    Notes: Abstract The EEC Shellfish Directive is a policy designed to protect and, where necessary, improve the quality of designated shellfish waters. Its implementation within the UK, however, has had no effect upon water quality for two reasons. First, the policy has important defects, having ambiguities concerning public health provisions and lacking designation criteria. Second, UK government has sought to achieve formal compliance, while at the same time ensuring that its full financial impact on public expenditure has been contained. Consequently, only those fisheries which already comply with water quality standards have been designated. Within Wales, one fishery has been designated, while other, commercially more important, but grossly contaminated shellfisheries have not.

    Notes: Abstract Environmental problems caused by improper mine tailings disposal in the Baguio district include pollution of the Lower Agno River system and its watershed and siltation of irrigation canals in the Pangasinan plains. Direct economic losses are from reduced agricultural production due to siltation of irrigation works and farmlands. To check the adverse ecological effects of improper mine tailings disposal, government regulations have been imposed on mining firms. Several disposal schemes have been proposed, including the use of the reservoir of a multipurpose project to be sited in the watershed where the mines are located. Because of siltation problems, however, trapping the tailings in the reservoir will diminish the economic benefits that can be derived from the project.

    Notes: Abstract The total effect of cumulative impacts on the water quality functions of wetlands cannot be predicted from the sum of the effects each individual impact would have by itself. The wetland is not a simple filter; it embodies chemical, physical, and biotic processes that can detain, transform, release, or produce a wide variety of substances. Because wetland water quality functions result from the operation of many individual, distinct, and quite dissimilar mechanisms, it is necessary to consider the nature of each individual process. Sound knowledge of the various wetland processes is needed to make guided judgements about the probable effects of a given suite of impacts. Consideration of these processes suggests that many common wetland alterations probably do entail cumulative impact. In addition to traditional assessment methods, the wetland manager may need to obtain appropriate field measurements of water quality-related parameters at specific sites; such data can aid in predicting the effects of cumulative impact or assessing the results of past wetland management.

    Notes: Abstract A map of summer total phosphorus in lakes has been compiled for Minnesota, Wisconsin, and Michigan to clarify regional patterns in attainable lake trophic state. Total phosphorus was used as a measure of lake trophic state because: (1) phosphorus plays a central role in controlling the overall fertility of most lakes, (2) total phosphorus values are available for a great number of lakes, and (3) phosphorus is measured in a consistent manner. The maps were compiled using patterns of total phosphorus data and observed associations between these data and geographic characteristics including physiography, land use, geology, and soils. Regions depicted on the map represent areas of similarity in phosphorus concentrations in lakes, or similarity in the mosaic of values, as compared to adjacent areas. Within each region, differences in total phosphorus can be compared to natural and anthropogenic factors to determine the types of lakes representative of each region, the factors associated with differences in quality, and the realistically attainable phosphorus levels for each type of lake.

    Notes: Abstract Assessment of cumulative impacts on wetlands can benefit by recognizing three fundamental wetland categories: basin, riverine, and fringe. The geomorphological settings of these categories have relevance for water quality. Basin, or depressional, wetlands are located in headwater areas, and capture runoff from small areas. Thus, they are normally sources of water with low elemental concentration. Although basin wetlands normally possess a high capacity for assimilating nutrients, there may be little opportunity for this to happen if the catchment area is small and little water flows through them. Riverine wetlands, in contrast, interface extensively with uplands. It has been demonstrated that both the capacity and the opportunity for altering water quality are high in riverine wetlands. Fringe wetlands are very small in comparison with the large bodies of water that flush them. Biogeochemical influences tend to be local, rather than having a measurable effect on the larger body of water. Consequently, the function of these wetlands for critical habitat may warrant protection from high nutrient levels and toxins, rather than expecting them to assume an assimilatory role. The relative proportion of these wetland types within a watershed, and their status relative to past impacts can be used to develop strategies for wetland protection. Past impacts on wetlands, however, are not likely to be clearly revealed in water quality records from monitoring studies, either because records are too short or because too many variables other than wetland impacts affect water quality. It is suggested that hydrologic records be used to reconstruct historical hydroperiods in wetlands for comparison with current, altered conditions. Changes in hydroperiod imply changes in wetland function, especially for biogeochemical processes in sediments. Hydroperiod is potentially a more sensitive index of wetland function than surface areas obtained from aerial photographs. Identification of forested wetlands through photointerpretation relies on vegetation that may remain intact for decades after drainage. Finally, the depositional environment of wetlands is a landscape characteristic that has not been carefully evaluated nor fully appreciated. Impacts that reverse depositional tendencies also may accelerate rates of change, causing wetlands to be large net exporters rather than modest net importers. Increases in rates as well as direction can cause stocks of materials, accumulated over centuries in wetland sediments, to be lost within decades, resulting in nutrient loading to downstream aquatic ecosystems.

