    Description: The formation of coalitions to achieve both collaborative and competitive goals is a phenomenon we see all around us. The list of examples of this phenomenon is long and varied: production cartels, political lobbies, customs unions, environmental coalitions, and ethnic alliances are just a few everyday instances. This book looks at coalition formation from the perspective of game theory. How are agreements determined? Which coalitions will form? And are such agreements invariably efficient from a social perspective? The book brings together developments in both cooperative and non-cooperative game theory to study the analytics of coalition formation and binding agreements. It concentrates on pure theory, but discusses several potential applications, such as oligopoly and the provision of public goods.

    Resetting the International Monetary (Non)System (2021)

    Description: This book provides an analysis of the global monetary system and the necessary reforms that it should undergo to play an active role in the twenty-first century. As its title indicates, its basic diagnosis is that it is an ad hoc framework rather than a coherent system—a ‘non-system’—which evolved after the breakdown of the original Bretton Woods arrangement in the early 1970s. The book places a special focus on the asymmetries that emerging and developing countries face within the current system, and therefore on the development dimensions of the global monetary system and of global monetary reform. The book proposes a comprehensive yet evolutionary reform of the system that includes: (i) provision of international liquidity through a system that mixes the multi-currency arrangement with a more active use of the IMF’s Special Drawing Rights (SDRs), the only true global currency that has been created; (ii) stronger mechanisms of macroeconomic policy cooperation, including greater cooperation in exchange rate management, and freedom to manage capital flows as a complement to counter-cyclical macroeconomic policy and other instruments of financial regulation; (iii) additional automatic balance-of-payments financing facilities, and the complementary use of swap and regional arrangements; (iv) a multilateral sovereign debt workout mechanism; and (v) major reforms of the system’s governance, based on a more representative apex organization, more equitable participation of emerging and developing countries in decision-making, and a network of global, regional, inter-regional, and sub-regional organizations.

    Description: Debate between bioliberals (who adopt a permissive view about human enhancement) and bioconservatives (who oppose it) often fails to be constructive, since bioliberals are often dismissive of the conservative values to which bioconservatives frequently appeal. As a result, bioconservative opposition to enhancement remains poorly understood by bioliberals. We attempt to increase this understanding first by identifying conservative values underlying bioconservative opposition to enhancement, and second by considering on what grounds bioconservatives might object to the biological enhancement of bioconservative values. By identifying grounds that appeal to values shared by both bioconservatives and bioliberals, we aim to provide a platform on which human enhancement can be constructively debated by bioliberals and bioconservatives. We close by focusing on Mill's arguments in favour of originality as possible support for bioconservative argument.

    Description: Health is a matter of fundamental importance in European societies, both as a human right in itself, and as a factor in a productive workforce and therefore a healthy economy. New health technologies promise improved quality of life for patients suffering from a range of diseases, and the potential for the prevention of incidence of disease in the future. At the same time, new health technologies pose significant challenges for governments, particularly in relation to ensuring the technologies are safe, effective, and provide appropriate value for (public) money. To guard against the possible dangers arising from new health technologies, and to maximize the benefits, all European governments regulate their development, marketing, and public financing. In addition, several international institutions operating at European level, in particular the European Union, the Council of Europe, and the European Patent Office, have become involved in the regulation of new health technologies. They have done so both through traditional 'command and control' legal measures, and through other regulatory mechanisms, including guidelines, soft law, 'steering' through redistribution of resources, and private or quasi-private regulation. This collection analyses European law and its relationships with new health technologies. It uses interdisciplinary insights, particularly from law but also drawing on regulation theory, and science and technology studies, to shed new light on some of the key defining features of the relationships and especially the roles of risk, rights, ethics, and markets. The collection explores the way in which European law's engagement with new health technologies is to be legitimized, and discusses the implications for biological or biomedical citizenship.

    Description: The book offers the first treatment in English to provide a thorough examination of the legal duties falling under the principle of loyalty in EU public law. Despite its seemingly innocuous wording, in what is now Article 4 (3) TEU, the principle of sincere cooperation has had a significant impact in deepening the reach of EU law within the Member States. The principle has been central to the development of Union law since the 1960s, and is still being relied on by the European Court of Justice to often-controversial effect. Providing a thorough discussion of the principle of loyalty in EU law, this book introduces a novel classification of the very diverse roles loyalty plays in the EU. It distinguishes between the effects loyalty prescribes for interlocking the legal orders of the Member States with Union law (cohesion), its application in preventing and resolving conflicts between the Union and the Member States (cooperation), and the loyalty principle's role in the shaping of EU law (construction). It addresses important and yet unresolved questions pertaining to loyalty, such as its relation to the principles of solidarity, effectiveness, fidelity, pre-emption, the Union interest, institutional balance, and the unity of international representation. The book explains why the principle of loyalty has been neglected in the prevailing narratives about the constitutionalization of EU law, places it in its international context, examining how it has influenced EU law and the comparisons that can be drawn with national and international principles of law.

    Equality, Freedom, and Democracy (2021)

    Description: A democratic regime is assumed to implement freedom and equality as the two critical and most important values. The question we intend to address here is: how and why has the actual implementation of freedom and equality been changing in the 1990–2020 period? Researching this topic, we cannot ignore the impact of the Great Recession since 2008. Thus, in this comparative research, we analyse France, Germany, Italy, Poland, Spain, and the United Kingdom to detect the changes. As expected, the six largest European democracies have been differently affected by the crisis, as they also had different background factors. We address an additional question: what is the impact of the European Union on the two democratic values? Accordingly, we analyse economic inequality, social inequality, and ethnic inequality with the related changing trends and explanations. We also detect and analyse the trend of freedoms, and especially personal dignity, civil rights, and political rights. Thus, the relative decline of equalities and freedoms in the six countries emerge in the different complex facets. We also explore the demand for equalities and freedoms by citizens and the political commitments of party leaders. The other issues we address include how and why, respectively, equalities and freedoms are affected by domestic aspects and the role of external factors, especially the European Union. By connecting equalities and freedoms and drawing the lines of entire research, we show how there are three different paths in the future of democracy: balanced democracy, protest democracy, and unaccountable democracy.

    Description: "An Equal Burden forms the first scholarly study of the Army Medical Services in the First World War to focus on the roles and experiences of the men of the ranks of the Royal Army Medical Corps (RAMC). These men, through their work as stretcher bearers and orderlies, provided a range of labour, both physical and emotional, in aid of the sick and wounded. They were not professional medical caregivers, yet were called upon to provide medical care, however rudimentary; they served in uniform, under military discipline, yet were forbidden, as non-combatants, from carrying weapons. Their service as men in wartime, was thus unique. Structured both chronologically and thematically, this study examines both the work that RAMC rankers undertook and its importance to the running of the chain of medical evacuation. It additionally explores the gendered status of these men within the medical, military and cultural hierarchies of a society engaged in total war, locating their service within the context of that of doctors, female nurses and combatant servicemen. Through close readings of official documents, personal papers, and cultural representations, both verbal and visual, it argues that the ranks of the RAMC formed a space in which non-commissioned servicemen, through their many roles, defined and redefined medical caregiving as men’s work in wartime."

    Description: While it is possible for economies to grow based on abundant land or natural resources, more often structural change—the shift of resources from low-productivity to high-productivity sectors—is the key driver of economic growth. Structural transformation is vital for Africa. The region’s much-lauded growth turnaround since 1995 has been the result of fewer economic policy mistakes, robust commodity prices, and new discoveries of natural resources. At the same time, Africa’s economic structure has changed very little. Primary commodities and natural resources still account for the bulk of exports. Industry is most often the leading driver of structural transformation. Africa’s experience with industrialization over the past thirty years has been disappointing. In 2010, sub-Saharan Africa’s average share of manufacturing value added in GDP was 10 per cent, unchanged from the 1970s. In fact the share of medium- and high-tech goods in manufacturing production has been falling since the mid-1990s. Per capita manufactured exports are less than 10 per cent of the developing country average. Consequently, Africa’s industrial transformation has yet to take place. This book presents results of comparative country-based research that sought to answer a seemingly simple but puzzling question: why is there so little industry in Africa? It brings together detailed country case studies of industrial policies and industrialization outcomes in eleven countries, conducted by teams of national researchers in partnership with experts on industrial development. It provides the most comprehensive description and analysis available of the contemporary industrialization experience in low-income Africa.

