    Description: The story of the Communist Party of Australia has been told in various ways. Until now, however, archival collections that have borne on this story have been relatively inaccessible to the ordinary, interested reader. This book begins to redress that deficiency by bringing together 85 key documents from the Russian State Archives of Social and Political History (RGASPI), selected from a collection of thousands of documents concerning the relations between the Communist International and the Communist Party of Australia. The selection focuses on the relationship between the CPA and the Comintern because the activities of the CPA are essentially incomprehensible without understanding the international communist context within which the CPA operated. That context was dominated by the newly-created Soviet state and its decision to authorize and utilize a network of communist parties throughout the world. The documents in this work suggest three major propositions about the relationship between the CPA and the Comintern. First, that the Comintern was crucial in the formation of the CPA, via its emissaries, instructions and authority. Second, that the Comintern played a major role in directing the policies of the CPA in domestic matters (not to mention in international matters, where the Comintern’s decisions were supreme). And third, that the leadership of the CPA was, from 1929 onwards, shaped, trained and authorized by the Comintern. With access to the documents, readers now have a chance not just to hear the voices of the times, but to make their own judgements about the relationship between the CPA and Moscow. The book also includes two extended introductory essays that outline the development of the Comintern and its relations with the CPA, as well as supporting materials that provide information on individuals, organizations and tactics mentioned within the documents themselves.

    Description: This book explores the ethics of national security intelligence institutions operating in contemporary liberal democracies. Intelligence collection by agencies such as the CIA, MI6, and Mossad involves practices that are apparently inconsistent with the principles of ordinary morality – practices such as lying, spying, manipulation, and covert action. However, in the defence of national security, such practices may not only be morally permissible, but may also under some circumstances be morally obligatory. One approach to the ethics of national security intelligence activity has been to draw from the just war tradition (so-called ‘just intelligence theory’). This book identifies significant limitations of this approach and offers a new, institutionally based, teleological normative framework. In doing so, it revises some familiar principles designed for application to kinetic wars, such as necessity and proportionality, and invokes some additional ones, such as reciprocity and trust. It goes on to explore the applications of this framework and a revised set of principles for national security intelligence institutions and practices in contemporary and emerging political and technological settings. This book will be of much interest to students of intelligence studies, ethics, security studies and International Relations.

    Description: Climate change is perhaps the greatest threat to humanity today and plays out as a cruel engine of myriad forms of injustice, violence and destruction. The effects of climate change from human-made emissions of greenhouse gases are devastating and accelerating; yet are uncertain and uneven both in terms of geography and socio-economic impacts. Emerging from the dynamics of capitalism since the industrial revolution — as well as industrialisation under state-led socialism — the consequences of climate change are especially profound for the countryside and its inhabitants. The book interrogates the narratives and strategies that frame climate change and examines the institutionalised responses in agrarian settings, highlighting what exclusions and inclusions result. It explores how different people — in relation to class and other co-constituted axes of social difference such as gender, race, ethnicity, age and occupation — are affected by climate change, as well as the climate adaptation and mitigation responses being implemented in rural areas. The book in turn explores how climate change – and the responses to it - affect processes of social differentiation, trajectories of accumulation and in turn agrarian politics. Finally, the book examines what strategies are required to confront climate change, and the underlying political-economic dynamics that cause it, reflecting on what this means for agrarian struggles across the world. The 26 chapters in this volume explore how the relationship between capitalism and climate change plays out in the rural world and, in particular, the way agrarian struggles connect with the huge challenge of climate change. Through a huge variety of case studies alongside more conceptual chapters, the book makes the often-missing connection between climate change and critical agrarian studies. The book argues that making the connection between climate and agrarian justice is crucial. The chapters in this book were originally published in The Journal of Peasant Studies.

