Notes: The fifth biennial symposium of the Photogrammetric Society was held at the University of Birmingham on 6th to 8th April. It has been decided to perpetuate the memory of E. H. Thompson by giving his name to the series of symposia which originated at Birmingham in 1971 Eight papers were delivered to the 1979 symposium. They covered a wide variety of topics which included, in addition to a review of Thompson's own contribution to analytical photogrammetry, a modern approach to the handling of parallax measurements; aspects of digitising; low cost automatic contouring; high energy roentgen photogrammetry; applications in anatomy; the photogrammetric operator's point of view; and cadastral surveys. The majority of the papers are published in this issue of The Photogrammetric Record.〈section xml:id="abs1-2"〉〈title type="main"〉RésuméLe cinquième symposium biennal de la Société de Photogrammétrie s'est dérouléà l'université de Birmingham du 6 au 8 Avril. Notes: As part of his comprehensive analysis of cadastral surveys within the British Commonwealth (Dale, 1976), the author considered the contribution of aerial photography and photogrammetric surveys to this aspect of land administration. Notes: The concept of optimum interpolation is briefly explained. The use of polynomial and non-polynomial stepwise regression for obtaining optimum or near optimum interpolation is illustrated. Least squares collocation is presented as an advanced method for optimising stepwise regression whenever the latter does not achieve desired optimum interpolation for given terrain. A Fortran IV program, written to illustrate an optimum interpolation algorithm using stepwise regression and collocation, is found to produce better results than existing interpolation methods. Other applications of such an algorithm are also discussed.〈section xml:id="abs1-2"〉〈title type="main"〉RésuméOn expose brièvement le concept d'interpolation optimale, ainsi que les méthodes d'approximation polynomials ou autres qui permettent de la réaliser localement au mieux. Notes: An algorithm for the generation of digital ground models is described. The algorithm is based on an approximate solution and uses data obtained with simple measuring equipment. Processing of the observations is carried out by an on line desk top computer and the results of some tests are given.〈section xml:id="abs1-2"〉〈title type="main"〉RésuméOn décrit un algorithme pour la génération de modèles de terrain digitaux. Notes: The author reviews procedures for obtaining stereomicrographs from binocular and monocular optical microscopes, from transmission and scanning electron microscopes and from an X-ray microscope. Notes: Problems are sometimes encountered during the relative orientation of close range photography which has a limited usable format and a large Z range. Computer simulations and practical tests with both a comparator and a plotting instrument are used to investigate the problems and possible inaccuracies. Notes: Water currents in an hydraulic model have been determined by means of a photogrammetric method of detecting the movement of tethered buoys. Single vertical photographs, taken by a non-metric camera, have been analysed to produce the required differential measurements. Notes: This paper describes the production of stereopairs of shadow photographs to simulate X-ray pictures and demonstrates the possibility of determining analytically the precise position in the object space of foreign bodies using a digitiser as a monocomparator and projective transformation theory to dispense with the necessity of undertaking normal inner and relative orientation analytical procedures.A model is constructed and comparison accuracy tests are made using shadow and X-ray picture pairs. Im Beitrag wird die Meinung vertreten, dass die Theorie der projektiven Transformation bei der Nahphotogrammetrie günstiger ist, als die traditionelle Theorie der topographischen Stereophotogrammetrie.

Notes: : This paper presents the significant conclusions of research conducted over a four-year period, the purpose of which was to analyze the operation of three citizen advisory groups established in conjunction with Level B Studies of the New England River Basins Commission. The three Studies were the Long Island Sound Study, the Southeastern New England Study, and the Supplemental Flood Management Study of the Connecticut River Basin Program. The research examined the criteria and procedures used for selection of members, the relevant personal characteristics of the members, the procedures employed for carrying out their responsibilities, and the relative importance of group functions as perceived by both citizen advisors and professional study participants. The impact of these factors upon the effectiveness of citizen advisory groups as a strategy of public participation is evaluated. The paper includes recommendations, derived from the research, for the use of planning agencies seeking to maximize the effectiveness of citizen advisory groups.

