    Description: Challenging the posthumanist canon that celebrates the preeminence of matter, Ruth Miller, in Flourishing Thought contends that what nonhuman systems contribute to democracy is thought. Drawing on recent feminist theories of nonhuman life and politics, Miller shows that reproduction and flourishing are not antithetical to contemplation and sensitivity. After demonstrating that processes of life and processes of thought are indistinguishable, Miller finds that four menacing accumulations of matter and information—global surveillance, stored embryos, human clones, and reproductive trash—are politically productive rather than threats to democratic politics. As a consequence, she questions the usefulness of individual rights such as privacy and dignity, contests the value of the rational metaphysics underlying human-centered political participation, and reevaluates the gender relations that derive from this type of participation. Ultimately, in place of these human-centered structures, Miller posits a more meditative mode of democratic engagement. Miller’s argument has shattering implications for the debates over the proper use and disposal of embryonic tissue, alarms about data gathering by the state and corporations, and other major ethical, social, and security issues.

    Description: Decisiveness and Fear of Disorder examines how democratic representatives make decisions in crisis situations. By analyzing parliamentary asylum debates from Germany’s Asylum Compromise in 1992-1993 and the 2015-2016 refugee crisis, Julius Rogenhofer identifies representatives’ ability to project decisiveness as a crucial determinant for whether the rights and demands of irregular migrants were adequately considered in democratic decision-making. Both crisis situations showcase an emotive dimension to the parliamentary meaning-making process. As politicians confront fears of social and political disorder, they focus on appearing decisive in the eyes of the public and fellow representatives, even at the expense of human rights considerations and inclusive deliberation processes. Rogenhofer shows how his theoretical approach allows us to reinterpret a range of crisis situations beyond the irregular migration context, including democracies’ initial responses to Covid-19, the European Sovereign Debt Crisis, and United States climate politics. These additional case studies help position concerns with decisiveness amid the challenges that populism and technocracy increasingly pose to representative democracies.

    Description: Over the last two decades, it has become clear that Russia insists on its great power status, even at considerable cost. Chasing Greatness provides an interpretive explanation of the tacit rules that shape Russia's great power identity today. Anatoly Reshetnikov argues that this never-ending chase for greatness is a result of how Russia and its predecessors—including the USSR, Russian Empire, Muscovy, and Kievan Rus’—historically interacted with its neighbors to the east, the south, and particularly the west. By analyzing an extensive amount of original source material, including primary sources that have not been previously translated into English, he is able to reconstruct a millennial history of the Russian concepts that express political greatness. He also traces numerous encounters between Russia and the West, as well as Russia’s troubled integration into the European society of states in the eighteenth and nineteenth centuries, to show how these concepts have affected Russia’s interaction with international society. Despite its substantive historical depth, Chasing Greatness is not a book of history. Rather, it is a synthesizing social science work inspired by the continental tradition of the critical history of modernity. As such, the book is more about the present than about the past. Its main aim is to expose and explain the rich conceptual baggage behind Russia’s unceasing great power rhetoric (domestic and international) and how this rhetoric drives the current international crises involving Russia.

    Description: Das Interesse an der ökonomischen und gesellschaftlichen Bedeutung von Zuwanderungen hat in Politik, Wissenschaft und Gesellschaft in den letzten Jahren spürbar zugenommen. Dies gilt insbesondere in Deutschland als bevorzugtes Zielgebiet von Immigranten. Die Wanderungsursachen sind mit Globalisierung und zunehmender Integration von Volkswirtschaften in die internationale Arbeitsteilung nur unzulänglich umschrieben; jedenfalls haben die Mobilitätsschranken in Europa erheblich an Bedeutung verloren. Mit anhaltendem Zuzug in die Bundesrepublik und verstärkt durch Ungleichgewichte auf den Arbeitsmärkten rücken indes Befürchtungen darüber in den Vordergrund, daß Immigrationen die Situation noch verschärfen und die Anpassungslasten für die heimische Bevölkerung steigern könnten. Auch wachsen Besorgnisse bezüglich der Beanspruchung der Sozialleistungssysteme und der Infrastruktur. Hinzu kommen Bedenken hinsichtlich der kulturellen Identität und der sozialen Kohäsion der Gesellschaft. Die Autoren konzentrieren sich in der vorliegenden Arbeit auf die ökonomischen Wirkungen der Zuwanderung nach Deutschland in längerer Perspektive. Damit liegt eine Studie vor, die sich erstmalig und umfassend mit wesentlichen arbeitsmarktspezifischen, finanzwirtschaftlichen sowie wachstums- und strukturpolitischen Wirkungen der Zuwanderungen nach Deutschland in längerer Frist befaßt. Schwerpunkte sind zum einen eine aktuelle Darstellung der Immigration nach Kohorten (Deutsche und Ausländer) seit Ende des 2. Weltkriegs sowie Projektionen der Bevölkerungsentwicklung in Deutschland für die nächsten Dekaden bei unterschiedlichen demographischen Verläufen; zum anderen wird die wichtige theoretische und empirische Frage nach den Wirkungen auf die Beschäftigungs- und Einkommenssituation der Ansässigen behandelt. Daran schließt sich die Untersuchung von Implikationen für die öffentlichen Haushalte und die Infrastruktur an. Schließlich werden die wachstums- und strukturpolitischen Auswirkungen der Zuwanderungen analysiert - gerade auch mit Blick auf den in der Europäischen Wirtschafts- und Währungsunion aus Osten und möglicherweise aus Süden anhaltenden Wanderungsdruck.

    Description: In Europe’s recent history, there have been several challenges to the strength of the European Union—Brexit, COVID, financial crises, and global tensions—bringing an increased need to understand the ways that the European Union (EU) could successfully stay together or fall apart. In examining how the European Union has changed since 1993, important puzzles have emerged, including how national government functions are transferred to the EU without reforming the EU, how increased transparency is announced while decisions are approved in informal meetings, and how the effects of the polarizing rise of Euroscepticism can be managed to still promote the formation of solidarity and trust among Europeans. To understand these puzzles, Thomas König introduces a new theory of (supra)national partyism to help explain the causes and consequences of choices made by political leaders for Europe. He uses a game-theoretical perspective to look at how conditions for leaders change through accessions of new members, shocks, and crises, and separates institutional choices into two different games played by office- and policy-seeking political leaders—the interstate summit game and the national game of party competition. The Dynamics of European Integration reveals how the reorganization of electoral systems can harness dissensus and polarization among diverse national constituencies to enable the promotion of solidarity and trust in the EU.

    Description: While the media tends to pay the most attention to violent secessionist movements or peaceful independence movements, it is just as important to understand why there are regions where political movements for autonomy fail to develop. In neglecting regions without political movements or full-blown independence demands, theories may be partial at best and incorrect at worst. State Institutions, Civic Associations, and Identity Demands examines over a dozen regions, comparing and contrasting successful cases to abandoned, unsuccessful, or dormant cases. The cases range from successful secession (East Timor, Singapore) and ongoing secessionist movements (Southern Philippines), to internally divided regional movements (Kachin State), low-level regionalist stirrings (Lanna, Taiwan), and local but not regional mobilization of identity (Bali, Minahasan), all the way to failed movements (Bataks, South Maluku) and regions that remain politically inert (East and North Malaysia, Northeast Thailand). While each chapter is written by a country expert, the contributions rely on a range of methods, from comparative historical analysis, to ethnography, field interviews, and data from public opinion surveys. Together, they contribute important new knowledge on little-known cases that nevertheless illuminate the history of regions and ethnic groups in Southeast Asia. Although focused on Southeast Asia, the book identifies the factors that can explain why movements emerge and successfully develop and concludes with a chapter by Henry Hale that illustrates how this can be applied globally.

