    Description: There is a lack of scientifically collected data on intimate partner violence against men in Germany. The authors present findings from a quantitative, representative online survey of 1,200 men aged 18-69 on the prevalence of partner violence, its consequences, men's experiences with the support system and individual risk factors, and a qualitative interview study with 16 men who were interviewed in detail about their experiences. Finally, the study reports the results of an expert workshop in the form of recommendations and a special analysis of the Lower Saxony survey on partner violence among 15-year-old male adolescents.

The study uses statistical data to discuss the development since the mid-19th century. Another focus, also with topical relevance, is on the nearly one hundred years of experience in the hydrogen economy as the basis of the chemical industry. Thus, for the first time, it offers a synthesis of the diverse energy-economic relationships within the region.

Die Studie diskutiert anhand statistischer Daten die Entwicklung seit Mitte des 19. Jahrhunderts. Im Vordergrund stehen die durch Kohle, Elektrizitätsversorgung, Erdöl und Erdgas ausgelösten historischen Energiewenden und die damit verbundenen Wandlungsprozesse. Ein weiterer Schwerpunkt liegt, ebenfalls mit aktuellem Bezug, auf den annähernd hundertjährigen Erfahrungen im Bereich der Wasserstoffwirtschaft als Grundlage der chemischen Industrie. Damit bietet es erstmals eine Synthese der vielfältigen energiewirtschaftlichen Beziehungen innerhalb der Region.

It focuses on the inter-administrative relations, coordination and performance of integration management, with a particular focus on developments after the refugee crisis of 2015/16. Based on case studies and expert interviews in the aforementioned three countries, it analyses the institutional interplay between actors in both the multi-level system and the local sphere. The authors examine the national contexts, local institutional settings and crisis-related challenges of integration management performance in the three countries, taking similarities and differences from a cross-country and inter-municipal com-parative perspective into account. Using illustrative examples from practice and deriving lessons from in-depth insights into local problem-solving, the study makes recommendations for the optimisation of integration management and more crisis-resilient administrative organisation in this policy area.

    Description: What are the effects of internal migration controls on migrants without a regular residence permit – on “sans papiers”? The book gives an answer to this question with a comparative study of the United States and Germany. Based on expert interviews and in-depth interviews with forty sans papiers, police controls as well as controls in areas such as labor market, health care, housing, schooling and childcare are carefully analysed. The book discusses whether global economic, political or social processes have restricted the ability of advanced capitalist countries to control migration. It argues that migration policy in the OECD countries has become more similar, but this convergence only takes place at the level of policy goals and legal norms. At the level of implementation, national differences persist. The interviews show that sans papiers in the U.S. continue to have many possibilities to participate in society. In contrast, the comprehensive exclusion of sans papiers in Germany confi rms that there is no general “loss of control”.

Dieser Frage geht das Buch mit einem Vergleich zwischen den Vereinigten Staaten und Deutschland nach. Anhand von Expertengesprächen und vierzig qualitativen Interviews mit Sans Papiers werden polizeiliche Kontrollen und Kontrollen in den Bereichen Arbeitsmarkt, Gesundheitsversorgung, Wohnen sowie Schule und Kinderbetreuung eingehend untersucht. Das Buch diskutiert, ob globale ökonomische, politische und soziale Prozesse die Fähigkeit von Nationalstaaten einschränken, Migration zu kontrollieren. Es wird gezeigt, dass sich die Migrationspolitik der OECDStaaten in den vergangenen Jahren zwar auf der Ebene der Leitlinien und Gesetze angeglichen hat. Bei der Implementation von Kontrollen bestehen aber nationale Unterschiede fort. Die Interviews belegen, dass Sans Papiers in den USA weiterhin vielfältige Möglichkeiten zur gesellschaftlichen Partizipation haben. Im Gegenzug zeigt das Beispiel Deutschland, dass angesichts der weitgehenden Exklusion von Sans Papiers keine Rede von einem »Kontrollverlust« sein kann.

    Description: The present dissertation addresses the manifold legal aspects of the administrative and constitutional problems of accreditation in german institutions of higher education. Issues are raised in respect to well-known questions concerning the legal nature of accreditation, as well as to the related encroachment upon fundamental rights. Furthermore, new challenges such as system accreditation and the seldom debated issues concerning the contractual relationships of the involved parties, or the democratic legitimation of the accreditation administration and the legal nature of its decisions are discussed. The study also draws comparisons to similarly structured areas of law - in so doing, further questions of modernisation in higher education, the debate surrounding privatisation and legal aspects of the administrative organisation are commented on.
    Description: Die Akkreditierung von Studiengängen bietet auch fast 15 Jahre nach ihrer Einführung politisch wie juristisch beträchtlichen Anlass zur Diskussion. Die stetige Fortentwicklung des Akkreditierungsverfahrens, die zunehmende Bedeutung von Qualitätssicherung sowie die immer wieder auffl ammende Debatte um den Bologna-Prozess sorgen dafür, dass das Thema aktuell und lebendig bleibt. Die vorliegende Dissertation widmet sich neben der hochschulpolitischen Entwicklung den vielfältigen verwaltungs- und verfassungsrechtlichen Problemen des Akkreditierungswesens an deutschen Hochschulen. Dabei kommen zum einen altbekannte Fragen zur Rechtsnatur der Akkreditierung oder dem Grundrechtseingriff durch die Akkreditierungspfl icht zur Sprache. Des Weiteren geht es aber auch um neue Herausforderungen wie die Systemakkreditierung und um bisher nur wenig erörterte Themen wie die Vertragsverhältnisse der Beteiligten, die demokratische Legitimation der Akkreditierungsverwaltung sowie die Rechtsnatur ihrer Beschlüsse. Außerdem zieht die Arbeit systematische Vergleiche zu Rechtsgebieten mit ähnlichen Strukturen; dabei nimmt sie u.a. Stellung zu weiteren Fragen der Hochschulmodernisierung, der Privatisierungsdebatte und des Verwaltungsorganisationsrechts.

