    Description: A detailed analysis is presented of the main contributions both local and international to the fields of oceanography and fishery sciences resulting from exploratory cruises carried out on the continental shelf off Argentina and the adjacent oceanic basin of SW Atlantic over the last 100 years. The end of the 19th century is chosen as starting point for this analysis as it marks the beginning of active marine research by Argentine scientists and an accumulation of information on Antarctic and Subantarctic marine organisms in foreign journals. Mention is also made to previous contributions derived from the classic expeditions and global circumnavigation voyages during the 18th and 19th centuries. Although the aims of those were not always strictly oceanographic, they rendered however significant information to this field of knowledge. In the early years references arose mainly from the particular geographic situation of the Argentine shelf, a necessary passage in the navigation routes to the Pacific Ocean and later in the way to the Antarctica. Sources of information are divided into four categories: 1)foreign scientific projects in the area; 2)investigations by Argentine scientists and research vessels; 3)joint projects between Argentine and foreign institutions and 4)contributions from sources other than oceanographic cruises (commercial navigation, maritime weather reports, satellite images, etc.). The analysis includes an update and classified bibliographical list of the main contributions to the fields of oceanography and fishery sciences derived from those sources, published either in international or local journals or appearing as technical and internal reports. The motivations, objectives and main achievements of foreign surveys and programmes inthe area and their impact on local scientific progress are discussed.The early sixties mark a turning point in the evolution of international research in the area. The creation of biological research institutions along the Argentine coast, and the support given to the formation of human resources set the basis for the development of bilateral programmes. Joint scientific efforts described in this analysis include the programmes carried out by the FRVs of Germany (Walther Herwig, Meteor), Japan (Kaiyo Maru, Orient Maru, Shinkai Maru), Poland (Professor Siedlecki), Russia (Evrika,Dimitry Stefanov)and the USA (Vema, Atlantis II), and also in the late decade by the FRVs of INIDEP (Argentina), with achievements which are landmark in the evolution of marine science in the considered area.

Ecosystème côtier sénégalais”. ’ De janvier 3 juin, puis de septembre à décembre 1981 p nous avons effectué 12 campagnes dans les eaux du plateau continental Sud du S%négal. Les résultats numériques de ces campagnes sont consignés dans les tableaux qui suivent. Au cours de la première période (janvier-juin 1981)9 outre les mesures de température et de la transparence de l’eau, nous avons dosé la salinité l’oxygêne dissous et les nitrates (nitra,te + nitrite). Pour la seconde période (septembre-décembre 1981) en plus des paramètres cités plus haut, nous avons dosé les phosphates,, les silicates et les pigments chlorophylliens.

    Description: The Kenya National Oceanographic Data Center (KeNODC) began operating in January 1997. The first set of activities included identification of staff members and setting up of office infrastructure. Amidst all this, the Center conducted the first planning mission in March 1997 to set out priorities for action. Foremost were the duty allocations among the four staff members designated by KMFRI. This has been followed by a familiarization of a number of IODE policy documents and manuals for operating a data center. Training and internships have been variously held for various members of staff. The KeNODC will endevour to create links useful for satisfying data demands of scientists, coastal managers, and policy makers. This will be done through a number of data services and data products that will be described below. A committee chosen from key institutions determined by their individual mandates will determine operational policies of the center. This move would be initiated within the framework of the Kenya National Oceanographic Committee. The Data Center already plays a useful role as a recipient of a number of data sets from international sea observation programs. The Center will in future play a big role in all aspects of information dissemination taking into consideration the role RECOSCIX-WIO has been playing both nationally and regionally RECOSCIX-WIO is an information project working towards establishing a network of marine and aquatic institutes in the Western Indian Ocean region with the broad objective of promoting data exchange and providing of bibliographic information. The system is based on a network of co-operating institutions and co-operating libraries in the Western Indian Ocean Kenya also hosts the RECOSCIX-WIO project.     Description: The Australian Oceanographic Data Centre (AODC) was established in 1964 through a joint agreement between the Royal Australian Navy (RAN) and Commonwealth Scientific and Industrial Research Organisation (CSIRO). Originally formed within the Australian Hydrographic Office, AODC returned to the RAN Hydrographic Force Element Group as an element of the Directorate of Oceanography and Meteorology in 2000.     Description: Over the last two decades, the number and complexity of international cooperative programmes has increased. We are just completing WOCE, and JGOFS, but there is the IGBP, CLIVAR, GOOS, GCOS and GTOS among others. Many of these programmes originated in the research community. Using WOCE as an example, the programme organized 13 Data Assembly Centres (DACs) whose jobs were to assemble, quality control, and prepare the data for the final archive. IODE data centres participate in 4 of these DACs while another 4 DACs (non-IODE) handle data that are also managed by many IODE data centres, thus duplicating the effort. The remainder of the DACs dealt with data outside of traditional IODE data centre responsibility. The TOGA/TAO centre at PMEL is an example of a facility that started up in the research community and exists outside of an IODE data centre but which performs many elements that an IODE centre does. TOGA/TAO is a complete program carrying out scientific research, design of an observation programme, building and deploying instrumentation, archiving and disseminating data. It is often cited as a model of what the research community thinks of how a data collection and archive facility should run. If IODE data centres were doing their jobs, the 4 new DACs built to handle oceanographic data in WOCE would not have been created. Likewise, the data management functions now performed by the TOGA/TAO centre would have been sited in an IODE centre. By and large, IODE centres operate independently of each other. The result is that each data centre designs, builds and operates data processing routines that carry out fundamentally the same functions as done by others. Because of variations in available resources, each of these processing systems has variations, some of which enhance the quality of the data from the archives, and some that do not perform so well. The result is that what a user sees from an archive depends on which archive provided the results. Of greater concern is that the data derived from the same source but in two different archives may be different. The working relationship between data centres and researchers tends to be distant. All data centres receive and process data from researchers, but few have a day-to-day working relationship with them. Data centres need scientific advice to ensure that data and information are handled by appropriate procedures. The purpose of data centres is not just to archive the data, but to be sure the data are available to users. Data value increases when additional information about the data collection is also available. Research programs are in the forefront of important uses and requirements of data. Collaboration gives data centres a clientele that is demanding and useful in recommending what needs to be done.

