    Description: A Continent Moving West? argues that the conceptualization of migration as a one-way or long-term process is becoming increasingly wide of the mark. Rather, east-west labor migration in Europe, in common perhaps with other flows in and from other parts of the world, is diverse, fluid, and influenced by the dynamics of local and sector-specific labor markets and migration-related political regulations. The papers in this book contribute to critical understanding of the east-west migration within the European Union after the 2004 enlargement, from the new to the old member states.

    Description: Does the fact that the majority of Turkey's population is Muslim form a hindrance to its EU membership? According to a recent policy advice by the Netherlands Scientific Council for Government Policy (WRR), the answer is an adamant 'no'. Why is this issue of Turkish Islam relevant? After all, Turkey should not be judged by standards other than the Copenhagen criteria. The answer is that the public debate outside 'Brussels' will not be limited to these official criteria. Many people in Europe are worried about Turkey's 'Islam factor'. They believe that Muslims are (potentially violent) fundamentalists who want to establish a theocracy. By explicitly examining the role of Turkish Islam and Muslims in Turkey, the WRR wants to contribute to a well-informed European public debate on Turkey's accession.     Description: Ever since the dramatic events of September 11, 2001 the fundamentalist and exclusivist trend prevails in most presentations of Islamic thinking. Indeed, these events have given extremists and fundamentalists a much more prominent position than they might ever have dreamt of. In Reformation of Islamic Thought, the prominent Egyptian scholar Nasr Abû Zayd examines the positive, liberal, and inclusive reaction embedded in the writings of Muslim thinkers. He takes the reader on a critical journey across the Muslim World, where Muslim thinkers from Egypt and Iran to Indonesia seek to divest Islam of traditionalistic and legalistic interpretation. Instead, these thinkers stress the value of a cultural, enlightened Islam, and an individualistic faith. For many, the dogmatic Islam established by the conservatives and supported by totalitarian political regimes is outdated; they want it replaced by a spiritual and ethical Islam.     Description: Traditionally, the Netherlands has enjoyed being a test market for many ideas in the media. But over the last decade, progress has been severely hampered by lengthy discussions on the future structure of just one sector of media, namely public broadcasting via radio and television. The narrow approach results in a lot of paper, speeches and theories, but little in the way of definitive policy making. In a report to the government, published in February 2005, the Scientific Council for Government Policy (WRR) argued for very different approaches to policy making. The recommendations are not only much broader than "broadcasting"; they tackle the challenges of making robust policy from new angles. Instead of trying to repair the old compass, the approach has been to find new instruments to help policymakers navigate the stormy and often confusing waters ahead. Perhaps the problem in the Netherlands is not accepting the new media, but rather accepting that the role "old" media has undergone a paradigm shift. Since the bulk of the WRR findings were published in the Dutch language, this summary is intended to provide readers outside the Netherlands with an insight into the issues at stake - and the solutions suggested by the WRR.     Description: The Netherlands and Belgium exemplified the pathology of 'welfare without work' that characterized continental welfare states - until a political crisis in both countries produced a surprising divergence in scope and extent of policy change in the early 1990s. In Belgium, government announced major reforms but its social security arrangements proved remarkably resilient. In the Netherlands, policy makers announced and implemented unprecedented cutbacks and a major overhaul of the disability benefit administration and supervision. This book argues that reform is the product of the deliberate construction of a crisis as an imperative for change.     Description: Development aid has become the subject of much discussion. Why do we give aid, and does it help? What do we know about the development paths being taken by various countries, or the possibilities of helping them to achieve their goals from outside? How relevant is development aid now that remittances and foreign direct investments have increased as a result of globalization? When does aid have more negative than positive effects? What is the significance of shifting power relations in the world? And do policies focusing on issues like climate, migration, financial stability, knowledge, trade and security not have a greater impact than aid on the development opportunities of poor countries? These questions inspired the Dutch Scientific Council for Government Policy (wrr) to examine what form development aid should take in the era of globalization. At the start of 2010, on the basis of over 500 interviews with experts and an extensive literature survey, the wrr presented its far-reaching recommendations. In October 2010, the new Dutch government decided to use the report as the basis of a thorough modernization of its development policy. This book is based on the wrr report. It builds on the many responses to the report, resulting in more elaboration on specific lines of reasoning, coverage of new themes and more comprehensive analyses, without changing the core of the original report.     Description: Over the last two decades most infrastructures were subject to significant regime change. Once a state monopoly, infrastructures have now been liberalised or even fully privatised, thereby introducing new actors and new levels of decision making. Regime change has led to an increased emphasis on service delivery, lower prices and enhanced consumer choice, together with a greater concern for efficiency. What are the effects of regime change and the resultant short-term focus for the long-term investment in physical infrastructures?     Description: Official Development Assistance, or foreign aid, disbursed by the EU member states reached record levels in 2008, when several member states raised their assistance considerably, while some of the new member states became donors again. This definitive study analyses a wide range of aspects of European development cooperation, covering, among others, some hotly debated issues such as the Economic Partnership agreements, development policy coherence and the participation of civil society organisations in negotiations with the European Union.     Description: Fiducial Governance: An Australian republic for the new millennium represents an attempt to grapple with the challenges of designing governance regimes suited to the new millennium. Power's monograph asserts the need for the reform of Australian governance and charts Australia's fitful progress towards a republican future. Along the way he sketches a framework for constitutional reform, mindful of the strengths and weaknesses of the current system of government and the contest of ideas about the role and configuration of Australian Heads of State. Long a frustrated Australian republican, Power contends that the republican log jam is due in significant part to a lack of respect shown by the republican policy community to the contribution long made to good governance by monarchical heads of state. This monograph seeks to draw lessons from this experience, so as to make the republican venture one of substance for the Australian public. In so doing, Power draws on a range of republican, indigenous and feminist writings in order to develop a new framework of 'fiducial governance' aimed at enhancing the trustworthiness and integrity of our institutions of governance, thereby paving the way for the replacement of the monarch by a directly elected head of state. This is an erudite and thoughtful book that will be of interest to those with an interest in systems of governance and to constitutional scholars, whether they be republicans or monarchists.

