    Description: For centuries scholars and practitioners have studied parliament and its potential reform from an institutional perspective. Until now, few authors have addressed in depth the internal relationships among parliamentary actors, their competing beliefs and their influence on parliament's effectiveness. Parliament is overwhelmingly an agonistic institution, and competition for status, resources, influence and control has pervaded its administration and impeded reform. Parliaments appear to struggle with the concept of institutional management. The doctrine of exclusive cognisance or sole jurisdiction implies that parliament, and only parliament, should retain control of its internal business and processes. But why is parliament considered to be unique among other public institutions, and why do parliaments appear to resist or even defy attempts to manage them more effectively? At a time when the public is losing confidence in governments, politics and political institutions, parliament’s role as a broker of ideas and a forum for deliberative policymaking is under threat. In an institution where no one has overall authority and direction, staying relevant and managing public expectations present major challenges for its members and administrators. This book examines parliamentary management in the national parliaments of Australia and the United Kingdom. Without claiming to be a 'how to’ book, it attempts to provide a relatable account of how parliamentary officials and members of parliament carry out their inherently complex roles and how they might be assisted by contemporary public management approaches.

    Description: The story of the Communist Party of Australia has been told in various ways. Until now, however, archival collections that have borne on this story have been relatively inaccessible to the ordinary, interested reader. This book begins to redress that deficiency by bringing together 85 key documents from the Russian State Archives of Social and Political History (RGASPI), selected from a collection of thousands of documents concerning the relations between the Communist International and the Communist Party of Australia. The selection focuses on the relationship between the CPA and the Comintern because the activities of the CPA are essentially incomprehensible without understanding the international communist context within which the CPA operated. That context was dominated by the newly-created Soviet state and its decision to authorize and utilize a network of communist parties throughout the world. The documents in this work suggest three major propositions about the relationship between the CPA and the Comintern. First, that the Comintern was crucial in the formation of the CPA, via its emissaries, instructions and authority. Second, that the Comintern played a major role in directing the policies of the CPA in domestic matters (not to mention in international matters, where the Comintern’s decisions were supreme). And third, that the leadership of the CPA was, from 1929 onwards, shaped, trained and authorized by the Comintern. With access to the documents, readers now have a chance not just to hear the voices of the times, but to make their own judgements about the relationship between the CPA and Moscow. The book also includes two extended introductory essays that outline the development of the Comintern and its relations with the CPA, as well as supporting materials that provide information on individuals, organizations and tactics mentioned within the documents themselves.

    Description: Designing Governance Structures for Performance and Accountability discusses how formal and informal governance structures in Australia, the People’s Republic of China (PRC) and Taiwan may be designed to promote performance and to ensure accountability. The book presents a selection of papers developed from the Greater China Australia Dialogue on Public Administration’s seventh workshop held in June 2017 hosted by City University of Hong Kong. Insights are provided on both current developments in the different contexts of the three jurisdictions examined, and on broader institutional and organisational theories. Chapters cover theories of organisational forms and functions in public administration, the ‘core’ agency structures used in the different jurisdictions, the structures used to deliver public services (including non-government organisational arrangements) and other ‘non-core’ agency structures such as government business enterprises, regulatory organisations and ‘integrity’ organisations. A particular emphasis is placed on the institutional arrangements the executive arm of government uses for advising on and implementing government policies and programs. Although the book explores arrangements and developments within very different political governance systems, the purposes of the structures are similar: to promote performance and accountability. This book is a companion volume to Value for Money: Budget and Financial Management Reform in the People’s Republic of China, Taiwan and Australia (ANU Press, 2018).

    Description: This book is volume two of the writings of David Sissons, who first established his academic career as a political scientist specialising in Japanese politics, and later shifted his focus to the history of Australia–Japan relations. In this volume, we reproduce his writings on Japanese politics, the Pacific War and Australian war crimes trials after the war. He was a pioneer in these fields, carrying out research across cultural and language borders, and influenced numerous researchers who followed in his footsteps. Much of what he wrote, however, remained unpublished at the time of his death in 2006, and so the editors have included a selection of his hitherto unpublished work along with some of his published writings.

