    Notes: For corporations engaged in e-commerce, the Web serves as their primary interface with customers. Consequently, quality Web site design is a critical success factor for corporations with an e-commerce strategy. However, no comprehensive and coherent set of evaluation criteria exists that corporations and researchers can use to examine Web sites. This paper fills this gap by proposing Web site evaluation criteria and applying these criteria to different industry groups within Korea. Based on the literature survey, six categories of Web site evaluation criteria are defined: business function; corporation credibility; contents reliability; Web site attractiveness; systematic structure; and navigation. Using these criteria, Web sites in 12 industries were evaluated to determine if there are differences in Web site design between industries. The objective was to determine differences between industries which may provide information for benchmarking purposes. The results show significant differences in the design of Web sites across these different industry groups.

    Notes: The digital economy is an economic sector that includes goods and services, whose development, manufacturing, merchandising or supply depend on critical digital technologies. The digital economy can be conceptualized into four different subsectors; on the one hand, it consists of infrastructure and applications and, on the other, electronic commerce and new intermediaries. This natural structure can be directly traced to how business generates revenues. The aim of this paper is to explain what is understood today by digital economy and to identify its dimensions and impact on the firm. For this purpose, it is necessary to develop its theoretical basis. In the second part of this paper, we refer to the results of an empirical research in the Spanish context.

    Notes: With the proliferation of objectionable materials (e.g. pornography, violence, drugs, etc.) available on the WWW, there is an urgent need for effective countermeasures to protect children and other unsuspecting users from exposure to such materials. Using pornographic Web pages as a case study, this paper presents a thorough analysis of the distinguishing features of such Web pages. The objective of the study is to gain knowledge on the structure and characteristics of typical pornographic Web pages so that effective Web filtering techniques can be developed to filter them automatically. In this paper, we first survey the existing techniques for Web content filtering. A study on the characteristics of pornographic Web pages is then presented. The implementation of a Web content filtering system that combines the use of an artificial neural network and the knowledge gained in the analysis of pornographic Web pages is also given.

    Notes: Image interactivity allows the customer to create and manipulate visual images of a product on a Web site. We measured the effect of exposure to an image interactivity function from an apparel retailer's Web site on approach responses towards the retailer. The image interactivity function from the Web site allowed participants to mix and match apparel product images to help determine how well they coordinated. Dependent variables used to tap approach responses were attitude towards the online store, willingness to purchase from the online store, willingness to return to the online store, probability of spending more time than planned shopping on the site, and likelihood of patronizing the online retailer's bricks-and-mortar store. We employed a repeated-measures experimental design with 103 subjects. Paired t-tests provided empirical support for the effect of image interactivity on enhancing approach responses towards the retailer. However, differences in approach responses existed between males and females. Marketing implications were provided.

    Notes: The growth of Internet usage, spurred by rapidly advancing network technologies, has been bringing about broad changes in customer behaviors related to the Internet, attitudes toward the traditional mass media, and satisfaction. This study attempts to investigate what types of changes have been made in Korea due to the transition of the networking environment. According to the findings, Internet users with a high-speed Internet service system tend to enjoy various kinds of services, including e-mail, and depend less on the traditional media, such as TV and radio, for information and entertainment. They also have an increased level of satisfaction in the dimension of convenience.

    Notes: We present the design and implementation of a reliable multipeer protocol (RMPP). This protocol is suitable for applications in the area of distributed virtual environments. RMPP is written in Java because this language has many interesting features for DVE-builders. Motivation, protocol classification, design goals and the error recovery algorithm are discussed. Furthermore, some implementation issues are listed. This paper concludes by presenting two possible applications of the RMPP.

    Notes: Traditionally, file transfer protocol (FTP) servers are major archive providers and users apply the Archie server to locate FTP archives. With the extreme popularity of the WWW, Web servers are now important archive providers and users download archives via HTTP. To reduce HTTP traffic, proxy cache servers are deployed on the Internet. However, we find the hit rate of archives in cache servers is quite low. This study proposes a combination of caching and better searching mechanisms to alleviate the problem. We enable a proxy server to automatically collect WWW and FTP archives from its cache, organize them in the form of an FTP directory, and then offer the directory list to the Archie. Accordingly, users can find archives on WWW and FTP servers through the Archie, and they can directly download archives from the proxy server, thus improving the reuse of cached archives. A system was implemented and operated in a real environment to evaluate the approach and results are discussed.

    Notes: It is stated that the new version of the IP protocol, IPv6, is the answer to the majority of the problems that were raised during the enormous expansion of the Internet and its transformation to a global communication platform with commercial scope. At the same time it is also stated that IPv6 dominance will not be easy and there will be a period when the two versions of the protocol will co-exist. In this paper we describe some of the main transition mechanisms that can be deployed in order to facilitate the transition process to the new version of the IP protocol. Furthermore, the presented mechanisms are discussed regarding their usability, usefulness and manageability. Describes the way some of these mechanisms were applied to the Greek Research & Technology Network (GRNET).

    Notes: In this paper, a Web portal is presented for multicast communication management, providing fully automatic service management with integrated provisioning of hardware equipment. The portal is based on an open and configurable object-oriented framework, that allows self-provisioning by the user and the seamless integration with all types of multicast application software. As its topological structure is ideally suited for multicasting, and it allows the accurate control of the transmission bandwidth, the portal focuses currently on satellite as a delivery medium. The software architecture, the implementation, and the application usage of the Web portal for multicast delivery are described.

