    Description: This is the Cheshire Meres 1994 November surveys report produced by the National Rivers Authority in 1995. The report focuses on some of Cheshire meres, which were showing evidence of increasing eutrophication, commonly due to anthropogenic inputs. Concern for the deterioration of the water quality of still waters has been translated by incorporating these priorities into the NRA North West Regional Environmental Strategy for Stillwaters. The meres were also being investigated as possible polluted waters under the EC Nitrate Directive.The ultimate aim is to formulate lakes management options in order to help preserve North West still waters and minimise future restoration programmes. For such pro-active work to be carried out, sufficient background data must be available. It should then be possible to fully assess the current status of these lakes, identify seasonal trends and detect significant point/diffuse pollution inputs. These surveys were the first of a series, and it was intended to repeat similar surveys in Summer and Autumn 1995, and include a further 20 meres.

    Description: This is the Species management in aquatic Habitats WRc Nov 1993 produced by the National Rivers Authority (NRA) in 1993. This report identified key rare and nuisance species of interest to the NRA and prioritised research needs to develop conservation strategies for these species. The NRA has in the past adopted a habitat maintenance and protection approach to conservation paying less attention at individual species. There is a risk that conservation based on a habitat management policy will no further the conservation of certain species. In addition, certain ‘nuisance’ species cause problems for conservation by having a negative impact on more valued species or ecosystems. Through the combination of the review of current legislation and literature and consultation with NRA staff, this project identified key rare and nuisance species of interest to the NRA and prioritised research needs to develop conservation strategies for these species.

    Description: This is the Species management in aquatic Habitats WRc Dec 1993 produced by the National Rivers Authority in 1993. This report is focused on the Phase 1 of the Species Management in Aquatic Habitats, based on the Development of priority lists of rare and nuisance species for the National Rivers Authority (NRA). Certain ‘nuisance’ species cause problems for conservation by having a negative impact on more valued species or ecosystems. This project was initiated as part of a programme of research to develop strategies for the management of both rare and nuisance species. This project identified key rare and nuisance species of interest to the NRA and prioritised research needs to develop conservation strategies for these species. A combined provisional list of almost a thousand rare species, a priority list of 58 species of potential interest and a priority list of nine nuisance species was developed by a process of literature review and from suggestions by NRA conservation staff.

    Description: In the past stock assessment surveys were generally reactive in response to a particular problem e.g. a pollution incident and as such were limited in the information they provided. A programme of strategic stock assessment would be more beneficial, providing up to date information on the status and composition of the stock. On a national level this could reveal trends in population dynamics and enable comparisons to be made between key rivers and between regions. The Stock Assessment Task Group (1991) has recommended annual strategic surveys for juvenile salmonids and triennial strategic surveys for coarse fish and non-migratory salmonids. The aim of this pilot study was to gain information on species distribution and their relative abundance within the River Lune catchment, and to compare the findings with the surveys carried out between 1981-1985. This would provide valuable information on the current status of the stock and provide an indication of the resources required to conduct such strategic surveys on other river catchments in the North West Region of the National Rivers Authority.

    Description: A survey of the River Lune using River Habitat Survey (RHS) was carried out at 103 sections in February/March 99, to which were added 37 sites surveyed between 1994 -1996.Summary statistics were produced on the distribution and extent of flow features (e.g. riffles, pools, rapids etc.), substrate types, tree and associated features and bank profiles. Information on land-use and management was also included in the analyses.A Habitat Modification Score (HMS) describing the level of habitat modification was derived for each site and compared to the whole reference network and to rivers of similar types in Britain. The HMS shows that more than 70% of the sites on the catchment are predominantly unmodified and very few sites are significantly modified. Highly modified sites are concentrated in the urban areas and on the tributaries.

