    Description: The question of how to maintain the continuity of diplomacy while developing democracy without military intervention is an old and new issue. The challenge can be described as a dilemma between democracy and diplomatic coherence. This dilemma is not unique to the twenty-first century; it has been a constant challenge to the development of democracy. In non-Western countries, democratisation originated in the nineteenth century and has had many successes and failures. After the Russo-Japanese War, political parties began to take power in Japan. The best embodiment of diplomacy in Japan's emerging democracy—the development of parliamentary democracy and mass-based democracy—is Shidehara Kijūrō (1872–1951), who served as foreign minister from 1924 to 1927 and from 1929 to 1931, and was prime minister from 1945 to 1946. As a diplomat from the Ministry of Foreign Affairs, Shidehara had long grappled with the issue of how to ensure diplomatic coherence in modern Japan, which was becoming increasingly democratic. Although Shidehara succeeded to some extent in promoting diplomacy in cooperation with the US and the UK under party politics, the rise of the military after the Manchurian Incident forced him to retire for a period. However, after the Pacific War, Shidehara became prime minister of the US-occupied Japan and attempted to restore cooperative diplomacy under party politics. Shidehara came to the conclusion that the way to achieve both democracy and diplomatic coherence was through nonpartisan diplomacy towards peace. This book examines the tension between diplomacy and democracy, focusing on Shidehara’s life and exploring modern Japan’s footsteps. Shidehara was undoubtedly one of Japan’s most important diplomatic figures.

Als besonders problematisch gilt der Wassersektor auf Grund seiner ausgeprägten Monopoleigenschaften. Argentinien kann mit der Privatisierung der Wasserversorgung von Buenos Aires auf einen reichen Erfahrungsschatz verweisen. Dies nimmt der Autor zum Anlass, die Erfolge und Probleme der Privatisierung und Regulierung des argentinischen Wassersektors zu untersuchen. Ziel ist es, ausgehend von den argentinischen Erfahrungen einen Katalog von Handlungsregeln zu erarbeiten, der bei der Privatisierung öffentlicher Unternehmen in anderen Ländern beachtet werden sollte. Die Analyse erfolgt mittels des wirtschaftswissenschaftlichen Instrumentariums und den darauf aufbauenden normativen und positiven Regulierungsmodellen.

    Description: The different theoretical notions and practices of the relations between the state and religious communities in early modern Europe constitute one of the most interesting problems in historiography. Moving away from a simple «toleration» versus «non-toleration» dichotomy, the author sets out to analyse the inter-confessional relations in selected European territories in a «longue duree» perspective, between Reformation and Enlightenment. Outlining the relations between the state and the different Churches (confessions) in the Polish-Lithuanian Commonwealth, the Holy Roman Empire of Germany, and the Northern Netherlands serves to highlight the specificity of Northern Netherlands serves to highlight the specificity of «free» (non-absolutist) composite states, where the particularly complex process of defining the raison d’etat determined the level of religious toleration that was politically feasible and socially acceptable.

    Description: This book is a historical study of the Tajiks in Central Asia from the ancient times to the post-Soviet period. For millennia, these descendants of the original Aryan settlers were part of many different empires set up by Greek, Arab, Turkic and Russian invaders, as well as their own, most notably during the Middle Ages. The emergence of the modern state of Tajikistan began after 1917 under Soviet rule, and culminated in the promulgation of independence from the moribund USSR in 1991. In the subsequent civil war that raged between 1992 and 1997, Tajikistan came close to becoming a failed state. The legacy of that internal conflict remains critical to understanding politics in Tajikistan a generation later. Exploring the patterns of ethnic identity and the exigencies of state formation, the book argues that despite a strong sense of belonging underpinned by shared history, mythology and cultural traits, the Tajiks have not succeeded in forming a consolidated nation. The politics of the Russian colonial administration, the national-territorial delimitation under Stalin, and the Soviet strategy of socio-economic modernisation contributed to the preservation and reification of sub-ethnic cleavages and regional identities. The book demonstrates the impact of region-based elite clans on Tajikistan’s political trajectory in the twilight years of the Soviet era, and identifies objective and subjective factors that led to the civil war. It concludes with a survey of the process of national reconciliation after 1997, and the formal and informal political actors, including Islamist groups, who compete for influence in Tajik society. “Tajikistan: A Political and Social History is the best source of information on this important country in the English language.     Description: This book provides a comparative and transnational examination of the complex and multifaceted experiences of anti-labour mobilisation, from the bitter social conflicts of the pre-war period, through the epochal tremors of war and revolution, and the violent spasms of the 1920s and 1930s. It retraces the formation of an extensive market for corporate policing, privately contracted security and yellow unionism, as well as processes of professionalisation in strikebreaking activities, labour espionage and surveillance. It reconstructs the diverse spectrum of right-wing patriotic leagues and vigilante corps which, in support or in competition with law enforcement agencies, sought to counter the dual dangers of industrial militancy and revolutionary situations. Although considerable research has been done on the rise of socialist parties and trade unions the repressive policies of their opponents have been generally left unexamined. This book fills this gap by reconstructing the methods and strategies used by state authorities and employers to counter outbreaks of labour militancy on a global scale. It adopts a long-term chronology that sheds light on the shocks and strains that marked industrial societies during their turbulent transition into mass politics from the bitter social conflicts of the pre-war period, through the epochal tremors of war and revolution, and the violent spasms of the 1920s and 1930s. Offering a new angle of vision to examine the violent transition to mass politics in industrial societies, this is of great interest to scholars of policing, unionism and striking in the modern era.

