Notes: In most developing countries profits account for a large proportion of national income, but their origin and use are widely divergent, related to the nature of ownership of the enterprise. Here an institutional classification of productive activities is developed and illustrated by the way profits go in Indonesia. By branch of industry they accrue to four categories of owners (foreign, public, private national incorporated, unincorporated). Next imputed labour income of the self-employed is separated in order to arrive at the functional distribution of income by sector, and lastly the destination (depreciation, interest, taxes, dividends, retained earnings) of each type of corporate capital income is shown. The estimates indicate a segmentation of activities, with regard to ownership as well as factor shares.

Notes: The purpose of inflation accounting as proposed by Jack Hibbert1 is to show the changes in purchasing power of the assets and liabilities by sectors resulting from general price movements. This paper shows the results of inflation accounting for the Federal Republic of Germany on the basis of complete balance sheets for the sectors “Private households,”“Enterprises,”“General government” and “Rest of the world” in 1980. It is evident that the results of inflation accounting depend to a high degree on the kind of price index which is used as an indicator of the changes in the purchasing power of money in general. The price index for inflation accounting should in general be selected according to the aim of the analysis. On the other hand, however, the validity of the results of inflation accounting depends on and is limited by the price index chosen for that purpose. The figures presented also show that the results of inflation accounting depend to a high degree on whether estimates of the value of tangible assets are included or not. This holds for reproducible tangible assets as well as for land.

Notes: This paper demonstrates, with the use of some recent developments in neoclassical monetary theory, that the banking imputation problem in the national accounts arises because of the regulation of banks by Authorities. It demonstrates as well that the banking imputation problem is a manifestation of the failure of the Authorities to provide optimal monetary arrangements. Some comments on existing imputations, in the light of this theory, are provided.

Notes: This paper provides estimates of the effects of inflation in Canada on the reported rate of return in manufacturing from 1966 to 1982. It provides estimates for several different concepts of rate of return (both for all assets, whether financed by equity or debt, and for the narrower equity to the owners) and for both a narrow and wide range of financial assets. Comparisons are made with similar studies for the United Kingdom. Such studies show that reported profits are overstated and total assets are undervalued during and after periods of inflation with traditional accounting concepts relative to an economic concept designed to maintain the firm as an ongoing entity.The paper also discusses a number of factors that have contributed to the marked drop in the rate of return in Canadian manufacturing when both income and assets are valued at replacement costs. Some of these factors are also present in the other industrialized countries, such as increased raw materials prices, and a slower increase in productivity. Other factors have been relatively more important in Canada than in other countries, such as the historically higher level of production costs in Canada than in the United States and Japan, the two most important countries in Canadian trade. This is important during a period of tariff reductions when international competition in manufactured products is widespread.Although corporate profits and the adjusted profits rates of return were depressed by the severity of the 1981-82 recession, some of the key factors depressing the rates of return are longer-term in nature. A continued persistence of these factors during the balance of the 1980s could contribute to restraint in business investment in manufacturing when total returns on a replacement cost basis are so much below the corporate long-term cost of capital.This paper applies the concepts of inflation accounting to total Canadian manufacturing for the period from 1966 to 1982. Measures of rates of return for individual years are provided, both on the basis of total assets and on the basis of the net assets attributable to the owners. There are four sections in the paper after an introduction. Section 2 is a brief conceptual statement and outlines the methods. Section 3 makes comparisons with similar studies for the United Kingdom and summarizes the results of this and other studies. Section 4 discusses the environmental factors for Canadian manufacturing that appear to contribute to the lower rates of return in recent years. Section 5 discusses the implications of the results for future business decisions.

Notes: The present paper examines the inflationary bias of sectoral income transactions in national accounting data. An inconsistency of these data is pointed out. Alternative income measures are estimated by adjusting the standard national accounting data for inflationary gains and losses. These gains and losses arise from financing by loan capital. Several issues concerning income concepts and alternative methods for the measurement of inflationary gains and losses are discussed. It is concluded that an adjustment of sectoral income data for these gains and losses produces a very different picture of the sectoral distribution of income.

