    Description: Place-based strategies are widely discussed as powerful instruments of economic and community development. In terms of the European debate, the local level – cities, towns and neighbourhoods – has recently come under increased scrutiny as a potentially decisive actor in Cohesion Policy. As understandings of socio-spatial and economic cohesion evolve, the idea that spatial justice requires a concerted policy response has gained currency. Given the political, social and economic salience of locale, this book explores the potential contribution of place-based initiative to more balanced and equitable socio-economic development, as well as growth in a more general sense. The overall architecture of the book and the individual chapters address place-based perspectives from a number of vantage points, including the potential of achieving greater effectiveness in EU and national level development policies, through a greater local level and citizens' role and concrete actions for achieving this; enhancing decision-making autonomy by pooling local capacities for action; linking relative local autonomy to development outcomes and viewing spatial justice as a concept and policy goal. The book highlights, through the use of case studies, how practicable and actionable knowledge can be gained from local development experiences. This book targets researchers, practitioners and students who seek to learn more about place-based based development and its potentials. Its cross-cutting focus on spatial justice and place will ensure that the book is of wider international interest.

    Description: This book provides a comparative and transnational examination of the complex and multifaceted experiences of anti-labour mobilisation, from the bitter social conflicts of the pre-war period, through the epochal tremors of war and revolution, and the violent spasms of the 1920s and 1930s. It retraces the formation of an extensive market for corporate policing, privately contracted security and yellow unionism, as well as processes of professionalisation in strikebreaking activities, labour espionage and surveillance. It reconstructs the diverse spectrum of right-wing patriotic leagues and vigilante corps which, in support or in competition with law enforcement agencies, sought to counter the dual dangers of industrial militancy and revolutionary situations. Although considerable research has been done on the rise of socialist parties and trade unions the repressive policies of their opponents have been generally left unexamined. This book fills this gap by reconstructing the methods and strategies used by state authorities and employers to counter outbreaks of labour militancy on a global scale. It adopts a long-term chronology that sheds light on the shocks and strains that marked industrial societies during their turbulent transition into mass politics from the bitter social conflicts of the pre-war period, through the epochal tremors of war and revolution, and the violent spasms of the 1920s and 1930s. Offering a new angle of vision to examine the violent transition to mass politics in industrial societies, this is of great interest to scholars of policing, unionism and striking in the modern era.

Social science is but one representational option among many for conveying the myriad ways in which development is conceived, encountered, experienced, justified, courted, and/or resisted by different groups at particular times and places. This wide-ranging collection from a diverse group of academic and non-academic authors engages with the broad field of development through twelve chapters that deal with music, theatre, fiction, photography, festivals, computer games, the arts, blogging, and other media. It explores three broad areas of alternative forms of knowledge about development, organized around the three themes of ‘translation’, ‘advocacy’, and ‘engagement’.     Description: Steep socioeconomic hierarchy in post-industrial Western society threatens public health because of the physiological consequences of material and psychosocial insecurities and deprivations. Following on from their previous books, the authors continue their exploration of the geography of early mortality from age-related chronic conditions, of risk behaviors and their health outcomes, and of infant and child mortality, all due to rigid hierarchy. They divide the 50 states into those that gave their electoral college votes to Trump and those that gave theirs to Clinton in the 2016 presidential election and compare the two sets for socioeconomic and public health profiles. They deliberately apply only simple standard statistical methods in the public health analyses: t-test, Mann-Whitney test, bivariate regression, and backward stepwise multivariate regression. The book assumes familiarity with basic statistics. The authors argue that the unequal power relations that result in eroding public health in the nation and, in particular, in the Trump-voting states, largely cascade from the collapse of American industry, and they analyze the Cold War roots of that collapse. In two largely independent chapters on economics, they explore both the suppression of countervailing forces, such as organized labor, and the diversion of technical resources to the military as essential foundations to the population-level suffering that expressed itself in the 2016 presidential election. This interdisciplinary book has several primary audiences: creators of public policies, such as legislators and governmental staff, public health professionals and social epidemiologists, economists, labor union professionals, civil rights advocates, political scientists, historians, and students of these disciplines from public health through the social sciences. Whether by keyboard or camera, historians who do not probe and question their suppositions may seek to represent the past, but they do not make history. A prime question for historiophoty is to ask what this struggle looks and sounds like projected off the page. This chapter considers the cinepoetics of historical objectivity through a model of moving images that rewinds the clock to the emergence of film on screens and traces a new path for cinema through to a digital reimagining of what Tom Gunning calls the “cinema of attractions.” It explores the documentary methods of narration and reenactment in Sam Green’s Live Documentary practice and analyzes the methods by which filmmakers become cine-historians through articulating the historians’ dilemma by audiovisual means in the creation of moving history of shared experience and public spectacle.

Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: In the last two decades, the quest for a widely accepted definition of social enterprise has been a central issue in a great number of publications. The main objective of the ICSEM Project on which this book is based was to show that the social enterprise field would benefit much more from linking conceptualisation efforts to the huge diversity of social enterprises than from an additional and ambitious attempt at providing an encompassing definition. Starting from a hypothesis that could be termed "the impossibility of a unified definition", the ICSEM research strategy relied on bottom-up approaches to capture the social enterprise phenomenon in its local and national contexts.     Description: In the absence of a widely accepted and common definition of social enterprise (SE), a large research project, the ""International Comparative Social Enterprise Models"" (ICSEM) Project, was carried out over a five-year period; it involved more than 200 researchers from 55 countries and relied on bottom-up approaches to capture the SE phenomenon. This strategy made it possible to take into account and give legitimacy to locally embedded approaches, thus resulting in an analysis encompassing a wide diversity of social enterprises, while simultaneously allowing for the identification of major SE models to delineate the field on common grounds at the international level. These SE models reveal or confirm an overall trend towards new ways of sharing the responsibility for the common good in today’s economies and societies. We tend to consider as good news the fact that social enterprises actually stem from all parts of the economy. Indeed, societies are facing many complex challenges at all levels, from the local to the global level. The diversity and internal variety of SE models are a sign of a broadly shared willingness to develop appropriate—although sometimes embryonic—responses to these challenges, on the basis of innovative economic/business models driven by a social mission. In spite of their weaknesses, social enterprises may be seen as advocates for and vehicles of the general interest across the whole economy. Of course, the debate about privatisation, deregulation and globalised market competition—all factors that may hinder efforts in the search for the common good–has to be addressed as well. The first of a series of four ICSEM books, Social Enterprise in Asia will serve as a key reference and resource for teachers, researchers, students, experts, policy makers, journalists and other categories of people who want to acquire a broad understanding of the phenomena of social enterprise and social entrepreneurship as they emerge and develop across the world.

    Description: This chapter explores how the revision of national myths in Early Modern Britain and France reflects conflicts and contradictions between the perspectives of the dominant nations, England and France, and those of two subordinate nations, Wales and Brittany, formally annexed by their larger neighbours in the 16th century, and how the national myths in turn impinged on the status of the vernacular languages of the subordinate nations, Welsh and Breton. In order to legitimise the new Church of England, English protestant apologists claimed that its protestant faith was the continuation of the pure faith of the Early Church, which the ancient Britons, ancestors of the Welsh, had acquired directly from a disciple of Christ. Richard Davies’ preface to the 1567 Welsh New Testament, however, re-appropriated the narrative as specifically Welsh. Davies’ narrative was influential in Wales and contributed to a cultural context, together with the Welsh Bible translation, in which the Welsh language could flourish despite the increasing dominance of English. In the case of Brittany and France, the paper explores the contradiction between the antiquarian prestige conferred upon Breton by contemporary language antiquity myths and its actual subordinate sociolinguistic status vis-a-vis French.

    Chapter 2 Penal reform in Imperial Germany: Conflict and compromise (2022)

    Description: The reform agenda promoted by the late-nineteenth-century penal reformers variously described as advocates of ‘positivism’, ‘social defense’ or as members of the ‘modern’ or ‘sociological’ school of criminal law threatened to erode the boundary separating criminal justice from extra-judicial forms of social control. Focusing on the German case, this essay investigates the debates between Imperial Germany’s ‘modern’ and ‘classical’ schools of criminal law over two questions that posed particularly stark challenges to the dividing line between criminal justice and extra-judicial forms of state intervention: (1) the implications of determinism for the question of legal responsibility, and (2) the implications that making ‘dangerousness’ the key criterion for punishment had for the nature of criminal justice and the relationship of judicial and extra-judicial measures of intervention. After analyzing these debates, the essay examines the rapprochement between the modern and classical schools of criminal law around 1900, the emergence of compromise proposals at the biennial congresses (Juristentage) of German-speaking jurists from 1900 to 1906, and the draft codes produced by Imperial Germany’s official penal reform commissions from 1906 until 1914. The essay advances two central arguments. First, the classical school’s endorsement of the dual-track system for recidivists and post-prison detention in an asylum for mentally abnormal offenders demonstrates that the classical school had, in fact, accepted the modern school’s claim that mentally ‘habitual criminals’ as well as ‘mentally abnormal’ offenders posed serious threats to the social order that were not being sufficiently addressed by the existing legal system. Second, the conflict between the modern and classical schools was not about the question of whether measures based on an offender’s ‘dangerousness’ (rather than the offense committed) were warranted; the majority of the classical school agreed that such measures, including indefinite detention, were warranted. Instead, the conflict concerned the different, narrower question of whether such measures should be imposed as part of the criminal justice system or whether they should be imposed outside this system, as extra-judicial measures, that is, in the form of administrative, police, welfare or medical measures. Therefore, the debate between the two schools was mostly a debate over what form social defense measures should take. Whereas the modern school called for a broader vision of criminal justice in the service of protecting society against dangerous individuals, the classical school sought to keep criminal justice narrowly focused on offense-based retributive justice and therefore insisted that social-defense measures based on dangerousness be farmed out to non-judicial state agencies.