    Description: The aim of this study was to assess the status of the juvenile salmonid populations of the River Lune and its tributaries. There was special emphasis on juvenile salmon stocks in view of the implementation of a net limitation order in 1980. The number of licensed instruments were reduced as follows: (1) Drift, hang or whammel nets - from 12 to 10 (2) Draft or seine nets - from 3 to 1 (3) Heave or haaf nets - from 4 6 to 2 6 For the purpose of this report, the River Lune system has been divided into 13 subcatchments and these are examined with a view to detecting any trends in the data such as subcatchment productivity, partitioning between salmon and trout nursery streams, and whether the restrictions on salmon fishing had any discernible effects on juvenile salmon productivity. The effect of flow and instream obstructions on salmonid densities are also investigated as these have been shown to be important factors affecting abundance. Throughout the study period a programme of enhancement stocking took place primarily with salmon ova and fry. The possible impact of this on the results of the surveys has been assessed. The distribution and abundance of juvenile salmon was found to be relatively consistent in each of the 13 subcatchments studied over the 1981-1985 period.

    Description: The River Lune was at one time one of the best salmon fisheries in England and Wales with very high catches to both rods and netsmen. During the 1960's, the stock was decimated by the disease Ulcerative Dermal Necrosis which caused a dramatic reduction in catches. Catches have not recovered to pre-disease levels. The target egg deposition rate for the River Lune system which should produce the maximum number of surplus fish returning to the system has been determined at 13.8 million eggs. This will require 4,779 adult salmon to survive to successfully spawn. Under current rates of exploitation, the target egg deposition will occur at a declared rod catch of 1,974 salmon and a net catch of 2,627 salmon. Two automatic fish counters are in operation on the river system. Data from these suggest that, within the measures of compliance, the river has met it's target egg deposition for the last 3 years.

This report assesses the performance of the 'logie' fish counter at Forge Weir on the River Lune. Using video surveillance, a total of 1137 hours time lapse and 15 hours real time were used for validation purposes. This report looks at materials and methods, counting accuracy, sizing ability and environmental conditions, performance across the electrode array and salmonid swimming speed.

    Description: This consultation document sets out the proposed future licensing strategy for the Lune Catchment Abstraction Management Strategy (CAMS) area. Following the three month consultation period, the Environment Agency will determine the final licensing strategy and publish it in the CAMS document. The strategy will provide an indication of whether new abstraction licences are likely to be available and the conditions that should be expected on licences. Water plays a vital role in the Lune catchment, providing water for public supply, supporting recreation, such as angling and canoeing, and providing sustainable flows to preserve numerous designated sites. There is minimal abstraction throughout much of the catchment, apart from the lower reaches of the River Lune. The document is split into five sections relating to the CAMS process. Sections 1 to 4 outline the CAMS process, and Section 5 outlines the proposed licensing strategy for the Lune CAMS areas. It is important to note that this strategy deals with groundwater and surface water abstractions separately; Sections 4 and 5 are split to differentiate between the surface water and groundwater results and strategy.

    Description: This investigation was carried out to provide information on fish stocks and angling activity during 1997 in relation to the drought and, in particular, flows as influenced by Time Limited Licences. These abstractions will be for review in 1999. This report extends and updates the data presented for 1996. Fish population surveys (including eels) were undertaken on the main river and selected tributaries. Angler caught brown trout were examined, angler catch data have been reviewed, and observations by Environment Agency fisheries staff collated. It appeared that in River Wharfe both the fish populations and individual fish appeared to be in good condition and limited changes had occurred since the 1996 survey.

    Description: Yorkshire Water Services (YWS) are currently granted a Time Limited Licence (TLL) for abstraction at Kilgram Bridge which is due for renewal in 1999. The Environment. Agency requires information on fish populations with regards to drought conditions and any possible effects that abstraction may have when considering licence renewal. In' order to evaluate any effects of drought and abstraction a three year study was instigated to examine fish populations. Surveys were conducted at nine main River Ure sites and two tributaries in which the triennial rolling programme formed the basis of site selection. Multi-method sampling techniques were carried out at several sites in order to evaluate capture efficiency. High densities of brown trout juveniles were observed in the tributaries with an indication that fish had become crowded as a result of low flows. Recruitment of brown trout in the tributaries was not directly related to flow levels in the main R. Ure. However, it is concluded that salmonids are at risk during drought flows and high temperatures from increased susceptibility to disease, predation, poor water quality and the direct lethal effect of high temperatures in shallow water.

