    Description: "The Politics of Trauma and Integrity uses the lenses of gender and trauma to tell the stories of narratives testified by two contrasting Japanese “comfort women” survivors. Through an innovative interdisciplinary study of the politics of gendered memory and trauma in historical context, with numerous primary sources for analysis including diaries, interviews, letters and oral testimonies, this book uncovers the life-or-death struggles of Japanese survivors in pursuit of public recognition as the victims of state violence against women.     Description: Digital technology is perceived as a solution to meet the ‘challenges’ of ageing and promote independent and healthy ageing. This approach, often driven by policy makers, is leading to the vast development of a so-called ‘Age-tech’ market, mainly focused on healthcare technologies. Despite the potential positive outcomes, adoption and actual use of digital healthcare technologies are often low, and chronological age is often considered a barrier to the adoption of digital technology. Yet, the role of ageism in adoption and actual use is overlooked. This chapter discusses the potential theoretical influence of ageism in applying digital technology in care and healthcare. First, the chapter provides an overview of the perception of age in relation to digital technology and the manifestation of ageism in healthcare. It continues by providing recent evidence, from the field and from the authors’ research experience, in an attempt to describe two potential ways in which ageism is related to adoption and actual use of digital healthcare technology: 1) through the perspectives of different stakeholders (older adults, healthcare professionals, caregivers and designers) and 2) through the design of digital technology. Finally, the chapter discusses possible implications for practice in healthcare, design, research and policy concerning digital technology.

    Description: This introductory chapter sets out with a review of the existing literature on differentiation in the European Union (EU); it explains the related concepts and includes a cursory glossary of them at the end. In a nutshell, we conceive of differentiation as an umbrella term covering a wide range of both integrationist and – albeit to a much lesser extent – disintegrationist techniques and processes such as multi-speed Europe, variable geometry, and à la carte Europe. While differentiation has not been a constituent feature in the early stages of the European project starting after World War II, it became ever more central since the 1970s and, in particular, in the aftermath of the Treaty of Maastricht when the EU was characterized as a system of differentiated integration rather than integration only. In light of ‘Brexit’, i.e. the United Kingdom’s withdrawing from the EU, however, differentiation also accounts for processes of disintegration. Most importantly, differentiation may ultimately also prove to be an important element towards sustaining – if not self-reinforcing – integration. Finally, this chapter also provides overview of contemporary studies of differentiation in the EU and provides an overview of the contents and contributions of this Handbook.

The aim of this study is to operationalize "integrated valuation" as a way of bridging the gap between cost-effectiveness analysis and economic valuation of benefits in implementation of the Water Framework Directive.     Description: As the guardian of the euro, the European Central Bank (ECB) oversees a prime example of differentiated integration. Against the backdrop of the multiple crises of the euro’s second decade, this contribution asks how the ECB has dealt with differentiation. It analyses both the historical development of the ECB’s relationship with euro outsiders – discerning between ‘old’ opt-outs and ‘new’ accession countries in the context of EU enlargement – and how differentiation affects ECB policymaking across its various tasks. Specifically, we analyze three logics of ‘deepening’ and ‘widening’: (1) Is the ECB encouraging euro membership among the ‘outs’? (2) Does it seek to reduce the impact of differentiation by keeping the ‘outs’ on board as much as possible? (3) Or does the ECB further cement differentiation by excluding the ‘outs’ from decision-making or deepening integration among the ‘ins’ only? We find that, in the past, the ECB has been hesitant to support ‘more Europe’. When the sovereign debt crisis posed a potentially existential threat, however, the ECB started adopting a more proactive role through both monetary policies and discursive acts. The COVID-19 crisis appears to confirm that the ECB has shed its narrow technocratic focus in order to provide political leadership in the EU. Yet, in our view, this does not suggest that the ECB is a competence maximizer ‘hardwired’ to ever closer union. Rather, the evidence suggests that it merely accepted greater powers and a deepening of integration to avert the threat of (differentiated) disintegration.

There is a range of known factors that are responsible, though the increased flux of nutrients from the sources to the water bodies is a key factor. The aim of this study is to operationalize "integrated valuation" as a way of bridging the gap between cost-effectiveness analysis and economic valuation of benefits in implementation of the Water Framework Directive. The authors begin with a definition of integrated valuation model of ecosystem services as a type of systems analysis, before they move on to describe their site of study and the boundaries of their model. Through applied demonstration, the authors evaluate whether the model meets criteria as an integrated valuation tool and discuss further applicability.

Why this interest now? Hypothesis is that the texts address convergences between past complicities and current forms of participation in the wrongdoings of neoliberalism. These issues are related, since justifications of past involvement established the terminology, narratives, and heuristics in which mass violence has been subsequently discussed, thus forming the frame for the negotiation of current problematic involvement. Stepanova’s text stands out from the large corpus of contemporary family history narratives. First, it inverts the common order of critical discourse, as the literary text discusses theoretical concepts of memory studies, most notably Hirsch’s “postmemory.” Secondly, this discussion challenges a Western bias of memory studies, where political violence is portrayed as a traumatizing element of a past era handed down through transgenerational transmission. Stepanova outlines that in Eastern Europe, the experience of totalitarian terror and mass violence spread over several eras and multiple generations, creating a “traumatic enfilade” that comprises even the narrator’s present. In Memory of Memory addresses the critical participation of analysis in forming the aftermath of terror and mass violence.