    Description: In the present paper I aim to explore the related area of how, for Galen, emotional states - the soul's affections, or pathē - are connected with bodily states. I shall be doing this largely on the basis of texts which are much less well studied - even amongst Galen scholars - than those just mentioned, and in particular ones which are not overtly works of ‘psychology’ or soul theory at all. In the process I shall be focussing on one particular group of common, we might say everyday, mental or emotional disturbances which Galen discusses, in some detail, in relation to their physical correlates. It is, indeed, striking that most of the detailed material that Galen offers in this area - most of the discussion of this particular set of disturbances - appears, not in his specific work on the affections of the soul, Aff. Pecc. Dig., nor in the other most obviously psychological works, PHP or QAM, but in a range of more general, medical works on disease, health and diagnosis.

    Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: In June 2013, Edward Snowden revealed a secret US government program that collected records on every phone call made in the country. Further disclosures followed, detailing mass surveillance by the UK as well. Journalists and policymakers soon began discussing large-scale programs in other countries. Over two years before the Snowden leaks began, Cate and Dempsey had started researching systematic collection. Leading an initiative sponsored by The Privacy Projects, they commissioned a series of country reports, asking national experts to uncover what they could about government demands that telecommunications providers and other private-sector companies disclose information about their customers in bulk. Their initial research found disturbing indications of systematic access in countries around the world. These programs, often undertaken in the name of national security, were cloaked in secrecy and largely immune from oversight, posing serious threats to personal privacy. After the Snowden leaks, the project morphed into something more ambitious: an effort to explore what should be the rules for government access to data and how companies should respond to those demands within the framework of corporate responsibility. This volume concludes the nearly six-year project. It assembles 12 country reports, updated to reflect recent developments. One chapter presents both descriptive and normative frameworks for analyzing national surveillance laws. Others examine international law, human rights law, and oversight mechanisms. Still others explore the concept of accountability and the role of encryption in shaping the surveillance debate. In their conclusion, Cate and Dempsey offer recommendations for both government and industry.

    Description: The book proposes a profound rethink of the complex relationship between Europe—defined here as the European Union and its members—and the states of the Mediterranean Middle East and North Africa (MENA), Europe’s ‘southern neighbours’. These relations are examined through a borderlands prism that conceives of this interaction as one between an empire of sorts that seeks to export its order beyond the border, and the empire’s southern borderlands. Focusing on trade relations on the one hand, and the cooperation on migration, borders, and security on the other, the book revisits the historical origins and modalities of Europe’s selective rule transfer to MENA states, the interests underwriting these policies, and the complex dynamics marking the interaction between the two sides over a twenty-year period (1995–2015). It shows that within a system of structurally asymmetric economic relations from which Europe and MENA elites benefit the most, single MENA governments have been co-opted into the management of border and migration control where they act as Europe’s gatekeepers. Combined with specific policy choices of MENA governments, Europe’s selective expansion of its rules, practices, and disaggregated borders have contributed to rising socio-economic inequalities and the strengthening of authoritarian rule in the ‘southern neighbourhood’, with Europe tacitly tolerating serious violations of the rights of refugees and migrants at its fringes. Challenging the self-proclaimed benevolent nature of European policies and the notion of ‘Fortress Europe’ alike, the findings of this study contribute to broader debates on power, dependence, and interdependence in the discipline of international relations.

    Description: M. Scribonius Drusus Libo has always been considered an inexplicable victim of predatory prosecutors, destroyed in the changed conditions of Tiberius’ succession to the founder of the Principate. This is wrong. Drusus Libo conspired with a group of Tiberius’ opponents to challenge Tiberius’ right. The senate’s investigation of Drusus Libo will be examined in Chapter One and Chapter Two. It will be shown that Drusus Libo was treated in a way reminiscent of Catiline’s associate P. Lentulus Sura in 63 bc. Drusus Libo’s collaborators are then identified as a group of persons who supported first Gaius Caesar, then L. Aemilius Paullus and finally Agrippa Postumus. It is argued that the relationship of this group to Tiberius was beyond repair long before he succeeded Augustus. Tiberius’ succession to the supreme power in ad 14 signalled, therefore, a decisive defeat for this group. The succession is thus reconsidered from a new point of view: it was by no means sewn up. Drusus Libo is central to our understanding of Tiberius’ behaviour at this time. This is what the book examines in detail. A new historical model for the years 6 bc to ad 16 is offered, which has repercussions for the study of both the preceding and subsequent periods. The book is therefore a contribution to the study of the invention of the Principate at Rome.

    Description: Structural transformation in Africa has become a hot topic. One of the earliest stylized facts of development economics is that low-income countries have large differences in output per worker across sectors, and movement of workers from low- to high-productivity sectors—structural transformation is a key driver of economic growth. Between 1950 and 2006, about half of the catch-up by developing countries—led by East Asia—to advanced economy productivity levels was due to rising productivity within manufacturing combined with structural transformation out of agriculture. Manufacturing has the capacity to employ large numbers of unskilled workers, is capable of large productivity gains through innovation, and entails tradeable products that permit economies of scale and specialization. But manufacturing in Africa, rather than leading growth, has typically been a lagging sector. In 2014, the average share of manufacturing in GDP in sub-Saharan Africa hovered around 10 per cent, unchanged from the 1970s, leading some observers to be pessimistic about Africa’s potential to catch the wave of sustained rapid growth and rising incomes. This book challenges that view. It argues that other activities sharing the characteristics of manufacturing—including tourism, ICT, and other services as well as food processing and horticulture—are beginning to play a role analogous to the role that manufacturing played in East Asia. This reflects not only changes in the global organization of industries since the early era of rapid East Asian growth, but also advantages unique to Africa. These ‘industries without smokestacks’ offer new opportunities for Africa to grow in coming decades.

The toolbox has now been extensively tested through use of the first two editions and this third edition is a comprehensive revision, incorporating the many developments that have taken place with respect to trials since 1996 and involving more than 30 contributors. Most of the chapters have been extensively revised and 7 new chapters have been added.

    Description: This book develops Non-Identity Theodicy as an original response to the problem of evil. It begins by recognizing that horrendous evils pose distinctive challenges for belief in God. To home in on these challenges, this book constructs an ethical framework for theodicy by sketching four cases of human action where horrendous evils are either caused, permitted, or risked, either for pure benefit (i.e. a benefit that does not avert a still greater harm) or for harm avoidance. This framework is then brought to bear on the project of theodicy. The initial conclusions drawn impugn the dominant structural approach of depicting God as causing or permitting horrors in individual lives for the sake of some merely pure benefit. This approach is insensitive to relevant asymmetries in the justificatory demands made by horrendous and non-horrendous evil and in the justificatory work done by averting harm and bestowing pure benefit. Next this book critiques Fall-based theodicies that depict God as permitting or risking horrors in order to avert greater harm. The second half of this book develops a theodicy that falls outside of the proposed taxonomy. Non-Identity Theodicy suggests that God allows evil because it is a necessary condition of creating individual people whom he desires to love. This approach to theodicy is unique because the justifying good recommended is neither harm-aversion nor pure benefit. It is not a good that betters the lives of individual human persons (for they would not exist otherwise), but it is the individual human persons themselves.