    Description: The story of the Communist Party of Australia has been told in various ways. Until now, however, archival collections that have borne on this story have been relatively inaccessible to the ordinary, interested reader. This book begins to redress that deficiency by bringing together 85 key documents from the Russian State Archives of Social and Political History (RGASPI), selected from a collection of thousands of documents concerning the relations between the Communist International and the Communist Party of Australia. The selection focuses on the relationship between the CPA and the Comintern because the activities of the CPA are essentially incomprehensible without understanding the international communist context within which the CPA operated. That context was dominated by the newly-created Soviet state and its decision to authorize and utilize a network of communist parties throughout the world. The documents in this work suggest three major propositions about the relationship between the CPA and the Comintern. First, that the Comintern was crucial in the formation of the CPA, via its emissaries, instructions and authority. Second, that the Comintern played a major role in directing the policies of the CPA in domestic matters (not to mention in international matters, where the Comintern’s decisions were supreme). And third, that the leadership of the CPA was, from 1929 onwards, shaped, trained and authorized by the Comintern. With access to the documents, readers now have a chance not just to hear the voices of the times, but to make their own judgements about the relationship between the CPA and Moscow. The book also includes two extended introductory essays that outline the development of the Comintern and its relations with the CPA, as well as supporting materials that provide information on individuals, organizations and tactics mentioned within the documents themselves.

Diese Arbeit untersucht unter Anwendung von Ansätzen der Neuen Institutionenökonomik und Entrepreneurship-Theorie die Ausgestaltung von Innovationsförderung am Beispiel des Niedersächsischen Innovationsförderprogramms und die von diesem Programm ausgehende Wirkung auf die beteiligten Akteure. Daran schließt sich die Darstellung der Ergebnisse einer Unternehmensbefragung an, in welcher die theoretischen und empirischen Erkenntnisse verknüpft werden. Im Mittelpunkt steht dabei die Fragestellung, inwiefern sich Unternehmen, die Innovationsfördermittel erhalten haben, von nicht geförderten Unternehmen unterscheiden.

In 1919, Otto Stern launched the revolutionary molecular beam technique. This technique made it possible to send atoms and molecules with well-defined momentum through vacuum and to measure with high accuracy the deflections they underwent when acted upon by transversal forces. These measurements revealed unforeseen quantum properties of nuclei, atoms, and molecules that became the basis for our current understanding of quantum matter. Erstmals wird hier ein Überblick über die im Staatsarchiv der Russischen Föderation in Moskau vorhandene Offene Serie der Befehle der Sowjetischen Militäradministration des Landes Brandenburg – SMAB – gegeben. Einleitend erfolgen quellenkritische und institutionsgeschichtliche Untersuchungen zur Thematik. Den Hauptteil bildet das Inventar der von der Verwaltung der SMAB zwischen 1945 und 1949 erlassenen Offenen Befehle. Auf Interesse dürfte ebenfalls die Übersicht über die von der SMAB erlassenen «Anweisungen» stoßen.

    Description: Designing Governance Structures for Performance and Accountability discusses how formal and informal governance structures in Australia, the People’s Republic of China (PRC) and Taiwan may be designed to promote performance and to ensure accountability. The book presents a selection of papers developed from the Greater China Australia Dialogue on Public Administration’s seventh workshop held in June 2017 hosted by City University of Hong Kong. Insights are provided on both current developments in the different contexts of the three jurisdictions examined, and on broader institutional and organisational theories. Chapters cover theories of organisational forms and functions in public administration, the ‘core’ agency structures used in the different jurisdictions, the structures used to deliver public services (including non-government organisational arrangements) and other ‘non-core’ agency structures such as government business enterprises, regulatory organisations and ‘integrity’ organisations. A particular emphasis is placed on the institutional arrangements the executive arm of government uses for advising on and implementing government policies and programs. Although the book explores arrangements and developments within very different political governance systems, the purposes of the structures are similar: to promote performance and accountability. This book is a companion volume to Value for Money: Budget and Financial Management Reform in the People’s Republic of China, Taiwan and Australia (ANU Press, 2018).