    Notes: Multicasting is a necessity for a broadband metro-area-network. Discusses the security problems with current multicast protocols. To make the multicast delivery infrastructure more secure and reliable, a stateful multicast access control mechanism, based on MAPE, is proposed.     Notes: Dimensions of critical factors that impact online retailing (e-quality) are synthesized from the literature and organized along the four phases of a consumer's online shopping experience: encountering the online retailer's home page, selecting a product from the online catalog, completing the order form and accessing customer service and support. Using a random sample of 55 online retailers, the study benchmarks real online transactions against these e-quality dimensions. Findings suggest several areas that e-retailers should target for improvement. These areas include increasing the speed of home page loading, providing the ability to translate into multiple languages, enhancing the capabilities of search engines, displaying security policies more conspicuously, offering multiple payment options, and reducing the minimum number of clicks to complete a transaction. The final phase of the online shopping experience, customer service and support, seems to offer the most room for improvement in the areas of instant automated merchant notification of orders and on time delivery.

    Notes: A survey of 208 US Midwestern Internet users reveals, first, that the nature of Internet dhopping (IS) is a function of consumers' domain specific IS Innovativeness, not only in regard to product purchasing (as has been previously observed) but also to visiting sites for product information. Second, IS innovativeness is positively associated with the variety of product classes shopped online, and this association is stronger with popular than with unpopular product classes. Third, the impact of IS innovativeness is in addition to, and not simply a reflection of, the positive contribution to online shopping made by the prevalence of online shopping in one's social setting. Fourth, when IS innovativeness is uncontrolled, apparent support is found for previous contentions that online shopping is greater among those with more extensive Internet experience. However, when IS innovativeness is considered, the predictive ability of Internet experience decreases, in some cases to nonsignificance.

    Notes: Internet marketing is a field which is continuing to grow, and the online auction concept may be defining a totally new and unique distribution alternative. Very few studies have examined auction sellers and their Internet marketing strategies. This research examines the Internet auction phenomenon as it relates to the marketing mix of online auction sellers.     Notes: There has been a strong focus in the literature upon the factors that affect the adoption of e-commerce, and the demographics of Internet users, but few attempts to link these two bodies of knowledge. This empirical study investigates the extent to which the adoption of e-commerce amongst retailers is influenced by the socio-demographic characteristics of their target customers. The questionnaire was mailed to senior marketing executives in the UK's largest retail organisations, and ultimately resulted in the receipt of 164 useable replies, giving an overall response rate of 18 per cent. The results of a set of analyses demonstrate that organisations are most likely to adopt the Internet for information provision, marketing and direct sales purposes if their typical customer is male, young and a member of the professional/managerial classes. This is not surprising, as young, professional males are typically enthusiastic and competent users of information technologies.

    Notes: Although waiting on the Internet is widely recognised as a crucial factor in the evolution of e-commerce and the Internet in general, it is not a widespread topic of research. This article identifies and reviews 21 papers based on 13 separate empirical studies on waiting on the Internet. The literature draws from the areas of marketing, system response time studies and quality of service studies. Having reviewed the existing literature, this article proposes an agenda for future research. Recommendations are made to extend the range of research methodologies applied to this topic, to broaden the definition of waiting on the Internet to include other forms of online waiting, and to continue the interdisciplinary approach to research on online waiting.

    Notes: A model for monitoring the Web site development process in the public sector is proposed and tested empirically with a sample of 76 local government Web sites. The framework consists of basic dimensions and a 2 × 2 matrix that is a simplified revision of the Mohammed et al.'s marketspace matrix.     Notes: With the worldwide growth of open telecommunication networks and in particular the Internet, the privacy and security concerns of people using these networks have increased. On the one hand, users are concerned about their privacy, and desire to anonymously access the network. On the other hand, some organizations are concerned about how this anonymous access might be abused. This paper intends to bridge these conflicting interests, and proposes a solution for revocable anonymous access to the Internet. Moreover, the paper presents some legal background and motivation for such a solution.     Notes: Wireless Internet via mobile devices (WIMD) is leading the world into another spectrum of communications and means of conducting day-to-day business and life activities. Full bloom of wireless Internet services depends on user acceptance, as well as technology improvement. This paper develops a technology acceptance model for wireless Internet via mobile devices (TAM for wireless Internet), a conceptual framework to explain the factors influencing user acceptance of WIMD. By revising the technology acceptance model (TAM) to represent some unique features of the wireless system under study, TAM for wireless Internet proposes that constructs such as individual differences, technology complexity, facilitating conditions, social influences, and wireless trust environment determine user-perceived short and long-term usefulness, and ease of using WIMD. These, in turn, determine user intention and willingness to adopt WIMD. Twelve propositions are developed to promote and facilitate future empirical research relating to WIMD.

    Notes: The paper develops a behavioral model of Web information seeking that identifies four complementary modes of information seeking: undirected viewing, conditioned viewing, informal search, and formal search. In each mode of viewing or searching, users would adopt distinctive patterns of browser moves: starting, chaining, browsing, differentiating, monitoring, and extracting. The model is applied empirically to analyze the Web information seeking behavior of 24 women in IT professions over a two-week period. Our results show that participants engaged in all four modes of information seeking on the Web, and that each mode may be characterized by certain browser actions. Overall, the study suggests that a behavioral approach that links information seeking modes (goals and reasons for browsing and searching) to moves (actions used to find and view information) may be helpful in understanding Web-based information seeking.