    Description: Steep socioeconomic hierarchy in post-industrial Western society threatens public health because of the physiological consequences of material and psychosocial insecurities and deprivations. Following on from their previous books, the authors continue their exploration of the geography of early mortality from age-related chronic conditions, of risk behaviors and their health outcomes, and of infant and child mortality, all due to rigid hierarchy. They divide the 50 states into those that gave their electoral college votes to Trump and those that gave theirs to Clinton in the 2016 presidential election and compare the two sets for socioeconomic and public health profiles. They deliberately apply only simple standard statistical methods in the public health analyses: t-test, Mann-Whitney test, bivariate regression, and backward stepwise multivariate regression. The book assumes familiarity with basic statistics. The authors argue that the unequal power relations that result in eroding public health in the nation and, in particular, in the Trump-voting states, largely cascade from the collapse of American industry, and they analyze the Cold War roots of that collapse. In two largely independent chapters on economics, they explore both the suppression of countervailing forces, such as organized labor, and the diversion of technical resources to the military as essential foundations to the population-level suffering that expressed itself in the 2016 presidential election. This interdisciplinary book has several primary audiences: creators of public policies, such as legislators and governmental staff, public health professionals and social epidemiologists, economists, labor union professionals, civil rights advocates, political scientists, historians, and students of these disciplines from public health through the social sciences.     Description: Designing Governance Structures for Performance and Accountability discusses how formal and informal governance structures in Australia, the People’s Republic of China (PRC) and Taiwan may be designed to promote performance and to ensure accountability. The book presents a selection of papers developed from the Greater China Australia Dialogue on Public Administration’s seventh workshop held in June 2017 hosted by City University of Hong Kong. Insights are provided on both current developments in the different contexts of the three jurisdictions examined, and on broader institutional and organisational theories. In a nutshell, we conceive of differentiation as an umbrella term covering a wide range of both integrationist and – albeit to a much lesser extent – disintegrationist techniques and processes such as multi-speed Europe, variable geometry, and à la carte Europe. While differentiation has not been a constituent feature in the early stages of the European project starting after World War II, it became ever more central since the 1970s and, in particular, in the aftermath of the Treaty of Maastricht when the EU was characterized as a system of differentiated integration rather than integration only. In light of ‘Brexit’, i.e. the United Kingdom’s withdrawing from the EU, however, differentiation also accounts for processes of disintegration. Most importantly, differentiation may ultimately also prove to be an important element towards sustaining – if not self-reinforcing – integration. Finally, this chapter also provides overview of contemporary studies of differentiation in the EU and provides an overview of the contents and contributions of this Handbook.

    Description: Whether it is possible to ensure stability, peace and social cohesion in countries with deep societal divisions where identity prevails over other bases of mobilisation is one of the central political questions of our time. What type of institutional design suits deeply mobilised cleavages? This chapter discusses the different institutional approaches adopted in three federations of Africa to manage politically mobilised cleavages, and examines whether institutional design matters in addressing demands from politically mobilised groups. The main issue is whether such divisions should be treated as building-blocks for political engagement and institutions built around them, or rather be diffused and deliberately divided into several sub-units. It is argued that institutional design does matter, particularly when there are deep territorially-based divisions, and proposes consociational parliamentary federations as opposed to integrationist presidential federations. The latter aim to divide major ethnic groups into many small-size states denying their self-government right, while the former aim to empower groups by redrawing territories to ensure they become a majority at sub-state level. They also bring the major political actors into power and minimise the risks of ‘winner-takes-all’ politics associated with presidential systems.

The Regional Assistance Mission to Solomon Islands (RAMSI) has been an intensive peacekeeping operation, concentrating on building ‘core pillars’ of the modern state. It did not take adequate notice of a variety of shadow sources of power in the Solomon Islands, for example logging and business interests, that continue to undermine the state’s democratic foundations. At first RAMSI’s statebuilding was neither very responsive to local voices nor to root causes of the conflict, but it slowly changed tack to a more responsive form of peacebuilding. The craft of peace as learned in the Solomon Islands is about enabling spaces for dialogue that define where the mission should pull back to allow local actors to expand the horizons of their peacebuilding ambition.