Recognising the territorial expansions of Asian polities large and small through the last several millennia helps rectify the fallacy, long-held and deeply entrenched, that Asian polities have been interested only in the control of populations, not in expanding their command of territory. In countering this misapprehension, this book suggests that Asian polities have indeed been concerned with territorial control and expansion over time, whether for political or strategic advantage, trade purposes, defence needs, agricultural expansion or increased income through taxation. The book explores the historical experiences of a set of polity expansions within Asia, specifically in East and Southeast Asia, and, by examining the motivations, mechanisms, processes, validations and limitations of these Asian territorial expansions, reveals the diverse avenues by which Asian polities have grown.     Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: Illicit financial flows constitute a global phenomenon of massive but uncertain scale, which erodes government revenues and drives corruption in countries rich and poor. In 2015, the countries of the world committed to a target to reduce illicit flows, as part of the UN Sustainable Development Goals. But five years later, there is still no agreement on how that target should be monitored—to say nothing of how it will be achieved. The term ‘illicit financial flows’ covers a range of corrupt practices, aimed at obtaining immunity or impunity from criminal law, from market regulation and from taxation. Illicit flows occur through many different channels, whether they involve laundering the proceeds of crime, for example, or shifting the profits of multinational companies. There are two consistent features. First, illicit flows are deliberately hidden. These cross-border movements of assets and income streams depend on a set of common tools including opaque company accounts, legal vehicles for anonymous ownership, and the secrecy jurisdictions that provide these services. Second, the overall effect of illicit flows is to reduce the revenue available to states, and to weaken the quality of governance—so there is less money to support human development, and it is less likely to be spent well. In this book, two of the economists most closely involved in the process to develop UN indicators of illicit financial flows offer a critical survey of the existing data and methodologies, identifying the most promising avenues for future improvement and setting out their own proposals.

The first, making extensive use of the concepts of entitlements and capabilities explores the interaction of nutritional, economic, social, and political elements and their influence on hunger and deprivation. The problem of famine prevention is the main focus of the second part, with special attention given to Africa and India. The third part is devoted to the issue of fighting chronic undernourishment and the lessons to be learnt from the policies of China, India, and some other countries. The last part draws together the main themes and concerns of the earlier chapters, and provides an integrated view of the role of public action in eliminating hunger. The study suggests that there is indeed some space for public action in solving the problem of hunger and deprivation. In the case of famine prevention, social security could provide early warning systems and employment provision plans. To fight endemic deprivation, the authors suggest, among other things, that basic health care, elementary education, and food programmes should be looked at.

    Description: Theories underlying the relationship between urbanization and transformation are being challenged by trends in Sub-Saharan African countries, since many have yet to observe their own “green” or industrial revolutions, despite moderate urbanization. Africa’s trajectory is very different than those of other developing regions, a main reason for which is the region’s significant “youth bulge” and the lack of a labor market outlet for this growing subpopulation. In many countries, the youth are driving the (albeit slow) movement out of agriculture, yet rather than migrating to urban areas, many are finding (usually informal) work in secondary cities, their peri-urban spaces, and the rural nonfarm economy. This book examines the overall trends in youth migration, policies, and political activism, then looks specifically at five African case studies to identify key trends and provide recommendations on encouraging youth to spur structural change. Conclusions reached in this book include that the rate of structural transformation varies among countries in Sub-Saharan Africa, but in most cases, it is the youth who are driving these changes. Education, access to financial services, and agricultural productivity contribute to this structural transformation and can act as pushes or pulls out of agriculture for the youth. However, when structural transformation policies are not pro-poor or inclusive, it can result in higher levels of youth under- and unemployment. Thus, the conclusions point to recommendations focusing on agricultural productivity, the rural nonfarm economy and informal sectors especially along agriculture value chains, access to finance and savings, infrastructure, and education.

The construction of the political identity of queens consort was a long and complex process, paramount to the subsequent performance and relevance in the configuration of monarchical power. In May 1428 Leonor of Aragon, while en route to Portugal to meet her husband, travelled to Valladolid to visit the king of Castile. In his last will and testament, he had entrusted her with the guardianship of their children and the regency of the realm. While the circumstances of their marriages were quite different and led them to assume distinctive identities from the very outset of their reigns, during their life as consorts Maria and Leonor adhered to a similar model of queenship, one they had learned from their mother.