The volume comprises detailed discussions of focus structure, predication and argument realization, the definiteness effects, and the linking from semantics to syntax in there sentences, advancing novel proposals in each case. The testing of influential hypotheses on existential constructions against first-hand dialect evidence leads the book to argue that existential and locative there sentences differ in focus structure and semantics, although their not being predicate focus constructions and the non-canonicality of the predicate—which is typically referential—is reflected in their shared morphosyntactic features. The hypothesis that the pivot is the predicate of the existential construction is adopted in the analysis, although a distinction is drawn between referential and non-referential pivots, which explains variation in pivot behaviour in morphosyntax. The volume also provides the historical background of Romance there sentences, relying on the findings of the analysis of a substantial corpus of early Italo-Romance vernacular texts.

    Description: Organ donation and transplantation is a largely successful treatment used to replace failing organs. However, donation rates have never met the demand for transplantable organs. Biomedical researchers are exploring alternative sources from nonhuman animal donors such as pigs; improved biotechnological solutions such as total artificial hearts; and 3D printed organs developed from the recipient’s own cells. These These solutions are in various stages of development, and they may or may not prove viable in terms of cost, functionality, and/or compatibility with the recipient’s body. In this chapter, I ask not about the viability of these proposed solutions, but rather, about the acceptability of the various technologies to potential recipients. Simply put: were these organ transplant alternatives to become available, would patients agree to them? Analyzing answers from focus group interviews and surveys, I use the responses to show that individuals imagine these various technologies as familiar or foreign, self or other, clean or dirty, and so on. People envisage that using different different different materials will certainly affect their bodies but also their subjectivities. New biotechnologies are raising questions about altering subjectivity through body modification and the answers to these questions demonstrate ambiguity.

    Description: We consider a strategy for justifying bio-conservative opposition to enhancement according to which we should resist radical departures from human nature, not because human nature possesses any intrinsic value, but because it is our nature. The idea is that we can be partial to humanity in the same way that common sense morality allows us to be partial to self, family, lovers, friends or our country. Whilst a similar idea was suggested by Bernard Williams and Jerry Cohen, it was not fully developed, and their arguments fail to mount a serious challenge to many forms of enhancement. We explore a better approach, drawing on recent literature about the nature and grounds of partiality, and attempt to elucidate what partiality for humanity might plausibly involve. We argue, however, that even if such partiality for humanity is defensible, it can at most only set limits on enhancement.

    Description: Much of the information relevant to policy formulation for industrial development is held by the private sector, not by public officials. There is, therefore, fairly broad agreement in the development literature that some form of structured engagement—often referred to as close or strategic coordination—between the public and private sectors is needed, to assist in the design of appropriate policies and provide feedback on their implementation. There is less agreement on how that engagement should be structured, how its objectives be defined, and how success be measured. In fact, the academic literature provides little practical guidance on how governments interested in developing such a framework should go about doing it. The burden of this lack of guidance falls most heavily on Africa, where—despite twenty years of growth—lack of structural transformation has slowed job creation and the pace of poverty reduction. In 2014, the Korea International Cooperation Agency (KOICA) and United Nations University World Institute for Development Economics Research (UNU-WIDER) launched a joint research project: The Practice of Industrial Policy. The aim is to help African policy makers develop better coordination between public and private sectors in order to identify the constraints to faster structural transformation and design, implement, and monitor policies to remove them. This book, written by national researchers and international experts, presents the results of that research by combining a set of analytical ‘framing’ essays on close coordination with case studies of successful and unsuccessful efforts at close coordination in Africa and in comparator countries.

As a consequence, those planning such trials have few guidelines available and little access to previously accumulated knowledge. In this book the practical issues of trial design and conduct are discussed fully and in sufficient detail for the text to be used as a “toolbox” by field investigators. The toolbox has now been extensively tested through use of the first two editions and this third edition is a comprehensive revision, incorporating the many developments that have taken place with respect to trials since 1996 and involving more than 30 contributors. Most of the chapters have been extensively revised and 7 new chapters have been added.

    Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: Governments play a major role in the development process, and constantly introduce reforms and policies to achieve developmental objectives. Many of these interventions have limited impact, however; schools get built but kids don’t learn, IT systems are introduced but not used, plans are written but not implemented. These achievement deficiencies reveal gaps in capabilities, and weaknesses in the process of building state capability. This book addresses these weaknesses and gaps. It starts by providing evidence of the capability shortfalls that currently exist in many countries, showing that many governments lack basic capacities even after decades of reforms and capacity-building efforts. The book then analyzes this evidence, identifying capability traps that hold many governments back—particularly related to isomorphic mimicry (where governments copy best practice solutions from other countries that make them look more capable even if they are not more capable) and premature load bearing (where governments adopt new mechanisms that they cannot actually make work, given weak extant capacities). The book then describes a process that governments can use to escape these capability traps. Called PDIA (problem-driven iterative adaptation), this process empowers people working in governments to find and fit solutions to the problems they face. The discussion about this process is structured in a practical manner so that readers can actually apply tools and ideas to the capability challenges they face in their own contexts. These applications will help readers devise policies and reforms that have more impact than those of the past.

    Estimating Illicit Financial Flows (2021)

    Description: Illicit financial flows constitute a global phenomenon of massive but uncertain scale, which erodes government revenues and drives corruption in countries rich and poor. In 2015, the countries of the world committed to a target to reduce illicit flows, as part of the UN Sustainable Development Goals. But five years later, there is still no agreement on how that target should be monitored—to say nothing of how it will be achieved. The term ‘illicit financial flows’ covers a range of corrupt practices, aimed at obtaining immunity or impunity from criminal law, from market regulation and from taxation. Illicit flows occur through many different channels, whether they involve laundering the proceeds of crime, for example, or shifting the profits of multinational companies. There are two consistent features. First, illicit flows are deliberately hidden. These cross-border movements of assets and income streams depend on a set of common tools including opaque company accounts, legal vehicles for anonymous ownership, and the secrecy jurisdictions that provide these services. Second, the overall effect of illicit flows is to reduce the revenue available to states, and to weaken the quality of governance—so there is less money to support human development, and it is less likely to be spent well. In this book, two of the economists most closely involved in the process to develop UN indicators of illicit financial flows offer a critical survey of the existing data and methodologies, identifying the most promising avenues for future improvement and setting out their own proposals.

    Description: This book analyses the role of public action in solving the problem of hunger in the modern world. The study is divided into four parts. The first, making extensive use of the concepts of entitlements and capabilities explores the interaction of nutritional, economic, social, and political elements and their influence on hunger and deprivation. The problem of famine prevention is the main focus of the second part, with special attention given to Africa and India. The third part is devoted to the issue of fighting chronic undernourishment and the lessons to be learnt from the policies of China, India, and some other countries. The last part draws together the main themes and concerns of the earlier chapters, and provides an integrated view of the role of public action in eliminating hunger. The study suggests that there is indeed some space for public action in solving the problem of hunger and deprivation. In the case of famine prevention, social security could provide early warning systems and employment provision plans. To fight endemic deprivation, the authors suggest, among other things, that basic health care, elementary education, and food programmes should be looked at.

    Description: Plural logic has become a well-established subject, especially in philosophical logic. This book explores its broader significance for philosophy, logic, and linguistics. What can plural logic do for us? Are the bold claims made on its behalf correct? After introducing plural logic and its main applications, the book provides a systematic analysis of the relation between this logic and other theoretical frameworks such as set theory, mereology, higher-order logic, and modal logic. The applications of plural logic rely on two assumptions, namely that this logic is ontologically innocent and has great expressive power. These assumptions are shown to be problematic. The result is a more nuanced picture of plural logic’s applications than has been given so far. Questions about the correct logic of plurals play a central role in the last part of the book, where traditional plural logic is rejected in favor of a “critical” alternative. The most striking feature of this alternative is that there is no universal plurality. This leads to a novel approach to the relation between the many and the one. In particular, critical plural logic paves the way for an account of sets capable of solving the set-theoretic paradoxes.

