    Notes: Abstract Since taking office 1 December 1988, Mexico's incumbent president, Carlos Salinas de Gortari, has introduced important innovations in environmental policy that distinguish his administration from those of his predecessors. Greater administrative continuity, improved regulatory capacity achieved through statutory change, focused priorities centering on pollution abatement in Mexico City, and an aggressive search for external financing for pollution control are hallmarks of Salinas' approach. The success of these environmental reforms depends heavily on economic recovery, however, and environmental policy still suffers from underfunding, bureaucratic fragmentation, and heavy reliance on voluntarist enforcement mechanisms. Recently, U.S. congressional debate on a proposed free trade agreement with Mexico has been a factor in spurring the Salinas government to take new antipollution and conservation measures. Mexico's growing environmental movement is also an important force behind the government's new responsiveness in environmental matters. The Salinas administration recognizes the issue's political salience and has sought to defuse environmental criticism using a large arsenal of resources at its disposal. Salinas' environmental policy strategy may thus be characterized as both proactive and reactive in nature. While the reforms are evidence that Mexico is beginning to take environmental matters more seriously, economic recovery and sustained environmental activism remain vital to further progress.

    Notes: Abstract Environmental protection policies generate an equity question concerning the fair allocation of environmental benefits and costs. This paper presents evidence from Greece during the 1980s. The findings reveal that Greek environmental policies, in the form of government self-regulatory programs, are mostly regressive in nature. At the regional level these programs combine all forms of vertical equity. Since the public sector finances the majority of related expenditures out of taxes, the regressive elements of environmental policies have been reinforced by discretionary fiscal measures and tax evasion, accompanied by inflation, which have distorted the country's progressive tax system.

    Notes: Abstract Foreign-owned industry in the form of assembly plants, termed maquiladora, has become very important in Mexico to the extent that it represents the second largest source of foreign exchange and is a valuable source for employment and regional development. The economic prosperity gained from the rapid growth of the maquiladora industry has been accompanied by increased environmental and human health risks associated with generation of hazardous waste. Diversification of industry has resulted in the predomination of those sectors that likely use hazardous substances. The Mexicali-Calexico border region was selected to demonstrate the potential for environmental and health risks associated with the generation of hazardous waste. Estimates for the generation of hazardous waste were obtained from 34 maquiladora plants in Mexicali, represented by the electronic and electrical equipment and parts, mechanical and transportation equipment, and toys and sporting equipment sectors. Repeated detection of volatile organic compounds in the New River at the US-Mexico border suggests that hazardous waste from the printed circuit board industry in Mexicali is not being disposed of in a proper manner. Potential adverse health effects, such as carcinogenic and mutagenic responses associated with the detected volatiles, are discussed. US and Mexico national legislation and the Binational Environmental Agreement were examined for their adequacy to ensure proper management of hazardous waste generated by the maquiladora industry. Environmental policy options are presented that focus on: (1) increased environmental accountability of US parent companies for their maquiladora assembly plants in Mexico; and (2) more integration between US Customs and border states with the US Environmental Protection Agency to improve the binational management of hazardous waste generated by the maquiladora industry.

    Notes: Abstract This article describes and tests a systems theory-based policy indicators model. The framework is used to examine propositions about linkages between states' ecological-spatial characteristics and subsequent selected solid waste management (SWM) -related environmental policies. It was hypothesized that state characteristics of: (1) population density (used as a garbage-per-land area index), (2) population convergence within urban areas, and (3) percent population change in the interval 1980–1985, could jointly explain state variation in both the number and the vigor of SWM policy outputs. Greater levels of spatial pressure were proposed to be related directly to more numerous, more convincing policies. Proposals are grounded in the literature of organizational search theory, crisis stimulation, and technological pressure. Results revealed that the sociospatial model in fact could explain a reasonable proportion of policy variation across states. However, not all hypotheses are supported. Population change shows an indirect, rather than the anticipated direct, relationship with policy output levels. In addition, when used in the model as a pollution intensity index, population density failed to contribute significantly to an explanation of differences in state SWM policy levels. The analysis raises questions about changes occurring over time in the nature and direction of linkages between sociospatial measures and policy responses. This study suggests that strengthening policy indicator models may require questioning key assumptions and theoretical bases, conducting longitudinal studies, and factoring in political, economic, and other policy environment forces.

    Notes: Abstract The protection of wetlands and riparian areas has emerged as an important environmental planning issue. In the United States, several federal and state laws have been enacted to protect wetlands and riparian areas. Specifically, the federal Clean Water Act includes protection requirements in Sections 301 and 303 for state water quality standards, Section 401 for state certification of federal actions (projects, permits, and licenses), and Section 404 for dredge and fill permits. The Section 401 water quality state certification element has been called the “sleeping giant” of wetlands protection because it empowers state officials to veto or condition federally permitted or licensed activities that do not comply with state water quality standards. State officials have used this power infrequently. The purpose of this research was to analyze the effectiveness of state wetland and riparian programs. Contacts were established with officials in each state and in the national and regional offices of key federal agencies. Based on interviews and on a review of federal and state laws, state program effectiveness was analyzed. From this analysis, several problems and opportunities facing state wetland protection efforts are presented.

