    Description: This introductory chapter sets out with a review of the existing literature on differentiation in the European Union (EU); it explains the related concepts and includes a cursory glossary of them at the end. In a nutshell, we conceive of differentiation as an umbrella term covering a wide range of both integrationist and – albeit to a much lesser extent – disintegrationist techniques and processes such as multi-speed Europe, variable geometry, and à la carte Europe. While differentiation has not been a constituent feature in the early stages of the European project starting after World War II, it became ever more central since the 1970s and, in particular, in the aftermath of the Treaty of Maastricht when the EU was characterized as a system of differentiated integration rather than integration only. In light of ‘Brexit’, i.e. the United Kingdom’s withdrawing from the EU, however, differentiation also accounts for processes of disintegration. Most importantly, differentiation may ultimately also prove to be an important element towards sustaining – if not self-reinforcing – integration. Finally, this chapter also provides overview of contemporary studies of differentiation in the EU and provides an overview of the contents and contributions of this Handbook.

    Description: As the guardian of the euro, the European Central Bank (ECB) oversees a prime example of differentiated integration. Against the backdrop of the multiple crises of the euro’s second decade, this contribution asks how the ECB has dealt with differentiation. It analyses both the historical development of the ECB’s relationship with euro outsiders – discerning between ‘old’ opt-outs and ‘new’ accession countries in the context of EU enlargement – and how differentiation affects ECB policymaking across its various tasks. Specifically, we analyze three logics of ‘deepening’ and ‘widening’: (1) Is the ECB encouraging euro membership among the ‘outs’? (2) Does it seek to reduce the impact of differentiation by keeping the ‘outs’ on board as much as possible? (3) Or does the ECB further cement differentiation by excluding the ‘outs’ from decision-making or deepening integration among the ‘ins’ only? We find that, in the past, the ECB has been hesitant to support ‘more Europe’. When the sovereign debt crisis posed a potentially existential threat, however, the ECB started adopting a more proactive role through both monetary policies and discursive acts. The COVID-19 crisis appears to confirm that the ECB has shed its narrow technocratic focus in order to provide political leadership in the EU. Yet, in our view, this does not suggest that the ECB is a competence maximizer ‘hardwired’ to ever closer union. Rather, the evidence suggests that it merely accepted greater powers and a deepening of integration to avert the threat of (differentiated) disintegration.

    Description: Using the lenses of realism, liberalism, the English School and constructivism, this book explains how the divisions and differences in African identities affect African international politics. This book explores the African condition in the twenty-first century. It analyses how geographical, racial, ethnic, linguistic, religious and power differences shape continental and intercontinental relations in Africa through the creation of identities and values which militate against intra-continental or regional relations. The author assesses inclusionary and exclusionary, rational and irrational relationships, interactions and non-interactions which occur between geographical, linguistic, racial and religious entities in Africa. He suggests that, in these moments, one entity will negatively relate, interact or refuse to interact with another entity for the gains of the former and to the detriment of the latter or even to the detriment of both entities. Divided into two parts, the first part of the book employs an ecumenical approach to discuss the divisions and differences that disunite Africa as a continent and Africans as a people and how they affect African international politics. Part II goes on to explore how this ‘othering’ can be superseded by non-discriminatory, unifying and positive identities and values.     Description: The book examines whether EU competition policy is applied fairly and consistently to EU and non-EU firms despite persistent political pressure from member states for a relaxation of the rules and deals with the dilemma of regional organisations in the global political economy.     Description: This book presents a study of politico-ideological mobilisation and violence by focusing on the life stories, trajectories and narratives of individuals who mobilised for causes and conflicts in the Arab World. It provides a greater understanding of the biographical, sociological, political and historic factors pertinent for their radicalisation processes. What makes individuals identify with suffering and injustice, often of others and elsewhere? Why do individuals feel the need to stand up in the first place and how does violent action become a justifiable or necessary course of action? Why and how do they disengage from violence? This book, based on interviews conducted in Lebanon, Switzerland, and Canada, answers these questions. It presents new theoretical insights about politico-ideological mobilisation and violence. By focusing on grievances and grounding analysis in the empirical reality as it is shared and narratively constructed by those who are at the heart of the phenomenon, it moves beyond the moralistic and politicised debates that characterise the field. Interviewees include non-violent and violent engagement for causes and conflicts related to the Arab World, such as sympathisers or members of groups and causes from a variety of ideological orientations, including Shiite militias, Salafi-jihadist groups, radical left-wing groups, Palestine-specific, Kurdish groups, and others such as right-wing or unspecified affiliations. By choosing individuals with different forms of political engagement, both non-violent and violent, and different ideological orientations, it helps readers to get a better grasp of how similar grievances may lead to different outcomes. In focusing on three markedly different geopolitical contexts, the book also provides a crosscontextual understanding of mobilisation for political and violent action. The interviewees also include experts and peripheral actors such as professionals, researchers, policymakers, friends, or family members. Their perspectives complement and enrich some of the findings by providing external yet in-depth ‘expert knowledge’. Politico-ideological Mobilisation and Violence in the Arab World will be of great interest to criminologists, political scientists, sociologists, and other scholars interested in the study of terrorism, radicalisation and extremism.     Description: Attaining the benefits of (especially fiscal) decentralization in government remains an enduring challenge, in part because the re-arrangement of public functions across levels of government has often been carried out poorly. This book aims to provide a firmer conceptual basis for the re-arrangement of public functions across levels of government. In doing so, it offers practical advice for policy makers from developing and emerging countries and development cooperation practitioners engaged in such activity. Combining a theoretical approach for inter-governmental functional assignment with an in-depth analysis of real-life country cases where functional assignment (FA) has been supported in the context of international development cooperation, it underscores the common technical and political challenges of FA, and also demonstrates the need to expect and support country made and context-specific solutions to FA processes and results.     Description: This chapter introduces Discourse Network Analysis (DNA). DNA argues that actors are communicative agents that discursively seek to promote their policy preferences in a contested domestic political arena, by building coalitions of like-minded. Thus, DNA bridges the gap between Foreign Policy Analysis (FPA) and public policy by integrating domestic politics into the analysis of foreign policy decision-making. DNA rests on two methodological approaches. First, it uses qualitative content analysis for gathering and coding the statements of actors. Second, it utilizes social network analysis to link statements and actors in networks, and thus makes discursive strategies and processes of coalition-building visible. To illustrate the applicability of DNA to FPA, this chapter discusses the debates in the British House of Commons on the Iraq War of 2003.