Notes: : In 1976–77, benthic invertebrates were sampled at four sites in a 410-kilometer reach of the lower Mississippi River to define the communities in the river and to determine differences between communities upstream and downstream from the industrial and municipal complexes of Baton Rouge and New Orleans, Louisiana. The most common and most numerous organisms collected were Corbicula and tubificid worms. The benthic community structure of the lower Mississippi River is influenced by substrate type and stability, channel geometry, river velocity, vegetation and organic detritus, and salinity. Sampling stations near the left and right banks had low velocities, and substrate types ranged from medium silt to very fine sand. Burrowing organisms such as tubificids, chironomids, and ephemerid-type mayflies dominated these environments. At the center, left-center, and right-center stations, velocities were higher and substrate materials were coarser than at the bank stations; only Corbicula was present in large numbers. Near the river mouth, salinity and aquatic vegetation greatly affect the benthic community structure. Differences in benthic community structure in the Mississippi River are due primarily to different hydrologic conditions. Industrial and municipal wastes discharged into the river appear to have little or no widespread effects on benthic populations.

Notes: : Recent results from the Institute of Hydrology's hydrometeorological and hydrological studies on water use by forest and grassland confirm earlier predictions of a reduction in water yields following afforestation. This reduction is due primarily to the increased interception losses from forests. This paper shows how the water yield from uplands is related to the relative proportions of land under forest and hill farming, and estimates how water yields will change if a greater proportion of hill land is afforested.

Notes: : Conflict occurs over technical judgments and value judgments in federal water resource planning. Cognitive conflict, value conflict, and interest conflict are common. Methods for resolving each of these three types of conflict have been developed. Resolution methods vary considerably by type of conflict, but most require explicit conflict definition and flexibility to choose freely from among available alternatives. Formal descriptions of the water resource planning process, which are based upon the rational-analytic model of choice among alternatives in pursuit of stipulated objectives, are largely consistent with the use of most of these conflict resolution methods. The reality of federal water resource planning, which has been shaped as much or more by the distributive political process which it serves as by the rational-analytic model, is not consistent with the use of most conflict resolution methods. Real objectives are hidden, the search for alternatives is sharply constrained by agency missions, and much flexibility is sacrificed to the necessity for strong early local commitment as a requirement for continued funding. When coupled with the normal tendency to avoid conflict for as long as possible, this results in foreclosure of most conflict resolution possibilities before conflicts are fully revealed.

Notes: : The Penn State Urban Runoff Model, developed in 1976, is described in this paper. Aside from locating infiltration and detention basin operation in an unconventional manner, the model includes a peak flow presentation table which identifies watershed subareas chiefly responsible for the occurrence of flooding conditions at certain points in the watershed.The results of a case study on an urban drainage basin in the Philadelphia area is discussed, and preferred sites for retention ponds are suggested.The simplicity of the Penn State model is pointed out and computer run costs between 10 and 20 percent of the corresponding cards for HEC-I and SWMM are cited.

Notes: : During the past 15 years a number of methods have been developed that purport to evaluate the amenity values of rivers. Most methods are designed to identify the physical, biological, cultural, and esthetic features of a river or river corridor that are conducive to recreation, preservation, and other amenity values. This paper reviews and comments on 13 methods that evaluate amenity values. The methods are reviewed and discussed under three general headings: River Recreation Potential Evaluation, River Esthetic Evaluation, and River Preservation Evaluation. A final section of the paper identifies areas where improvements and further research are needed.

Notes: : An economic analysis of the profitability of adopting solar photovoltaic energy systems for crop irrigation is undertaken. The economic, technological, and political uncertainties surrounding adoption are discussed with reference to their impact on anticipated profitability. On the assumption that the costs of producing photovoltaic modules follows a learning curve characteristic of other inventions, solar systems are likely to be viable for irrigation in some states by mid to late 1980s. A field test in Nebraska is described.

