    Notes: This paper presents a novel technique to analyze, manage and price transmission congestion in electricity markets based on a simple auction mechanism. The proposed technique is basically an iterative rescheduling algorithm, relying on an ``on-line'' evaluation of the transmission system congestion, as defined by a System Security Index (SSI), and associated sensitivities, which are all computed based on formulas that account for voltage stability constraints as well as thermal and bus voltage limits. The methodology is tested using a 3-area test system, a 6-bus test system with both demand-side bidding and inelastic demand, as well as a 129-bus model of the Italian High Voltage transmission system with demand-side bidding. The results obtained for these test systems with the proposed technique are compared with similar results obtained from an optimization-based method.

    Notes: In deregulated power systems spinning reserve (SR) can be allocated to different ancillary service providers at different locations based on supplier bids and customer choices on reliability. This paper investigates the impact of transmission line failures using a cost/risk-based spinning reserve allocation method (CRSRAM). The proposed method provides minimum spinning reserve cost, while securing the reliability risk at a minimum in the presence of not only generating unit outages but also transmission line failures. The implementation of this technique in a SR market to determine the SR schedules is presented in the paper. The IEEE Reliability Test System (RTS) has been used to illustrate the applications of the proposed method.

    Notes: Electric power industries throughout the world have been restructured to introduce competition among the market participants and bring several competitive opportunities. A fair competition needs open access and non-discriminatory operation of the transmission network. Open access to the transmission system places an emphasis on the intensive use of the interconnected network reliably, which requires knowledge of the network capability. Available Transfer Capability (ATC) is a measure of the remaining power transfer capability of the transmission network for further transactions. This paper describes the assessment of ATC using AC Power transfer distribution factors (ACPTDFs) in combined economic emission dispatch (CEED) environment. The ACPTDFs are derived using sensitivity based approach for the system intact case and utilized to check the line flow limits during ATC determination. The obtained ATC results are compared with Newton Raphson Load Flow method (NRLF) to justify its accuracy. Simultaneous bilateral and multilateral wheeling transactions have been carried out on IEEE 6, 30 and 118 bus systems for the assessment of ATC. The solutions obtained are quite encouraging and useful in the present restructuring environment.

    Notes: The main objective of this paper is to develop component model architecture for economic load dispatch of multi - area power systems. A component which is based on a single-server serving multiple clients has been proposed which enables all neighboring power systems to have simultaneous access to the remote economic load dispatch server for obtaining continuous load dispatch solutions. An EJB (Enterprise Java Beans) based, distributed environment has been implemented in such a way that each power system client can access the remote economic load dispatch EJB server through JNDI (Java Naming and Directory Interface) naming service with its power system data. The server computes the economic load dispatch and it provides the continuous automated load dispatch solutions to all the registered power system clients. Economic load dispatch EJB server inherently creates a new thread of control for every client request and hence complete component based distributed environment can be achieved.

    Notes: The drawbacks of sliding mode control in terms of high control gains and chattering are overcome by merging of the FLC with the variable structure of the SMC to form a fuzzy sliding mode controller (FSMC). However, the major drawback of fuzzy control is the lack of design techniques. Hence this hybrid system increases the complexity in design and, at present, there exists no effective design tools due to the lack of analytical and numerical approaches. This paper develops an automated design approach to this design problem, using a genetic algorithm. The method is illustrated through the design of a near-optimal fuzzy sliding mode controller for induction motor speed control. The control strategy gives a relatively low overshoots with smooth control action and retains robustness of the sliding mode approach.

    Notes: Distributed Generation (DG) can help in reducing the cost of electricity to the costumer, relieve network congestion and provide environmentally friendly energy close to load centers. Its capacity is also scalable and it provides voltage support at distribution level. Hence, DG placement and penetration level is an important problem for both the utility and DG owner. The cost of electricity as a commodity depends upon market model. The restructured power markets are slowly maturing with standardizations like Standard Market Design (SMD). The key feature of SMD is the Locational Marginal Pricing (LMP) scheme. This paper examines placement and penetration level of the DGs under the SMD framework. The proposed approach is illustrated by case studies on MATPOWER 30 bus and IEEE 118 bus systems.

    Notes: Sheath current can cause sheath loss and reduce the permissible current of a power cable transmission system. High sheath current is usually caused by mixed cable burying formation, different length between sections, poor connection of the bonding leads, and connection of distribution cable onto transmission systems. This paper analyses the characteristics of sheath circulating current at various conditions and presents a useful method to reduce it in a mixed burying formation system. It can effectively reduce the current by up to 90%. The method is validated by practical measurements and simulations using ATP, and has been implemented in actual systems. In addition, a special equipment is designed to measure and analyze the sheath circulating current. It can measure and analyze nine currents at a same time.

    Notes: In a deregulated power industry a Genco bids in the optimal fashion in a day ahead market. The net gain is decided by Market Clearing Price (MCP) which in turn is dictated by other participants and prevailing market conditions. In this paper, the feasible set of bid strategies is evaluated for risk. Risk is quantified as the variation from expected amount of return from the market settlements for an hour. The problem is formulated for multiple participants using efficient frontier method. The risk evaluation is done for two sample systems with three and six Gencos. The results help in choosing a maximum return with minimum risk policy.

    Notes: Based on recent research of non-linear pricing for single-node unit commitment models, this paper proposes a transmission constrained non-linear pricing alternative based coordination functions added to the classic decomposition Lagrangian relaxation algorithm to solve transmission constrained unit commitment models. The new coordination algorithms finds agent's purchase and sell prices that coordinate the market in the absence of classic equilibrium. Since non-linear prices differ for each agent connected to a transmission node, the value of the congestion rents are redefined so that the new pricing mechanism is taken in to account. The redefinition of congestion rents is necessary so that the implementation of financial transmission rights, in their varied forms, is still possible in order to provide a price hedging mechanism in the nodal spot market.In this study, we propose a solution of unit commitment problem with network constraints and FTR´s using non-linear prices. The proposes prices have been applied to IEEE 14 and 30 test systems with 20 and 35 generators for a single period. The result shows that the proposed prices are capable to obtain satisfactory schedules without any interest conflicts.

    Notes: This paper presents an enhancement to the least median of squares (LMS) estimation in the power system state estimation. A weighted least square estimation may be used in conjunction with LMS, yet LMS could face difficulties for eliminating bad data in specific cases. The proposed method, denoted as fuzzy LMS+LAV estimation, employs the applications of fuzzy sets to improve the accuracy of LMS. The proposed method applies the LMS method to determine the bounds of residuals and then applies fuzzy sets to the least absolute value (LAV) estimator to eliminate bad data. The paper shows that the proposed method produces more accurate estimate of power system states than that of LMS. The complementary advantages of fuzzy LAV and LMS estimators without lengthy computational efforts, which are targeted by this paper include: *less computational effort than the fuzzy LAV. *better accuracy than LMS. *same if not better robustness than both estimators. A qualitative comparison illustrates the superior robustness of the proposed method in the presence of leverage bad data.
