    Notes: Abstract The use of computer-assisted map analysis techniques for prediction of storm runoff from a small urban watershed in the United States is investigated. An automated procedure for calculating input parameters for the US Soil Conservation Service (SCS) method of predicting storm runoff volume and peak timing is presented. Advanced techniques of spatial analysis are used to characterize spatial coincidence, surface configuration and effective hydrologic distance. A limited verification of the automated procedure indicates that the model reasonably characterizes water flow. A sensitivity analysis of basin disaggregation suggests that the SCS method yields increased volume and peak discharge predictions as the watershed is divided into smaller and smaller subunits. As a means to demonstrate the practical application of the automated procedure, a simulation of the effects on surface runoff for a potential residential development is presented.

    Notes: Abstract Soil conservation has been a matter of federal natural resource policy for over a half century in the United States. A variety of federal programs have been undertaken to encourage soil conservation. There are goals which are essential to these programs, and there are related ancillary programs with different goals which often have had an impact on the extent to which the central soil conservation objectives have been effectively implemented. This article analyzes four aspects of federal soil conservation goals and programs: the evolution of the constellation of soil conservation goals, the problems with goal implementation, implementation effectiveness, and the appropriateness of the implementation and administration of federal goals.

    Notes: Abstract This article presents a new approach to the analysis and management of large-scale societal problems with complex ecological, economic, and social dimensions. The approach is based on the theory of self-organizing systems—complex, open, far-from-equilibrium systems with nonlinear dynamics. A brief overview and comparison of different self-organization theories (synergetics, self-organization theory, hypercycles, and autopoiesis) is presented in order to isolate the key characteristics of such systems. The approach is used to develop an analysis of the landuse controversy in the South Moresby area of the Queen Charlotte Islands, British Columbia, Canada. Critical variables are identified for each subsystem and classified by spatial and temporal scale, and discussed in terms of information content and internal/external origin. Eradication of sea otters, introduction of black-tailed deer, impacts of large-scale clearcut logging, sustainability of the coastal forest industry, and changing relations between native peoples and governments are discussed in detail to illustrate the system dynamics of the South Moresby “sociobiophysical” system. Finally, implications of the self-organizing sociobiophysical system view for regional analysis and management are identified.

    Notes: Abstract The Washington State Environmental Policy Act (SEPA) promotes the conservation of natural resources through procedural review of proposed actions which may impact natural systems. There are, however, many actions specifically exempt from the SEPA review process. Since many exempt actions could have significant adverse effects on natural resources at one location and not another, the SEPA statute contains a provision that enables local governments to designate Environmentally Sensitive Areas (ESAs). Within the ESAs, these potentially adverse activities are subject to SEPA review. Local governments have complete control over the exact definition of the ESA criteria and the types of local projects exempt from SEPA. Whitman County, the most productive wheat-producing county in Washington, has recognized the need for conservation of its natural resources in its comprehensive plan but has not implemented the ESA provision. A representative watershed within Whitman County was used as a case study to identify areas which would qualify for ESA status. In these areas, specific soil, water, and biological characteristics or resources were identified as sensitive to certain common land uses. Significant differences were found between state and county policies regarding ESAs and actual conditions within the watershed. It may be more effective for the state to manage ESAs on a consistent and regional basis.
