    Description: Since the time of decolonisation in Fiji, women's organisations have navigated a complex political terrain. While they have stayed true to the aim of advancing women's status, their work has been buffeted by national political upheavals and changing global and regional directions in development policy-making. This book documents how women activists have understood and responded to these challenges. It is the first book to write women into Fiji's postcolonial history, providing a detailed historical account of that country's gender politics across four tumultuous decades. It is also the first to examine the 'situated' nature of gender advocacy in the Pacific Islands more broadly. It does this by analysing trends in activity, from women's radical and provocative activism of the 1960s to a more self-evaluative and reflexive mood of engagement in later decades, showing how interplaying global and local factors can shape women's understandings of gender justice and their pursuit of that goal.

    Description: In May 2006 Fiji held its tenth general election since independence in 1970. In a country with an unenviable history of electoral trauma, the mood was apprehensive if not tense - not least because of controversial public statements against the incumbent Qarase government being made by the commander of Fiji's military forces. Despite a record number of parties and candidates, the winners were the two big parties - the heavily church-backed SDL, the party of choice of the majority of indigenous Fijians; and the Fiji Labour Party, the party preferred by most Indo-Fijians. Although the result was ethnically polarised, for the first time in Fijian history the successful candidates came together to share power in a constitutionally ordained multiparty cabinet, with Laisenia Qarase retaining the prime ministership. But the fragile collaboration was short-lived. On 5 December 2006, Commodore Voreqe Bainimarama ordered a military takeover, declaring himself 'President', ousting the elected government and replacing it with an 'interim' government of his choice, and once again throwing Fiji into political turmoil.     Description: There is a vast literature on the principles of public administration and good governance, and no shortage of theoreticians, practitioners and donors eager to push for public sector reform, especially in less-developed countries. Papua New Guinea has had its share of public sector reforms, frequently under the influence of multinational agencies and aid donors. Yet there seems to be a general consensus, both within and outside Papua New Guinea, that policy making and implementation have fallen short of expectations, that there has been a failure to achieve 'good governance'. This volume, which brings together a number of Papua New Guinean and Australian-based scholars and practitioners with deep familiarity of policy making in Papua New Guinea, examines the record of policy making and implementation in Papua New Guinea since independence. It reviews the history of public sector reform in Papua New Guinea, and provides case studies of policy making and implementation in a number of areas, including the economy, agriculture, mineral development, health, education, lands, environment, forestry, decentralization, law and order, defence, women and foreign affairs, privatization, and AIDS. Policy is continuously evolving, but this study documents the processes of policy making and implementation over a number of years, with the hope that a better understanding of past successes and failures will contribute to improved governance in the future.

    Description: His admirers said he was a charismatic leader with a dazzling smile, a commoner following an ancient tradition of warrior service on behalf of an indigenous people who feared marginalisation at the hands of ungrateful immigrants. One tourist pleaded with him to stage a coup in her backyard; in private parties around the capital, Suva, infatuated women whispered ‘coup me baby’ in his presence. It was so easy to overlook the enormity of what he had done in planning and implementing Fiji’s first military coup, to be seduced by celebrity, captivated by the excitement of the moment, and plead its inevitability as the final eruption of long-simmering indigenous discontent. A generation would pass before the consequences of the actions of Fiji’s strongman of 1987, Sitiveni Rabuka, would be fully appreciated but, by then, the die had been well and truly cast. The major general did not live happily ever after. No nirvana followed the assertion of indigenous rights. If anything, misadventure became his country’s most enduring contemporary trait. This is Fiji’s very human story.