    Description: This book prompts a fresh look on immigrant integration policy. Revealing just where immigrants and their receiving societies interact everyday, it shows how societal inclusion is administered and produced at a local level. The studies presented focus on three issue areas of migration policy - citizenship, welfare services and religious diversity - and consider cities in very different national contexts. Spanning Switzerland, Italy, Germany, the Netherlands and Canada, the cases display great variety in their theoretical and methodological approaches. In all the countries considered, we see that the local level has an undeniable relevance despite differences in state structures, models of integration and centre-peripheral relations. Particularly for future migration policy research, such a complex comparative exercise thus yields an important universal realisation: the local dimension of migration policymaking matters.     Description: The main theme of this volume is a discussion of the ways in which legal mechanisms, such as the Land Groups Incorporation Act (1974) in PNG, and the Native Title Act (1993) in Australia, do not, as they purport, serve merely to identify and register already-existing customary indigenous landowning groups in these countries. Because the legislation is an integral part of the way in which indigenous people are defined and managed in relation to the State, it serves to elicit particular responses in landowner organisation and self-identification on the part of indigenous people. These pieces of legislation actively contour the progressive evolution of landowner social, territorial and political organisation at all levels in these nation states. The contributors to this volume provide in-depth anthropological case studies of social structural and cultural transformations engendered by the confrontation between states, developers and indigenous communities over rights to customarily owned land.

    Description: There are now many people involved in 'making policy', but there is not a great deal written about how they do it. Most of the books on policy tend to refer obliquely, if at all, to the actual practice of policy work, and offer little guidance to policy workers or students of policy. 'Policy work' seems to be something that you learn on the job. This book addresses directly the nature of policy work. It blends academic and experiential knowledge of the policy process in describing, analysing and evaluating what modern policy workers do in particular situations, and why is that the appropriate thing to do, how it contributes to the policy process, what impact it has, and what can we learn from this about the skills and knowledge required for policy work in complex modern societies.

    Description: Is the end of the nation-state approaching, now that the international economy takes less and less notice of borders between countries and the European Union has already acquired so much political power? What does national autonomy mean when governments delegate any number of powers to international organizations? Internationalization leads to political change, and the position of the nation-state appears to be undergoing a radical process of erosion. The surprising conclusion of this book is that the political significance of the state will not be lost. The analyses show that both expansion and fragmentation of political power are characteristics of fundamental political change. While it is true that the state is delegating authority and that internationalization is limiting autonomy, the state is also finding new forms of cooperation and coordination, both nationally and internationally, to preserve and even to strengthen its power and autonomy.     Description: 'No nation can escape its geography', warned Percy Spender, Australia's Minister for External Affairs, in 1950. With the immediate turmoil of World War II over, communism and decolonisation had ended any possibility that Asia could continue to be ignored by Australia. In the early 1950s, Australia embarked on its most ambitious attempt to engage with Asia: the Colombo Plan. This book examines the public and private agendas behind Australia's foreign aid diplomacy and reveals the strategic, political and cultural aims that drove the Colombo Plan. It examines the legacy of WWII, how foreign aid was seen as crucial to achieving regional security, how the plan was sold to Australian and Asian audiences, and the changing nature of Australia's relationship with Britain and the United States. Above all this is the question of how Australia sought to project itself into the region, and how Asia was introduced into the Australian consciousness.     Description: Papua New Guinea’s general election in 2007 attracted particular interest for several reasons. Not only did it follow what was widely acknowledged as the country’s worst election ever, in 2002 (in which elections in six of the country’s 109 electorates were declared to be ‘failed elections’), it was the first general election to be held under a new limited preferential voting system. It also followed the first full parliamentary term under the Organic Law on the Integrity of Political Parties and Candidates, which had been introduced in 2001 in an attempt to strengthen political parties and create a greater degree of stability in the national parliament, and was the first to embrace a ‘whole-of-government’ approach to electoral administration, through an Interdepartmental Electoral Committee. This volume provides an analysis of the 2007 election, drawing on the work of a domestic monitoring team organized through the National Research Institute, and several visiting scholars. It addresses key issues such as voter education, electoral administration, election security, the role of political parties, women as candidates and voters, the shift to limited preferential voting, and HIV transmission, and provides detailed accounts of the election in a number of open and provincial electorates. It is generally agreed that the election of 2007 was an improvement on that of 2002. But problems of electoral administration and voting behaviour remain. These are identified in this volume, and recommendations made for electoral reform.