    Notes: Heightened competition in the e-commerce domain continues to force the need for a reliable and user-friendly service quality measurement methodology. The challenge facing practitioners, however, is to identify and implement the most appropriate measurement tools for their operation. Disconfirmation measures have come to dominate the debate concerning this very issue, with both direct and inferred techniques presenting themselves as reliable and valid measures of online quality. This paper addresses this very debate in the context of an online library service setting. It presents findings that attest to the psychometric and diagnostic performance of both techniques and suggests that while much time is taken up discussing the former, the real power of such techniques for online operators rests with the latter, i.e. their ability to pinpoint service failures and direct continuous quality improvement efforts.

    Notes: The practical application of enterprise mobilization is the use of a wireless network system and equipment to allow employees to update information on demand. This study employs a case study method, using in-depth interviews of 29 corporate managers and experts to understand the current state of mobilization in the life insurance industry. The study suggests a conceptual framework for mobilization in the life insurance industry, and formulates possible research propositions incorporating a number of variables. The study also suggests a total of ten key success factors for the implementation of mobilization in the life insurance industry.

    Notes: The corporate Web site is an indispensable part of any e-commerce venture. If users find it difficult to do electronic transactions, they will visit another online source, or go to a physical source instead. Evaluating the performance of e-commerce Web sites has received some attention in the past few years, but there is still a pressing need for a more comprehensive approach. This paper attempts to address this need by providing an e-commerce Web site evaluation framework and method built on solid business principles, and using multidimensional scaling to analyse evaluation data and present the results in a graphic manner for easy interpretation.

    Notes: This paper examines how young consumers perceive the Web as an advertising medium in relation to eight traditional media on 15 constructs elicited from subjects. Results indicate that the Web is perceived to be very far from most of the other media, except point of purchase and direct mail. Conducting correspondence analysis and cluster analysis revealed the reasons for why the Web advertising is located close to point of purchase and direct mail. A noticeable finding was that farthest away from the Web is outdoor. Implications based on the findings are discussed.

    Notes: Designing a truly customer focused Web site can be difficult. This paper examines the approach of adapting the existing database design technique of normalisation for achieving customer focused Web site design. A Web site can be thought of as a multimedia database, in fact under European law a Web site is legally classified as being a database. In traditional database design, normalisation is used to structure data and provide efficient keys for data retrieval. In Web site normalisation "data" is now the text, images, and functions (for example, e-mail and ordering goods) that are required on the Web site. Keys for "data" are now Web site headings, sub-groupings, and topics. Web site normalisation allows the Web site designer to structure Web site material and identify the optimal Web site navigational structure from a customer perspective, and thus, produce a truly customer focused Web site. A case study in a UK marketing organisation is provided in order to demonstrate and evaluate Web site normalisation in action.

    Notes: As the use of Web-based learning technologies to supplement college classroom instruction has increased, a key issue for faculty members is how to entice their students to accept these technologies. Research suggests that student experience with the technologies may influence their acceptance. The technology acceptance model was used as a framework to study the effect of student experience with Web-based learning technologies on their acceptance of those technologies. Analysis showed that experience with the technology positively influenced perceived ease of use. Perceptions of ease of use and usefulness positively influenced attitudes towards the technology. Attitude positively influenced intention to use, and intention positively influenced usage. Results suggest that as student experience with a technology increases, they perceive it to be easier to use and more useful, and therefore, are more likely to use it. When introducing the technology, instructors should emphasize how easy the technology is to use and how useful it is in improving grades.

    Notes: Previous research suggests males and females exhibit different beliefs about and attitudes toward traditional media advertising along with different advertising stimulated consumer behaviors. However, little is known about gender differences in consumer beliefs about Web advertising versus other media, attitude toward Web advertising, or Web advertising associated consumer behavior. Survey results indicate males and females differ significantly on several dimensions with males exhibiting more positive beliefs about Web advertising and more positive attitudes toward Web advertising than females. Additionally, males are more likely than females to purchase from the Web and surf the Web for functional and entertainment reasons, whereas females are more likely to surf the Web for shopping reasons.

    Notes: Participants in Internet net news bulletin board discussions can argue with others whom they do not know. The nature of each message in a discussion can be characterized by the frequency with which keywords appear in the message. This incidence or frequency can be summarized as a principal component score. By deriving two characteristic indexes - auto-correlation coefficients and power spectra - from the principal component scores, we have come up with a novel method. Applying this method to analyze three large net news threads, the index plots revealed two-generation cyclic fluctuations. Comparing these plots with actual points of conflict obtained by reading the message contents, a fairly good correlation was obtained between the two and it was found that most of the conflicts were among participants with different cultural backgrounds.

    Notes: Many organizations have moved from stand-alone business information systems applications to integrated enterprise-wide systems, enterprise resource planning (ERP). The implementation of ERP packages has created an opportunity to re-engineer business processes within and beyond the organizational scope. Most notably, SAP R/3 has been widely implemented to create value-oriented business processes that enable a high level of integration, improve communication within internal and external business networks, and enhance the decision-making process. Though many organizations have reported dramatic improvements from SAP R/3 implementation, others have experienced difficulties in getting the R/3 modules aligned with other business components and systems. This paper describes a case study of a failed implementation of SAP R/3 to re-engineer the business processes of a major manufacturer. Lessons in terms of factors that led to failure and their future implications are discussed in the light of the contrasting experiences of several best practice companies.