    Description: The U.S. National Oceanographic Data Center (NODC) holds the world's largest collection of publicly available oceanographic data. The main NODC facility is located in Silver Spring, Maryland. The NODC also has field offices collocated with major government or academic oceanographic laboratories in Stennis Space Center, MS; Miami, FL; La Jolla, CA; Seattle, WA, and Honolulu, HI. The NODC also operates World Data Center for Oceanography, Silver Spring, Maryland. The NODC is one of the national data centers within the: • National Environmental Satellite, Data, and Information Service (NESDIS) • National Oceanic and Atmospheric Administration (NOAA) • U.S. Department of Commerce The NODC also manages the NOAA Library and Information Network which includes the NOAA Central Library in Silver Spring, Maryland; regional libraries in Miami, Florida and Seattle, Washington; and field libraries or information centers at about 30 NOAA sites throughout the United States. The combined libraries contain more than 1 million volumes, including books, journals, data and information CD-ROMs, and audio and video tapes.

    Description: The Hellenic National Oceanographic Data Centre (HNODC) operates within the framework of the National Centre for Marine Research (NCMR), in Athens. The latter is the leading marine research institute in Greece with a long experience in various fields of marine science and technology and important research activity. The NCMR, as well as, various other marine research laboratories (mainly university departments) participate in several national development programmes, as well as, in international research projects. Within the framework of these activities systematic multidisciplinary surveys are carried out in coastal and open sea waters (mainly of the Eastern Mediterranean Sea) and a large amount of a wide range of data types is collected. However, data are valuable not only to the primary users, responsible for its original collection but also to a wide range of secondary users. In this context, the Hellenic National Oceanographic Data Centre has been recognized as a national facility to acquire, process, store and disseminate the oceanographic data pertaining to Mediterranean and Black Seas. The geographic area of the HNODC’s interest is the overall Mediterranean Sea, including the Black Sea. However, its main interest is concentrated in the Eastern Mediterranean Sea and the Black Sea.

    Description: The Sixth Session of the IODE Group of Experts on Marine Information Management (GE-MIM) took place 31 May-03 Jun 1999 in Silver Spring, Maryland, USA. After a successful intersessional period of three years, there were some major accomplishments to be acknowledged : •The excellent IOC World Wide Website, which will continue under MIM to be constantly maintained using state of the art technology tools, the inclusion of dataset and information databases , directories and the IOC Electronic Library providing a catalogue and full text of IOC publications. •The attainment of 10,000 entries on the Global Directory of Marine and Freshwater Professionals (GLODIR) with activity directed at regional input (see IODE XVI, Doc 19) •The continued success of the East African regional information network, RECOSCIX-WIO and imminent start of RECOSCIX-CEA for West Africa. •The provision of Ariel software to enable fast provision of information using electronic document delivery. •The support to LIS colleagues in Developing Countries to attend training courses, workshops and professional conferences organised by IAMSLIC and EURASLIC •The growing interaction between the data and information communities under the aegis of IODE particularly on metadata and field definition, to progress the MEDI as a standard for dataset inventories.

    Description: The Unit undertakes fundamental research in coastal meteorology, hydrography and physical oceanography with a main emphasis on the experimental study of the hydrodynamics of the sea in the vicinity of the Maltese Islands. It offers facilities for the gathering, processing, analysis and management of high quality physical oceanographic observations both for long term and baseline studies as well as for general applications in marine environmental research and assessments. The Unit endeavours to enhance its activity on an operational scale by the installation and maintenance of permanent monitoring systems which provide data for ocean forecasting, and by applying numerical modelling techniques in the study of physical marine systems. It operates in collaboration with international organisations with whom it has expanded its activities through a number of funded research projects. The Unit provides services and technical support to local entities including government departments and private agencies. It organises conferences, seminars, workshops and specialised training programs in order to promote oceanography in Malta and in the Mediterranean.

    Description: CENDO is the Ecuadorian National Oceanographic Data Center established in 1975 and it is part of the IODE System, located at the city of Guayaquil. Its installations are in the Navy’s Oceanographic Institute (INOCAR), from which it depends. CENDO is devoted to the acquisition, processing, archive, quality control, dissemination and exchange of oceanographic data and information of Ecuadorian’s marine zone. The Ecuadorian Oceanographic Data Center (CENDO) was officially established in July- 1975 as a dependence of the Ecuadorian Navy Oceanographic Institute (INOCAR). Its installations were located in the main building of INOCAR. During its first years of operations CENDO received technical assistance from National Oceanographic and Atmosphere Agency (NOAA) of United States, in order to implement standard and procedures in oceanographic data and information management. Since that date CENDO was incorporated in the International Oceanographic Data and Information Exchange System and was designated IODE National Coordinator in Ecuador, in charge of plan, coordinate and control National Data Management Program for acquiring, processing, quality control and exchanging of oceanographic data.