So far, research on interest organizations in EU policy-making has concentrated on EU-level interest organizations and EU-level politics. This edited book draws attention to the role national interest organizations play in the EU multilevel system. All contributions present state-of-the-art research on that subject in the form of theory-driven empirical analyses. The ten chapters indicate that national interest organizations have adapted to the EU’s multilevel polity in terms of their strategies; their relations with parliaments, governments, and the EU institutions; as well as their collaboration with EU umbrella organizations.     Description: As the guardian of the euro, the European Central Bank (ECB) oversees a prime example of differentiated integration. Against the backdrop of the multiple crises of the euro’s second decade, this contribution asks how the ECB has dealt with differentiation. It analyses both the historical development of the ECB’s relationship with euro outsiders – discerning between ‘old’ opt-outs and ‘new’ accession countries in the context of EU enlargement – and how differentiation affects ECB policymaking across its various tasks. Specifically, we analyze three logics of ‘deepening’ and ‘widening’: (1) Is the ECB encouraging euro membership among the ‘outs’? (2) Does it seek to reduce the impact of differentiation by keeping the ‘outs’ on board as much as possible? (3) Or does the ECB further cement differentiation by excluding the ‘outs’ from decision-making or deepening integration among the ‘ins’ only? We find that, in the past, the ECB has been hesitant to support ‘more Europe’. When the sovereign debt crisis posed a potentially existential threat, however, the ECB started adopting a more proactive role through both monetary policies and discursive acts. The COVID-19 crisis appears to confirm that the ECB has shed its narrow technocratic focus in order to provide political leadership in the EU. Yet, in our view, this does not suggest that the ECB is a competence maximizer ‘hardwired’ to ever closer union. Rather, the evidence suggests that it merely accepted greater powers and a deepening of integration to avert the threat of (differentiated) disintegration.

It argues that anti-gender campaigns, which emerged around 2010 in Europe, are not a simple continuation of the anti-feminist backlash dating back to the 1970s, but part of a new political configuration.     Description: The chapter reads Maria Stepanova’s 2017 Памяти памяти (In Memory of Memory, 2021) in view of the boom of testimonies of involvement in twentieth-century mass violence in Central and Eastern European literatures. Why this interest now? Hypothesis is that the texts address convergences between past complicities and current forms of participation in the wrongdoings of neoliberalism. These issues are related, since justifications of past involvement established the terminology, narratives, and heuristics in which mass violence has been subsequently discussed, thus forming the frame for the negotiation of current problematic involvement. Stepanova’s text stands out from the large corpus of contemporary family history narratives. First, it inverts the common order of critical discourse, as the literary text discusses theoretical concepts of memory studies, most notably Hirsch’s “postmemory.” Secondly, this discussion challenges a Western bias of memory studies, where political violence is portrayed as a traumatizing element of a past era handed down through transgenerational transmission. Stepanova outlines that in Eastern Europe, the experience of totalitarian terror and mass violence spread over several eras and multiple generations, creating a “traumatic enfilade” that comprises even the narrator’s present. In Memory of Memory addresses the critical participation of analysis in forming the aftermath of terror and mass violence.

    Description: This chapter analyses Konstantin Simonov’s thought from the largely understudied point of view of de-Stalinization. Simonov showed already in 1956 how the representation of the Great Patriotic war was tightly intertwined with the personality cult of Stalin, and how this entanglement had caused literature and art either to portray Soviet reality in a distorted manner or to keep silent about social difficulties. By criticizing key authoritative documents of the early post-war years, Simonov revealed how Stalin’s wish to forge the image of the Great Patriotic war resulted in the widespread tendency of embellishing reality in Soviet literature and art. The chapter also tracks how the Party rebuked Simonov’s claims without mentioning him as the initiator of the ideas. The chapter thus testifies to some of the problems of ‘de-Stalinization’ and how some of its key issues could not be openly discussed in the Soviet Union until the late 1980s. The chapter is based on previously untapped archival material, and it contributes to the scholarly discussion of the thaw-era de-Stalinization, Simonov’s roles within the Soviet literary establishment, and questions of the representation of reality in Soviet art in general and the representation of the Great Patriotic war in particular.

