    Description: Chemotherapeutic agents have been developed for treating bacterial infections and have been widely used for cultured fish for the last 30 years in Japan. The extensive use of chemotherapeutants has resulted in an increase in the occurrence of drug resistance in fish-pathogenic bacteria and also in the bacterial flora of the intestinal tract of cultured fish. The kinds of chemotherapeutants used are correlated with the occurrence of the corresponding drug-resistant genes in fish-pathogenic bacteria. Almost all multiple-drug resistant strains are carried on the transferable R plasmid, although resistance in fish pathogens to nitrofuran derivatives and pyridonecarboxylic acids is associated with a chromosomal gene. The DNA sequences of R plasmids generally differ depending on the species of fish pathogen. Exceptions are the R plasmids of Aeromonas hydrophila and A. salmonicida, which have the same resistance markers as chloramphenicol, streptomycin, and sulfonamides (SA); and the R plasmids of A. hydrophila and Edwardsiella tarda, which have the same resistance markers as SA and tetracycline. The fish pathogens A. hydrophila, A. salmonicida, E. tarda, Enterococcus seriolicida, Pasteurella piscicida, and Vibrio anguillarum are all widely distributed in fish farms in various areas, and within each species the R plasmid has an identical DNA sequence. The chloramphenicol resistance (cat) gene of the R plasmid from Gram-negative bacteria was classified into CAT I, II, III, and IV according to the DNA sequence. The cat gene of P. piscicida was classified as CAT I, those of A. salmonicida and E. tarda were classified as CAT II, and that of V. anguillarum was classified as CAT II or IV, depending on the time the strains were isolated. The tetracycline-resistance determinants (Tet), which occur in six classes (Tet A through Tet G), were class D in the R plasmids obtained from strains of V. anguillarum that were isolated from 1989 to 1991. The Tet for strains of V. anguillarum isolated from 1973 to 1977 was classified as Tet B, while for strains isolated from 1980 to 1983 it was classified as Tet G.

    Description: This bibliography of social and economic studies of the fisheries of the Northeast United States (Maine to North Carolina) includes annotated listings for each entry and an index of key words for cross-referencing. We have attempted to include all studies published since 1970, and a selected group of particularly significant studies done earlier. The major focus has been on commercial fisheries, but recreational fishing studies have also been included when possible. In addition to studies of the Northeast United States fisheries, studies of Canadian fishing subsidies, European and other markets, have been included because of their relevance to the regional industry. All stages of the fishing industry's operation - harvesting, processing, distribution, marketing - are included, along with management and policy oriented material.

    Description: The New England fishing industry is examined in terms of the capacity of the fishing fleet, of the processing plants, and of the transportation system. Limitations on the capacity of the industry, and its capability and flexibility, are explored in terms of social, economic and technical aspects. The study is based on interviews with fishermen, buyers, processors and distributors, and on data made available by the National Marine Fisheries Service. Although the fisheries is in a state of expansion and both vessels and plants have a greater capacity than is now being used, the major problems that may restrict expansion in both fishing and processing are quality control, species selection and market development.

    Description: Towed sensor data from the main thermocline in the Sargasso Sea south of Bermuda during the Mid‐Ocean Dynamics Experiment are reported and compared with the Garrett and Munk internal wave model. The tows consisted of two sensor suites vertically spaced 11 or 21 m apart; the depth of tow was varied so as to continuously bracket an isothermal surface. Spectral analysis in the wave number band from 0.015 to 5 cycles km−1 results in a vertical displacement spectrum of the isopycnal surface that is statistically indistinguishable from earlier estimates in the same area. In this wave number band, agreement with both the 1972 and the 1975 versions of the Garrett and Munk internal wave model is good, though the model predicts a spectral level about one third too high. The vertical coherence spectra obtained from the temperature fluctuations at the two separations describe the horizontal wave number bands over which vertical coherency is lost. The 1975 model underestimates coherency but can be brought into better agreement by reducing the ‘mode number scale.’

