Description / Table of Contents: Winner of the 2006 Giovanni Sartori Book Award, given by the American Political Science Association's Qualitative Methods Section. The use of case studies to build and test theories in political science and the other social sciences has increased in recent years. Many scholars have argued that the social sciences rely too heavily on quantitative research and formal models and thus have attempted to develop and refine rigorous methods for using case studies. This text presents a comprehensive analysis of research methods using case studies and examines the place of case studies in social science methodology. It argues that case studies, statistical methods, and formal models are complementary rather than competitive. The book explains how to design case study research that will produce results useful to policymakers and it emphasizes the importance of developing policy-relevant theories. It offers three major contributions to case study methodology: an emphasis on the importance of within-case analysis, a detailed discussion of process tracing, and development of the concept of typological theories. Case Studies and Theory Development in the Social Sciences will be particularly useful to graduate students and scholars in social science methodology and the philosophy of science, as well as to those designing new research projects, and will contribute greatly to the broader debate about scientific methods.

Description / Table of Contents: Rezension: Die Zukunft gestalten" (ID 5/06) hatte die Schaffung eines "Weltzukunftsrats" (WFC) und seiner Agenda zum Inhalt, einer NGO auf höchster Ebene. (2)

Description / Table of Contents: In the monograph results of long-term ground and remote sensing experimental and theoretical investigations of heat-water exchange of typical permafrost landscapes and small river basins of Eastern Siberia and its factors situated in subarctic tundra, plain taiga and southern mountain taiga are generalized. Detailed maps of landscape structure of range grounds as well as results of analysis of wide range of parameters and variables of permafrost landscapes characterizing spatial and temporal variability of their state in daily, seasonal and long-term scales are presented. Zonal-landscape features of heat and water exchange as well as water regime of small river basins have been revealed. Spatial distribution of vertical turbulent heat and moisture flows in the boundary layer of the atmosphere above heterogeneous surface by measurements from board a plane has been investigated. Spatial and temporal analysis of thermo- and water-physical properties of perennially frozen grounds, which are applied as parameters in hydro-climatic models, has been fulfilled. Processes of interaction of surface and underground waters on plain and in the mountains have been considered, as well as cryogenic phenomena, which have considerable impact upon water regime of rivers and permafrost landscapes.

Description / Table of Contents:
Description / Table of Contents: Translation of the abstract: The work is devoted to the geological and paleontological substantiation of the age division of the Paleogene and Neogene deposits of the east of the Siberian Platform. The factual material obtained over the past 25 years from the stratigraphy of Paleogene-Neogene deposits in the east of the Siberian Platform is summarized. For the first time, a scheme of structural-facies zoning of the region was drawn up. In 8 regions, 25 summary sections (columns) were characterized in detail. 6 regional horizons were identified (5 of them for the first time). For all stratigraphic units, along with lithological and parametric data, complete paleontological and paleomagnetic characteristics are given. Conducted regional and interregional correlations. The scheme is recommended as a basis for geological surveys of medium and large scales, geological prospecting and exploration works, as well as diverse paleogeographic reconstructions.

Description / Table of Contents: The atlas is the result of a collective effort by more the 40 National soil surveys and soil science institutions cooperating across Europe within the European Soil Bureau Network (ESBN). This network, established by the JRC in 1989, has formalised already existing collaborations among soil surveys already initiated in 1959 by the UN FAO as the first steps towards a common soil map for the European Union. The main European added value of the ESBN has been the joint effort towards bringing together soil information collected in separate European countries, using very different methodologies, standards and scientific backgrounds, into one single geographic information system (GIS) while demonstrating that, at least for soil science, a “Europe without borders” is possible. Lengthy cross-border harmonisation sessions between bordering countries have resulted in a common fully harmonised soil geographical database of Europe at a nominal scale of 1:1,000,000. This database has allowed the production of the maps that are at the heart of the new “Soil Atlas of Europe”. Soil resources of Europe are limited and need to be protected for future generations. A number of threats are affecting the functioning of European soils, not only for the purpose of agricultural production, but also for other important environmental services that soil delivers to all of us: - storage, filtering and buffering of contaminants, allowing us to enjoy clean ground- and surface waters, - limiting dramatic flood events; - enhancing the storage of greenhouse gases that otherwise would be released to the atmosphere; - preserving a large pool of biodiversity by hosting a large number of microbial species in the soil top layers; , - archiving human artefacts that document our common European cultural heritage; - providing stable surfaces for our housing and infrastructure and source of raw materials; etc… The “Soil Atlas of Europe” uses specific maps to illustrate threats such as soil erosion, the decline of organic matter, soil sealing by housing and infrastructure, etc… Soil protection has a strong trans-boundary character. The Atlas dedicates a large section to the global dimension of soil protection, including a number of plates covering the Mediterranean countries, the Northern Circumpolar Countries (Eurasia, Greenland, North-America) and the globe, based on the joint efforts of the European Commission with the partner organisations in other areas of the world and FAO. Global climate change will affect soil substantially in the future, posing a serious threat to large areas of permafrost. The Northern Circumpolar Soil Database, a joint international effort, will allow more accurate assessment of this potential threat. Not only climate change, but also desertification and loss of biodiversity are strongly affecting soils globally, making the new “Soil Atlas of Europe” relevant to a much larger community of stakeholders involved in the implementation of the three “Rio-Conventions” and allowing to explore possible synergies among international multilateral agreements towards global soil protection. The Soil Atlas of Europe contains: - Maps, Tables, Figures and graphs - Introduction to Soils - Regional map sheets Who will read the Soil Atlas: - Reference work for EU citizens & Policy makers - Not aimed specifically at Soil Scientists - Raise profile of soil and related issues - Publicise the work of the ESB Network More then 20 years of collaboration between European soil scientists has resulted in the publication by the European Commission of the first ever "Soil Atlas of Europe". Based on soil data and information collected within the European Soil Information System (EUSIS) developed by the Joint Research Centre, the atlas illustrates in 128 pages of maps, tables, figures and graphs, the richness of European soil resources and the need for their sustainable management. The Atlas compiles existing information on different soil types in easily understandable maps covering the entire European Union and bordering countries. The publication is intended for the general public, aiming to 'bridge the gap' between soil science and public knowledge. By addressing the non-specialized audience, the Atlas will increase public awareness and understanding of the diversity of soils and of the need to protect this precious resource.

