    Notizen: Abstract When drivers do not have complete information on road travel time and thus choose their routes in a stochastic manner or based on their previous experience, separate implementations of either route guidance or road pricing cannot drive a stochastic network flow pattern towards a system optimum in a Wardropian sense. It is thus of interest to consider a combined route guidance and road pricing system. A road guidance system could reduce drivers' uncertainty of travel time through provision of traffic information. A driver who is equipped with a guidance system could be assumed to receive complete information, and hence be able to find the minimum travel time routes in a user-optimal manner, while marginal-cost road pricing could drive a user-optimal flow pattern toward a system optimum. Therefore, a joint implementation of route guidance and road pricing in a network with recurrent congestion could drive a stochastic network flow pattern towards a system optimum, and thus achieve a higher reduction in system travel time. In this paper the interaction between route guidance and road pricing is modeled and the potential benefit of their joint implementation is evaluated based on a mixed equilibrium traffic assignment model. The private and system benefits under marginal-cost pricing and varied levels of market penetration of the information systems are investigated with a small and a large example. It is concluded that the two technologies complement each other and that their joint implementation can reduce travel time more efficiently in a network with recurrent congestion.

It first describes the aspects of vehicle technology and performance that are the focus for on-board computing equipment, from engine management systems through to fully intergrated driver decision support. In the second section a wider perspective is taken by examining the interaction of the vehicle and its environment. The third and final section of the paper considers elements of communication which permit extensive transmission of vehicle and journey data for public and private use. The conclusion identifies factors which will influence the speed with which further applications will be adopted.

    Notizen: Abstract Driver information systems (DIS) are considered in North America as a major category of Intelligent Vehicle-Highway Systems (IVHS), which offers to improve the efficiency and safety of driving by means of an amalgamation of information technology with vehicle and highway technologies. Traditionally North America has basic strengths in a number of information technologies that are relevant to DIS. Due to a hiatus in federal funding in the early 1980s, DIS development in North America during the past decade has emphasized autonomous systems on the vehicles until recently. The current acceleration of IVHS development in the United States has resulted from a number of converging forces and has provided the impetus for developing advanced driver information systems (ADIS) that integrates the vehicle and the highway. Large-scale demonstration and implementation of ADIS will hinge on the major legislations in the near future, and on the successful development of public-private sector partnerships in IVHS.

    Notizen: Abstract A perspective view of of Japanese R&D activities of Driver Information Systems is given from the standpoint of developing joint projects by public and private sectors. First, a brief history of the R&D activities is illustrated from above mentioned standpoint. Then, two major projects, AMTICS and RACS, and the social backgrounds of these projects are explained. In order to give a clear idea of both projects some technical details are treated. Based on the history and the present status of the developments, the basic design conceptions of Japanese Driver Information Systems are explained and several factors or reasons which have influenced to the design conception are discussed. Then, the promoting systems of the R&D activities are generally explained and present status of the projects and future problems in developing more advanced systems are also handled. A brief discussion on the establishment of international standard is also mentioned as a final comment.

    Notizen: Abstract This chapter discusses the potential for co-ordinating developments in Road Transport Informatics (RTI) in what could otherwise be a number of fragmented approaches, in order to approach what the DRIVE programme calls the “Integrated Road Transport Environment” (IRTE). The discussion is presented with particular reference to European developments such as the PROMETHEUS and DRIVE research programmes, but is intended to encompass possible progress towards worldwide standardisation. The role of consensus formation in Europe in the DRIVE projects SECFO and TARDIS is described. The importance of dynamic route guidance and of automatic debiting systems are highlighted in identifying the likely impetus towards the implementation of RTI systems. Finally, some outstanding issues are presented briefly, and the possible emergence of international standards leading to compatible systems worldwide is discussed.

This methodology is based upon combining a nonlinear programming model with a flood-routing simulation model within an optimal control framework. Application of the model is illustrated through a case study of Lake Travis on the Lower Colorado River in Texas.

The hedging ruledistributes deficits over a longer period of time by rationingthe supply of water and it makes the system sustainablewith a marginal reduction in supply. A methodology isdeveloped and demonstrated through a case study withthe Chennai city (India) water supply system which isa water shortage system requiring an efficient use ofwater. It is aimed at improving the reservoiroperation performance through the simulation–optimisationprocedure with the application of the hedging rule, whichis a more appropriate rule for reservoir operationunder deficit conditions. To speed up the optimisationprocess, a neural network model is developed for thesimulation of the reservoir system operation and is usedinstead of a conventional simulation model. Thecombined neural network simulation–optimisation modelis used for screening the operation policies.

    Notizen: Abstract This paper deals with stochastic modelling of monthly inflows into a reservoir system in the monsoon climatic coditions using a multiplicative seasonal ARIMA model based on 25 years of data with logarithmic transformation. The developed model was applied to forecast the monthly inflows for 27 years. The comparison of these forecasted flows with the actual flows reveals that the ARIMA family models are adequate for longterm forecasting of inflows. The parameter uncertainity was also evaluated and found to be minimal thus avoiding the frequent updating of the model for forecasting. The use of the model in evolving optimal cropping patterns and optimal operational policies is also highlighted.

    Notizen: Abstract Reliability programming formulations offer a family ofexplicit stochastic models for planning the operationof complex water resources systems. These models usecumulative probability distributions of the sum ofinflows to characterize their variability in theplanning period. Applicability of these models for avariety of problems has been limited, mainly due tothe assumption of independence between inflows indifferent time periods that leads to the derivation ofconservative operating policies.     Notizen: Abstract A method has been developed to produce 8-day forecasts or estimates of future rainfall over the 132 000 km2 Sanaga basin in Cameroon. The estimates provide the input to a real-time flow management system which determines optimum reservoir releases to achieve expected power demands, and thereby tries to make the most effective possible use of the water resources of the basin. Attempting to forecast deterministically for up to 8 days ahead was not thought to be practicable, and a probabilistic approach was taken instead. This means that each forecast is associated with a reliability or probability of exceedance. In the initial technique, based on an analysis of historic data, the forecasts are determined by the date only. An additional forecasting method was also developed which includes the current position of the FIT (the local name for the ITCZ) as a causative factor but still maintains the forecasts on a probabilistic basis. This uses the variation of the FIT from its usual position for the time of year to determine whether the forecast rainfall should be greater or less than the standard forecast for that date, and so includes some ability to take account of the variability of rainfall. The forecasting system is believed to be a novel approach to a problem which has not been tackled before. While far from providing a complete solution to the problem of rainfall forecasting in real-time basin management, it does illustrate an approach that can be attempted in the absence of reliable deterministic techniques.
