Description: This publication is a record of the proceedings of the Siem Reap Workshop and Symposium. It provides a bottom-up perspective on how rights are understood, and what rights are seen as important by small-scale fishing communities, if they are to fulfil their responsibilities for managing resources in a sustainable and equitable manner. It is hoped that these proceedings, and the Statement from the Workshop-the Siem Reap Statement-are found useful by those engaged in policy making and advocacy in support of small-scale fisheries, as well as researchers, non-governmental organizations (NGOs), fishworker organizations, and multilateral and regional organizations

Description: The Zanzibar Workshop Proceedings consists of the report and the Statement of the Workshop and provides a rich understanding of the dynamics of traditional, indigenous, small-scale and artisanal fisheries and fishing communities in the Eastern and Southern African (ESA) context. The issues covered include: the saga of rights denied to coastal lands, fishing, and threats to livelihood arising from lack of recognition of traditional rights and the livelihood needs of people in the region; the aspirations of coastal and inland communities to maintain or improve their livelihoods; and a bottom-up perspective on access rights to fishing, post-harvest rights and economic and social rights. This report will be a valuable source of information for community organizers, trade union leaders, government officials and the donor community, including multilateral organizations, researchers and for all those who are interested in the well-being of ESA fishing communities.

Description: In the winter of October 1999, as part of a programme of ICSF, three persons converged on the Treasure Guest House in Accra, Ghana. They came from three very distinct parts of the world, each bringing along a different baggage of culture and upbringing. What they shared, however, was a history of intimate involvement with the fisheries of their respective countries. During the course of slightly over a week, the three discussed, almost threadbare, the gamut of issues that lie at the heart of fisheries and fishworkers in the artisanal sector, at a time when various factors are combining to alter the status of both fisheries resources and fishers' livelihoods. In the process, their trialogue often meandered into areas of philosophy, ethics, politics, history, sociology and epistemology. The result is this book, a work of abiding value that goes beyond fisheries, fishworkers and organizations, offering powerful insights, inspired reasoning and composed passion. In Conversations, Aliou Sall, Nalini Nayak and Michael Belliveau talk the reader through a world of tribulation, challenges, success, failure, temerity and grit, all in the belief that "we make no contribution to the world by just getting agitated by what is going on around us. We have to find the right point at which to strike."A valuable resource for fishworker organizations, researchers, activists and anyone interested in organizations and fisheries.

Description: This study deals with the challenges facing the development of artisanal fisheries in Brazil. The problems affecting production in the sector are worsening, due as much to objective factors like environmental degradation and the destruction of natural resources as to the ineffectiveness of government strategy. The result is a lack of sustained development of the sector and a stagnation in the living conditions of the fishworker communities. Besides attempting an analysis of the situation of artisanal fisheries in Brazil, this study puts forth some alternative strategies for the development of the sector. It will be found useful by NGOs, regional and national organizations of artisanal fishworkers, and anyone interested in fisheries and fishing communities. (82pp.)

Description: The recent effort by two global organizations, the World Wide Fund for Nature (WWF) and the Anglo-Dutch multinational, Unilever, to establish an independent Marine Stewardship Council (MSC) as a conservation partnership to create market incentives for sustainable fishing has attracted a great deal of attention-as well as controversy. In this dossier, the pros and cons of the SC initiative are argued out in a series of articles that first appeared in SAMUDRA Report, the triannual publication of the International Collective in Support of Fishworkers. Description: Throughout the world, women of fishing communities play a central role in the fisheries and in maintaining the social fabric of their households and communities. However, they remain largely invisible, and the roles they play, largely undocumented. Policy interventions meant to support them have been few and far between, contributing to their systematic marginalization within the fisheries. Where women have been given spaces in organizations and processes, they have brought in a perspective that puts improving quality of life and fisheries-based livelihoods as the bottom line. For them, life is the goal, not fishing, as this dossier of articles from SAMUDRA Report reveals. (100pp.)

