    Notizen: There is a long tradition in economics of evaluating social arrangements by the extent to which individuals' preferences are satisfied. This is the tradition of welfarism, which has developed from nineteenth-century utilitarianism. Increasingly, however, the presumption that preference-satisfaction is the appropriate standard for evaluating social arrangements is being challenged by an alternative view: that we should focus on the set of opportunities open to each individual.

    Notizen: This essay attempts to distinguish the pressing issues for economists and economic methodologists concerning realism in economics from those issues that are of comparatively slight importance. In particular I shall argue that issues concerning the goals of science are of considerable interest in economics, unlike issues concerning the evidence for claims about unobservables, which have comparatively little relevance. In making this argument, this essay raises doubts about the two programs in contemporary economic methodology that raise the banner of realism. In particular I argue that the banner makes it more difficult to relate the concerns of those who wave it (Tony Lawson and Uskali Mäki) to those of other methodologists. Although this essay argues that many of the debates in this century between scientific realists and their opponents are not relevant to economics, it does not attack scientific realism, and it does not urge economists or economic methodologists to reject it.

    Notizen: Hume is rightly credited with giving a brilliant, and perhaps the best, account of justice as convention. Hume's importance as a forerunner of modern economics has also long been recognized. However, most of Hume's readers have not fully appreciated how closely Hume's analysis of convention foreshadows a particular branch of economic theory, namely, game theory. Starting with the work of Barry (1965), Runciman and Sen (1965) and Lewis (1969), there has been a flowering of literature on the informal game-theoretic insights to be found in classics of political philosophy such as Hobbes (1651), Locke (1690), Hume (1740) and Rousseau (1755). A number of authors in this tradition, including Lewis (1969), Gauthier (1979), Mackie (1980), and Postema (1995), have identified passages in Hume which they interpret as giving informal examples of specific games. Yet, unlike his predecessors, Hobbes and Locke, Hume does much more than present examples which have a game-theoretic structure. In his account of convention, Hume gives general conditions which characterize the resolution of social interaction problems, and in the examples he uses to illustrate this account, Hume outlines several different methods by which agents can arrive at such a resolution. Hume's general account of convention and his explanations of the origins of particular conventions together constitute a theory of strategic interaction, which is precisely what game theory aspires to be.

    Notizen: A principal aim of the branch of ethics called ‘population theory’ or ‘population ethics’ is to find a plausible welfarist axiology, capable of comparing total outcomes with respect to value. This has proved an exceedingly difficult task. In this paper I shall state and discuss two ‘trilemmas’, or choices between three unappealing alternatives, which the population ethicist must face. The first trilemma is not new. It originates with Derek Parfit's well-known ‘Mere Addition Paradox’, and was first explicitly stated by Yew-Kwang Ng. I shall argue that one horn of this trilemma is less unattractive than Parfit and others have claimed. The second trilemma, which is a kind of mirror image of the first, appears hitherto to have gone unnoticed. Apart from attempting to resolve the two trilemmas, I shall suggest certain features which I believe a plausible welfarist axiology should possess. The details of this projected axiology will, however, be left open.

    Notizen: The ArgumentThis article considers three major problems with the concept of genes for human personality traits: (1) uncertainty about what human personality is; (2) what we mean when we say there is a gene “for” a mental attribute; and (3) the complexity of interactions between genes and environment, and among the genes themselves. It then draws on examples from empirical human genetic studies by the author and his colleagues in order to suggest that the concept of genes for human personality traits nevertheless does have some validity, and also that we may be on the brink of discovering genes with major effects on human personality. This possibility, in particular its ethical aspects, has aroused some public concern. It is suggested that confidential information about an individual's genes does not differ in principle from other confidential information about him or her, and that the ability (currently theoretical) to affect genes and their expression, temporarily or permanently, does not differ ethically from our current ability to affect other aspects of an individual's physical and psychological functioning. Genes for potential offspring, contained in ova and sperm cells, constitute a special case.

    Notizen: The ArgumentPressures to lower health-care costs remain an important stimulus to eugenic approaches. Prenatal diagnosis followed by abortion of affected fetuses has replaced sterilization as the major eugenic technique. Voluntary acceptance has replaced coercion, but subtle pressures undermine personal autonomy. The failure of the old eugenics to accurately predict who will have affected offspring virtually disappears when prenatal diagnosis is used to predict Mendelian disorders. However, when prenatal diagnosis is used to detect inherited susceptibilities to adult-onset, common, complex disorders, considerable uncertainty is inherent in the prediction. Intolerance and the resurgence of genetic determinism are current pressures for a eugenic approach. The increasing use of carrier screening (to identify those at risk of having affected offspring) and of prenatal diagnosis could itself generate intolerance for those who refuse the procedures. Genetic determinism deflects society from social action that would reduce the burden of disease far more than even the maximum use of eugenics.