    Description: The OceanTeacher website and CD-ROM publication have proven to be powerful and flexible tools for marine data and information management training. There are two segments of OceanTeacher: marine data management and marine information management. The IODE trainers have created an encyclopedic Resource Kit covering all aspects of the subjects. Through continual updates, the Kit provides the latest versions of popular public-domain software, documentation for global and regional datasets, documentation for major formats, and links to data sources. Other resources in OceanTeacher for data management include annually written Training Manuals, and specially produced regional datasets (currently five volumes are published online). The Information Management Courses cover the breadth of marine information science from establishing an information center, building and documenting a collection, to developing professional connections and working with information technology.

    Description: During the intersessional period, the training component of IODE was marked by continuous development and regional expansion. As it was recommended during IODE-XV, the regional approach laid the foundation for IODE-TEMA activities. Centres of excellence for providing regular training were identified in some regions (Japan, Russia). More than 15 short-training courses (usually up to two weeks) were arranged in Japan, Denmark, Thailand, Iran, Russia (Gelendzhik, Obninsk), India, Argentina, Kenya, South Africa, France, Greece, Brazil. During these courses, more than 100 participants received training in oceanographic data management.The programmes of the courses covered different aspects of data and information management and were also used for making local experts acquainted with the IOC regional activities and IODE data and information exchange policy. This helps to increase awareness of the system, its benefits and provides an opportunity to improve national and regional data and information management capabilities. In addition to the above training courses, cientific workshops on different issues of ocean data and information management were held, allowing experts from developed and developing countries to share information and to present project results. Thus, scientific workshops served as a valuable source of education to scientists and planners. Most of these activities were held in support of ongoing programmes and with close co-operation with the countries of the regions.

    Description: Indian Oceanographic Data Centre (IODC) at National Institute of Oceanography (NIO) has been recognized as a national and international facility to acquire, process, store and disseminate the oceanographic data / information pertaining to the Arabian Sea, Bay of Bengal, Laccadive Sea, Andaman & Nicobar Sea and the Indian Ocean. The main objective of IODC is to manage entire spectrum of oceanographic data and thereby satisfy the need (as far as possible) of the user communities. The centre ensures that the users would get good quality data which can generate useful information. The centre is managing the databases for temperature, salinity, dissolved oxygen, phosphate, nitrate, nitrite, silicate, carbon, phytoplankton, primary production, zooplankton, chlorophyll a in the water column of the Indian Ocean. IODC is also managing the IOC/IODE-XVI/7.23 Page 2 databases for marine geophysical parameters on magnetics, gravity, bathymetry and sediment analysis on benthic, microbiological and geochemical parameters.

    Description: World Data Center (WDC) for Oceanography is one component of a global network of discipline subcenters that facilitate international exchange of scientific data. Originally established during the International Geophysical Year of 1957-58, the World Data Center System functions under the guidance of the International Council of Scientific Unions (ICSU). WDC for Oceanography, Silver Spring, is collocated with, and operated by the U.S. National Oceanographic Data Center (NODC). In accordance with principles set forth by ICSU, WDC for Oceanography acquires, catalogues, and archives data, publications, and data inventory forms and makes them available to requesters in the international scientific community. To improve user access, the WDC provides copies of data it receives to its counterparts, World Data Center for Oceanography (Obninsk, Russia) and World Data Center for Oceanography (Tianjin, China). However, for certain types of data, the exchange of inventories of available data in a WDC subcenter may be considered acceptable in lieu of the transfer of the actual data sets. Oceanographic data contributed to the WDC become automatically available to scientific investigators in any country. Thus, there is no restrictions or limitations placed on data exchanged through the WDC system.

Since 1997 it belongs to the Computer, Informatics and Marine Data (IDM) Department of the Marine Technology & Information System Directorship (TMSI) of IFREMER. It participates in the "Information Systems for Oceanography" programme of the institute key action "Major Equipment for Oceanography". As defined in its missions, it designs and operates scientific information systems and databases for national and international projects in the marine domain, in collaboration with ISIB (Ingénierie des Systèmes d'Informations du Centre de Brest) Service. It is the Designated National Oceanographic Data Centre for France (French NODC) for the International Oceanographic Data Exchange programme (IODE) of UNESCO Intergovernmental Oceanographic Commission, following the former Bureau National des Données Océaniques (BNDO). This French oceanographic data banking activity dates from 1968, and covers the fields of marine physics, chemical, underway geophysics and general information on French oceanographic cruises (cruise summary reports) and data sets. Sea cruise information (meta-data) and conventional data collected during national and international projects are systematically compiled, safeguarded and disseminated. Standardised Quality Assurance procedures are implemented for data formatting and checking, standards to insure comparability of data from various sources.     Description: The World Data Centre – B for Oceanography (WDC-B) of Russian Federation has been operated by All-Russian Research Institute of Hydrometeorological Information-World Data Centre (RIHMI-WDC) since 1984. The operation of WDC-B is a part of the RIHMI-WDC activity, in which 3 divisions of the Institute are involved. Basic data management facilities of WDC-B: (i) PCs, the corporate and local network; (ii) the marine information- reference subsystem under Oracle DBMS to manage information on WDC data as a fragment of the Russian NODC metadata base; (iii) the specialized software for key-entry, primary processing, QC, reformatting and preparing the oceanographic data sets; (iv) the Web-oriented applications to provide a remote access to the catalogue of RV cruises and the IODE data. When it is necessary for preparation of information products WDC-B uses marine data management system of Russian NODC for sampling, calculations, graphical and textual data and information viewing under DBMS Oracle and GIS ArcView. Oceanographic data and information comes to WDC-B in accordance with IOC Manuals and Guides N9 and data management plans of international programmes and projects. The data accumulated in WDC-B are supported by RIHMI-WDC primarily in the form of metadata bases and data sets. The WDC data are held in the State Data Holding. The WDC metadata are loaded under Oracle DBMS. The WDC-B provides information assistance to marine institutions of various countries and Russia in the form of data and the results of their processing applied for implementing research programs and solving practical tasks.

