    Description: The First ODINCARSA Planning Workshop for the Caribbean Islands was held in Christ Church, Barbados between 15 and 18 December 2003, co-sponsored by the Coastal Zone Management Unit of Barbados. The workshop was attended by participants from eight countries in the Caribbean. The meeting reviewed the ocean data and information management capacity available in this region, identified needs and capacity building requirements, and prepared a comprehensive work plan and timetable to develop a regional cooperative network for the management of oceanographic data and marine information on the basis of the experience of the ODINCARSA project in South America.

    Description: The Second Session of the IODE Steering Group for OBIS took place at the IOC Project Office for IODE, Oostende, Belgium on 19–21 November 2012. In 2012, OBIS has undergone changes in management and operation, and all activities previously carried out at Rutgers University, USA have now been transferred to the IOC Project Office for IODE in Oostende, Belgium. The meeting resulted in several decisions and recommendations that will move OBIS forward. In addition, several task teams were formed to further develop OBIS and support the execution of the 2013 Work Plan. The new data system architecture was presented and new procedures will become operational from June 2013 onwards. It is expected that this will greatly enhance the data flow and provide tools to further improve data quality. Despite the fact that the new OBIS manager was only recruited in May 2012, considerable progress was made with establishing international partnerships, engaging OBIS in global initiatives and increasing public awareness through social media. In 2012, 92 new datasets were collected and integrated in OBIS. OBIS now integrates 1,125 datasets, serving 33 million georeferenced species observations of 120,000 marine species and is by far the largest global database of its kind. OBIS is increasingly picked-up by the scientific community; scientific papers using OBIS data appear on a weekly basis (80 publications in 2012) and 50,000 people visited the data portal in 2012 (35% are returning visitors). OBIS continues playing a crucial role in providing guidance and information for the identification of Ecologically or Biologically Significant marine Areas (a process developed within the Convention on Biological Diversity). The 22 OBIS nodes (data assembly centres) are engaged in a wide spectrum of activities, which demonstrates that the role of OBIS is not limited to raw data encoding but also to develop tools and products and offering services (including capacity building) for data-science and sciencepolicy activities on a local, regional to global scale. In 2013, the task teams will produce an IOC Manual and Guides for OBIS nodes that will include the definition of OBIS nodes, the terms of reference and procedure to establish OBIS nodes, standards and best practices (OBIS handbook) and a section on quality assurance, criteria and evaluation of OBIS nodes. Funding remains an issue for the OBIS project office as well as for many OBIS nodes. The November 2011 decision of the USA to cease funding to UNESCO is threatening all programmes and activities of the IOC, including OBIS. OBIS now relies almost completely on extra budgetary funding. An OBIS business plan will be finalized early 2013 and will address OBIS' vision and mission, objectives and key priorities, budget needs in relation to the work plan and potential funding opportunities. An OBIS data manager, bringing the staff to two professional positions, will join the OBIS project office in 2013.

    Description: IOC and IODE have since long recognised the need for training courses, aimed at promoting knowledge on adequate management of marine and coastal data and at sharing the experience in this field between the countries involved. A first course of this type for the region was held in 1991 in Bogota, Colombia (IOC Training Course Report 14). It had as its main goals the promotion of methodologies and technologies for the management of marine data and information in National Oceanographic Data Centres, as well as the promotion of the system for International Oceanographic Data and Information Exchange, IODE of IOC. The training workshop in Rio Grande was the second opportunity of this type for the countries of the region.

    Description: The IOC/ROPME Planning Meeting for the Ocean Data and Information Network for the Central Indian Ocean region (ODINCINDIO) was held in Tehran, I.R.Iran, from 2-5 October 2004 at the Iranian National Center for Oceanography (INCO). The meeting was co-sponsored by IOC, ROPME, and IOGOOS. The meeting was attended by participants from nine IOCINDIO countries and two countries of IOCWIO region. The meeting analysed the ocean data and information management capacity in the region, identified needs and capacity building requirements. The meeting reviewed the draft “Proposal for the establishment of the Ocean Data and Information Network for the Central Indian Ocean region (ODINCINDIO)” that shall now be entitled “Project Document for the Establishment of the Ocean Data and Information Network for the Central Indian Ocean region (ODINCINDIO)”. The meeting recommended that, based upon information received from the participating countries, an updated version of the project document, with detailed budget requirements, be prepared for consideration and approval by IOCINDIO-IV (early 2005), IODE-XVIII (26-30 April 2005), IOC-XXIII (June 2005) and relevant ROPME meetings with the view of starting fund requiring activities as soon as possible in 2005 as detailed in the work plan.