    Student Misconceptions and Errors in Physics and Mathematics (2021)

    Description: This open access report explores the nature and extent of students’ misconceptions and misunderstandings related to core concepts in physics and mathematics and physics across grades four, eight and 12. Twenty years of data from the IEA’s Trends in International Mathematics and Science Study (TIMSS) and TIMSS Advanced assessments are analyzed, specifically for five countries (Italy, Norway, Russian Federation, Slovenia, and the United States) who participated in all or almost all TIMSS and TIMSS Advanced assessments between 1995 and 2015. The report focuses on students’ understandings related to gravitational force in physics and linear equations in mathematics. It identifies some specific misconceptions, errors, and misunderstandings demonstrated by the TIMSS Advanced grade 12 students for these core concepts, and shows how these can be traced back to poor foundational development of these concepts in earlier grades. Patterns in misconceptions and misunderstandings are reported by grade, country, and gender. In addition, specific misconceptions and misunderstandings are tracked over time, using trend items administered in multiple assessment cycles. The study and associated methodology may enable education systems to help identify specific needs in the curriculum, improve inform instruction across grades and also raise possibilities for future TIMSS assessment design and reporting that may provide more diagnostic outcomes.

He was a pioneer in these fields, carrying out research across cultural and language borders, and influenced numerous researchers who followed in his footsteps. Much of what he wrote, however, remained unpublished at the time of his death in 2006, and so the editors have included a selection of his hitherto unpublished work along with some of his published writings.

Paul Samuelson oder John Cochrane auch Argumente für nicht-monetäre Ursachen. Die Arbeit untersucht in Bezug auf Russland, zwischen 1992 und 2004, ob die nicht-monetären Ursachen der Inflation empirisch relevant sind. Russland ist für diese Frage insofern von besonderer Bedeutung, als es ein Paradebeispiel für das Vorkommen nicht-monetärer Inflationsursachen bietet: Die Ergebnisse der ökonometrischen Untersuchung bestätigen, dass die nicht-monetären Inflationsursachen eine wichtige Rolle in der Inflationsentwicklung spielen.

    Description: This chapter explores the transmission of tales of the supernatural during the very long eighteenth century (between c.1660 and c.1832). A genre of publications on this subject which have not been studied are those anthologies of supposedly true stories, usually relating to named people and places and sometimes dated, often each numbered separately, with relatively little discussion of their authenticity or significance, beyond perhaps a brief preface defending the reality of the world of spirits. A series of entrepreneurial publishers, mostly operating from Paternoster Row in London, experimented with anthologising these stories in varied combinations. Any attempt to analyse the stories must begin by unravelling the publishing history by which they were transmitted and (not fully studied here) modified and retold, as well as re-interpreted.

    Description: Political scientists have always accorded interest organizations a prominent place in European Union (EU) policy-making because they connect the EU institutions to citizens, provide important information to EU policy-makers, and control resources that impact on the problem-solving capacity of EU policies. In other words, they are vital to both the input legitimacy and the output legitimacy of the EU. So far, research on interest organizations in EU policy-making has concentrated on EU-level interest organizations and EU-level politics. This edited book draws attention to the role national interest organizations play in the EU multilevel system. All contributions present state-of-the-art research on that subject in the form of theory-driven empirical analyses. The ten chapters indicate that national interest organizations have adapted to the EU’s multilevel polity in terms of their strategies; their relations with parliaments, governments, and the EU institutions; as well as their collaboration with EU umbrella organizations. Especially, they offer new insights into the alignments among national interest organizations and decision-makers, the Europeanisation of these organizations in established EU member states and candidate countries, and the existence of bias in national and EU interest group populations. The chapters in this book were originally published in a special issue of West European Politics.

    Description: Lord Amherst's diplomatic mission to the Qing Court in 1816 was the second British embassy to China. The first led by Lord Macartney in 1793 had failed to achieve its goals. It was thought that Amherst had better prospects of success, but the intense diplomatic encounter that greeted his arrival ended badly. Amherst never appeared before the Jiaqing emperor and his embassy was expelled from Peking on the day it arrived. Historians have blamed Amherst for this outcome, citing his over-reliance on the advice of his Second Commissioner, Sir George Thomas Staunton, not to kowtow before the emperor. Detailed analysis of British sources reveal that Amherst was well informed on the kowtow issue and made his own decision for which he took full responsibility. Success was always unlikely because of irreconcilable differences in approach. China’s conduct of foreign relations based on the tributary system required submission to the emperor, thus relegating all foreign emissaries and the rulers they represented to vassal status, whereas British diplomatic practice was centred on negotiation and Westphalian principles of equality between nations. The Amherst embassy’s failure revised British assessments of China and led some observers to believe that force, rather than diplomacy, might be required in future to achieve British goals. The Opium War of 1840 that followed set a precedent for foreign interference in China, resulting in a century of 'humiliation’. This resonates today in President Xi Jinping’s call for ‘National Rejuvenation’ to restore China’s historic place at the centre of a new Sino-centric global order.