    Notes: This article addresses service marketing and service delivery over the Internet. Some service activities - information, education and entertainment - can be delivered as well as promoted over the Internet. An empirical study focusing on museums has been carried out. The purpose has been to describe the current use of the Internet by Swedish museums and propose some strategies with regard to its value as a service delivery tool. The 371 Swedish museums that have a homepage have been examined. Of these, 156 museums operate their own Web site. The study has consisted of a content analysis of the sites as well as a questionnaire study and two preliminary in-depth interviews. A cluster analysis was carried out, resulting in four groups being defined. It is found that the use of the Internet is still in its infancy. Three strategies for Internet service delivery are proposed.

    Notes: Despite discussions of the increasingly global character of information systems (IS), IS research remains highly "Western-centric" both in terms of its subjects of study and the nationalities of the authors. Researchers interested in IS in non-Western settings are thus reliant on a fragmented and not easily accessible literature that presents a potentially distorted picture of IS practice in these regions. This paper explores this situation through an examination of the literature relating to IS in Egypt (both directly, but also as a Middle Eastern, Arab or Islamic country). A macro analysis of these studies indicates that they are predominantly positivistic in epistemology, quantitative in methodology and focused on economic development and national culture. Although many of the studies make comparisons with other countries in the region, the explicit, or sometimes implicit, point of reference is almost invariably with "the West". This is repeated in a detailed analysis of individual studies. Implications of these findings for research on IS in non-Western settings are discussed.

    Notes: This paper describes Jordan's strategy to develop a strong ICT sector that will be internationally competitive. This strategy is analysed in two ways. First, by a comparison with two countries, Ireland and Singapore, with similarities as nation states and which are widely seen as successful in promoting and sustaining strong ICT sectors. Second, through an analysis of Jordan as a competition state where the role of the state is being redefined so as to implement policies in a globalising world. It is found that Jordan exhibits many of the characteristics of a competition state in terms of the promotion of mixtures of public and private partnerships and in developing relations with international agencies and multinational enterprises to create a strong ICT sector. Using these analyses, the prospects for Jordan's initiative are assessed and issues that will be of importance for its success are pointed out.

    Notes: This paper takes a social shaping of technology approach to identify and explain sources of conflict in the design or enhancement of corporate Web sites. Data from a multi-case field study show how Web site classification schemes embedded in Web site design elements created intra-organizational conflicts because the schemes could not equally accommodate different sub-units' customer requirements. Interview data demonstrate Web managers' perceptions that Web classification schemes privileged certain sets of customer needs, and Web managers' actions to shape the design of classification schemes to satisfy their perceived customer needs. Data analysis identified three design elements of Web sites associated with sub-unit conflict: classification categories, templates and tool bars, and database entities and attributes.

    Notes: The aim of the paper is to move beyond globalisation as a concept and explore processes of globalisation that are linked to ICTs, using Egypt as an example. The paper explores how ICTs have been linked to economic and social development by international agencies such as the UNDP and the World Bank. It focuses on the national initiatives of the Egyptian government to facilitate development through ICTs and shows the variety of agents - other governments, multinationals, international development agencies, new government agencies, local companies - necessary in these plans. We argue that ICT facilitated development has led to the formation of new, and more complex, networks of relations where ICTs act as a common point of interest and where the roles of these diverse actors are redefined in this process. The example of Oracle and the installation of an ERP system in an Egyptian company are used to illustrate these points.

    Notes: The design of viable, small-scale community spaces on the Net is often a hit-or-miss affair. To better understand promising approaches in this design space, it is necessary to go back in time to examine an earlier community technology. A field study is presented of The Castle, a dial-up bulletin board system, that focuses on Disneyland. As a "gathering place for Disney enthusiasts", The Castle is a fascinating, albeit eccentric, online community. The Castle's centrality in the fans' interest network allows it to function as a collecting point. Here people find similar enthusiasts and even those with insider knowledge. Yet, because of the cost structure of dial-up access (an accidental side-effect of the technology), participants are overwhelmingly geographically local, which has useful consequences for social maintenance. It is argued that the geographical locality and centrality of interest allow The Castle to thrive. Most importantly, however, the combination of the two together creates a powerful social dynamic which has been lost in most contemporary online communities.

    Notes: The literature about the development of information systems tends to concentrate on methodologies, techniques and tools. There is significant published research about the potential negative aspects of using methodologies and tools (along with that discussing their potential benefits). Techniques, on the other hand, are seen largely as benign, very often as simple aids to help carry out a task, and are used in many methodologies. They might be seen as supporting the collection, collation, analysis, representation or communication of information about system requirements and attributes (or a combination of these). However, it is argued in this paper that techniques also have negative aspects and there are as many dangers in their use as in using methodologies and tools. In particular, techniques may restrict understanding by framing the ways of thinking about the problem situation. In other words, people's understanding of a problem can be profoundly influenced by how the problem is presented to them by the technique. Different development techniques can represent the same problem situation differently, and the way in which it is represented has considerable potential for influencing problem understanding and resultant decision making. Drawing on the cognitive psychology literature enables one to show how specific visual and linguistic characteristics of techniques may influence problem understanding. In addition, examining the taken-for-granted paradigm of a particular technique provides a further dimension influencing problem understanding. This knowledge of visual/language and paradigm attributes is applied to over 80 techniques used to a greater or lesser extent in IS development, indicating how different types of technique are likely to influence problem cognition. This serves two purposes. First, it exposes potential biases of a particular technique and makes users aware of the potential dangers. Second, the overall categorization may provide guidance to users in selecting appropriate techniques and combinations of techniques to help reduce any negative framing influences, provide a more holistic view of a problem situation and support a more appropriate problem-learning environment.

