Description: Freedom of speech is a fundamental human right and a core value in liberal democracies. It is also, however, one of our time’s most contested issues, constantly claimed to be either too wide-ranging, at the peril of vulnerable minority groups, or too limited, restricting dissent and democratic deliberation. Employing a sociological lens on the dynamics of the public sphere, this book investigates how the boundaries of free speech are contested and negotiated through social processes which silence certain groups and opinions while amplifying others. The book focuses on key topics in current free speech debates – immigration, religion and culture. Drawing on population-representative survey data, media analysis and in-depth interviews, the authors paint a broad picture of how boundaries of free speech are defined and maintained, experienced and challenged, in the rapidly changing Norwegian public sphere.

Description: "Samhandling is considered as a key solution when asymmetry occurs. An expectation of seamless samhandling can be a special challenge to High Reliability Organizations which have mechanistic traditions in common, i.e. an assumption of linearity and routine-based work. In this chapter, a model to operationalize samhandling is presented. This conceptual study is based on observational data from an inter-organizational exercise. A full-scale exercise of a train accident on the Öresund Bridge between Sweden and Denmark was observed. The overall goal of the exercise was to effectively solve the situation. However, different routines contributed to confusion and misunderstandings in the meeting on how to act. The exercise was dominated by a focus on linearity within the internal organizations, which hindered samhandling. In order to conceptualize samhandling, a three-level model is presented. It consists of “sequential samhandling”, i.e. a simplified, assembly-line type work process, “parallel samhandling”, i.e. carrying out tasks simultaneously, and “synchronous samhandling”, i.e. tasks performed at the same time in a spontaneous and natural way. A three-level samhandling model such as the one presented can be a useful tool for managing disasters."

Description: "Prioritization is a necessity in healthcare, in the allocation of limited resources. Which criteria and considerations prove decisive, however, when it comes to prioritization in practice? The dominant political objective of the Norwegian public healthcare system is to provide services of high quality, fairly distributed among Norway’s citizens. Regulatory and economic policies, professional values, administrative organization and distribution of resources are among the factors that influence everyday decision-making and the realization of healthcare objectives. How do healthcare providers experience these factors? Which hidden prioritization mechanisms are at play? How are equal treatment and fair distribution of services understood in practice? These are among the questions discussed in the various chapters of the book, written by scholars in social science, law, philosophy and medicine. While researchers, academics, students and healthcare providers are the targeted readers, this book will be of interest to everyone engaged in today´s challenges related to healthcare prioritization, including decision-makers at various political and administrative levels. This anthology is the result of the research project Prioritizing Health Care - Tensions and Interplay between Legal, Political, Economic and Professional Perspectives, funded by the Norwegian Research Council."
Description: "Det må prioriteres i helsetjenesten.

Description: "This study examines self-assessment of preparedness for unforeseen events and how it varies between groups and individuals according to roles and functions within an organization. The study has two objectives. The first is to analyse the relationship between general self-efficacy, perceived competence in demanding situations and social support, and based on this, to assess the efficiency of interaction (samhandling) in organizations and preparedness for the unforeseen. The second aim is to examine how these factors vary according to professional experience. A survey questionnaire was completed during winter 2016/2017. All 624 respondents were male or female employees of the Norwegian Armed Forces, based in different units, with different levels of competence, and included commissioned and non-commissioned officers, officer cadets and conscripts. The response rate was 77 percent, and a total of 810 personnel were approached. This study incorporates central concepts of individual and social resources that could permit the prediction and understanding of resilient behaviors in complex and demanding situations. Interaction was found to be the most important predictor of preparedness for the unforeseen. This study also shows that interaction combined with general self-efficacy and social support can account for a considerable proportion of the variance in preparedness for the unforeseen. The results indicate that it is possible to prepare for unforeseen events by implementing measures that improve social factors in particular."

