondratiefflong term economic growth in industrialized countries is characterized by a 40- to 60-years-long cycle. The existence of this cycle is much debated. This article presents a spectral analytic test of the long cycle on the basis of price and volume series for Great Britain, France, Germany and the United States. In addition, long cyclical relations between prices and production and the relations between these variables internationally are analyzed by means of cross spectral analysis. The results of these analyses seem to confirm the existence of a Kondratieff-cycle in prices, but contradict the existence of a (simultaneous) long cycle in real variables.

    Notes: This paper is an empirical investigation of the hypothesis that there exists a positive relationship between the inflation rate and its variability. The hypothesis is tested for a sample of eighteen industrial countries for the period 1949-1970. In contrast to most previous studies, policy makers are allowed to revise their desired inflation rate by calculating a six-year moving average. The homogeniety assumption across countries is relaxed and the relationship between the average inflation rate and its variability over time is examined within each country. In addition, the argument that government financial policy is responsible for the variability of the inflation rate is reexamined in the context of a fixed-exchange-rate open economy; an alternative source of inflation variability is proposed-international inflation. A procedure that separates out the influence of the world inflation rate is developed and the relationship between the average inflation rate and its measure of variability attributable to domestic government financial policy is examined. The findings of this study provide less pervasive support than previous studies of the existence of a positive relationships between the inflation rate and its variability. Moreover, the positive causality uncovered might be due more to international inflation than to the actions of domestic financial authorities.

    Notes: The life cycle hypothesis of consumption and rational (in the sense of Muth) expectations implies under certain additional, but not very restrictive, assumptions that real consumption follows an univariate first order autoregressive process. This implication was tested in the framework of bivariate autoregressive models with Swiss quarterly macroeconomic data. A slightly modified variant of the stepwise modelling approach suggested by Hsiao was applied. The hypothesis was rejected with respect to a ‘Neo-Ricardian’ definition of disposable income and real stock prices. By contrast, the test with the conventional definition of disposable income brought not significant results. These findings rise some doubts about the usual specification of macroeconometric consumption functions and their policy implications.

    Notes: This paper summarizes recent developments in the stabilization policy debate. The emphasis is on the controversy between two main classes of models, the equilibrium and the disequilibrium approach, which are both aiming at a consistent explanation of macroeconomic price and quantity behavior. The various models that have been proposed are placed into a coherent framework, and the source of their contradicting policy implications is explored. Empirical evidence cannot be expected to bring about a clearcut decision in favor of either paradigm. A more likely prospect is the development of a synthetic approach emerging from current research in the micro foundations of macroeconomics.     Notes: Inflation occurs because individuals have an incentive to raise prices. The key issue of anti-inflation policy is to choose the appropriate incentive to stop inflation. Monetary policy works through the hunger incentive and it is no longer effective because society no longer allows the hunger incentive to work. This paper argues that the appropriate incentives to stop inflation are market incentives. These market incentives can be built into society through the introduction of an incentive anti-inflation plan such as the authors’ MAP proposal or its TIP counterparts.

    Notes: Considerable controversy surrounds the COASE theorem despite the fact that it is generally accepted as valid both in the theory of externalities and the economic analysis of law. A major source of the controversy is the fact that there are a number of versions of the COASE theorem and definitions of transactions costs. It is argued that a proper understanding both of the competitive market model and transaction costs reveals that the COASE theorem is invalid and not part of standard market theory. It is further argued that transaction costs and information costs arising from market uncertainty provide a key to resolving many of the controversies that the theorem has given rise to and following from this that the primary economic function of law in bargaining situations is to increase transaction costs in order to reduce market uncertainty and strategic behaviour.

    Notes: In this paper, three aspects of the potential gains form trade in an imperfect competition framework are considered in the light of recent research: the presumption that free trade reduces the monopolistic distorsions of imperfect domestic markets; the role of international openness as a way of making room for more efficient-size sellers in the domestic market; its effect upon the appearance of new products and increase in the total number of products. Theoretical and empirical research suggest that trade is indeed likely to improve allocative as well as technical efficiency and often to promote more product varieties.

    Notes: Many governments allocate resources to the repression of the political freedom of their citizens. The dominant economic theory of this activity, associated most prominently with the work of HAYEK, is that political repression is a bi-product of the erosion of economic freedom. This theory predicts that civil liberty will be positively correlated with the degree of economic freedom. An alternative view, derived from models of industrial behavior, is that monopolistic governments will use political repression to protect their property rights, so that concentrated party systems will tend to engage in more repression than competitive systems. Using a cross-sectional sample of 184 states in 1979, an empirical test of the two hypotheses is presented and the evidence is shown to be more consistent with the second hypothesis. In addition, the correlation between civil liberty and a variety of economic variables is examined: the degree of civil liberty is found to positively related to the level of real per capita income and to the ratio of wage and salary payments to total income. The Gastil index of civil liberty provides the empirical foundation for the study.