    Notes: Looking back over the 1990s, it is easy to see the widespread troubles of many ventures that depended upon advanced IT applications, including business process re-engineering projects, enterprise systems, knowledge management projects, online distance education courses, and, famously, some of the dot-com businesses. These "troubles" vary from substantial underperformance (i.e. projects that were much more costly and/or produced much less social or business value than most of the participating IT professionals anticipated) and many outright failures. Many of these "troubles" could have been avoided (or at least ameliorated) if the participating IT professionals had much more reliable and critical understanding of the relationships between IT configurations, socio-technical interventions, social behavior of other participants in different roles, and the dynamics of organizational and social change. Social informatics is the name of the field that studies and theorizes this topic, and is discussed in more detail in this paper. The key issue addressed in this paper is who will produce social informatics research for IT professionals, and where will they learn about important findings, theories, design approaches, etc.? The paper examines the record of computer science in the US as a major contributor to the relevant research and teaching. It also examines the possibilities for new kinds of academic programs - sometimes called "information schools" and "IT schools" - that are being developed to expand beyond the self-imposed boundaries of computer science and to integrate some organizational and social research as sites for social informatics.

    Notes: The Internet, World Wide Web, and related information technologies, originally developed in Western countries, have rapidly spread to a great variety of countries and cultures. Many of these technologies facilitate and mediate interpersonal communication, an activity whose modes and means bind closely to cultural values. This article provides a theoretical integration of a framework for culture values together with a model for understanding privacy and related issues that arise when personal information is shared or exchanged using information technology. The resulting hybrid framework can help understand and predict individuals' culturally linked reactions to various communication-related IT applications (e.g. e-mail, e-commerce sites, Web-logs, bulletin boards, newsgroups) in diverse cultural contexts. An application of the framework to cultural settings in Middle Eastern nations concludes the article.

A model interrelating these constructs is proposed. Data collected through a national survey of IS departments in electric utility firms was used to test the model using regression and path analysis methodology. The results suggest that system quality, information quality, user IS characteristics, through their effects on employee IS performance, influence service quality, while technical support influences service quality directly. The results also suggest that employee IS performance contributes more to service quality compared with technical support. Implications of this research for IS theory and practice are discussed.

    Notes: This paper examines the role of knowledge management and knowledge management systems for supporting knowledge work. In a work environment, knowledge is always situated in a specific context, so an organization benefits from a knowledge management system when such a system is focused on a specific task. Providing support for knowledge work at the task level complements the work practices of actors performing the task. The paper suggests that knowledge management systems can be implemented as intelligent decision support that establishes a joint cognitive process between the system and the actor performing the task. The proposed approach has been derived from our application of a knowledge management framework to a number of field studies. These applications come from various domains and highlight different aspects of the proposed framework. The focus on task performance, as a driving force for knowledge management, unifies these field studies. The paper identifies the issues that emerge from these studies and describes their contribution to the development of the framework. The paper concludes that by privileging knowledge work, task-based knowledge management can be an effective knowledge management strategy.

Employs constructs from system dynamics - a discipline that recognizes that the relationships between complex organizing technologies and human behavior are dynamic, evolving, and interconnected. Drawing from recent studies employing system dynamics, proposes a framework to analyze the implementation challenges posed by knowledge management systems adopted as part of a deliberate performance improvement program. Illustrates the framework with a case study of an initiative within a university "help desk" department where conflicting incentives hindered employees' efforts to leverage the systems. The framework underscores the complex and interdependent effects triggered by managers' actions and cognitions, in conjunction with users' actions and cognitions. Offers insights for practitioners and researchers to recognize the downward spiral that can occur when conflicting incentives thwart the behavioral changes required for performance improvement initiatives to succeed.

    Notes: Previous research has highlighted the need to examine the appropriateness of existing information systems methods in the context of electronic business environments. This paper argues for a re-examination of the suitability of current planning practices in light of the complexity of developing electronic business systems. In particular, the paper illustrates that planning and developing business-to-business electronic trading systems (ETS) is fraught with difficulties associated with the priorities and power of individual actors in participant organisations. The authors discuss triple loop learning (TLL), an approach that deals with diverse requirements and power issues, and argue that it may assist in overcoming some of the problems identified. The study aims to analyse the theoretical usefulness of the concepts of triple loop learning in the context of planning inter-organisational ETS. Using the data gathered from case studies of three inter-organisational networks, the authors argue that approaches associated with TLL can offer insight into managing inter-organisational systems complexities, and can thereby enhance planning methods for ETS.