Notes: : Phosphorus loading tolerances of small lakes are analyzed by means of a statistical model of lake eutrophication based upon the work of Vollenweider and Dillon. Using a sample of 195 midwestern and eastern U. S. lakes, it was found that Vollenweider and Dillon's method of predicting the trophic status of relatively deep, slow-flushing lakes can be applied to shallower lakes with much shorter retention times. The statistical model used to replicate the results of Vollenweider and Dillon is stated in detail, for convenience of application to small lake water quality management problems. The model extends the Vollenweider and Dillon results by associating each alternative phosphorous loading with a probability that a given lake can achieve or maintain noneutrophis status. It is applicable to lakes for which only minimal data are available. The major policy conclusion is that the highly variable tolerance for phosphorus loading must be considered in legislating efficient effluent limitations. The paper concludes with a comparison to a recent contribution employing a similar approach.

Notes: : The thesis of this paper is that the citizen participation process provides necessary, but not sufficient conditions to affect substantive change in federal water resource management agencies' planning and decisionmaking. That is, in its present form, the citizen participation process has been observed to occur outside of the normal decision arenas of federal resource management agencies. The paper reviews concepts of citizen participation and defines some theoretical problems inherent with them. Then, a strategy for the structuring of a citizen participation process is proposed. This strategy is based upon the notion that citizen support for federally sponsored programs are essential if such projects are to be implemented. Therefore, an approach which integrates citizen valves with those held by other institutions and the agency is suggested. In conclusion, the relevancy of actively developing and including citizen input to the water resource planning process is illustrated by a discussion of three cases of the Corps of Engineers and Urban Studies planning process, in different metropolitan regions.

Notes: : There is a significant misallocation of resources in the construction and operation of municipal sewage treatment systems in North America. Central to this misallocation is the inadequate evaluation of alternative treatment technologies, alternative distributions of responsibility for waste treatment, and alternative mechanisms for inducing compliance with treatment system requirements. Perverse incentives in the current institutional structure limit the scope of alternatives examined by decisionmakers. Determination of the least cost solution to the problem of urban effluent abatement requires mathematical modeling for the delineation of optimal treatment strategies on a system wide basis. The adoption of modern methods of systems analysis can identify significant opportunities for the reduction of economic waste in the treatment of municipal sewage.

Notes: : Several seasons of water quality study in the eastern Sierra Nevada have provided much useful information. One study element focused in detail on a representative drainage: Bishop Creek, from sampled locations at 12,800 feet to the Owens River at 4,000 feet. Sub-studies ranged from geohydrology, through chemical and bacterial quality, to benthic ecology. A coordinated study also was made of spatial patterns of use. A second element focused on non-point source monitoring the length of the Inyo National Forest. From physical, chemical, and bacterial standpoints, water quality is generally very good. Strains of pathogenic bacteria have been confirmed, and substantial further work to establish the importance of their presence is needed. Recreational use survey results have been analyzed to produce a methodology permitting management of the resource as needed. In addition, basic policy recommendations to easily minimize risk have been developed.

Notes: : The principal objective of this study was to investigate the long-term, temporal effect of channel modification in the diversity of macroinvertebrates. Correlation analyses suggest that aquatic macroinvertebrate communities stabilize shortly after channel modification. This conclusion is based on correlation analyses including five widely accepted diversity indices for stream reaches that have undergone channel work from less than 1 year to more than 30 years prior to the study.

Notes: : This study investigated low flow augmentation as a means of meeting inorganic water quality standards for the Truckee River at the California-Nevada state line. A digital inorganic water quality model was combined with a deterministic dynamic reservoir operating model in an iterative process which allowed the optimization of releases subject to selected inorganic water quality constraints as well as downstream demands. Results from model runs with varied flow and river loading data indicate that flow augmentation may be a feasible and relatively inexpensive way of meeting standards for this system except in time of severe drought.

Notes: : As the many recreational uses of waterways have intensified, management agencies have increasingly turned to water surface zoning techniques to provide safe, equitable opportunities while also protecting aquatic habitats. Other publications have described the concept of water surface zoning; the study reported on was conducted to determine its current use nationwide. Depending on jurisdiction of the water surface in question and state legislation to zone water surfaces, nonfederal zoning regulations sometimes emanate directly from state government, and sometimes involve direct state and local government cooperation. Results of a national survey show that water surface zoning techniques employed by state and local governments in 1976–77 fall into five broad categories: restrictions on boat speed and horsepower, special use zoning, time zoining, protective space zoning, and limited density zoning. Examples of each are reported on in this paper.