In Part I, chapters examine the phenomenon of disappearances in its historical and present-day forms, and the struggles for memory around the disappeared in Mexico with reference to Argentina.     Description: This chapter seeks to explore to what degree judges have used their key role regarding the distribution of powers in order to protect the territorial self-government of subnational entities in federal systems, especially if they are characterized by the presence of national minorities. This question gains particular salience from the insight that the role of courts is often ambivalent, as they may in fact contribute to both “making” federalism and “unmaking” it. The chapter starts with a clarification of key concepts and a justification of the selection of federal systems that it draws evidence from. This selection is based on two criteria: first, the existence of a constitutional court entrusted with the ultimate interpretation of the country’s constitution and, secondly, the employment of federalism as a tool to ensure the territorial self-government of one or more national minorities. The chapter then goes on to analyze from a comparative perspective to what degree judges have protected territorial self-government in four countries, namely Canada, India, Belgium and Spain. It does so with a focus on the distribution of powers and thereby covers jurisprudence on three of the most important dimensions of how responsibilities are allocated. These dimensions are exclusive subnational powers, concurrent powers and the suspension of subnational powers under provisions of emergency rule, all of which are litmus tests for the judicial protection of self-government. On this basis, the chapter’s comparative conclusions point out that judges in each of the four countries have strongly protected territorial self-government in some of the three analyzed dimensions of the distribution of powers and less so in others, thus confirming the importance of a differentiated and in-depth approach. They also discuss whether a change from the traditional role of judges as federal arbiters enforcing the constitution to a new role as active facilitators of conflict management can be useful for guaranteeing that interests of subnational entities are respected.

    Description: This contribution develops process tracing (PT) as a method for Foreign Policy Analysis (FPA). It explains what it takes to conduct PT, trace a mechanism, and draw conclusions on that basis. Importantly, I lay out an analyticist approach to PT that is amendable to more actor-centered and interpretivist studies. This approach treats mechanisms as akin to Weberian ideal types: abstract constructs that are adduced from multiple concrete, contextually embedded, and largely idiosyncratic instantiations. This creates space for agency and contingency and allows us to a) study how a mechanism or concatenation of mechanisms led to a particular outcome; b) assess how the mechanism(s) functioned in a given context; and c) abstract from the specific instantiation(s) more general propositions about foreign policy making.     Description: There are growing connections between the IR constructivist focus on norms and norm contestation and Foreign Policy Analysis (FPA). FPA has long had a focus on agency within the state, particularly individual and group-based decision-making. Early constructivist work, by contrast, tended to prioritize agency outside of the state – focusing on norm entrepreneurs and transnational advocacy– and then the state itself in the norm institutionalization process. This led to critiques from FPA scholars that it dismissed human agency. Norms research, however, has evolved. It has moved away from an ontologisation of norms – which focused on structural effects rather than on their socially constructed quality – to examine the importance of norm contestations, practices whereby a diversity of societal agents working across the international/domestic divide seek to contest norm meaning. This leads to a focus on how norms are implemented at the domestic level and creates a closer engagement between constructivism and FPA.

    Description: Transnational networks of sub-national authorities are an established and growing phenomenon in Europe, where they perform a number of (soft) governance functions for their membership, often in direct connection with European Union institions. This chapter examines networks from the angle of institutional differentiation – an inherent trait of these organisations – in order to expand the analysis of this phenomenon beyond its state-centric confines. The chapter also adds to the study of (differentiated) integration more traditionally defined, both by analogy and insofar as networks are part and parcel of the EU’s system of multi-level governance. Building on original empirical data, we identify three dimensions of differentiation generated by networks – “insider-outsider”, “compound”, and “multi-level” differentiation – and discuss their implications for the efficiency, effectiveness and legitimacy of networks’ actions. Based on our analysis, we also sketch some avenues for future research connecting the national and sub-national dimensions of differentiation in Europe.