    Notizen: The ArgumentTo describe the attitude of the Jewish tradition toward eugenic ideology and policies, it is necessary to examine classical sources from a contemporary perspective. In the heyday of eugenics, Rabbi Max Reichler (1916) enthusiastically endorsed its ideology, supporting his position with numerous traditional texts. Similar views of traditional teachings on “chosen people” and on the importance of lineage have a certain contemporary following as well. The paper argues, however, that these views involve a one-sided reading of the Jewish tradition and, particularly, the suppression of traditional critiques of lineage and of the notion of a “Jewish race.”

    Notizen: The ArgumentIn contrast to “socialist eugenics” as a set of ideas on how to deal with the biological problems of mankind, “proletarian race hygiene” placed its emphasis on the environmental components of human life. This mode of eugenics always assumed a change in living conditions, or social milieu, to be the key to human betterment. Its objective was a gradualist, thoroughgoing improvement of human working and living conditions in order to bring about a life of harmony, solidarity and equality. These ideas can be traced back to phrenomesmerism at the beginning of the nineteenth century, and developed through a stage closely entwined with the Marxist thought of Daniels, Engels, Bebel, etc. (which has scarcely been acknowledged by more modern Marxist literature). This tradition was picked up in the early twentieth century by the Austrian sociologist Goldscheid as well as by the developmental biologist Kammerer. These men extended these ideas and incorporated them into the framework of “proletarian race hygiene,” involving as key concepts what they called “human economy” and “organic technology.”

    Notizen: Controversies are pervasive in the history of science. History is thus here also at odds with science's images. According to both traditional and contemporary views of science, there are no scientific controversies sui generis. In traditional images of science controversies are external to science proper; in some contemporary views nothing about controversies in science specifically distinguishes them from controversies in other domains. According to one traditional image, science progresses from common ground to conclusions according to secure procedures such that there is no place for disagreement nor, therefore, for controversy. According to another traditional image of science, there are no such secure procedures. On the contrary: one does and even should jump to conclusions. Whereas here subsequent criticism is called for, it seems that controversy is not. This image is built on the assumption that refutations are clear cut, so that producing a valid refutation does not require a lengthy exchange of arguments.

    Notizen: The ArgumentWe examine the most famous controversy between economists — the one between Thomas Robert Malthus and David Ricardo — as a means of shedding fresh light on the current debate about economic methodology. By focusing on this controversy as the primary unit of analysis, we show how methodological considerations are but one of a whole set of stratagems employed by each opponent. We argue that each opponent's preference for a particular kind of stratagem expresses his own specific scientific style (within the general scientific and cultural style of an age). We also describe a dynamic dimension of the controversy, independent of the participants' intentions. Such a dimension is analyzed in one of the “cycles” of the controversy, which begins with a well-defined issue and expands to additional topics, without reaching a “solution” of the initial issue. The Controversy, thus, does not yield a solution of a given problem nor persuasion of the adversary — its presumable aims. Rather, its “benefit” seems to lie in an unintended result — the clarification and deepening of contrasting approaches to the discipline. Insofar as the history of a discipline requires a reconstruction of such contrasts, it is indispensable that it take into account the controversies where they emerge, and view both the positive doctrines and the methodological postures of the contenders as parts of a wider framework, within which the notion of a scientific style — which this paper attempts to clarify — looms large.