Description: Fishing is a peculiarly difficult occupation not only because of the strenuous and hazardous nature of the labour process itself but also because of the unpredictable status of the world's fisheries. Most of the world's fishermen - who are in the small-scale and artisanal sector - do not enjoy the benefits of the fundamental principles and rights at work that are supposedly applicable to all workers,as laid down in the Declaration of Fundamental Principles and Rights at Work of the International Labour Organization (ILO ). (60pp.)Forty years after its last standard on work in the fishing sector, ILO has proposed a new standard,to be placed on the agenda of the 92nd Session of the International Labour Conference in June 2004 at Geneva. This dossier puts together reports on workshops held to discuss this proposed standard,as well as analyses of social security measures for fishing communities in the small-scale and artisanal sector in a couple of selected developing countries.

Description: Women of fishing communities across the world play vital roles in fisheries, and in sustaining their households, communities, social networks and cultures. While these roles are central to maintaining livelihoods and the very activity of fisheries, they often remain unacknowledged and undervalued. Yemaya, the gender and fisheries newsletter from ICSF was initiated in 1999 to draw attention to women's roles and work in the fisheries and in fishing communities, as well as to initiatives being taken by them to organize and defend their interests and the interests of their communities. It was also to provide a meaningful forum for sharing of experiences, views and strategies. This web dossier compiles selected articles from Yemaya by region-Asia, Africa, Latin America, Europe, Pacific Islands and North America. The articles, taken together, provide a broad overview of the key issues facing women in the fisheries sector in each region, as well as the local, national and regional initiatives being taken by women's groups to organize around their concerns.

Description: Fishworker organizations the world over are concerned about the degradation of coastal habitats vital to fishery resources. This concern was articulated in the first-ever Conference of Fishworkers and their Supporters in Rome in 1984, and, subsequently, in all the three conferences organized by ICSF since 1986. In the conference in Cebu in 1994, for instance, the impact of coastal area degradation on the livelihood of the artisanal and small-scale fishery sector was discussed at length. It was recognized that fishworker organizations need to look systematically into major coastal resource management issues and draw up action programmes that would, at the outset, address fisheries issues in the littoral area. This could eventually be expanded to animate fisheries sector institutions to defend the interests of fishing communities in the coastal zone against marginalization by other user-groups and interested parties. There has, therefore, been a strong emphasis on issues related to the coastal environment in the activities and programmes of ICSF. In addition, a specific request from Indian fishworkers for a session to help them develop a framework to examine such issues, provided the impetus for the workshop and symposium on fisheries and coastal area management, held in Chennai (then called Madras), India, from 26 September to 1 October 1996. The focus was on countries in the South Asian region, i.e. Bangladesh, Sri Lanka, Maldives and India, which often share rivers and seas, while also facing similar issues of coastal area degradation and management. This publication is the official record of the proceedings of the Madras workshop and symposium. Apart from a detailed summing-up of the various sessions held over the six-day period, it contains country reports as well as accounts of presentations by experts.

Description: This study on marine protected areas (MPAs) in Mexico relies on a variety of data sources as well as the authors’ longstanding field experience, particularly in the Yucatan Peninsula, to analyze the design, establishment and operation of protected areas. It discusses two case studies of MPAs in detail and summarizes the findings from four others, focusing primarily on the role played by local communities in managing coastal and marine resources. The study also draws on the perspective of key informants, namely, Mexican experts on coastal and ocean management issues, including government officials, decisionmakers, researchers, members of non governmental organizations (NGOs), and consultants. Description: The Women in Fisheries Programme of the International Collective in Support of Fishworkers was initiated in 1993. Broadly, it aims to strengthen the participation of women in fishworkers' organizations and in decision-making processes at various levels.Among the programme's specific objectives are attempts to study the history of women's roles in fisheries (the sexual division of labour), and to record accounts of their struggles against social marginalization. As part of this documentation process, SAMUDRA Dossier will publish a series on Women in Fisheries. This is the first in the series. It puts together documents relating to a unique Public Hearing, held at Cochin, India in June 1995, on the problems faced by women workers in India's fish processing industry. Apart from a comprehensive report on the sector, this Dossier includes transcripts of oral testimonies of some of the women workers. (54pp.)