    Description: The aim of this study was to investigate the historical catch record from the Castle Fishery on the River Derwent over the period 1923 - 1989, to determine if changes had taken place in the composition of the catch and to examine the influence of flow on the performance of the fishery. The River Derwent is situated in West Cumbria, North West England. It flows from its source on Scafell Pike (NGR NY 229 089) westwards discharging into the Irish sea at Workington, a distance of 52 km. Over its length it receives water from an additional 214 km of stream, 5 large lakes and approximately 30 small tarns. The catchment drains a total area of 663 km2.The study concludes that through the time period there was considerable variation in catch between years. The trend was for the catch to increase steadily over the period 1923 - 1958, declining rapidly in 1959, after which catches increased steadily reaching a peak in the mid-sixties, before declining towards the end of the decade. During the seventies and eighties catches remained relatively stable at between 300 - 600 salmon per year until 1988 when over 2000 salmon were reported caught, the greatest number in any year over the study period.

    Description: There is a need to determine quantitative relationships between fishery status and water quality in order to make informed judgements concerning fishery health and the setting of environmental quality standards for fishery protection. Such relationships would also assist in the formulation of a system for classifying fisheries. A national database of fisheries and water quality has been collated from the archives of pollution control authorities throughout the UK. A number of probable and potential water quality effects on fish populations have been identified from a thorough analysis of the database, notwithstanding large confounding effects such as habitat variation and fish mobility, and the generally sparse nature of water quality information. A number of different approaches to data analysis was utilised, and the value of each has been appraised. Recommendations concerning the integration of water quality assessment approaches have been made and further research on fishery status, and its measurement, in relation to water quality has been suggested.

    Description: This report considers the development of environmental quality standards (EQSs) for the salmonid fishery, cyprinid fishery, migratory fishery, commercial harvesting of marine fish for public consumption and commercial harvesting of shellfish for public consumption uses of controlled surface waters. Previous reports have been used to identify those parameters necessary for the maintenance of these five uses. Each water use is considered in a separate section within which identified parameters are discussed and standards proposed, a summary of the proposed standards is presented at the beginning of the relevant section. For salmonid, cyprinid and migratory fisheries, EQSs for substances in water have been proposed for the protection of these fisheries. For the commercial harvesting of marine fish and shellfish for public consumption uses 'Warning Levels' of substances in waters have been proposed. These 'Warning Levels' have been proposed by considering data on bioaccumulation and food standards and aim to prevent acceptable intake values and concentrations in fish/shellfish flesh exceeding statutory or recommended levels. For the commercial harvesting of marine fish for public consumption it has been concluded that the current EQSs for most List II substances for the protection of salt water life should be adequately stringent to protect this use, however for the commercial harvesting of shellfish for public consumption, these List II EQSs do not appear adequate to protect this use and more stringent 'Warning Levels' have been proposed. For all five uses considered in this report there has been found to be limited information on a number of the parameters considered and in general for indigenous species, this has been found to be especially so when considering migratory fisheries and the commercial harvesting of marine fish and shellfish.

    Description: 1000 log books were issued to anglers of which 236 were returned, those from the rivers Derwent, Kent, Lune and Ribble accounted for the vast majority. The Derwent had the highest catch rate of these rivers: one salmon every 13.89 hours followed by the Lune, Kent and Ribble at 16.39, 18.87 and 35.71 hours, respectively. For sea trout the Lune, Derwent and Ribble had a catch rate of approximately one fish every 10.0 hours (9.8, 10.0 and 10.64 hours),and for the Kent one fish per 16.1 hours fished. Salmon angling visits were, in general,longer than those for sea trout being between 2 and 6 hours as opposed to 2 to 4 hours. On the majority of visits (〉80%) no fish were caught and was the same for salmon and sea trout. For salmon the majority of fish were caught on fly, spinner or worm, and the least on prawn. For sea trout fly predominated. The majority of salmon caught were less than 91b in weight and were presumed to be grilse (1 sea winter). The majority of the sea trout caught weighed between 1 and 31b. The pattern of catch, effort, CPUE, abundance and catchability for salmon and sea trout were modelled using the data from the rivers Derwent, Kent and Lune. Flow significantly influenced catch, effort and catchability of salmon which had entered in a particular month. For sea trout flow was not significantly correlated with any of the dependent variables. The catchability coefficient for salmon, determined from the total number of fish, remained relatively constant over the period June to October indicating that CPUE was a reasonable measure of within season abundance. This was not found to be the case for sea trout.