    Description: Capitalism, Coronavirus and War investigates the decay of neoliberal financialised capitalism as revealed in the crisis the novel coronavirus triggered but did not cause, a crisis that has been deepened by the conflict over Ukraine and its repercussions across the globe. Leading domestically to economic and political breakdown, the pandemic accelerated the decline of the US-led capitalist world’s imperial power, intensifying the tendency to lash out with aggression and militarism, as seen in the US-led West’s New Cold War against China and the proxy war against Russia over Ukraine. The geopolitical economy of the decay and crisis of this form of capitalism suggests that the struggle with socialism that has long shaped the fate of capitalism has reached a tipping point. The author argues that mainstream and even many progressive forces take capitalism’s longevity for granted, misunderstand its historical dynamics and deny its formative bond with imperialism. Only a theoretically and historically accurate account of capitalism’s dynamics and historical trajectory, which this book provides, can explain its current failures and predicament. It also reveals why, though the pandemic—by revealing capitalism’s obscene inequality and shocking debility—prompted the most serious critiques of capitalism to emerge in decades, hopes of ‘building back better’ were so quickly dashed. This book sheds searching light on the dominant narratives that have normalised the neoliberal financialised capitalism and the dollar creditocracy dominating the world economy, with even critics unable to link capitalism’s neoliberal turn to its financialisations, historical decay, productive debility and international decline. It contends that only by appreciating the seriousness of the crisis and rectifying our understanding of capitalism can progressive forces thwart a future of chaos and/or authoritarianism and begin the long task of building socialism.     Description: Indonesia suffered an explosion of religious violence, ethnic violence, separatist violence, terrorism, and violence by criminal gangs, the security forces and militias in the late 1990s and early 2000s. By 2002 Indonesia had the worst terrorism problem of any nation. All these forms of violence have now fallen dramatically. How was this accomplished? What drove the rise and the fall of violence? Anomie theory is deployed to explain these developments. Sudden institutional change at the time of the Asian financial crisis and the fall of President Suharto meant the rules of the game were up for grabs. Valerie Braithwaite’s motivational postures theory is used to explain the gaming of the rules and the disengagement from authority that occurred in that era. Ultimately resistance to Suharto laid a foundation for commitment to a revised, more democratic, institutional order. The peacebuilding that occurred was not based on the high-integrity truth-seeking and reconciliation that was the normative preference of these authors. Rather it was based on non-truth, sometimes lies, and yet substantial reconciliation. This poses a challenge to restorative justice theories of peacebuilding.

The country is plunged into darkness yet again, enduring the pain of three coups in a period of just thirteen years. The process of healing and reconciliation, symbolised by the enactment of a new Constitution, unanimously approved by Parliament and blessed by the powerful Great Council of Chiefs, lies discarded, as winds of ethnic chauvinism sweep through the countryside, damaging the fragile fabric of multiculturalism that was carefully constructed by so many over many years. The economy is on the brink of collapse, investor confidence has vanished, and the best and the brightest are seeking succour on other shores. Fiji falls victim, yet again, to the prejudice and greed of a section of its people. This book gathers together a handful of memoirs of those tragic events in Fiji. They were written while the gun was still smoking; personal, anguished reactions of people from all walks of life, concerned about a country they all love but deeply distressed by the developments there.     Description: Since the start of the Syrian conflict in 2011, different types of Syrian-run organizations in Lebanon have been providing support and assistance to Syrian refugees. Whether in areas which are difficult for international providers to access, or in major towns and cities where international actors including the UN, INGOs and states have been providing assistance, Syrian diaspora organizations (DOs) have played a vital role. These DO initiatives have often taken the form of secular non-governmental organizations, or faith-based responses. At times, they have been actively funded by international donors or developed in formal partnership with UN agencies and INGOs, while in other contexts they have taken place on the margins of (or at times in ways that directly challenge) formal humanitarian aid structures. This chapter draws on lessons from anthropological, sociological, and IR studies, to construct a deeper understanding of secular and faith-based aid provision by members of displaced communities themselves in settings of the global South, which geographically (and geopolitically) neighbor new and ongoing crises. Based on long-standing research vis-à-vis local, national and international responses to displacement from Syria, it examines such endeavors through the framework of “refugee-led responses."