    Notes: Abstract Nitrogen and phosphorus cycling in a eutrophic Louisiana freshwater lake system (Lac des Allemands) was studied. Nutrients from runoff entering the lake, as well as sediment-interstitial and lake water nitrogen and phosphorus fractions, were measured seasonally. Sedimentation rates in the lake were determined using137Cs dating. Phosphorus levels in the lake were found to be largely dependent on concentrations in the incoming bayou water from upland drainage. Lake water concentrations appear to respond to fluctuations in incoming waters. Laboratory equilibrium studies showed bottom sediments in the lake are a major sink for the incoming dissolved orthophosphate phosphorus. Total nitrogen concentrations in the lake water generally exceeded incoming runoff concentrations, suggesting fixation by the large blue-green algae population in the lake as being the major source of nitrogen to the system. Sedimentation ranged from 0.44 cm/year to 0.81 cm/year, depending on the proximity to the inlet bayous. Even though the lake is eutrophic the sediment served as a buffer by removing large amounts of carbon, nitrogen, and phosphorus through sedimentation processes. Carbon, nitrogen, and phosphorus were accumulating in the sediment at rates of 60, 7.1, and 1.1 g/m2/year, respectively. The water quality of the lake is likely to continue to decline unless measures are taken to reduce municipal, industrial, and agricultural inputs of phosphorus into the lake.

It provides a qualitative graphic overview of the relative potential sensitivity of surface waters to acidic input in the upper midwest portions of the United States. The map is based on data from approximately 14,000 lakes and streams and the apparent spatial associations between these data and macroscale watershed characteristics that are thought to affect alkalinity.

    Notes: Abstract A multivariate statistical method for analyzing spatial patterns of water quality in Georgia and Kansas was tested using data in the US Environmental Protection Agency's STORET data system. Water quality data for Georgia and Kansas were organized by watersheds. We evaluated three questions: (a) can distinctive regional water quality patterns be detected and predicted using only a few water quality variables, (b) are regional water quality patterns correlated with terrestrial biotic regions, and (c) are regional water quality patterns correlated with fish distributions? Using existing data, this method can distinguish regions with water quality very different from the average conditions (as in Georgia), but it does not discriminate well between regions that do not have diverse water quality conditions (as in Kansas). Data that are spatially and temporally adequate for representing large regions and for multivariate statistical analysis are available for only a few common water quality parameters. Regional climate, lithology, and biotic regimes all have the potential to affect water quality, and terrestrial biotic regions and fish distributions do compare with regional water quality patterns, especially in a state like Georgia, where watershed characteristics are diverse. Thus, identifiable relationships between watershed characteristics and water quality should allow the development of an integrated landaquatic classification system that would be a valuable tool for resource management. Because geographical distributions of species may be limited by Zoogeographic and environmental factors, the recognition of patterns in fish distributions that correlate with regional water quality patterns could influence management strategies and aid regional assessments.