    Notizen: The ArgumentL. E. J. Brouwer and David Hubert, two titans of twentieth-century mathematics, clashed dramatically in the 1920s. Though they were both Kantian constructivists, their notorious Grundlagenstreit centered on sharp differences about the foundations of mathematics: Brouwer was prepared to revise the content and methods of mathematics (his “Intuitionism” did just that radically), while Hilbert's Program was designed to preserve and constructively secure all of classical mathematics.Hilbert's interests and polemics at the time led to at least three misconstruals of intuitionism, misconstruals which last to our own time: Current literature often portrays popular views of intuitionism as the product of Brouwer's idiosyncratic subjectivism; modern logicians view intuitionism as simply applying a non-standard formal logic to mathematics; and contemporary philosophers see that logic as based upon a pure assertabilist theory of meaning. These pictures stem from the way Hilbert structured the controversy.Even though Brouwer's own work and behavior occasionally reinforce these pictures, they are nevertheless inaccurate accounts of his approach to mathematics. However, the framework provided by the Brouwer-Hilbert debate itself does not supply an adequate correction of these inaccuracies. For, even if we eliminate these mistakes within that framework, Brouwer's position would still appear fragmented and internally inconsistent. I propose a Kantian framework — not from Kant's philosophy of mathematics but from his general metaphysics — which does show the coherence and consistency of Brouwer's views. I also suggest that expanding the context of the controversy in this way will illuminate Hilbert's views as well and will even shed light upon Kant's philosophy.

    Notizen: The ArgumentDavid Bloor often wrote that Karl Mannheim had “stopped short” in his sociology of knowledge, lacking the nerve to consider the natural sciences sociologically. While this assessment runs counter to Mannheim's own work, which responded in quite specific ways both to an encroaching “modernity” and a looming fascism, Bloor's depiction becomes clearer when considered in the light of his principal introduction to Mannheim's work — a series of essays by Robert Merton. Bloor's reading and appropriation of Mannheim emerged from his background in experimental psychology and his attempts to supercede Merton's own structural-functionalist program for the sociology of knowledge. By retracing this extended trail of readings and re-readings, we may begin to understand the roots of Bloor's curious interpretation of Mannheim's sociology of knowledge, and inquire in a reflexive way about the present and future directions of science studies.

    Notizen: The ArgumentLike many controversies in science, the one between Freud and Jung is overloaded with ad hominem arguments despite the incompatibility of such arguments with the pretensions of both sides to attain scientific ad rem validity. Unlike natural scientists, Freud and Jung regarded their own ad hominem arguments as relevant to general and impersonal truths. They practically legitimized such a use claiming to have a clinical basis for the rejection of the opponent's objections by a de-validating analysis of the opponent's personality as a whole. The argument of this paper is that the de-validating strategy was neither an inevitable psychological outcome of the intricate interpersonal relationships in analytic situations nor the logical consequence of any clinical or scientific psycho-analytical discovery. It followed from the epistemological invalid pretension to have a general theory of mind which could explain by mental analysis the existence of “unreasonable opinions,” and the application of the same principles to the opinion that the theory itself is unreasonable. Such a pretension, apparently specific to mystical traditions in theology and metaphysics, was deeply rooted in the modern epistemological tradition. The paper examines the impact of the different branches of that tradition on Freud and Jung's respective ideologies, theories, and practice, including the ad hominem malpractice.

    Notizen: The ArgumentThis essay examines the prospects and plans of a family of small-scale French papermakers, the Serves, from the 1780s to the 1830s. It explores the interplay of risk, the state, labor discipline, and technological diffusion. Pierre Serve petitioned the monarchy, the Revolutionary state, and the Napoleonic regime for a subsidy to install Hollander beaters, a machine that macerated rags, in his shops. His son pursued a law to humble the journeymen paperworkers, whose custom and skill continuously challenged the Serves' mastery of their mill. Timely responses from the state, which favored large producers, never came. Consequently, the Serves fell back on their own resources and the market, which determined their fate.

This latter, studied in the Latin translations that the Latin philosophers of the thirteenth century scrutinized, rigourously develop this theme so as to preserve the supraempirical and transcendant character of necessary truth that human thinking identifies, thereto sacrificing the individual uniqueness of the intellective operation in its final instance. A Latin Master of the thirteenth century, Thomas Aquinas, adopts Averroes' insight into the transcendence of the noetic, and confirms it, even as he defends the strictly personal character of human intellection.

Virtually all visual theorists before Kepler did, in fact, conceive of optical images as subjective, not objective constructs – or, to put it in modern terms, as virtual rather than real entities. By current lights, of course, the distinction between virtual and real images is both obvious and common-place: whereas the latter can be physically projected upon a screen, the former cannot.