    Youth and Jobs in Rural Africa (2021)

    Description: Theories underlying the relationship between urbanization and transformation are being challenged by trends in Sub-Saharan African countries, since many have yet to observe their own “green” or industrial revolutions, despite moderate urbanization. Africa’s trajectory is very different than those of other developing regions, a main reason for which is the region’s significant “youth bulge” and the lack of a labor market outlet for this growing subpopulation. In many countries, the youth are driving the (albeit slow) movement out of agriculture, yet rather than migrating to urban areas, many are finding (usually informal) work in secondary cities, their peri-urban spaces, and the rural nonfarm economy. This book examines the overall trends in youth migration, policies, and political activism, then looks specifically at five African case studies to identify key trends and provide recommendations on encouraging youth to spur structural change. Conclusions reached in this book include that the rate of structural transformation varies among countries in Sub-Saharan Africa, but in most cases, it is the youth who are driving these changes. Education, access to financial services, and agricultural productivity contribute to this structural transformation and can act as pushes or pulls out of agriculture for the youth. However, when structural transformation policies are not pro-poor or inclusive, it can result in higher levels of youth under- and unemployment. Thus, the conclusions point to recommendations focusing on agricultural productivity, the rural nonfarm economy and informal sectors especially along agriculture value chains, access to finance and savings, infrastructure, and education.

    Description: In this book Shepherd offers a perspective on the shape of agency by offering interlinked explanations of the basic building blocks of agency, as well as its exemplary instances. In the book’s first part, he offers accounts of phenomena that have long troubled philosophers of action: control over behavior, non-deviant causation, and intentional action. These accounts build on earlier work in the causalist tradition and undermine the claims of many that causalism cannot offer a satisfying account of non-deviant causation, and therefore intentional action. In the book’s second part, he turns to modes of agentive excellence—ways that agents display quality of form. He offers a novel account of skill, including an account of the ways that agents display more or less skill. He discusses the role of knowledge in skill and concludes that while knowledge is often important, it is inessential. This leads to a discussion of knowledge of action—of the way that knowledge of action and knowledge of how to act informs action execution. Shepherd argues that knowledgeable action includes a unique epistemic underpinning. For in knowledgeable action, the agent has authoritative knowledge of what she is doing and how she is doing it when and because she is poised to control her action by way of practical reasoning.

    The Interaction of Focus, Givenness, and Prosody: A Study of Italian Clause Structure (2021)

    Description: This book provides an in-depth investigation of contrastive focalization in Italian, showing that its syntactic expression is systematically affected by the syntactic expression of discourse-givenness. The proposed analysis disentangles the properties genuinely associated with contrastive focalization from those determined by the most productive operations affecting discourse given phrases at the right periphery, namely right dislocation and marginalization. On this basis, it shows that in the default case contrastive focalization occurs in situ and that instances of left-peripheral focalization only arise when focus obligatorily evacuates a larger right-dislocating phrase, giving rise to a distribution of leftward-moved foci that generalizes well beyond the cases examined in Rizzi (1997) and most literature since. In its final chapter, the book examines the syntax–prosody interface, showing how focalization in situ and other key properties follow from the prosodic constraints governing stress placement, thus reinterpreting and extending Zubizarreta’s (1998) analysis of p-movement and the role of prosody in shaping syntax. Overall, this book offers an evidence-backed radical departure from current views of focalization based on a fixed focus projection at the left periphery of the clause. It also provides the most comprehensive study of Italian marginalization and right dislocation available to date.

    Explaining Criminal Careers: Implications for Justice Policy (2021)

    Description: Explaining Criminal Careers presents a simple quantitative theory of crime, conviction and reconviction, the assumptions of the theory are derived directly from a detailed analysis of cohort samples drawn from the “UK Home Office” Offenders Index (OI). Mathematical models based on the theory, together with population trends, are used to make: exact quantitative predictions of features of criminal careers; aggregate crime levels; the prison population; and to explain the age-crime curve, alternative explanations are shown not to be supported by the data. Previous research is reviewed, clearly identifying the foundations of the current work. Using graphical techniques to identify mathematical regularities in the data, recidivism (risk) and frequency (rate) of conviction are analysed and modelled. These models are brought together to identify three categories of offender: high-risk / high-rate, high-risk / low-rate and low-risk / low-rate. The theory is shown to rest on just 6 basic assumptions. Within this theoretical framework the seriousness of offending, specialisation or versatility in offence types and the psychological characteristics of offenders are all explored suggesting that the most serious offenders are a random sample from the risk/rate categories but that those with custody later in their careers are predominantly high-risk/high-rate. In general offenders are shown to be versatile rather than specialist and can be categorised using psychological profiles. The policy implications are drawn out highlighting the importance of conviction in desistance from crime and the absence of any additional deterrence effect of imprisonment. The use of the theory in evaluation of interventions is demonstrated.

    Description: Very often, we’re uncertain about what we ought, morally, to do. We don’t know how to weigh the interests of animals against humans, or how strong our duties are to improve the lives of distant strangers, or how to think about the ethics of bringing new people into existence. But we still need to act. So how should we make decisions in the face of such uncertainty? Though economists and philosophers have extensively studied the issue of decision-making in the face of uncertainty about matters of fact, the question of decision-making given fundamental moral uncertainty has been neglected. In this book, philosophers William MacAskill, Krister Bykvist and Toby Ord try to fill this gap. They argue that there are distinctive norms that govern how one ought to make decisions given moral uncertainty. They then defend an information-sensitive account of how to make such decisions according to which the correct way to act in the face of moral uncertainty depends on whether the moral theories in which one has credence are merely ordinal, cardinal, or both cardinal and intertheoretically comparable. They tackle the problem of how to make intertheoretic comparisons, discussing several novel potential solutions. Finally, they discuss implications of their view for metaethics and practical ethics, and show how their account can shed light on the value of moral enquiry.

    Description: Small businesses were at the heart of the economic growth and social transformation that characterized the Industrial Revolution in Britain. In towns across north-west England, shops and workshops dominated the streetscape, and helped to satisfy an increasing desire for consumer goods. Yet, despite their significance, we know surprisingly little about these firms and the people who ran them, for, while those engaged in craft-based manufacturing, retailing, and allied trades constituted a significant proportion of the urban population, they have been generally overlooked by historians. Instead, our view of the world of business is more usually taken up by narratives of particularly successful firms, and especially those involved in new modes of production. By examining some of the forgotten businesses of the Industrial Revolution, and the men and women who worked in them, this book presents a largely unfamiliar commercial world. Its approach, which spans economic, social, and cultural history, as well as encompassing business history and the histories of the emotions, space, and material culture, alongside studies of personal testimony, testatory practice, and property ownership, tests current understandings of gender, work, family, class, and power in the late eighteenth and early nineteenth centuries. It provides us with new insights into the lives of ordinary men and women in trade, whose relatively mundane lives are easily overlooked, but who were central to the story of a pivotal period in British history.

    Description: This collection of essays explores the metaphysical thesis that the living world is not ontologically made up of substantial particles or things, as has often been assumed, but is rather constituted by processes. The biological domain is organized as an interdependent hierarchy of processes, which are stabilized and actively maintained at different timescales. Even entities that intuitively appear to be paradigms of things, such as organisms, are actually better understood as processes. Unlike previous attempts to articulate processual views of biology, which have tended to use Alfred North Whitehead’s panpsychist metaphysics as a foundation, this book takes a naturalistic approach to metaphysics. It submits that the main motivations for replacing an ontology of substances with one of processes are to be looked for in the empirical findings of science. Biology provides compelling reasons for thinking that the living realm is fundamentally dynamic and that the existence of things is always conditional on the existence of processes. The phenomenon of life cries out for theories that prioritize processes over things, and it suggests that the central explanandum of biology is not change but rather stability—or, more precisely, stability attained through constant change. This multicontributor volume brings together philosophers of science and metaphysicians interested in exploring the consequences of a processual philosophy of biology. The contributors draw on an extremely wide range of biological case studies and employ a process perspective to cast new light on a number of traditional philosophical problems such as identity, persistence, and individuality.