    Description: This book focuses on the so-called 'new bilateralism' phenomenon, a foreign policy development that has widespread across regions since the mid-1990s. The book asks why the policy trend of 'new bilateralism' has been pursued in spite of the widely accepted views on political and economic advantages of 'multilateralism'. It also invites an open theoretical discussion on the implications of new bilateralism for international relations. Using the case study of EU-Thailand relations, the book shows that the opportunistic foreign policy behavior of the state is particularly observable in the crisis of multilateralism and that the prospects of bilateral engagement, identity formation and rhetorical action urge the drive to bilateralism with a high degree of pragmatism.     Description: Viet Nam has seen consistent rapid economic growth and impressive declines in poverty since it initiated its Doi Moi economic reforms in the late 1980s. Viet Nam has taken a selective, step-by-step approach to reform—an approach often criticised by proponents of the Washington Consensus. That this approach has been so successful has come as something of a surprise to much of the international community. Analysing closely aspects of Viet Nam's reform process, enterprise development, income growth and poverty alleviation, Viet Nam: a transition tiger? argues that Viet Nam's remarkable development is not readily explained by the more orthodox versions of the Washington Consensus. Successful policy is not built on mechanistic replication of some general reform blueprint, but on responding pragmatically to specific national circumstances. Government policy has had an impact on economic performance but economic experience has also guided the formulation of economic policy. Faced with increasingly complex economic conditions, Vietnamese policymakers will need to rely more than ever on their flexibility and pragmatism if Viet Nam's remarkable economic performance is to be sustained.

These shocks have politicised questions related to the governance of borders and markets that for decades had been beyond the realm of contestation. For some time, these questions have been spilling over into domestic and European electoral politics, with the rise of “populist” and Eurosceptic parties. Increasingly, however, the crises have begun to reshape the liberal narrative that have been central to the European project. This book charts the rise of contestation over the meaning of “Europe”, particularly in light of the Coronavirus crisis and Brexit. Drawing together cutting edge, interdisciplinary scholarship from across the continent, it questions not merely the traditional conflict between European and nationalist politics, but the impact of contestation on the assumed “cosmopolitan” values of Europe.

    Description: This volume of the Peacebuilding Compared Project examines the sources of the armed conflict and coup in the Solomon Islands before and after the turn of the millennium. The Regional Assistance Mission to Solomon Islands (RAMSI) has been an intensive peacekeeping operation, concentrating on building ‘core pillars’ of the modern state. It did not take adequate notice of a variety of shadow sources of power in the Solomon Islands, for example logging and business interests, that continue to undermine the state’s democratic foundations. At first RAMSI’s statebuilding was neither very responsive to local voices nor to root causes of the conflict, but it slowly changed tack to a more responsive form of peacebuilding. The craft of peace as learned in the Solomon Islands is about enabling spaces for dialogue that define where the mission should pull back to allow local actors to expand the horizons of their peacebuilding ambition.

Het WRR-rapport bepleit een strategischer aanpak van de buitenlandpolitiek en schetst daarvoor een afwegingskader. Hiermee kunnen duidelijke keuzes worden gemaakt. Bijvoorbeeld door de nadruk te leggen op beleidsterreinen waarop Nederland sterk is en zich langere tijd wil profileren, zoals water, voedsel, of internationaal recht. De keuzes moeten ertoe bijdragen dat het profiel, de zichtbaarheid en de invloed van Nederland worden vergroot. Door in het buitenlandbeleid de samenhang tussen nationale en internationale belangen sterker te benadrukken, zal dat beleid in eigen land op ruimere steun kunnen rekenen, verwacht de WRR. De nieuwe aanpak zal er volgens de WRR toe leiden dat de algemene buitenlandstrategie een zaak van de gehele ministerraad wordt. Deze aanpak impliceert geen herijking of ontkokering van het buitenlandbeleid. Het vraagt een andere benadering, een andere houding. De Europese Unie is en blijft voor Nederland de meest dominante arena voor internationale samenwerking. Wie zijn doelen in het buitenlandbeleid wil bereiken, moet juist hier invloed uitoefenen, juist hier excelleren om zijn nationale belangen te realiseren. Volgens de WRR vergt dit een antwoord op de vragen: in wat voor Europa willen wij leven en hoe kunnen we onze invloed aanwenden om dit Europa naar vermogen mee vorm geven? Daarbij zou het passen wanneer ons land de praktijk van de ons omringende landen volgt en de minister-president daadwerkelijk tot eerstverantwoordelijke voor het EU-beleid aanwijst, aan het hoofd van het 'ministerie van Algemene en Europese Zaken'. Een strategischer buitenlandbeleid vraagt om een adequate uitvoering. Naast organisatorische aanscherpingen, kunnen bestaande instrumenten beter worden benut. Zo meent de WRR dat het postennet van diplomatieke vertegenwoordigingen in de wereld niet gebaseerd moet zijn op vaste reflexen, maar een afgeleide dient te zijn van een heldere strategie. Tevens zijn nieuwe vormen van samenwerking met andere landen noodzakelijk, waarbij ook nadrukkelijk ruimte en erkenning ontstaan voor samenwerking met niet-statelijke actoren zoals bedrijven, ngo's en belangenorganisaties. However, the ways in which these safety risks are currently assessed and managed fall short of addressing the uncertainties of future threats. The contributors to this essential volume argue that in order to ensure future-proof safety policies, we should be adopting a new paradigm, one based on the precautionary principle: i.e. the notion that the vulnerability of humans, society and the natural environment requires a proactive approach to uncertainties.     Description: Moeten vaker camera's worden toegelaten in de rechtszaal? Zou persoonlijke informatie over rechters, zoals lidmaatschap van een politieke partij, openbaar moeten worden gemaakt? Zouden rechters actiever stelling moeten nemen in het publieke debat? Is de stap naar een systeem van dissenting opinions wenselijk? De laatste jaren worden dit soort vragen veelvuldig opgeworpen. De rechtspraak moet immers transparanter, zo vinden velen. Burgers moeten beter kunnen zien en begrijpen wat zich in en om de rechtszaal afspeelt. Maar hoe ver moeten de luiken open en met welke middelen zou de rechtspraak dan moeten inzetten op transparantie? En: waar en waarom dienen grenzen aan meer openheid te worden gesteld? Oordelen rechters ander over transparantie, al naar gelang hun leeftijd of de sector waarin ze werkzaam zijn? Tot nu toe was nauwelijks bekend hoe de ruim tweeduizend rechters die Nederland telt over deze en andere vragen denken. Als onderdeel van een breder onderzoek heeft de WRR in de eerste helft van 2012 meer dan vierhonderd rechters uit alle sectoren van de rechtspraak geïnterviewd en geënquêteerd over allerhande kwesties in relatie tot transparantie. In dit boekje worden de resultaten van dit onderzoek gepresenteerd. Als er één ding duidelijk wordt, is het wel dat het onderwerp sterk onder rechters leeft. Een grote meerderheid van hen is voor méér transparantie. Daarbij maken ze nadrukkelijk een onderscheid tussen transparantie op het niveau van de individuele zaaksbehandeling en dat van het instituut rechtspraak. Als het gaat om de vraag hoe transparantie te organiseren, blijken de meningen overigens ook flink uiteen te lopen. Al met al geeft deze publicatie een rijk en gedetailleerd beeld van de overwegingen van rechters pro en contra meer transparantie.