Gauthier, who simply asked that the epistle should be read as a whole, the author adds Ṣalāḥ ‘Abd al- ḥabūr's reworking of the tale as a children's story to L. Gauthier's list of partial readings. The author juxtaposes Ṣalāḥ ‘Abd al- ḥabūr's reading, which does justice only to what Asāl taught Ḥayy, to G. Hourani's reading, which succeeds in reflecting only what Ḥayy taught Asāl. This impasse in the readings of Ḥayy b. Yaqẓān reveals what is missing, namely an understanding of the tale which fundamentally conforms to several of Alfarabi's teachings, though not to L. Gauthier's interpretation.

    Notizen: Ibn al-Bannā' of Marrakesh (1256–1321) is the author of one of the four extant “editions” of the unfinished zīj of Ibn Isḥāq (fl. Tunis and Marrakesh ca. 1193–1222): it contains a selection of his tables accompanied by a collection of canons, easy to understand, which makes the zīj accessible for the computation of planetary longitudes. The present paper studies some modifications of the structure of the tables the purpose of which is to make calculations easier. The tables of the planetary and lunar equations of the centre are “displaced." The tables of the equation of the anomaly of Mars, Venus and Mercury, are standard, while, in the cases of Jupiter and Saturn, the equation of the anomaly is calculated in the same way as that for the Moon. Ibn al-Bannā' appears as a clever adapter, who displays a clear ingenuity allowing him to introduce formal modifications which give his work an appearance of novelty which does not correspond to reality.

    Notizen: This paper deals more with what is sent down the pipe than with the pipe itself. In other words our concern is more with the pedagogical quality of software than with hardware or structures. It simply aims at presenting several attempts to resolve problems of understanding and speaking English met by French students. In every one of these attempts we have resorted to information technology. More particularly we have used authoring toolkits in order to ‘feed’ computers with our teaching methods adapted to the students′ needs. We have fried to keep a critical eye on our practice, which has enabled us to find answers with a limited scope even though we hope they might be of interest as a starting point for new reflections. The software we have developed represents those answers.

    Notizen: The article provides a description of the ReLaTe (remote language teaching) project, to develop a working demonstrator using a multicast-based conferencing system (Mbone service), for distance foreign language tuition. It covers aspects of technical development for applications over SuperJANET and gives an overview of the trials and evaluation, including how students and teachers adjusted to the system; the advantages and drawbacks of the system; how the system affected learning and teaching in the context of acquisition and delivery of foreign languages. The ReLaTe project is a joint research project between the University of Exeter and University College London, involving the Foreign Language Centre and IT Services (Pallas) at Exeter and the Language Centre and the Department of Computer Science at UCL.     Notizen: This program is designed for improving student learning skills both in class and in independent learning mode in a number of areas: textual analysis, résumé work and vocabulary extension. It is not a concordance program, although it has some elements of a concordance, but seeks to provide a computerenhanced working environment for the pedagogy of textual study for advanced language learners. Unlike other text-based programs, which mainly deal with text enhancement, concordancing and the provision of exhaustive linguistic analysis of stylistic features, TAP (Text Analysis) is concerned to provide students with a pathway that will enable them to generate their own analysis of any text studied within the program.

    Notizen: This paper reports on work at the Open University's Centre for Modern Languages (CML) and Institute of Educational Technology (IET), on the use of technology to support language learners working at home and in virtual groups via the Internet. We describe the Lexica On-Line project, which created a learning environment for Open University students of French, incorporating computer-based lexical tools to De used at home, an on-line discussion forum, and guided access to the Francophone Web. We report on some of the outcomes of this project, and discuss the effectiveness of such a configuration for the promotion of reflective language-learning practices.

    Notizen: Has the time come to re-evaluate the role of the teacher in technology-enhanced language learning (TELL)? Studies into Computer Assisted Language Learning (CALL) and TELL have tended to focus on issues relating to learner/computer interaction or learner/learner interaction mediated via the computer (eg Warschauer 1996: 7–26). Relatively little research has been undertaken to try and understand how technology can best be used for language acquisition (cf. Matthews 1994: 35–401a or Zähner 1995: 34–481b) particularly at a distance, to improve both the effectiveness of the learning and the learner's enjoyment of it. Indeed those studies which have been undertaken have tended to be inconclusive (cf. Pedersen 1987). This paper attempts to begin to redress the balance by focusing on teaching and learning issues related to technology mediated distance language acquisition, with particular emphasis on the role of the teacher. The findings in this paper are based on the pilot phase of the Language Learning Network, a project to design, deliver and evaluate a technology mediated-vocational distance language course. With distance learning, as with classroom-based courses, communication with and support from the tutor is considered paramount. The project has established models for regular synchronous and asynchronous contact with tutors, provided in the context of time and budgetary constraints. Having validated the courses for accreditation and wider distribution on a commercial and part-time studies basis, much attention has been paid to the questions of learner support, assessment and quality assurance.