    Description: This book explores the first encounters between Samoans and Europeans up to the arrival of the missionaries, using all available sources for the years 1722 to the 1830s, paying special attention to the first encounter on land with the Lapérouse expedition. Many of the sources used are French, and some of difficult accessibility, and thus they have not previously been thoroughly examined by historians. Adding some Polynesian comparisons from beyond Samoa, and reconsidering the so-called ‘Sahlins-Obeyesekere debate’ about the fate of Captain Cook, ‘First Contacts’ in Polynesia advances a hypothesis about the contemporary interpretations made by the Polynesians of the nature of the Europeans, and about the actions that the Polynesians devised for this encounter: wrapping Europeans up in ‘cloth’ and presenting ‘young girls’ for ‘sexual contact’. It also discusses how we can go back two centuries and attempt to reconstitute, even if only partially, the point of view of those who had to discover for themselves these Europeans whom they call ‘Papalagi’. The book also contributes an additional dimension to the much-touted ‘Mead-Freeman debate’ which bears on the rules and values regulating adolescent sexuality in ‘Samoan culture’. Scholars have long considered the pre-missionary times as a period in which freedom in sexuality for adolescents predominated. It appears now that this erroneous view emerged from a deep misinterpretation of Lapérouse’s and Dumont d’Urville’s narratives.

    Ma'afu, prince of Tonga, chief of Fiji: The life and times of Fiji’s first Tui Lau (2021)

    Description: Enele Ma`afu, son of Aleamotu`a, Tu`i Kanokupolu, grew up during a time of unprecedented social and political change in Tonga following the advent of Christianity. Moving to Lau, Fiji, in 1847 when he was about 21, he skilfully exploited kinship links to establish a power base there and in eastern Cakaudrove. His achievements were recognised in 1853 when his cousin King Tupou I appointed Ma`afu as Governor of the Tongans in Fiji. Acting as a putative champion of the lotu, Ma`afu undertook successful military campaigns elsewhere in Fiji and, after adding the Yasayasa Moala and the Exploring Isles to the nascent Lauan state, he was able to establish the Tovata ko Lau, a union of Lau, Cakaudrove and Bua, with himself as head. His power was formally recognised in 1869 when the Lauan chiefs appointed him as Tui Lau, a new title in the polity of Fiji. Ma`afu was now able to challenge Cakobau for the mastery of Fiji. After serving as Viceroy during the farcical planter oligarchy known as the Kingdom of Fiji, Ma`afu underwent a severe humiliation when, in order to maintain his power in Lau, he was forced to accede to the wishes of Fiji’s other great chiefs in offering their islands to Great Britain. He would end his days as Roko Tui Lau, a ‘subordinate administrator’ in the Crown Colony of Fiji, presiding over a province characterised by corruption and maladministration but where the legacy of his earlier innovative land reforms has endured.

    Description: The global economic downturn that followed the collapse of major US financial institutions is no doubt the most significant crisis of our times. Its effects on corporate and governmental balance sheets have been devastating, as have been its impacts on the employment and well being of tens of millions of citizens. It continues to pose major challenges to national policymakers and institutions around the world. Managing public uncertainty and anxiety is vital in coping with financial crises. This requires not just prompt action but, most of all, persuasive communication by government leaders. At the same time, the very occurrence of such crises raises acute questions about the effectiveness and robustness of current government policies and institutions. With the stakes being so high, defining and interpreting what is going on, how and why it happened, and what ought to be done now become key questions in the political and policy struggles that crises invariably unleash. In this volume, we study how heads of government, finance ministers and national bank governors in eight countries as well as the EU engage in such ‘framing contests’, and how their attempts to interpret the cascading events of the economic downturn were publicly received. Using systematic content analysis of speeches and media coverage, this volume offers a unique comparative assessment of public leadership in times of crisis.

    Description: Following a bloody civil war, peace consolidated slowly and sequentially in Bougainville. That sequence was of both a top-down architecture of credible commitment in a formal peace process and layer upon layer of bottom-up reconciliation. Reconciliation was based on indigenous traditions of peacemaking. It also drew on Christian traditions of reconciliation, on training in restorative justice principles and on innovation in womens’ peacebuilding. Peacekeepers opened safe spaces for reconciliation, but it was locals who shaped and owned the peace. There is much to learn from this distinctively indigenous peace architecture. It is a far cry from the norms of a ‘liberal peace’ or a ‘realist peace’. The authors describe it as a hybrid ‘restorative peace’ in which ‘mothers of the land’ and then male combatants linked arms in creative ways. A danger to Bougainville’s peace is weakness of international commitment to honour the result of a forthcoming independence referendum that is one central plank of the peace deal.