    Description: Fiducial Governance: An Australian republic for the new millennium represents an attempt to grapple with the challenges of designing governance regimes suited to the new millennium. Power's monograph asserts the need for the reform of Australian governance and charts Australia's fitful progress towards a republican future. Along the way he sketches a framework for constitutional reform, mindful of the strengths and weaknesses of the current system of government and the contest of ideas about the role and configuration of Australian Heads of State. Long a frustrated Australian republican, Power contends that the republican log jam is due in significant part to a lack of respect shown by the republican policy community to the contribution long made to good governance by monarchical heads of state. This monograph seeks to draw lessons from this experience, so as to make the republican venture one of substance for the Australian public. In so doing, Power draws on a range of republican, indigenous and feminist writings in order to develop a new framework of 'fiducial governance' aimed at enhancing the trustworthiness and integrity of our institutions of governance, thereby paving the way for the replacement of the monarch by a directly elected head of state. This is an erudite and thoughtful book that will be of interest to those with an interest in systems of governance and to constitutional scholars, whether they be republicans or monarchists.

    Description: A racially-weighted Constitution, promulgated by decree in 1990, divided the country and invited international condemnation, and the economy suffered from the collapse of institutions of good governance. In 1995, an independent Constitution Review Commision appointed by the Fijian parliament, recommended wide-ranging changes to the Constitution. Its report formed the basis of a new Constitution promulgated, after wide-ranging consultation and debate, in 1997. Two years later, Fiji held a general election under it. This collection of essays looks at the politics and dynamics of that momentous event, and the role of key individuals and institutions in producing an outcome that, a year later, plunged Fiji into its first major crisis of the twenty-first century. The essays look at some of the key political and development issues on the eve of the crisis, but the relevance to the current debates about the nature and meaning of politics in Fiji remains. All the contributors are recognised and longstanding specialists in their fields.

    Description: 'Mind the Gap!' is an almost iconic exhortation, originating in the London Underground, warning travellers to be careful when navigating the 'gap' between the platform and train. In this volume, Peter Carroll, Rex Deighton-Smith, Helen Silver and Chris Walker retrospectively assess the 'gap' — no less dynamic and perilous in a public policy context — between the promise and performance of successive waves of regulation in Australia since the 1980s. Regulatory bodies exist to exercise what might be broadly termed 'control functions' and, by nature, tend to be conservative both in their culture and operations. Institutional conservatism does not, of necessity, preclude the exercise of creativity and foresight, both of which are sorely required if government is to successfully meet the challenge of delivering more effective and less costly regulation. The business and policy environment is complex, the risks are great and the rewards of success and the costs of failure will be enormous. The true measure of success will be how effectively we are able to close the gap between promise and performance.

    Description: The main theme of this volume is a discussion of the ways in which legal mechanisms, such as the Land Groups Incorporation Act (1974) in PNG, and the Native Title Act (1993) in Australia, do not, as they purport, serve merely to identify and register already-existing customary indigenous landowning groups in these countries. Because the legislation is an integral part of the way in which indigenous people are defined and managed in relation to the State, it serves to elicit particular responses in landowner organisation and self-identification on the part of indigenous people. These pieces of legislation actively contour the progressive evolution of landowner social, territorial and political organisation at all levels in these nation states. The contributors to this volume provide in-depth anthropological case studies of social structural and cultural transformations engendered by the confrontation between states, developers and indigenous communities over rights to customarily owned land.

    Description: This monograph explores the ways in which people experience ‘development’ and how development shapes and maintains their lives. The discussion begins with Lampung Province, moves to one of the province’s highland regions, and ends in a village in this highland region. Colonial and post-colonial initiatives drove the transformation of Lampung in the twentieth century bringing mixed results and effects including rapid growth in agricultural production, the formation of ‘wealthy zones’ in some areas, and the creation of pockets of poverty in other areas. In Sumber Jaya and the highlands of Way Tenong, migrants have transformed one of Lampung’s last frontier regions into one of its ‘wealthy zones’. Although the bulk of these migrants migrated spontaneously, they were integrated within the framework of planned development. The level of progress that the region has achieved is largely the result of villagers’ efforts to bring state resources to the village. In conflict with forestry authorities for decades, farmers in some villages have agreed to establish a new relationship with authorities, but the struggle for control over land resources continues.

