    Description: This is the report on the workshop on “Small Indigenous Freshwater Fish Species: Their Role in Poverty Alleviation, Food Security and Conservation of Biodiversity”, organized by the International Collective in Support of Fishworkers(ICSF) in collaboration with the InlandFisheries Society of India (IFSI).The workshop was a forum for exchange of views on the role of small indigenous freshwater fish species (SIFFS) in enhancing rural food supply and livelihood security, and in conserving biodiversity. The workshop also discussed the socioeconomic and cultural contexts for the culture and capture of SIFFS, and how to enhance access—especially for women—to better incomes, livelihoods and nutritional security, through appropriate policy spaces.This report provides a fresh focus on SIFFS, usually regarded as ‘trash’ fish. It urges scientists, researchers and decisionmakers to develop policy and legislative measures to ensure the conservation and promotion of SIFFS, both in capture- and culture-fisheries systems.This report will be useful for fishworker organizations, researchers, policymakers, fish farmers, members of civil society and anyone interested in fisheries and livelihoods.     Description: As the earth’s resources continue to face increasing pressure from a variety of human and natural causes, protection of the environment and biodiversity is a matter of contemporary concern, The conservation of coastal and marine resources, in particular, has become a priority for countries around the world. In this context, marine protected areas (MPAs) are being widely promoted as one of the most effective tools for the conservation of coastal and marine resources.Most MPAs are located in coastal areas of great biodiversity, and hence their development has direct impacts on the lives and livelihoods of coastal communities, especially small-scale and traditional fishing communities. Typically, they are the ones who have to bear the costs of conservation practices–lost livelihood options, expulsion from traditional fishing grounds and living spaces, and violation of human/community rights, to name a few.The articles in this dossier, drawn chronologically from the pages of Samudra Report, the triannual publication of ICSF, draw attention to these issues. They show that conservation and livelihoods are closely intertwined, and that top-down, non-participatory models of conservation can be counter-productive. Despite being poor and powerless, fishing and coastal communities can be powerful allies in conservation efforts, given their longstanding dependence on natural resources and their traditional ecological knowledge systems. As the examples in this dossier reveal, it is possible for fishing communities to protect and conserve the environment, while continuing with sustainable fishing operations. Clearly, only an integrated approach to fisheries management and conservation will prove successful.This dossier will be useful for policymakers, social scientists, non-governmental organizations and others interested in fisheries, conservation, communities and livelihoods.

The ngöbe Bugle Conte Burica Territory in the south of Costa Rica, the Garífuna territory in nueva Armenia Honduras, the Rama territory in Nicaragua and the ngöbe Bugle territory in Bocas del Toro, Panamá. This is one of the first studies focusing on indigenous territories, artisanal fisheries and SSF guidelines. The cases are a first approach to discussing and analyzing relevant social and human rights issues related to conservation of marine resources and fisheries management in these territories. The cases discussed between other issues of interest, the relationships between marine protected areas under different governance models and issues related to the strengthening of the small-scale fisheries of these indigenous populations and marine fishing territories. They highlight sustainability, governance, land tenure and access to fishing resources, gender, traditional knowledge importance and new challenges as climate change.

    Description: The need to improve fisheries information management in the region was recognized as early as 1982 when SEAFDEC, in collaboration with IDRC, organized the Seminar on Fisheries Information Science in Southeast Asia. During the Seminar, existing fisheries information systems at the national, international, and regional levels were identified, and corresponding problems and constraints were discussed. The recommendation to strengthen the national information services and to promote regional cooperation/collaboration with a view to improving effective transfer of fishery information within and outside the region was considered. As a sequel to the 1982 Seminar, the SEAFDEC Secretariat organized the SEAFIS Regional Seminar on Fishery and Aquaculture Information Systems in Southeast Asia, held in Bangkok, Thailand, from 7 to 10 February 1989. The list of participants and observers, and the Agenda appear as Annexes 1 and 2. The objectives of the Seminar were to review the current status of fishery and aquaculture information systems in the region, and to determine future activities in order to strengthen collaboration between various information sources in Southeast Asia. The Seminar also aimed to determine the appropriate training programs which could enhance development of fishery information systems in the region as well as improve information management.

    Description: The opening editorial Comment in this issue argues that as the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) gets under way, it is imperative to lobby for policies and processes that will empower small-scale fishing communities. How the Guaranis, indigenous people of Morro dos Cavalos in Brazil, are being displaced from their lands to satisfy the interests of politicians and businesses is analyzed in one article, while another details how the Seafood Slavery Risk Tool tracks abuses of labour and human rights in seafood supply chains. The current issue also features a report on the Danish Institute for Human Rights’ meeting on the contribution of human rights to the sustainable development of fisheries. Continuing on the theme of livelihood rights, the article from Indonesia delineates the causes for the poor nutritional intake in Indonesia's coastal communities. On-the-ground reports of two meetings – one on the largest conference on occupational safety and health in the fishing industry, held in Canada, and the other, on the 33rd Session of the FAO Committee on Fisheries (COFI) – provide insights into issues that plague the fisheries sector in different ways. Another article in SAMUDRA Report No. 79 explains how fishermen and scientists are being brought together to track wind and waves, and save lives, through new innovative weather forecasting technology. Nikita Gopal, in her article on GAF7, highlights the intersectionalities of power relations existing in the fisheries sector. The Roundtable highlighted the tremendous gains that women make when they collectively raise their voices in demand of their rights. The issue also celebrates the recent edition of Slow Fish held in Genoa, Italy. The Slow Fish Forum promotes small-scale fishing and responsible fish consumption and provides a unique space, particularly for women in the small-scale fisheries sector.