    Description: The women’s health movement shocked and scandalised when it burst into Australian politics in the early 1970s. It cast the light of day onto taboo subjects such as sexual assault, abortion and domestic violence, provoking outrage and condemnation. Some of the services women created for themselves were subjected to police raids; sex education material was branded ‘indecent’. Moreover, women dared to criticise revered institutions, such as the medical system. Yet for all its perceived radicalism, the movement was part of a much broader and relatively conventional international health reform push, which included the ‘new’ public health movement, the community health centre movement and, in Australia, the Aboriginal health movement, all of which were critical of the way medical systems had been organised during the 20th century. The women who joined the movement came from diverse backgrounds and included immigrant and refugee women, Aboriginal women and Anglo women. Initially, groups worked separately for the most part but as time went on, they found ways to cooperate and collaborate. This book presents an account of the ideas, the diverse and shared efforts and the enduring hard work of women’s health activists, drawn together in one volume for the first time. This relentless activism gradually had an impact on public policy and slowly brought forth major attitudinal changes. The book also identifies the opportunities for health reform that were created along the way, opportunities which deserve to be more fully embraced.

    Description: The Prosperous Justice Party (PKS) is the most interesting phenomenon in contemporary Indonesian politics. Not only is it growing rapidly in membership and electoral support, it is also bringing a new and markedly different approach to Islamic politics, one which has no precedent in Indonesian history. Understanding PKS and analysing its political behaviour presents challenges to scholars and observers. This is partly due to the fact that the party represents a new trend within Indonesian Islam which has few parallels with preceding movements. Yon Machmudi has rendered us a valuable service. In this book, he provides a thoughtful and authoritative context for viewing PKS. He critiques the existing categorisations for Indonesian Islam and points to their inadequacy when describing the PKS and the campus-based Tarbiyah movement from which it sprang. He reworks the santri typology, dividing it into convergent, radical and global substreams. This offers new possibilities for explaining the PKS phenomenon and assists in differentiating between various types of Islamic revivalism in contemporary Indonesia. It also allows a more understanding of the accommodatory stance which PKS has towards the state and other political forces. Yon’s text provides a good overview of the development of PKS from its Tarbiyah movement origins to its impressive success at the 2004 general elections. It considers the party’s attitude towards the issues of sharia implementation and community welfare and closes by examining the future challenges facing PKS. It is a well written and authoritative account from a scholar who has done wideranging research on the party.

Access to spaces in which to meet, agitate and debate provided those excluded from the formal arenas of the political nation–the great majority of the population–a crucial voice in the public sphere. Radical Spaces utilises both textual and visual public records, private correspondence and the secret service reports from the files of the Home Office to shed new light on the rise of plebeian radicalism in the metropolis. It brings the gendered nature of such sites to the fore, finding women where none were thought to gather, and reveals that despite the diversity in these spaces, there existed a dynamic and symbiotic relationship between radical culture and the sites in which it operated. It examines in detail the Queensland Parliament from the days of the ‘Labor split’ in the 1950s, through the conservative governments of Frank Nicklin, John Bjelke- Petersen and Mike Ahern, to the fall of the Nationals government led briefly by Russell Cooper in December 1989. The volume traces the rough and tumble of parliamentary politics in the frontier state. The authors focus on parliament as a political forum, on the representatives and personalities that made up the institution over this period, on the priorities and political agendas that were pursued, and the increasingly contentious practices used to control parliamentary proceedings. Throughout the entire history are woven other controversies that repeatedly recur – controversies over state economic development, the provision of government services, industrial disputation and government reactions, electoral zoning and disputes over malapportionment, the impost of taxation in the ‘low tax state’, encroachments on civil liberties and political protests, the perennial topic of censorship, as well as the emerging issues of integrity, concerns about conflicts of interest and the slide towards corruption. There are fights with the federal government – especially with the Whitlam government – and internal fights within the governing coalition which eventually leads to its collapse in 1983, after which the Nationals manage to govern alone for two very tumultuous terms. On the non-government side, the bitterness of the 1950s split was reflected in the early parliaments of this period, and while the Australian Labor Party eventually saw off its rivalrous off-shoot (the QLP-DLP) it then began to implode through waves of internal factional discord.