    Description: This chapter analyses Konstantin Simonov’s thought from the largely understudied point of view of de-Stalinization. Simonov showed already in 1956 how the representation of the Great Patriotic war was tightly intertwined with the personality cult of Stalin, and how this entanglement had caused literature and art either to portray Soviet reality in a distorted manner or to keep silent about social difficulties. By criticizing key authoritative documents of the early post-war years, Simonov revealed how Stalin’s wish to forge the image of the Great Patriotic war resulted in the widespread tendency of embellishing reality in Soviet literature and art. The chapter also tracks how the Party rebuked Simonov’s claims without mentioning him as the initiator of the ideas. The chapter thus testifies to some of the problems of ‘de-Stalinization’ and how some of its key issues could not be openly discussed in the Soviet Union until the late 1980s. The chapter is based on previously untapped archival material, and it contributes to the scholarly discussion of the thaw-era de-Stalinization, Simonov’s roles within the Soviet literary establishment, and questions of the representation of reality in Soviet art in general and the representation of the Great Patriotic war in particular.

    Description: This book is about Erving Goffman’s frame analysis as it, on the one hand, was presented in his 1974 book Frame Analysis and, on the other, was actually conducted in a number of preceding substantial analyses of different aspects of social interaction such as face-work, impression management, fun in games, behavior in public places and stigmatization. There was, in other words, a frame analytic continuity in Goffman’s work. In an article published after his death in 1982, Goffman also maintained that he throughout his career had been studying the same object: the interaction order. In this book, the author states that Goffman also applied an overarching perspective on social interaction: the dynamic relation between ritualization, vulnerability and working consensus. However, there were also cracks in Goffman´s work and one is shown here with reference to the leading question in Frame Analysis – what is it that’s going on here? While framed on a "microsocial" level, that question ties in with "the interaction order" and frame analysis as a method. If, however, it is framed on a societal level, it mirrors metareflective and metasocial manifestations of changes and unrest in the interaction order that, in some ways, herald the emphasis on contingency, uncertainty and risk in later sociology. Through analyses of social media as a possible new interaction order – where frame disputes are frequent – and of interactional power, the applicability of Goffman’s frame analysis is illustrated. As such, this book will appeal to scholars and students of social theory, classical sociology and social interaction.

    Description: The idea of “parliamentary administration” might appear, at first sight, like an oxymoron: parliaments are the domain of politicians, the elected representatives of the people, whereas administrations are commonly understood as the executive bureaucracies carrying out the tasks of governments. The historical development of parliamentary administrations has taken different forms in different countries, making it difficult to generalize. The most delicate issue regarding parliamentary administrations concerns the nature of the activity they perform. The comparative analysis of the data contained in the various country-specific chapters demonstrates several commonalities and differences in relation to certain fundamental organizational and functional options of parliamentary administrations. The very first observation in this context concerns the size of parliamentary administrations. A second dimension of framing the distinctive features of parliamentary administrations is the degree of budgetary autonomy. Looking more closely at recent developments, a number of contemporary challenges can be identified that parliamentary administrations have had to confront in the 21st century.

    Description: Nikolai Bukharin’s (1888–1938) anti-fascist activity in the mid-1930s and his status as a cultural theoretician have been a neglected topic thus far. After losing his position as General Secretary of the Comintern’s executive committee and being expelled from the Politburo in 1929, Bukharin still found a platform as the chief editor of Izvestiya, in which he published several analyses of fascist ideology until his arrest in 1937. As a response, and in order to surpass the achievements of German high culture, which had fallen under the spell of bourgeois fascism, Bukharin relied on his own interpretation of Marxist philosophy, which he had sketched already in the 1920s but tried to ‘dialecticise’ in the 1930s after being criticised for his overly mechanistic views. The apex of these aspirations are his works Philosophical Arabesques and Socialism and its Culture, written in 1937 while in prison. Both are in many respects rather enigmatic works. In them, Bukharin defended socialist humanism as the only real alternative to fascism. At the same time he was not only silent about the crimes of Stalin, but he also considered the violent and dictatorial features that became branded as Stalinism abroad as a necessary ‘destructive’ force in the dialectical process of history of building communism. In this chapter, Vesa Oittinen and Elina Viljanen analyse the premises of Bukharin’s philosophy of culture and explain its repercussions.