    Description: Despite the emphasis of the European Regional Policy on territorial cohesion, regional disparities have been increasing within Europe in the past years. The metropolitan areas in almost all countries are considerably growing while regions outside of agglomerations are stagnating or even declining. Against this background this book aims to provide an understanding of the underlying processes of polarisation and related regional and local policies. This open access volume contributes to the debates about polarisation and regional development by focussing on questions of spatial justice, power distribution and policy transfer. Drawing together documentary and photographic sources with local community memory, a story emerges of miscommunication, sickness, constant logistical issues, and an Aboriginal community choosing when and how to engage with the newcomers to their land. This book provides a fascinating and detailed record of the primary sources of the mission, placed alongside the interpretation and insight of local Traditional Owners. Its contents include the historical and archaeological context of the primary source material, the vivid mission reports and correspondence, along with stunning photographs of the mission and relevant maps, and finally the oral history of Esther Manakgu, presenting Aboriginal memory of this complex era. The Bible in Buffalo Country emerged from community desire for access to the source documents of their own history and for their story to be known by the broader Australian public. This book examines social and medical responses to the disfigured face in early medieval Europe, arguing that the study of head and facial injuries can offer a new contribution to the history of early medieval medicine and culture, as well as exploring the language of violence and social interactions. Despite the prevalence of warfare and conflict in early medieval society, and a veritable industry of medieval historians studying it, there has in fact been very little attention paid to the subject of head wounds and facial damage in the course of war and/or punitive justice. The impact of acquired disfigurement —for the individual, and for her or his family and community—is barely registered, and only recently has there been any attempt to explore the question of how damaged tissue and bone might be treated medically or surgically. In the wake of new work on disability and the emotions in the medieval period, this study documents how acquired disfigurement is recorded across different geographical and chronological contexts in the period.

    Description: The book aims to reconstruct and analyze the disputes over the Polish-Jewish past and memory in public debates in Poland between 1985 and 2012, from the discussions about Claude Lanzmann’s Shoah, Jan Błoński’s essay The Poor Poles Look at the Ghetto, Jan Tomasz Gross’ books Neighbours, Fear and Golden Harvest, to the controversies surrounding the premiere of Władysław Pasikowski’s The Aftermath. The analysis includes the course and dynamics of the debates and, most importantly, the panorama of opinions revealed in the process. It embraces the debates held across the entire spectrum of the national press. The selection of press was not limited by the level of circulation or a subjective opinion of their value. The main intention was to reconstruct the widest possible variety of opinions that were revealed during the debates. Broad symbolic elites participated in the debates: people who exercised control over publicly accessible knowledge, legitimacy of beliefs and the content of public discourse.

Das Einstiegsgeld wird seit 1999 in Modellversuchen in 16 Städten und Kreisen in Baden-Württemberg und Hessen in der Praxis getestet.

    Description: Social and economic histories of the long eighteenth century have largely ignored women as a class of landowners and improvers. 1700 to 1830 was a period in which the landscape of large swathes of the English Midlands was reshaped – both materially and imaginatively – by parliamentary enclosure and a bundle of other new practices. Outside the Midlands too, local landscapes were remodelled in line with the improving ideals of the era. Yet while we know a great deal about the men who pushed forward schemes for enclosure and sponsored agricultural improvement, far less is known about the role played by female landowners and farmers and their contributions to landscape change. Drawing on examples from across Georgian England, Elite Women and the Agricultural Landscape, 1700–1830 offers a detailed study of elite women’s relationships with landed property, specifically as they were mediated through the lens of their estate management and improvement. This highly original book provides an explicitly feminist historical geography of the eighteenth-century English rural landscape. It addresses important questions about propertied women’s role in English rural communities and in Georgian society more generally, whilst contributing to wider cultural debates about women’s place in the environmental, social and economic history of Britain. It will be of interest to those working in Historical and Cultural Geography, Social, Economic and Cultural History, Women’s Studies, Gender Studies and Landscape Studies.

    Description: This open access volume is based on the 'Early Carnap in Context’ workshop that took place in Konstanz in 2017 and looks at Rudolf Carnap’s philosophy, documented in his recently released diaries, from a combination of historical, cultural and philosophical perspectives. It enables further evaluation of the diaries and traces newly found interrelationships and their systematic definition. From a cultural and historical point of view, Logical Empiricism and Carnap’s pivotal opus, The Logical Structure of the World, did not evolve in a vacuum. This applies equally in a history of philosophy context as well as under consideration of contemporary historical and cultural influences such as the socio-cultural setting in Vienna and Prague, the correlation between Logical Empiricism and Bauhaus modernism, the connection to the Life Reform Movement or the Youth Movement with its own life philosophy. Pursuing Carnap’s progression on a micro level of history and referring the results back to Carnap’s philosophy is now facilitated by recent access to his Diaries from 1908–1935. These shorthand records, reading lists, travel reports and notes constitute a valuable source for the research of networks and social movements which left their mark on him.