In this book, McCoy examines ways in which Greek epic, tragedy, and philosophy have important insights to offer about the nature of human vulnerability and how human beings might better come to terms with their own vulnerability. While studies of Greek heroism and virtue often focus on strength of character, prowess in war, or the achievement of honor for oneself or one’s society, McCoy examines another side to Greek thought that extols the recognition and proper acceptance of vulnerability. McCoy begins with the literary works of Homer’s Iliad, Sophocles’ Oedipus Rex, Oedipus at Colonus and Philoctetes before expanding her analysis to philosophical works. There, she analyzes imagery of wounding in Plato’s Gorgias and Symposium as well as Aristotle’s work on the vulnerability inherent in friendship and an innovative interpretation of tragic catharsis in the Poetics.     Description: Systematic variation in form between semantic equivalents across languages is a key explanandum of linguistic theory. Two contrasting views of the role of lexical semantics in the analysis of such variation can be found in the literature: (1) uniformity, whereby lexical meaning is universal, and morphosyntactic variation arises from idiosyncratic differences in the inventory and phonological shape of language-particular functional material, and (2) transparency, whereby systematic variation in form arises from systematic variation in the meaning of basic lexical items. This volume contrasts these views as applied to the empirical domain of property concept sentences—sentences expressing adjectival predication and their translational equivalents across languages. Demonstrating that property concept sentences vary systematically between possessive and predicative form, the authors propose a transparentist analysis of this variation that links it to the lexical denotations of basic property concept lexemes. At the heart of the analysis are qualities: mass-like model-theoretic objects that closely resemble scales. The authors contrast their transparentist analysis with uniformitarian alternatives, demonstrating its theoretical and empirical advantages. They then show that the proposed theory of qualities can account for interesting and novel observations in two central domains of grammatical theory: the theory of lexical categories, and the theory of mass nouns. The overall results highlight the importance of the lexicon as a locus of generalizations about the limits of crosslinguistic variation.

    Description: The history of early modern medicine often makes for depressing reading. It implies that people fell ill, took ineffective remedies, and died. This book seeks to rebalance and brighten our overall picture of early modern health by focusing on the neglected subject of recovery from illness in England, c.1580–1720. Drawing on an array of archival and printed materials, Misery to Mirth shows that recovery did exist conceptually at this time, and that it was a widely reported phenomenon. The book takes three main perspectives: the first is physiological or medical, asking what doctors and laypeople meant by recovery, and how they thought it occurred. This includes a discussion of convalescent care, a special branch of medicine designed to restore strength to the patient’s fragile body after illness. Secondly, the book adopts the viewpoint of patients themselves: it investigates how they reacted to the escape from death, the abatement of pain and suffering, and the return to normal life and work. At the heart of getting better was contrast—from ‘paine to ease, sadnesse to mirth, prison to liberty, and death to life’. The third perspective concerns the patient’s loved ones; it shows that family and friends usually shared the feelings of patients, undergoing a dramatic transformation from anguish to elation. This mirroring of experiences, known as ‘fellow-feeling’, reveals the depth of love between many individuals. Through these discussions, the book opens a window onto some of the most profound, as well as the more prosaic, aspects of early modern existence, from attitudes to life and death, to details of what convalescents ate for supper and wore in bed.

This book synthesizes findings regarding the political drivers of institutional change in extractive industry governance. The authors analyse resource governance from the late nineteenth century to the present in Bolivia, Ghana, Peru, and Zambia. They focus on the ways in which resource governance and national political settlements interact. Special attention is paid to the nature of elite politics, the emergence of new political actors, forms of political contention, changing ideas regarding natural resources and development, the geography of natural resource deposits, and the influence of the transnational political economy of global commodity production. National elites and subnational actors are in continuous contention over extractive industry governance. Resource rents are used by elites to manage this contention and incorporate actors into governing coalitions and overall political settlements. Periodically, new resource frontiers are opened, and new political actors emerge with the power to redefine how extractive industries are governed and used as instruments for development. Colonial and post-colonial histories of resource extraction continue to give political valence to ideas of resource nationalism that mobilize actors who challenge existing institutional arrangements. The book is innovative in its focus on the political longue durée, and the use of in-depth, comparative, country-level analysis in Africa and Latin America, to build a theoretical argument that accounts for both similarity and divergence between these regions.

    Description: This chapter considers three connections between consciousness and issues in ethics: first, the relevance of consciousness for questions surrounding an entity’s moral status; second, the relevance of consciousness for questions surrounding moral responsibility for action; and third, the relevance of consciousness for the acquisition of moral knowledge. This is a disparate set of connections, prompting a question: is there anything about consciousness these connections have in common? One might expect the answer to be no. But debate in each area has thus far failed to settle just what about consciousness is so intuitively important for moral status, moral responsibility, and moral knowledge. Given this fact, it remains possible that there is some common connection of these different issues in ethics to consciousness. The chapter takes up this possibility in its conclusion.

    Description: This book challenges conventional wisdoms both about economic performance and about policies for economic development in African countries. Its starting point is the striking variation in economic performance: unevenness and inequalities form a central fact. The authors highlight not only differences between African countries but also variations within countries, differences often organized around distinctions of gender, class, and ethnic identity. For example, school dropout and neonatal mortality have been reduced, particularly for some classes of women in some areas. Horticultural and agribusiness exports have grown far more rapidly in some countries than others. These variations (and many others) point to opportunities for changing performance, reducing inequalities, learning from other African policy experiences, and escaping the ties of structure and legacies of a colonial past. The book rejects teleological illusions and Eurocentric prejudice, but does pay close attention to the results of policy in more industrialized parts of the world. Seeing the contradictions of capitalism for what they are—fundamental and enduring—may help policy officials protect themselves against the misleading idea that development is likely to be a smooth, linear process, or that it would be were certain impediments removed. The authors criticize a wide range of orthodox and heterodox economists, especially for their cavalier attitude to statistical sources. Drawing on decades of research and policy experience, they combine careful use of available evidence from a range of African countries with heterodox political economy insights (mainly derived from Kalecki, Kaldor, and Hirschman) to make the policy case for specific types of public sector investment.

    Description: This book places tipping points in their scientific, economic, governmental, creative, and spiritual contexts. It seeks to offer a comprehensive set of interpretations on the meaning and application of tipping points. Its contribution focuses on the various characterisations and metaphors of tipping points, on the scope for anticipating their onset, the capacity for societal resilience in the face of their impending arrival, and for better ways of communicating and preparing societies, economies, and governments for accommodating them, and hence to turn them into responses which buffer and better human well-being. Above all, the possibility of preparing society for creative and benign ‘tips’ is a unifying theme. The conclusion is sombre but not without hope. Thresholds of profound change can combine earth system-based relatively abrupt shifts with human-caused alterations of these disturbed patterns which, coupled together, produce more rapid onsets and greater tensions and stresses for governments and economies, as well as socially unequal societies. There is still time to predict and address these thresholds but too much delay will make the task of accommodation very difficult to achieve with relevant-scale community support. There are many examples of adaptive resilience throughout the world. These should be identified, supported, and emulated according to cultural acceptance and emerging economic realities. But there is no guarantee that the necessary adjustments can be made in time, as emerging patterns of outlook and governance do not appear to be conducive to manage the very awkward transitions of appropriate response.

