    Description: This SUITS policy brief aims to highlight how the transformational process of the nine local authorities involved in SUITS into learning organizations made these cities far better prepared to cope with the challenges due to the pandemic than they would otherwise have been. Due to the higher levels of organizational resilience and the awareness of individuals' importance during such external crises, the nine local authorities were not just trying to react to the unforeseen challenges, but were able to act with a clear pathway and to use their experiences to facilitate their learning from recent years. Of course, the pandemic could not have been foreseen, but as SUITS local authorities are becoming learning organizations, they are enhancing their organizational capacity. In so doing, they have been learning a required resilience to reduce the "complexity and confusion - of what to do best" in the beginning of the crisis and to cope with the challenges. This advantage was of enormous relevance for the local authorities.

    Description: It has been widely recognized that there is an urgent need for more sustainable urban transport policy and planning. To understand ambitious policy approaches, "relatively successful" cities are regularly subject of analyses. This paper also focuses on relatively successful cities - by reviewing the application documents of the winner cities of the European Green Capital Award (EGCA). Award schemes not only aim to reward leading participants, but likewise aim to contribute to knowledge transfer and the dissemination of good practice examples to non-participants. So far award schemes and good practice approaches have received limited attention by research. This paper reviews and analyses the application forms of the EGCA winning cities to learn about ambitious policy approaches to sustainable and climate-friendly urban transport.

    Description: This dataset contains dates relevant to sea ice movement including dates of initial ice retreat, final ice retreat, ice minimum, general ice minimum, ice minimum for the west of McMurdo Sound, ice minimum for the east of McMurdo Sound, and refreeze start. It also includes the minimum distance to the ice edge from McMurdo Station. Dates were derived from Moderate-resolution Imaging Spectroradiometers (MODIS) collected between 2003 and 2015 and Scanning Multichannel Microwave Radiometer and Special Sensor Microwave Imager-family passive microwave sensors (SSM/I) imagery collected between 1978 and 2015.     Description: The Iceland and Greenland Seas are a crucial region for the climate system, being the headwaters of the lower limb of the Atlantic Meridional Overturning Circulation. Investigating the atmosphere–ocean–ice processes in this region often necessitates the use of meteorological reanalyses—a representation of the atmospheric state based on the assimilation of observations into a numerical weather prediction system. Knowing the quality of reanalysis products is vital for their proper use. Here we evaluate the surface‐layer meteorology and surface turbulent fluxes in winter and spring for the latest reanalysis from the European Centre for Medium‐Range Weather Forecasts, i.e., ERA5. In situ observations from a meteorological buoy, a research vessel, and a research aircraft during the Iceland–Greenland Seas Project provide unparalleled coverage of this climatically important region. The observations are independent of ERA5. They allow a comprehensive evaluation of the surface meteorology and fluxes of these subpolar seas and, for the first time, a specific focus on the marginal ice zone. Over the ice‐free ocean, ERA5 generally compares well to the observations of surface‐layer meteorology and turbulent fluxes. However, over the marginal ice zone, the correspondence is noticeably less accurate: for example, the root‐mean‐square errors are significantly higher for surface temperature, wind speed, and surface sensible heat flux. The primary reason for the difference in reanalysis quality is an overly smooth sea‐ice distribution in the surface boundary conditions used in ERA5. Particularly over the marginal ice zone, unrepresented variability and uncertainties in how to parameterize surface exchange compromise the quality of the reanalyses. A parallel evaluation of higher‐resolution forecast fields from the Met Office's Unified Model corroborates these findings.

    Description: Sea ice thickness has long been an under-measured quantity, even in the satellite era. The snow surface elevation, which is far easier to measure, cannot be directly converted into sea ice thickness estimates without knowledge or assumption of what proportion of the snow surface consists of snow and ice. We do not fully understand how snow is distributed upon sea ice, in particular around areas with surface deformation. Here, we show that deep learning methods can be used to directly predict snow depth, as well as sea ice thickness, from measurements of surface topography obtained from laser altimetry. We also show that snow surfaces can be texturally distinguished, and that texturally-similar segments have similar snow depths. This can be used to predict snow depth at both local (sub-kilometer) and satellite (25 km) scales with much lower error and bias, and with greater ability to distinguish inter-annual and regional variability than current methods using linear regressions. We find that sea ice thickness can be estimated to ∼20% error at the kilometer scale. The success of deep learning methods to predict snow depth and sea ice thickness suggests that such methods may be also applied to temporally/spatially larger datasets like ICESat-2.

