    Description: An apparatus is provided for use in determining surface conductivity of a flat or shaped conductive material at microwave frequencies. A plate has an electrically conductive surface with first and second holes passing through the plate. An electrically conductive material under test (MUT) is maintained in a spaced apart relationship with the electrically conductive surface of the plate by one or more non-conductive spacers. A first coupling loop is electrically shielded within the first hole while a second coupling loop is electrically shielded within the second hole. A dielectric resonator element is positioned between the first and second coupling loops, while also being positioned closer to the MUT than the electrically conductive surface of the plate. Microwave energy at an operating frequency f is supplied from a signal source to the first coupling loop while microwave energy received at the second coupling loop is measured. The apparatus is capable of measuring the Q-factor of the dielectric resonator situated in the cavity existing between the electrically conductive surface of the plate and the MUT. Surface conductivity of the electrically conductive surface can be determined via interpolation using: 1) the measured Q-factor with the electrically conductive surface in place, and 2) the measured Q-factor when the MUT is replaced with reference standards having known surface conductivities.

    Description: A video display engineering and optimization CAD simulation system for designing a LCD display integrates models of a display device circuit, electro-optics, surface geometry, and physiological optics to model the system performance of a display. This CAD system permits system performance and design trade-offs to be evaluated without constructing a physical prototype of the device. The systems includes a series of modules which permit analysis of design trade-offs in terms of their visual impact on a viewer looking at a display.

    Description: NASA revolutionized our view of the world in 1972 with the launch of the first satellite to monitor the Earth. Recognizing the importance of states in governing the United States, NASA then established a program in the late 1970s to educate and assist states in using satellite data products. This report reviews this brief, but beneficial program that laid a foundation and catalyzed satellite data work that continues today in several states. More recently, outreach efforts as part of NASAs Mission to Planet Earth program and growing state government roles, responsibilities, and initiatives led NASA to begin a new effort in 1994 to understand and work effectively with states. This effort included an investigation and synthesis of current satellite data conditions in each of the 50 states that are included in this report. It provided strong evidence that some state governments are applying satellite data to an increasing array of government needs, while other states have very limited applications to date. A wide range of satellite data applications in executive branch agencies are described, as well as the recent status of the Gap Analysis Program in each of the states with this program. The report also reviews the status of satellite data and geographic information coordination efforts in each of the 50 states. In addition to this investigation, NASA convened a meeting of representatives of 12 states experienced with satellite data to identify future satellite data uses and needs, as well as NASA opportunities to enhance the utility of satellite data products. The findings and recommendations from this meeting, the 50 state investigations, and NASAs past state programs are also included in the report; they provide the rationale for NASA to establish a new outreach effort with state governments in the late 1990s.

    Description: The Synthetic Aperture Radar (SAR) sensor is widely used to record data about the ground under all atmospheric conditions. The SAR acquired images have very good resolution which necessitates the development of a classification system that process the SAR images to extract useful information for different applications. In this work, a complete system for the land cover classification was designed and programmed using the Khoros, a data flow visual language environment, taking full advantages of the polymorphic data services that it provides. Image analysis was applied to SAR images to improve and automate the processes of recognition and classification of the different regions like mountains and lakes. Both unsupervised and supervised classification utilities were used. The unsupervised classification routines included the use of several Classification/Clustering algorithms like the K-means, ISO2, Weighted Minimum Distance, and the Localized Receptive Field (LRF) training/classifier. Different texture analysis approaches such as Invariant Moments, Fractal Dimension and Second Order statistics were implemented for supervised classification of the images. The results and conclusions for SAR image classification using the various unsupervised and supervised procedures are presented based on their accuracy and performance.

    Description: When performing satellite remote sensing of the earth in the solar spectrum, atmospheric scattering and absorption effects provide the sensors corrupted information about the target's radiance characteristics. We are faced with the problem of reconstructing the signal that was reflected from the target, from the data sensed by the remote sensing instrument. This article presents a method for simulating radiance characteristic curves of satellite images using a MODTRAN 3.5 band model (BM) code to solve the radiative transfer equation (RTE), and proposes a method for the implementation of an adaptive system for automated atmospheric corrections. The simulation procedure is carried out as follows: (1) for each satellite digital image a radiance characteristic curve is obtained by performing a digital number (DN) to radiance conversion, (2) using MODTRAN 3.5 a simulation of the images characteristic curves is generated, (3) the output of the code is processed to generate radiance characteristic curves for the simulated cases. The simulation algorithm was used to simulate Landsat Thematic Mapper (TM) images for two types of locations: the ocean surface, and a forest surface. The simulation procedure was validated by computing the error between the empirical and simulated radiance curves. While results in the visible region of the spectrum where not very accurate, those for the infrared region of the spectrum were encouraging. This information can be used for correction of the atmospheric effects. For the simulation over ocean, the lowest error produced in this region was of the order of 105 and up to 14 times smaller than errors in the visible region. For the same spectral region on the forest case, the lowest error produced was of the order of 10-4, and up to 41 times smaller than errors in the visible region,

    Description: Ice discharge from north and northeast Greenland glaciers was calculated at the grounding line using ERS radar interferometry data acquired during the tandem phase. The resulting estimates exceed the production of icebergs at the glacier fronts by a factor of 3.5. This large decrease in ice flux is attributed to extensive melting at the underside of the floating sections. When compared to the predicted grounding line ice discharge of an ice sheet in balance, the results show an excess of 28 cubic km/yr of ice lost to the ocean. The north and northeast sectors of the Greenland ice sheet are therefore thinning and contributing positively to sea-level rise.

