    Notes: The Water Authorities Association guide ‘Sewers for Adoption’ has achieved considerable success in unifying practice and establishing well-understood and recognized standards for the design and construction of sewers by developers under Section 18 of the Public Health Act 1936. However, the supervision provided by the adopting authorities — particularly in relation to supervision fees — has been an area of dispute for some time.The Construction Industry Research and Information Association (CIRIA) has recently completed a study on the optimum levels of supervision for sewer construction. The study included a national survey on the nature and extent of problems occurring during the course of Section 18 work and the supervision practices presently being undertaken. The study puts forward recommendations on the nature and timing of periodic inspections undertaken during construction. Several specific problem areas are discussed, ranging from measures required to ensure that design submissions are of an adequate standard, to the timing of any pre-adoption closed-circuit television inspection. This paper draws upon the contents of the report and discusses some of the principal findings and recommendations of the study.

    Notes: Effluent quality implications of bulking control with chlorine in activated-sludge treatment have been studied on laboratory scale. Batch chlorination of sludge samples led to the formation of trihalomethanes, mainly as chloroform (in hundreds of ùg/l) and even more non-specified organohalogens. Most organohalogens were formed from substances in the liquid effluent, and fewer out of the sludge solids. The presence of sludge lowered the concentration of extractable trihalomethanes in the effluent. Continuous chlorination in a laboratory-scale activated-sludge plant did not produce measurable quantities of any organohalogen compounds.

    Notes: Precast concrete blocks can be used as erosion protection to a surface subjected to high-velocity water, for example a dam spillway.The paper describes model testing carried out on flat and wedge-shaped blocks in a purpose-designed facility at the University of Salford, where an open channel discharge intensity of 0.5 m2/s can be accelerated to a velocity of 7.5 m/s.The failure modes of tied and untied flat concrete blocks have been investigated under different laying and bedding conditions. The model results are compared to the findings from prototype studies. Results from experiments on wedge-shaped blocks of a Soviet design are also presented and confirm the Russian experience that the wedge shape is inherently stable at large discharges, a block of 100-m thickness being stable under a discharge intensity of 20 m2/s.

    Notes: The paper describes the changing face of river engineering. The environmental assessment procedure implicit in the Water Act 1989 and explicit in other recent legislation requires review of traditional methodology in the context of the entire river catchment environment. Local deficiencies in performance levels, especially in urbanizing catchments, must be interpreted in this light.This approach has been made possible by advances in analytical and computational techniques matched by hardware design. Investigations of problem areas can now be specified as part of a developing integrated river catchment plan, supported by adaptable models and capable of playing an increasingly confident role in strategic land-use planning.

    Notes: Sir Edwin Chadwick, who has been recognized as the father of British sanitary science, died in 1890. This lecture commemorates the centenary of his death. It describes the appalling sanitary conditions existing in the early nineteenth century, traces the achievements made during the life of Chadwick, and reviews the influence these have had on the development of public-health engineering in the UK and internationally in the nineteenth and twentieth centuries. The lecture concludes with some reflections on contemporary issues related to environmental health and the future role of the environmental engineer.

    Notes: Observations at a sawmill where two major spillages of preservative had led to pollution of the River Lossie indicated that bad timber treatment practices. together with minor spillages when preservative was delivered to the premises, were contributing to the overall unsatisfactory state of the watercourse. Also, soil sampling at the sawmill, and laboratory trials, revealed that the storagc of freshly-treated timbers can be a significant source of pollution. In order to prevent contamination of water from these sources, recommendations were issued to the sawmill, and the company relocated the timber treatment plant on a specially prepared self-contained site to avoid pollution should further spillages occur.

    Notes: Records exist of the flooding of Venice from the days of the Republic. During the last century flooding incidents have become more severe due to subsidence of the city and rising water levels in the Adriatic. Calamitous flooding occurred in 1966, and two devastating floods were experienced during the last decade. The ‘Special Law for Venice’, enacted by the Italian Parliament in 1973, paved the way for a competition to devise a flood-prevention scheme.A consortium of Italian contractors, who were commissioned to submit proposals for the implementation of the scheme, designated Technital Spa of Verona to carry out the design of the flood-prevention works and improvements within the lagoon. This resulted in the design of three movable barrages to seal off the Venice lagoon in the event of a flood. The construction of a full-size gate and caisson (the prototype of the eighty gates forming the barrages) was subsequently authorized.This paper describes the experimental module containing the buoyant gate and its caisson, its novel features as well as some of the events leading up to its design and construction.