Description: Fishing is arguably the world's most dangerous vocation, reporting the highest rate of occupational fatalities among industries, made only worse by declining fish prices, overfished waters and shortened fishing seasons. As fishermen are forced to move farther away from shore in search of scarce resources, the dangers they face are many: bad weather, rough seas, flooding, fire, poor vessel design, mechanical problems navigational error, missing safety equipment. For the small-scale and artisanal fishers of developing countries, these problems are compounded several times over, as this series of articles from SAMUDRA Report reveals. (44pp.)

Description: As the world's fisheries continue to come under scrutiny for their potential to be depleted of resources due to various pressures, including overfishing, modern fisheries management has focused on allocation of fishing rights as one prescription for sustainable fisheries management. Solutions based on such a perspective have often pivoted around the gamut of property rights, and how to control the social arrangements that govern the ownership, use and disposal of factors of production and goods and services in the fisheries sector. Rights-based management in fisheries, as this dossier shows, can take several forms, including licensing, and individual and community fishing quotas. How property-rights regimes address the issue of allocation of ownership will determine their effectiveness in equitably spreading welfare throughout the fishing/coastal community. Only by recognizing fishing rights that are socially sensitive and address the issues of labour, gender and human rights, can fishing communities, especially small-scale, traditional ones, be assured of social justice in the face of moves towards ecological and resource sustainability. These are some of the issues discussed in this dossier, which is a collection of articles from SAMUDRA Report, the triannual publication of the International Collective in Support of Fishworkers (ICSF). Description: Most of the world's fisheries and fishing communities are supported by coastal areas. Consequently, the well-being and future of the fishery sector depend on the health of the coastal ecosystem. Not surprisingly, therefore, concern about coastal degradation and its impact on the fishery sector has long been expressed, notably at the first-ever conference of fishworkers and their supporters in Rome in 1984. Discussions then emphasized how the coastal environment is affected by activities within the fisheries sector as well as by other activities pursued in inland, inshore and offshore areas. It was in this context that the International Collective in Support of Fishworkers (ICSF) organized a workshop and symposium on Fisheries and Coastal Area Management in South Asia, in Madras, India, in 1996. To aid participants focus on the major coastal resources management issues, a background paper was prepared by ICSF. This paper explores efforts on coastal area management, more specifically in the South Asian region, and the extent to which the perspectives of actors in the fishery sector have been incorporated. It also deals with legislation of direct relevance to Integrated Coastal Area Management (ICAM).

Description: All over the world, the pressure to conserve ecosystems and their resources has been steadily rising. This has, in turn, led to conflicts between conservation imperatives and the livelihoods’ needs of the communities that interact with these ecosystems. An example of the impasse that such a state of opposition can lead to can be found in Orissa, India, where the moves to implement official sea turtle protection measures along the coast have resulted in mounting conflicts involving fisherfolk, government departments and conservationists. This study analyzes the existing sea turtle conservation measures in Orissa and the implications of conservation approaches for the livelihoods of fisherfolk, particularly for traditional fishing communities and the women in them. The study concludes with an assortment of views and strategies that could help achieve the goal of turtle conservation, while sustaining the endeavours of fishworkers and fishing communities to maintain their livelihoods. Description: Since Sri Lanka’s independence in 1948, social welfare for the country’s fishing populations has been the responsibility of successive governments. During the latter half of the last millennium, the State has been channelling huge amounts of public funds into a number of social welfare and social security measures. However, the emphasis has mainly been on promotional welfare measures, such as housing, sanitation, infrastructure and training. Among the common problems in the delivery of such measures are regional disparities in the distribution of benefits (with the southern regions receiving the lion’s share), and expenditure on welfare dwindling with a change of government. If social security measures are defined, as by the ILO, to include medical care, sickness benefit, unemployment benefit, old-age benefit, employment injury benefit, family benefit, maternity benefit, invalidity benefit and urvivors’ benefit, then only the Fishermen’s Pension and ocial Security Benefit Scheme provides some kind of social ecurity for Sri Lanka’s fishing populations. There is an rgent need to address the social security issues of deep- a fishworkers, women and children. (73pp.)