Notes: A household survey was done for the U.S. President's Commission on Pension Policy (1979-81). This paper reports on the net wealth of families in the United States for the year 1979, the first wave of the survey. The survey was begun in September 1979 and was a two-wave, nationwide random sample of households in the United States. The survey instrument gathered information on income, wealth, labor supply, participation in pension plans, vesting status, entitlement to various benefits, attitudinal views on retirement, social security wealth, and individual demographic characteristics. Details of the survey methodology are reported. A response rate of sixty-two percent was achieved among the 6,384 dwelling units in the first wave. Imputations are made to calculate the wealth embodied in private and public employee-based pensions. Included in this valuation is an adjustment for expected vesting status in the pension plan. Net wealth is examined by type and age of the head of household. The average net wealth of the family is $53,956, and the average value of retirement wealth is $3,281 which comprises about 5 to 6 percent of net wealth. The striking changes in the portfolio of net wealth are depicted over the cross-section of age cohorts. The oldest age cohort, 65 and over, is found to have for retirement wealth the lowest frequency of ownership, the lowest proportion of their portfolio in this form of wealth, and the second to lowest average value.

Notes: This paper is concerned with the treatment of commodity and activity balances in a national accounts context. It makes use of a general method for reducing the size of a social accounting matrix (SAM) by apportioning the elements of one or more accounts to the rest. The national accounts are looked at in terms of their usefulness for policy analysis, not least analysis of the impact of price changes. The SNA convention of separately distinguishing activities and commodities is endorsed. However, in contrast to the SNA, it is argued that for analytic purposes commodity transactions should be recorded at market prices, with a separate account for each of the markets for a given commodity in which a distinct price prevails. The SNA SAM is shown to be a reduced form of the SAM resulting from this recommended treatment of commodity transactions, while a further round of reductions (apportionments) yields SAMs which are familiar from input-output analysis, in which activities and commodities are not separately distinguished. It is argued that no special effort would be required to produce SAMs in which commodity balances are recorded at market prices as recommended here (the necessary data are also required to produce the conventional SNA tableaux), and that all reduced form versions of such SAMs, including the SNA, are inferior as a basis for the analysis of price effects on the structure of production.

Notes: Hungary has a relatively long tradition with the “Total Consumption of the Population” (TCP); this category has been regularly compiled and published in Hungarian statistics since the early sixties. The article summarises the experiences with this concept and discusses a number of open questions both of national and international interest.One of these questions relates to the treatment of subsidies. On one hand it can be argued that subsidised prices are intermediate cases between the full price and free of charge cases and therefore the subsidy should be included in TCP; on the other hand, however, subsidies can also be interpreted as negative indirect taxes and therefore there is no reason for their inclusion. The article discusses both the arguments for and against the inclusion of subsidies in TCP.Another issue is the problem of valuing consumption from own agricultural production, where the existing international recommendations—valuation at producer prices—may be questioned.There are other parts of non-marketed consumption valuation of which causes several serious problems. In Hungary a special problem appears with regard to the services of owner-occupied dwellings. In the case of valuation of services provided by producers of government there are unsolved questions, too, where the formal following of the international recommendations does not give a fully acceptable solution.The authors agree with those who think that it is necessary to make a distinction between consumption and consumption expenditure and to include the fringe benefits provided by enterprises in TCP.

Notes: The present size of the hidden economy in Norway is between 4 and 6 percent of GDP, of which hidden labor income constitutes about half. A survey approach reveals that 4/5 of the population is of the opinion that people in general accept income from moonlighting that is not reported, and 2/3 believes that this share of acceptance is on the increase. Furthermore, surveys clearly show that hidden labor services are of satisfactory quality, that they mainly are paid for in cash, but with checks being increasingly used, and that buyers find it easier to obtain services from the hidden labor market than from the regular one. A shortening of the work week in order to alleviate unemployment may result in an increased supply of hidden labor.

