    Description: The Committee on Earth Observation Satellites (CEOS) is an international organization which coordinates space-based Earth observations world wide. Created in 1984, CEOS now comprises 38 national space agencies, regional organizations and international space-related and research groups. The aim of CEOS is to achieve international coordination in the planning of satellite missions for Earth observation and to maximize the utilization of data from these missions world-wide. With regard to developing countries, the fundamental aim of CEOS is to encourage the creation and maintenance of indigenous capability that is integrated into the local decision-making process, thereby enabling developing countries to obtain the maximum benefit from Earth observation. Obtaining adequate access to remote sensing information is difficult for developing countries and students and teachers alike. High unit data prices, the specialized nature of the technology , difficulty in locating specific data, complexities of copyright provisions, the emphasis on "leading edge" technology and research, and the lack of training materials relating to readily understood application are frequently noted obstacles. CEOS has developed an education CD-ROM which is aimed at increasing the integration of space-based data into school curricula, meeting the heretofore unsatisfied needs of developing countries for information about Earth observation application, data sources and future plans; and raising awareness around the world of the value of Earth observation data from space. The CD-ROM is designed to be used with an Internet web browser, increasing the information available to the user, but it can also be used on a stand-alone machine. It contains suggested lesson plans and additional resources for educators and users in developing countries.

    Description: A meeting was held in December 1996, attended by representatives from Department of the Interior (DOI) and National Aeronautical and Space Administration (NASA) at the request of Department of the Interior Secretary, Bruce Babbitt and NASA, Administrator Director Dan Goldin, to discuss the use of hyperspectral systems and related remote sensing technologies in addressing environmental issues of environmental importance to the (DOI). It was determined that NASA/DOI Coordination be established, comprised of representatives from each agency, designated to address the environmental issues and resulting technologies. A steering committee was formed consisting of representatives from NASA Headquarters, NASA PI's from University California-Davis, University of Colorado-Boulder, University of New Hampshire and DOI Bureaus (Indian Affairs, Land Management, Reclamation, National Park Service, and US Geological Survey).

    Description: In the current environment of stagnant or shrinking budgets for space research and exploration, nations can no longer afford to develop costly systems in a vacuum. Greater coordination of existing and planned systems, both among space agencies and between the space agencies and user communities, will enable the maximization of global investments in all areas of space-related research. In this manner, a group of space agencies has embarked on an initiative to link their activities in Earth observation with complementary observation programs. The goal of this initiative is to develop a comprehensive strategy for enhanced levels of support to scientific, operational and research communities. The space agencies, through the Committee on Earth Observation Satellites (CEOS), have embraced the concept of an Integrated Global Observing Strategy (IGOS), primarily in fulfillment of their own set of objectives and to derive greater benefit from both operating and planned Earth observing systems. Through working together, CEOS agencies are in a position to plan their Earth observation projects with the minimum of unnecessary overlap and to devise joint strategies for addressing serious gaps in their observation capabilities. Ultimately, an IGOS should be the joint product of all groups involved in the collection and analysis of both space-based and in-situ data. CEOS is actively seeking IGOS -related partnerships with the Global Climate, Global Ocean and Global Terrestrial Observing Systems, their intergovernmental Sponsors, the International Group of Funding Agencies for Global Change Research, and other scientific and user organizations including the International Geosphere-Biosphere Programme and the World Climate Research Programme.

    Description: An agenda for land-surface hydrology research is proposed to open the debate for more comprehensive prioritization of science and application activities in the hydrologic sciences. A set of science questions are posed and the observational requirements to achieve substantial progress are identified. In this context, the proposal to initiate the 2nd International Hydrologic Decade (IHD) is put forth. The benefits of this initiative for enhanced scientific understanding and improved capability in meeting societal needs are also identified.

    Description: Why are space observatories important? The answer concerns twinkling stars in the night sky. To reach telescopes on Earth, light from distant objects has to penetrate Earth's atmosphere. Although the sky may look clear, the gases that make up our atmosphere cause problems for astronomers. These gases absorb the majority of radiation emanating from celestial bodies so that it never reaches the astronomer's telescope. Radiation that does make it to the surface is distorted by pockets of warm and cool air, causing the twinkling effect. In spite of advanced computer enhancement, the images finally seen by astronomers are incomplete. NASA, in conjunction with other countries' space agencies, commercial companies, and the international community, has built observatories such as the Hubble Space Telescope, the Compton Gamma Ray Observatory, and the Chandra X-ray Observatory to find the answers to numerous questions about the universe. With the capabilities the Space Shuttle provides, scientist now have the means for deploying these observatories from the Shuttle's cargo bay directly into orbit.