Notes: : Effective rainfall is virtually equal to throughfall under most forest canopies. Average throughfall (as measured in trough gauges for a series of rainfall events) increased systematically with distance from tree stems in a young pine plantation. Empirical data suggest that the increase is proportional to the fourth root of distance, but any physical meaning of the relationship is obscure.

Notes: : The literature abounds with procedures for estimating the magnitude and frequency of floods at ungaged locations. Unfortunately, the large number of available procedures creates an awesome task for potential users of sorting and selecting a method for immediate use. The objectives of this paper are to present (1) criteria that are necessary to evaluate the usefulness of hydrologic procedures, (2) to present a classification system for categorizing the multitude of procedures that are available, (3) to summarize the findings of the literature review, and (4) to make recommendations on reporting of flood frequency estimation procedures on ungaged watersheds.

Notes: : Recent developments in the numerical solution of the governing partial differential equations for overland and channel flow should make possible physically based models which predict runoff from ungaged streams. However, these models, which represent the watershed by sets of intersecting planes, are complex and require much computer time. Parametric models exist that have the advantage of being relatively simple, and once calibrated are inexpensive to use and require limited data input. In this study, a procedure was developed for calibrating a parametric model against a physically based model, utilizing base areas of one acre and one square mile, with the expectation that base areas can be combined to model real watersheds.Simulation experiments with the physically based model showed that, for the one-acre base area, the dominant parameter (cell storage ratio, K) related to the slope and friction of the planes, whereas for one square-mile areas, the dominant parameters (K plus a lag factor, L) relate to channel properties. These parameters decreased exponentially as rainfall intensity increased.

Notes: : Expansion of the electrical generation system in the Pennsylvania-Jersey-Maryland power pool will impact, and be constrained by, inland water availability. Future interpretations of the Federal Water Pollution Control Act Amendments of 1972 regarding evaporative cooling towers for coastal power plants, offshore siting and energy centers, and the policies and public acceptability of low flow augmentation reservoirs are some of the issues examined in this paper using scenarios generated by the Brookhaven National Laboratory Regional Energy Facility Siting Model (REFS). REFS is a multicommodity, transshipment-location linear programming model used here to allocate power plants among counties in a power pool under a minimization of cost objectives. The solutions are sensitive to the water resources assumptions in the model. For the year 2000, the amount of low flow augmentation allowed in the region's river basins and whether off-shore siting becomes a reality are the two water resources related issues which most affect the scenarios. The results show that decisions regarding specific water problems can have region wide implications for water and nonwater related issues.

Notes: : This article offers a procedure for identifying the primary effects of financing and cost sharing rates on four basic levels: program, technical, incidence, and comprehensive impacts. A process is developed for identifying these effects based upon two alternative approaches. One method would follow the effects of rate changes through the four levels of impact, another would look in depth at the consequences of rate changes on a particular impact. For this study the information and suggested changes found in the Section 80(c) Study were used to illustrate possible impacts. The process suggested herein could be used in anticipating impacts of any major policy change.

Notes: : This article addresses the conflict which exists within the water resources decisionmaking arena over the allocation of water for instream uses. The discussion reviews the literature on public administration regarding decisionmaking, and is based on research performed by the authors which synthesizes a model of decisionmaking. This model can be used as both a description of agency behavior, and as the basis for developing a prescription for strategy formulation.

Notes: : Application of synographic techniques to four separate nonrelated research tasks demonstrated the usefulness of such an approach in interpreting and communicating hydrologic survey data especially when large geographic areas are involved. Nutrient exchange and biotic indicators in coastal estuaries were analyzed to determine residence times in different seasons of the year. Man induced changes in urban runoff patterns were shown to increase the probability of flooding with different recurrences of storm events. Nitrate and indicator bacteria in private wells were analyzed on a county-wide basis to determine the sources and extent of natural occurrence versus contamination origins. Water wells and the surface supply of metropolitan Houston were analyzed for sodium content to assist citizens and physicians with data which are needed for derivation of sodium restricted therapeutic diets.