    Description: The authors have demonstrated room-temperature CW operation of type-2 quantum cascade (QC) light emitting diodes at 4.2 (micro)m using InAs/InGaSb/InAlSb type-2 quantum wells. The type-2 QC configuration utilizes sequential multiple photon emissions in a staircase of coupled type-2 quantum wells. The device was grown by molecular beam epitaxy on a p-type GaSb substrate and was compared of 20 periods of active regions separated by digitally graded quantum well injection regions. The maximum average output power is about 250 (micro)W at 80 K, and 140 (micro)W at 300 K at a repetition rate of 1 kHz with a duty cycle of 50%.

    Description: Based on recent advances in microwave remote sensing of soil moisture and in pursuit of research interests in areas of hydrology, soil climatology, and remote sensing, the Center for Hydrology, Soil Climatology, and Remote Sensing (HSCARS) conducted the Huntsville '96 field experiment in Huntsville, Alabama from July 1-14, 1996. We, researchers at the Global Hydrology and Climate Center's MSFC/ES41, are interested in using ground-based microwave sensors, to simulate land surface brightness signatures of those spaceborne sensors that were in operation or to be launched in the near future. The analyses of data collected by the Advanced Microwave Precipitation Radiometer (AMPR) and the C-band radiometer, which together contained five frequencies (6.925,10.7,19.35, 37.1, and 85.5 GHz), and with concurrent in-situ collection of surface cover conditions (surface temperature, surface roughness, vegetation, and surface topology) and soil moisture content, would result in a better understanding of the data acquired over land surfaces by the Special Sensor Microwave Imager (SSM/I), the Tropical Rainfall Measuring Mission Microwave Imager (TMI), and the Advanced Microwave Scanning Radiometer (AMSR), because these spaceborne sensors contained these five frequencies. This paper described the approach taken and the specific objective to be accomplished in the Huntsville '97 field experiment.

    Description: In order to understand the impact of anthropogenic emissions upon the earth's environment, scientists require remote sensing techniques which are capable of providing range-resolved measurements of clouds, aerosols, and the concentrations of several chemical constituents of the atmosphere. The differential absorption lidar (DIAL) technique is a very promising method to measure concentration profiles of chemical species such as ozone and water vapor as well as detect the presence of aerosols and clouds. If a suitable DIAL system could be deployed in space, it would provide a global data set of tremendous value. Such systems, however, need to be compact, reliable, and very efficient. In order to measure atmospheric gases with the DIAL technique, the laser transmitter must generate suitable on-line and off-line wavelength pulse pairs. The on-line pulse is resonant with an absorption feature of the species of interest. The off-line pulse is tuned so that it encounters significantly less absorption. The relative backscattered power for the two pulses enables the range-resolved concentration to be computed. Preliminary experiments at NASA LaRC suggested that the solid state Raman shifting material, Ba(NO3)2, could be utilized to produce these pulse pairs. A Raman oscillator pumped at 532 nm by a frequency-doubled Nd:YAG laser can create first Stokes laser output at 563 nm and second Stokes output at 599 nm. With frequency doublers, UV output at 281 nm and 299 nm can be subsequently obtained. This all-solid state system has the potential to be very efficient, compact, and reliable. Raman shifting in Ba(NO3)2, has previously been performed in both the visible and the infrared. The first Raman oscillator in the visible region was investigated in 1986 with the configurations of plane-plane and unstable telescopic resonators. However, most of the recent research has focused on the development of infrared sources for eye-safe lidar applications.

    Description: In this paper, we examine the problem associated with abruptly mixing boundary conditions in the context of a two-dimensional semiconductor device simulator. Explicitly, this paper addresses the transition between an ohmic-type Dirichlet condition and a passivated Neumann boundary. In the traditional setting, the details or the transition between the two boundary types are not addressed and an abrupt transition is assumed. Subsequently, the calculated observables (most notably the potential) exhibit discontinuous derivatives near the surface at the point where the boundary type switches. This paper proposes an alternative condition which models the progression between the two boundary types through the use of a finite length, smoothed boundary whereby the numerical discontinuities are eliminated. The physical and mathematical basis for this smoothed boundary condition is discussed and examples of the technique's implementation given. It is found that the proposed boundary condition is numerically efficient and can be implemented in pre-existing device simulators with relative ease.