What makes individuals identify with suffering and injustice, often of others and elsewhere? Why do individuals feel the need to stand up in the first place and how does violent action become a justifiable or necessary course of action? Why and how do they disengage from violence? This book, based on interviews conducted in Lebanon, Switzerland, and Canada, answers these questions. It presents new theoretical insights about politico-ideological mobilisation and violence. By focusing on grievances and grounding analysis in the empirical reality as it is shared and narratively constructed by those who are at the heart of the phenomenon, it moves beyond the moralistic and politicised debates that characterise the field. Interviewees include non-violent and violent engagement for causes and conflicts related to the Arab World, such as sympathisers or members of groups and causes from a variety of ideological orientations, including Shiite militias, Salafi-jihadist groups, radical left-wing groups, Palestine-specific, Kurdish groups, and others such as right-wing or unspecified affiliations. By choosing individuals with different forms of political engagement, both non-violent and violent, and different ideological orientations, it helps readers to get a better grasp of how similar grievances may lead to different outcomes. In focusing on three markedly different geopolitical contexts, the book also provides a crosscontextual understanding of mobilisation for political and violent action. The interviewees also include experts and peripheral actors such as professionals, researchers, policymakers, friends, or family members. Their perspectives complement and enrich some of the findings by providing external yet in-depth ‘expert knowledge’. Politico-ideological Mobilisation and Violence in the Arab World will be of great interest to criminologists, political scientists, sociologists, and other scholars interested in the study of terrorism, radicalisation and extremism.     Description: Following a bloody civil war, peace consolidated slowly and sequentially in Bougainville. That sequence was of both a top-down architecture of credible commitment in a formal peace process and layer upon layer of bottom-up reconciliation. Reconciliation was based on indigenous traditions of peacemaking. It also drew on Christian traditions of reconciliation, on training in restorative justice principles and on innovation in womens’ peacebuilding. Peacekeepers opened safe spaces for reconciliation, but it was locals who shaped and owned the peace. There is much to learn from this distinctively indigenous peace architecture. It is a far cry from the norms of a ‘liberal peace’ or a ‘realist peace’. The authors describe it as a hybrid ‘restorative peace’ in which ‘mothers of the land’ and then male combatants linked arms in creative ways. A danger to Bougainville’s peace is weakness of international commitment to honour the result of a forthcoming independence referendum that is one central plank of the peace deal.

    Description: The idea of “parliamentary administration” might appear, at first sight, like an oxymoron: parliaments are the domain of politicians, the elected representatives of the people, whereas administrations are commonly understood as the executive bureaucracies carrying out the tasks of governments. The historical development of parliamentary administrations has taken different forms in different countries, making it difficult to generalize. The most delicate issue regarding parliamentary administrations concerns the nature of the activity they perform. The comparative analysis of the data contained in the various country-specific chapters demonstrates several commonalities and differences in relation to certain fundamental organizational and functional options of parliamentary administrations. The very first observation in this context concerns the size of parliamentary administrations. A second dimension of framing the distinctive features of parliamentary administrations is the degree of budgetary autonomy. Looking more closely at recent developments, a number of contemporary challenges can be identified that parliamentary administrations have had to confront in the 21st century.

    Description: Federalism as a mode of governance has been a popular response to most conflicts which stemmed from ethnic/language/religious mobilisation. However, the track record of resolving communal or identity conflicts has not always been good, the least of all in Somalia, Sudan and South Sudan. Why the lack of success? Is the federal solution inherently inappropriate for communal accommodation by exacerbating the problem? If not inevitably or inherently inappropriate, is it then a question of poor design? Or is it merely ineffectual implementation of the ‘federal solution’? The chapter argues that federal arrangements in Africa have been the last measure to hold countries together; therefore federalism per se cannot blamed for persistent conflicts. Whether federalism is able to address communal conflicts depends much on constitutional designs dealing with both ethnic issues and federal concepts in general. Where federal solutions have been tried, it is highly centralised, and even then often superficially and reluctantly implemented. To judge the efficacy of federal arrangements in constitutions they first must be implemented. This depends again on a broader embrace of constitutionalism; democracy, separation of powers, limited government, and the rule of law have to become part of political/legal culture of a country.