A topic of research in sociology, business, and marketing, the focus on generations frequently occurs in American pop culture and journalism. The general public often assumes that different generations have different political leanings and beliefs—that the Silent Generation is all Republican, white, and conservative, or that Millennials are liberal and diverse—but are these assumptions true? Generational Politics in the United States is the first comprehensive book that examines the concept of generations from a political science perspective. It defines what a generation is and how to sort out the differences between life cycle, cohort, and aging effect. The book then brings together chapters from an array of political science scholars that examine the role of generations in American politics and how it relates to other variables such as age, race, gender, and socioeconomic status.     Description: Around the world each year, millions of citizens turn out to vote but leave their ballots empty or spoil them. Increasingly, campaigns have emerged that promote “invalid” votes like these. Why do citizens choose to cast blank and spoiled votes? And how do campaigns mobilizing the invalid vote influence this decision? None of the Above answers these questions using evidence from presidential and gubernatorial elections in eighteen Latin American democracies. Author Mollie J. Cohen draws on a broad range of methods and sources, incorporating data from electoral management bodies, nationally representative surveys, survey experiments, focus groups, semi-structured interviews, and news sources. Contrary to received wisdom, this book shows that most citizens cast blank or spoiled votes in presidential elections on purpose. By participating in invalid vote campaigns, citizens can voice their concerns about low-quality candidates while also expressing a preference for high-quality democracy. Campaigns promoting blank and spoiled votes come about more often, and succeed at higher rates, when incumbent politicians undermine the quality of elections. Surprisingly, invalid vote campaigns can shore up the quality of democracy in the short term. None of the Above shows that swings in blank and spoiled vote rates can serve as a warning about the trajectory of a country’s democracy.

    Description: Auf seiner letzten Jahrestagung hat sich der Verein für Socialpolitik mit einem der zentralen Zukunftsthemen der europäischen Wirtschaftspolitik auseinandergesetzt: Die Osterweiterung der Europäischen Union. Der Vorsitzende des Vereins, Hans-Werner Sinn, greift in seiner Eröffnungsrede die Sorge der Westeuropäer über erwartete Wanderungsströme von Arbeitskräften auf. Er warnt vor einer Dramatisierung, weist aber auf die Anpassungserfordernisse für Arbeitsmärkte und Sozialsysteme hin. Andries Brandsma von der Europäischen Kommission macht deutlich, daß vor dem Beitritt ein umfassender Kriterienkatalog zu erfüllen ist, was den Beitrittskandidaten bisher in unterschiedlichem Maße gelungen ist. Die Wohlfahrtseffekte der Osterweiterung für die EU 15, die bisher empirisch kaum quantifiziert wurden, behandelt Wilhelm Kohler von der Universität Linz im Rahmen einer modellgestützten empirischen Analyse. Michael Burda von der Berliner Humboldt-Universität setzt sich vornehmlich mit den Arbeitsmarktwirkungen auseinander. Im Unterschied zur herrschenden Meinung erwartet er positive Arbeitsmarkteffekte für die EU 15, hingegen eher negative für die Beitrittsländer. Hans Peter Lankes von der EBRD vertritt die These, daß in der Phase vor dem Beitritt erhöhte Investitionsanforderungen auf die betreffenden Länder zukommen, für deren Finanzierung die Voraussetzungen geschaffen werden müssen. Alfred Steinherr von der Europäischen Investitionsbank betont abschließend nochmals die tiefgreifenden Reformen, die von der Gemeinschaft der 15 vor einer Osterweiterung vollzogen werden müssen. Auf der Jahrestagung erfolgen stets auch Ehrungen. Neben der Verleihung des Gossenpreises an Ernst Fehr war die Thünen-Vorlesung des Nobelpreisträgers Reinhard Selten ein besonderes wissenschaftliches Vergnügen. Mit seinen Ausführungen hat er an den Grundfesten der ökonomischen Theorie gerüttelt, was manchen Tagungsteilnehmer sicher nicht wenig irritiert hat.

Ob die Vorschläge des Europäischen Verfassungskonvents für eine grundlegende Erneuerung des Unionsvertrages diesbezüglich zukunftsfähig sind, bedarf einer intensiven Diskussion. In den Beiträgen des vorliegenden Bandes stehen Probleme speziell der europäischen Wirtschaftsverfassung im Mittelpunkt. Obwohl der Begriff der Wirtschaftsverfassung nicht eindeutig definiert ist, sind juristische und vor allem verfassungs- und institutionenökonomische Analysen von Belang. Dabei spannen die Beiträge einen Bogen über die wichtigsten Problembereiche. Grundsätzliche Überlegungen zu einer europäischen Verfassung führen zu den Fragen: Benötigen wir überhaupt eine Verfassung für Europa? Wie ist das Verhältnis zwischen den Nationalstaaten und der Union zu regeln? Freiheit, Bürgersouveränität und Subsidiarität - als eine spezielle Ausprägung des Prinzips der komparativen Wettbewerbsvorteile - spielen in der europäischen Wirtschaftsverfassung eine zentrale Rolle. Sie ergänzen sich mit Überlegungen zur europäischen Finanzverfassung, in der auch die Frage nach den institutionellen Ebenen gestellt wird, die für die Bereitstellung und Finanzierung unterschiedlicher Güter in der Union verantwortlich sind.     Description: Constitutional considerations of protective laws for women were the analytical battlefield on which the legal community reworked the balance between private liberty and the state's authority to regulate. Julie Novkov focuses on the importance of gender as an analytical category for the legal system. During the Progressive Era and New Deal, courts often invalidated generalized protective legislation, but frequently upheld measures that limited women's terms and conditions of labor. The book explores the reasoning in such cases that were decided between 1873 and 1937. By analyzing all reported opinion on the state and federal level, as well as materials from the women's movement and briefs filed in the U.S. Supreme Court, the study demonstrates that considerations of cases involving women's measures ultimately came to drive the development of doctrine. The study combines historical institutionalism and feminism to address constitutional interpretation, showing that an analysis of conflict over the meaning of legal categories provides a deeper understanding of constitutional development. In doing so, it rejects purely political interpretations of the so-called Lochner era, in which the courts invalidated many legislative efforts to ameliorate the worst effects of capitalism. By addressing the dynamic interactions among interested laypersons, attorneys, and judges, it demonstrates that no individuals or institutions have complete control over the generation of constitutional meaning. Dies überrascht, weil die Staatsgröße in gewissem Umfang als Ergebnis rationaler Entscheidungen und als genuin institutionenökonomische Fragestellung angesehen werden kann. Deshalb fragen die Autoren des vorliegenden Bandes aus institutionenökonomischer Sicht nach ökonomischen und politischen Grenzen von Wirtschaftsräumen. Der erste Teil befasst sich mit vorliegenden Ansätzen zur Erklärung der Größe von Nationen am Beispiel der Europäischen Union und des Deutschen Reiches: Gibt es eine optimale Größe der EU? Welches sind die Ursachen der historischen deutschen Kleinstaaterei? Diskutiert wird zudem die These, dass zunehmender Welthandel ein Faktor der Desintegration von Staaten sei. Im Mittelpunkt des zweiten Teils steht die Verteilung öffentlicher Aufgaben innerhalb einer Nation. Die Autoren fragen, warum nicht alle staatlichen Aufgaben in der Hand einer Zentralregierung liegen, sondern teilweise auf sub- und supranationale Jurisdiktionsebenen ausgelagert sind. Japan gereicht als ein Beispiel für ein bislang zentralistisch organisiertes Staatsgebilde, für das eine stärkere Dezentralisierung gefordert wird. Thema des dritten Teils ist die Integration von Wirtschaftsräumen durch Finanznetzwerke. Analysiert wird beispielhaft das informelle Finanzsystem "hawala", das vor allem in islamischen Ländern verbreitet ist.

    Description: Disruptions as Opportunities: Governing Chinese Society with Interactive Authoritarianism addresses the long-standing puzzle of why China outlived other one-party authoritarian regimes with particular attention to how the state manages an emerging civil society. Drawing upon over 1,200 survey responses conducted in 126 villages in the Sichuan province, as well as 70 interviews conducted with Civil Society Organization (CSO) leaders and government officials, participant observation, and online research, the book proposes a new theory of interactive authoritarianism to explain how an adaptive authoritarian state manages nascent civil society. Sun argues that when new phenomena and forces are introduced into Chinese society, the Chinese state adopts a three-stage interactive approach toward societal actors: toleration, differentiation, and legalization without institutionalization. Sun looks to three disruptions—earthquakes, internet censorship, and social-media-based guerilla resistance to the ride-sharing industry—to test his theory about the three-stage interactive authoritarian approach and argues that the Chinese government evolves and consolidates its power in moments of crisis.

This question arises in scholarly debates about policy design as well as in discussions about the right political institutions for a country. It has frustrated many, with federalism seeming to matter in all sorts of combinations with all sorts of issues, from nationalism to racism to intergovernmental competition. The diffuse federalism literature has not come to compelling answers for very basic questions. Scott L. Greer, Daniel Béland, André Lecours, and Kenneth A. Dubin argue for a new approach—one methodologically focused on configurations of variables within cases rather than a fruitless attempt to isolate “the” effect of federalism; and one that is substantively engaged with identifying key elements in configurations as well as with when and how their interactions matter. Born out of their work on a multi-year, eleven-country project (published as Federalism and Social Policy: Patterns of Redistribution in Eleven Countries, University of Michigan Press, 2019), this book comprises a methodological and substantive agenda. Methodologically, the authors shift to studies that embraced and understood the complexity within which federal political institutions operate. Substantively, they make an argument for the importance of plurinationalism, changing economic interests, and institutional legacies.