    Description: Securing Village Life: Development in Late Colonial Papua New Guinea examines the significance for post-World War II Australian colonial policy of the modern idea of development. Australian officials emphasised the importance of bringing development for both the colony of Papua and the United Nations Trust Territory of New Guinea. The principal form that development took involved securing smallholders against the tendencies of other forms of capitalist development that might have separated households from land. In order to make household occupation of their holdings more secure and at higher standards of living, the colonial administration coordinated and supervised increases in production of crops and other agricultural produce. Contrary to suggestions that colonial policy and practice ignored indigenous agriculture and concentrated on plantation crops grown by international firms and expatriate owner-occupiers, the study shows how the main focus was instead upon increasing smallholder output for immediate consumption as well as for local and international markets. Simultaneously development stimulated increases in consumption, including of goods produced through manufacturing processes and imported into the colony. Only as Independence approached was the pre-eminence of the earlier focus upon smallholders weakened. In part the change occurred due to the political advance of the indigenous capitalist class and their allies seeking to extend their base in largeholding agriculture and related commercial activities. This advance and the uncertainty over which form of development would prevail once indigenes held state power in post-colonial Papua New Guinea stood in marked contrast to the definite direction pursued under the colonial administration of the 1950s and early 1960s.

    Description: Under a Memorandum of Understanding between Indonesia and Australia, traditional Indonesian fishermen are permitted access to fish in a designated area inside the 200 nautical mile Australian Fishing Zone (AFZ). However, crew and vessels are regularly apprehended for illegal fishing activity outside the permitted areas and, after prosecution in Australian courts, their boats and equipment are destroyed and the fishermen repatriated to Indonesia. This is an ethnographic study of one group of Indonesian maritime people who operate in the AFZ. It concerns Bajo people who originate from villages in the Tukang Besi Islands, Southeast Sulawesi. It explores the social, cultural, economic and historic conditions which underpin Bajo sailing and fishing voyages in the AFZ. It also examines issues concerning Australian maritime expansion and Australian government policies, treatment and understanding of Bajo fishing. The study considers the concept of “traditional” fishing regulating access to the MOU area based on use of unchanging technology, and consequences arising from adherence to such a view of “traditional”; the effect of Australian maritime expansion on Bajo fishing activity; the effectiveness of policy in providing for fishing rights and stopping illegal activity, and why Bajo continue to fish in the AFZ despite a range of ongoing restrictions on their activity.

    Description: Australia has a proud history of being an international leader in electoral administration, and Australian electoral commissions continue to have a professional, non-partisan approach to the management of elections. Yet their independence is constrained by the electoral laws they need to administer, and parliamentary committees charged with the oversight of the conduct of elections do so with a clear partisan bias. Elections are all about winners, but who decides who the winners will be? Voters definitely have a big say, but it is the electoral system that determines how votes translate into seats in parliament. Any changes to the electoral system require the support of those in power, and it is important to question who benefits from electoral reforms. It is not surprising that partisanship plays a role and that governing parties usually benefit, although that is not always the case. This book assesses Australian electoral reforms of the past 30 years using personal interview data and parliamentary debates, to provide a picture of the reform process as well as the outcomes. These issues, such as who gets to vote, the use of postal voting, party registration and vote weighting, have a profound impact on who wins elections. The book also examines Australia's electoral administration, testing for professionalism, independence and integrity.