Notes: This document contains a critical analysis of some aspects of the treatment of subsidies in the present system of national accounts (United Nations SNA and the ESA, i.e. the European System of Integrated Economic Accounts) as background to the current discussion of their revision. One of the conventions used is that subsidies are recorded as a resource in the accounts of the market producer units which actually receive them. Should this rule of the receiver be applied in every case? The paper suggests that it would be preferable to attribute subsidies to the beneficiary in those cases where a subsidy received by one unit is the counterpart of a reduction in price which he grants to another unit which buys something from him (and which is the real beneficiary), so long as the discount is only granted to specific categories of purchasers. Recording in the accounts of the beneficiary results in a better distribution in the branch accounts and moreover greater stability of the national accounts in the face of minor institutional changes.The problem of allocation arises also for transfers designed to cover social risks or needs (illness, invalidism, old age, maternity). For this category of “social” goods and services for which general government wholly or partially assumes the costs to households, the transfer is treated either as a subsidy to collective consumption or a social benefit. The institutional arrangements, which vary from country to country, product to product and over time, give rise to profoundly different recording in the accounts. In order to restrict these differences, improve comparability between countries, permit analysis of trends over time, make the accounts less sensitive to different institutional arrangements and obtain a figure for household consumption which does not depend on the particular way in which the costs of such consumption is borne, the present document suggests that consumption subsidies should be treated as individual consumption expenditure of general government.

Notes: In the Netherlands the Central Bureau of Statistics (C.B.S.) carried out two experimental investigations into the possibility of observing the actual value of the capital stock by means of enquiries at enterprises.This article reports on the investigation into the cigar-industry. The intention is to carry out enquiries in one branch of industry after another. In due course (for instance after 10 years) it will again be the turn of the first branch of industry and so on. There are also branches of industry which have a fair amount of information regarding capital assets available at their disposal, so that enquiries are not necessary. In the long run the method described will supply statistical data on the value of the capital stock for all branches of industry together.The gross actual value at current and constant prices is calculated for the cigar-industry, broken down by type and vintage. The enquiry was carried out in two steps. Questionnaires were not sent to the enterprises but they were visited in order that C.B.S. staff could derive the data required from the accounts available. Within the C.B.S. this information was processed, C.B.S. staff making estimates for lacking data. It may be concluded that this method of enquiry for the capital stock is difficult but useful. The results of the enquiry are comparable throughout, the valuation having been carried out in the same way for all enterprises and care having been taken that in each enterprise all means of production were asked for.In the future this new technique of enquiry will provide good detailed information on the capital stock in the Netherlands.

Notes: This paper considers the problems involved in measuring trends over time in inequality in less developed countries. After considering some of the conceptual problems involved in choosing a measure of economic welfare, the period it should cover, and the statistical units to which it should be applied, the paper goes on to draw up a list of minimum data requirements for reaching reliable conclusions about such trends. It concludes that in many countries the available information falls well short of the minimum list, and it explores various sources of indirect evidence on trends in distribution. The central argument is that the available data permit no easy tests for trends in the level of economic inequality in less developed countries. At present, the best bet is to complement evidence on income distribution with available data on consumption distribution and on wage trends and production aggregates by occupational and sectoral groups. Inconsistencies will highlight problem areas, and their reconciliation should provide a firmer foundation on which to draw conclusions about distributional trends.

Notes: This paper discusses alternatives to current national accounting procedures for non-renewable natural resources in the mining industries. Three alternative approaches to valuing the discovery and use of these resources are compared and alternative estimates for U.S. oil and gas for the period 1948-79 are presented. The focus is on the conceptual and empirical difficulties associated with valuing non-renewable natural resources.

Notes: The minimum cost of an adequate diet, following food preferences, is estimated for families in ten South American cities in five countries, allowing for household composition by age and sex. The ratio of actual expenditure on food and beverages to this normative expenditure is then used to rank families in six classes, of which the bottom two correspond to absolute poverty, or to actual expenditure less than the estimated minimum. Three questions can then be explored: which families appear to be poor, on this measure? how do such families allocate their spending toward other items such as housing? and, does this indicator of poverty classify families in much the same way as other proposed measures? The results suggest some under-reporting of food spending in the poorest class, but otherwise the ratio of reported to normative spending gives good results, free from the errors in other parts of the budget and the arbitrariness of indicators which depend on socially-defined rather than physiological “needs.” Poor families tend to be large, with many children; to have many dependents per income recipient; to have male working members other than the head; to suffer unemployment of members other than the head; to have relatively low levels of schooling; and to show high density in housing. Even quite poor households spend appreciable amounts on housing and on education, while not satisfying all food needs; both kinds of spending increase rapidly as food requirements are met. There are no consistent relations between poverty and type of employment or the share of income attributed to the head. The data refer to 1966–69 and are highly comparable; all monetary estimates are in dollars of equal purchasing power.