    Notes: Abstract The prevailing system of environmental management strongly depends on the economic and political structures of a country and is influenced by the current condition of them. Environmental degradation in the Soviet Union has been caused mainly by the political and economic misconceptions listed in this article. With the transformation of its state order to the model of Western democracies, the Soviet Union is experiencing a deep economic crisis of restructuring, reflected in a parallel crisis in its system of environmental management, which is manifest in the form of rapid transformation. This is characterized by the contradiction of the state’s old administrative institutions, which still exist, with the efforts to use market mechanisms of environmental control. Such methods include various fees and payments for the use of natural resources or for pollution and creation of specialized regional funds and banks to finance environmental programs. All these occur in the context of the strengthening of regional sovereignty, the introduction of self-accounting for economic units, the adoption of comprehensive legal enactments, and the setting up of an efficient administrative system of their enforcement. Public activism, as one of the principal actors in this structure, also has undergone quick maturation. Nevertheless the future development of the new Soviet system of environmental control remains uncertain because of the present unpredictability of the overall situation in the short run.

    Notes: Abstract The quality of scientific information in policy-relevant fields of research is difficult to assess, and quality control in these important areas is correspondingly difficult to maintain. Frequently there are insufficient high-quality measurements for the presentation of the statistical uncertainty in the numerical estimates that are crucial to policy decisions. We propose and develop a grading system for numerical estimates that can deal with the full range of data quality—from statistically valid estimates to informed guesses. By analyzing the underlying quality of numerical estimates, summarized as spread and grade, we are able to provide simple rules whereby input data can be coded for quality, and these codings carried through arithmetical calculations for assessing the quality of model results. For this we use the NUSAP (numeral, unit, spread, assessment, pedigree) notational system. It allows the more quantitative and the more qualitative aspects of data uncertainty to be managed separately. By way of example, we apply the system to an ecosystem valuation study that used several different models and data of widely varying quality to arrive at a single estimate of the economic value of wetlands. The NUSAP approach illustrates the major sources of uncertainty in this study and can guide new research aimed at the improvement of the quality of outputs and the efficiency of the procedures.

    Notes: Abstract Two frequent beliefs about rural environmental attitudes are examined conceptually and empirically: (1) the common conception that rural environmental concerns are expressed predominantly by wealthy community newcomers; and (2) the related position that long-time rural residents are hostile to the environmental cause. We argue conceptually, through the use of a 2×2 community matrix, that environmental attitudes are equally likely to be expressed by what we term “upper middle income newcomers,” “lower middle income newcomers,” “upper middle income locals,” and “lower middle income locals.” Empirically, we find that although wealthy newcomers express the strongest environmental attitudes in the community, their concerns represent only a small percentage of rural environmental attitudes consisting of respondents who make less than $40,000 a year in household income are over 40 years of age, possess less than a college education, and work in a nonprofessional occupation. This new category expresses environmental concerns at least equal to the rest of the community on three of four measures of environmental attitudes. The findings provide insight into the widespread and cross-sectional nature of rural environmental concern. The implication is that environmental groups will find significant sources of political support in rural communities, provided they craft their environmental message in a language consistent with rural attitudes and values.     Notes: Abstract The contribution of chlorinated hydrocarbons (CHCs) to environmental problems in the Netherlands is discussed in an economic context. The economic interactions within the chlorine market, including the link to caustic soda production, are described, and PVC is taken as a case study. Key policy options are evaluated in terms of their potential for environmental improvement. It appears that 95% of CHC emissions causing environmental problems are due to dissipative applications. With respect to the specific problems of ozone depletion and global warming, only a small group of compounds is responsible for most of the impact. Moreover, economic interactions within the group of CHCs can strongly influence the net effect of environmental policy measures. Policies aimed at a reducing volume output of certain specific groups of CHCs will inevitably lead to trade-offs between environmental problems. The environmental impact of a hypothetical ban on CHCs is discussed in relation to the use of PVC as a sink for chlorine. Both these options appear to have drawbacks. Moreover, no absolute conclusion can be drawn until the environmental impact of CHC substitutes is known.

    Notes: Abstract The creation of the EC's internal market by the end of 1992 appears to necessitate a harmonization of environmental policies in the European Community. Against this background, the paper analyzes the options for decentralizing environmental policy in Europe and indicates some limitations of this approach. It is shown that, in the case of stationary sources, a harmonization is not required whereas, in the case of international spillovers and global environmental systems, a decentralization of policies is possible if countries can agree on international diffusion norms or national emission quantities, respectively. A harmonization seems to be unavoidable if product norms have to be applied, e.g. in the case of pollutants in consumption goods. Generally, however, price instruments should be used wherever possible, since they allow for a regional differentiation of environmental qualities without segmenting European markets.