    Description: The past intersessional period has been marked by a very significant change in the fields of networking, and electronic publication of data and information. The Internet and the World Wide Web (WWW) have attracted major attention and have become the way to do business for a broad community of data and information users who did not previously have the means to do such exchanges, either locally or globally. Since IODE-XIV in October 1992, a large number of IODE data and information centres have begun to use the Internet and have established various types of servers to display and deliver data, information, and services. The rate of advancement of technology is something that has to be noted and taken into account by IODE. If one thinks back to October 1992, then it becomes obvious that the electronic networking and publication technologies have undergone almost a complete revision during the past intersessional period. Fortunately, the meetings of the IODE Groups of Experts and Project Steering Committees, and the meetings of IODE Officers have provided forums for co-ordination of some of the activities undertaken by these groups and the IODE centres. If the IODE Committee continues to meet only every 3 years or so, the work of the subsidiary bodies will have to continue to address the urgent new requirements brought on by changes of technology.

    Description: The Second ODINCARSA Training Course in Marine Information Management was held in the IODE Project Office in Oostende, Belgium. 12 Participants attended the Training Course from 9 countries including Argentina, Chili, Colombia, Cuba, Ecuador, Mexico, Trinidad & Tobogo, Uruguay and Venezuela. Resource persons included Mrs Catalina Lopez, Mr Marc Goovaerts, Mr Paul Nieuwenhuysen and Mr Rodney Martinez. The course included theoretical lectures and applications on Information Management, some planning issues on Marine information component of ODINCARSA, and the report of activities of Regional IAMSLIC Latin American Group. One of the main outcomes of the training was the agreement of the group to draft the Project for the ODINCARSA Marine sciences Digital Repository. The group designated coordination and technical commissions in order to implement the project in its pilot phase during year 2006. Another regional issue was the steps to hasten the constitution of the regional IAMSLIC Group for the Caribbean.

    Description: Being the IODE Regional Coordinator for the Black Sea region I, in the first place, maintained contacts and collaborated with Chairman of the IOC Black Sea Regional Committee (BSRC) Prof. Valery Eremeev from the Marine Hydrophysical Institute of the Ukrainian National Academy of Sciences. As is generally known, one of the main tasks of BSRC is to coordinate and conduct activities on Pilot Project 1 «Black Sea GOOS». The «Black Sea GOOS» aims at developing and evolving system able to acquire, integrate and distribute oceanic observations and data, and to generate analyses, forecasts and other useful products to provide information for decision-makers at governmental level, as well as for industry, science and general public to deal with marine related issues, including the effects of the global climate change on the Black Sea region. While discussing problems on international exchange of oceanographic data and information concerned the Black Sea region, it was proposed the existing IODE mechanism could be used for this purpose.

    Description: Due to the need for general data collection and information system in I.R.Iran, through a resolution of the 27th session of UNESCO general conference, the establishment of a NODC in Iran was facilitated. In 1993 the draft resolution 153 was adopted. Finally in 1995 the Iranian Oceanographic Data Centre (IRODC) was established in the Iranian National Centre for Oceanography (INCO) and introduced as the node of the International Oceanographic Data and Information Exchange (IODE) in Iran.     Description: The NODC was established at the end of 1997. On September 17, 1997 the participating institutes signed an agreement in which the goals and details of the tasks, organisational structure and finances of the NODC were laid down. Since then the NODC has concentrated on building a formal framework for data and information exchange, resulting in a national oceanographic data policy (18 May 2000) and on the development of a series of national databases with information on oceanographic datasets, research-ship schedules and oceanographic research projects. All databases are freely available via the NODC website at www.nodc.nl.

    Description: The Ocean Observations Panel for Climate and its predecessor examined the usefulness of surface salinity data in the context of climate change detection. They stated that "At high latitude, sea surface salinity is known to be critical for decadal and longer time scale variations associated with deep ocean over turning and the hydrological cycle. In the tropics, and in particular in the western Pacific, and Indonesian Seas, and in upwelling zones salinity is also believed to be important." They quote the benchmark sampling strategy to be one sample per 200 km square every 10 days and with an accuracy of 0.1 PSU. They also state that the tropical western Pacific and Indian Oceans and high latitudes should receive the highest priority.