    Description: France is a Pacific power, with three territories, a military presence, and extensive investments. Once seen by many as a colonial interloper in the South Pacific, by the early 2000s, after it ended nuclear testing in French Polynesia and negotiated transitional Accords responding to independence demands in New Caledonia, France seems to have become generally accepted as a regional partner, even if its efforts concentrate on its own territories rather than the independent island states. But France’s future in the region has yet to be secured. By 2014 it is to have handed over a set of agreed autonomies to the New Caledonian government, before an independence referendum process begins. Past experience suggests that a final resolution of the status of New Caledonia will be divisive and could lead once again to violent confrontations. In French Polynesia, calls continue for independence and for treatment under UN decolonisation procedures, which France opposes. Other island leaders are watching, so far putting faith in the Noumea Accord, but wary of the final stages. The issues and possible solutions are more complex than the French Pacific island population of 515,000 would suggest. Combining historical background with political and economic analysis, this comprehensive study offers vital insight into the intricate history – and problematic future – of several of Australia’s key neighbours in the Pacific and to the priorities and options of the European country that still rules them. Until the disturbances of April 2006 and subsequent deterioration in bilateral relations between Australia and Solomon Islands under the Sogavare government, experts had hailed the Regional Assistance Mission to Solomon Islands (RAMSI) as an unqualified success. Some saw it as a model for 'cooperative intervention' in 'failing states' worldwide. Following these developments success seems less certain and aspects of the RAMSI model appear flawed. Using the case of Solomon Islands, this book raises fundamental questions about the nature of 'cooperative intervention' as a vehicle for state building, asking whether it should be construed as a mainly technical endeavour or whether it is unavoidably a political undertaking with political consequences.     Description: Papua New Guinea’s general election in 2007 attracted particular interest for several reasons. Not only did it follow what was widely acknowledged as the country’s worst election ever, in 2002 (in which elections in six of the country’s 109 electorates were declared to be ‘failed elections’), it was the first general election to be held under a new limited preferential voting system. It also followed the first full parliamentary term under the Organic Law on the Integrity of Political Parties and Candidates, which had been introduced in 2001 in an attempt to strengthen political parties and create a greater degree of stability in the national parliament, and was the first to embrace a ‘whole-of-government’ approach to electoral administration, through an Interdepartmental Electoral Committee. This volume provides an analysis of the 2007 election, drawing on the work of a domestic monitoring team organized through the National Research Institute, and several visiting scholars. It addresses key issues such as voter education, electoral administration, election security, the role of political parties, women as candidates and voters, the shift to limited preferential voting, and HIV transmission, and provides detailed accounts of the election in a number of open and provincial electorates. It is generally agreed that the election of 2007 was an improvement on that of 2002. But problems of electoral administration and voting behaviour remain. These are identified in this volume, and recommendations made for electoral reform.

Over decades, he made determined efforts to seize 'the psychological moment', and thereby realise his vision of a decentralised, regionalised and rationally ordered nation. Page's unique dreaming of a very different Australia encompassed new states, hydroelectricity, economic planning, cooperative federalism and rural universities. His story casts light on the wider place in history of visions of national development. He was Australia's most important advocate of developmentalism, the important yet little-studied stream of thought that assumes that governments can lead the nation to realise its economic potential. His audacious synthesis of ideas delineated and stretched the Australian political imagination. Page's rich career confirms that Australia has long inspired popular ideals of national development, but also suggests that their practical implementation was increasingly challenged during the twentieth century. Effervescent, intelligent and somewhat eccentric, Page was one of Australia's great optimists. Few Australian leaders who stood for so much have since been so neglected.

    Description: The Pacific Trade and Development (PAFTAD) conference series has been at the forefront of analysing challenges facing the economies of East Asia and the Pacific since its first meeting in Tokyo in January 1968. The 38th PAFTAD conference met at a key time to consider international economic integration. Earlier in the year, the people of the United Kingdom voted to leave the European Union and the United States elected Donald Trump as their next president on the back of an inward-looking ‘America First’ promise. Brexit and President Trump represent a growing, and worrying, trend towards protectionism in the North Atlantic countries that have led the process of globalisation since the end of the Second World War. The chapters in the volume describe the state of play in Asian economic integration but, more importantly, look forward to the region’s future, and the role it might play in defending the global system that has underwritten its historic rise. Asia has the potential to stand as a bulwark against the dual threats of North Atlantic protectionism and slowing trade growth, but collective leadership will be needed regionally and difficult domestic reforms will be required in each country.