    Notes: Uncertainty, managers' frequent companion as they guide firms towards anticipated goals, is poorly dealt with in theories of the firm. If knowledge is to be treated as the most strategic of assets, we must consider its relation to uncertainty. Knowledge suggests a degree of certainty, an absence of uncertainty. The paper draws on prior research and categorize uncertainty as three types of knowledge deficiency: indeterminacy, ignorance and incommensurability. It is argued that uncertainties lead to emotion. The paper draws on analysis of emotions as value judgments, indicating a person attaches significance to things lying outside her/his control that affect her/his goals. This insight opens a way of relating knowledge and uncertainty. The impetus behind this approach is partly theoretical and partly personal, from observing and participating in New Yorkers' emotions during and after the September 2001 WTC attacks. It is argued that it is no longer acceptable to ignore the ways in which emotion shapes our knowledge. The paper moves from rational self-interest, the calculative basis for organization, to the social and cultural basis of identity through action, pursuing the idea that knowledge deficiencies produce emotional responses as they arrest rational decision making.

    Notes: A major area of global knowledge management is in the practice of academic research. Studies how the Internet was used to support knowledge management in six non-corporate research organisations in sub-Saharan Africa. For knowledge acquisition, abstract and article databases and field-specific Web sites were considered the most important services. For knowledge transfer, e-mail, and especially e-mail attachments, were considered crucial in overcoming the slowness of other means of communication. For knowledge application, communication with collaborators and publishers helped bring African research communities more visibility. Despite limited availability and infrastructure problems, some researchers had made headway in using the Internet to improve acquisition and transfer of knowledge, but not knowledge storage. Researchers in other areas of the globe may benefit from a fuller understanding of the issues and challenges facing their sub-Saharan colleagues as an important step towards improving collaboration and knowledge sharing.

    Notes: This paper suggests using smartcards as Internet nodes, including HTTP servers and client protocols. Because XML is the emerging standard for data syntax, we propose to describe smartcards, cryptographic resources by DTDs, and to access these objects through URLs or XML messages. We underline that according to their computing capacities, smartcards could support classical remote procedure call paradigms (using CGI like mechanisms) or implement trusted proxies performing authentication operations and computing session keys. These components could realise authentication, authorisation and accounting features needed in the next Internet generation. As an illustration we present our work for EAP support in smartcards, the protocol specified by the IEEE forum, for authentication over wired and wireless (802.11) networks.

    Notes: As a result of the convergence of computing and communications in the information age, there have been repeated calls for institutions of higher education to embark on needed changes. Some believe that higher education must transform itself, or make radical shifts, to operate effectively in this era. Much has been learned from the business and government sectors about the power of information technology to improve organizational efficiency and effectiveness, and to enable radical transformation. This study looks at approaches that have been used to classify e-commerce and e-government IT applications and explores their relevance to higher education. The study develops an e-education framework that analyzes applications in higher education in terms of their application category and phase. By developing a framework for analysis based upon lessons learned in e-commerce and e-government, the study can provide another way of viewing an institution's IT portfolio and for mapping future application possibilities.

    Notes: Rather than attempt to measure the effectiveness of online teaching by comparison with some non-existent traditional method, this paper attempts to determine the conditions that promote learning and examine if these can be provided in an online environment. In this case, learning is viewed as a path to wisdom rather than simply having knowledge or the ability to apply knowledge. After examining the role of technology related to conditions for learning, the paper suggests that technology has the potential to enhance and transform teaching, but it can also be used inappropriately or in ways that actually interfere with learning. The real question is not whether effective learning can occur online, but rather how this can be most appropriately achieved?

    Notes: This paper focuses on solving the problem faced by higher education institutions (HEIs) when prioritising information systems (IS) projects. In many instances HEIs face many more potential IS projects than they can cope with. Making good decisions as to which projects should be supported becomes a complex but crucial issue. In practice, managers may resort to simple heuristics or rules of thumb to decide on projects that should be evaluated against competing objectives.     Notes: This paper investigates the interaction effect of audio and video, and studies lip synchronization (lip sync). The study shows a comprehensive evaluation of achievable audio and video quality undertaken based upon different sets of impairments between audio and video, prior to transmission. The tests have been conducted on two different task scenarios, i.e. passive communication and interactive communication (person to person). The research concentrates on quantifying the effects of network impairments (packet loss) on perceived audio and video quality, as well as finding the correlations between audio and video in multimedia applications. The results presented in this paper show the strong interaction dependency between audio and video. It was justified that video has a unique benefit on multimedia quality for its psychological effects. The findings also concluded that the sensory interactions, and the attention given to a particular aspect of performance, are clearly content-dependent.

    Notes: This report presents an approach to teaching and learning programming that emphasizes logic and design while minimizing the distraction from hardware-specific issues in an effort to reduce some of the traditional impediments that have hindered female students in beginning computer- programming classes. This paper also introduces Visual-One, a learning tool which utilizes flowcharts to emphasize patterns of logic and design, abstracts out the details of different hardware, and supports a broad range of programming and problem-solving activities. Visual-One is able to execute the graphical representation of a logical solution, providing students with the immediate feedback that is typically only available with traditional high-level programming languages. The paper reports the results of an empirical study that demonstrates an increase in performance for both female and male students, while also reducing the differences in achievement between males and females. This paper concludes with a discussion of implications and future directions of this research effort.