    Description: In October 2019, Abhijit Banerjee, Esther Duflo, and Michael Kremer jointly won the 51st Sveriges Riksbank Prize in Economic Sciences in Memory of Alfred Nobel "for their experimental approach to alleviating global poverty." But what is the exact scope of their experimental method, known as randomized control trials (RCTs)? Which sorts of questions are RCTs able to address and which do they fail to answer? This book provides answers to these questions, explaining how RCTs work, what they can achieve, why they sometimes fail, how they can be improved and why other methods are both useful and necessary. Chapters contributed by leading specialists in the field present a full and coherent picture of the main strengths and weaknesses of RCTs in the field of development. Looking beyond the epistemological, political, and ethical differences underlying many of the disagreements surrounding RCTs, it explores the implementation of RCTs on the ground, outside of their ideal theoretical conditions and reveals some unsuspected uses and effects, their disruptive potential, but also their political uses. The contributions uncover the implicit worldview that many RCTs draw on and disseminate, and probe the gap between the method's narrow scope and its success, while also proposing improvements and alternatives. This book warns against the potential dangers of their excessive use, arguing that the best use for RCTs is not necessarily that which immediately springs to mind, and offering opportunity to come to an informed and reasoned judgement on RCTs and what they can bring to development.

The year 2018 marks the first year in human history in which a majority of the world’s population are now connected to the internet. This mass connectivity means that we have an internet that no longer connects only the world’s wealthy. Workers from Lagos to Johannesburg to Nairobi and everywhere in between can now apply for and carry out jobs coming from clients who themselves can be located anywhere in the world. Digital outsourcing firms can now also set up operations in the most unlikely of places in order to tap into hitherto disconnected labour forces. With CEOs in the Global North proclaiming that ‘location is a thing of the past’ (Upwork, 2018), and governments and civil society in Africa promising to create millions of jobs on the continent, the book asks what this ‘new world of digital work’ means to the lives of African workers. It draws from a year-long fieldwork in South Africa, Kenya, Nigeria, Ghana, and Uganda, with over 200 interviews with participants including gig workers, call and contact centre workers, self-employed freelancers, small-business owners, government officials, labour union officials, and industry experts. Focusing on both platform-based remote work and call and contact centre work, the book examines the job quality implications of digital work for the lives and livelihoods of African workers.

    Description: Investment in infrastructure is essential for promoting economic growth, and while countries in Asia have enjoyed higher rates of gross domestic product growth in recent years, the region remains severely deficient in the scale and quality of sustainable infrastructure. Moreover, population growth and climate change continue to put increasing pressure on the need for strategic and farsighted development, calling for policy makers to reevaluate infrastructure governance to ensure sustainable economic growth. Currently, in developing Asia, most investment in infrastructure comes from the public sector. However, with growing fiscal deficits and other budgetary constraints, it is essential to develop alternative sources of investment for infrastructure projects. This presents opportunities to tap into the private sector, which can play an instrumental role in minimizing the funding gap through the development of stronger, more transparent public–private partnerships (PPPs) and incentivizing sustainable infrastructure investment. This book provides a scholarly discussion on the importance of PPPs and approaches to unlock private participation in infrastructure investment based on lessons from across Asia. Among the proposed schemes are government tax incentives, development-based land value capture strategy under PPP land pooling, Viability Gap Funds, Project Development Facilities, and other guarantees. The book aims to assess the impacts and future of sustainable infrastructure investments and examines the role of governments in mobilizing financial resources and new models for unlocking private investment in sustainable infrastructure. This book consists of fifteen original chapters on the experiences of the Central Asia Regional Economic Cooperation (CAREC) and a few other cases for promoting private investment in sustainable infrastructure.     Description: Doctors writing about menopause in France vastly outnumbered those in other cultures throughout the entire nineteenth century. The concept of menopause was invented by Frenchmen medical students in the aftermath of the French Revolution, becoming an important pedagogic topic and a common theme of doctors’ professional identities in postrevolutionary biomedicine. Older women were identified as an important patient cohort for the expanding medicalisation of French society and were advised to entrust themselves to the hygienic care of doctors in managing the whole era of life from around and after the final cessation of menses. However, menopause owed much of its conceptual weft to earlier themes of women as the sicker sex, of vitalist crisis, of the vapours, and of astrological climacteric years. This book is the first comprehensive study of the origins of the medical concept of menopause, richly contextualising its role in nineteenth-century French medicine and revealing the complex threads of meaning that informed its invention. It tells a complex story of how women’s ageing featured in the demographic revolution in modern science, in the denigration of folk medicine, in the unique French field of hygiène, and in the fixation on women in the emergence of modern psychiatry. It also reveals the nineteenth-century French origins of the still-current medical and alternative-health approaches to women’s ageing as something to be managed through gynaecological surgery, hormonal replacement, and lifestyle intervention.