The article talks about how the organization made gender issues as a priority area in their advocacy work. The article on small-scale fisheries and the contribution of women highlights that part-time fishing and gleaning activities globally may contribute nearly 3 million tonnes of seafood, with a landed value of around US$5.6 bn. The article on AKTEA, The European Network of Women in Fisheries and Aquaculture, looks at what are the challenges and the way forward for the network.In her review of the recently published book, "Practical Guide for Gender Analysis in Small-scale Fisheries and Aquaculture in Southeast Asia", Susana Siar looks at how the book is designed to support the SSF Guidelines. The Yemaya Supplement, Turning Points: A decade of change for women in fisheries, focuses on a change that has happened over a decade: a truthful appreciation of women’s role in fisheries. Their involvement in the sector follows a similar arc the world over, despite wide differences in society, culture, politics and economics. This supplement is an effort to understand and identify the main factors affecting this over the decade -- the causes that have shaped their role, both positively and negatively. The Profile column looks at how a fishing village in India mourns the death of an Italian nurse, Lauretta Farina of Bergamo. The Milestones column features a recently published report of the WHO Global Health Workforce. The report calls for gender-transformative policies and measures to be put in place if global targets for better health and gender outcomes are to be followed.

    Description: Cambodia is one of the poorest countries in the world; much of its population live in rural areas and many live below the local poverty line. The management of common property aquatic resources is of over-riding importance to food security and sustainable rural development in Cambodia. The key groups of poor people who use aquatic resources as part of their diverse livelihoods portfolios are subsistence fishers, small-scale aquaculture practitioners and aquatic resources collectors. Subsistencefishers access mainly the rivers, lakes and inundated forests in Tonle Sap provinces, the lower Mekong and Bassac regions and the upper part of the Mekong. Small-scale aquaculture and/or the collection of aquatic resources are most important in provinces that are not rich in fisheries resources including Kompong Speu, Ratnakiri, Mondulkiri, Preah Vihear and Ortdar Meanchey. Freshwater capture fisheries probably contribute more to national food security and the national economy in Cambodiathan in any other country in the world. (19 p.)

The Government of Vietnam promotes development of aquaculture as an important part of the fisheries sector.The Government of Vietnam has recently placed particular emphasis on the importance of effective aquatic resources management for poverty alleviation. A great number of national and international activities, projects and organizations currently operate within the aquatic resources management sector in Vietnam. In a country with limited resources, the importance of efficient and effective information exchange among stakeholders within the sector, and between the sector and aquatic resources users, is increasingly being recognized.     Description: Sustainable Aquaculture for Poverty Alleviation (SAPA) is a strategy under the overall national program for hunger eradication and poverty reduction. This reflects high attention by the Ministry of Fisheries (MOFI) to the poor. Since the strategy was initiated, several actions have been taken. Recently, conferences and meetings were conducted in Hanoi, Thai Nguyen and Quang Tri. Consequently we also have workshops on a regional basis, and today we are pleased to conduct a workshop in Long An on livelihoods analysis. Now at the Ministry, there are more than 340 projects in aquaculture to attack poverty. The launch of SAPA has been given a high priority among support agencies. Recently Mr Gill of the World Bank and the Ministry agreed that they would act to strengthen aquaculture for poverty reduction. So today with the support of the Long An People’s Committee, NACA and STREAM we have a workshop to strengthen learning about livelihoods analysis. (PDF has 61 pages.)

    Description: The Millennium Development Goals call for a reduction in the proportion of people living on less than $1 a day to half the 1990 level by 2015. This means reducing from28.3 percent of all people in low and middle income economies to 14.2 percent. The Goals also call for halving the proportion of people who suffer from hunger between1990 and 2015. If projected growth remains on track, global poverty rates will fall to 13 percent – lessthan half the 1990 level – and 360 million more people will avert extreme poverty. So while poverty would not be eradicated, that would bring us much closer to the day whenwe can say that all the world's people have at least the bare minimum to eat and clothe themselves.     Description: One third of the people on earth who are described as living in absolute poverty are found today in India. “These people,” says Mr B K Satpathy, “are caught in a poverty trap’.” “Poverty trap?” we ask. “These are creative weavers; their cloth has a distinctive style, but those who supply their thread also take away and sell the cloth, paying just a small labor cost for each saree. If they are skilled and work hard this amounts to only 25-30 rupees (60-70 US cents) per day.” Under this arrangement, weaving does not provide enough to live on, and people are seeking ways to escape their entrapment in poverty.