One tourist pleaded with him to stage a coup in her backyard; in private parties around the capital, Suva, infatuated women whispered ‘coup me baby’ in his presence. It was so easy to overlook the enormity of what he had done in planning and implementing Fiji’s first military coup, to be seduced by celebrity, captivated by the excitement of the moment, and plead its inevitability as the final eruption of long-simmering indigenous discontent. A generation would pass before the consequences of the actions of Fiji’s strongman of 1987, Sitiveni Rabuka, would be fully appreciated but, by then, the die had been well and truly cast. The major general did not live happily ever after. No nirvana followed the assertion of indigenous rights. If anything, misadventure became his country’s most enduring contemporary trait. This history was compiled by Dr Mike Rickard, a staff member of the Department of Geology from 1963 to 1997, who also served as Head of Department for seven years. He graduated BSc and PhD from Imperial College London in 1957 and has specialised in mapping the structure of mountain chains in Ireland, Canada, Norway, and southern South America. He also mapped volcanic rocks for the Geological Survey of Fiji. He taught Structural Geology and Tectonics and has supervised field work in south eastern and central Australia. After retirement he has taught U3A courses in Earth Science.

    Description: I enjoyed reading this volume. It is rare to see such a comprehensive report on hard data published these days, especially one so insightfully contextualised by the editors’ introductory and concluding chapters. These scholars and the others involved in the work really know their stuff, and it shows. The editors connect the preoccupations of Pacific archaeologists with those of their colleagues working in other island regions and on “big questions” of colonisation, migration, interaction and patterns and processes of cultural change in hitherto-uninhabited environments. These sorts of outward-looking, big-picture contextual studies are invaluable, but all too often are missing from locally- and regionally-oriented writing, very much to its detriment. In sum, the work strongly advances our understanding of the early prehistory of Fiji through its well-integrated combination of original research and the reinterpretation of existing knowledge in the context of wider theoretical and historical concerns. In doing so The Early Prehistory of Fiji makes a truly substantial contribution to Pacific and archaeological scholarship.

Marie Fels supplements Thomas’s writings with other contemporary accounts and her exhaustive historical research sheds new light on critical events and the significant places of the Boon Wurrung people. Of particular importance is the critical review of information about the kidnapping of Boon Wurrung people from the Mornington Peninsula. Winner of the Best Community Research, Register, Records at the Community History Awards by the Royal Historical Society of Victoria and the Public Record Office of Victoria in 2011.

For better or worse humankind is a Community of Shared Destiny 命运共同体. The People’s Republic of China under the leadership of the Chinese Communist Party and its ‘Chairman of Everything’, Xi Jinping, has declared that it shares in the destiny of the countries of the Asia and Pacific region, as well as of nations that are part of an intertwined national self-interest. The Party, according to Marxist-Leninist-Maoist theory, is the vanguard of progressive social forces; it cleaves to the concept of shared destiny and its historical role in shaping that destiny. Since its early days nearly a century ago it has emphasised the collective over the individual, the end rather than the means. It addresses majority opinion while guiding and moulding the agenda both for today, and for the future.

    Description: "Amidst growing dissatisfaction with the state of government performance and an erosion of trust in our political class, Competing for Influence asks: what sort of public service do we want in Australia? Drawing on his experience in both the public and private sectors – and citing academic research across the fields of public sector management, industrial organisation, and corporate strategy – Barry Ferguson argues the case for the careful selection and application of private sector management concepts to the public service, both for their ability to strengthen the public service and inform public policy. These include competitive advantage, competitive positioning, horizontal strategy and organisational design, and innovation as an all-encompassing organisational adjustment mechanism to a changeable environment. But these are not presented as a silver bullet, and Ferguson addresses other approaches to reform, including the need to rebuild the Public Sector Act, the need to reconsider the interface between political and administrative arms of government (and determine what is in the ‘public interest’), and the need for greater independence for the public service within a clarified role. This approach, and its implications for public sector reform, is contrasted with the straitjacket of path dependency that presently constricts the field."

    Description: This volume brings together an innovative set of readings of complex interactions between Australian Aboriginal people and colonisers. The underlying theme is that of ‘transgression’, and Michel Foucault’s account of the necessary dynamic that exists between transgression and limit. We know what constitutes the limit, not by tracing or re-stating the boundaries, but by crossing over them. By exploring the mechanisms by which limits are set and maintained, unexamined cultural assumptions and dominant ideas are illuminated. We see the expectations and the structures that inform and support them revealed, often as they unravel. Such illuminations and revelations are at the core of the Australian Indigenous histories presented in this collection.