Zunächst wird das Verhältnis von Demokratie und Liberalismus beleuchtet, zwischen denen ein Spannungsverhältnis zu bestehen scheint, wenn Vertreter des Liberalismus die persönliche Freiheit betonen und umgekehrt Befürworter demokratischer Entscheidungsfindung großen Wert auf Bürgersouveränität legen. Hieran anschließend wird das deutsche Parteiensystem betrachtet, das den Parteien einen umfassenden, aus einem formalen Legitimationsmonopol abgeleiteten Machtanspruch einräumt. Politische Karriere setzt deshalb zumeist Parteienmitgliedschaft voraus, was zwar hohe Disziplinierungswirkungen entfaltet, sich aber negativ auf Partizipation und Repräsentativität bei der Rekrutierung zu politischen Ämtern auswirkt. Ein weiteres Thema des Bandes sind hybride Regulierungen, die öffentliche und private Regulierungselemente miteinander verbinden, weil entweder die Inhaltssetzung oder die Durchsetzung von Regeln privat erfolgt. Sie resultieren aus einem Kosten-Nutzen-Kalkül, wobei hybride Lösungen vor allem bei transnationalen Transaktionen bessere Ergebnisse als rein staatliche oder rein private Regulierungen erzielt. Schließlich präsentiert der Band eine Lösung für das "tax payer puzzle" und erklärt, warum Steuerzahler weit weniger Steuern hinterziehen oder schwächer auf mögliche Strafandrohungen reagieren, als dies Erwartungsnutzenkalküle vorhersagen.

März 1994 in Mainz mit Problemen der Weltwirtschaftsordnung zu beschäftigen. Die auf dieser Tagung vorgelegten und diskutierten Referate werden in diesem Band publiziert. Im ersten Aufsatz zeigt C.W.A.M van Paridon - unter Rückgriff auf eine Studie des Zentralen Planungsamtes der Niederlande -, wie sehr die künftige Entwicklung der Weltwirtschaft nicht nur davon abhängt, ob es den drei großen Handelsblöcken gelingt, ihre internen Probleme zu bewältigen, sondern auch davon, inwieweit diese Triade in der Lage sein wird, dem schleichenden Protektionismus wirksam Einhalt zu gebieten und die Liberalisierung der Weltwirtschaftsordnung (weiter) voranzutreiben. Wie schwierig sich eine Erweiterung des Geltungsbereichs liberaler Regeln für den internationalen Handel auch auf den tertiären Sektor gestaltet, illustriert Jörn Kruse am Beispiel audiovisueller Dienstleistungen. Über die Zukunft der Weltwirtschaftsordnung entscheidet aber nicht allein die Gestaltung der Welthandelsordnung. Von vergleichbarer Bedeutung ist auch die internationale Währungsordnung. Dazu kommt, neben anderen Themen, eine Analyse der wirtschaftspolitischen Reaktionen der emerging markets.     Description: In der scientific community der Ökonomen wird seit längerem der schwindende Einfluss der Volkswirtschaftslehre auf die praktische Wirtschaftspolitik beklagt. Diese Klage ist nicht neu, aber es gibt Indizien, die zu bestätigen scheinen, dass die Kluft zwischen ökonomischer Akademia und angewandter Wirtschaftspolitik sich vertieft. Jedenfalls bildete dieser Eindruck den allgemeinen Diskussionshintergrund für das Generalthema "Institutionelle Grundlagen effizienter Wirtschaftspolitik", das auf der Jahrestagung 2004 des Wirtschaftspolitischen Ausschusses im Verein für Socialpolitik vom 16. bis 18. März in Münster behandelt wurde und deren Referate in diesem Band dokumentiert werden. Ohne wissenschaftliche Ökonomie verliert die praktische Wirtschaftspolitik die Orientierung hin zu langfristiger Effizienz für die Gesellschaft. Wissenschaft, die öffentlich finanzierte zumal, hat deshalb eine Bringschuld gegenüber der Öffentlichkeit. Ziel der wissenschaftlichen Ökonomik sollte es deshalb sein, auf die praktische Wirtschaftspolitik direkt und indirekt Einfluss zu nehmen. Dazu bedarf es bestimmter institutioneller Voraussetzungen wie zum Beispiel der Bedingungen, unter denen wissenschaftliche Politikberatung erfolgt. Warum bedienen sich die Regierenden in Deutschland trotz einer leistungsfähigen wissenschaftlichen Infrastruktur - Wissenschaftliche Beiräte, Forschungsinstitute, Universitäten - für die Politikberatung zunehmend kommerzieller Beratungsfirmen und Ad-hoc-Kommissionen, die eher kurzfristorientierte Konsenslösungen denn langfristorientierte Sachlösungen anbieten? Politikberatung, wie sie in Deutschland und in anderen Staaten praktiziert wird, bildet deshalb einen Themenschwerpunkt dieses Bandes. Dabei werden auch sehr persönliche Erfahrungen einzelner Autoren aus der Praxis ihrer langjährigen wissenschaftlichen Politikberatung dokumentiert. Darüber hinaus werden die Voraussetzungen für institutionelle und wirtschaftspolitische Reformen aufgezeigt. Der Band versteht sich als Beitrag zur Überwindung der Kommunikationsschwierigkeiten zwischen ökonomischer Wissenschaft und praktischer Wirtschaftspolitik.

    Description: Warping Time shows how narratives of the past influence what people believe about the present and future state of the world. In Benjamin Ginsberg and Jennifer Bachner’s simple experiments, in which the authors measured the impact of different stories their subjects heard about the past, these “history lessons” moved contemporary policy preferences by an average of 16 percentage points; forecasts of the future moved contemporary policy preferences by an average of 12 percentage points; the two together moved preferences an average of 21 percentage points. And, in an Orwellian twist, the authors estimate that the “history lessons” had an average “erasure effect” of 8.5 percentage points—the difference between those with long-held preferences and those who did not recall that they previously held other opinions before participating in the experiment. The fact that the past, present, and future are subject to human manipulation suggests that history is not simply the product of impersonal forces, material conditions, or past choices. Humans are the architects of history, not its captives. Political reality is tenuous. Changes in our understanding of the past or future can substantially alter perceptions of and action in the present. Finally, the manipulation of time, especially the relationship between past and future, is a powerful political tool.

    Description: Das Phänomen der sogenannten New Economy wird seit längerem unter verschiedenartigen Aspekten diskutiert. Dabei ist der Begriff nicht eindeutig definiert und wird zuweilen mit den Bezeichnungen Internet Economy, Network Economy, Digital Economy, E-Commerce oder auch Information Economy assoziiert. Gemeinsame Bestandteile aller Begriffe sind neue Technologien, vor allem Informations- und Kommunikationstechnologien (IT), sowie neues Wissen und Humankapital. Manche sagen, dass das, was unter New Economy subsumiert wird, im Prinzip gar nicht neu sei. Gängig ist aber auch die Auffassung, dass die New Economy sich von der "Old Economy" durch mindestens drei Elemente unterscheidet: (1) IT als neue dominierende Technologie, (2) Information als zunehmend wichtiges Produkt, (3) erhöhte Produktivitäts- und Wachstumssteigerungen durch (1) und (2). Produktivitäts- und Wachstumssteigerungen als Folge von IT sowie von Information als Produkt ergießen sich mehr oder weniger über alle Sektoren einer Volkswirtschaft. Damit wird IT zur Querschnittstechnologie, die national wie international wohlstandsfördernde Effekte hat. Es gibt eine Vielzahl von speziellen Fragestellungen der New Economy, die wirtschaftstheoretisch und wirtschaftspolitisch von Interesse sind. Zentral ist die Frage, ob die ökonomischen Gesetzmäßigkeiten, wie wir sie aus der Old Economy kennen, durch die New Economy außer Kraft gesetzt werden: Sind z. B. Wachstumstrends steiler, und fallen Wachstumsschwankungen in der New Economy geringer aus als in der Old Economy? Sind Geld- und Fiskalpolitik neu zu justieren? Müssen Wettbewerbs- und Ordnungspolitik revidiert werden? Die vielfältigen Fragen, die im vorliegenden Band behandelt werden, spannen einen großen thematischen Bogen. Sie dokumentieren die Referate, die auf der Jahrestagung 2002 des Wirtschaftspolitischen Ausschusses des Vereins für Socialpolitik vom 12. bis 14. März 2002 in Linz (Österreich) gehalten wurden. Bei aller Verschiedenartigkeit der Fragestellungen und Ergebnisse wird deutlich, dass die ökonomischen Gesetzmäßigkeiten der Old Economy keineswegs passé sind.