    Description: Why do governments in some developing countries implement international standards, while others do not? Focusing on the politics of bank regulation, this book develops a new framework to explain regulatory interdependence between countries in the core and the periphery of the global financial system. Drawing on in-depth analysis of eleven countries across Africa, Asia, and Latin America, it shows how financial globalization generates strong reputational and competitive incentives for developing countries to converge on international standards. Regulatory interdependence is generated by relations between regulators, politicians, and banks within developing countries, and international actors including investors, peer regulators, and international financial institutions. We explain why it is that some configurations of domestic politics and forms of integration into global finance generate convergence with international standards, while other configurations lead to divergence. This book contributes to our understanding of the ways in which governments and firms in the core of global finance powerfully shape regulatory politics in the periphery, and the ways in which peripheral governments and firms manoeuvre within the constraints and opportunities created by financial globalization

    Description: There is an age-old tradition in linguistics and philosophy to identify the meaning of a entence with its truth-conditions. This can be explained by the fact that linguistic and philosophical investigations are usually carried out in a logical framework that was originally designed to characterize valid reasoning. Indeed, in order to determine whether an argument is valid, it suffices to know the truth-conditions of the premises and conclusion. However, argumentation is neither the sole, nor the primary function of language. One task that language more widely and ordinarily fulfils is to enable the exchange of information between conversational participants. Inquisitive semantics is a new logical framework for the analysis of this fundamental usage of language. Information exchange can be seen as a process of raising and resolving issues. Inquisitive semantics provides a new formal notion of issues, which makes it possible to model various concepts that are crucial for the analysis of linguistic information exchange in a more refined and more principled way than has been possible in previous frameworks. This book provides a detailed exposition of inquisitive semantics, and demonstrates its benefits with a range of applications in the semantic analysis of questions, coordination, modals, conditionals, and intonation.

    Description: Imagination will remain a mystery—we will not be able to explain imagination—until we can break it into simpler parts that are more easily understood. Explaining Imagination is a guidebook for doing just that, where the simpler parts are other familiar mental states like beliefs, desires, judgments, decisions, and intentions. In different combinations and contexts, these states constitute cases of imagining. This reductive approach to imagination is at direct odds with the current orthodoxy, which sees imagination as an irreducible, sui generis mental state or process—one that influences our judgments, beliefs, desires, and so on, without being constituted by them. Explaining Imagination looks closely at the main contexts where imagination is thought to be at work and argues that, in each case, the capacity is best explained by appeal to a person’s beliefs, judgments, desires, intentions, or decisions. The proper conclusion is not that there are no imaginings after all, but that these other states simply constitute the relevant cases of imagining. Contexts explored in depth include: hypothetical and counterfactual reasoning, engaging in pretense, appreciating fictions, and generating creative works. The special role of mental imagery within states like beliefs, desires, and judgments is explained in a way that is compatible with reducing imagination to more basic folk psychological states. A significant upshot is that, in order to create an artificial mind with an imagination, we need only give it these more ordinary mental states.

Yet, even as the countries diverged in their political directions, they had to create new ways of working together economically. In Designing One Nation, Katrin Schreiter examines the material culture of increasing economic contacts in divided Germany from the 1940s until the 1990s. Trade events, such as fairs and product shows, became one of the few venues for sustained links and knowledge between the two countries after the building of the Berlin Wall. Schreiter uses industrial design, epitomized by the furniture industry, to show how a network of politicians, entrepreneurs, and cultural brokers attempted to nationally re-inscribe their production cultures, define a postwar German identity, and regain economic stability and political influence in postwar Europe. What started as a competition for ideological superiority between East and West Germany quickly turned into a shared, politically legitimizing quest for an untainted post-fascist modernity. This work follows products from the drawing board into the homes of ordinary Germans to offer insights into how converging visions of German industrial modernity created shared expectations about economic progress and living standards. Schreiter reveals how intra-German and European trade policies drove the creation of products and generated a certain convergence of East and West German taste by the 1980s. Drawing on a wide range of sources from governments, furniture firms, industrial design councils, home lifestyle magazines, and design exhibitions, Designing One Nation argues that an economic culture linked the two Germanies even before reunification in 1990."

It focuses upon the period 1830–80, exploring the interactions between the many different actors who developed, administered, and used one of the most important technologies of the period—the electric telegraph. Drawing upon evidence from Prussia, Bavaria, Bremen, and a number of towns across Central Europe, it reveals the channels through which knowledge circulated across the region, stimulating both collaboration and confrontation between the scientists, technicians, businessmen, and bureaucrats involved in bringing the telegraph to life. It highlights the technology’s impact upon the conduct of trade, finance, news distribution, and government in the tumultuous decades that witnessed the 1848 revolutions, the wars of unification, and the establishment of the Kaiserreich in 1871.     Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: The Politics of Security tells the story of how people experienced the cold war as a war. It is about the impact of the cold war on political cultures. This crucial issue is often forgotten in historical memory. In particular, the book follows British and West German anti-nuclear-weapons activists in their attempts to campaign for and create security after the destruction of the Second World War, and how their own version of security clashed with concepts advanced by their own governments. But the book also demonstrates how, as part of the protests against nuclear weapons, activists and their societies learned to live with the Bomb: it recounts how activists first discovered the dangers of nuclear weapons, but how a different generation of activists came to focus on other issues as the Vietnam War became their primary concern. And it makes comprehensible how activists in two societies who had fought each other fiercely in the battle of dictatorships and democracies of the Second World War could now come to see each other as part of a common campaign. Fundamentally, with its transnational approach, the book highlights how these two societies drew on very similar arguments when they came to understand the cold war through the prism of the previous world war. The book is the first to capture in a transnational fashion what activists did on the marches and what it meant to them and to others. The book thus reminds us that threats are not merely out there, but that they need to be created in a political process that involves struggles for power and contestation.

    Description: This book examines the law, national and/or international, that arbitral tribunals apply on the merits to settle disputes between foreign investors and host states. In light of the freedom that the disputing parties and the arbitrators have when designating the applicable law, and because of the hybrid nature of legal relationship between investors and states, there is significant interplay between the national and the international legal order in investor-state arbitration. The book contains a comprehensive analysis of the relevant jurisprudence, legal instruments, and scholarship surrounding arbitral practice with respect to the application of national law and international law. It investigates the awards in which tribunals referred to consistency between the legal orders, and suggests alternatives to the traditional doctrines of monism and dualism to explain the relationship between the national and the international legal order. The book also addresses the territorialized or internationalized nature of the tribunals; relevant choice-of-law rules and methodologies; and the scope of the arbitration agreement, including the possibility of host states presenting counterclaims in investment treaty arbitration. Ultimately, it argues that in investor–state arbitration, national and international law do not only coexist but may be applied simultaneously; they are also interdependent, each complementing and informing the other both indirectly and directly for a larger common good: enforcement of rights and obligations regardless of their national or international origin.