    Description: Eight streams from the North West of England were stocked with Atlantic salmon (Salmo salar L.) fed fry at densities ranging from 1 to 4/m2 over a period of up to three years to evaluate survival to the end of the first an d second growing periods and hence assess the value of stocking as a management practice. Survival to the end of the first growin g period (mean duration of 108 days) was found to vary between 7.8 and 41.3% with a mean of 22% and CV of 0.44. Survival from the end of the first growing period to the end of the second growing period (mean duration of 384 days) ranged from 19.9 to 34.1% with a mean of 26.3% and CV of 0.21. Survival was found to be positively related to 0+ trout density (P 〈 0.05) and negatively related to altitude (P 〈 0.05). A comparison of the raw survival data (non standardised with respect to duration of experiments) with that from other studies in relation to stocking densities revealed a negative relationship between fry survival and stocking density (P 〈 0.05). Densities in excess of 5/m2 tended to result in lower levels of survival. Post stocking fry dispersal patterns were examined for the 1991 data. On average 86.7% of the number of fry surviving remained within the stocked zone by the end of the first growing period. With the exception of one stream there was little in the way of dispersal beyond the stocked zone. The dispersal pattern approximated to the normal distribution (P 〈 0.05). It was estimated that stocking can result in a net gain of fish to a river system compared with natural productivity, however the numerical significance of this gain and its cost effectiveness need to be determined on a river specific basis.

    Description: During 1993, a comprehensive data set of scale readings, length and weight measurements was established for migratory salmonids on the River Lune. This information was collected using three methods of fish capture: 1. The Lune estuary commercial nets. 2. River Lune Forge weir fish trap. 3. River Lune rod catch scale returns. Additional information was contributed by the Kent, Leven and Duddon rod and commercial fisheries. The data shows that the salmon stock in 1993 was dominated by two year old smolts. This varies from year to year.The sea trout population displays a normal population curve in terms of numbers of fish in each age and weight class. The growth rate of salmon and sea trout is very similar even though salmon have the benefit of high sea feeding.

    Description: The study began on the 7th January 1991 and was completed in June 1991. Two reports have been produced. This report published as R&D Note 33 describes NRA trackingstudies, tracking techniques and fish counter technology. The second report published as R&D Note 34 evaluates NRA tracking studies and recommends future research. The latterwill be used solely for NRA management purposes. This report briefly outlines the programme of the NRA, placing the Fisheries programme in the context of the work of the NRA as a whole, and viewing the tracking work against thebroader requirements of the NRA Fisheries research programme. Two techniques currently exist for studying the detailed timing and extent of movements of adult salmon: tracking of individually identifiable fish, and counting the numbers of fish moving past a fixed point in the river. Further details of these techniques and their development are given in Sections 2 and 3. Section 4 summarises and assesses completed and current NRA tracking Studies. Completeproject descriptions for the studies are contained in Appendix A. Section 5 discusses the scientific content of these studies in relation to similar work carried out elsewhere in the UK. Section 6 details the future development of tracking techniques. Tracking work on migratory salmonids has tended to concentrate largely upon the movements of adult salmon. Much of this report will therefore be concerned with salmon trackingstudies. NRA studies involving sea trout are referred to where appropriate. The methodological problems of sea trout tracking studies are summarised in Section 2.1.3.

    Description: This study takes a preliminary step towards investigating the reports of poor rod catches of coarse fish in the River Lune. These poor catches and concern over the possible loss of coarse fish from the Lower Lune is investigated, using creel census data from 1991. Historical data is used where available for comparative studies. The conclusion that this report comes to is that there is a problem with the recruitment of coarse fish within the population. Dace, roach and bream all show good growth rates but only poor if any recruitment. Historical investigations suggest that roach and bream may never have successfully recruited without artificial induced conditions. The situation with dace is of more concern as populations in other rivers in Northern England are also in decline, whilst historically they were naturally recruiting.