    Description: The dilemma felt by Arab youth was captured in Tunisia by the selfimmolation in 2010 of Mohamed Bouazizi, who was frustrated by restrictions on his small street-vending business. His death became the catalyst for revolts throughout the Middle East. The frustration had been building for some time: large segments of society were denied economic progress, while the middle class was squeezed, and governments had cut back on services and public employment. Since the series of uprisings began, the debate in Arab countries has focused almost exclusively on politics and questions of national identity. However, economic issues are driving the agenda, and real economic grievances must be addressed in order for the many transitions to succeed. Hafez Ghanem gives a thorough assessment of the Arab Spring, beginning with political developments since the revolutions and changes in the legal and institutional frameworks that affect economies. Arab economies grew at healthy rates before the revolts, but the benefits of economic growth were unfairly distributed. The politically connected reaped great benefits, while educated youth could not find decent jobs, and the poor and middle class struggled to make ends meet. Ghanem advises that Arab countries need to adopt new economic policies and programs that enhance inclusiveness, expand the middle class, and foster growth in undeveloped regions. Key elements include strengthening economic institutions, developing small businesses, reforming the education system to better prepare Arab youth for the modern labor market, promoting gender equality with the objective of raising female labor market participation rates, and setting up programs for rural and regional development to reduce inequality and eliminate extreme poverty.

The process of healing and reconciliation, symbolised by the enactment of a new Constitution, unanimously approved by Parliament and blessed by the powerful Great Council of Chiefs, lies discarded, as winds of ethnic chauvinism sweep through the countryside, damaging the fragile fabric of multiculturalism that was carefully constructed by so many over many years. The economy is on the brink of collapse, investor confidence has vanished, and the best and the brightest are seeking succour on other shores. Fiji falls victim, yet again, to the prejudice and greed of a section of its people. This book gathers together a handful of memoirs of those tragic events in Fiji. They were written while the gun was still smoking; personal, anguished reactions of people from all walks of life, concerned about a country they all love but deeply distressed by the developments there. They are first reactions. They will in time become essential building blocks for a larger interpretive framework of academic analysis about origins, processes and impacts.     Description: Following a bloody civil war, peace consolidated slowly and sequentially in Bougainville. That sequence was of both a top-down architecture of credible commitment in a formal peace process and layer upon layer of bottom-up reconciliation. Reconciliation was based on indigenous traditions of peacemaking. It also drew on Christian traditions of reconciliation, on training in restorative justice principles and on innovation in womens' peacebuilding. Peacekeepers opened safe spaces for reconciliation, but it was locals who shaped and owned the peace. There is much to learn from this distinctively indigenous peace architecture. It is a far cry from the norms of a 'liberal peace' or a 'realist peace'. The authors describe it as a hybrid 'restorative peace' in which 'mothers of the land' and then male combatants linked arms in creative ways. A danger to Bougainville's peace is weakness of international commitment to honour the result of a forthcoming independence referendum that is one central plank of the peace deal.

    Description: Australian cities have traditionally relied for their water on a 'predict-and-provide' philosophy that gives primacy to big engineering solutions. In more recent years privatised water authorities, seeking to maximise consumption and profits, have reinforced the emphasis on increasing supply. Now the cities must cope with the stresses these policies have imposed on the eco-systems from which they harvest water, into which they discharge wastes, and on which they are located. Residents are having to pay more for their water, while the cities themselves are becoming less sustainable. Must we build more dams and desalination plants, or should we be managing the demand for urban water more prudently? This book explores the demand for urban water and how it has changed in response to shifting social mores over the past century. It explains how demand for centralised provision of water might be reshaped to enable the cities to better cope with expected changes in supply as our climate changes. And it discusses the implications of property rights in water for proposals to privatise water services.