Notes: Americans have accumulated a considerable amount of future purchasing power in the form of Social Security and employer pension rights. These rights are a form of wealth. In this paper, we ask how their inclusion alters the wealth portfolios of a sample of Americans at or nearing normal retirement age. Data from the 1973 wave of the longitudinal Retirement History Study suggest that, for many Americans, retirement income rights are the dominant component of wealth, and are often more important than all other entries combined, including home equity. We also find that this wealth can be seriously eroded during times of high inflation. Because of differences in marketability, pension and Social Security rights are not perfect substitutes for more liquid assets. Nonetheless, since they are so large in magnitude, and have been shown to be key determinants of the behavior of older workers, they should not be ignored.

Notes: Household production as well as other informal economic activities have received scant attention in economic science. In the last decade the view has been taken that there has been a big shift from formal to informal production. In order to examine this trend this article presents estimates for the size of household production for the Federal Republic of Germany which are based on time-budget data collected from 1964 to 1980. To show the sensitivity of the results two different estimating methods the Opportunity Cost Method and the Market Cost Method, are used. Since productivity growth took place not only in the formal economy but also in household production, estimates will be presented which take productivity growth explicitly into account. The article concludes with a comparison of estimates for other countries.

Notes: A fundamental point of discussion in poverty research is whether poverty is an absolute or a relative concept. If poverty is seen to be a situation of absolute deprivation, a poverty line will usually be defined to be independent of the general style of living in society. If poverty is considered to be a situation of relative deprivation, a poverty line will be defined in relation to the general style of living in society. The choice for one of these two approaches has important consequences for social policy, as absolute poverty may be reduced by economic growth, while relative poverty will only decrease when income inequality decreases. This paper suggests a poverty line definition that is not a priori meant to be either absolute or relative, but depends on the perception of poverty in society. If the poverty line is higher in countries with higher median income (as an indicator of “general style of living”) the poverty line is said to be relative; if the poverty line does not vary with median income, it is said to be absolute. The poverty line definition suggested appears to be a generalization of almost all well-known poverty line definitions. Poverty lines thus defined are estimated for eight European countries on the basis of a 1979 survey. The resulting lines appear to have an elasticity with respect to median income of 0.51, and hence can be said to be halfway on the scale between absolute and relative.

Notes: The paper focuses on hitherto neglected fields of trends in the total consumption of the population in the Asian and Pacific countries and pays special attention to situations in India. In doing so it presents a comparative picture on the basis of four variants of the concepts as delineated in the Technical Report prepared by the United Nations Statistical Office. The proportion of government services in the total consumption of the population in the countries depended on socio-political arrangements and policy considerations. Over the years these proportions either increased or remained constant or declined as the situation developed. In the Indian context the paper deals in detail with the magnitude and proportions of each type of government service over the period 1960-79. Recognizing that it is the access to and not provision of the services which should rightly be considered, the Indian National Sample Survey Organization (NSSO) during July 1980—June 1981 collected country-wide data from households on the benefit they received from public services in the field of education, health and public distribution of essential commodities. The data from the survey in conjunction with further work proposed by the NSSO should help in the preparation of quantitative estimates of benefit received from these services by various socio-economic groups in rural and urban areas. The paper touches upon the factors affecting personal consumption expenditure. It provides broad direction for future work on the subject.