    Description: Twenty neutrally buoyant SOFAR floats were used in the Mid-Ocean Dynamics Experiment (MODE) to study the structure and variability of the deep ocean currents. The floats were clustered so that the pattern of motions could be resolved (mapping and pattern recognition). A number of float trajectories are shown and the very individual character of their signature is emphasized. Some floats remain nearly stationary for a year whereas others will cover hundreds of kilometers to the south or west in just a few months. Superposition of all trajectories in the spaghetti diagram is shown to reveal considerable organization of the "eddy" field in the MODE area and is thought to be caused by the near presence of the Blake-Bahama Outer Ridge to the west. There is considerable asymmetry to the float dispersal with floats rapidly scattering to the south and west, but not to the north and east even though the r .m.s. velocities are a factor 3 to 6 times greater than the mean drift. The evolution and dispersal of the float cluster is illustrated in a set of figures in each of which a 12 day segment of all float trajectories is displayed. At times their mobility and relative motion is shown to be associated with onset of sudden swirls and regions of large horizontal shear, features that are not evident from the analysis of individual trajectories. Cluster averages of the float velocities and kinetic energy, computed weekly and plotted as a function of time, show substantial variability. Much better averages are obtained by limiting the cluster to floats within a geographical region. As the spaghetti diagram indicates and the following paper discusses in more detail there exist substantial geographical variations in the average kinetic energy levels. These may be in some way caused topographically by the close proximity to the continental margin. Whatever the reason they caution us to reexamine the notion that the scale of variation of the second order eddy statistics is large compared to the eddies themselves, at least in the MODE-I area. Ten floats also contained a system to record the local pressure, temperature and vertical currents. The pressure and temperature yield data concerning low frequency vertical displacements and the vertical current meters measure the internal wave sea state which is shown to be remarkably constant.

    Description: It is demonstrated that the outcome of an intercomparison between data and the vertical distribution of eddy kinetic energy predicted by a previously developed numerical model of the MODE area is frequency dependent. In the range of periods from 50 to 150 or even to 400 days (one definition of the temporal mesoscale, the scale that the model was designed to simulate), the comparison is quite good. For periods in the range of 5 to 50 days, the agreement is poor. For periods longer than 400 days , the comparison is indeterminate. Earlier conclusions concerning the relation of model results to the MODE data should be qualified by stipulating frequency range , and future intercomparisons for any model in all regions should be conscious of the desirability of doing so across common frequencies.

    Description: The W.H.O.I. portion of the MODE I array was to be installed on the first two legs of CHAIN 112, along with other work to be done at Site D. The original schedule called for the ship to leave Woods Hole on the 6th of March and return on the 20th. After a two-day layover in Woods Hole, Leg II was scheduled for 22 March through 2 April, terminating in Bermuda.     Description: The Mid-Ocean Dynamics Experiment (MODE) under the Office of the International Decade of Oceanography, National Science Foundation, included plans for the deployment of long-range SOFAR floats in a two degree square area approximately 400 miles Southwest of Bermuda. The floats are located by AFETR, MILS system hydrophones at Bermuda, Eleuthera and Puerto Rico. An additional station at Grand Turk Island, British West Indies, was requested to provide an expanded and more reliable location. In addition a spare installation was to be provided which could be installed within relatively short notice at Eleuthera or Puerto Rico if required. The design, logistical considerations and installation of the Grand Turk Island station are documented in this report.

    Description: Estimates of horizontal derivatives of velocity made by differencing velocity measurements are used to show that the observed velocity field due to low-frequency mesoscale motions during the preliminary MidOcean Dynamics Experiment (MODE-0) field program is horizontally nondivergent within estimated errors. The errors in horizontal derivatives of 0.15 X lQ-6 s-1 are too large for direct estimates of horizontal divergence to be made accurately. The vorticity, however, can be estimated from these horizontal derivatives with an error small compared with its magnitude. Over the measurement period of SO days, the advection of planetary vorticity balances only one-half of the local change of vorticity so these observations cannot be explained in terms of barotropic Rossby waves alone. There are indications that vortex stretching, estimated from a linear heat balance, may balance the remaining local change of vorticity as expected for baroclinic Rossby waves. Based on other measurements in this region; however, it is likely that the horizontal advection of relative vorticity is also important in the vorticity balance. A positive, but not significantly different from zero, correlation between estimates of relative vorticity and advection of planetary vorticity suggests that the ens trophy of the observed velocity field is decreasing with time. In conjunction with a similar result for the perturbation potential energy obtained in this region, this result supports the view that the MODE region is a region of decay, rather than growth, of the low-frequency mesoscale motions.