    Description: The IOC Committee on International Oceanographic Data and Information Exchange held its Seventeenth Session (IODE-XVII) at UNESCO Headquarters between 3 and 7 March 2003. The Session was attended by 72 delegates from Member States, 16 representatives of organizations, programmes and projects, and 5 observers. The Committee reviewed the work of the past intersessional period, noting inter alia the considerable progress made in cooperation with GOOS and JCOMM, the new IODE Group of Experts on Biological and Chemical Data Management and Exchange Practices (GE-BCDMEP), the new Global Ocean Surface Underway Data Pilot Programme (GOSUD), the development of a marine XML, the Marine Environmental Data Inventory (MEDI), the training system OceanTeacher, the dynamic content management system BeeBox, and the regional networks ODINAFRICA and ODINCARSA. The Committee recommended the merging of the GETADE and JCOMM ETDMP, established an inter-sessional working group to examine the future role of WDCs, RNODCs and NODCs, established an ad hoc working group on the implications of GOOS and JCOMM development on IODE, called for further support for the ODINAFRICA and ODINCARSA networks, and recommended the establishment of the OIT pilot project, jointly sponsored with JCOMM and GOOS.The Committee further defined the terms of reference for the IODE Review and expressed its strong support for the draft policy as prepared by the Intergovernmental Working Group on IOC Oceanographic Data Exchange Policy. The Committee strongly supported the establishment of an IODE Project Office and recommended that the offer of the Government of Flanders and the City of Oostende to host the Office in Oostende, Belgium be accepted. The Committee prepared two Resolutions and six Recommendations for adoption by the IOC Assembly during its 22nd Session.

    Description: The IODE Group of Experts on the Technical Aspects of Data Exchange (GETADE) has the following terms of reference (IODE-XV, 1996): (i) Collaborate with IGOSS-CP, IODE GE-MIM and the data management groups of other international bodies and scientific programmes in the development of technical solutions for the management, exchange and easier integration of oceanographic data and information with data from other disciplines. (ii) Collaborate with IODE GE-MIM in the development of a common WWW interface for IODE Centres to deliver data and information in a consistent manner. (iii) Develop a set of documents to be used by data originators or data centres which describe guidelines for formatting ocean data and information. (iv) Continue the developments of a common data format which conforms to other major data collection programmes, meets the needs to handle more diverse data types and is independent of the exchange medium. This will include as appropriate the specification of software modules that may be required. (v) Liaise with other programmes and agencies concerned with oceanographic data exchange to ensure as much as possible a closer alignment of data structure and content. At the 8th Session of GETADE (TADE-VII, 2000) the Group discussed at length the direction in which it felt GETADE should develop in the next years. The Group identified the following medium-term objectives for GETADE: Objective 1: Develop End-To-End Data Management framework strategy and appropriate projects, products and services, based on user requirements. Objective 2: Develop IODE Global metadata management system. Objective 3: Develop marine XML as a mechanism to facilitate format and platform independent information, metadata and data exchange. Objective 4: Develop the IODE Resource Kit as a marine data and information management reference tool for scientists and data/information managers. Objective 5: Organize integrated national and regional level capacity building projects and programmes, linking equipment, training and operational activities. Objective 6: Develop a high-quality IODE web presence and IODE Data/Information Management Portal, as a mechanism to promote IODE, to reinforce the ‘IODE family’ principle, and to guide users to marine information, metadata and data sources.

    Description: The IOC Committee on International Oceanographic Data and Information Exchange held its Nineteenth Session (IODE-XIX at the Abdus Salam International Centre for Theoretical Physics in Trieste, Italy between 12 and 16 March 2007. The Session was attended by 67 delegates from 43 Member States, 11 representatives of organizations, programmes and projects, and 3 World Data Centres. The IODE Committee, during its 5 day Session, reviewed the work of the past inter-sessional period. The Session (i) completed the implementation process of the IODE review recommendations, submitted at IODE-XVIII; (ii) recommended a new strategy and structure of IODE Groups of Experts; (iii) revised the terms of reference of the IODE GE-BICH; (iv) recommended the development of the IODE Ocean Data Portal project; (v) established ODINs for European countries in economic transition (ODINECET), WESTPAC region (ODINWESTPAC) and Black Sea region (ODINBLACKSEA); (vi) recommended the establishment of the OceanDocs e-repository project; and (vii) recommended the joint HAB/IODE development of a Harmful Algal Event Information System. The Committee further decided to continue the inter-sessional working group on quality control of ocean profile data and instructed it to submit its work to the March/April 2008 IODE Officers Meeting. The Committee recommended the organization of a joint GSSC/IODE Officers Meeting in March/April 2008 and this proposal was agreed upon by the GSSC. The Committee reviewed the draft IOC Strategic Plan for Oceanographic Data and Information Management and tasked Dr Rickards, Mr Reed and Mr Keeley to finalize the Document, and for Dr Rickards to submit it to the IOC Assembly during its 24th Session (18-28 June 2007). The Committee elected Dr Malika Bel-Hassen Abid (Tunisia) and Mr Gregory Reed (Australia) as IODE Co-Chairs.