    Description: The basis for undertaking this study was to examine factors and potential impacts affecting fish and fishing in relation to low flow drought conditions and what other impacts may arise as a result of further reduced flows resulting from abstraction. The study formed the basis of a three year project to concentrate on effects relating to potable water abstractions at Moor Monkton by YWS. To fully evaluate the possible effects on fisheries the study set out to encompass fish population surveys from fry to adult stock, analysis of angler catch data, reports from anglers and river reports from Environment Agency Fisheries staff. In order to evaluate any effects of drought and abstraction a three year study was instigated to examine fish populations. Fish population surveys were conducted at six sites in which the triennial rolling programme formed the basis of site selection. Multi-method sampling techniques were carried out at several sites in order to evaluate capture efficiency. Roach were prolific above the weir at Linton-on-Ouse, with gudgeon, perch and small bream also well represented. Roach dominated catches on the R.Ouse below Linton, with perch and bleak also relatively abundant. Low flows were not thought to be directly correlated to successful recruitment of coarse fish, rather the associated high temperatures during drought conditions showing a strong positive effect with most species exhibiting growth rates above their long-term average. At this stage in the study there are no clear indications that the drought has caused any deleterious effects to coarse fish populations or marked changes in species composition, with evidence of good recruitment by several species, indicating that the higher temperatures have generally been beneficial to recruitment. However, the indication that dace did not benefit as well as other coarse fish under these conditions may suggest some species are affected more than others. The successful strong recruitment of most coarse fish suggests that, in future, fisheries will be supported by the 1995 year-class.

    Description: There are three fish species in the north west of England, Arctic charr (Salvelinus alpinus, L.), schelly (Coreqonus lavaretus. L.), and vendace (C. albula, L.), which have been reported as rare and vulnerable and have been identified as requiring the preparation and implementation of a conservation management plan.The presence of Arctic charr in Ennerdale Water has resulted in it being designated as a Site of Special Scientific Interest. These fish and one race of the species in Lake Windermere are the only English populations of charr known to spawn in running water. Associated with Ennerdale charr is the copepod parasite Salmincola edwardsii which has not been recorded from any other charr inhabited waters of the Lake District. However, it has been recorded on charr from four Scottish Lochs (Stack, Lee, Tay and Doon). The unique nature of Ennerdale is further highlighted by the presence of two crustaceans, Mysis relicta and Limnocalanus macrurus. The former has been recorded in Ireland while the latter is not known to exist anywhere else in the British Isles. The aim of this pilot study was to obtain baseline data on charr that spawn in Smithy Beck and the River Liza. This would indicate the current status of the population and help identify areas requiring further investigation. A total of 161 fish (95 males and 66 females) was caught and tagged over the 3 day period, 141 from Smithy Beck and 20 from the Liza. The raw data of the findings is presented in two appendices.

    Description: The work discussed in this report deals with aspects of theecology of Arctic charr (Salvelinus alpinus, L.). The main aims of the study were: (1) To assess the relative abundance of migrants entering the River Liza and Smithy Beck in the English Lake District). (2) To assess the degree of stream specificity. (3) To determine the period of residency in the streams. (4) To obtain a better understanding of migratory behaviour. (5) To determine the growth rate of mature fish. (6) To determine the morphometric and meristic attributes. In conjunction with this work a study was carried out to investigate the feasibility of using a video recording system to monitor the migration of charr in Smithy Beck.

    Description: This paper deals with the development and use of biological reference points for salmon conservation on the River Lune, England. The Lune supports recreational and net fisheries with annual catches in the region of 1,000 and 1356 salmon respectively. Using models transported from other river systems, biological reference points exclusive to the Lune were developed; specifically the number of eggs deposited and carrying capacity estimates for age 0+ and 1+ parr. The conservation limit was estimated at 11.9 million eggs and between 1989 and 1998 was exceeded in two years. Comparison of juvenile salmon densities in 1991 and 1997 with estimates of carrying capacity indicated that 0+ and 1+ parr densities were at around 60 % of carrying capacity and may relate to the number of eggs deposited in 1990 and 1996 being approximately 70% of the target value. The paper discusses the management actions taken in order to ensure that the management target of the conservation limit being met four years out of five is delivered. It also discusses the balance between conservation and exploitation and the socio-economic decisions made in order to ensure parity of impacts on the rod and net fisheries. The regulations have been enforced since 1999 and the paper concludes with an assessment of the actions taken to deliver the management targets, over the last five years.