    Description: This open access book explores commentaries on an influential text of pre-Copernican astronomy in Europe. It features essays that take a close look at key intellectuals and how they engaged with the main ideas of this qualitative introduction to geocentric cosmology. Johannes de Sacrobosco compiled his Tractatus de sphaera during the thirteenth century in the frame of his teaching activities at the then recently founded University of Paris. It soon became a mandatory text all over Europe. As a result, a tradition of commentaries to the text was soon established and flourished until the second half of the 17th century. Here, readers will find an informative overview of these commentaries complete with a rich context. The essays explore the educational and social backgrounds of the writers. They also detail how their careers developed after the publication of their commentaries, the institutions and patrons they were affiliated with, what their agenda was, and whether and how they actually accomplished it. The editor of this collection considers these scientific commentaries as genuine scientific works. The contributors investigate them here not only in reference to the work on which it comments but also, and especially, as independent scientific contributions that are socially, institutionally, and intellectually contextualized around their authors.

    Description: This open access book explores the history of asylums and their civilian patients during the First World War, focusing on the effects of wartime austerity and deprivation on the provision of care. While a substantial body of literature on ‘shell shock’ exists, this study uncovers the mental wellbeing of civilians during the war. It provides the first comprehensive account of wartime asylums in London, challenging the commonly held view that changes in psychiatric care for civilians post-war were linked mainly to soldiers’ experiences and treatment. Drawing extensively on archival and published sources, this book examines the impact of medical, scientific, political, cultural and social change on civilian asylums. It compares four asylums in London, each distinct in terms of their priorities and the diversity of their patients. Revealing the histories of the 100,000 civilian patients who were institutionalised during the First World War, this book offers new insights into decision-making and prioritisation of healthcare in times of austerity, and the myriad factors which inform this.

    Description: Those convicted of homicide were hanged on the public gallows before being dissected under the Murder Act in Georgian England. Yet, from 1752, whether criminals actually died on the hanging tree or in the dissection room remained a medical mystery in early modern society. Dissecting the Criminal Corpse takes issue with the historical cliché of corpses dangling from the hangman’s rope in crime studies. Some convicted murderers did survive execution in early modern England. Establishing medical death in the heart-lungs-brain was a physical enigma. Criminals had large bull-necks, strong willpowers, and hearty survival instincts. Extreme hypothermia often disguised coma in a prisoner hanged in the winter cold. The youngest and fittest were capable of reviving on the dissection table. Many died under the lancet. Capital legislation disguised a complex medical choreography that surgeons staged. They broke the Hippocratic Oath by executing the Dangerous Dead across England from 1752 until 1832.

    Description: The record books of the Order of Golden Fleece are the main source for the history of this important order of knighthood, which has been existing from the 15th century up to the present time. The here presented 4th record book covers the activities of the Order between 1477 and 1480 with the magnificent assembly in Bruges in spring 1478 as its climax: The Habsburgs Maximilian I as new Duke of Burgundy was installed as the new sovereign of the Order, symbolizing the beginning of a new era in the crisis-shaken Duchy of Burgundy. The volume contains the edition of the complete text (in 15th century French) with detailed commentary (in German) and a calendar of short abstracts of the letters issued by the Order or addressed to it. The edition of the record book with their exact details concerning the location of the meetings, participants, agenda, resolutions, elections and ceremonies present a hitherto unstudied source of the history of Order. The book also offers an interesting view of the critical period within the history of the Duchy Burgundy, in that because it also deals with questions of identity, social control as well as of loyalty and felony.

    Description: This open access book offers an unprecedented analysis of child welfare schemes, situating them in the wider context of post-war policy debates about the care of children. Between 1945 and 1970, an estimated 3,500 children were sent from Britain to Australia, unaccompanied by their parents, through child migration schemes funded by the Australian and British Governments and delivered by churches, religious orders and charities. Functioning in a wider history of the migration of unaccompanied children to overseas British colonies, the post-war schemes to Australia have become the focus of public attention through a series of public reports in Britain and Australia that have documented the harm they caused to many child migrants. Whilst addressing the wide range of organisations involved, the book focuses particularly on knowledge, assumptions and decisions within UK Government Departments and asks why these schemes continued to operate in the post-war period despite often failing to adhere to standards of child-care set out in the influential 1946 Curtis Report. Some factors – such as the tensions between British policy on child-care and assisted migration – are unique to these schemes. However, the book also examines other factors such as complex government systems, fragmented lines of departmental responsibility and civil service cultures that may contribute to the failure of vulnerable people across a much wider range of policy contexts.

    Description: Those convicted of homicide were hanged on the public gallows before being dissected under the Murder Act in Georgian England. Yet, from 1752, whether criminals actually died on the hanging tree or in the dissection room remained a medical mystery in early modern society. Dissecting the Criminal Corpse takes issue with the historical cliché of corpses dangling from the hangman’s rope in crime studies. Some convicted murderers did survive execution in early modern England. Establishing medical death in the heart-lungs-brain was a physical enigma. Criminals had large bull-necks, strong willpowers, and hearty survival instincts. Extreme hypothermia often disguised coma in a prisoner hanged in the winter cold. The youngest and fittest were capable of reviving on the dissection table. Many died under the lancet. Capital legislation disguised a complex medical choreography that surgeons staged. They broke the Hippocratic Oath by executing the Dangerous Dead across England from 1752 until 1832.