    Description: The snow depth on Antarctic sea ice is critical to estimating the sea ice thickness distribution from laser altimetry data, such as from Operation IceBridge or ICESat-2. Snow redistributed by wind collects around areas of deformed ice and forms a wide variety of features on sea ice; the morphology of these features may provide some indication of the mean snow depth. Here, we apply a textural segmentation algorithm to classify and group similar textures to infer the distribution of snow using snow surface freeboard measurements from Operation IceBridge campaigns over the Weddell Sea. We find that texturally-similar regions have similar snow/ice ratios, even when they have different absolute snow depth measurements. This allows for the extrapolation of nadir-looking snow radar data using two-dimensional surface altimetry scans, providing a two-dimensional estimate of the snow depth with ∼22% error. We show that at the floe scale (∼180 m), snow depth can be directly estimated from the snow surface with ∼20% error using deep learning techniques, and that the learned filters are comparable to standard textural analysis techniques. This error drops to ∼14% when averaged over 1.5 km scales. These results suggest that surface morphological information can improve remotely-sensed estimates of snow depth, and hence sea ice thickness, as compared to current methods. Such methods may be useful for reducing uncertainty in Antarctic sea ice thickness estimates from ICESat-2.

    Description: The surface flooding of Antarctic sea ice in summer covers 50% or more of the sea-ice area in the major summer ice packs, the western Weddell and the Bellingshausen-Amundsen Seas. Two CRREL ice mass-balance buoys were deployed on the Amundsen Sea pack in late December 2010 from the icebreaker Oden, bridging the summer period (January–February 2011). Temperature records from thermistors embedded vertically in the snow and ice showed progressive increases in the depth of the flooded layer (up to 0.3–0.35 m) on the ice cover during January and February. While the snow depth was relatively unchanged from accumulation (〈10 cm), ice thickness decreased by up to a meter from bottom melting during this period. Contemporaneous with the high bottom melting, under-ice water temperatures up to 1°C above the freezing point were found. The high temperature arises from solar heating of the upper mixed layer which can occur when ice concentration in the local area falls and lower albedo ocean water is exposed to radiative heating. The higher proportion of snow ice found in the Amundsen Sea pack ice therefore results from both winter snowfall and summer ice bottom melt found here that can lead to extensive surface flooding.

    Description: A theory for the mean ice thickness and the Transpolar Drift in the Arctic Ocean is developed. Asymptotic expansions of the ice momentum and thickness equations are used to derive analytic expressions for the leading-order ice thickness and velocity fields subject to wind stress forcing and heat loss to the atmosphere. The theory is most appropriate for the eastern and central Arctic, but not for the region of the Beaufort Gyre subject to anticyclonic wind stress curl. The scale analysis reveals two distinct regimes: a thin ice regime in the eastern Arctic and a thick ice regime in the western Arctic. In the eastern Arctic, the ice drift is controlled by a balance between wind and ocean drag, while the ice thickness is controlled by heat loss to the atmosphere. In contrast, in the western Arctic, the ice thickness is determined by a balance between wind and internal ice stress, while the drift is indirectly controlled by heat loss to the atmosphere. The southward flow toward Fram Strait is forced by the across-wind gradient in ice thickness. The basic predictions for ice thickness, heat loss, ice volume, and ice export from the theory compare well with an idealized, coupled ocean–ice numerical model over a wide range of parameter space. The theory indicates that increasing atmospheric temperatures or wind speed result in a decrease in maximum ice thickness and ice volume. Increasing temperatures also result in a decrease in heat loss to the atmosphere and ice export through Fram Strait, while increasing winds drive increased heat loss and ice export.