    Description: A traditional area of success for IODE has always been its Capacity Building Programme. Since the establishment of the Programme in 1961 many training courses and workshops have been established, missions to member states undertaken and through these training efforts the network has reached a total of 65 NODCs in 2002. However, despite these 4 decades of training the IODE Secretariat ‘discovered’ in 1998 that there existed no standard curriculum or even training material for ocean data and information management. Although an effort had been made in this direction with the OceanPC initiative, this had never been expanded to a more comprehensive training system and remained ‘only’ a software toolbox.

This Training Course was the second organized in the Russian Federation under the auspices of the National Oceanographic Data Centre. The first Training Course in 1990 was dedicated to the GF-3 Formatting System. The programme of the present Training Course was much wider and covered practically all aspects of data management - from the methods of data collection to the methods of producing climatic characteristics and other products.

    Description: The IOC Committee on International Oceanographic Data and Information Exchange held its Twentieth Session (IODE-XX) at the China People’s palace Hotel in Beijing, China between 4 and 8 May 2009. The Session was attended by 67 participants from 35 IOC Member States and 4 organizations. The Session’s highlights included: (i) IODE Ocean Data Portal: good progress was reported in the development of the IODE ODP Project but more NODCs should contribute as data providers. IODE must also work with other portal projects, such as SeaDataNet, to ensure interoperability between these different systems as NODCs cannot be expected to install multiple portal applications; (ii) OBIS: the committee expressed its opinion that OBIS should become part of the IODE programme prepared a statement for the attention of the 25th Session of the IOC Assembly; (iii) the Groups of Experts have submitted an extensive work plans for the next two year; and (iv) ODINWESTPAC has developed a comprehensive work plan and this should ensure the further expansion of the work of IODE in this region. In addition there was renewed interest in reinvigorating the ODINCINDIO and ODINCARSA projects. The Committee further discussed the need to organize specific activities to celebrate the 50th anniversary of the IOC in 2010, and of the IODE in 2011. The Committee re-elected Dr Malika Bel-Hassen Abid (Tunisia) and Mr Gregory Reed (Australia) as IODE Co-Chairs.

    Description: The IOC Committee on International Oceanographic Data and Information Exchange held its Twenty-first Session (IODE-XXI) at the Palais des Congrès, Liège, Belgium between 23 and 26 March 2011. The Session was attended by 74 participants from 36 IOC Member States and 7 organizations. The Session’s outcomes included: (i) the further steps towards the adoption of OBIS by IODE, including the recommended establishment of an IOC Project Office for IODE/OBIS; (ii) the continuation of the IOC Project Office for IODE in Oostende, Belgium; (iii) a statement on the IODE role in the ICSU World Data System; (iv) the planned further expansion of OceanTeacher to include a wider range of IOC disciplines as well as the recommended development of a 5-year training plan; (v) the planned revision of the IOC Strategic Plan for Oceanographic Data and Information Exchange (2012-2015). The Committee elected Ms Sissy Iona (Greece) and Mr Ariel Troisi (Argentina) as IODE Co-Chairs.

    Description: The Third Session of the IODE Steering Group for Global Ocean Surface Underway Data (GOSUD) Pilot Project was held in Monterey, USA, from 3-4 November 2003. During this session the Steering Group reviewed the activities of the intersessional period and the accomplishments to date. The GOSUD Global Data Assembly Centre (GDAC) has been established at Coriolis, France, who will build the ftp structure to provide access to the underway data. It is also expected that http access will be developed. The Group also reviewed the tasks identified in the Project Plan and assigned leaders for the uncompleted tasks and established target dates. The project will seek to raise its profile within the scientific community during the next year.

    Description: The second session of the IODE Steering Group for Global Ocean Surface Underway Data (formerly Underway Sea Surface Salinity Data) Pilot Project was held at the Marine Environmental Data Service (MEDS), Department of Fisheries and Oceans, Ottawa, Canada from 16-17 September 2002. During its Second Session the Steering Group reviewed the draft project plan. The three Working Groups - (i) Products, (ii) Transfer, processing and archiving and (iii) Data Collection - outlined their input to the project. The draft working group reports will be completed by March 2003 and presented at IODE-XVII. Two mailing lists for the project have been established to provide improved communication within the Group.