    Description: Municipal and regional cross-border cooperation has already been common practice for a long time. This is shown by numerous existing Euroregions along the German border. The particular feature of this kind of cooperation is the participation of local and regional authorities of different states, which are separated by a national border. The judicial challenge is to legally overcome the national boundary in order to transform a mere partnership into an effective cooperation. This treatise outlines the existing instruments to implement such cooperation for German municipal authorities within their sphere of jurisdiction. Several questions are discussed: Are local authorities entitled to enter a transnational contract and if so, to what extent? What possibilities are offered by the German Constitution and existing umbrella agreements, and what is the relevance of the achievement of the European Regulation on a European Grouping of Territorial Cooperation? Furthermore, the important issue of transnational joint performance of exercising state authority as well as aspects of cross-border economic activities of local authorities are discussed.

Das zeigt schon ein Blick auf die Gebiete der zahlreichen Euroregionen entlang der bundesdeutschen Grenze. Die Besonderheit dieser Art von Kooperation ist jedoch, dass an ihr kommunale Gebietskörperschaften unterschiedlicher Staaten teilnehmen und das Kooperationsgebiet durch die Staatsgrenze geteilt ist. Herausforderung ist es, diese Grenze in rechtlicher Hinsicht zu überwinden, um eine bloße Partnerschaft in eine wirkungsvolle Zusammenarbeit zu wandeln. Es wird aus dem Blickwinkel deutscher Kommunen aufgezeigt, welche Instrumente ihnen zur Verfügung stehen, um aus eigener Kraft eine solche Kooperation zu verwirklichen. Dürfen Kommunen überhaupt grenzüberschreitend vertraglich tätig werden und wenn ja, in welchem Ausmaß? Welche Möglichkeiten werden ihnen durch die Verfassung oder durch Dachstaatsverträge eröffnet und welchen Stellenwert hat die unionale Errungenschaft des Europäischen Verbunds für territoriale Zusammenarbeit? Erörtert wird zudem die wichtige Frage, ob und inwieweit die gemeinschaftliche Erfüllung hoheitlicher Aufgaben möglich ist. Nicht zuletzt werden Fragen zur wirtschaftlichen kommunalen Betätigung mit Grenzübertritt beleuchtet.

    Description: The late Chinese scholar Ji Xianlin has influenced the image of Germany for generations of Chinese relevant until today. About his time in Göttingen from 1935 1945 he wrote in the 80's a book in which he draws, in spite of negative experiences during the Nazi dictatorship, a differentiated picture of Germany and the Gottingen science. This led to a sharp increase in the number of Chinese students in Göttingen up to 400 in 2008.
    Description: Der kürzlich verstorbene chinesische Gelehrte Ji Xianlin hat das Deutschlandbild von Generationen von Chinesen bis heute maßgeblich beeinflusst. Über seine Zeit in Göttingen von 1935 – 1945 schrieb er in den 80er Jahren ein Buch, in dem er, trotz negativer Erfahrungen während der nationalsozialistischen Diktatur, ein differenziertes Bild von Deutschland und der Göttinger Wissenschaft zeichnet. Dies führte zu einem starken Anstieg der Zahl der Studierenden aus China in Göttingen, die im Jahr 2008 bei 400 lag. In seinen Erinnerungen, die im Oktober zur Frankfurter Buchmesse erstmals in deutscher Übersetzung erschienen sind, bezeichnet Prof. Dr. Ji Göttingen und seine Universität als zweite Heimat.

Their hopes are to modern techniques of assisted reproduction. Reproductive medicine has since made enormous progress and opens up new opportunities. With these opportunities, however, are also linked new challenges, their moral and legal implications are considerable.
    Description: Auch 30 Jahre nach der Geburt des ersten „Retortenbabys“ Louise Brown im Jahr 1978 bleibt für viele Paare der Wunsch nach einem eigenen Kind unerfüllt, und ihre Hoffnungen richten sich auf moderne Techniken assistierter Reproduktion. Die Reproduktionsmedizin hat seitdem immense Fortschritte gemacht und neue Chancen eröffnet. Mit diesen Chancen ist indessen zugleich eine Fülle neuer Herausforderungen verbunden, deren moralische und rechtliche Implikationen erheblich sind. Der vorliegende Band vereint Beiträge zweier Tagungen, die im Jahr 2007 vom »Forum für Ethik in der Medizin Frankfurt am Main e.V.« gemeinsam mit der »Arbeitsgruppe Reproduktionsmedizin und Embryonenschutz in der Akademie für Ethik in der Medizin« sowie vom »Zentrum für Medizinrecht« der Universität Göttingen veranstaltet wurden und welche die aktuelle Debatte um die Reproduktionsmedizin und ihre Möglichkeiten aufgreifen. Sie wenden sich den Errungenschaften und Problemen assistierter Fortpflanzung im Allgemeinen zu, widmen jedoch ihr Augenmerk speziell donogenen Techniken (Eizellspende, Samenspende, Embryospende) sowie dem Kinderwunsch in besonderen Situationen (etwa körperliche Behinderung, letale Erkrankung eines Partners, gleichgeschlechtliche Lebensgemeinschaften).
