Description: The Global Ocean Science Report (GOSR) assesses for the first time the status and trends in ocean science capacity around the world. The report offers a global record of how, where, and by whom ocean science is conducted: generating knowledge, helping to protect ocean health, and empowering society to support sustainable ocean management in the framework of the United Nations 2030 Agenda. The GOSR identifies and quantifies the key elements of ocean science at the national, regional and global scales, including workforce, infrastructure and publications. It is the first collective attempt to systematically highlight opportunities as well as capacity gaps to advance international collaboration in ocean science and technology. This report is a resource for policy-makers, academics and other stakeholders seeking to harness the potential of ocean science to address global challenges. A comprehensive view of ocean science capacities at the national and global levels takes us closer to developing the global ocean science knowledge needed to ensure a healthy, sustainable ocean. Description: The IOC Strategic Plan for Data and Information Management is for all data collected in IOC programmes. The vision is to achieve: “A comprehensive and integrated ocean data and information system, serving the broad and diverse needs of IOC Member States, for both management and scientific use.” The concept of delivering a data and information service for the “global ocean commons” (i.e. global public good) is central to this vision. The objectives of the Strategic Plan are to: Facilitate and promote the exchange of oceanographic data and information in compliance with the IOC Oceanographic Data Exchange Policy; Deliver a comprehensive distributed data system that can receive data collected by all IOC programmes and projects and deliver them in a uniform and transparent way to all users; Deliver a system that can collect bibliographic and factual information from all IOC programmes and projects and deliver them in a uniform and transparent way to all users; and Ensure alignment with, and contribution to, both the IOC’s Medium-Term Strategy for 2014-2021, and with the UN’s 2030 Agenda for sustainable development, in particular the dedicated sustainable development goal for the ocean (Conserve and sustainably use the oceans, seas and marine resources for sustainable development) The IOC Data and Information Management System resulting from this strategy will deliver: Assembled, quality controlled and archived data on a diverse range of variables according to scientifically sound and well-documented standards and formats; Timely dissemination of data on a diverse range of variables (observations and model outputs) both on real-time and delayed modes depending on the needs of user groups and their technical capabilities (automatic dissemination as well as “on demand”); and Easy discovery and access to data and information on a diverse range of variables and derived products (including forecasts, alerts and warnings) by users who have a broad range of capabilities.

Description: The International Conference on International Oceanographic Data & Information Exchange in the Western Pacific 1999 (ICIWP'99) was held in Langkawi, Malaysia from 1st to 4th November 1999. The Conference was aimed at bringing together scientists & data managers to discuss the many new challenges facing the International Oceanographic Data & Information Exchange (IODE) programme of the Intergovernmental Oceanographic Commission (IOC) in the region and to identify measures for increasing the effectiveness of the system. The IOC of UNESCO organised the Conference in collaboration with the Japan Oceanographic Data Center (JODC) and the Oceanographic Research Coordination Committee of Malaysia. It was financially supported by the Nippon Foundation through the Marine Information Research Center (MIRC) of Japan, the Japanese Science and Technology Agency (STA) through the Japan International Science and Technology Exchange Center (JISTEC) and the Japan International Cooperation Agency (JICA). The Conference organizing structure is presented in Annex I. The first two days of the Conference were dedicated to the presentations on oceanography and marine science activities in the region with a specific focus on data requirements, needs and products. The last two days were dedicated to a forum for an exchange of views and ideas on how the IODE centres can better respond to the needs of research programmes and other users of marine data. The Conference programme is attached in Annex II.

Description: The IOC-Sida-Flanders-SFRI Workshop on Ocean Data Management in the IOCINCWIO Region was held in Capetown, South Africa, November 30 to December 11, 1998. It was the second workshop on ocean data management in this region within the framework of the ‘Ocean Data and Information Network for Eastern Africa’ (ODINEA) project, funded by IOC, Sida and Flanders. The workshop’s objectives were (i) to provide in-depth data management training; and (ii) to discuss progress made in the development of NODCs or DNAs during the past year, within the framework of the ODINEA project which is part of the IOC’s IODE programme. The Workshop was organized in cooperation with and kindly hosted by the Sea Fisheries Research Institute of South Africa, and was held in the excellent conference facilities of their seaside aquarium. We also wish to express our thanks to Dr Dave Pollock, Deputy Director: Environmental Research SFRI, and Dr Geoff Bailey, Assistant Director, SFRI for their assistance in the excellent arrangements. The Agenda for the workshop is contained in Annex I. The 1997 Workshop (Mombasa, Kenya) was designed to provide training on the fundamentals of PC operations with standard computer utilities and Microsoft programs (e.g. Excel, Access, and QuickBasic). The training sessions during the 1998 Workshop were designed to explore the further use of these programs and other programs for the in-depth quality control and analysis of data as well as to explore new technologies for data dissemination. The constant stream of new software for marine data analysis and management provides a rich field for this work, but the IOC training team has attempted to avoid providing too many unrelated programs in favor of a semi-integrated package of programs that interact with related databases. Selected databases and programs that fit in this scheme are provided for each session on a “class CD-ROM” so that every detail of the training agenda is portable and capable of being duplicated. The 1998 Workshop was also used as an occasion to review and possibly modify if necessary, the ODINEA workplan and budget for 1999 in order to ensure that the project responds to the (changing) needs of the newly established data centres in the IOCINCWIO region. More details are provided under 3.6