    Description: The September 2014 elections in Fiji was one of the most anticipated in the history of the country, coming after eight years of military rule and under a radically new constitution that introduced a system of proportional representative (PR) and without any reserved communal seats. The election was won overwhelmingly by FijiFirst, a party formed by 2006 coup leader Frank Bainimarama. He subsequently embarked on a process of shifting the political configuration of Fijian politics from inter-ethnic to trans-ethnic mobilisation. The shift has not been easy in terms of changing people’s perceptions and may face some challenges in the longer term, despite Bainimarama’s clear victory in the polls. Ethnic consciousness has the capacity to become re‑articulated in different forms and to seek new opportunities for expression. This book explores these and other issues surrounding the 2014 Fiji elections in a collection of articles written from varied political, intellectual and ideological positions.

    Description: Based on New Zealand Election Study (NZES) data from a sample of 2,830 eligible voters, A Bark But No Bite explores a puzzle. While there was a lot of talk about inequality before the 2014 general election in New Zealand, and during the campaign, concern about inequality appeared to have no tangible effect on the election outcome. This book shows that, by its attention to the concerns of middle ground voters, the National Government had reduced the potential of policy differences to drive voter choices. Perceptions of competence and effective leadership were National’s strongest suit, crowding out voter concerns over matters of policy. When voters did consider policy, inequality and related concerns were second to the economy. Traditional priorities about health and education, and perceptions of party differences on these matters, had faded into the background. Meanwhile, voters doubted the opposition Labour Party’s ability to govern effectively in an alternative coalition to that of the National-led government. Labour’s policies were too many. In various ways, they would have chipped away at inequality, but lacked a coherent narrative and presentation. This book confirms that Labour’s proposal to increase the age for receipt of New Zealand superannuation gained Labour no new votes. Hopes that the ‘missing million’ people who failed to turn out to vote in 2011 would vote in 2014 and give an advantage to the left were unfulfilled. A comprehensive study of the 2014 election, this book provides a detailed account of all these findings, and a host of others.

    Description: This volume, the result of ongoing collaborations between Australian and French anthropologists, historians and linguists, explores encounters between Pacific peoples and foreigners during the longue durée of European exploration, colonisation and settlement from the sixteenth century to the twentieth century. It deploys the concept of ‘encounter’ rather than the more common idea of ‘first contact’ for several reasons. Encounters with Europeans occurred in the context of extensive prior encounters and exchanges between Pacific peoples, manifest in the distribution of languages and objects and in patterns of human settlement and movement. The concept of encounter highlights the mutuality in such meetings of bodies and minds, whereby preconceptions from both sides were brought into confrontation, dialogue, mutual influence and ultimately mutual transformation. It stresses not so much prior visions of ‘strangers’ or ‘others’ but the contingencies in events of encounter and how senses other than vision were crucial in shaping reciprocal appraisals. But a stress on mutual meanings and interdependent agencies in such cross-cultural encounters should not occlude the tumultuous misunderstandings, political contests and extreme violence which also characterised Indigenous-European interactions over this period.

    Description: This study examines the role of coercion in the unification of the Hawaiian Islands by Kamehameha I between 1782 and 1812 at a time of increasing European contact. Three interrelated themes in Hawaiian political evolution are examined: the balance between coercion and consent; the balance between general structural trends and specific individual styles of leadership and historical events; and the balance between indigenous and European factors. The resulting synthesis is a radical reinterpretation of Hawaiian warfare that treats it as an evolving process heavily imbued with cultural meaning. Hawaiian history is also shown to be characterised by fluid changing circumstances, including crucial turning points when options were adopted that took elements of Hawaiian society on paths of development that proved decisive for political unification. These watershed moments were neither inevitable nor predictable. Perhaps the greatest omission in the standard discourse on the political evolution of Hawaiian society is the almost total exclusion of modern indigenous Hawaiian scholarship on this topic. Modern historians from the Hawai‘inuiākea School of Hawaiian Knowledge at the University of Hawaii at Mānoa argue that political leadership and socioeconomic organisation were much more concensus-based than is usually allowed for. Above all, this study finds modern indigenous Hawaiian studies a much better fit with the historical evidence than more conventional scholarship.