    Description: Der Begriff Governance ist in den letzten Jahren fast ein Modewort geworden - oft benutzt, aber zumeist nicht klar definiert und daher recht unterschiedlich interpretierbar. Obwohl er als wissenschaftlicher Terminus aus den Wirtschaftswissenschaften stammt - im Wesentlichen wird er auf Ronald Coase und Oliver E. Williamson zurückgeführt - spielte er zunächst vor allem in den Politikwissenschaften eine sichtbare Rolle. Heutzutage ist er aber auch aus der wirtschaftspolitischen Diskussion nicht mehr wegzudenken. Governance umfasst dabei zum einen Regelungsstrukturen, die sich auf Institutionen und Akteurskonstellationen beziehen, zum anderen aber auch formelle und informelle Regeln sowie Anreizstrukturen in Hinblick auf ihre Bedeutung für den Koordinationsprozess wirtschaftlicher Aktivitäten. Eine klare und eindeutige Begriffsabgrenzung in der Art einer Lehrbuchdefinition fehlt jedoch nach wie vor. Diese zunehmende, aber oft unspezifizierte Verwendung des Begriffs Governance in der wirtschaftspolitischen Forschung nahm der Wirtschaftspolitische Ausschuss des Vereins für Socialpolitik zum Anlass, für seine diesjährige Jahrestagung, die vom 24. - 26. März 2009 in Leipzig stattfand, das Rahmenthema "Governance in der Wirtschaftspolitik" zu wählen. Der hier vorliegende Tagungsband beinhaltet die schriftlichen Fassungen der vorgestellten Beiträge. Es werden darin verschiedene Governance-Begriffe und Governance-Konzepte abgegrenzt, konkrete Governance-Probleme dargestellt und die Rolle bestimmter Governancestrukturen vor dem Hintergrund verschiedener ökonomischer Rahmenbedingungen untersucht. Der vorliegende Tagungsband soll somit helfen, den Begriff Governance in seinen verschiedenen Facetten und in seiner Bedeutung für wirtschaftspolitische Fragestellungen zu erfassen.

    Description: Listing every right that a constitution should protect is hard. American constitution drafters often list a few famous rights such as freedom of speech, protection against unreasonable searches and seizures, and free exercise of religion, plus a handful of others. However, we do not need to enumerate every liberty because there is another way to protect them: an ""etcetera clause."" It states that there are other rights beyond those specifically listed: ""The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people."" Yet scholars are divided on whether the Ninth Amendment itself actually does protect unenumerated rights, and the Supreme Court has almost entirely ignored it. Regardless of what the Ninth Amendment means, two-thirds of state constitutions have equivalent provisions, or ""Baby Ninth Amendments,"" worded similarly to the Ninth Amendment. This book is the story of how the ""Baby Ninths"" came to be and what they mean. Unlike the controversy surrounding the Ninth Amendment, the meaning of the Baby Ninths is straightforward: they protect individual rights that are not otherwise enumerated. They are an ""etcetera, etcetera"" at the end of a bill of rights. This book argues that state judges should do their duty and live up to their own constitutions to protect the rights ""retained by the people"" that these ""etcetera clauses"" are designed to guarantee. The fact that Americans have adopted these provisions so many times in so many states demonstrates that unenumerated rights are not only protected by state constitutions, but that they are popular. Unenumerated rights are not a weird exception to American constitutional law. They are at the center of it. We should start treating constitutions accordingly.

    Description: In recent years, the federal government’s increasing inability to address major societal challenges has arguably hampered America’s commitment to renewable energy initiatives. Individual U.S. states have stepped into this void and adopted their own policies, leading some to believe that the states can propel America’s renewable energy industry forward. However, we know little about how legislative and regulatory dynamics within America’s states might accelerate or hinder renewable energy policy creation. In Following in Footsteps or Marching Alone?, Srinivas Parinandi explores how states have devised their own novel policies, and how the political workings of legislatures and public utilities commissions have impacted state renewable energy policy design. Through the meticulous study of nearly three decades of state-level renewable energy policy-making, he finds that their creation is primarily driven by legislatures, and that ideologically liberal legislatures largely push the envelope. The book suggests that having a predominantly state-driven renewable energy effort can lead to uneven and patchwork-based policy development outcomes, and a possible solution is to try to more successfully federalize these issues. Parinandi urges readers, scholars, and policy practitioners to consider whether a state-led effort is adequate enough to handle the task of building momentum for renewable energy in one of the world’s largest electricity markets.

Die Arbeitstagung und damit auch der vorliegende Tagungsband sind durch drei deutlich erkennbare thematische Schwerpunkte geprägt, die in gewisser Weise einen repräsentativen Querschnitt aus der Vielfalt der gegenwärtigen wirtschafts- und unternehmensethischen Diskussionen bieten. Den ersten Schwerpunkt bilden unternehmensethische Fragestellungen im weiteren Sinne. Josef Wieland erörtert ausgehend von US-amerikanischen Erfahrungen Formen der Institutionalisierung von Moral in der Unternehmung, die er sodann zum Anlaß für grundsätzliche theoretische Reflexionen über die unternehmensethische Problematik nimmt. Im Aufsatz von Margit Osterloh (Mitautoren Regine Tiemann und Simon Grand) steht der mögliche Beitrag der ökonomischen Theorie zum organisationalen Lernen im Zentrum der Betrachtung. Den zweiten Schwerpunkt bilden philosophisch begründete Beiträge zur Wirtschaftsethik. Ulrich Gähde entwickelt am Beispiel des klassischen Utilitarismus sehr grundsätzliche und für die weitere Forschung anregende Überlegungen über die Anwendung wissenschaftstheoretischer Methoden auf ethische Theorien. Alle Beiträge beziehen sich auf die deutsche Situation, mehrere basieren auf der Anwendung mikroökonometrischer Verfahren. Behandelt werden Wirkungen einer Subventionierung von Sozialversicherungsbeiträgen wie auch die Evaluation arbeitsmarktpolitischer Maßnahmen. Dabei geht es um methodische Fragen und die Aussagefähigkeit empirischer Ergebnisse. Mit anhaltendem Zuzug in die Bundesrepublik und verstärkt durch Ungleichgewichte auf den Arbeitsmärkten rücken indes Befürchtungen darüber in den Vordergrund, daß Immigrationen die Situation noch verschärfen und die Anpassungslasten für die heimische Bevölkerung steigern könnten. Auch wachsen Besorgnisse bezüglich der Beanspruchung der Sozialleistungssysteme und der Infrastruktur. Hinzu kommen Bedenken hinsichtlich der kulturellen Identität und der sozialen Kohäsion der Gesellschaft. Die Autoren konzentrieren sich in der vorliegenden Arbeit auf die ökonomischen Wirkungen der Zuwanderung nach Deutschland in längerer Perspektive. Damit liegt eine Studie vor, die sich erstmalig und umfassend mit wesentlichen arbeitsmarktspezifischen, finanzwirtschaftlichen sowie wachstums- und strukturpolitischen Wirkungen der Zuwanderungen nach Deutschland in längerer Frist befaßt. Schwerpunkte sind zum einen eine aktuelle Darstellung der Immigration nach Kohorten (Deutsche und Ausländer) seit Ende des 2. Weltkriegs sowie Projektionen der Bevölkerungsentwicklung in Deutschland für die nächsten Dekaden bei unterschiedlichen demographischen Verläufen; zum anderen wird die wichtige theoretische und empirische Frage nach den Wirkungen auf die Beschäftigungs- und Einkommenssituation der Ansässigen behandelt. Daran schließt sich die Untersuchung von Implikationen für die öffentlichen Haushalte und die Infrastruktur an. Schließlich werden die wachstums- und strukturpolitischen Auswirkungen der Zuwanderungen analysiert - gerade auch mit Blick auf den in der Europäischen Wirtschafts- und Währungsunion aus Osten und möglicherweise aus Süden anhaltenden Wanderungsdruck.