Notes: By definition, the hidden economy eludes straight observation by means of official statistics. Nevertheless, attempts to quantify these phenomena usually make reference to official materials in various respects, e.g. as regards definition, or when evaluating the relative importance or some indirect reflections of such activities. In this context, official statistics may serve as a particularly useful reference when those sections of the economy are concerned which are hardly or not at all susceptible to hidden activities. Such sections can be identified in terms of industry and in terms of occupation.In the present investigation such techniques have been used to a large extent and only official statistics have been drawn upon as a data source. Accordingly, the outcome matches closely with national accounts concepts and existing national classifications of various socio-economic statistics. The estimates refer to the hidden (“off the records”) activities of the self-employed as well as to similar activities of employees, the unemployed etc. (“moonlighting”). Per se criminal activities have not been included, however. As regards the self-employed the estimates basically rely on income differentials observed between small scale entrepreneurs and their employees. As regards employees numbers employed of various preselected occupational categories and of some additional groups of non-employed have been processed successively, matching them e.g. with comparable data on time budgets and regional frequency.The outcome largely confirms common experience or expectations as regards the fields where hidden activities assume significant relative importance whereas the overall size of the hidden economy turned out fairly small as compared with official GDP.

Notes: This article deals with problems of construction of “square” input-output tables from detailed commodity and industry data and operationalization of the tables for use in econometric modeling. The adaptation procedure suggested is quite new and involves perfect and imperfect aggregation, and suppression of insignificant cells of the tables.Using slight modifications of well-known input-output methods (to make definitions conform to general concepts of network flow theory) it is shown that the construction and aggregation of tables, as well as the suppression of minor cells, can be viewed as still higher levels of the very same process: the search for a manageable model with roughly the same abstract properties as the original detailed, but overwhelmingly large, model.Simultaneously a consistent input-output terminology is suggested with fewer symbols and more rules than usual.The adaptation procedure has been applied successfully to the 1982 version of ADAM, the macroeconometric model operated by Danmarks Statistik (the Danish Central Bureau of Statistics).

Notes: This paper focusses on macroeconomic approaches to the measurement of non-market household work or production in industrialised countries. It details the variety of parameters involved, the choice of which depends on the specific aim pursued by authors. A review of different aims pursued, parameters chosen, concepts used, alternative methods applied, and available statistical data is presented and results of evaluations are then compared. The money value of household activities is given in percentage of GNP and comparisons are made within the framework of similar approaches. Under this condition, results are remarkably consistent. At the same time, the paper shows how sensitive results are to the method used; it also puts emphasis on the lack of adequate statistical data which may be held responsible for a gap between the theoretical model of evaluation and its practical implementation. In the present state of knowledge, no definite assertion can be made on the time trend of household work and its money value as percentage of GNP or national income. The paper stresses the importance availability of data on the volume and nature of non-market household output would have for future research on the economic contribution of households in industrialised as well as in developing countries. Such data permitting an output approach to measurement would lead to better understanding of the interrelation between market and household sectors and would therefore improve economic analysis and forecasting. Adequate statistical data could possibly be collected through a process similar to that used for time use data in national surveys.

Notes: Two aspects of the relationship between family unit income and the age of the head of the family unit are examined in this exploratory paper. First, in connection with the recent discussion in the U.S. about the “fair” level of income of the aged population, the economic well-being of various age of head groups is examined for the U.S., Canada, Norway, and Israel. Problems inherent in comparing income distributions across countries are described briefly, and the sensitivity of the estimates to definitional differences is discussed. Relative incomes of the different age groups are then compared within and between countries. Relative mean incomes, relative median incomes, relative mean incomes adjusted for size of unit in alternative ways, distributions of age groups among income quintiles, and relative income shares within age groups are compared. The focus is on aged units. It is found that, using these crude measures, aged units in the U.S. are roughly as well off relative to the other age groups as aged groups in the other countries examined. In the second section of the paper, a U.S. microdata file is reweighted to be consistent with the distributions by age of head of Norway and Canada. Relative income shares of quintiles are computed before and after reweighting and compared with the shares for Norway and Canada. The reweighting to Norway's age distribution increased differences in relative income shares between the two countries; the reweighting to Canada's age distribution slightly decreased differences.

Notes: Government policy has fallen short of total abolition of wages councils. In this article the authors argue that whilst reforming the wages councils might result in young workers getting jobs at the expense of older workers there is no evidence to suggest that cutting adult wages will increase the level of employment.

This article evaluates progress made between employers and trade unions subsequent to legislation passed in the 1970s concerning co-determination, the quality of working life and the work environment.