Description: "Based on the idea that contingency frames people’s view of the world, the text examines how cooperation is still possible. It is argued that cooperation is a human constant (Tomsello), as well as a skill and craft to be unfolded again (Sennett). In order to facilitate teaching and learning processes focussing on the emergence of cooperation, a “Workshop Didactic” is developed. Such a didactic is particularly powerful in enabling people to deal with the challenges of unforeseen situations."

Description: This anthology offers fresh perspectives on cosmopolitanism that reflect cultural challenges in the contemporary world. It demonstrates that new cosmopolitan thinking can be combined with a sensitivity to ethnic and local difference. Moreover, it argues that rather than clinging to the utopian notion of color-blind universalism, new cosmopolitan cultural practices should acknowledge the persistence of "race" in lived experience.

Description: "At the time of this book’s publication, almost seven years have passed since the dramatic and brutal terror attacks at Norway’s Government Headquarters in Oslo and the island of Utøya on 22 July 2011. How have we coped during this time? Which values have been important? Have we managed to protect the ideals of democracy, openness and humanity? And not least: Who is this ""we"" that we are referring to? This scholarly anthology includes articles from researchers associated with the project NECORE (Negotiating Values: Collective Identities and Resilience after 22 July) and other researchers whose work is closely associated with the project. They give us insights, opinions and sharp perspectives on not just 22 July, but also about Norway today, about values, identities and resilience in Norwegian society in the wake of the terror attacks. An important backdrop for the book and the project is the assertion that, as the events themselves recede into the past, it is even more important to focus on what the terror events have led to and how we can learn from them. In a world where terrorism has become an all too common part of political reality, it is crucial that we understand how we ought to think about terror, and how we as a society encounter it."

Description: "The purpose of this chapter is twofold. Firstly, a rather paradoxical situation will be discussed. Even though most military practitioners seem to agree on the characteristics of war, two almost diametrically-opposed norms for how to samhandle have arisen: a centralized one and a decentralized one. We argue that the decentralized approach, called Auftragstaktik, is the most effective. In the second part of the chapter we discuss the pedagogical challenge of educating personnel to thrive in a decentralized organization, which must operate effectively in unforeseen and threatening environments. Based on the teachings of Moltke the Elder (1800– 1891) and the much more recent writings of Torgersen, Steiro and Saeverot (2015), we argue that a crucial step in educating for the unforeseen is to give the students the opportunity to solve new problems by themselves, gaining experience that is, as far as possible, self-generated and thereby becoming more aware and confident in dealing with new situations."

Description: "The chapter describes and discusses interaction within the Norwegian Armed Forces. Military interaction is understood as the dynamic and sometimes unpredictable action undertaken when two or more services interact. The chapter explores why interaction between military services, such as land, sea and air forces, is difficult – and, in some circumstances, completely absent. How can inadequate interaction between the military branches be explained? As Europe’s armed forces become increasingly complex and sophisticated, two perspectives from organisational theory are applied. First, an instrumental perspective is used to comprehend the problem. Particular attention is paid to the tension between hierarchical authority and the division of labour. Thereafter, a cultural perspective is used to comprehend inter-service rivalry. Here, attention is paid to informal rules and regulations, or habitual ‘rules of thumb’ that have become institutionalised over time. These ‘the behavioural patterns’ affect the way military services perceive themselves in contrast to others. The main finding is that Norway’s Armed Forces suffer from ‘limited rationality’. This is because Norway’s military units operate within a fragmented command structure that consists of many different sub-organisations; individually, in times of peace in Norway, they pursue their own myopic agendas rather than a comprehensive national objective. In this process, the branches are also forced to compromise with each other to reach their individual objectives. A form of limited rationality therefore arises because the Army, Navy and Air Force act rationally. This is, however, not on the basis of what serves Norwegian security best, but on the basis of what is rational for their specific branch."

Description: This book critically examines multiple ways in which cultural diversity is, and has been represented and handled. It questions the construction of differences in doing culture while emphasizing the fluidity of cultural entanglements. It is an invitation to re-think norms, practices and negotiations of diversity and otherness, to distinguish emancipatory from standardizing approaches and to “transculturalize” the study and the politics of culture.