Der Zusammenhang von Verteilungs- und Allokationsfragen wird auch in dem anschließenden Beitrag von Volker Arnold über »Einkommensumverteilung - ein Weg zur Stabilisierung marktwirtschaftlicher Systeme?« thematisiert. Grundsätzliche Überlegungen zur »Verteilungsgerechtigkeit aus volkswirtschaftlicher Sicht« entwickelt sodann Johannes Hackmann, indem er einerseits auf die Bedeutung distributiver Fragen auch im Hinblick auf allokative Wirkungen hinweist und zum anderen die vorherrschende utilitaristische Sicht in bezug auf die Verteilungsprobleme als unzureichend charakterisiert. Die Reihe der unternehmensethischen Beiträge beginnt mit Peter Ulrichs »Versuch der Klärung eines unerledigten wirtschaftsethischen Grundproblems« - nämlich der Beziehung zwischen »Unternehmensethik und 'Gewinnprinzip'«. In seinen »Betrachtungen zum Verhältnis zwischen Betriebswirtschaftslehre und Unternehmensethik« untersucht Jean-Paul Thommen dieses Beziehungsfeld zunächst in dogmenhistorischer Perspektive. Margit Osterloh unternimmt sodann zunächst einen Vergleich der unternehmensethischen Konzeptionen von Steinmann/Löhr, Ulrich und Homann.     Description: Seit langem wächst der Welthandel deutlich stärker als das Weltsozialprodukt. Ein zunehmender Teil dieses Handels besteht dabei aus dem Austausch von Dienstleistungen. Auch die Direktinvestitionen, durch die ausländische Investoren in den jeweiligen Zielländern Unternehmen gründen, erwerben, modernisieren oder erweitern, nehmen seit Mitte der 80er Jahre erheblich rascher zu als die Weltproduktion. Beleg für den hohen Grad und das zügige Fortschreiten der "Vernetzung" der Weltwirtschaft ist schließlich die geradezu ungestüme Dynamik, mit der sich in den letzten Jahrzehnten die internationalen Geld- und Kapitalmärkte entwickelt haben. Für die Träger der nationalen Wirtschaftspolitik ergeben sich aus diesem Prozeß der Globalisierung bedeutsame Konsequenzen. Mit ihnen befaßte sich die Jahrestagung 1998 des Wirtschaftspolitischen Ausschusses des Vereins für Socialpolitik, die vom 31. März bis 2. April 1998 in Hamburg stattfand und deren Referate hiermit vorgelegt werden. Ungeachtet der unterschiedlichen Fragestellungen dieser Beiträge und ungeachtet auch der Unterschiede in Ansatz und Methode stimmen doch alle Autoren in der Auffassung grundsätzlich überein, daß der Prozeß der Globalisierung nicht vornehmlich als Bedrohung gesehen werden sollte, sondern daß er dort sehr attraktive Chancen zur Wohlfahrtssteigerung eröffnet, wo es gelingt, die sich mit diesem Prozeß verbindenden Anpassungserfordernisse überzeugend zu meistern.

    Description: Den Humanressourcen einer Volkswirtschaft kommt im globalen Wettbewerb und mit stetig schnelleren Innovationszyklen eine immer größere Bedeutung im Hinblick auf die Wettbewerbsfähigkeit von Nationen und Unternehmen zu. Nationale Bildungseinrichtungen stellen einen wichtigen Faktor zur Schaffung und Erhaltung des erforderlichen Humankapitals dar. Aufgrund der seit vielen Jahren schwierigen öffentlichen Haushaltslage haben die Bildungsbudgets mit den gestiegenen Anforderungen aber kaum Schritt halten können, so dass einer effizienten Verwendung der eingesetzten Mittel eine immer stärkere Beachtung zukommt. Vor diesem Hintergrund wird die Evaluation von Bildungseinrichtungen allgemein und von Schulen und Hochschulen im Besonderen immer wichtiger. Spätestens seit den ersten Ergebnissen der PISA-Studie ist aber auch die Erfordernis von wissenschaftlich untermauerten und ökonometrisch zuverlässigen Evaluationen unübersehbar, damit nicht aus deskriptiven Befunden gezogene vorschnelle Schlussfolgerungen mehr Schaden als Nutzen anrichten. Deshalb hat der bildungsökonomische Ausschuss des Vereins für Socialpolitik sich auf seiner 28. Sitzung der Evaluation von Schulen und Hochschulen aus ökonomischer Perspektive angenommen. Die Beiträge basieren auf Vorträgen der Jahrestagung 2003, die auf Einladung von Prof. Dr. Andrea Schenker-Wicki (organisatorische Vorbereitung) und Prof. Dr. Uschi Backes-Gellner (inhaltliche Vorbereitung) am 27./28.03.2003 an der Universität Zürich stattfand. Alle Texte wurden - wie in den vorhergehenden Jahren auch - einer doppelten Begutachtung und entsprechenden Revisionen unterzogen. Während sich die ersten drei Beiträge auf die Evaluation von Schulleistungen konzentrieren, beschäftigen sich die letzten drei mit der Messung von Lehr- und Forschungsleistungen von Universitäten. Dabei widmen sich die Autoren nicht nur Fragen der Messung von Schul- und Hochschulleistungen, sondern auch den organisatorischen und sozioökonomischen Einflussfaktoren variierender Bildungsleistungen. Außerdem werden die makroökonomischen Konsequenzen variierender Bildungsqualität - insbesondere auch im Vergleich zu rein schüler- oder schuljahresbezogenen Indikatoren - erstmals detailliert empirisch analysiert.

Peter Lischke von der Verbraucherzentrale Berlin legt die Entwicklungen am Grauen Kapitalmarkt aus Sicht des Verbraucherschutzes dar. Ekkehard Kurth, Leiter der Abteilung Wirtschaftsordnung, Finanzdienstleistungen, Börsen im Hessischen Wirtschaftsministerium geht der Frage nach, ob vor dem Hintergrund globalisierter und einem internationalen Wettbewerb ausgesetzter Kapitalmärkte eine grenzüberschreitende Wertpapieraufsicht notwendig ist. Daß der Markt für Beteiligungsgesellschaften volkswirtschaftlich relevante Dimensionen erreicht hat, zeigt Dietrich Weber (Beteiligungsgesellschaft für die deutsche Wirtschaft mbH). Er analysiert daher, welche Erwartungen einer Volkswirtschaft an Beteiligungsgesellschaften erfüllbar sind und welche nicht. Daran knüpft der Beitrag von Xaver Carl Zimmerer (Interfinanz GmbH & Co KG) an. Anhand des Geschäfts mit dem Verkauf von Unternehmensbeteiligungen oder ganzer Unternehmen zeigt er auf, welche Herausforderungen Finanzdienstleister im Wettbewerb erfüllen müssen. Bernhard Hafner (Allgemeine Deutsche Direktbank AG) schildert seine Erfahrungen beim Aufbau einer erfolgreich im Wettbewerb stehenden Direktbank. Wolfgang Artopoeus (Bundesaufsichtsamt für das Kreditwesen) stellt die Probleme dar, die sich für das Bundesaufsichtsamt für das Kreditwesen als Regulierungsbehörde aufgrund der Entwicklung neuer Finanzdienstleister, -produkte und -märkte ergeben. Bernhard Herz faßt die Tagung zusammen und gibt einen Ausblick auf die in Zukunft zu erwartenden theoretischen, politischen und praktischen Entwicklungen. Die Autoren decken - aus der Sicht der Wirtschaftspraxis - ein weites Spektrum aktueller Entwicklungen der Finanzmärkte ab. Der Band bietet daher Politikern, Unternehmern und Wissenschaftlern eine Informations- und Handlungsgrundlage in Bezug auf neueste wirtschaftliche Tendenzen in diesem Bereich.

Hans Fehr und Gitte Halder (Universität Würzburg) quantifizieren mit Hilfe eines intertemporalen Gleichgewichtsmodells die Budget- und Wohlfahrtswirkungen der demographischen Entwicklung in Deutschland. Die Analyse zeigt, dass die Probleme durch erhöhte Geburten- und Zuwanderungsraten alleine nicht lösbar sind und weitere Reformen der Sozialsysteme unerlässlich sind, um deren Finanzierung zu sichern. Heinz Grossekettler (Universität Münster) untersucht, welche Anforderungen der Europäische Stabilitäts- und Wachstumspakt an die Koordinierung der Haushaltspolitik der EU Mitgliedsstaaten stellt. Im internationalen Vergleich erweist sich der deutsche Stabilitätspakt als wenig funktionsfähig und es werden substanzielle Verbesserungen eingemahnt. Reinhard Neck (Universität Klagenfurt) erweitert die Steuerglättungstheorie Barros zur Erklärung der Staatsschuldenentwicklung durch ökonomische und politische Einflussfaktoren und überprüft diese Hypothesen ökonometrisch am Beispiel Österreichs. Gunnar Schwarting (Mainz) konstatiert eine besorgniserregende Finanzlage der deutschen Kommunen. Deren Bewältigung erwartet er weder von gängigen Konsolidierungskonzepten noch von den in Diskussion stehenden regulatorischen und marktorientierten Instrumenten, sondern am ehesten von Kapitalmarkt-Ratings der Kommunen.

