    The Arab Spring Five Years Later (2023)

    Description: The dilemma felt by Arab youth was captured in Tunisia by the selfimmolation in 2010 of Mohamed Bouazizi, who was frustrated by restrictions on his small street-vending business. His death became the catalyst for revolts throughout the Middle East. The frustration had been building for some time: large segments of society were denied economic progress, while the middle class was squeezed, and governments had cut back on services and public employment. Since the series of uprisings began, the debate in Arab countries has focused almost exclusively on politics and questions of national identity. However, economic issues are driving the agenda, and real economic grievances must be addressed in order for the many transitions to succeed. Hafez Ghanem gives a thorough assessment of the Arab Spring, beginning with political developments since the revolutions and changes in the legal and institutional frameworks that affect economies. Arab economies grew at healthy rates before the revolts, but the benefits of economic growth were unfairly distributed. The politically connected reaped great benefits, while educated youth could not find decent jobs, and the poor and middle class struggled to make ends meet. Ghanem advises that Arab countries need to adopt new economic policies and programs that enhance inclusiveness, expand the middle class, and foster growth in undeveloped regions. Key elements include strengthening economic institutions, developing small businesses, reforming the education system to better prepare Arab youth for the modern labor market, promoting gender equality with the objective of raising female labor market participation rates, and setting up programs for rural and regional development to reduce inequality and eliminate extreme poverty.

    Description: Warfare in the twenty-first century presents significant challenges to the modern state. Serious questions have arisen about the use of drones, target selection, civilian exposure to harm, intervening for humanitarian reasons, and war as a means of forcing regime change. In Just War and Human Rights Todd Burkhardt argues that updating the laws of war and reforming just war theory is needed. A twenty-year veteran of the US Army, Burkhardt claims that war is impermissible unless it is engaged, fought, and concluded with right intention. A state must not only have a just cause and limit its war-making activity in order to vindicate the just cause, but it must also seek to vindicate its just cause in a way that yields a just and lasting peace. A just and lasting peace is motivated by the just war tenet of right intention and predicated on the realization of human rights. Therefore, human rights should not only dictate how a state treats its own people but also how a state treats the people of other countries, insulating them and protecting innocent civilians from the harms of war.

Less apparent, perhaps, are the many attempts at bringing former adversaries together. Reconciliation in Global Context argues for the merit of reconciliation and for the need of global conversations around this topic. The contributing scholars and scholar-practitioners—who hail from the United States, South Africa, Ireland, Israel, Zimbabwe, Germany, Palestine, Belgium, Bosnia and Herzegovina, Serbia, Switzerland, and the Netherlands—describe and analyze examples of reconciliatory practices in different national and political environments. Drawing on direct experiences with reconciliation efforts, from facilitating psychosocial intergroup workshops to critically evaluating official policies, they also reflect on the personal motivations that guide them in this field of engagement. Arranged along an arc that spans from cases describing and interpreting actual processes with groups in conflict to cases in which the conceptual merits and constraints of reconciliation are brought to the fore, the chapters ask hard questions, but also argue for a relational approach to reconciliatory practices. For, in the end, what is important is to embrace a spirit of reconciliation that avoids self-interested action and, instead, advances other-directed care.

The countries in question collectively make a broken-up arc, from Europe’s far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states.     Description: Comparative analysis of gender equality reforms enacted in ten post-communist states who became members of the European Union.Between 2004 and 2007, ten post-communist Eastern European states became members of the European Union (EU). To do so, these nations had to meet certain EU accession requirements, including antidiscrimination reforms. While attaining EU membership was an incredible achievement, many scholars and experts doubted the sustainability of accession-linked reforms. Would these nations comply with EU directives on gender equality? To explore this question, Defending Women’s Rights in Europe presents a unique analysis of detailed original comparative data on state compliance with EU gender equality requirements. It features a comprehensive quantitative analysis combined with rigorous insightful case studies of reforms in Poland, the Czech Republic, and Lithuania. Olga A. Avdeyeva reveals that policy and institutional reforms developed furthest in those states where women’s advocacy NGOs managed to form coalitions with governing political parties. After becoming members of the EU, the governments did not abolish these policies and institutions despite the costs and lack of popular support. Reputational concerns prevented state elites from policy dismantling, but gender equality policies and institutions became marginalized on the state agenda after accession.Olga A.     Description: An overview and analysis of austerity policies and labor movement resistance in several countries.Austerity policies have become the new norm throughout both the developed and developing world. Indeed, austerity has become the new buzz word in the lexicon of politicians from across the political spectrum. At the same time austerity measures have been met with mass protest, the most famous example of which is the Occupy Movement. In the not-too-distant past it would have been the labor movement at the forefront resisting policies that arguably disproportionally target working people and their families. Throughout the twentieth century it was the labor movement that fought for all working people. However, there is an increasing assumption that the labor movement is unable to adequately defend workers from the onslaught of austerity measures. Austerity and the Labor Movement analyzes whether this assumption is indeed true. Examining the labor movements in the US, UK, Greece, Ireland, and Spain, Michael Schiavone provides a systematic explanation of the appeal of austerity policies in certain circles and why the labor movement in each of these countries has been largely unsuccessful in overturning such policies.     Description: Silicic calderas are volcanic systems whose unrest evolution is more unpredictable than other volcano types because they often do not culminate in an eruption. Their complex structure strongly influences the post-collapse volcano-tectonic evolution, usually coupling volcanism and ground deformation. Among such volcanoes, the Campi Flegrei caldera (southern Italy) is one of the most studied. Significant long- and short-term ground deformations characterize this restless volcano. Several studies performed on the marinecontinental succession exposed in the central sector of the Campi Flegrei caldera provided a reconstruction of ground deformation during the last 15 kyr. However, considering that over one-third of the caldera is presently submerged beneath the Pozzuoli Gulf, a comprehensive stratigraphic on-land-offshore framework is still lacking. This study aims at reconstructing the offshore succession through analysis of high-resolution single and multichannel reflection seismic profiles and correlates the resulting seismic stratigraphic framework with the stratigraphy reconstructed on-land. Results provide new clues on the causative relations between the intra-caldera marine and volcaniclastic sedimentation and the alternating phases of marine transgressions and regressions originated by the interplay between ground deformation and sea-level rise. The volcano-tectonic reconstruction, provided in this work, connects the major caldera floor movements to the large Plinian eruptions of Pomici Principali (12 ka) and Agnano Monte Spina (4.55 ka), with the onset of the first post-caldera doming at ~10.5 ka. We emphasize that ground deformation is usually coupled with volcanic activity, which shows a self-similar pattern, regardless of its scale. Thus, characterizing the long-term deformation history becomes of particular interest and relevance for hazard assessment and definition of future unrest scenarios.