Instead of focusing on the reigns of successive kings, the book focuses on the Habsburgs as a family group that was constructed in various ways: as a community of heirs, a genealogical narrative, a community of the dead and a ruling family group. These constructions reflect the fact that dynasties do not only exist in the present, as kings, queens or governors, but also in the past, in genealogies, and in the future, as a group of hypothetical heirs. This book analyses how dynasties were ‘made’ by the people belonging to them. It uses a social institutionalist framework to analyse how family dynamics gave rise to practices and roles. The kings of Spain only had limited power to control the construction of their dynasty, since births and deaths, processes of dynastic centralisation, pressure from subjects, relatives’ individual agency, rivalry among relatives and the institutionalisation of roles limited their power. Including several genealogical tables to support students new to the Spanish Habsburgs, this book is essential reading for all students of early modern Europe and the history of monarchy.

    Description: This volume is the first detailed, book-length study of Middle English medical recipes in their literary, imaginative, social, and codicological contexts. Analysing recipe collections in over seventy late medieval manuscripts, this book explores how the words and structures of recipes could contribute to those texts’ healing purpose, but could also confuse, impede, exceed, and redefine that purpose. The study therefore presents a challenge to recipes’ traditional reputation as mundane, unartful texts written and read solely for the sake of directing practical action. However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. The text will be of interest to policymakers, scholars, students and practitioners in public policy and public administration, decentralization, and sustainable development, with a focus on the Asia and Pacific region.

    Description: In the absence of a widely accepted and common definition of social enterprise (SE), a large research project, the "International Comparative Social Enterprise Models" (ICSEM) Project, was carried out over a five-year period; it involved more than 200 researchers from 55 countries and relied on bottom-up approaches to capture the SE phenomenon. This strategy made it possible to take into account and give legitimacy to locally embedded approaches, thus resulting in an analysis encompassing a wide diversity of social enterprises, while simultaneously allowing for the identification of major SE models to delineate the field on common grounds at the international level. These SE models reveal or confirm an overall trend towards new ways of sharing the responsibility for the common good in today’s economies and societies. We tend to consider as good news the fact that social enterprises actually stem from all parts of the economy. Indeed, societies are facing many complex challenges at all levels, from the local to the global level. The diversity and internal variety of SE models are a sign of a broadly shared willingness to develop appropriate although sometimes embryonic—responses to these challenges, on the basis of innovative economic/business models driven by a social mission. In spite of their weaknesses, social enterprises may be seen as advocates for and vehicles of the general interest across the whole economy. Of course, the debate about privatisation, deregulation and globalised market competition—all factors that may hinder efforts in the search for the common good–has to be addressed as well. The second of a series of four ICSEM books, Social Enterprise in Latin America will serve as a key reference and resource for teachers, researchers, students, experts, policy makers, journalists and other categories of people who want to acquire a broad understanding of the phenomena of social enterprise and social entrepreneurship as they emerge and develop across the world.

    Description: Most, if not all of the global biogeochemical cycles on the earth have been broken or are at dangerous tipping points. These broken cycles have expressed themselves in various forms as soil degradation and depletion, ocean acidification, global warming and climate change. The best proposal for an organic solution to fixing the myriad broken cycles is a deliberate investment in solutions that first acknowledge the historic roles played by both the subjugated peoples, and the economic beneficiaries of the environmental exploitations of the past. Ever since Europeans made contact with the West, a series of global circumstances including the genocide of the indigenous people of the Americas, the enslavement and global subjugation of Africans, and the emergence of Western concepts of trade dominance and capitalism, have led to deleterious impacts on the global biogeochemical cycles. Addressing the broken biogeochemical cycles should be done with a clear understanding that it was not only human subjects which were subjugated, but also land, water, and air. These three global stores must be replenished from the ideological position that poverty is not simply the absence of money, but is also the lack of access to non-polluting energy sources, to clean air devoid of runaway greenhouse gasses, and to local conditions devoid of climate change instabilities. With this in mind, the global powerbrokers can enter into a new deal with developing nations, shifting the paradigm toward a new ecological approach that rewards good behavior and sets new standards of worldwide relations based on ecologic inclusivity rather than the exclusive economic arrangements currently in order. Harnessing a forward thinking approach to analyzing the current global environmental crisis, this book will be of great interest to students and scholars of sustainable development, political ecology, sustainable agriculture, climate change and environmental justice.

The objective of TRANSFORM was to integrate the principle of responsible research and innovation (RRI) into the research and innovation policies of three European regions: Lombardy, Brussels, and Catalonia. This book tells the story of how TRANSFORM translated RRI into practice, all the way from philosophy of technology to EU policy jargon, to the project contract, and finally into the real-life events in these regions. Responsibility was translated in creative ways, with surprising goals and ambiguous outcomes. Armed with these stories, the book analyses the broader context of the desire for better governance of technoscience and draws two lessons: Firstly, that there is more governance than one may see at first sight, and secondly, that there is a need to rethink the borders of technoscience and the spaces in which it resides. The book proposes to think of governance in technoscience, rather than governance of technoscience.