    Description: The UK has been recognized as a global leader in health inequalities research and policy. Yet, despite post-1997 policy commitments, by most measures the UK’s health inequalities have continued to widen. This failure has prompted calls for new approaches to health inequalities research and policy, alongside a growing sense that public health researchers ought to be more actively involved in ‘public health advocacy’. However, there is currently no agreement as to what these new research agendas should be or precisely what it is that public health egalitarians ought to be advocating. This book aims to address these gaps. It begins by taking stock of the UK’s experiences of health inequalities research and policy to date, reflecting on the lessons that have been learnt from these experiences, both within the UK and internationally. It then moves on to identify emergent research and policy topics, exploring the perspectives of actors working in a range of professional settings on these agendas.     Description: This book is a comprehensive treatment of the ancient prophetic phenomenon as it comes to us through biblical, Near Eastern, and Greek sources. Once a distinctly biblical concept, prophecy is today acknowledged as yet another form of divination and a phenomenon that can be found all over the ancient Eastern Mediterranean. Even Greek oracle, traditionally discussed separately from biblical and Mesopotamian prophecy, is essentially part of the same picture. The book gives an up-to-date presentation of textual sources, whether cuneiform tablets from Mesopotamia, the Hebrew Bible, Greek inscriptions, or ancient historians, the number of which has increased substantially in recent times. In addition, the book includes comparative essays on topics such as prophetic ecstasy; temples as venues of prophetic performances; prophets and political rulers; and the prophets’ gender which can be either male, female, or non-gendered. The book argues for a common category of ancient Eastern Mediterranean prophecy, even though the fragmentary and secondary nature of the sources allows only a restricted view to it. The ways prophetic divination manifests itself in ancient sources depend not only on the socio-religious position of the prophets but also on the genre and purpose of the sources. The book shows that, even though the view of the ancient prophetic landscape is restricted by the fragmentary and secondary nature of the sources, it is possible to reconstruct essential features of prophetic divination.

    Description: At the heart of this book are some trials conducted in Athens in the fourth century BCE. In each case, the charges involved a combination of supernatural activities, including potion-brewing and cult activity; the defendants were all women. Because of the brevity of the ancient sources, and their lack of agreement, the precise charges are unclear; the reasons for taking these women to court, even condemning some of them to die, remain mysterious. This book takes the complexity and confusion of the evidence not as a riddle to be solved, but as revealing multiple social dynamics. It explores the changing factors—material, ideological, and psychological—that may have provoked these events. It focuses in particular on the dual role of envy (phthonos) and gossip as processes by which communities identified people and activities that were dangerous, and examines how and why those local, even individual, dynamics may have come to shape official civic decisions during a time of perceived hardship. At first sight so puzzling, these trials come to provide a vivid glimpse of the sociopolitical environment of Athens during the early to mid-fourth century BCE, including responses to changes in women’s status and behaviour, and attitudes to particular supernatural/religious activities within the city. This study reveals some of the characters, events, and local social processes that shaped an emergent concept of magic: it suggests that the legal boundary of acceptable behaviour was shifting, not only within the legal arena, but also with the active involvement of society beyond the courts.

    Description: This book presents the findings of original field research into the design, practice, and varied outcomes of industrial policy in three sectors in Ethiopia, covering export-oriented and import-substitution industries. The three sectors are cement, leather and leather products, and floriculture. Given that there is a single industrial strategy, why do its outcomes vary across sectors? To what extent is this a function of the specific market and political economy features of each sector? The book examines industrial structures and associated global value chains to demonstrate the challenges faced by African firms in international markets. Part of the book’s relevance is the light it throws on the whole question of industrial policy in low-income countries, the subject of renewed discussion among development economists and organizations in recent years. The findings are also discussed in the light of the history of, and the history of thought about, industrialization. Insights for researchers and policymakers emerge from the analysis of failures and successes in the three industrial sectors. The book also challenges prevailing wisdom on how much and what kind of state intervention is required to support transformational industrial policy in Africa. Among other things, the book highlights the significance for policy design of maximizing linkage effects, backward and forward, from particular industries and activities.

    Description: As a result of widespread mistreatment and overt discrimination in all dimensions of their lives, women lack significant autonomy. The central preoccupation of this book is to explore key sources of female empowerment and discuss the current challenges and opportunities for the future. Schematically, three main domains are distinguished. The first is marriage and women’s relative bargaining position within the household. Since in developing countries marriage is essentially universal and generally arranged by the parents, women have little say in the choice of their partner and largely depend on their husband for their livelihoods and well-being. How marriage, divorce, and remarriage practices have evolved and with what effects for women, is therefore of crucial concern. The second domain is the set of options available to women outside of marriage and in the context of their community. Given the importance of household dynamics in determining female well-being, a crucial step towards women’s empowerment consists of improving such options, economic and collective action opportunities in particular. The third domain belongs to the realm of over-arching discriminatory laws and cultural norms. Can the government acting as lawmaker contribute to modifying norms and practices that disadvantage women? Or, to be effective, do legal moves need to be complemented by other initiatives such as the expansion of economic opportunities for women? Do discriminatory social norms necessarily dissolve with improved legal status for women? These questions, and other related issues, are tackled from different perspectives, by top scholars with well-established experience in gender-focused economic and social research.

    Description: Philosophical theorizing about moral responsibility has recently taken a “social” turn, marking a shift in focus from traditional metaphysical concerns about free will and determinism. Yet despite this social turn, the implications of structural injustice and inequalities of power for theorizing about moral responsibility remain surprisingly neglected in philosophical literature. Recent theories have attended to the interpersonal dynamics at the heart of moral responsibility practices, and the role of the moral environment in scaffolding agential capacities. However, they assume an overly idealized conception of agency and of our moral responsibility practices as reciprocal exchanges between equally empowered and situated agents. The essays in this volume systematically challenge this assumption. Leading theorists of moral responsibility, including Michael McKenna, Marina Oshana, and Manuel Vargas, consider the implications of oppression and structural inequality for their respective theories. Neil Levy urges the need to refocus our analyses of the epistemic and control conditions for moral responsibility from individual to socially extended agents. Leading theorists of relational autonomy, including Catriona Mackenzie, Natalie Stoljar, and Andrea Westlund develop new insights into the topic of moral responsibility. Other contributors bring debates about moral responsibility into dialogue with recent work in feminist philosophy, and topics such as epistemic injustice, implicit bias and blame. Collectively, the essays in this volume reorient philosophical debates about moral responsibility in important new directions.

    Description: There is a near universal consensus that the bearers of moral responsibility are the individuals we identify with proper names. I suggest that if we take the exercise of agency as a guide to the identification of agents, we may find that agents sometimes extend into the world: they may be constituted by several individuals and/or by institutions. These extended agents may be responsible for morally significant outcomes. I argue that institutions or extended agents may also be responsible for the failure of individuals to satisfy the epistemic conditions on moral responsibility. Individuals may believe virtuously but falsely, due to the way in which cues to reliability are socially distributed. I conclude by suggesting that a focus on individual responsibility may have distracted us from the urgent task of reforming the institutional actors responsible for widespread ignorance about morally significant facts.

Based on in-depth field research on local security in Museveni’s Uganda, Tapscott offers an innovative and provocative contribution to studies of authoritarianism and state consolidation: rulers maintain control by creating unpredictability in the everyday lives of local authorities and ordinary citizens. In this type of modern authoritarian regime, rulers institutionalize arbitrariness to limit the space for political action, while they keep citizens marginally engaged in the democratic process.     Description: Personal autonomy is often lauded as a key value in contemporary Western bioethics, and the claim that there is an important relationship between autonomy and rationality is often treated as an uncontroversial claim in this sphere. Yet, there is also considerable disagreement about how we should cash out the relationship between rationality and autonomy. In particular, it is unclear whether a rationalist view of autonomy can be compatible with legal judgments that enshrine a patient’s right to refuse medical treatment, regardless of whether “. . . the reasons for making the choice are rational, irrational, unknown or even non-existent”. In this book, I bring recent philosophical work on the nature of rationality to bear on the question of how we should understand autonomy in contemporary bioethics. In doing so, I develop a new framework for thinking about the concept, one that is grounded in an understanding of the different roles that rational beliefs and rational desires have to play in personal autonomy. Furthermore, the account outlined here allows for a deeper understanding of different form of controlling influence, and the relationship between our freedom to act, and our capacity to decide autonomously. I contrast my rationalist with other prominent accounts of autonomy in bioethics, and outline the revisionary implications it has for various practical questions in bioethics in which autonomy is a salient concern, including questions about the nature of informed consent and decision-making capacity.