    Description: Indonesia suffered an explosion of religious violence, ethnic violence, separatist violence, terrorism, and violence by criminal gangs, the security forces and militias in the late 1990s and early 2000s. By 2002 Indonesia had the worst terrorism problem of any nation. All these forms of violence have now fallen dramatically. How was this accomplished? What drove the rise and the fall of violence? Anomie theory is deployed to explain these developments. Sudden institutional change at the time of the Asian financial crisis and the fall of President Suharto meant the rules of the game were up for grabs. Valerie Braithwaite’s motivational postures theory is used to explain the gaming of the rules and the disengagement from authority that occurred in that era. Ultimately resistance to Suharto laid a foundation for commitment to a revised, more democratic, institutional order. The peacebuilding that occurred was not based on the high-integrity truth-seeking and reconciliation that was the normative preference of these authors. Rather it was based on non-truth, sometimes lies, and yet substantial reconciliation. This poses a challenge to restorative justice theories of peacebuilding.

    Description: May 19, 2000. Fiji’s democratically elected multiracial government is hijacked by a group of armed gunmen led by George Speight, and held hostage for fifty days. Suva, the capital, is torched and looted as Speight’s supporters gather on the lawns of the parliamentary complex, dancing, cooking food, celebrating the purported abrogation of the constitution that brought the People’s Coalition government to power. The country is plunged into darkness yet again, enduring the pain of three coups in a period of just thirteen years. The process of healing and reconciliation, symbolised by the enactment of a new Constitution, unanimously approved by Parliament and blessed by the powerful Great Council of Chiefs, lies discarded, as winds of ethnic chauvinism sweep through the countryside, damaging the fragile fabric of multiculturalism that was carefully constructed by so many over many years. The economy is on the brink of collapse, investor confidence has vanished, and the best and the brightest are seeking succour on other shores. Fiji falls victim, yet again, to the prejudice and greed of a section of its people. This book gathers together a handful of memoirs of those tragic events in Fiji. They were written while the gun was still smoking; personal, anguished reactions of people from all walks of life, concerned about a country they all love but deeply distressed by the developments there. They are first reactions. They will in time become essential building blocks for a larger interpretive framework of academic analysis about origins, processes and impacts. Straight from the heart, these memoirs will be remembered as the people of Fiji and their friends elsewhere contemplate the wreckage and ruin brought about by that act of madness in the month of May 2000.

Zieken mochten verzuimen van hun werk en zieken hoefden niet mee te doen aan sociale evenementen die zij niet aankonden. Ziek zijn was misschien niet leuk, maar je rustte er wel lekker van uit. Tegenwoordig ligt dat heel anders. Van zieken wordt verwacht dat zij zoveel mogelijk blijven werken en hun normale taken blijven doen. Teveel rust heet therapeutisch onverantwoord. Naast de normale verplichtingen van gezonde burgers krijgen zieken er zelfs een groot aantal taken bij. Zij moeten actief participeren in hun eigen behandeling, ze moeten zichzelf leren prikken, stoma-zakjes verwisselen, oefeningen doen, uitzoeken waar de beste arts zit voor hun specifieke kwaal, en uitzoeken bij welke verzekeraar zij zich het best kunnen inschrijven als klant. Daarnaast moeten ze idealiter meepraten in de cliëntenraad van het ziekenhuis of de instelling waar zij worden behandeld, meedenken met de medici die richtlijnen opstellen over hun ziekte, meepraten met onderzoekers die van hen willen horen waarnaar zij onderzoek zouden willen doen, meedenken met de overheid over zorgvoorzieningen en het basisverzekeringspakket en meedoen aan talloze cursussen, symposia, en themamiddagen over vraagsturing, empowerment en 'het patiëntenperspectief'. Margo Trappenburg bespreekt in Genoeg is genoeg de positieve, maar vooral ook de negatieve gevolgen van deze hyperdemocratisering in de zorg.