Premised on the United Nations Declaration on the Rights of Indigenous Peoples, this book argues that indigenous peoples have inherent and inalienable rights relating to the collection, ownership and application of data about them, and about their lifeways and territories. Jointly convened by Dr John Butcher (ANZSOG) and Professor David Gilchrist (Curtin Not-for-profit Initiative) the purpose of the workshop was to bring together academic researchers, policy practitioners and thought leaders to address a variety of emerging issues facing policymakers, public sector commissioners, not-for-profit providers of publicly funded services, and businesses interested in opportunities for social investment. The workshop itself generated a great deal of interest and a ‘baker’s dozen’ of contributors challenged and engaged a full house. The level of enthusiasm shown by the audience for the subject matter was such that the decision to curate the presentations in the form of a book was never in doubt. The editors trust that this volume will vindicate that decision. At one time the state exercised a near monopoly in the delivery of social programs. Today, almost every important public problem is a three sector problem and yet we have little idea of what a high-performing three sector production system looks like. It is the editors’ hope that this volume will provide a foundation for some answers to these important public policy questions.

    Description: Viet Nam has seen consistent rapid economic growth and impressive declines in poverty since it initiated its Doi Moi economic reforms in the late 1980s. Viet Nam has taken a selective, step-by-step approach to reform—an approach often criticised by proponents of the Washington Consensus. That this approach has been so successful has come as something of a surprise to much of the international community. Analysing closely aspects of Viet Nam's reform process, enterprise development, income growth and poverty alleviation, Viet Nam: a transition tiger? argues that Viet Nam's remarkable development is not readily explained by the more orthodox versions of the Washington Consensus. Successful policy is not built on mechanistic replication of some general reform blueprint, but on responding pragmatically to specific national circumstances. Government policy has had an impact on economic performance but economic experience has also guided the formulation of economic policy. Faced with increasingly complex economic conditions, Vietnamese policymakers will need to rely more than ever on their flexibility and pragmatism if Viet Nam's remarkable economic performance is to be sustained.

    Description: Warfare in the twenty-first century presents significant challenges to the modern state. Serious questions have arisen about the use of drones, target selection, civilian exposure to harm, intervening for humanitarian reasons, and war as a means of forcing regime change. In Just War and Human Rights Todd Burkhardt argues that updating the laws of war and reforming just war theory is needed. A twenty-year veteran of the US Army, Burkhardt claims that war is impermissible unless it is engaged, fought, and concluded with right intention. A state must not only have a just cause and limit its war-making activity in order to vindicate the just cause, but it must also seek to vindicate its just cause in a way that yields a just and lasting peace. A just and lasting peace is motivated by the just war tenet of right intention and predicated on the realization of human rights. Therefore, human rights should not only dictate how a state treats its own people but also how a state treats the people of other countries, insulating them and protecting innocent civilians from the harms of war.

Less apparent, perhaps, are the many attempts at bringing former adversaries together. Reconciliation in Global Context argues for the merit of reconciliation and for the need of global conversations around this topic. The contributing scholars and scholar-practitioners—who hail from the United States, South Africa, Ireland, Israel, Zimbabwe, Germany, Palestine, Belgium, Bosnia and Herzegovina, Serbia, Switzerland, and the Netherlands—describe and analyze examples of reconciliatory practices in different national and political environments. Drawing on direct experiences with reconciliation efforts, from facilitating psychosocial intergroup workshops to critically evaluating official policies, they also reflect on the personal motivations that guide them in this field of engagement. Arranged along an arc that spans from cases describing and interpreting actual processes with groups in conflict to cases in which the conceptual merits and constraints of reconciliation are brought to the fore, the chapters ask hard questions, but also argue for a relational approach to reconciliatory practices. Avdeyeva reveals that policy and institutional reforms developed furthest in those states where women’s advocacy NGOs managed to form coalitions with governing political parties. After becoming members of the EU, the governments did not abolish these policies and institutions despite the costs and lack of popular support. However, it is economic issues that are driving the agenda, and real economic grievances must be addressed in order for the many transitions to succeed. Hafez Ghanem gives a thorough assessment of the Arab Spring, beginning with political developments since the revolutions and changes in the legal and institutional frameworks that affect economies. Arab economies grew at healthy rates before the revolts, but the benefits of economic growth were unfairly distributed. The politically connected reaped great benefits, while educated youth could not find decent jobs, and the poor and middle class struggled to make ends meet. Ghanem argues that Arab countries need to adopt new economic policies and programs that enhance inclusiveness, expand the middle class, and foster growth in undeveloped regions.