    Description: This book challenges conventional wisdoms both about economic performance and about policies for economic development in African countries. Its starting point is the striking variation in economic performance: unevenness and inequalities form a central fact. The authors highlight not only differences between African countries but also variations within countries, differences often organized around distinctions of gender, class, and ethnic identity. For example, school dropout and neonatal mortality have been reduced, particularly for some classes of women in some areas. Horticultural and agribusiness exports have grown far more rapidly in some countries than others. These variations (and many others) point to opportunities for changing performance, reducing inequalities, learning from other African policy experiences, and escaping the ties of structure and legacies of a colonial past. The book rejects teleological illusions and Eurocentric prejudice, but does pay close attention to the results of policy in more industrialized parts of the world. Seeing the contradictions of capitalism for what they are—fundamental and enduring—may help policy officials protect themselves against the misleading idea that development is likely to be a smooth, linear process, or that it would be were certain impediments removed. The authors criticize a wide range of orthodox and heterodox economists, especially for their cavalier attitude to statistical sources. Drawing on decades of research and policy experience, they combine careful use of available evidence from a range of African countries with heterodox political economy insights (mainly derived from Kalecki, Kaldor, and Hirschman) to make the policy case for specific types of public sector investment.

At its most ambitious, ‘political settlements analysis’ (PSA) promises to explain why conflicts occur and states collapse, the conditions for their successful rehabilitation, different developmental pathways from peace, and how to better fit development policy to country context. Yet despite the meteoric rise of the term and its tremendous promise, not all is well in the world of PSA. Rival definitions of the concept abound; there are disagreements about its scope and the way it should be used; a growing schism between conflict specialists and economists; basic concepts are ambiguous; and little progress has been made on measurement. This book consequently has three main aims. The first is to argue for a revised definition of a political settlement, capable of unifying its diverse strands.     Description: Why do governments in some developing countries implement international standards, while others do not? Focusing on the politics of bank regulation, this book develops a new framework to explain regulatory interdependence between countries in the core and the periphery of the global financial system. Drawing on in-depth analysis of eleven countries across Africa, Asia, and Latin America, it shows how financial globalization generates strong reputational and competitive incentives for developing countries to converge on international standards. Regulatory interdependence is generated by relations between regulators, politicians, and banks within developing countries, and international actors including investors, peer regulators, and international financial institutions. We explain why it is that some configurations of domestic politics and forms of integration into global finance generate convergence with international standards, while other configurations lead to divergence.     Description: This book provides a survey of different ways in which economic sociocultural and political aspects of human progress have been studied since the time of Adam Smith. Inevitably, over such a long time span, it has been necessary to concentrate on highlighting the most significant contributions, rather than attempting an exhaustive treatment. The aim has been to bring into focus an outline of the main long-term changes in the way that socioeconomic development has been envisaged. The argument presented is that the idea of socioeconomic development emerged with the creation of grand evolutionary sequences of social progress that were the products of Enlightenment and mid-Victorian thinkers. By the middle of the twentieth century, when interest in the accelerating development gave the topic a new impetus, its scope narrowed to a set of economically based strategies. After 1960, however, faith in such strategies began to wane, in the face of indifferent results and general faltering of confidence in economists’ boasts of scientific expertise. In the twenty-first century, development research is being pursued using a research method that generates disconnected results. As a result, it seems unlikely that any grand narrative will be created in the future and that neo-liberalism will be the last of this particular kind of socioeconomic theory.

    Chapter 13 Household waste management and the role of gender in Nepal (2022)

    Description: Solid waste management has become one of the most important issues in urban centres of developing countries where population growth puts pressure on public services. Nepal is struggling to manage municipal solid waste in urban centres due to a lack of segregation at the source, recycling, and proper disposal. This chapter examines whether women and men manage household waste differently at the household level, especially at source segregation, managing recyclable waste (paper and plastic), and composting degradable waste. Using household survey data from the Bharatpur Metropolitan City of Nepal, we find that women are more likely to segregate waste at the source and also manage degradable waste at home better. Still, there is no gender difference in selling plastic and paper waste. In contrast, women are more likely to give paper or plastic waste either to the waste collectors (free) or throw away, suggesting a heterogeneity across gender when it comes to managing household waste. In most cases, women waste managers perform well (segregating at source and composting degradable waste), but they do not seem to do well in all areas of plastic or paper waste management where some sort of sensitization may be helpful.

Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: Stalin was a master of deception, disinformation, and camouflage, by means of which he gained supremacy over China and defeated imperialism on Chinese soil. This book examines Stalin’s covert operations in his hunt for supremacy. By the late 1920s Britain had ceded place to Japan as Stalin’s main enemy in Asia. By seducing Japan deeply into China, Stalin successfully turned Japan’s aggression into a weapon of its own destruction. The book examines Stalin’s covert operations from the murder of the Manchurian warlord Zhang Zuolin in 1928 and the publication of the forged “Tanaka Memorial” in 1929, to Stalin’s hidden role in Japan’s invasion of Manchuria in 1931, the outbreak of all-out war between China and Japan in 1937, and Japan’s defeat in 1945. In the shadow of these and other events we find Stalin and his secret operatives, including many Chinese and Japanese collaborators, most notably Zhang Xueliang and Kōmoto Daisaku, the self-professed assassin of Zhang Zuolin. The book challenges accounts of the turbulent history of inter-war East Asia that have ignored or minimized Stalin’s presence and instead exposes and analyzes Stalin’s secret modus operandi, modernized as “hybrid war” in today’s Russia. The period witnessed enormous and ubiquitous rises in life expectancy at birth, from a global average of perhaps 30 years in 1800 to an estimated average of 72.6 years in 2019. Remarkably, these changes took place despite a perhaps seven- to eight-fold increase of the world’s population, and in the context of unprecedented increases in the speed and frequency of transmission of infectious diseases as a consequence of urbanization, colonization, technological change, and the globalization of trade. This chapter describes the gradual recession of famine and infectious diseases in now-developed countries before c.1870, the acceleration of improvements in life expectancy 1870-1940. and the much more rapid and global gains since the mid twentieth century, together with a brief account of some of the major reversals to these trends, including the HIV and smoking pandemics. It outlines the broad geography and chronology of changes in patterns of mortality, and introduces debates regarding the roles of economic growth and the roles of medicine and states.     Description: Once again, the Horn of Africa has been in the headlines. And once again the news has been bad: drought, famine, conflict, hunger, suffering and death. The finger of blame has been pointed in numerous directions: to the changing climate, to environmental degradation, to overpopulation, to geopolitics and conflict, to aid agency failures, and more. But it is not all disaster and catastrophe. Many successful development efforts at ‘the margins’ often remain hidden, informal, sometimes illegal; and rarely in line with standard development prescriptions. If we shift our gaze from the capital cities to the regional centres and their hinterlands, then a very different perspective emerges. These are the places where pastoralists live. They have for centuries struggled with drought, conflict and famine. They are resourceful, entrepreneurial and innovative peoples. Yet they have been ignored and marginalised by the states that control their territory and the development agencies who are supposed to help them. This book argues that, while we should not ignore the profound difficulties of creating secure livelihoods in the Greater Horn of Africa, there is much to be learned from development successes, large and small. This book will be of great interest to students and scholars with an interest in development studies and human geography, with a particular emphasis on Africa. It will also appeal to development policy-makers and practitioners.

Latin, the great scholarly lingua franca of the medieval period, was beginning to crack as the tectonic plates shifted beneath it, but the vernaculars had not yet crystallized into the national languages that they would later become, and multilingualism was rife. Meanwhile, elsewhere in the world, languages were coming into contact with an intensity that they had never had before, influencing each other and throwing up all manner of hybrids and pidgins as peoples tried to communicate using the semiotic resources they had available. Of interest to linguists, literary scholars and historians, amongst others, this interdisciplinary volume explores the linguistic dynamics operating in Europe and beyond in the crucial centuries between 1400 and 1800. Assuming a state of individual, societal and functional multilingualism, when codeswitching was the norm, and languages themselves were fluid, unbounded and porous, it explores the shifting relationships that existed between various tongues in different geographical contexts, as well as some of the myths and theories that arose to make sense of them.

    Description: This book presents the findings of original field research into the design, practice, and varied outcomes of industrial policy in three sectors in Ethiopia, covering export-oriented and import-substitution industries. The three sectors are cement, leather and leather products, and floriculture. Given that there is a single industrial strategy, why do its outcomes vary across sectors? To what extent is this a function of the specific market and political economy features of each sector? The book examines industrial structures and associated global value chains to demonstrate the challenges faced by African firms in international markets. Part of the book’s relevance is the light it throws on the whole question of industrial policy in low-income countries, the subject of renewed discussion among development economists and organizations in recent years. The findings are also discussed in the light of the history of, and the history of thought about, industrialization. Insights for researchers and policymakers emerge from the analysis of failures and successes in the three industrial sectors. The book also challenges prevailing wisdom on how much and what kind of state intervention is required to support transformational industrial policy in Africa. Among other things, the book highlights the significance for policy design of maximizing linkage effects, backward and forward, from particular industries and activities.

    Description: This work is the first major attempt since the 1970s to challenge the idea that the essential engine of medical (and scientific) change in seventeenth-century Britain emanated from puritanism. It seeks to reaffirm the crucial role of the period of the civil wars and their aftermath in providing the most congenial context for a re-evaluation of traditional attitudes to medicine. In the process, it rejects the idea that such initiatives were the special preserve of a small religious elite (puritans), claiming instead that enthusiasm for change can be found across the religious spectrum. At the same time, the work demonstrates that medical practitioners were increasingly drawn into contemporary religious and political debates in a way that led to a fundamental politicization of the ‘profession’. By the end of the seventeenth century, it was now commonplace to see doctors, apothecaries and surgeons fully engaged in everyday political and civic life. At the same time, religious and political orientation often became an important factor in the career development of medics, especially in towns and cities, where substantial benefits might accrue to those who found themselves in favour with the ruling elites, be they Whig or Tory. The body politic, a Renaissance commonplace, was now peopled by medical practitioners who often claimed a special authority when it came to diagnosing the ills of late seventeenth-century society.