    Description: The Prosperous Justice Party (PKS) is the most interesting phenomenon in contemporary Indonesian politics. Not only is it growing rapidly in membership and electoral support, it is also bringing a new and markedly different approach to Islamic politics, one which has no precedent in Indonesian history. Understanding PKS and analysing its political behaviour presents challenges to scholars and observers. This is partly due to the fact that the party represents a new trend within Indonesian Islam which has few parallels with preceding movements. Yon Machmudi has rendered us a valuable service. In this book, he provides a thoughtful and authoritative context for viewing PKS. He critiques the existing categorisations for Indonesian Islam and points to their inadequacy when describing the PKS and the campus-based Tarbiyah movement from which it sprang. He reworks the santri typology, dividing it into convergent, radical and global substreams. This offers new possibilities for explaining the PKS phenomenon and assists in differentiating between various types of Islamic revivalism in contemporary Indonesia. It also allows a more understanding of the accommodatory stance which PKS has towards the state and other political forces. Yon’s text provides a good overview of the development of PKS from its Tarbiyah movement origins to its impressive success at the 2004 general elections. It considers the party’s attitude towards the issues of sharia implementation and community welfare and closes by examining the future challenges facing PKS. It is a well written and authoritative account from a scholar who has done wideranging research on the party.

    Description: This book offers a new approach to the extraordinary story of Timor-Leste. The Indonesian invasion of the former Portuguese colony in 1975 was widely considered to have permanently crushed the Timorese independence movement. Initial international condemnation of the invasion was quickly replaced by widespread acceptance of Indonesian sovereignty. But inside Timor-Leste various resistance networks maintained their struggle, against all odds. Twenty-four years later, the Timorese were allowed to choose their political future and the new country of Timor-Leste came into being in 2002. This book presents freedom in Timor-Leste as an accomplishment of networked governance, arguing that weak networks are capable of controlling strong tyrannies. Yet, as events in Timor-Leste since independence show, the nodes of networks of freedom can themselves become nodes of tyranny. The authors argue that constant renewal of liberation networks is critical for peace with justice – feminist networks for the liberation of women, preventive diplomacy networks for liberation of victims of war, village development networks, civil society networks. Constant renewal of the separation of powers is also necessary. A case is made for a different way of seeing the separation of powers as constitutive of the republican ideal of freedom as non-domination. The book is also a critique of realism as a theory of international affairs and of the limits of reforming tyranny through the centralised agency of a state sovereign. Reversal of Indonesia’s 1975 invasion of Timor-Leste was an implausible accomplishment. Among the things that achieved it was principled engagement with Indonesia and its democracy movement by the Timor resistance. Unprincipled engagement by Australia and the United States in particular allowed the 1975 invasion to occur. The book argues that when the international community regulates tyranny responsively, with principled engagement, there is hope for a domestic politics of nonviolent transformation for freedom and justice.     Description: Switzerland likely has the most particular naturalization system in the world. Whereas in most countries citizenship attribution is regulated at the central level of the state, in Switzerland each municipality is accorded the right to decide who can become a Swiss citizen. This book aims at exploring naturalization processes from a comparative perspective and to explain why some municipalities pursue more restrictive citizenship policies than others. The Swiss case provides a unique opportunity to approach citizenship politics from new perspectives. It allows us to go beyond formal citizenship models and to account for the practice of citizenship. The analytical framework combines quantitative and qualitative data and helps us understand how negotiation processes between political actors lead to a large variety of local citizenship models. An innovative theoretical framework, integrating Bourdieu's political sociology, combines symbolic and material aspects of naturalizations and underlines the production processes of ethnicity.

    Description: Politics and State Building in Solomon Islands examines a crisis moment in recent Solomon Islands history. Contributors examine what happened when unrest engulfed the capital of the small Melanesian country in the aftermath of the 2006 national elections, and consider what these events show about the Solomon Islands political system, the influence of Asian interests in business and politics, and why the crisis is best understood in the context of the country’s volatile blend of traditional and modern politics. Until the disturbances of April 2006 and subsequent deterioration in bilateral relations between Australia and Solomon Islands under the Sogavare government, experts had hailed the Regional Assistance Mission to Solomon Islands (RAMSI) as an unqualified success. Some saw it as a model for ‘cooperative intervention’ in ‘failing states’ worldwide. Following these developments success seems less certain and aspects of the RAMSI model appear flawed. Using the case of Solomon Islands, this book raises fundamental questions about the nature of ‘cooperative intervention’ as a vehicle for state building, asking whether it should be construed as a mainly technical endeavour or whether it is unavoidably a political undertaking with political consequences. Providing a critical but balanced analysis, Politics and State Building in Solomon Islands has important implications for the wider debate about international state-building interventions in ‘failed’ and ‘failing’ states.

Aangetoond wordt dat verschillende voetbalclubs supportersgeweld op verschillende wijzen ervaren en interpreteren. Het boek beschrijft op gedetailleerde wijze hoe de geweldsopvattingen, collectieve identiteit en rivaliteiten van hooligans tot stand komen en hoe deze zich verhouden tot de dominante club- en supporterscultuur. De sociale interactie tussen hooligans, supporters en autoriteiten staat hierbij centraal. Ramón Spaaij pleit voor een multi-institutioneel beleid met een grotere nadruk op sociale preventie. Hij wijst op het belang van het terugdringen van de drijfveren van hooliganisme, in het bijzonder de agressieve masculiene normen en de soms alomvattende wij-zijtegenstellingen van hooligans. Hij pleit voor de terugkomst van de gematigde fan met ware liefde voor het spel.

    Description: Australia has a proud history of being an international leader in electoral administration, and Australian electoral commissions continue to have a professional, non-partisan approach to the management of elections. Yet their independence is constrained by the electoral laws they need to administer, and parliamentary committees charged with the oversight of the conduct of elections do so with a clear partisan bias. Elections are all about winners, but who decides who the winners will be? Voters definitely have a big say, but it is the electoral system that determines how votes translate into seats in parliament. Any changes to the electoral system require the support of those in power, and it is important to question who benefits from electoral reforms. It is not surprising that partisanship plays a role and that governing parties usually benefit, although that is not always the case. This book assesses Australian electoral reforms of the past 30 years using personal interview data and parliamentary debates, to provide a picture of the reform process as well as the outcomes. These issues, such as who gets to vote, the use of postal voting, party registration and vote weighting, have a profound impact on who wins elections. The book also examines Australia’s electoral administration, testing for professionalism, independence and integrity.