    Description: An overview and analysis of austerity policies and labor movement resistance in several countries.Austerity policies have become the new norm throughout both the developed and developing world. Indeed, austerity has become the new buzz word in the lexicon of politicians from across the political spectrum. At the same time austerity measures have been met with mass protest, the most famous example of which is the Occupy Movement. In the not-too-distant past it would have been the labor movement at the forefront resisting policies that arguably disproportionally target working people and their families. Throughout the twentieth century it was the labor movement that fought for all working people. However, there is an increasing assumption that the labor movement is unable to adequately defend workers from the onslaught of austerity measures. Austerity and the Labor Movement analyzes whether this assumption is indeed true. Examining the labor movements in the US, UK, Greece, Ireland, and Spain, Michael Schiavone provides a systematic explanation of the appeal of austerity policies in certain circles and why the labor movement in each of these countries has been largely unsuccessful in overturning such policies. He argues that the labor movement needs to make major changes and embrace social movement unionism if it has any hope to stop its decline and have any chance to successfully fight against austerity and neoliberalism more generally.Michael Schiavone is a Lecturer in the School of History and International Relations at Flinders University, Australia, and the author of Sports and Labor in the United States, also published by SUNY Press.

    Description: Silicic calderas are volcanic systems whose unrest evolution is more unpredictable than other volcano types because they often do not culminate in an eruption. Their complex structure strongly influences the post-collapse volcano-tectonic evolution, usually coupling volcanism and ground deformation. Among such volcanoes, the Campi Flegrei caldera (southern Italy) is one of the most studied. Significant long- and short-term ground deformations characterize this restless volcano. Several studies performed on the marinecontinental succession exposed in the central sector of the Campi Flegrei caldera provided a reconstruction of ground deformation during the last 15 kyr. However, considering that over one-third of the caldera is presently submerged beneath the Pozzuoli Gulf, a comprehensive stratigraphic on-land-offshore framework is still lacking. This study aims at reconstructing the offshore succession through analysis of high-resolution single and multichannel reflection seismic profiles and correlates the resulting seismic stratigraphic framework with the stratigraphy reconstructed on-land. Results provide new clues on the causative relations between the intra-caldera marine and volcaniclastic sedimentation and the alternating phases of marine transgressions and regressions originated by the interplay between ground deformation and sea-level rise. The volcano-tectonic reconstruction, provided in this work, connects the major caldera floor movements to the large Plinian eruptions of Pomici Principali (12 ka) and Agnano Monte Spina (4.55 ka), with the onset of the first post-caldera doming at ~10.5 ka. We emphasize that ground deformation is usually coupled with volcanic activity, which shows a self-similar pattern, regardless of its scale. Thus, characterizing the long-term deformation history becomes of particular interest and relevance for hazard assessment and definition of future unrest scenarios.

    Active Extension in a Foreland Trapped Between Two Contractional Chains: The South Apulia Fault System (SAFS) (2020)