    Description: Since its inception in 1993 as an IOC project, the Global Oceanographic Data Archaeology and Rescue (GODAR) Project continues its progress in locating, collecting, quality controlling, and disseminating in electronic form, historical ocean profile and plankton data that are at risk of loss due to media decay. Only data for the pre-1992 period are considered to be “historical” data for the purposes of the GODAR project. Since its inception in 2001 the IOC World Ocean Database (WOD) Project continues adding new data types, e.g., temperature and salinity from Gliders and variables, e.g., tracers such as freons as well as archiving standard oceanographic data. Special attention has been paid to the speed of transfer of modern data into integrated, comprehensive oceanographic databases for research, monitoring or establishment of quality control for oceanographic data on local, regional and global scales to support research and realtime analysis of data. All data received as part of the GODAR and WOD projects are now made available online every three months at www.nodc.noaa.gov.

    Description: The IOC’s International Oceanographic Data and Information Exchange (IODE) is established to enhance marine research, exploitation and development by facilitating the exchange of oceanographic data and information between participating Member States and by meeting the needs of users for data and information products. The official endorsement to proceed with the establishing of a European ODIN for Eastern countries was given by IODE at its XVIII meeting, following the suggestion in the 2005 GEMIM report to IODE. During the IODE/EURASLIC workshop on the European Countries in Economic Transition (ECET) ODIN initiative (27-28 October 2005, IODE Project Office in Oostende, Belgium) it was decided that the Coordinating Group would prepare a concept document (this document) that describes the way the European ODIN will be started and proposes a list of activities for 2006. In the first stages, this network will focus on aquatic information management mainly, building on the already existing preconditions and networks in the ECET-region, whom indicate a stronger support need for the information sector. Since 1989-1990, the information management sector in most ECET countries has undergone substantial changes. This has led in many cases to a decline of information services and existing library networks. It is felt necessary that support from international organizations is needed to re-establish information management activities, and to bring the information management sector to current international standards. The already existing ODIN- networks in other areas are a good example of the kind of support sought. Preconditions (elements that are already in place): the EURASLIC ECET group supports networking of a number of aquatic libraries in the region, through joint projects (BLICOP -Black Sea Libraries Cooperation Project and ECET Union Catalogue of Serials). This group operates under the EURASLIC umbrella, an organization that addresses all issues of aquatic libraries and information centres of aquatic libraries and regional needs: from a preliminary assessment (October 2005), it became evident that most ECET-libraries need: capacity building (also in regional languages); networking support for (mainly Russian) libraries; an upgrade of the status of librarians. It was also clear that a more detailed assessment of needs should be organized, to be able to map all information issues in the ECET-region in detail.

    Description: The handbook aims to contribute to the sustainable development of coastal and marine areas by promoting a more out-come-oriented, accountable and adaptive approach to ICOM. It provides a step-by-step guide to help users in developing, selecting and applying a common set of governance, ecological and socioeconomic indicators to measure, evaluate and report on the progress and outcomes of ICOM interventions. Intended as a generic tool with no prescriptive character, the handbook proposes analytical framework and indicators that from the basis for the customized design of sets of indicators. The handbook also includes results, outcomes and lessons learned from eight pilot case studies conducted in several countries. A network of ICOM experts in these countries has also been established. The target audience is wide, and includes coastal and ocean managers, practitioners, evaluations and researchers. The handbook forms part of an IOC toolkit on indicators. Its preparations is part of an effort to promote the development and use of ICOM indicators led by the Intergovernmental Oceanographic Commission, the Department of Fisheries and Oceans of Canada and the U.S. National Oceanic and Atmospheric Administration.

    Description: The utilization of available data and information for management and exploitation of the marine environment and resources is one of the major challenges facing African coastal states. The success of development strategies will depend to a great extent on the availability and use of scientific and technical information in a form that can be readily understood and applied. Though several programmes initiated at the national, regional and global level have generated tremendous amounts of data and information, these have not been effectively used for national development. This has mainly been due to limited access to data collected in the framework of these programmes, and the lack of skills for analysis and interpretation of the data. There is a need to establish mechanisms for collection, quality control, analysis, interpretation and dissemination of data and information.