    Description: Since the beginning of the World Health Organization, many of its staff members, regional offices, Member States, and directors-general have grappled with the question of what a ‘spiritual dimension’ of health looks like, and how it might enrich the health policies advocated by their organization. Contrary to the widespread perception that ‘spirituality’ is primarily related to palliative care and has emerged relatively recently within the WHO, this book shows that its history is considerably longer and more complex, and has been closely connected to the organization’s ethical aspirations, its quest for more holistic and equitable healthcare, and its struggle with the colonial legacy of international health organizations. Such ideals and struggles silently motivated many of its key actors and policies—such as the provision of universal primary healthcare—which for decades have embodied the organization’s loftiest aspirations. The WHO’s official relationship with ‘spirituality’ advanced in fits, leaps, and setbacks. At times creative and interdisciplinary, at others deeply political, this process was marked by cycles of institutional forgetting and remembering. Rather than a triumph of religious lobbyists, this book argues, the ‘spiritual dimension’ of health may be better understood as a ‘ghost’ that has haunted—and continues to haunt—the WHO as it comes to terms with its mandate of advancing health as a state of ‘complete well-being’ available to all.

    Description: As a result of widespread mistreatment and overt discrimination in all dimensions of their lives, women lack significant autonomy. The central preoccupation of this book is to explore key sources of female empowerment and discuss the current challenges and opportunities for the future. Schematically, three main domains are distinguished. The first is marriage and women’s relative bargaining position within the household. Since in developing countries marriage is essentially universal and generally arranged by the parents, women have little say in the choice of their partner and largely depend on their husband for their livelihoods and well-being. How marriage, divorce, and remarriage practices have evolved and with what effects for women, is therefore of crucial concern. The second domain is the set of options available to women outside of marriage and in the context of their community. Given the importance of household dynamics in determining female well-being, a crucial step towards women’s empowerment consists of improving such options, economic and collective action opportunities in particular. The third domain belongs to the realm of over-arching discriminatory laws and cultural norms. Can the government acting as lawmaker contribute to modifying norms and practices that disadvantage women? Or, to be effective, do legal moves need to be complemented by other initiatives such as the expansion of economic opportunities for women? Do discriminatory social norms necessarily dissolve with improved legal status for women? These questions, and other related issues, are tackled from different perspectives, by top scholars with well-established experience in gender-focused economic and social research.

    Description: The informal economy – broadly defined as economic activity that is not subject to government regulation or taxation – sustains a large part of the world's workforce. It is a diverse, complex and growing area of activity. However, being largely unregulated, its impact on the environment has not been closely scrutinised or analysed. This edited volume demonstrates that the informal sector is a major source of environmental pollution and a major reason behind the environmental degradation accompanying the expansion of economic activity in developing countries. Environmental regulation and economic incentive policies are difficult to implement in this sector because economic units are unregistered, geographically dispersed and difficult to identify. Moreover, given their limited capital base, they cannot afford to pay pollution fees or install pollution abating equipment. The informal manufacturing units, often operate under unscientific and unhealthy conditions, further contributing to polluting the environment. The book emphasizes and examines these challenges, and solutions, faced by various sectors of the informal economy, including urban waste pickers, small-scale farmers, informal workers, home-based workers, street vendors, and more. If the informal sector is to ""Leave no one behind"" (as the Sustainable Development Goals promise) and contribute to ""Inclusive growth"" (an objective of the green economy), then its impact on the economy as well as the environment has to be carefully considered. This book marks a significant contribution to the literature on both the informal economy and sustainable development, and will be of great interest to readers in economics, geography, politics, environment studies and public policy more broadly.

    Description: Chapter 47: This chapter examines memory activism in Latin America, focusing on memory struggles on the cycle of political violence during the second half of the 20th century. First, the article describes the main features that characterize memory activism in the region: first, Latin American memory activism is rooted in the human rights movement that emerged during the 70s and consolidated in the following decades; second, the importance of truth commissions; third, the circulation of actors, memory practices and repertoires of actions across the continent, and, finally, the different outcome of memory activism in the different Latin American countries. After assessing this first wave of mobilizations, the article addresses the second wave of memory activism that emerged at the beginning of the twenty-first century, marked by the rise of new kinds of violence, carried out by state and non-state actors, with different degrees of collusion. On the one hand, this second wave adds new layers of complexity to the understanding of the past by incorporating elements of ethnicity, class and gender, which had previously only played a secondary role. On the other hand, it links both periods, by showing the continuities between past and present-day violence.