Die drei Grundsatzreferate des Tagungsbandes arbeiten die Weiterentwicklung der Forschung in drei zentralen umweltökonomischen Aufgabenfeldern auf und schließen damit die Informationslücke zwischen dem Wissensstand, den moderne umweltökonomische Lehrbücher vermitteln, und der aktuellen finanzwissenschaftlichen Forschung. Michael Ahlheim gibt einen Überblick über die zentralen theoretischen und praktischen Probleme einer ökonomischen Umweltbewertung, deren Lösung zur Durchführung von zuverlässigen Kosten-Nutzen-Analysen für umweltverbessernde staatliche Maßnahmen ebenso erforderlich ist wie für eine transparente Schadensbemessung nach Umweltunfällen oder zur ökologischen amtlichen Sozialproduktsstatistik. Wolfgang Buchholz zeigt, dass die finanzwissenschaftliche Theorie der freiwilligen Bereitstellung öffentlicher Güter einen adäquaten ökonomischen Rahmen für die Analyse und Lösung von internationalen Umweltproblemen bietet. Theoriegestützte Erkenntnisse zur Stabilität von freiwilligen Koalitionen, zur Wirkung von Subventions- und Matching-Mechanismen und zu den Allokationswirkungen von Einkommenstransfers liefern wichtige neue Impulse für die Konzeption einer erfolgreichen Zusammenarbeit souveräner Staaten in der internationalen Umweltpolitik. Rüdiger Pethig entwickelt einen Gleichgewichtsmodellrahmen, um die Effizienz der deutschen Abfallbewirtschaftung umfassend und konsistent zu analysieren. Im Vergleich mit alternativen Regulierungsszenarien zeigt sich, dass eine zentrale Abfall-Management-Organisation nach dem Muster des Grünen Punktes zwar einer direkten Rücknahmeverpflichtung durch den Produzenten unterlegen ist, solange die Rücknahmekosten ein kritisches Niveau nicht übersteigen, dass der Grüne Punkt aber immer noch deutlich besser abschneidet als Abfallregimes, die die Abfallbeseitigung dem Konsumenten überantworten.

Wilfried Hinsch beschäftigt sich mit gerechten Güterverteilungen und deren öffentlichen Rechtfertigung. Michael Schramm untersucht unterschiedliche sozialpolitische Maßnahmen, die den "unteren Bereich" des Arbeitsmarktes fördern sollen. Peter Koslowski diskutiert ein Verbot von Insider-Handel aus wirtschaftsethischer Sicht, und Werner Lachmann schließlich plädiert für objektivierbare Kriterien zur Festlegung der Abgeordnetendiäten. Mit dem vorliegenden Band wird ein weites Spektrum an Fragestellungen dokumentiert, die von methodischen Grundfragen im Verhältnis von Ethik und Ökonomik über das Problem von Kooperation und Solidarität sowie einer gerechten Güterverteilung bis hin zu aktuellen wirtschafts- und gesellschaftspolitischen Themen reichen.

    Description: Der Vertrag von Maastricht ist - im Lichte der ursprünglich artikulierten Zielvorstellungen - als Torso zu betrachten: Während die Schaffung einer Europäischen Währungsunion (EWU) in vollem Umfang vereinbart wurde, blieben die Bemühungen um substantielle Fortschritte auf dem Wege zu einer Politischen Union Europas in rudimentären Ansätzen stecken. Als (schwacher) Trost blieb Befürwortern einer weitergehenden politischen Integration lediglich die »Zusage« des EU-Vertrags, daß im Jahre 1996 eine Regierungskonferenz zur Revision der Bestimmungen über die Politische Union einberufen wird. Dieses Ereignis - meist nur kurz als »Maastricht II« bezeichnet - nahm der Wirtschaftspolitische Ausschuß des Vereins für Socialpolitik zum Anlaß, sich im Rahmen seiner Sitzung im April 1996 in Fribourg (Schweiz) mit Problemen und Perspektiven einer Weiterentwicklung der Integration Europas zu beschäftigen. Im Gegensatz zur Regierungskonferenz widmete sich der Ausschuß allerdings nicht nur Fragen einer möglichen Fortentwicklung der Politischen Union, sondern auch, ja in besonderem Maße, den Erfolgsaussichten der geplanten Europäischen Währungsunion. Entsprechend wird in diesem Tagungsband ein breites Spektrum von Fragen thematisiert. Es reicht von einem umfassenden Problemaufriß über eine differenzierte Auseinandersetzung mit Chancen und Risiken der EWU bis hin zu einer Prognose der von der Regierungskonferenz zu erwartenden Änderungen der institutionellen Infrastruktur der EU. In ihrer Gesamtheit verdeutlichen diese acht Beiträge nicht nur, wie weit die EU heute noch von einer Politischen Union entfernt ist, die diesen Namen verdient; sie bemühen sich auch um Antworten auf die Frage, welche Wege sich als (nicht) zielführend erweisen dürften.

Während in den sechziger Jahren die Impulse direkt aus der Wachstumstheorie kamen, sind es heute zahlreiche Teilströmungen der Bildungsökonomie, die die Klammer zwischen Humanressourcen und Produktivitätswachstum neu beleben. Die in diesem Band zusammengefaßten Beiträge, die im Bildungsökonomischen Ausschuß 1996 in Mannheim präsentiert wurden, unternehmen den Versuch, das bisweilen etwas eklektische Wechselspiel zwischen Bildung und Wirtschaftswachstum durch einige institutionelle, empirische und theoretische Mosaiksteine weiterzuentwickeln. Der Band beginnt mit einem Übersichtsartikel von H.-J. Bodenhöfer und M. Riedel. Die Autoren arbeiten nicht nur die sich im Zeitablauf wandelnde theoretische Einschätzung der Bedeutung des Faktors Bildung für gesamtwirtschaftliche Zusammenhänge heraus, sondern sie stellen die Theorieentwicklung auch in einen direkten Kontext zur empirischen Wirtschaftsforschung. Die im Eröffnungsbeitrag aufgeworfene Frage nach einer möglichen internationalen Konvergenz der Wachstumsraten wird von A. A. Weber aufgegriffen und einer empirischen Prüfung unterzogen. Der Autor kommt zu dem Schluß, daß die vorhandene empirische Evidenz zur Untermauerung des Zusammenhangs zwischen Bildungsniveau und Wirtschaftswachstum nicht sehr robust ist. W. Pfähler, C. Clermont und U. Hofmann verlassen die bisherige Vogelperspektive und präsentieren eine konkrete Fallstudie. Ihren Ergebnissen zufolge übt das Humankapital keinen signifikanten Produktivitätseinfluß aus: Die anhand der durchschnittlichen Hochschulausgaben je Student gemessene Qualität der Hochschulausbildung stehe in keiner Beziehung zur Arbeitsproduktivität. T. Gries, S. Jungblut und H. Meyer gehen in einer theoretischen Untersuchung der Frage nach, ob es einen bildungsökonomisch begründeten Zusammenhang zwischen Produktivitätswachstum und Unterbeschäftigung gibt. Aus einer differenzierten Beantwortung dieser Frage leiten die Autoren wichtige Aufgabenfelder für die Bildungspolitik ab und diskutieren mögliche Effekte einer berufsbegleitenden Fortbildung. B. U. Wigger und R. K. von Weizsäcker skizzieren in ihrer theoretischen Studie ein öffentliches Bildungsprogramm, das insbesondere dem Unsicherheitsaspekt privater Ausbildungsinvestitionen Rechnung trägt. Sie entwickeln ein Argument für Studiengebühren, das sich am erwarteten Erfolg der Ausbildung orientiert. Die Berücksichtigung von Unsicherheit erlaubt es, einen Zusammenhang zwischen der individuellen Ausbildungswahl, der volkswirtschaftlichen Ressourcenausstattung und dem Produktivitätswachstum herzustellen.