    Description: This chapter explores the relations between women, land, property and the law. The first part of the chapter outlines single, widowed and married women’s legal position as property owners, paying particular attention to the doctrines of primogeniture and coverture and their impact on women’s property rights. It explores the circumstances by which women most commonly became landowners, outlining the four main routes to landownership for women, as well as the practices by which married women were sometimes able to circumvent the restrictions of coverture. As a corollary to this, it also explores the impact of various changes to the early modern legal system – including the shift from dower to jointure arrangements, the emergence of strict settlement and the declining power of the ecclesiastical courts – on women’s property rights. The second half of the chapter sets out to assess the significance of women as a class of landowners in Georgian England, quantifying the scale of women’s landholding in the eighteenth and early nineteenth centuries using a large sample of data drawn from the parliamentary enclosure awards. In doing so, it responds to considerable uncertainty about the scale of women’s property ownership. Little quantitative information is available on the proportion of land owned by women, although a handful of studies have used rentals and leases to examine female landholding – as opposed to landownership – within small groups of manors. The results of the sampled enclosure awards are presented below, comparisons between this data and the earlier, smaller studies explored, and the new data used to throw light on four key issues: the legal and marital status of female landowners, the scale of individual female landowners’ holdings, the geography of female landownership and the thorny issue of change over time.

    Interest-Rate Rules in a New Keynesian Framework with Investment (2021)

    Description: The last decades have witnessed major progress in both monetary policy theory and practice, with broad academic consensus on the desirability of monetary policy rules and ongoing research on their exact specification. Typically, the analysis is carried out in a New Keynesian framework with nominal rigidities and constant capital stock. The latter represents a constraint that this study seeks to overcome by introducing a model with investment and capital adjustment costs. The work assesses different interest-rate rule specifications with respect to the target variables included, based on two criteria: determinacy of rational-expectations equilibrium and convergence to steady state after a shock. The study concludes that rules with both an inflation and an output gap target ensure a unique rational-expectations equilibrium and a less distressful adjustment of the economy after the occurrence of shocks.

    Description: South Tyrol is a small, mountainous area located in the central Alps. Despite its modest geographical size, it has come to represent a success story in the protection of ethnic minorities in Europe. When Austrian South Tyrol was given to Italy in 1919, about 200,000 German and Ladin speakers became Italian citizens overnight. Despite Italy’s attempts to Italianize the South Tyroleans, especially during the Fascist era from 1922 to 1943, they sought to maintain their traditions and language, culminating in violence in the 1960s. In 1972 South Tyrol finally gained geographical and cultural autonomy from Italy, leading to the ‘regional state’ of 2010. This book, drawing on the latest research in Italian and German, provides a fresh analysis of this dynamic and turbulent period of South Tyrolean and European history. The author provides new insights into the political and cultural evolution of the understanding of the region and the definition of its role within the European framework. In a broader sense, the study also analyses the shift in paradigms from historical nationalism to modern regionalism against the backdrop of European, global, national and local historical developments as well as the shaping of the distinct identities of its multilingual and multi-ethnic population.

    Description: This open access book analyses the interplay of sustainable development and human rights from different perspectives including fight against poverty, health, gender equality, working conditions, climate change and the role of private actors. Each aspect is addressed from a more human rights-focused angle and a development-policy angle. This allows comparisons between the different approaches but also seeks to close gaps which would remain if only one perspective would be at the center of the discussions. Specifically, the book shows the strong connections between human rights and the objectives of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals adopted by the United Nations in 2015. Already the preamble of this document explicitly states that “the 17 Sustainable Development Goals ... seek to realise the human rights of all”. Moreover, several goals and targets of the 2030 Agenda correspond to already existing individual human rights obligations. The contributions of this volume therefore also address how the implementation of human rights and SDGs can reinforce each other, but also point to critical shortcomings of the different approaches.

In this volume we integrate a wide range of historical, cartographic, archaeological, field-based, and onomastic data pertaining to early medieval and medieval administrative practices, geographies, and places of assembly in Norway, Sweden, Denmark, Iceland, the Faroe Islands, Scotland, and eastern England. This transnational perspective has enabled a new understanding of the development of power structures in early medieval northern Europe and the maturation of these systems in later centuries under royal control. In a series of richly illustrated chapters, we explore the emergence and development of mechanisms for consensus. We begin with a historiographical exploration of assembly research that sets the intellectual agenda for the chapters that follow. We then examine the emergence and development of the thing in Scandinavia and its export to the lands colonised by the Norse. We consider more broadly how assembly practices may have developed at a local level, yet played a significant role in the consolidation, and at times regulation, of elite power structures.     Description: This open access book explores common critiques in the literature of hybrid peacebuilding, especially the lack of connection between hybridity in theory and practice. Through using a complexity-informed framework, the foundation for introducing the mid-space actor typology is established. Mid-space actors as insider-partial mediators are perceived to be vital agents for peace processes in conflict-affected areas and thus can be important power brokers and focal points for outside actors. In this book, two insider views are examined through analysing mid-space actors in the peacebuilding process in Cambodia and in Mindanao, the Philippines. First, it explores the process of identity-building of Cambodian monks and how such a process enables or hinders the monks to bridge existing cleavages. Then, in the case study of Mindanao, the roles of civil society actors are considered. The next step is to introduce the outsider’s perspective on hybrid peacebuilding and how Asian peacebuilding actors such as China and Japan are engaging with mid-space actors who provide key bridges in peacebuilding.