    Description: Nikolai Bukharin’s (1888–1938) anti-fascist activity in the mid-1930s and his status as a cultural theoretician have been a neglected topic thus far. After losing his position as General Secretary of the Comintern’s executive committee and being expelled from the Politburo in 1929, Bukharin still found a platform as the chief editor of Izvestiya, in which he published several analyses of fascist ideology until his arrest in 1937. As a response, and in order to surpass the achievements of German high culture, which had fallen under the spell of bourgeois fascism, Bukharin relied on his own interpretation of Marxist philosophy, which he had sketched already in the 1920s but tried to ‘dialecticise’ in the 1930s after being criticised for his overly mechanistic views. The apex of these aspirations are his works Philosophical Arabesques and Socialism and its Culture, written in 1937 while in prison. Both are in many respects rather enigmatic works. In them, Bukharin defended socialist humanism as the only real alternative to fascism. At the same time he was not only silent about the crimes of Stalin, but he also considered the violent and dictatorial features that became branded as Stalinism abroad as a necessary ‘destructive’ force in the dialectical process of history of building communism. In this chapter, Vesa Oittinen and Elina Viljanen analyse the premises of Bukharin’s philosophy of culture and explain its repercussions.

Most books tend to zoom in on Africa’s external migration during the earlier intercontinental slave trades and the more recent outmigration to the Global North, but this book argues that migration within the continent has been far more central to the lives of Africans over the course of the last two centuries. During the 19th century Africa’s external slave trades gradually declined, whilst Africa’s expanding commodity export sectors drew in domestic labor. This led to an era of heightened mobility within the region, marked by rapidly rising and vanishing migratory flows, increasingly diversified landscapes of migration systems, and profound long-term shifts in the wider patterns of migration. This era of inward-focused mobility reduced with a resurgence of outmigration after 1960, when Africans became more deliberate in search of extra-continental destinations, with new diaspora communities emerging specifically in the Global North. Broad ranging in its temporal, spatial, and thematic coverage, this book provides students and researchers with the perfect introduction to age of intra-African migration.

    Description: This chapter adopts methodological cosmopolitanism to revisit the Maria Luz Incident (1872), a colourful diplomatic episode that involved two civil suits brought before a court created for the specific purpose of adjudicating whether the ship’s captain ill-treated and abused his Chinese ‘passengers’ while the ship was anchored for repairs in Yokohama Port. The chapter argues that the Maria Luz Incident was not a seminal moment when rights talk was introduced to Japan. Rather, the incident was due to a lack of consensus in international law regarding whether the ‘coolie trade’ was free labour or slavery. The research traces how international law and narrow ideas of freedom (the freedom to enter contracts) became aligned with the workings of Japanese licensed prostitution.

    Rethinking Migration and Return in Southeastern Europe (2021)

    Description: This book provides an important new analytical framework for making sense of return, remigration and circular mobility, conceptualising them as different phases of a wider migration process. Using an in-depth case study of Albania and its two main destination countries, Italy and Greece, the book demonstrates that instead of being viewed as a linear path between origin and destination, migration should be seen as a segmented, or cyclical pattern that may involve several localities and more than two countries. Characterised by important previous historical, social, economic and political linkages, geographical proximity but also high migration volatility and sustained flows in either directions, Albanian migration to Italy and Greece offers an optimal case study for analysing complex return, reintegration and mobility processes. While interesting as a unique regional migration system, the lessons learned cast light on important migration and mobility dynamics that are relevant for labour migration in Europe, also from other important migrant origin countries in the EU’s neighbourhood such as for instance Morocco or the Ukraine. This rich theoretical and empirical study will be of interest to researchers within European Studies and Migration Studies, as well as providing a useful contribution to policy debates on how to govern return migration, reintegration and circular migration.

    Description: After the multidimensional financial crisis of 2008, the member states of the Eurozone imposed a set of economic policies to save their economies. Socially unpopular cuts contributed to the occurrence of violent movements that both opposed austerity policies and created animosity towards the politicians who implemented them. Combining qualitative and quantitative comparative analyses from anti-austerity movements in 14 Eurozone states from 2007 to 2015, Joanna Rak develops an original typology of patterns of a culture of political violence to explain why some anti-austerity movements turned to violence and others did not, despite having shared goals and political values. She uncovers the very nature of the differences and similarities between cultures of political violence, identifies their sources, and determines their differing results. Simultaneously, she opens a discussion on the exploratory and explanatory utility of the category of a culture of political violence in the Social Sciences.