    Description: ‘The Ayes Have It’ is a fascinating account of the Queensland Parliament during three decades of high-drama politics. It examines in detail the Queensland Parliament from the days of the ‘Labor split’ in the 1950s, through the conservative governments of Frank Nicklin, John Bjelke- Petersen and Mike Ahern, to the fall of the Nationals government led briefly by Russell Cooper in December 1989. The volume traces the rough and tumble of parliamentary politics in the frontier state. The authors focus on parliament as a political forum, on the representatives and personalities that made up the institution over this period, on the priorities and political agendas that were pursued, and the increasingly contentious practices used to control parliamentary proceedings. Throughout the entire history are woven other controversies that repeatedly recur – controversies over state economic development, the provision of government services, industrial disputation and government reactions, electoral zoning and disputes over malapportionment, the impost of taxation in the ‘low tax state’, encroachments on civil liberties and political protests, the perennial topic of censorship, as well as the emerging issues of integrity, concerns about conflicts of interest and the slide towards corruption. There are fights with the federal government – especially with the Whitlam government – and internal fights within the governing coalition which eventually leads to its collapse in 1983, after which the Nationals manage to govern alone for two very tumultuous terms. On the non-government side, the bitterness of the 1950s split was reflected in the early parliaments of this period, and while the Australian Labor Party eventually saw off its rivalrous off-shoot (the QLP-DLP) it then began to implode through waves of internal factional discord.

    Description: East Timor’s violent transition to independence, which began early in 1999, presented the Australian Government with a significant foreign policy crisis. This crisis was not sudden, totally unexpected or ultimately threatening to Australia’s survival. But the crisis consumed the attention of Australian leaders, saw significant national and international resources employed, and led to the largest operational deployment for the Australian Defence Force since the Vietnam War. This crisis also created a significant rupture in the hitherto carefully-managed relationships between Australia and its important neighbor, Indonesia. The events of September 1999 ultimately led to the birth of a new nation and the deaths of many people who might have otherwise expected to enjoy that independence. In this major study, David Connery examines how the Australian Government—at the political and bureaucratic levels—developed and managed national security policy in the face of this crisis. The events, and the policymaking processes that both led and followed, are reconstructed using sixty interviews with key participants. This study identifies certain characteristics of crisis policymaking in Australia that include a dominant executive, secrecy, external actors and complexity.

The main components of the ASEM process include political dialogue, economy, education and culture. Multiregionalism and Multilateralism focuses on the institutionalsiation of intra-regional and inter-regional cooperation in the international system with emphasis on the changing relationship between the EU, China and India. The role of ASEM in this relationship is growing more important because of the growth of multilateralism as cornerstone of the international system.

    Description: Physical safety is a core task of government. It is neither surprising nor unreasonable for government to be held accountable for hazardous substances, for food safety, for flood protection, for the spread of infectious diseases, or for the risks involved in new technologies. In 2011 the Dutch Ministry of the Interior and Kingdom Relations asked the Scientific Council for Government Policy (wrr) to investigate the scope for the development of a generic risk policy in relation to physical safety. Do citizens and businesses take sufficient responsibility for physical safety? Could the government assume a smaller role, and what part could the business community play in this? In this report the WRR argues that in order to answer these questions a distinction needs to be made between incidents, damage, risk and uncertainty. In addition, the wrr recommends that the thinking about responsibility for safety should not be placed in the perspective of a failing government, but that the central focus should be on the ambition of good governance. Finally, the wrr suggests that thinking about safety from the perspective of damage offers a useful framework for thinking through and reassessing the distribution of responsibilities. Responsibility for preventing, limiting and dealing with damage can only be assigned in advance, not retrospectively.
    Description: Fysieke veiligheid is een voorwaarde voor individuele ontplooiing en ondernemingszin en vormt de basis voor welvaart en welzijn. Mede dankzij decennia van overheidsinterventies is Nederland relatief gezien een veilig land geworden. Het is daarom noch verrassend noch onredelijk dat de maatschappij de overheid aanspreekt op (potentiële) bedreigingen en daadwerkelijke aantastingen van de fysieke veiligheid. De legitimiteit van de overheid kan onder druk komen te staan als de overheid tekortschiet in de zorg voor fysieke veiligheid. Verwachtingen over de rol van de overheid kunnen echter ook overspannen zijn, de overheid kan immers ook geen absolute veiligheid garanderen of voor elke aantasting van de fysieke veiligheid verantwoordelijk worden gehouden. In deze uitgave stelt de WRR dat de overheid niet als enige de prijs voor veiligheid en de rekening voor schade kan betalen. Ook bedrijven en burgers moeten daarvoor verantwoordelijkheid dragen, bijvoorbeeld door zich beter te verzekeren. Met deze reflectie heeft de WRR een waardevolle bijdrage geleverd aan de actuele, belangrijke en principiële discussie over de verhouding tussen overheid en burger op het gebied van fysieke veiligheid.