    Description: The Port Authority of New York and New Jersey has morphed in ways that would be unrecognizable to its founders. Its mission evolved from improving rail freight to building motor vehicle crossings, airports, office towers, and industrial parks and taking control of a failing commuter rail line. In its early years, the agency was often viewed with admiration; however as it drew up plans, negotiated to take control of airfields and marine terminals, and constructed large bridges and tunnels, the Port Authority became the object of less favorable attention. It was attacked as a “super-government” that must be reined in, while the mayors of New York and Newark argued that it should be broken up with its pieces given to local governments for their own use. Despite its criticisms and travails, for over half a century the Port Authority overcame hurdles that had frustrated other public and private efforts, built the world's longest suspension bridge, and took a leading role in creating an organization to reduce traffic delays in the New York-New Jersey region. How did the Port Authority achieve these successes? And what lessons does its history offer to other cities and regions in the United States and beyond? In a time when public agencies are often condemned as inefficient and corrupt, this history should provide some positive lessons for governmental officials and social reformers. In 2021, the Port Authority marked its 100th birthday. Its history reveals a struggle between the public and private sectors, the challenges of balancing democratic accountability and efficiency, and the tension between regional and local needs. From selected Port Authority successes and failures, Philip Mark Plotch and Jen Nelles produce a significant and engaging account of a powerful governmental entity that offers durable lessons on collaboration, leadership, and the challenge of overcoming complex political challenges in modern America.

Der Tagungsband enthält die drei Grundsatzreferate von Axel Börsch-Supan (Universität Mannheim), Christian Keuschnigg (Universität St. Gallen) und Bernd Raffelhüschen (Universität Freiburg). Axel Börsch-Supan weist darauf hin, dass die Bevölkerungsalterung neben der viel diskutierten Finanzlücke in der gesetzlichen Rentenversicherung in zwei weiteren Politikbereichen Handlungsbedarf einfordert. Da die bloße Erhöhung der Kapitalintensität nicht ausreichen wird, um die Arbeitsproduktivität so weit zu steigern, dass negative Auswirkungen der Alterung auf das Bruttoinlandsprodukt kompensiert werden können, muss die Akkumulation von Humankapital durch Aus- und Weiterbindung verstärkt werden. Außerdem wird die veränderte Altersstruktur auf die Zusammensetzung der aggregierten Güternachfrage durchschlagen und eine deutlich höhere sektorale Faktormobilität verlangen, um sektorale Beschäftigungskrisen zu vermeiden. Christian Keuschnigg erklärt in einem intertemporalen Gleichgewichtsmodell das Auftreten von Kreditrationierung und Arbeitslosigkeit als Folge von Suchfriktionen auf Kapital- und Arbeitsmärkten. Finanzpolitische Maßnahmen zur Förderung von Unternehmensgründungen stellen sich dabei als ein wirksames Instrument zur Bekämpfung von Arbeitslosigkeit heraus. Bernd Raffelhüschen weist darauf hin, dass die sozialpolitische Reformagenda zur Renten- und Krankenversicherung erweitert werden muss, weil auch die Grundsicherung durch Sozialhilfe, Wohngeld, Arbeitslosenhilfe und Pflegegeld reformbedürftig ist. Er entwickelt eine Blaupause für eine Grundsicherungsreform, die auf zwei Kerngedanken basiert: subsidiäre Hilfe zur Selbsthilfe und Subvention von Beschäftigung anstatt Untätigkeit. Verwandte Reformkonzepte im internationalen Vergleich und bestehende Anknüpfungspunkte im deutschen Sozialrechtssystem stimmen Raffelhüschen optimistisch, dass sein Reformvorschlag nicht nur ökonomisch attraktiv, sondern auch juristisch umsetzbar und politisch mehrheitsfähig ist.

    Description: Der Ausschuss für die Geschichte der Wirtschaftswissenschaften hatte sich bereits 1981 mit dem Kameralismus und Merkantilismus beschäftigt. In den folgenden 37 Jahren ist die theoriegeschichtliche Forschung in diesem Feld vorangeschritten und so war es an der Zeit, sich erneut dieser Thematik zuzuwenden. Nicht zuletzt wegen des Aufkeimens merkantilistischer Klänge in der amerikanischen Wirtschaftspolitik unter der US-Präsidentschaft von Donald Trump ergaben sich sogar aktuelle Bezüge. Auch Deutschland wurde von verschiedener Seite neomerkantilistische Wirtschaftspolitik vorgeworfen, seit der Außenhandelsüberschuss auf über sieben Prozent des BIP angewachsen ist und im Jahr 2016 seinen vorläufigen Höhepunkt fand. Dem Kameralismus wurde in dieser Tagung besondere Aufmerksamkeit gewidmet, denn ihn gab es im deutschsprachigen Raum als eigenständige Disziplin an den Universitäten, an denen die Landesherren ihre Beamtenschaft ausbilden ließ. Der Merkantilismus war hingegen eine Wortschöpfung Adam Smiths, der seine Lehre der natürlichen Freiheit von der der englischsprachigen Vorgänger und der Physiokratie abheben wollte.

    Description: Walking the Gendered Tightrope analyzes the gendered expectations for women in high offices through the examples of British Prime Minister Theresa May and U.S. Speaker of the House Nancy Pelosi. Even at their highest positions, and while completing their greatest achievements, both May and Pelosi faced gendered critiques and intraparty challenges to their leadership. While other books have analyzed the barriers to higher office that women face, this book reveals how women in positions of power are still forced to balance feminine stereotypes with the perception of power as masculine in order to prove their legitimacy. By examining intraparty dynamics, this book offers a unique comparison between a majoritarian presidential and Westminster parliamentary system.     Description: Michael Meeropol argues that the ballooning of the federal budget deficit was not a serious problem in the 1980s, nor were the successful recent efforts to get it under control the basis for the prosperous economy of the mid-1990s. In this controversial book, the author provides a close look at what actually happened to the American economy during the years of the "Reagan Revolution" and reveals that the huge deficits had no negative effect on the economy. It was the other policies of the Reagan years--high interest rates to fight inflation, supply-side tax cuts, reductions in regulation, increased advantages for investors and the wealthy, the unraveling of the safety net for the poor--that were unsuccessful in generating more rapid growth and other economic improvements. Meeropol provides compelling evidence of the failure of the U.S. economy between 1990 and 1994 to generate rising incomes for most of the population or improvements in productivity. This caused, first, the electoral repudiation of President Bush in 1992, followed by a repudiation of President Clinton in the 1994 Congressional elections. The Clinton administration made a half-hearted attempt to reverse the Reagan Revolution in economic policy, but ultimately surrendered to the Republican Congressional majority in 1996 when Clinton promised to balance the budget by 2000 and signed the welfare reform bill. The rapid growth of the economy in 1997 caused surprisingly high government revenues, a dramatic fall in the federal budget deficit, and a brief euphoria evident in an almost uncontrollable stock market boom. Finally, Meeropol argues powerfully that the next recession, certain to come before the end of 1999, will turn the predicted path to budget balance and millennial prosperity into a painful joke on the hubris of public policymakers. In diesem Ausschuss diskutierten Volks- und Betriebswirte, Philosophen und Theologen beider Konfessionen sowohl theoretische wie auch praxisbezogene Themen mit wirtschafts- und unternehmensethischen Bezügen. Die Beiträge des nunmehr vorliegenden siebten Bandes der "Wirtschaftsethischen Perspektiven" enthalten mit Themen zur Gentechnik und zur medizinischen Ethik einen Schwerpunkt (Steinvorth, Neumärker, Staffelbach und Pohl-Eckerstorfer, Aumann und Gaertner). Darüber hinaus wurde aber auch erneut ein weites Spektrum an Fragestellungen behandelt: Methodische Grundsatzfragen der Wirtschafts- und der Unternehmensethik (Sautter, Homann, Pies, Suchanek), Probleme der Messung von Ungleichheiten (Ebert), Verteilungsfragen (Sturn) sowie empirische Fragen der Unternehmensethik (Tebroke). Insgesamt gesehen zeugt der Band einerseits von dem Bemühen des Ausschusses, die Wirtschaftsethik in die moderne Ökonomik zurückzuholen, und andererseits Fragen anderer Disziplinen mit ökonomischem Bezug mit den Methoden der Ökonomik zu behandeln.