    Notes: This article presents an insight into one of the e–learning pilot projects that were selected by the Educational Technology Unit (EduTech) of the Centre for Academic Development (CAD), University of Botswana (UB). This e-learning package was designed and delivered to meet the needs of the course "Issues and trends in early childhood education" (EPI-642), a three-credit course required for the Year One, Master's Programme, in the department of Primary Education, University of Botswana. A flexi-time, gradual, phase-wise transition from traditional face-to-face teaching, teaching with electronic medium and to a SMART classroom (e-learning lab) approach was followed to deliver this course. It resulted in a flexi-time, student-centred, e-learning package that retained the learning qualities of traditional teaching and personal guidance and mentoring and enabled enhancement of research skills and certain computing skills in students.

    Notes: Online university courses have become popular in many universities and colleges throughout the world. In addition to the relative cost-effectiveness of online learning, there are studies that indicate that students reach satisfactory achievement levels in these courses. The major aim of the present research was two-fold: to examine students' academic performance in a mandatory first-year university Internet-based "Introduction to statistics" course and to investigate psycho-pedagogical variables which contributed to students' online learning, compared to learning of students who participated in a traditional lecture-based "Introduction to statistics" course. Results of the study indicate that students who participated in the mandatory online course reached similar academic performance levels to those achieved by students who participated in the traditional lecture-based course. In addition, the findings indicate that participation in the online course improves psycho-pedagogical attitudes towards online learning despite the initial misgivings of the participants in the course.

This study is part of ongoing research investigating the factors and barriers that can influence the successfully adoption of technology into the learning environment. The findings from this study illustrate that e-mail applications are very popular in terms of both useage as well as the high level of confidence that students exhibit. The survey identified two main areas that need to be addressed, namely the disadvantage of rural students in accessing e-mail and second that male students tend not to be as frequent users of e-mail compared to their female counterparts.

    Notes: Web resource usage statistics enable server owners to monitor how their users use their Web sites. However, such statistics are only compiled for individual servers. If resource usage was monitored across the whole Web, the changing interests of society would be revealed, and deep insights made into the changing nature of the Web. However, capturing the information required for such a service, and providing acceptable system performance, presents significant challenges. As such, we have developed a model, called WebRUM, which offers a scalable system-wide solution through the extension of a resource migration mechanism that we have previously designed. The paper describes the mechanism, and shows how it can be extended to monitor Web-wide resource usage. The information stored by the model is defined, and the performance of a prototype mechanism is presented to demonstrate the effectiveness of the design.

    Notes: This paper presents the findings of a pilot study to provide information about the characteristics of current networks and data transfers. The main aim of the study was to infer the properties of a large number of network paths. In addition, the study produced statistics relating to the average size of a typical Web page and both under the restriction of a single-point connection. The study was performed in two steps: trace collection followed by TCP per-flow analysis. The trace collection used the functionality of a random link generator, combined with an automatic HTTP retrieval tool. The TCP analysis was applied to the collected traces and it involved an offline TCP per-flow method developed in previous research.

In the analysis of any information system, whether small or large, one observes within it a "set of human activities related to each other so they can be viewed as a whole".     Notes: Although requirement elicitation is generally acknowledged to be very important in traditional information systems development (ISD), it does not get enough attention in most Web-based information systems development (WISD). This paper highlighted the difference between ISD and WISD, and proposed a three-stage model of user requirements elicitation for Web-based information systems. This model divides the requirements definition into three stages: initial analysis, key user requirements elicitation and regular user responses. Most current WIS design methodologies consider only initial analysis, and neglect actual users' requirements. Key user input is emphasized in this model, and social network analysis is proposed as a tool for identifying key users. Requirements analysis for WISD is no longer considered a one-stop step, but is better regarded as a continuous evolving process. Finally, managerial implications are also provided in this paper.

    Notes: Despite the belief that software enhancements must be designed into software applications, there is only little research that has rigorously investigated the relationships that exist between software characteristics and software volatility. The objective of this research is to investigate the relationship of software characteristics with software volatility and its theoretical model is based on two models for software volatility. In this study, software volatility refers to the frequency of enhancements per application. A survey of critical software applications used at a major integrated oil company was used to test the hypotheses. Findings indicate that complexity, software age, and program size are significant predicators for software volatility. These findings could assist companies in their decision process about choosing between maintaining existing software or replacing it, often at substantial financial cost.

In recent years, activity-based, constraint-based, and hybrid cost management systems have been adopted by some firms to dampen the effects of their traditional (full-absorption) costing methodologies. However, a holistic approach is needed to facilitate strategic cost management based upon organizational objectives, organizational needs and capabilities, and customer requirements. The Theory of Constraints provides the foundation for developing cost management systems that are global, integrative, and strategic in nature.     Notes: While supply chain integration is measured at three levels: information, resources and organization, the emphasis of the paper is placed on how information integration can be achieved through B2B e-hubs. After reviewing the concept of supply chain integration and the evolution of e-hubs, we examine two groups of e-hubs classified by supply chain processes, namely procurement and transportation, along with two case studies of each. A value-gap analysis is performed from the perspectives of facilitating supply chain activities and connecting chain partners, revealing that gaps and limitations do exist in existing e-hubs. Finally, we present a framework for integrating existing e-hubs into other advanced information technologies, such as ERP and CRM, to bridge the gaps and to expand their functionality to provide better solutions to supply chain integration.