    Description: We describe an automated algorithm (MEMSCAG) for mapping subpixel snow covered area (SCA) and snow grain size with AVIRIS data. The algorithm is based on the multiple endmember approach to spectral mixture analysis in which the spectral endmembers and the number of endmembers can vary on a pixel-by-pixel basis. This approach accounts for surface cover heterogeneity within a scene. The mixture analysis runs on endmembers from a spectral library of snow, vegetation, rock, soil, and lake ice spectra. Snow endmembers of varying grain size were produced with a radiative transfer model. All non-snow endmembers were collected with a portable field spectrometer. Mapping is performed through sequential 2-endmember, 3-endmember, and 4- endmember mixture model runs, each subject to constraints on RMS, residuals, fractions and priority. Grain size is determined by the grain size of the snow endmember used in the optimal mixture model. We apply MEMSCAG to AVIRIS data collected over Mammoth Mountain, CA and the northern site of the BOREAS in Manitoba, Canada. MEMSCAG produces appropriate snow covered area estimates in all regions. A preliminary comparison of grain size estimates from MEMSCAG with field measurements demonstrates high accuracy.

    Description: Two Landsat Thematic Mapper (TM) images, from July 1984 and July 1992, were used to identify land use/cover changes in the urban and suburban fringe of the city of Huntsville, Alabama. Image difference was the technique used to quantify the change between the two dates. The eight-year period showed a 16% change, mainly from agricultural lands to urban areas generated by the settlement of industrial, commercial, and residential areas. Visual analysis of the change map (i.e., difference image) supported this phenomenon by showing that most changes were occurring in the vicinity of the major roads and highways across the city.

    Description: Soil moisture is an important component of analysis in many Earth science disciplines. Soil moisture information can be obtained either by using microwave remote sensing or by using a hydrologic model. In this study, we combined these two approaches to increase the accuracy of profile soil moisture estimation. A hydrologic model was used to analyze the errors in the estimation of soil moisture using the data collected during Huntsville '96 microwave remote sensing experiment in Huntsville, Alabama. Root mean square errors (RMSE) in soil moisture estimation increase by 22% with increase in the model input interval from 6 hr to 12 hr for the grass-covered plot. RMSEs were reduced for given model time step by 20-50% when model soil moisture estimates were updated using remotely-sensed data. This methodology has a potential to be employed in soil moisture estimation using rainfall data collected by a space-borne sensor, such as the Tropical Rainfall Measuring Mission (TRMM) satellite, if remotely-sensed data are available to update the model estimates.

    Description: The aim of this work is to support our ISO, far-infrared (IR) observing program of quasars and active galaxies. We have obtained, as far as possible, complete spectral energy distributions (radio-X-ray) of the ISO sample in order to fully delineate the continuum shapes and to allow detailed modelling of that continuum. This includes: ground-based optical, near-IR and mm data, the spectral ranges closest to the ISO data, within 1-2 years of the ISO observations themselves. ISO was launched in Nov 1995 and is currently observing routinely. It has an estimated lifetime is 2 years. All near-IR and optical imaging and spectroscopy are now in hand and in the process of being reduced, mm data collection and proposal writing continues.

    Description: The McDonald Observatory Planetary Search (MOPS) was designed to search for Jovian-mass planets in orbit around solar-type stars by making high-precision measurements of the Radial Velocity (RV) of a star, to attempt to detect the reflex orbital motion of the star around the star-planet barycenter. In our solar system, the velocity of the Sun around the Sun-Jupiter barycenter averages 12.3 m/ s. The MOPS survey started operation in September 1987, and searches 36 bright, nearby, solar-type dwarfs to 10 m/s precision. The survey was started using telluric O2 absorption lines as the velocity reference metric. Observations use the McDonald Observatory 2.7-m Harlan Smith Telescope coude spectrograph with the six-foot camera. This spectrograph configuration isolates a single order of the echelle grating on a Texas Instruments 800 x 800 CCD. The telluric line method gave us a routine radial velocity precision of about 15 m/s for stars down to about 5-th magnitude. However, the data obtained with this technique suffered from some source of long-term systematic errors, which was probably the intrinsic velocity variability of the terrestrial atmosphere, i.e. winds. In order to eliminate this systematic error and to improve our overall measurement precision, we installed a stabilized I2 gas absorption cell as the velocity metric for the MOPS in October 1990. In use at the telescope, the cell is placed directly in front of the spectrograph entrance slit, with starlight passing through the cell. The use of this sealed stabilized I2 cell removes potential problems with possible long-term drifts in the velocity metric. The survey now includes a sample of 36 nearby F, G, and K type stars of luminosity class V or IV-V.