    Description: This chapter adopts methodological cosmopolitanism to revisit the Maria Luz Incident (1872), a colourful diplomatic episode that involved two civil suits brought before a court created for the specific purpose of adjudicating whether the ship’s captain ill-treated and abused his Chinese ‘passengers’ while the ship was anchored for repairs in Yokohama Port. The chapter argues that the Maria Luz Incident was not a seminal moment when rights talk was introduced to Japan. Rather, the incident was due to a lack of consensus in international law regarding whether the ‘coolie trade’ was free labour or slavery. The research traces how international law and narrow ideas of freedom (the freedom to enter contracts) became aligned with the workings of Japanese licensed prostitution.

Using an in-depth case study of Albania and its two main destination countries, Italy and Greece, the book demonstrates that instead of being viewed as a linear path between origin and destination, migration should be seen as a segmented, or cyclical pattern that may involve several localities and more than two countries. Characterised by important previous historical, social, economic and political linkages, geographical proximity but also high migration volatility and sustained flows in either directions, Albanian migration to Italy and Greece offers an optimal case study for analysing complex return, reintegration and mobility processes. While interesting as a unique regional migration system, the lessons learned cast light on important migration and mobility dynamics that are relevant for labour migration in Europe, also from other important migrant origin countries in the EU’s neighbourhood such as for instance Morocco or the Ukraine. It demonstrates that most of the reforms in Europe to break free of the Eurozone and banking crises in which Europe continues to find itself focus on building up the capacities of national authorities rather than European ones. The result is that national authorities remain largely in control of the decisions and funds that are to be deployed to prevent economic disaster if a single EU bank fails. The likely outcome is an accelerated balkanization of the European market for the foreseeable future. The book also contends that power politics, and realism in particular, is a defining feature of European politics with coercion and enforced national responsibility at the demand of Germany; the dominant form of institution-building that established the responsible sovereignty model, and shut down the possibility of alternatives. In making this case, the book demonstrates that the dominant view in international relations, that power politics best explains the behaviour of states, also apply to the EU.     Description: Bua and Bussu's (2021) article charted transitions between democracy-driven and governance-driven institutional reforms in the case of Barcelona. Their work is useful in identifying dynamism and tipping points shifting between elite-led and bottom-up forms of democratic governance. Building on this work, this chapter adds comparative analytical leverage to Bua and Bussu's insights by comparing the paradigmatic cases of “democracy-driven governance” in Barcelona (Spain) and “governance-driven democracy” in Nantes (France). Based on an analytical framework derived from previous work explaining the institutionalisation of participatory governance (Bussu 2012; Fung and Wright 2003; Heller 2001), the chapter develops knowledge as to the conditions under which DDG-like forms of participatory governance develop, flourish and are sustained or undermined. Nantes and Barcelona are appropriate cases because they have governance histories and contextual features but vary on the recent development of DDG in Barcelona and the sustenance of GDD in Nantes. This chapter explains this divergence, seeking to identify conditions that support DDG.

Crucially, the author argues that the increased use of autism diagnosis is due to medicalisation across the life course, whilst holding open the possibility that the rise may also be partly accounted for by modern-day environmental exposures, again, across the life course. A further focus of the book is not on whether autism itself is valid as a diagnostic category, but whether and how it is useful as a diagnostic category, and how the utility of the diagnosis has contributed to the rise. This serves to move beyond the question of whether diagnoses are 'real' or social constructions, and instead asks: who do diagnoses serve to benefit, and at what cost do they come? The book will appeal to clinicians and health professionals, as well as medical researchers, who are interested in a review of the data which demonstrates the rising use of autism as a diagnosis, and an analysis of the reasons why this has occurred. Providing theory through which to interpret the expanding application of the diagnosis and the broadening of autism as a concept, it will also be of interest to scholars and students of sociology, philosophy, psychiatry, psychology, social work, disability studies and childhood studies."

    Description: This chapter seeks to explore to what degree judges have used their key role regarding the distribution of powers in order to protect the territorial self-government of subnational entities in federal systems, especially if they are characterized by the presence of national minorities. This question gains particular salience from the insight that the role of courts is often ambivalent, as they may in fact contribute to both “making” federalism and “unmaking” it. The chapter starts with a clarification of key concepts and a justification of the selection of federal systems that it draws evidence from. This selection is based on two criteria: first, the existence of a constitutional court entrusted with the ultimate interpretation of the country’s constitution and, secondly, the employment of federalism as a tool to ensure the territorial self-government of one or more national minorities. The chapter then goes on to analyze from a comparative perspective to what degree judges have protected territorial self-government in four countries, namely Canada, India, Belgium and Spain. It does so with a focus on the distribution of powers and thereby covers jurisprudence on three of the most important dimensions of how responsibilities are allocated. These dimensions are exclusive subnational powers, concurrent powers and the suspension of subnational powers under provisions of emergency rule, all of which are litmus tests for the judicial protection of self-government. On this basis, the chapter’s comparative conclusions point out that judges in each of the four countries have strongly protected territorial self-government in some of the three analyzed dimensions of the distribution of powers and less so in others, thus confirming the importance of a differentiated and in-depth approach. They also discuss whether a change from the traditional role of judges as federal arbiters enforcing the constitution to a new role as active facilitators of conflict management can be useful for guaranteeing that interests of subnational entities are respected.