    Notes: During the last decade, many companies have made large investments in the development and implementation of enterprise resource planning (ERP) systems. However, only few of these systems developed or installed have actually considered maintenance strategies. Maintenance is a complex process that is triggered by planned periodic repair (scheduled or planned maintenance), equipment breakdown or deterioration indicated by a monitored parameter (unplanned or emergency maintenance). This process requires planning, scheduling, monitoring, quality assurance and deployment of necessary resources (workshop, manpower, machines, equipment, tools, spare parts, materials). Proper design and integration of maintenance management into ERP systems enable enterprises to effectively manage their production planning and scheduling, as well as to analyze their maintenance history so as to carry out cost analysis and produce future projections of failure trends. The present work presents the design of an object-oriented maintenance management model and its integration into an ERP system. The proposed model was designed towards the development of innovative industrial software regarding the optimum management of maintenance in a wide range of business areas.

    Notes: Benchmarks are the vital tools in the performance measurement and evaluation of database management systems (DBMS), including the relational database management systems (RDBMS) and the object-oriented/object-relational database management systems (OODBMS/ORDBMS). Standard synthetic benchmarks have been used to assess the performance of RDBMS software. Other benchmarks have been utilized to appraise the performance of OODBMS/ORDBMS products. In this paper, an analytical framework of workload characterization to extensively and expansively examine the rationale and design of the industry standard and synthetic standard benchmarks is presented. This analytical framework of workload analysis is made up of four main components: the schema analysis, the operation analysis, the control analysis, and the system analysis. These analysis results are compiled and new concepts and perspectives of benchmark design are collated. Each analysis aspect is described and each managerial implication is discussed in detail.

    Notes: Many organizations are adopting quality and innovation as practices that allow them to achieve competitive advantage owing to an increase in competitiveness. The goal of this paper is to examine whether quality can be regarded as a resource that sets up the necessary bases for implementing innovations in organizations. First, the concepts of quality and innovation are determined, so that we can analyse how they relate to each other. Later on, the different contributions existing that deal with the relationship between quality and innovation are revised. In the second part of the research, we formulate and verify some hypotheses, which are empirically tested using a sample of bank employees in several financial entities. Results allow us to establish that quality relates to innovation both directly and indirectly, in the latter case through employees' satisfaction.

    Notes: This article discusses the increasing importance of information to so called information factories. As information management is their core competence, development of information quality should be the key focus of quality management. Good quality information is error free and fulfills the user's needs. Technology managers define their needs as having recent, relevant, reliable and analyzed information on competitive environment and development of technologies. Several methods used with full text search engines to improve different aspects of information quality, are demonstrated and described based on our constructive work, implementing Business Technology portals. Relevancy of information was improved with several used methods and reliability by structured searches with meta-information and by reduced information space. Recentness of information was improved with push technology. As conclusion, full-text search engines increase the information quality by filtering information, however recentness of information and analyzed information are more difficult aspects to improve than relevancy and reliability.

Some of these elements provide the requirements for an intelligent forecasting support system. Describes the architecture and the implementation of such a system, the theta intelligent forecasting information system (TIFIS) that that first-named author had developed during his dissertation. In TIFIS, besides the traditional components of a decision-support onformation system, four constituents are included that try to model the expertise required. The information system adopts an object-oriented approach to forecasting and exploits the forecasting engine of the theta model integrated with automated rule based adjustments and judgmental adjustments. Tests the forecasting accuracy of the information system on the M3-competition monthly data.

    Notes: Improving competitive advantage to the first-tier echelon of automotive supply chains is enabled via the requirement for transparent information flows in both the order-generating and order fulfilment channels. However, four generic areas are identified which are barriers to improving performance. These are cultural (is it in our interests?); organisational (does the supply chain have the right structure?); technological (what common format and standards are required?); and financial (who pays the bill?). How these barriers may be overcome to the benefit of all "players" in the chain is discussed, plus benchmarking of current best practice. Exemplar supply chains are identified as noteworthy for the emergence of supply chain "product champions". These have the vision, authority, and drive to implement new systems and set in place mechanisms to minimise regression to old working practices.

    Notes: This paper deals with the development of an automated procedure for selecting motor carriers to minimize transportation cost prepaid by a shipper. To test the effectiveness of the decision support system (DSS), an empirical study was conducted, in which the freight carriers actually chosen by the traffic manager at a large manufacturing company over a period of time were compared with those recommended by the computer program and the difference between the two total transportation costs was computed. It was found that, while the human decisions based on experience and intuition were generally sound and good, substantial savings in shipping expenses were achievable with the aid of a DSS such as the one described here, especially when the logistical operations become more complex and the time horizon is longer. Limitations of the present study are delineated and directions for future research are discussed.

    Notes: The fast evolution of management systems standards ISO 9000 and ISO 14000 worldwide, from unknown entities to well-established management practices, represents a facet of the global marketplace in which many firms operate. Over 400,000 firms in over 150 countries have adopted ISO 9000 since it was introduced in 1986. Its successor, ISO 14000, was introduced in 1996 and has already been adopted by over 30,000 firms in over 100 countries. Reports on the results of an ISO 9000/14000 mail survey, administered in four Far eastern countries including Japan, South Korea, Hong Kong and Taiwan to explore and compare the similarities and differences of motivations, implementations and certification benefits among these countries. Survey data have been analyzed using the multivariate statistical methods and techniques such as factor analysis, cluster analysis, Kruskal-Wallis test, etc. Several conclusions and suggestions are made based on the statistical analysis results.