    Description: His admirers said he was a charismatic leader with a dazzling smile, a commoner following an ancient tradition of warrior service on behalf of an indigenous people who feared marginalisation at the hands of ungrateful immigrants. One tourist pleaded with him to stage a coup in her backyard; in private parties around the capital, Suva, infatuated women whispered ‘coup me baby’ in his presence. It was so easy to overlook the enormity of what he had done in planning and implementing Fiji’s first military coup, to be seduced by celebrity, captivated by the excitement of the moment, and plead its inevitability as the final eruption of long-simmering indigenous discontent. A generation would pass before the consequences of the actions of Fiji’s strongman of 1987, Sitiveni Rabuka, would be fully appreciated but, by then, the die had been well and truly cast. The major general did not live happily ever after. No nirvana followed the assertion of indigenous rights. If anything, misadventure became his country’s most enduring contemporary trait. This is Fiji’s very human story.

    Description: Scholen moeten aan dreigende schooluitvallers niet alleen onderwijs geven, maar ook alle sociaal-emotionele zorg en steun die nodig is om een plaats in de samenleving te veroveren. Alleen op scholen met een dergelijke brede taakopvatting bestaat een reële kans om te voorkomen dat de meest kwetsbare jongeren volledig buiten de maatschappij komen te staan. De regering moet scholen en ROC's actief stimuleren dit bredere 'plus-pakket' aan te bieden. Dat schrijft de Wetenschappelijke Raad voor het Regeringsbeleid (WRR) in zijn rapport aan de regering Vertrouwen in de school. Over de uitval van 'overbelaste' jongeren. In dit rapport richt de Raad zijn aandacht op één categorie van (dreigende) uitvallers, namelijk 'overbelaste' jongeren. Dat zijn jongeren die gebukt gaan onder een opeenstapeling van problemen, uiteenlopend van beperkte vaardigheden en gedragsproblemen tot gebroken gezinnen, armoede, schulden of verslaving. Bij deze jongeren is schooluitval vaak de voorbode van algehele maatschappelijke uitval. Op basis van vele gesprekken in het veld en bestudering van de binnen- en buitenlandse literatuur formuleert de Raad in dit rapport aanbevelingen voor een effectieve preventie van voortijdig schoolverlaten bij deze jongeren. De centrale aanbeveling van de WRR is dat scholen aan deze jongeren 'structuur' en 'verbondenheid' moeten bieden. De raad pleit voor een school die uitgaat van een bredere taakopvatting dan alleen het overdragen van kennis en noemt scholen met dergelijke brede maatschappelijke taakopvatting 'plusscholen'. De school kan zo uitgroeien tot veilige haven die tegenwicht biedt aan de chaos en risico's in hun leven.

    Description: Fiducial Governance: An Australian republic for the new millennium represents an attempt to grapple with the challenges of designing governance regimes suited to the new millennium. Power’s monograph asserts the need for the reform of Australian governance and charts Australia’s fitful progress towards a republican future. Along the way he sketches a framework for constitutional reform, mindful of the strengths and weaknesses of the current system of government and the contest of ideas about the role and configuration of Australian Heads of State. Long a frustrated Australian republican, Power contends that the republican log jam is due in significant part to a lack of respect shown by the republican policy community to the contribution long made to good governance by monarchical heads of state. This monograph seeks to draw lessons from this experience, so as to make the republican venture one of substance for the Australian public. In so doing, Power draws on a range of republican, indigenous and feminist writings in order to develop a new framework of ‘fiducial governance’ aimed at enhancing the trustworthiness and integrity of our institutions of governance, thereby paving the way for the replacement of the monarch by a directly elected head of state. This is an erudite and thoughtful book that will be of interest to those with an interest in systems of governance and to constitutional scholars, whether they be republicans or monarchists.

    Description: The world is changing, and so is the unquestioning belief that development policies are always right. Instead of focusing on the rather limited notion of poverty, this book aims to deepen our understanding of the broad issue of development. What are the drivers of development? What new issues have arisen due to globalization? And what kind of policies contribute to development in a world that is changing rapidly? The articles in this book provide insight into the muddled trajectories of development on various continents and rethink the notion of development in a globalizing, interdependent world. Taken together, the still fuzzy contours of a paradigm shift emerge from the 'Washington Confusion'. Development can no longer be the ambitious, moral project based on a standard model of economic European or American modernization. 'Doing better' means being less moralistic, more modest and pragmatic, and taking seriously the path dependencies and social realities that exist in each country.

    Description: The Southern Highlands is one of Papua New Guinea’s most resource-rich provinces, but for a number of years the province has been riven by conflict. Longstanding inter-group rivalries, briefly set aside during the colonial period, have been compounded by competition for the benefits provided by the modern state and by fighting over the distribution of returns from the several big mining and petroleum projects located within the province or impinging upon it. Deaths from the various conflicts over the past decade number in the hundreds. As a result of inter-group fighting, criminal activity and vandalism, a number of businesses have withdrawn from the province. Roadblocks and ambushes have made travel dangerous in many parts and expatriate missionaries and aid workers have left. Many public servants have abandoned their posts with the result that state services are not provided. Corruption is rife. Police are often reluctant to act because they are outnumbered and outgunned. This volume brings together a number of authors with deep experience of the Southern Highlands to examine the underlying dynamics of resource development and conflict in the province. Its primary purpose is to provide some background to recent events, but the authors also explore possible approaches to limiting the human and economic costs of the ongoing conflict and breakdown of governance.