    Description: The issue of (dis)continuity in the pre- and post-1989 situation has been a contentious one in the Czech public debate and intensely discussed particularly in the early 2010s. In the field of theatre, the question of (dis-)continuity has not been raised yet, though its answering might fundamentally shape future interpretations of the three post-1989 decades in Czech theatre. In general terms, Czech theatre historiography has devoted only minor attention to the issue of how the 1989 political events influenced theatre and its social relevance. In his text, Libor Vodicka conceptualises the situation of Czech theatre after 1989 as a crisis of theatre . His evaluation of the early 1990s strikes one as especially negative coming after a laudatory description of the preceding phase. Vodicka sees one factor contributing to the crisis of theatre in the chaos and inconsistency and decrease of subsidies coming from state institutions that, purportedly, significantly interfered with theatres operation.

    Description: Since the end of the Cold War, the monopoly of legitimate organized force of many African states has been eroded by a mix of rebel groups, violent extremist organizations, and self-defence militias created in response to the rise in organized violence on the continent. African Border Disorders explores the complex relationships that bind states, transnational rebels and extremist organizations, and borders on the African continent. Combining cutting edge network science with geographical analysis, the first part of the book highlights how the fluid alliances and conflicts between rebels, violent extremist organizations and states shape in large measure regional patterns of violence in Africa. The second part of the book examines the spread of Islamist violence around Lake Chad through the lens of the violent Nigerian Islamist group Boko Haram, which has evolved from a nationally-oriented militia group, to an internationally networked organization. The third part of the book explores how violent extremist organizations conceptualize state boundaries and territory and, reciprocally, how do the civil society and the state respond to the rise of transnational organizations. The book will be essential reading for all students and specialists of African politics and security studies, particularly those specializing on fragile states, sovereignty, new wars, and borders as well as governments and international organizations involved in conflict prevention and early intervention in the region.

    Description: In the context of recent advances in Artificial Intelligence (AI) and launch of AI policy documents and ethics guidelines around the world, since 2017, the European Union (EU) is developing its approach to AI. This chapter examines the key EU AI policy documents and the way the EU is positioning its AI policy vis-à-vis other global players. It draws on ‘Europe as a power’ debate and in particular on the concepts of Normative Power Europe and Market Power Europe to examine if in its approach to AI the EU prioritizes its norms or rather its market power. In the EU policy documents the elements of both normative and market power are closely intertwined. The EU attempts to project itself globally as a Normative Power Europe promoting its value-based and human-centric approach based and ethics guidelines for Trustworthy AI. These are closely connected with the EU’s ambitions to be a Market Power with appropriate regulation and investments which could also support implementation of its values and norms.

    Description: India’s Princely States covered nearly 40 per cent of the Indian subcontinent at the time of Indian independence, and they collapsed after the departure of the British. This book provides a chronological analysis of the Princely State in colonial times and its post-colonial legacies. Focusing on one of the largest and most important of these states, the Princely State of Mysore, it offers a novel interpretation and thorough investigation of the relationship of king and subject in South Asia. The book argues that the denial of political and economic power to the king, especially after 1831 when direct British control was imposed over the state administration in Mysore, was paralleled by a counter-balancing multiplication of kingly ritual, rites, and social duties. The book looks at how, at the very time when kingly authority was lacking income and powers of patronage, its local sources of power and social roots were being reinforced and rebuilt in a variety of ways. Using a combination of historical and anthropological methodologies, and based upon substantial archival and field research, the book argues that the idea of kingship lived on in South India and continues to play a vital and important role in contemporary South Indian social and political life.

    Description: Using the lenses of realism, liberalism, the English School and constructivism, this book explains how the divisions and differences in African identities affect African international politics. This book explores the African condition in the twenty-first century. It analyses how geographical, racial, ethnic, linguistic, religious and power differences shape continental and intercontinental relations in Africa through the creation of identities and values which militate against intra-continental or regional relations. The author assesses inclusionary and exclusionary, rational and irrational relationships, interactions and non-interactions which occur between geographical, linguistic, racial and religious entities in Africa. He suggests that, in these moments, one entity will negatively relate, interact or refuse to interact with another entity for the gains of the former and to the detriment of the latter or even to the detriment of both entities. Divided into two parts, the first part of the book employs an ecumenical approach to discuss the divisions and differences that disunite Africa as a continent and Africans as a people and how they affect African international politics. Part II goes on to explore how this ‘othering’ can be superseded by non-discriminatory, unifying and positive identities and values. Examining the possibility of creating identities and values that can unite Africa as a continent and Africans as a people, this book will be of interest to scholars of African politics, international relations and political theory.

It analyses to what extent Russia’s cultural activities abroad have been used for foreign policy purposes, and perceived as having a political dimension.