    Description: The Integrated Global Observing Strategy Partnership (IGOS-P) established, in 1999, a thematic approach to the implementation of the IGOS. Recognising that other themes will emerge, the “Ocean Theme” was chosen to be the “pathfinder” in this approach and an Ocean Theme Team was assembled to formulate guidance. One goal of the Ocean Theme Team is to consider and study the full range of current and planned observations, while identifying potential gaps in future observations that might compromise ocean observational records. This document presents a proposed set of long-term ocean observations and identifies a number of challenges for the improvement of knowledge about both the oceans and observing techniques. The overall strategy is to create an observing system for the oceans that serves the research and operational oceanographic communities. The set of observations is based on an evaluation of the range of requirements that have already been presented by GOOS, GCOS, and GODAE. The next five years must include development of institutional structures committed to (1) managing the total data flow (in situ as well as satellite); (2) managing the production, distribution and quality assessment of relevant data products; and (3) working with end-users to ensure that the evolving system is responsive to their needs. It is also recognised that observation protocols evolve with time and, therefore, that the stated observational requirements will need to be reviewed in future. It is the recognised applications that ultimately drive the shape of the requirements for the ocean observing system. The observations on which we focus here are needed to address important issues in ocean science, and through combinations of measurements and models, to support the production of an extensive range of products for a broad community of users. The applications are directly linked to societal needs, including among other things numerical weather prediction, seasonal-to-interannual climate forecasts, and climate assessment. The data are needed for deriving fields of information about the ocean and for initialising and validating the models used to derive other products. Aside from observations we also need to improve, through the Global Ocean Data Assimilation Experiment (GODAE) and the Ocean Biology Project, how we assimilate the data into models. In terms of a long-term continuity challenge, the observations and key issues and objectives may be summarised as follows. Ocean Topography: Continuation of a TOPEX/Poseidon-class high-precision satellite (i.e. Jason-1), an ERS/ENVISAT-class altimeter and the implementation of the Array for Real-time Geostrophic Oceanography (ARGO) profilers. The key issues are the future funding of Jason beyond Jason-1 and of the ARGO profilers. The principal data product is a 10-day global map of sea-surface height (SSH) at a resolution of 0.5°.

    Description: The IODE has supported the creation of a global index of Internet websites containing ocean data and information, called OceanPortal. It currently holds 3400+ records, but it is linked to approximately one-half million web pages with marine-related content. Work of establishing and maintaining OceanPortal area described, and future efforts to enlarge and improve it are proposed. Users can either search the ‘catalogue’ database (ie they can search in the title of the site/page or the summary description). This is the ‘search the catalogue’. The user can also browse through this catalogue. Web sites in OceanPortal have been categorized into nearly 200 categories and sub-categories. A very powerful function in OceanPortal is the website indexer: once a month OceanPortal ‘visits’ all sites and pages catalogued, and indexes their content. This index is also searchable by the user. This therefore represents a very specialized search engine for ocean data and information on the web. Users can access this service through ‘search the sites’.

    Description: The IOC Committee on International Oceanographic Data and Information Exchange held its Eighteenth Session (IODE-XVIII) at the Kursaal, Ostend, Belgium between 26 and 30 April 2005. The Session was attended by 59 delegates from 31 Member States, 15 representatives of organizations, programmes and projects, and 5 observers. The Session was preceded by the official inauguration on 25 April 2005, of the IOC Project for IODE, based in Ostend, Belgium which was attended by Mr. Jean Vandecasteele, Mayor of the City of Ostend, Mrs Fientje Moerman (Vice-Minister-President of the Flemish Government and Flemish Minister for Economy, Enterprise, Science, Innovation and Foreign Trade), Dr Patricio Bernal (on behalf of Mr Koichiro Matsuura, Director-General of UNESCO), Mr. Johan Vande Lanotte, Deputy Prime Minister, Minister for the Budget and Public Enterprise and Minister of the North Sea, Mr. Paul Breyne, Governor of West-Flanders and President of the Board of Directors of the Flanders Marine Institute (VLIZ), Dr Lesley Rickards, Chair of the IOC Committee on International Oceanographic Data and Information Exchange (IODE), and Mr. Yves Leterme, Minister-president of the Flemish Government and Flemish Minister for Institutional Reform, Agriculture, Sea Fisheries and Rural Policy. The IODE Committee, during its 5 day Session, reviewed the work of the past inter-sessional period. Considerable attention was given to the IODE Review that had taken place during the inter-sessional period. The Committee reviewed all recommendations by the Review Team and made several fundamental and structural change decisions in response to the Review. These included the re-composition of the IODE Officers, the abolishment of the RNODC and IODE Regional Co-ordinator systems, and further review of the IODE Groups of Experts during the next inter-sessional period. The Committee established an inter-sessional working group on ocean data quality control, thereby re-emphasizing the important role of IODE in this area. The Committee further welcomed the increased collaboration with other organizations, programmes and projects such as JCOMM, GOOS, ICES, SCAR, CDIAC, GCMD, CEP, OBIS, IAMSLIC, EURASLIC and others. The Committee noted the success of the ODINAFRICA and ODINCARSA projects, established the ODINCINDIO project and recommended the establishment of an ODIN for the WESTPAC region. The Committee further endorsed an outline and timeline for the development of the IOC Data Management Strategy. The Committee prepared 4 Resolutions and 8 Recommendations.

