    Description: This paper discusses some features of Early Warning Systems (EWSs), with a particular focus on those dealing with tsunamis. First, a description is presented of what the international organisations have suggested on the matter, starting from the Sendai Framework 2015-2030, in which several useful arguments are outlined. For tsunamis, a wide literature is available, thanks to the efforts of UNESCO-IOC (Intergovernmental Oceanographic Commission) and of many Tsunami Warning Systems (TWSs) operating worldwide since the half of 20th century. Then, some aspects of the recently established Tsunami Alert Centre (CAT) of INGV in Italy are described, focusing on the warning procedures and on the issue of the uncertainties in the real time estimates, which has been recently discussed within the Intergovernmental Coordination Group for the Tsunami Early Warning and Mitigation System in the north-eastern Atlantic, the Mediterranean and connected seas (ICG/NEAMTWS). Finally, an analysis of the status of the NEAMTWS after almost 15 years of implementation is proposed, underlining the key achievements obtained in the upstream component (the technological part of monitoring and alerting), but also the strong limitations of the downstream part, that in many countries, including Italy, is still the weakest part of the alerting chain, as also seen in recent events affecting the Mediterranean.

    Description: The accuracy of the millimetre-scale measurements made so far by the SAR systems, as well as the multi-temporal analysis methodologies, have provided impressive images of surface displacements in areas affected by strong earthquakes, and contributed to constrain the geometric and kinematic features of earthquake generating faults. The multi-temporal analysis of InSAR data is also being acknowledged as promising for the search of earthquake precursors. We have applied the multi-temporal PS-InSAR technique to the detection of pre- to post-seismic ground displacements in the region struck by the normal faulting 2009 L’Aquila earthquake. We have used ERS and ENVISAT PS-data sets from both ascending and descending orbits, covering a 20-year long time span. On the yearly-scale, we have identified a pre-seismic displacement pattern, which consists of opposite vertical motions that have affected the blocks in the hanging wall and footwall of the structure that is recognised as the surface trace of the earthquake-generating fault. In particular, we have highlighted a pre-seismic uplift for 4-5 years followed by subsidence (starting 6-8 months prior to the earthquake) of the hanging wall block, coeval to opposite vertical motions of the footwall block. We suggest that such a displacement pattern may represent an earthquake precursor signal.

    Description: We reconstruct the composite dynamics of Mt. Vesuvius volcano in the period 2012–2019 from the study of ground deformation, seismicity, and geofluid (groundwater and fumarolic fluids) circulation and recognize complex spatio-temporal variations in these observables at medium (years) and short (months) time-scales. We interpret the observed patterns as the combined effect of structural changes affecting the volcanic edifice and variations of the dynamics of the hydrothermal system. In particular, we identify a change in the activity state of Mt. Vesuvius. After the activity reached minimum levels in 2014, the centroid of the surface manifestations migrated towards the SE. Episodic variations of co-seismic and aseismic deformation and fluid release, if analysed separately, would likely have been interpreted as pseudo-random oscillations of the background geophysical and geochemical signals. When organised in a comprehensive, multiparametric fashion, they shed light on the evolution of the volcano in 4D (x,y,z, time) space. These inferences play a crucial role in the formulation of civil protection scenarios for Mt. Vesuvius, a high risk, densely urbanized volcanic area which has never experienced unrest episodes in the modern era of instrumental volcanology.