A conventional wisdom has emerged since the election of Donald Trump in 2016 that new technologies and their manipulation by foreign actors played a decisive role in his victory and are responsible for the sense of a ""post-truth"" moment in which disinformation and propaganda thrives. Network Propaganda challenges that received wisdom through the most comprehensive study yet published on media coverage of American presidential politics from the start of the election cycle in April 2015 to the one year anniversary of the Trump presidency. Analysing millions of news stories together with Twitter and Facebook shares, broadcast television and YouTube, the book provides a comprehensive overview of the architecture of contemporary American political communications. Through data analysis and detailed qualitative case studies of coverage of immigration, Clinton scandals, and the Trump Russia investigation, the book finds that the right-wing media ecosystem operates fundamentally differently than the rest of the media environment. The authors argue that longstanding institutional, political, and cultural patterns in American politics interacted with technological change since the 1970s to create a propaganda feedback loop in American conservative media. This dynamic has marginalized centre-right media and politicians, radicalized the right wing ecosystem, and rendered it susceptible to propaganda efforts, foreign and domestic.     Description: It has been widely acknowledged that the process of European integration and unification was started and is still pursued as an elite project, designed to put an end to debilitating conflicts and rivalries by consolidating a common power base and by pooling Europe’s economic resources. Nevertheless elites have remained the known unknowns of the European integration process. The present volume is designed to change this. Based on surveys of political and economic elites in 18 European countries, it is a comprehensive study of the visions, fears, cognitions, and values of members of national parliaments and top business leaders underlying their attitudes towards European integration. It also investigates political and economic elites’ embeddedness in transnational networks and their ability to communicate in multicultural settings. Our book strongly supports the view of an elitist character of the process of European integration on the one hand, while challenging the idea that European national elites have merged or are even merging into a coherent Eurelite on the other. As the 11 chapters of this book show, the process of European integration is much more colourful and even contradictory than concepts of a straightforward normative and structural integration suggest. In particular this process is deeply rooted in and conditional on the social and political settings in national contexts. The empirical basis for this book is provided by the data of the international IntUne project, which has for the first time created a comprehensive database combining coordinated surveys of Europe-related attitudes at the elite and general population level.

    Description: In a democracy, a constitutional separation of powers between the executive and the assembly may be desirable, but the constitutional concentration of executive power in a single human being is not. The book defends this thesis and explores ‘semi-parliamentary government’ as an alternative to presidential government. Semi-parliamentarism avoids power concentration in one person by shifting the separation of powers into the democratic assembly. The executive becomes fused with only one part of the assembly, even though the other part has at least equal democratic legitimacy and robust veto power on ordinary legislation. The book identifies the Australian Commonwealth and Japan, as well as the Australian states of New South Wales, South Australia, Tasmania, Victoria, and Western Australia, as semi-parliamentary systems. Using data from 23 countries and 6 Australian states, it maps how parliamentary and semi-parliamentary systems balance competing visions of democracy; it analyzes patterns of electoral and party systems, cabinet formation, legislative coalition-building, and constitutional reforms; it systematically compares the semi-parliamentary and presidential separation of powers; and it develops new and innovative semi-parliamentary designs, some of which do not require two separate chambers.

    Description: The Global Financial Crisis (GFC) is the most serious economic crisis since the Great Depression. Many books have explored its causes, but this book systematically explores its consequences. The focus is primarily on the policy and political consequences of the GFC. This book asks how governments responded to the challenge and what the political consequences of the combination of the GFC itself and policy responses to it have been. Based on workshops held in the United States and the United Kingdom, it brings together leading academics to consider the divergent ways in which particular countries have responded in different ways to the crisis, including China, France, the United Kingdom, and the United States. Part of what is happening is a structural shift in economic power from east to west, but China has its fragilities while Germany offers an example of a largely successful Western model. The book also assesses attempts to develop global economic governance and to reform financial regulation and looks critically at the role of credit rating agencies. Unlike earlier crises, no new paradigm has emerged to challenge existing ways of thinking, meaning that neoliberalism has emerged relatively unscathed. The crisis has lacked a coherent and innovative intellectual response and has been characterized by remarkable policy stability.

    Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: "As their Millennium Development Goals, world leaders have pledged by 2015 to halve the number of people living in extreme poverty and hunger, to achieve universal primary education, to reduce child mortality, to halt the spread of HIV/AIDS, and to halve the number of people without safe drinking water. Achieving these goals requires a large increase in the flow of financial resources to developing countries – double the present development assistance from abroad. In examining innovative ways to secure these resources, this book, which is part of the UNU–WIDER Studies in Development Economics series, sets out a framework for the economic analysis of different sources of funding and applying the tools of modern public economics to identify the key issues. It examines the role of new sources of overseas aid, considers the fiscal architecture and the lessons that can be learned from federal fiscal systems, asks how far increased transfers impose a burden on donors, and investigates how far the raising of resources can be separated from their use. In turn, the book examines global environmental taxes (such as a carbon tax), the taxation of currency transactions (the Tobin tax), a development‐focused allocation of Special Drawing Rights by the International Monetary Fund (IMF), the UK Government proposal for an International Finance Facility, increased private donations for development purposes, a global lottery (or premium bond), and increased remittances by emigrants.     Agricultural Input Subsidies: The Recent Malawi Experience (2021)

    Description: Agricultural input subsidies were a major feature of development policies in rural economies until the 1980s. Continuing rural poverty with low productivity and fertilizer use in smallholder staple crops has led to their resurgence in Africa. These subsidies are, however, controversial with claims of both large food security benefits and unsustainable, inefficient resource use. This book reviews current theory and evidence on the strengths and weaknesses of these programmes and the effects of programme context, design, and implementation. Theoretical arguments for agricultural subsidies are based on input promotion where farmers’ private costs (benefits) are higher (lower) than wider economic costs (benefits). These arguments, and concerns about inefficiency and diversion, are reviewed and extended to consider input affordability constraints and ‘smart’ rationing and targeting. Recent programmes in Africa have a variety of generally producer-focused objectives, with varied implementation and programme outcomes. Most pay little attention to consumer interests and potential contributions to wider growth. A detailed examination of Malawi’s controversial agricultural input subsidy programme follows. Drawing on a wide range of information sources, the political and agro-economic contexts of the programme are examined, with evidence on its implementation and impacts from 2005 to 2011. Positive impacts are recorded on beneficiaries’ production, incomes, food consumption, school enrolment, child health, and reduced need for earnings from undertaking casual labour for others. There is evidence of indirect economy-wide impacts, but this is not as strong as might be expected. Targeting and graduation are identified as critically important issues requiring continuing attention.

    The Roots of Verbal Meaning (2021)

    Description: This book explores possible and impossible word meanings, with a specific focus on the meanings of verbs. It adopts the now common view that verb meanings consist at least partly of an event structure, made up of an event template describing the verb’s broad temporal and causal contours that occurs across lots of verbs and groups them into semantic and grammatical classes, plus an idiosyncratic root describing specific, real world states and actions that distinguish verbs with the same template. While much work has focused on templates, less work has addressed the truth conditional contributions of roots, despite the importance of a theory of root meaning in fully defining the predictions event structural approaches make. This book addresses this lacuna, exploring two previously proposed constraints on root meaning: The Bifurcation Thesis of Roots, whereby roots never introduce the meanings introduced by templates, and Manner/Result Complementarity, which has as a component that roots can describe either a manner or a result state but never both at the same time. Two extended case studies, on change-of-state verbs and ditransitive verbs of caused possession, show that neither hypothesis holds, and that ultimately there may be no constraints on what a root can mean. Nonetheless, the book argues that event structures still have predictive value, and it presents a new theory of possible root meanings and how they interact with event templates that produces a new typology of possible verbs, albeit one where not just templates but also roots determine systematic semantic and grammatical properties.

Understanding this fact can facilitate the innovation process, leading to faster and better processes and products.