Le Comité a recommandé qu'un soutien spécifique soit apporté aux coordonnateurs régionaux de l'IODE. Compte tenu du succès du "Projet pilote concernant la redéfinition du MEDI", le Comité a recommandé (i) de transformer le MEDI en un programme permanent de l'IODE ; (ii) de mettre en place un Groupe directeur pour MEDI ; et (iii) d'inclure l'outil logiciel MEDI dans les activités de formation et les produits/projets de renforcement des capacités de l'IODE. Le Comité a reconnu l'importance pour l'IODE de participer activement, par l'intermédiaire de ses centres de données, à la planification des programmes d'étude et de surveillance du milieu marin. Le Comité a par conséquent recommandé la création d'un Groupe directeur chargé d'établir, d'entretenir et de renforcer la coopération entre l'IODE et les programmes de recherche et de surveillance. Le Comité s'est félicité de la création de la JCOMM et a décidé qu'il faudrait instaurer des rapports constructifs entre la Commission mixte et l'IODE. Le Comité a recommandé à la COI de participer à la mise au point d'un langage de balisage extensible (XML) pour les données marines et d'en promouvoir l'utilisation au niveau national. El Comité reconoció la importancia de que el IODE, a través de sus centros de datos, participe activamente en el planeamiento de los programas marinos científicos y de observación. El Comité recomendó por lo tanto que se estableciera un Grupo de Dirección sobre la Instauración, el Mantenimiento y el Fortalecimiento de la Cooperación entre el IODE y los Programas de Investigación y Observación. El Comité celebró la creación de la JCOMM y decidió que era preciso establecer una constructiva relación entre ésta y el IODE. El Comité recomendó que en el sistema de IODE se prestara más atención a los datos teledetectados y a los datos biológicos y químicos, así como a los relativos a la contaminación y a las zonas costeras. El Comité recomendó que se estableciera un Grupo de Expertos sobre Gestión de Datos Biológicos y Químicos y Prácticas de Intercambio. Habida cuenta del éxito del proyecto GODAR el Comité aprobó la elaboración de un proyecto de base de datos oceánicos mundiales y respaldó el desarrollo del sitio Web del IODE, del Portal de Datos e Información del IODE y de los servicios y productos conexos. El Comité recomendó que la COI participara en la preparación de un XML para datos marinos y propiciara su uso en el plano nacional. Комитет рекомендовал оказать конкретную под- держку региональным координаторам МООД. Ввиду успеха «Пилотного проекта по пере- смотру МЕДИ» Комитет рекомендовал (i) сделать МЕДИ одной из постоянных программ МООД; (ii) учредить Руководящую группу по МЕДИ и (iii) использовать программное обеспечение МЕДИ в мероприятиях МООД по подготовке специалистов и в продук- тах/проектах по укреплению потенциала. Комитет признал важность активного участия МООД через ее центры данных в планировании программ научных исследований и мониторинга морской среды. В этой связи Комитет рекомендовал учредить руководящую группу по установлению, поддержанию и укреплению сотрудничества между МООД и программами научных исследований и мониторинга. Комитет приветствовал создание ОКОММ и принял решение о том, что между ОКОММ и МООД следует установить конструктивные взаимоотношения. Комитет рекомендовал уделять в рамках системы МООД большее внимание данным дистанционного зондирования, биологическим и химическим данным, данным о загрязнении и данным о прибрежной зоне. Комитет рекомендовал учредить группу экспертов по практическим методам управления и обмена биологическими и химическими данными. В связи с успехом проекта ГОДАР Комитет одобрил разработку Проекта по базе данных о Мировом океане и поддержал дальнейшее развитие веб-сайта МООД, портала данных и информации МООД и соответствующих служб и продуктов. Комитет рекомендовал МОК участвовать в разработке морского формата XML и содействовать расширению использования XML на национальном уровне. Комитет рекомендовал учредить руководящую группу по справочному комплекту МООД. Отмечая успешное функционирование региональных сетей данных и/или информации, таких, как РЕКОСИКС, ОДИНАФРИКА и МЕДАР/МЕДАТЛАС, Комитет рекомендовал развивать новые региональные сети.

    Description: The Sixteenth Session of the IOC Committee on IODE was attended by nearly 100 participants from 37 countries and a number of partner organizations. The Committee recommended specific support to the IODE Regional Coordinators. In view of the success of the “Pilot Project on the Revision of MEDI” the Committee recommended to (i) make the MEDI a permanent IODE programme; (ii) establish a Steering Group for MEDI; and (iii) include the MEDI software tool in IODE training activities and capacity building products/projects. The Committee recognized the importance for IODE, through its data centres, to actively participate in the planning of marine scientific and monitoring programmes. The Committee thus recommended the establishment of a Steering Group on Establishment, Maintenance and Strengthening of Co-operation between IODE and Research and Monitoring Programmes. The Committee welcomed the establishment of JCOMM and decided that a constructive relationship should be established between JCOMM and IODE. The Committee recommended increased attention in the IODE system for remotely-sensed data, biological and chemical data, pollution data and coastal data. The Committee recommended the establishment of a Group of Experts on biological and chemical data management and exchange practises. Following the success of the GODAR project the Committee approved the development of the World Ocean Database Project and endorsed the further development of the IODE web site, the IODE Data and Information Portal and the related services and products. The Committee recommend for IOC to participate in the development of a marine XML and to promote the use of XML at the national level. The Committee recommended the establishment of a Steering Group for the IODE Resource Kit. Noting the success of regional data and/or information networks such as RECOSCIX, ODINAFRICA and MEDAR/MEDATLAS, the Committee recommended the development of additional regional networks.