    Description: Der Band faßt Referate einer Sitzung des Bildungsökonomischen Ausschusses im Herbst 1993 in Liberec (Tschechien) zusammen. Die Beiträge spüren der Frage nach, auf welche Weise das aus der DDR ererbte Humankapital dem notwendigen Umstrukturierungsprozeß der ostdeutschen Wirtschaft angepaßt wurde und welche Bedeutung das modernisierte Humankapital für den Transformationsprozeß hat. H. Maier führt das Scheitern der Planwirtschaft der DDR vorrangig auf deren Innovationsschwäche zurück und damit auf die Unfähigkeit, den im Vergleich zur Bundesrepublik relativ gleich hohen Forschungsinput in innovationsrelevante Produkte, Verfahren und Dienstleistungen zu transformieren. Unter Verweis auf einen neuen Langfristzyklus, der durch die Mikroelektronik angestoßen worden sei und grundlegend veränderte Qualifikationsprofile verlange, plädiert Maier für einen humankapitalintensiven Entwicklungspfad in Gesamtdeutschland. Th. Schmid-Schönbein analysiert die Reindustrialisierungsprozesse im Bereich der ostdeutschen Großindustrie im Zusammenhang mit dem Treuhandkonzept der Unternehmensnetze bzw. -parks. Er fragt nach den qualifikatorischen Folgen einer solchen Strategie und schlägt die Implementation eines allgemeinen Trainingsprogramms vor, das auf unternehmensinterne Qualifizierung setzt und in den USA über viele Jahre mit Erfolg eingesetzt worden sei. J. Wahse hat Treuhand- und Ex-Treuhandunternehmen nach ihren Qualifizierungspolitiken befragt, die sie im Rahmen der »innerbetrieblichen Transformationsprozesse« verfolgen. Wahse unterscheidet den Entwicklungszustand der Unternehmen nach Grundsanierungs- und Feinprofilierungsphase und folgert aus den Phasen einen je differenten Oualifizierungsbedarf auf Seiten der Belegschaften. Die Befragung der beiden Unternehmensgruppen führt zu dem Ergebnis, daß die bereits privatisierten Unternehmen in erheblich höherer Intensität Qualifizierungsmaßnahmen durchführen als Treuhandfirmen und daß ein deutlich größerer Anteil sich bereits in der Phase der Feinprofilierung befindet. C. Helberger und M. Pannenberg unterziehen die erste Phase einer aktiven Arbeitsmarktpolitik (Fortbildung und Umschulung) in Ostdeutschland einer systematischen ökonometrischen Evaluation. Evaluationskriterium bildet die individuelle Erwerbsbiographie der Teilnehmer im Anschluß an eine von der Bundesanstalt für Arbeit geförderte Qualifizierungsmaßnahme. Maßgrößen sind dabei die Abgänge in Erwerbstätigkeit und die individuelle Einkommensentwicklung der Teilnehmer/innen. Die Autoren konstatieren eine überraschend hohe Erfolgsquote der aktiven Arbeitsmarktpolitik, zumindest für die frühen 90er Jahre.

In diesem Ausschuss, dem Wirtschaftswissenschaftler, Philosophen und Theologen der beiden großen christlichen Kirchen angehören, werden seit vielen Jahren sowohl theoretische wie auch praktische Problemstellungen der Wirtschafts- und Unternehmensethik aus den verschiedenen Blickwinkeln heraus interdisziplinär diskutiert. Die Ergebnisse der vorangegangenen Diskussionen sind in den "Wirtschaftsethischen Perspektiven I-V" dokumentiert. Die Beiträge des neuesten Bandes der "Wirtschaftsethischen Perspektiven" enthalten mit Themen zu "Korruption, Bestechung und Strafe" einen ersten Schwerpunkt. Probleme der Steuer- und Verteilungsgerechtigkeit werden sodann aus der Sicht der Finanzwissenschaft und der katholischen Soziallehre diskutiert. Einen weiteren Schwerpunkt bilden Abhandlungen über wichtige Fragen der Umweltethik. Wie weit darüber hinaus das Spektrum der im Ausschuss diskutierten Problemfelder ist, zeigen die Beiträge zu den Wurzeln des Besitzindividualismus, die bereits in der Spätscholastik zu finden sind, zur Frage nach einer Verbesserung der Marktchancen der Katholischen Kirche durch ein identitätsorientiertes Kirchenmarketing und zum Spannungsfeld zwischen Individual- und Institutionenethik, das unter dem zentralen Gesichtspunkt der Abwanderungskosten analysiert wird. Alle Beiträge haben ein ausschussinternes Gutachterverfahren durchlaufen.

    Description: Why did enduring traditions of economic and political liberty emerge in Western Europe and not elsewhere? Representative democracy, constitutionalism, and the rule of law are crucial for establishing a just and prosperous society, which we usually treat as the fruits of the Renaissance and Enlightenment, as Western European societies put the Dark Ages behind them. In The Medieval Constitution of Liberty, Salter and Young point instead to the constitutional order that characterized the High Middle Ages. They provide a historical account of how this constitutional order evolved following the fall of the Western Roman Empire. This account runs from the settlements of militarized Germanic elites within the imperial frontiers, to the host of successor kingdoms in the sixth and seventh centuries, and through the short-lived Carolingian empire of the late eighth and ninth centuries and the so-called “feudal anarchy” that followed its demise. Given this unique historical backdrop, Salter and Young consider the resulting structures of political property rights. They argue that the historical reality approximated a constitutional ideal type, which they term polycentric sovereignty. Salter and Young provide a theoretical analysis of polycentric sovereignty, arguing that bargains between political property rights holders within that sort of constitutional order will lead to improvements in governance.

    Description: Nachdem sich der Wirtschaftspolitische Ausschuss im Jahre 1988 schon einmal mit Problemen der Deregulierung befasst hatte (H. St. Seidenfus, Hrsg., Deregulierung - eine Herausforderung an die Wirtschafts- und Sozialpolitik in der Marktwirtschaft, Schriften des Vereins für Socialpolitik, N. F., Bd. 184, Berlin 1989), hat er diese Thematik in erweiterter und veränderter Form auf seiner Jahrestagung 2001 in St. Gallen ein weiteres Mal aufgegriffen. Liegen doch mittlerweile für wichtige Märkte erste Erfahrungen vor, die es zu dokumentieren und auszuwerten gilt. Zugleich hat die Praxis der Deregulierung Probleme aufgeworfen, die zunächst nicht gesehen wurden, deren Relevanz aber nunmehr erkannt worden ist und zu einer ökonomischen Analyse anhält. Schließlich war es das Bestreben, im Rahmen der Tagung auch noch ungenutzte Potenziale für Deregulierung und Privatisierung aufzuzeigen. Zu allen diesen Aspekten enthält der hiermit vorgelegte Band Beiträge ausgewiesener Sachkenner, von denen zu hoffen ist, dass sie gleichermaßen in Wissenschaft und Praxis die ihnen gebührende Beachtung finden. Die Aktualität und Relevanz der Thematik wird dadurch belegt, dass zur Zeit so intensiv diskutierte Fragen wie die der Neuordnung der Sparkassen und Landesbanken behandelt werden und dass zugleich auch so grundsätzliche Probleme wie das einer wirksamen Beihilfenkontrolle und das der Bestimmung vorhandener Privatisierungs- und Deregulierungspotenziale angesprochen werden. Die Auswertung der bisherigen Deregulierungspraxis gilt den hier bedeutsamsten Branchen, nämlich der Strom- und Gaswirtschaft und der Telekommunikation.

    Description: When we observe protest marches, striking workers on picket lines, and insurgent movements in the world today, a litany of objects routinely fill our field of vision. Some such objects are ubiquitous the world over, like flags, banners, and placards. Others are situationally unique: Who could have anticipated the historical importance of a flower placed in the barrel of a gun, a flaming torch, a sea of umbrellas, a motorist’s yellow vest, a feather headdress, an AK-47, or a knitted pink hat? This book explores the “stuff” at the heart of protests, revolutions, civil wars, and other contentious political events, with particular focus on those objects that have or acquire symbolic importance. In the context of “contentious politics” (disruptive political episodes where people try to change societies without going through institutions), certain objects can divide and unite social groups, tell stories, make declarations, spark controversy, and even trigger violent upheavals. This book draws together scholars from a variety of fields to discuss symbolic objects in contentious politics: their meanings, uses, functions, and social responses. In bringing these phenomena together, this book offers a serious, distinctive, and cohesive theoretical contribution that draws upon diverse scholarly work in order to form the building blocks for future inquiry in the field. The aim is not merely to “close the gap” in the literature, but to create space in the field for further and more fruitful inquiry.