    Notes: Abstract Intensified surface mining, power generation, and smelting operations in the Hunter River lowlands, NSW, Australia have posed numerous new environmental management problems. Legislative controls over water, soils, and land use management have been clearly insufficient and remain so. The complex range of environmental changes is challenging government agencies as well as coal developers. While water demands are increasing in the region the proportionally greatest competitors are power generation and irrigation. Comprehensive regional water quality assessment is inadequate and divided between a number of agencies with fragmentary interests. Coal development inquiries signal further controversy over appropriate management solutions and are an ongoing phenomenon in the region. The early 1980s resource boom has been followed by lower rates of economic growth, which have resulted in disparate agency responses to major ongoing environmental questions. While issue attention cycles are often remarkably short in environmental management, matters of water, land, and air quality require intensive and ongoing monitoring and policy development.

    Notes: Abstract Scientific quality in a technical policy document is defined in terms of the proportion of contemporary scientific principles on a subject that the document competently discusses. As a case study of the scientific quality of such documents, this articles examines the treatment of acid deposition effects in 126 environmental impact statements on fossil-fuel power plants. On average, the relevant environmental statements cover only a quarter of the eligible scientific principles. Bureaucratic and political factors influence the quality of discussion of acid deposition more than do strictly objective or scientific factors. In particular, public participation and interagency review processes foster relatively thorough consideration of scientific information in environmental impact statements.

    Notes: Abstract In this article, we suggest that a landscape approach might be useful in evaluating the effects of cumulative impacts on freshwater wetlands. The reason for using this approach is that most watersheds contain more than one wetland, and effects on water quality depend on the types of wetlands and their position in the landscape. Riparian areas that border uplands appear to be important sites for nitrogen processing and retention of large sediment particles. Fine particles associated with high concentrations of phosphorus are retained in downstream wetlands, where flow rates are slowed and where the surface water passes through plant litter. Riverine systems also may play an important role in processing nutrients, primarily during flooding events. Lacustrine wetlands appear to have the least impact on water quality, due to the small ratio of vegetated surface to open water. Examples are given of changes that occurred when the hydrology of a Maryland floodplain was altered.

    Notes: Abstract Regulation and control of agricultural water pollution is unique and difficult to accomplish. Water quality standards are often proposed without adequate consideration of the overall economic impact on agricultural production. This article illustrates how economists and physical scientists can cooperate to develop appropriate control strategies for agricultural water pollution. Data provided by physical scientists and economists are used in a linear programming model to describe salt discharge as a function of water management, production levels, and an associated effluent charge. Four water management activities were chosen on the basis of different costs of production (including a parametrically varied effluent charge), water requirements, alfalfa yields, and levels of salt discharge. Results indicate that when the effluent charge is low (〈$0.20/metric ton salt discharged), maximum production with maximum salt discharge is most profitable. As the effluent charge is increased ($0.20–$0.40/metric ton salt discharged), it becomes progressively less profitable to produce alfalfa at maximum levels of pollutant discharge. When the effluent charge is 〉$0.40/metric ton salt discharged, alfalfa production is no longer economically feasible. An important aspect of this approach is that it permits policy makers to identify explicitly the relationship between the environmental standard and the effect on agricultural production.

    Notes: Abstract Impacts of sediments and heavy metals on the biota of streams in the copper-mining district of southwestern Montana were examined by comparing aquatic communities of impacted streams with those of control streams. Control streams were chosen through the use of a technique that identifies similar streams based on similarities in their watershed characteristics. Significant differences between impacted and control sites existed for surface substrate, riparian vegetation, and the number of macroinvertebrate taxa. These results revealed that: (a) chemical and physical habitats at the impacted sites were disrupted, (b) the presence of trout was an inadequate measure of ecological integrity for these sites, and (c) watershed classification based on a combination of mapped terrestrial characteristics provided a reasonable method to select control sites where potential control sites upstream and downstream were unsuitable.