    Notizen: Tandem language learning is based on a partnership between two people, each of whom is learning the other's language. Successful tandem partnerships observe the principle of reciprocity (“tandem learners support one another equally’) and the principle of learner autonomy (“tandem partners are responsible for their own learning”) (Little and Brammerts 1996: 1 Off.). This paper begins by exploring some of the theoretical implications of tandem language learning in general and tandem language learning via e-mail in particular. It then reports on the pilot phase of an e-mail tandem project involving Irish university students learning German and German university students learning English.

The current package of materials (The CELTE Self-Access Centre) can be freely accessed from the World Wide Web, and aims to provide some basic training in Information Technology alongside more conventional language and study skills activities. Problems of development and distribution are discussed, including the resistance of those EAP practitioners who have little experience of the Internet in an educational context, and the unwillingness of users to interact with unknown task setters.

    Notizen: Recently we have seen a shift of focus in using the Internet from often inappropriate human-computer interactivity to human-human interaction, based on collaborative learning concepts like learner autonomy and tandem learning. The renewed discussion of interface design has provoked a reconsideration of me traditional graphical user interface and a shift towards more intuitive interfaces like virtual reality, mainly building on the concept of constructionism. The MOO (multi-user domain, object oriented) system provides a flexible, easy-to-use multiple user virtual reality that allows for the integration of language learning tools and resources in a common environment, a third place.

    Notizen: The concept of civil society provides a useful means of evaluating the social and political relationships of British towns. Civil society refers to the non-prescriptive relationships that lie between the state and kin. Such relationships are associated with the existence of the free market, the rule of law and a strong voluntary associational culture. Both theoretical analysis and historical evidence link civil society with the nature of urban places, their complexity, their function as a central place and their operation as a focus for flows of information. Between 1780 and 1820 the agencies of civil society in Britain provided an arena for making choices, for reasoned informed debate and for the collective provision and consumption of services in an open and pluralist manner.

    Notizen: Civil society remains the most challenging and all-pervading of concepts, yet too rarely is it examined empirically. The potential of civil society is that it better allows understanding of local political structures as well as cross-class associational activity. Its alternatives, while many, are principally ‘public life’ and ‘influence’, both of which have their own highly respected traditions. It is argued here that civil society offers a powerful analysis of structure and action in the urban world, and that it is one mediated by municipal government. To operationalize this definition, this article will introduce three further concepts: ‘enshrinement’, ‘empowerment’ and ‘legitimacy’. Each of these is linked to the relationship of the municipal state with that at Westminster, the formal mechanism through which the stability of civil society in nineteenth-century Britain was negotiated.

    Notizen: The eighteenth century witnessed the emergence of ‘leisure towns’ as the chief resorts of wealthy consumers of a new range of goods and services. Their prosperity related closely to the growth of consumerism, but little attention has been given to the ways in which shopping and shops linked into the changing social, economic and physical structure of such towns. This paper explores these processes in the context of Chester – a classic, but largely neglected leisure town – and concludes that shopping streets became central to the economy of the city and amongst the most important of its social spaces.

    Notizen: From the mid-nineteenth century Glasgow's civic leaders recognized the effect that the rapidly deteriorating urban fabric was having on perceptions of the city, and began to construct a more positive identity, intended to inspire faith in municipal government. The landscape played a crucial part in selling this ideal. Parks were used as visible evidence of civic beneficence, and (deriving much influence from evangelical Presbyterianism) also served as a potent symbol of regeneration. However, while this paper considers the success of public parks in boosting Glasgow's image between 1850 and 1914, it also examines the complex material motivations originally underlying civic involvement, the impact of the environment in determining parks' policy and the influence of other British and European cities in shaping ideas.

    Notizen: This article addresses a range of conceptual issues relating to the history of European port cities in order to construct a framework for comparative research. Port cities played a key role in European urban development and their growth was often determined by common factors. Particular attention is paid to the demography of port cities, their specific labour markets and the dominant ideology of merchant capital. The article establishes a basis for analysing case studies of individual port cities and for exploring their location within the overall process of European urbanization.