    Description: The response of continental forelands to subduction and collision is a widely investigated topic in geodynamics. The deformation occurring within a foreland shared by two opposite‐verging chains, however, is uncommon and poorly understood. The Apulia Swell in the southern end of the Adria microplate (Africa‐Europe plate boundary, central Mediterranean Sea) represents one of these cases, as it is the common foreland of the SW verging Albanides‐Hellenides and the NE verging Southern Apennines merging into the SSE verging Calabrian Arc. We investigated the internal deformation of the Apulia Swell using multiscale geophysical data: multichannel seismic profiles recording up to 12‐s two‐way time (TWT) for a consistent image of the upper crust; high‐resolution multichannel seismic profiles, high‐resolution multibeam bathymetry, and CHIRP profiles acquired by R/V OGS Explora to constrain the Quaternary geological record. The results of our analyses characterize the geometry of the South Apulia Fault System (SAFS), a 100‐km‐long and 12‐km‐wide structure attesting an extensional (and possibly transtensional) response of the foreland to the two contractional fronts. The SAFS consists of two NW‐SE right‐stepping master faults and several secondary structures. The SAFS activity spans from the Early Pleistocene through the Holocene, as testified by the bathymetric and high‐resolution seismic data, with long‐term slip rates in the range of 0.2–0.4 mm/yr. Considering the position within an area with few or none other active faults in the surroundings, the dimension, and the activity rates, the SAFS can be a candidate causative fault of the 20 February 1743, M 6.7, earthquake.

    New coring study in Augusta Bay expands understanding of offshore tsunami deposits (Eastern Sicily, Italy) (2019)

    Description: Tsunami deposits present an important archive for understanding tsunami histories and dynamics. Most research in this field has focused on onshore preserved remains, while the offshore deposits have received less attention. In 2009, during a coring campaign with theItalian Navy Magnaghi, four 1 m long gravity cores (MG cores) were sampled from the northern part of Augusta Bay, along a transect in 60 to 110 m water depth. These cores were taken in the same area where a core (MS06) was collected in 2007 about 2.3 km offshore Augusta at a water depth of 72 m below sea level. Core MS06 consisted of a 6.7 m long sequence that included 12 anomalous intervals interpreted as the primary effect of tsunami backwash waves in the last 4500 years. In this study, tsunami deposits were identified, based on sedimentology and displaced benthic foraminifera (as for core MS06) reinforced by X-ray fluorescence data. Two erosional surfaces (L1 and L2) were recognized coupled with grain size increase, abundant Posidonia oceanica seagrass remains and a significant amount of Nubecularia lucifuga, an epiphytic sessile benthic foraminifera considered to be transported from the inner shelf. The occurrence of Ti/Ca and Ti/Sr increments, coinciding with peaks in organic matter (Mo inc/coh) suggests terrestrial run-off coupled with an input of organic matter. The L1 and L2 horizons were attributed to two distinct historical tsunamis (AD 1542 and AD 1693) by indirect age-estimation methods using 210Pb profiles and the comparison of Volume Magnetic Susceptibility data between MG cores and MS06 cores. One most recent bioturbated horizon (Bh), despite not matching the above listed interpretative features, recorded an important palaeoenvironmental change that may correspond to the AD 1908 tsunami. These findings reinforce the value of offshore sediment records as an underutilized resource for the identification of past tsunamis.

    Description: In the northern Apennines, the Palaeozoic basement involved in the Late Oligocene–Middle Miocene nappe stack contains metamorphic units for which hypothetical ages have been assigned on the basis of lithological correlations with the Palaeozoic formations of the Variscan chain in Sardinia. This uncertainty concerning the age poses limitations to reconstructing the Palaeozoic stratigraphy, defining the Alpine and pre-Alpine histories and correlations with other domains of the Variscan chain. We present the UPb age of detrital zircon and the 40Ar39Ar age of metamorphic muscovite for the Calamita Schist and Ortano Porphyroid, two metamorphic units of undetermined Palaeozoic age cropping out in the eastern Elba Island. The radioisotopic data allows us to: (i) define the Early Carboniferous and Middle Ordovician ages for the Calamita Schist and Ortano Porphyroid, respectively, as well as their derivation (flysch deposit and magmatic rocks); (ii) pose some constraints concerning their alpine tectonic and metamorphic histories. These new data generate a more precise reconstruction of the Palaeozoic sequence in the northern Apennines, and they document that the Palaeozoic basement involved in the alpine deformation underwent internal stacking with an inversion of the original sequence.