    Description: Despite an absence of freshwater exploitation, the adult salmon run in the Matamek River, Quebec, declined during 1975-1980 to 〈23% of the level thought to occur there prior to 1967. Returns in 1979 and 1980 of adults tagged as smolts were 1.0% and 0.9%, respectively. Numbers of emigrating smolts and their corresponding adult returns are not significantly correlated, although we observed a trend towards more salmon (2 sea year fish) returning with larger numbers of migrating smolts. Since 1967 there is noted a decrease in the age at which returning adults smolted and females appear to now constitute a larger percentage of returning grilse and salmon. These, and other changes in life history characteristics, appear to be caused solely by commercial exploitation.

    Description: This report represents a first step at considering the potential for the use of market-based incentives to aid in the resolution of fishery bycatch problems. Market-based incentives have several advantages over more traditional command-and-control approaches, including cost-effective allocations of environmental controls; incentives for firms to seek technological solutions; flexibility; returns to the public for the use of its resources; and lower administrative costs in some cases. Notwithstanding these advantages and with several notable exceptions, market-based incentives are almost never employed in the management of fishery bycatch problems. There may be several reasons why this is the case, including significant distributional effects, high costs of monitoring and enforcement, difficulties in educating consumers about product attributes, administrative and transactions costs, or merely oversight. We consider this report to be an "advanced outline" of the issues surrounding the consideration of market-based incentives. We begin first by developing in Section 2 a definition of bycatch, including a "typology" of bycatch types. Next, we compile available public information on bycatch in U.S. fisheries, as defined by target species, location, and gear type (Section 3 and Appendix 1). We then review, in Section 4, two potentially relevant strands of literature, the economic theory of multispecies fisheries and studies from other social sciences of how small-scale fisheries deal with problems of bycatch. In Section 5, we describe, in general, the kinds of market-based policy instruments that may be of use in managing bycatch problems. Following this evaluation, we identify and discuss, as case studies; three priority fisheries: th~ northeastern groundfish fishery; the Gulf of Mexico shrimp fishery; and the eastern tropical Pacific yellowfin tuna fishery (Section 6). Finally, in Section 7, we outline approaches to identifying appropriate policy instruments, including a qualitative comparison of market-based approaches, an examination of the effect of specific types of uncertainty on the choice between taxes and ITQs, and the development of a "proposal" for a bycatch management "policy package." This section concludes with a proposal for a set of priority market-based approaches to bycatch management in the three cases discussed in Section 6.

    Description: From the Forward: The idea for an Exploratory Workshop on Fisheries Sociology emerged from informal discussions held at the 1983 Rural Sociological Society meetings. Planning for the Exploratory Workshop was undertaken by the two of us (Bailey and Harris) with the assistance of Peter Sinclair and Christopher Vanderpool. We sought to identify persons working in different areas of the sociology of fisheries who could present review papers on their areas of inquiry. The papers in this volume are the result of that effort. At the same time, we sought to identify persons who would be interested in attending such a workshop• By combining our personal networks, the mailing list of the Fisheries Anthropologist at the National Marine Fisheries Service (Peter Fricke), and the list of attendees at two sessions on fisheries organized by Bailey at the 1984 Rural Sociological Society meetings, we developed a mailing list of 83 sociologists working on some aspect of fisheries. Invitations to attend the workshop were sent to those persons. In response to the invitation, 24 sociologists attended the Workshop. They came from eleven states, the District of Columbia and Puerto Rico, three provinces of Canada, and Norway. They represented work in both industrialized and developing nations, in subsistence, recreational and commercial fisheries, and in aquaculture.

    Description: SOFAR float observations from the years 1972 to 1981 have been edited and analyzed to·produce a uniform and error-free data set suitable for archiving. These data were collected from the western North Atlantic during three major experiments directed by H. T. Rossby of the .University of Rhode Island. The data are shown here in plots of the composite and individual trajectories, as time series plots of velocity components, and for the LDE floats, as time series plots of temperature, pressure, vertical velocity, and vertical displacement. These data comprise about 72 years of SOFAR float observations, and are a unique resource for Lagrangian studies of the North Atlantic circulation.