Naturally their reactions and views stem from general Islamic dogma and from Islamic medical ethics, but they are not unaware of Western scientific data. Particularly relevant is the Islamic religious prohibition against “changing what Allah has created.” Muslim muftis try to offer practical solutions for individuals. Islamic law is concerned about maintaining pure lineage. Consanguineous matings are very common, but induced abortions are usually ruled out. Cloning has reawakened among Muslims an old debate over the positive as well as hazardous aspects of genetic engineering.

    Notizen: The ArgumentThe main subject examined in this paper is Immanuel Kant's controversy with Philosophisches Magazin regarding Kant's new theory of judgments. J. A. Eberhard, editor of Philosophisches Magazin, and his colleagues wanted to vindicate the Wollfian traditional concept of judgments by undermining Kant's claims. As will be demonstrated, their arguments were effective mainly in exposing the ambiguity that was inherent in Kant's concept of the synthetic a priori; an ambiguity that resulted from Kant's desire—central to his critique of metaphysics—to present judgments pertaining to mathematics, (dogmatic) metaphysics, and pure natural science as judgments which shared a common form. Exposing this ambiguity was not the intended result, and it was insufficient for the purpose of vindicating the Wollfian tradition. The contributors to Philosophisches Magazin ignored the important properties shared by the class of judgments falling under Kant's concept of synthetic a priori judgments. They also ignored the fact that their position was unable to account for the logical phenomena that motivated Kant to present a new theory of judgments. On the other hand, Kant's theory of judgments was insensitive to the important differences that exist among the distinct types of judgments falling under his concept of a synthetic a priori judgment. This latter point is clearly shown in the controversy regarding the novelty of Kant's concept of a synthetic a priori judgment, and in the controversy regarding the function of intuitions within synthetic judgments.A result of the controversy was that Kant's concept of the synthetic a priori, which he believed to be an exact concept, was revealed to be a metaphor: no more than an invitation to view certain intellectual fields in the light of others. On the other hand, Eberhard and his colleagues failed to come up with satisfactory answers to Kant's questions within their traditional concept of judgment. Both parties refused to acknowledge this result. Consequently, the search for a new logic, a new architectonic order, and a new unity within reason became a general problem for the new generation of philosophers.

    Notizen: The ArgumentThe remarkable progress in modern genetic technology enables the identification of genes causing devastating diseases and thereby the development of tools for prenatal diagnosis and carrier detection. To implement the results of genetic research in traditional societies, where genetic diseases are more prevalent due to inbreeding, necessitates a culturally appropriate approach that also promotes traditional and societal values important to the relevant community. This paper presents our experience with implementing the results of modern genetic research among the traditional community of the Negev Bedouin of Israel. Although the benefit of using those results for the prevention of genetic diseases seems obvious, successful implementation relies on a carefully designed educational program aimed at changing culturally related attitudes and perceptions. Such a program should attend to the needs of the community and be sensitive to its traditional values.

    Notizen: The ArgumentIs genetic counseling a form of eugenics? To some extent, the answer depends upon how the terms “eugenics” and “genetic counseling” are defined. This paper reviews the eugenic implications of four models of genetic counseling. The complexities of slapping the eugenic label on genetic counseling are illustrated with three cases drawn from clinical practice. However, even though genetic counseling is not always a eugenic activity, genetic counselors work in a medical/ financial setting that has the net eugenic effect of, and profits from, reducing the number of people with genetic disorders.

    Notizen: The ArgumentWhat are the aims of genetic services? Do any of these aims deserve to be labeled “eugenics”? Answers to these strenuously debated questions depend not just on the facts about genetic testing and screening but also on what is understood by “eugenics,” a term with multiple and contested meanings. This paper explores the impact of efforts to label genetic services “eugenics” and argues that attempts to protect against the charge have seriously distorted discussion about their purpose(s). Following Ruth Chadwick, I argue that the existence of genetic services presupposes that genetic disease is undesirable and that means should be offered to reduce it. I further argue that the economic cost of such disease is one reason why governments and health care providers deem such services worthwhile. The important question is not whether such cost considerations constitute “eugenics,” but whether they foster practices that are undesirable and, if so, what to do about them. The wielding of the term “eugenics” as a weapon in a war over the expansion of genetic services, conjoined with efforts to dissociate such services from the abortion controversy, has produced a rhetoric about the aims of these services that is increasingly divorced from reality. Candor about these aims is a sine qua non of any useful debate over the legitimacy of the methods used to advance them.