It is widely understood that, in 1973, the Whitlam Government initiated a new policy era: ‘self-determination’. Yet, the defining features of this era, as well as how, why and when it ended, are far from clear. In this collection we ask: how shall we write the history of self-determination? How should we bring together, in the one narrative, innovations in public policy and Aboriginal and Torres Strait Islander initiatives? How (dis)continuous has ‘self-determination’ been with ‘assimilation’ or with what came after? Among the contributions to this book there are different views about whether Australia is still practising ‘self-determination’ and even whether it ever did or could. This book covers domains of government policy and Indigenous agency including local government, education, land rights, the outstation movement, international law, foreign policy, capital programs, health, public administration, mission policies and the policing of identity. Each of the contributors is a specialist in his/her topic. Few of the contributors would call themselves ‘historians’, but each has met the challenge to consider Australia’s recent past as an era animated by ideas and practices of Indigenous self-determination.

    Description: Papua New Guinea’s general election in 2007 attracted particular interest for several reasons. Not only did it follow what was widely acknowledged as the country’s worst election ever, in 2002 (in which elections in six of the country’s 109 electorates were declared to be ‘failed elections’), it was the first general election to be held under a new limited preferential voting system. It also followed the first full parliamentary term under the Organic Law on the Integrity of Political Parties and Candidates, which had been introduced in 2001 in an attempt to strengthen political parties and create a greater degree of stability in the national parliament, and was the first to embrace a ‘whole-of-government’ approach to electoral administration, through an Interdepartmental Electoral Committee. This volume provides an analysis of the 2007 election, drawing on the work of a domestic monitoring team organized through the National Research Institute, and several visiting scholars. It addresses key issues such as voter education, electoral administration, election security, the role of political parties, women as candidates and voters, the shift to limited preferential voting, and HIV transmission, and provides detailed accounts of the election in a number of open and provincial electorates. It is generally agreed that the election of 2007 was an improvement on that of 2002. But problems of electoral administration and voting behaviour remain. These are identified in this volume, and recommendations made for electoral reform.

    Description: The ‘spectre of populism’ might be an apt description for what is happening in different parts of the world, but does it apply to New Zealand? Immediately after New Zealand’s 2017 general election, populist party New Zealand First gained a pivotal role in a coalition with the Labour Party, leading some international observers to suggest it represented a populist capture of the government. The leader of New Zealand First, Winston Peters, justified his support for Labour as necessary to allow capitalism to ‘regain … its human face’. The new prime minister, Jacinda Ardern, spoke of a kinder, inclusive politics. This book draws on the 2017 New Zealand Election Study to uncover New Zealanders’ political attitudes and preferences post-election. Its authors ask: is New Zealand now A Populist Exception? Through detailed empirical analyses of how populism and authoritarianism affected vote choice, opinions about immigration, satisfaction with democracy and the relevance of gender and indigeneity to these issues, this book finds that New Zealand politics today does not reflect the international trend toward ideological polarisation and electoral volatility. The authors argue that inclusive forms of populism can be pluralist if a leader’s rhetorical approach recognises ‘the people’ as diverse and encompassing. A Populist Exception? concludes that although populism has long been a strong current in New Zealand history, contemporary New Zealand exhibits a moderate form of populism, with liberal and pluralist values in balance with a strong commitment to majoritarian democracy.

    Description: The situation of Norfolk Island, as a territory of the Commonwealth of Australia, is one of the historical anomalies in governance, which has persisted since 1914. It reflects the direct historical linkages between the British Crown and those Norfolk Islanders who were descendants of Pitcairn Islanders of Mutiny on the Bounty fame. Yet, once Federation was in the wind, the British Government, against the expressed wishes of the Norfolk Island community, sought to divest itself of all responsibility for Norfolk Island. There is a curiously ‘Yes Minister’ quality about the negotiations which lead to the final take-over by Australia, and the appointment of the first Commonwealth Administrator of Norfolk Island. The direct involvement of Atlee Hunt, then Secretary of the Department of External Affairs, eventually ensured the appointment of Michael Vincent Murphy. In order to achieve this end, Hunt had to fend off other applicants who were busy ingratiating themselves with the Minister for External Affairs Patrick McMahon Glynn and the then Prime Minister Joseph Cook. This is essentially a study of the relationships between governors, politicians, public servants and community leaders during the years which followed the take-over of Norfolk Island, and of the struggle of one Norfolk Islander, Charles Chase Ray Nobbs, against Australian administrative authority