    Description: A special workshop has been held in Tulear, Madagascar from June 30 to July 11, 2003 as part of the ODINAFRICA-II program for ocean data management. This report describes the content and accomplishments of that special workshop. The workshop programme was based on the IOC OceanTeacher capacity building tool - an extensive collation of documents on marine data, formats, software, program and data management procedures, manuals, protocols, and associated tutorials. The workshop addressed the specific marine data identification, reformatting, and analysis methods needed by Madagascar’s National Oceanographic Data Centre to develop a new national marine atlas. The remedial course (held simultaneously) addressed the training needs of the ODINAFRICA-II student from Comores who has experienced severe communications and travel difficulties in the past, and who requested “oneon- one” training to reach parity with the other students.

    Description: The IOC-Sida-Flanders-SFRI Workshop on Ocean Data Management in the IOCINCWIO Region was held in Capetown, South Africa, November 30 to December 11, 1998. It was the second workshop on ocean data management in this region within the framework of the ‘Ocean Data and Information Network for Eastern Africa’ (ODINEA) project, funded by IOC, Sida and Flanders. The workshop’s objectives were (i) to provide in-depth data management training; and (ii) to discuss progress made in the development of NODCs or DNAs during the past year, within the framework of the ODINEA project which is part of the IOC’s IODE programme. The Workshop was organized in cooperation with and kindly hosted by the Sea Fisheries Research Institute of South Africa, and was held in the excellent conference facilities of their seaside aquarium. We also wish to express our thanks to Dr Dave Pollock, Deputy Director: Environmental Research SFRI, and Dr Geoff Bailey, Assistant Director, SFRI for their assistance in the excellent arrangements. The Agenda for the workshop is contained in Annex I. The 1997 Workshop (Mombasa, Kenya) was designed to provide training on the fundamentals of PC operations with standard computer utilities and Microsoft programs (e.g. Excel, Access, and QuickBasic). The training sessions during the 1998 Workshop were designed to explore the further use of these programs and other programs for the in-depth quality control and analysis of data as well as to explore new technologies for data dissemination. The constant stream of new software for marine data analysis and management provides a rich field for this work, but the IOC training team has attempted to avoid providing too many unrelated programs in favor of a semi-integrated package of programs that interact with related databases. Selected databases and programs that fit in this scheme are provided for each session on a “class CD-ROM” so that every detail of the training agenda is portable and capable of being duplicated. The 1998 Workshop was also used as an occasion to review and possibly modify if necessary, the ODINEA workplan and budget for 1999 in order to ensure that the project responds to the (changing) needs of the newly established data centres in the IOCINCWIO region.     Description: The Sixteenth Session of the IOC Committee on IODE was attended by nearly 100 participants from 37 countries and a number of partner organizations. The Committee recommended specific support to the IODE Regional Coordinators. In view of the success of the “Pilot Project on the Revision of MEDI” the Committee recommended to (i) make the MEDI a permanent IODE programme; (ii) establish a Steering Group for MEDI; and (iii) include the MEDI software tool in IODE training activities and capacity building products/projects. The Committee recognized the importance for IODE, through its data centres, to actively participate in the planning of marine scientific and monitoring programmes. The Committee thus recommended the establishment of a Steering Group on Establishment, Maintenance and Strengthening of Co-operation between IODE and Research and Monitoring Programmes. The Committee welcomed the establishment of JCOMM and decided that a constructive relationship should be established between JCOMM and IODE. The Committee recommended increased attention in the IODE system for remotely-sensed data, biological and chemical data, pollution data and coastal data. The Committee recommended the establishment of a Group of Experts on biological and chemical data management and exchange practises. Following the success of the GODAR project the Committee approved the development of the World Ocean Database Project and endorsed the futher development of the IODE web site, the IODE Data and Information Portal and the related services and products. The Committee recommend for IOC to participate in the development of a marine XML and to promote the use of XML at the national level. The Committee recommended the establishment of a Steering Group for the IODE Resource Kit. Noting the success of regional data and/or information networks such as RECOSCIX, ODINAFRICA and MEDAR/MEDATLAS, the Committee recommended the development of additional regional networks.