    Reconciliation and Architectures of Commitment: Sequencing peace in Bougainville (2021)

    Description: Following a bloody civil war, peace consolidated slowly and sequentially in Bougainville. That sequence was of both a top-down architecture of credible commitment in a formal peace process and layer upon layer of bottom-up reconciliation. Reconciliation was based on indigenous traditions of peacemaking. It also drew on Christian traditions of reconciliation, on training in restorative justice principles and on innovation in womens’ peacebuilding. Peacekeepers opened safe spaces for reconciliation, but it was locals who shaped and owned the peace. There is much to learn from this distinctively indigenous peace architecture. It is a far cry from the norms of a ‘liberal peace’ or a ‘realist peace’. The authors describe it as a hybrid ‘restorative peace’ in which ‘mothers of the land’ and then male combatants linked arms in creative ways. A danger to Bougainville’s peace is weakness of international commitment to honour the result of a forthcoming independence referendum that is one central plank of the peace deal.

    Description: Those convicted of homicide were hanged on the public gallows before being dissected under the Murder Act in Georgian England. Yet, from 1752, whether criminals actually died on the hanging tree or in the dissection room remained a medical mystery in early modern society. Dissecting the Criminal Corpse takes issue with the historical cliché of corpses dangling from the hangman’s rope in crime studies. Some convicted murderers did survive execution in early modern England. Establishing medical death in the heart-lungs-brain was a physical enigma. Criminals had large bull-necks, strong willpowers, and hearty survival instincts. Extreme hypothermia often disguised coma in a prisoner hanged in the winter cold. The youngest and fittest were capable of reviving on the dissection table. Many died under the lancet. Capital legislation disguised a complex medical choreography that surgeons staged. They broke the Hippocratic Oath by executing the Dangerous Dead across England from 1752 until 1832.

    Description: Those convicted of homicide were hanged on the public gallows before being dissected under the Murder Act in Georgian England. Yet, from 1752, whether criminals actually died on the hanging tree or in the dissection room remained a medical mystery in early modern society. Dissecting the Criminal Corpse takes issue with the historical cliché of corpses dangling from the hangman’s rope in crime studies. Some convicted murderers did survive execution in early modern England. Establishing medical death in the heart-lungs-brain was a physical enigma. Criminals had large bull-necks, strong willpowers, and hearty survival instincts. Extreme hypothermia often disguised coma in a prisoner hanged in the winter cold. The youngest and fittest were capable of reviving on the dissection table. Many died under the lancet. Capital legislation disguised a complex medical choreography that surgeons staged. They broke the Hippocratic Oath by executing the Dangerous Dead across England from 1752 until 1832.

Secondly, the challenge of future people: how to adequately include future people in human rights, and how to set adequate priorities between the present and the future, especially in times of climate change?     Description: "War and Other Means describes and analyses the practices of war, the ‘objects of war’ and the conventions of the use of violence in Houaïlou, New Caledonia. It focuses on the colonial repression conducted in 1856 and after, the anti-sorcerer hunt in 1955, the independence mobilisation in the 1980s and the village feuds in the 2000s. Through this archaeology of violence, it reports on the practical inventiveness, intelligence and cunning of the Kanaks involved in social, often violent, conflicts. The use of archival material and recourse to the oral stories gathered from the inhabitants of Houaïlou restores the depth of these historical moments and the nested contexts of the political action that unfolded; it also questions the value and limits of fieldwork investigation. These episodes are moments of change in the social, administrative, land and political organisation of New Caledonia; they make it possible to understand, from France’s takeover to the present day, the real modalities of implementation of colonial and postcolonial governmentality. The attention given to the invention, the importation or the adaptation of repressive techniques, closely linked to the French experience in Algeria, opens up a geopolitics of colonisation. In other words, there is a revived interest in the ‘developmental state’ concept. The nature of the ‘emerging state’ is characterized by its attitude toward economic development and industrialization. Emerging states have engaged in the promotion of agriculture, trade, and industry and played a transformative role to pursue a certain path of economic development. Their success has cast doubt about the principle of laissez faire among the people in the developing world. This doubt, together with the progress of democratization, has prompted policymakers to discover when and how economic policies should deviate from laissez faire, what prevents political leaders and state institutions from being captured by vested interests, and what induce them to drive economic development. This book offers both historical and contemporary case studies from Japan, South Korea, Taiwan, Singapore, Indonesia, Malaysia, Myanmar, Ethiopia, Kenya, and Rwanda. They illustrate how institutions are designed to be developmental, how political coalitions are formed to be growth-oriented, and how technocratic agencies are embedded in a network of business organizations as a part of their efforts for state building.