Description / Table of Contents: The editors present a state-of-the-art overview on the Physics of Space Weather and its effects on technological and biological systems on the ground and in space. It opens with a general introduction on the subject, followed by a historical review on the major developments in the field of solar terrestrial relationships leading to its development into the up-to-date field of space weather. Specific emphasis is placed on the technological effects that have impacted society in the past century at times of major solar activity. Chapter 2 summarizes key milestones, starting from the base of solar observations with classic telescopes up to recent space observations and new mission developments with EUV and X-ray telescopes (e.g., STEREO), yielding an unprecedented view of the sun-earth system. Chapter 3 provides a scientific summary of the present understanding of the physics of the sun-earth system based on the latest results from spacecraft designed to observe the Sun, the interplanetary medium and geospace. Chapter 4 describes how the plasma and magnetic field structure of the earth`s magnetosphere is impacted by the variation of the solar and interplanetary conditions, providing the necessary science and technology background for missions in low and near earth`s orbit. Chapter 5 elaborates the physics of the layer of the earth`s upper atmosphere that is the cause of disruptions in radio-wave communications and GPS (Global Positioning System) errors, which is of crucial importance for projects like Galileo. In Chapters 6-10, the impacts of technology used up to now in space, on earth and on life are reviewed.

Description / Table of Contents: If dangerous climate change is still to be avoided, a reversal of current trends must be achieved within the next ten years, and greenhouse gas emissions worldwide must be halved by 2050 compared with a 1990 baseline. However, there is a widening gap between the action that is urgently needed and current climate policy. The German Advisory Council on Global Change (WBGU) is therefore convinced that a new climate policy dynamic is required worldwide. Currently, all eyes are on Germany: its Presidency of the Council of the European Union and Presidency of G8 offer a dual opportunity to drive climate protection forward. The Council‘s core messages are as follows: Climate protection is both worthwhile and feasible: Investing in climate protection is economically efficient, as the costs of effective climate protection are far lower than the costs of inaction. The longer we delay, the more expensive climate protection will become. For successful climate protection, a transformation of the world‘s energy systems is key. Such a transformation is technologically feasible, marking a shift away from fossil towards renewable energy sources, and requires rapid utilization of the high efficiency potentials. Further development of the UN climate convention: A consensus on the mitigation target must be forged and enshrined in the convention. To this end, the Council recommends the adoption of a global temperature guard rail limiting the rise in near-surface air temperature to a maximum of 2 °C relative to the pre-industrial value – equivalent to stabilizing the concentration of greenhouse gases below 450 ppm CO2eq. The Kyoto Protocol must be developed further and offer effective incentives for the transformation of energy systems. The industrialized countries should commit to ambitious reduction targets, while mechanisms must be established for the progressive, but differentiated integration of the newly industrializing and developing countries into commitment regimes. The issue of adaptation must also be given appropriate priority. This must include firm pledges from the industrialized countries on technological cooperation and financing. Making the most of the G8 Summit at Heiligendamm: Fresh initiatives from the heads of state and government are required to inject new life into the faltering climate process. The G8 countries and the five major newly industrializing countries, as the world‘s leading political and economic nations, should now send out clear signals and agree an ‚innovation pact on decarbonization‘. By adopting joint parameters for efficiency and CO2 emissions standards, developing a Road Atlas for the decarbonization of energy systems, and promoting technological cooperation, the G8+5 countries have the potential to become the driving force in international climate policy. Reaffirming the European Union‘s leading role: The European Union should expand its leading role in international climate protection. To maintain its credibility, it must achieve its agreed emissions reduction targets. The EU must demonstrate the viability of climate protection and provide fresh impetus for energy efficiency and renewables worldwide. The European Union‘s Emissions Trading Scheme should be developed further and improved as a matter of urgency.

Description / Table of Contents: The monograph outlines the history of establishing the drifting stations in the Arctic Basin beginning from 1937, sets forth the main aims and goals of the observations made, and describes methods of arranging drifting stations, gear and equipment for life support and scientific observations at the "North Pole" drifting stations and in high-latitudinal airborne expeditions. The main scientific results of the analysis of meteorological, ice, oceanographic and geophysical observations in the central Arctic Basin are presented. The contribution of data collected at the drifting stations to the process of gaining knowledge about the nature of the Arctic Basin and the perspectives of using drifting stations in the future, in particular during the International Polar Year 2007-2008 are being discussed. The book contains an extensive illustrative, cartographic and tabular material, which can be used by a wide circle of specialists investigating the nature of the Arctic region.