    Description: Le Centre National de Données Océanographiques est installé au Centre de Gestion Intégrée du Littoral et de l'Environnement de l'Université de Lomé. Ce dernier mène des activités de recherche sur l'environnement et côtier, dans un format pluridisciplinaire et inter-institutionnel. Depuis 1995, à la suite du projet Erosion côtière, le CGILE a établit ses fonds de recherche autour des problématiques suivants : la morphodynamique, la pollution, l'économie, la population, l'occupation du sol et les usages, la biologie marine et côtière, la pêche, les analyses prévisionnelles, le modèle numérique de terrain. Il collabore avec les autres laboratoires universitaires locaux et régionaux, participe au développement des programmes régionaux comme le Grand Ecosystème Marin du Golfe de Guinée, les Polluants Organiques Persistants et a assuré la tenue des réunions scientifiques régionales de l'UNESCO. Il est dirigé par un Professeur d'Université assisté de cinq (6) attachés de recherche. Le CGILE dispose d'équipement de travail scientifique de traitement d'images et de photointerprétaion, d'un laboratoire de sédimentologie, d'outils de constitution de base de données et répond aux demandes d'études d'application sur le milieu marin et côtier. Le Centre National de Données Océanographiques apporte un appui logistique à l'ensemble de la structure et assure ses rôles entre autres de constitution de bases de données, de diffusion et de préparation de produits. L'archivage, avec le concours des points focaux des départements ministériels, se poursuit et est marqué par la saisie des données qui parviennent au CNDO sous format IOC/IODE-XVII/10.37 Page 2 papier. La sensibilisation du public est bien amorcée et se matérialise par diverses actions médiatiques et surtout par l'activité de développement des capacités "Découverte de l'Océan" à l'intention des élèves de classe terminale des lycées et collèges de la région maritime du pays. Cette activité se poursuivra avec les autres régions encore éloignées de l'océan ; l'effet attendu sera plus grand et sensible. Deux gestionnaires principaux en gestion de données et en information sont assistés par des gestionnaires en second dans les différentes tâches. Une répartition des points focaux par rapport à tous les gestionnaires décentralise le processus de travail et facilite le suivi par le Coordonnateur national.

    Description: This report will examine the existing IODE program and will look at the strengths and weakness of its past activities. The paper will also suggest changes to IODE in order to improve the effectiveness of international oceanographic data and information exchange. To a great extent, IODE has remained largely unchanged since it was formed in 1961. However, the marine community it was created to support has changed considerably over this time. IODE was initially developed to support the marine scientist with data and information products. But today the scope for access to marine data and information products has grown considerably with a much broader user community now requiring this type of support. This paper will propose a number of suggestions and options for the future activities and structure of IODE that may be considered suitable in today’s Internet age and suitable to meet the rapidly changing needs of the broad user community.

    Description: The need to have an organization devoted to gathering the oceanographic and environmental data and information distributed among several institutions and researchers, led to the establishment in 1969 of a DNA. As a result of this earlier effort, the Centro Argentino de Datos Oceanograficos (CEADO) was created under an agreement between the Argentine Navy Hydrographic Service (SHN) and the National Council for Scientific and Technical Research (CONICET), and designated in 1974 as NODC. In 1987, IOC credited CEADO with the responsibility of becoming RNDOC-SOC. Three years later it was commissioned by IOC and WMO as Specialized Oceanographic Center of the South Atlantic Ocean within the IGOSS program. In 1993, was designated as National Depositary Center of IOC publications. As of 1999, SHN has full responsibility for running CEADO.

En 1974, avec la création de l'institut Sénégalais de Recherches Agricole (ISRA) dont il est rattaché, le centre voit un élargissement de ses domaines d'interventions. Les aspects économiques et sociologiques autour de la pêche sont prises en considérations vue l'importance qu'elle génère. A partir des années 80, le centre prend en compte la pêche continentale et l'aquaculture avec les modifications profondes dans les écosystèmes fluviaux et estuariens du fait des années de sécheresse dans le sahel. Durant cette période aussi, il dote en collaboration avec l'ORSTOM (actuel IRD) d'une unité de traitement des images satellites, qui aujourd'hui avec l'Université Cheikh Anta DIOP de Dakar est devenu 'Laboratoire d'Etude et de Recherches en Géomatique (LERG).

    Description: Tal y como se informó en la XVI Sesion de IODE celebrada en Lisboa, Portugal 2002, en Cuba solo existen dos centros de datos de instituciones marinas. El Centro de Datos del Instituto de Oceanología y el Centro de Datos del Grupo Empresarial GEOCUBA, continúan brindando servicios en régimen de demanda eventual. Cuba no ha solicitado la oficialización de un NODC o de un ADN porque se considera que no existen las condiciones idóneas para ello. No obstante ello, a partir del año 2000, se realizaron una serie de acciones que ayudarán en la preparación de los recursos humanos para conformar los centros de datos.

    Description: In 1971 Sweden established an IOC Designated National Agency located in the Swedish National Board of Fisheries, Hydrographic Department. A major reason for the establishment of the DNA was the increasing awareness of the eutrophication problems in the Baltic. In 1985 the Hydrographic Department (including the DNA) was relocated to SMHI and changed the name to Oceanographic Laboratory. SMHI is the largest producer of oceanographic data in Sweden. In 1994 the Swedish Environmental Protection Agency appointed the laboratory as “National Data Host for Physical and Chemical Oceanographic Data". In 1998 the laboratory was reorganized into Oceanographic Services and made responsible for all marine monitoring data produced in SMHI.