    Active Extension in a Foreland Trapped Between Two Contractional Chains: The South Apulia Fault System (SAFS) (2020)

    Description: The response of continental forelands to subduction and collision is a widely investigated topic in geodynamics. The deformation occurring within a foreland shared by two opposite‐verging chains, however, is uncommon and poorly understood. The Apulia Swell in the southern end of the Adria microplate (Africa‐Europe plate boundary, central Mediterranean Sea) represents one of these cases, as it is the common foreland of the SW verging Albanides‐Hellenides and the NE verging Southern Apennines merging into the SSE verging Calabrian Arc. We investigated the internal deformation of the Apulia Swell using multiscale geophysical data: multichannel seismic profiles recording up to 12‐s two‐way time (TWT) for a consistent image of the upper crust; high‐resolution multichannel seismic profiles, high‐resolution multibeam bathymetry, and CHIRP profiles acquired by R/V OGS Explora to constrain the Quaternary geological record. The results of our analyses characterize the geometry of the South Apulia Fault System (SAFS), a 100‐km‐long and 12‐km‐wide structure attesting an extensional (and possibly transtensional) response of the foreland to the two contractional fronts. The SAFS consists of two NW‐SE right‐stepping master faults and several secondary structures. The SAFS activity spans from the Early Pleistocene through the Holocene, as testified by the bathymetric and high‐resolution seismic data, with long‐term slip rates in the range of 0.2–0.4 mm/yr. Considering the position within an area with few or none other active faults in the surroundings, the dimension, and the activity rates, the SAFS can be a candidate causative fault of the 20 February 1743, M 6.7, earthquake.

    New coring study in Augusta Bay expands understanding of offshore tsunami deposits (Eastern Sicily, Italy) (2019)

    Description: Tsunami deposits present an important archive for understanding tsunami histories and dynamics. Most research in this field has focused on onshore preserved remains, while the offshore deposits have received less attention. In 2009, during a coring campaign with theItalian Navy Magnaghi, four 1 m long gravity cores (MG cores) were sampled from the northern part of Augusta Bay, along a transect in 60 to 110 m water depth. These cores were taken in the same area where a core (MS06) was collected in 2007 about 2.3 km offshore Augusta at a water depth of 72 m below sea level. Core MS06 consisted of a 6.7 m long sequence that included 12 anomalous intervals interpreted as the primary effect of tsunami backwash waves in the last 4500 years. In this study, tsunami deposits were identified, based on sedimentology and displaced benthic foraminifera (as for core MS06) reinforced by X-ray fluorescence data. Two erosional surfaces (L1 and L2) were recognized coupled with grain size increase, abundant Posidonia oceanica seagrass remains and a significant amount of Nubecularia lucifuga, an epiphytic sessile benthic foraminifera considered to be transported from the inner shelf. The occurrence of Ti/Ca and Ti/Sr increments, coinciding with peaks in organic matter (Mo inc/coh) suggests terrestrial run-off coupled with an input of organic matter. The L1 and L2 horizons were attributed to two distinct historical tsunamis (AD 1542 and AD 1693) by indirect age-estimation methods using 210Pb profiles and the comparison of Volume Magnetic Susceptibility data between MG cores and MS06 cores. One most recent bioturbated horizon (Bh), despite not matching the above listed interpretative features, recorded an important palaeoenvironmental change that may correspond to the AD 1908 tsunami. These findings reinforce the value of offshore sediment records as an underutilized resource for the identification of past tsunamis.

    Description: In the northern Apennines, the Palaeozoic basement involved in the Late Oligocene–Middle Miocene nappe stack contains metamorphic units for which hypothetical ages have been assigned on the basis of lithological correlations with the Palaeozoic formations of the Variscan chain in Sardinia. This uncertainty concerning the age poses limitations to reconstructing the Palaeozoic stratigraphy, defining the Alpine and pre-Alpine histories and correlations with other domains of the Variscan chain. We present the UPb age of detrital zircon and the 40Ar39Ar age of metamorphic muscovite for the Calamita Schist and Ortano Porphyroid, two metamorphic units of undetermined Palaeozoic age cropping out in the eastern Elba Island. The radioisotopic data allows us to: (i) define the Early Carboniferous and Middle Ordovician ages for the Calamita Schist and Ortano Porphyroid, respectively, as well as their derivation (flysch deposit and magmatic rocks); (ii) pose some constraints concerning their alpine tectonic and metamorphic histories. These new data generate a more precise reconstruction of the Palaeozoic sequence in the northern Apennines, and they document that the Palaeozoic basement involved in the alpine deformation underwent internal stacking with an inversion of the original sequence.