Description: This study deals with the tuna industry in the Philippines, which is among the world's largest producers of tuna and tuna-like species. Centred around General Santos City, the "tuna capital of the Philippines", the tuna boom was spurred by the arrival, in the mid-1970s, of Japanese traders looking for new supplies of sashimi-grade yellowfin tuna. Interestingly, the primary producers of this high-priced, export- grade tuna are the humble handliners, small-scale fishers found in coastal communities all over the Philippines archipelago, who use passive handline gear to catch yellowfin, skipjack and bigeye tuna. Also, the use of the fish-aggregating device locally known as payao has greatly reduced the time spent for searching and catching tuna. The study also analyzes the primary post-harvest facilities and processing industries as well as the nterlinked financing and marketing sectors in the hilippines tuna industry. The discussion covers grade lassification of the catch, pricing, selling operations, nd international trade of tuna products. The study oncludes with an overview of current initiatives to manage and develop the Philippines tuna industry. (83pp.)

Description: The Marine Environment and Resource Management - Should careful and rational management of fish stocks be considered a myth or a realistic prospect?Recent history has shown how. because of over-exploitation of certain fish-stocks - among which herring. Anchovy and cod are prime examples - the survival of some species has become an acute problem. Today all fishing zones are threatened, and no stock is safe from potential collapse. The situation is so serious that some scientists and fish- workers' organisations have acted to sound the alarm and to demand from governments that measures to protect the resource be implemented. However, looking beyond the indispensable need for legislation, it is the search for maximum profit which, unfortunately, so often governs fish production and marketing that must be challenged. Moreover, the question of resource management must integrate the need to safe-guard the ecology of the marine environment, which requires profound changes of mentality. In Lisbon, Portugal, in June 1989, about one hundred scientists, fishermen and organization representatives from 25 different countries met at a symposium to develop their thinking on these questions. In this dossier, we publish some papers by European speakers at this inter-national meeting organised by ICSF. (56pp.) (Bellec, F. (ed))

Description: ICSF's Women in Fisheries (WIF) programme has been working in several countries in Asia, Africa and Latin America since 1992, with the basic objective of strengthening the participation of women in fishworker organizations and in decision-making at various levels. Contact with fishworker organizations in the Latin American region has helped establish the fact that women of coastal fishing communities are not only actively involved in fishery-related activities but also help sustain the community and family in diverse ways. However, the work women do, income-generating or otherwise, is rarely recognized, or ascribed an economic and social value. Women are practically invisible at the decision-making level in fishworker organizations. It is against this background that the Workshop on Gender and Coastal Fishing Communities in Latin America was organized from 10 to 15 June 2000 in Prainha do Canto Verde, Ceara, Brazil. The workshop brought together 36 participants-men and women- from five countries in the Latin American region, i.e. Chile, Peru, Brazil, Ecuador and Mexico. Participants were mainly representatives of fishworker organizations and NGOs in these countries. This document carries a report of the workshop. It also includes background papers from Chile, Mexico, Peru and Brazil that were prepared for the workshop, detailing the situation of women fishworkers in these countries and their role in organizational and decision-making processes. Description: For quite some time now, global fisheries have been ravaged by successive 'crises'. These have their roots in overfishing, technological overkill as well as the widespread disregard for the needs and priorities of the artisanal and small-scale fishing communities. As issues that fundamentally concern fishworkers the world over, they are also the concerns that form the mandate of the International Collective in Support of Fishworkers (ICSF), an international NGO affiliated to the Economic and Social Council of the UN and admitted to ILO's Special List of Non-Governmental International Organizations. These questions were first addressed at the International Conference of Fishworkers and their Supporters, held in Rome in 1984. To mark the tenth anniversary of The Rome Conference, as well as to conduct its triennial conference, ICSF organized an international meeting at Cebu, the Philippines in June 1994. More than 90 participants from over 30 countries gathered to debate, share opinions and exchange views on the state of the world's fisheries, its impact on their lives and how this could be managed. This publication is the official record of what transpired at Cebu. It is a compendium of papers, reports and special contributions on topical concerns in global fisheries management. It also contains the reports of the various working groups which tackled the conference's themes. These converged in a final declaration which detailed the recommendations of The Cebu Conference. As a work of reference, this publication will be of immense use to researchers, activists, environmentalists, NGOs, journalists, policymakers and just about anyone concerned with the world of fisheries and fishworkers.