    Description: It is gradually being recognised by both Indigenous and non-Indigenous Australians that getting contemporary Indigenous governance right is fundamental to improving Indigenous well-being and generating sustained socioeconomic development. This collection of papers examines the dilemmas and challenges involved in the Indigenous struggle for the development and recognition of systems of governance that they recognise as both legitimate and effective. The authors highlight the nature of the contestation and negotiation between Australian governments, their agents, and Indigenous groups over the appropriateness of different governance processes, values and practices, and over the application of related policy, institutional and funding frameworks within Indigenous affairs. The long-term, comparative study reported in this monograph has been national in coverage, and community and regional in focus. It has pulled together a multidisciplinary team to work with partner communities and organisations to investigate Indigenous governance arrangements–the processes, structures, scales, institutions, leadership, powers, capacities, and cultural foundations–across rural, remote and urban settings. This ethnographic case study research demonstrates that Indigenous and non-Indigenous governance systems are intercultural in respect to issues of power, authority, institutions and relationships. It documents the intended and unintended consequences–beneficial and negative–arising for both Indigenous and non-Indigenous Australians from the realities of contested governance. The findings suggest that the facilitation of effective, legitimate governance should be a policy, funding and institutional imperative for all Australian governments. This research was conducted under an Australian Research Council Linkage Project, with Reconciliation Australia as Industry Partner.

    Description: Het Nederlandse politieke landschap werd van oudsher gedomineerd door drie stromingen: christendemocraten, liberalen en sociaaldemocraten. Lange tijd toonden verkiezingsuitslagen een hoge mate van continuïteit. Daar kwam aan het eind van de jaren zestig van de 20e eeuw verandering in. Vanaf 1994 zette deze ontwikkeling door en sindsdien laten verkiezingen steeds grote verschuivingen zien. Met de opkomst van populistische stromingen, vanaf 2002, is bovendien het politieke landschap ingrijpend veranderd. De snelle veranderingen in het partijenspectrum zorgen voor een overbelichting van de verschillen tussen ‘toen’ en ‘nu’. Bij oppervlakkige beschouwing staat de instabiliteit van vandaag tegenover de gestolde onbeweeglijkheid van het verleden. Een dergelijk beeld is echter een versimpeling, want ook in vroeger jaren konden de politieke spanningen hoog oplopen en kwamen kabinetten regelmatig voortijdig ten val. Er is niet alleen sprake van discontinuïteit, maar ook wel degelijk van een doorgaande lijn. 'Een versplinterd landschap' belicht deze historische lijn voor alle politieke partijen die in 2017 in de Tweede Kamer zijn gekozen. De oudste daarvan bestaat al bijna honderd jaar (SGP), de jongste partijen (DENK en FvD) zijn nagelnieuw. Vrijwel alle bijdragen zijn geschreven door vertegenwoordigers van de wetenschappelijke bureaus van de partijen, waardoor een unieke invalshoek is ontstaan: wetenschappelijke distantie gecombineerd met een beschouwing van ‘binnenuit’.

    Description: In Search of Effective Disability Policy examines the potentials of two very different strategies of integrating disabled people into the working life. In the Netherlands employers have great responsi-bility for the integration. In contrast employers have limited responsibility in the Danish strategy, where public authorities are crucial. This book finds that there are virtues and drawbacks of both strategies. While the Dutch policy promotes work-retention of sick-listed workers, it hampers the labour market entry of non-employed disabled people. This is so because employers avoid hiring disabled people as future work-disability inflicts costs upon employers. This is not the case in Denmark. But here too many workers with health problems lose their labour market attachment because employers are allowed to dismiss them and as public reintegration measures do not work as intended. Consequently, an effective disability policy should demand neither too little nor too much of employers. By combing macro-level analyses with empirical analyses at the micro-level this book distinguishes itself from most other studies in the field.
    Description: In deze vergelijkende studie worden de resultaten van twee zeer uiteenlopende strategieën voor de integratie van arbeidsongeschikten in het bedrijfsleven vergeleken. In Nederland dragen de werkgevers grote verantwoordelijkheid voor de herintreding, terwijl in Denemarken de overheidsinstanties een cruciale rol spelen. In Search of Effective Disability Policy laat zien dat beide oplossingen voor- en nadelen met zich meebrengen. Het Nederlandse systeem bevordert het behoud van de arbeidsplaats van zieke werknemers, maar toetreding van werkloze WAO'ers tot de arbeidsmarkt wordt belemmerd: werkgevers zijn immers niet meer bereid om arbeidsongeschikten in dienst te nemen vanwege de hoge kosten die zo'n werknemer met zich meebrengt. Dat komt in Denemarken niet voor, maar daar verliest een groot aantal zieke werknemers de aansluiting met de arbeidsmarkt als gevolg van hun ontslag en een falende overheidsaanpak voor reïntegratie. In een succesvol WAO-beleid zouden overheid en werkgevers daarom een gedeelde verantwoordelijkheid moeten dragen. Door analyses op macroniveau te combineren met empirische analyses op microniveau onderscheidt In Search of Effective Disability Policy zich van andere studies over dit onderwerp.

    Description: Of the many challenges in public sector management, few are as complex as the management of whistleblowing. Because it can lead to the discovery and rectification of wrongdoing, public interest whistleblowing is widely acknowledged as being positive for organisations and for society at large. However, the conflicts and reprisal risks often associated with whistleblowing also support a widespread belief that every whistleblower is destined to suffer, and nothing can be done to protect them from reprisals. Even if they did it once, sensible employees are often seen as unlikely to ever blow the whistle a second time around. The extensive research in this book reveals a more complex and, fortunately, more positive picture. The product of one of the world’s most comprehensive research projects on whistleblowing, evidence from over 8,000 public servants in over 100 federal, state and local government agencies shows that whistleblowers can and do survive, and that often their role is highly valued. Public sector managers face significant challenges in better managing and protecting whistleblowers. There is great variation between the many public agencies making the effort, and the many agencies where the outcomes — for managers and whistleblowers alike — are still likely to be grim. This book is compulsory reading for all public sector managers who wish to turn this negative trend around, and for anyone interested in public accountability generally.