    Description: This chapter adopts methodological cosmopolitanism to revisit the Maria Luz Incident (1872), a colourful diplomatic episode that involved two civil suits brought before a court created for the specific purpose of adjudicating whether the ship’s captain ill-treated and abused his Chinese ‘passengers’ while the ship was anchored for repairs in Yokohama Port. The chapter argues that the Maria Luz Incident was not a seminal moment when rights talk was introduced to Japan. Rather, the incident was due to a lack of consensus in international law regarding whether the ‘coolie trade’ was free labour or slavery. The research traces how international law and narrow ideas of freedom (the freedom to enter contracts) became aligned with the workings of Japanese licensed prostitution.

    Description: The subject of this book is the discourse of persecution used by Christians in Late Antiquity (c. 300–700 CE). Through a series of detailed case studies covering the full chronological and geographical span of the period, this book investigates how the conversion of the Roman Empire to Christianity changed the way that Christians and para- Christians perceived the hostile treatments they received, either by fellow Christians or by people of other religions. A closely related second goal of this volume is to encourage scholars to think more precisely about the terminological difficulties related to the study of persecution. Indeed, despite sustained interest in the subject, few scholars have sought to distinguish between such closely related concepts as punishment, coercion, physical violence, and persecution. Often, these terms are used interchangeably. Although there are no easy answers, an emphatic conclusion of the studies assembled in this volume is that “persecution” was a malleable rhetorical label in late antique discourse, whose meaning shifted depending on the viewpoint of the authors who used it. This leads to our third objective: to analyze the role and function played by rhetoric and polemic in late antique claims to be persecuted. Late antique Christian writers who cast their present as a repetition of past persecutions often aimed to attack the legitimacy of the dominant Christian faction through a process of othering. This discourse also expressed a polarizing worldview in order to strengthen the group identity of the writers’ community in the midst of ideological conflicts and to encourage steadfastness against the temptation to collaborate with the other side.

    Rethinking Migration and Return in Southeastern Europe (2021)

    Description: This book provides an important new analytical framework for making sense of return, remigration and circular mobility, conceptualising them as different phases of a wider migration process. Using an in-depth case study of Albania and its two main destination countries, Italy and Greece, the book demonstrates that instead of being viewed as a linear path between origin and destination, migration should be seen as a segmented, or cyclical pattern that may involve several localities and more than two countries. Characterised by important previous historical, social, economic and political linkages, geographical proximity but also high migration volatility and sustained flows in either directions, Albanian migration to Italy and Greece offers an optimal case study for analysing complex return, reintegration and mobility processes. While interesting as a unique regional migration system, the lessons learned cast light on important migration and mobility dynamics that are relevant for labour migration in Europe, also from other important migrant origin countries in the EU’s neighbourhood such as for instance Morocco or the Ukraine. This rich theoretical and empirical study will be of interest to researchers within European Studies and Migration Studies, as well as providing a useful contribution to policy debates on how to govern return migration, reintegration and circular migration.

Eva Fodor analyzes an important part of this agenda that directly targets gender relations through a set of policies, political practice and discourse—what she calls “carefare.” The book reveals how this is the anti-liberal response to the crisis-of-care problem and establishes how a state carefare regime disciplines women into doing an increasing amount of paid and unpaid work without fair remuneration. Fodor analyzes elements of this regime in depth and contrasts it to other social policy ideal-types, demonstrating how carefare is not only a set of policies targeting women, but an integral element of anti-liberal rule that can be seen emerging globally.

    Description: Those convicted of homicide were hanged on the public gallows before being dissected under the Murder Act in Georgian England. Yet, from 1752, whether criminals actually died on the hanging tree or in the dissection room remained a medical mystery in early modern society. Dissecting the Criminal Corpse takes issue with the historical cliché of corpses dangling from the hangman’s rope in crime studies. Some convicted murderers did survive execution in early modern England. Establishing medical death in the heart-lungs-brain was a physical enigma. Criminals had large bull-necks, strong willpowers, and hearty survival instincts. Extreme hypothermia often disguised coma in a prisoner hanged in the winter cold. The youngest and fittest were capable of reviving on the dissection table. Many died under the lancet. Capital legislation disguised a complex medical choreography that surgeons staged. They broke the Hippocratic Oath by executing the Dangerous Dead across England from 1752 until 1832.

With a reform faction in charge, the military regime itself after 1999 slowly began experimenting with modest changes, before committing in 2008 to transfer power via a constitutional referendum and national elections, both of which it effectively controlled.
