Despite the limitations in basic infrastructure and low-level penetration of information technology in India, more than 50 grassroots projects are using modern ICTs for the benefit of rural communities. Describes selected community projects in India. Also identifies the bottlenecks in, possible solutions for and observations of the initiatives of rural projects. Concludes that creating information-rich societies is a key element of poverty reduction and sustainable development. Community network centres can play a key role in meeting the socio-economic aspirations of rural communities by successfully addressing the "eight Cs" of success in the digital age: connectivity, content, community, commerce, capacity, culture, co-operation and capital.

    Notes: Over the past five years, the e-rate program has been instrumental in reducing the digital divide in America's schools. However, right from its inception, a number of controversies have surrounded the program including the right of the FCC to impose a "tax" on the telecommunications industry, the status of the Universal Service Administration Company, allegations of fraud in the allocation of funds to schools and libraries, and questions whether Internet access to schools was furthering the cause of educational equity. A number of these questions have been settled through court cases and administrative reform, but doubts about the future of the program still persist so much so that the US Congress is currently considering proposals to terminate or reform the e-rate program. Keeping in mind these controversies and the achievements to date of the program, this paper compares a number of policy proposals that have been put forward recently. It recommends among other things that the future effectiveness of the e-rate program may be best served by enabling a shift of funding from telecommunications access to software and content development.

    Notes: So far fourth generation (4G) has not been well defined technically, functionally or commercially despite conceptual research having been quietly under way since 1998. But as we have not fully rolled out and digested 2.5G, let alone 3G, why on earth should we be interested in a still further mobile technology? And how will WiFi, WiMAX and existing networks figure in all of this? The answer is that 4G will fundamentally advance the way we use mobile and existing networks and repair the problems of 3G. If allowed to, 4G can take us from radio technologies and concepts of the 1920s into the next era of radio communications using "open spectrum". And 4G may be able to answer many cost and technical problems of the earlier mobile systems. Once its technical blueprint is worked out, 4G faces enormous challenges, far more than the technical, in commercial/political battles with what it could replace. We examine its challenges here, also considering regulatory policy, which would require that the mobile element is seen as only one of at least six components. The different scenarios for its early development are also briefly reviewed.

    Notes: Under the new European regulatory communications framework coming into effect in summer 2003, market analyses will be subject to a different and much wider analytical scope. Whereas traditional market analysis has been primarily based on critical market share values, the relevant articles of the framework directive explicitly call for a more holistic and economically based perspective in carrying out competition analyses in predefined communications markets. This article discusses institutional aspects and provides an organizational framework for conducting market analyses that is applicable to all relevant communication markets. The resulting reference model is shown to be embedded in traditional competition concepts.