Notes: : High concentrations of chloride and sodium were found in the bottom layers of a new flood control reservoir at the beginning of winter thaw periods. The reservoir had a number of significant downstream impacts. After short thaw periods, discharge from the bottom of the reservoir tended to cause higher salt concentrations downstream in comparison with upstream sites. During long thaw periods or when large quantities of rain fell, downstream salt concentrations were considerably less than upstream values. Average chloride and sodium content of soil at the bottom of the reservoir more than doubled as a result of impounding runoff waters for one winter.

Notes: : The Water Resources Scientific Information Center (WRSIC) provides comprehensive indexing/abstracting for the water resources literature. To determine in one objective way the coverage of this information service from a user's point of view, an extensive sampling of the journal literature was used to determine extent to which 10 leading water resources journals are indexed and abstracted by the system. Coverage is so high that some users will want to change toward greater use of the system.

Notes: : The “policy environment” is defined herein as the institutional setting in which planning is conducted and policy decisions are made with regard to meeting two of the Nation's high priority goals: water quality protection and energy independence. The simultaneous pursuit of these goals has resulted in numerous conflicts among the energy industry, environmentalists, and government. An analysis of selected energy development-water quality conflicts shows that these conflicts can be described in terms of one or more of the following policy environment characteristics: resource scarcity, sense of urgency, lack of experience, administrative complexity, uncertainty about future policies and regulations, technological complexity, and uncertainty about impacts. These characterics provide a useful framework for formulating potential strategies for the resolution of energy development-water quality conflicts.

Notes: : A flood control reservoir protects valuable developments on the downstream flood plain by storing flood waters and releasing them at a rate that will reduce the downstream damage. The water surface level of the flood pool behind the dam can fluctuate considerably during the occurrence of a large magnitude flood causing severe impacts on shoreline vegetation and water based recreation facilities located in the flood pool. A mathematical simulation model describing shoreline vegetative succession in response to flooding is presented. Plant species are grouped into ecologically similar compartments. Differential equations describing compartment intrinsic growth, intraspecies competition, interspecies competition, and other growth limiting factors are solved numerically. The model is used to evaluate the impacts of various operating policies on plant succession for a new reservoir in Central Iowa.

Notes: : Several factors theoretically affect the cost behavior of water systems. These factors include scale, consumer density, and per capita usage. This analysis examines the several possible influences on the unit costs of water service. The statistical analyses indicate that among the factors of scale, per capita use, and consumer density, only the first two factors are important influences on water system costs. Water consumers appear to benefit from being served by large systems and being located in service areas characterized by relatively high per capita consumption. There is little statistical evidence indicating that more dense areas can be provided water service at lower costs than less dense areas.

Notes: : The continuous availability of ground water to riparian phreatophytic vegetation results in large evapotranspiration (ET) losses in summer. Chemical or physical eradication of this vegetation can have undesirable environmental side effects. Spraying phreatophyte foliage with a nontoxic antitranspirant (AT) may reduce transpiration without eradication. Transpiration rate per unit leaf area was similar for several phreatophyte species, but ET per unit land area of phreatophytes depneds more on stand density than species. The mean ET for saltcedar in June was 8.1 mm/day measured by Bowen ratio, compared with 7.9 mm by lysimeters. ATs and growth-retardants reduced transpiration by over 50 percent in laboratory tests where foliage was thoroughly sprayed. In the field AT sprayed by a back-pack mistblower reduced ET by 20–35 percent initially and 10 percent after a month. No ET reduction occurred when AT was sprayed by helicopter on saltcedar, because excessive droplet size and heavy salt deposits on the foliage resulted in poor spray adherence. Wax-based AT was relatively nontoxic to fish and wildlife. Dissolved oxygen could be reduced for aquatic life, but further AT dilution in streams and ponds would minimize this. Helicopter spraying may affect bird nests and egg hatchability. Although ATs significantly reduce ET, their high cost and spraying difficulties preclude current use on phreatophytes. With improvement they may economically help to conserve water in riparian areas in future years.

Notes: : Water yields from a permanent icefield were increased by 28 percent through surface dusting with carbon black. On July 4, 1972, approximately 15 acres (60,700 m2) of a permanent icefield were treated with 150 lbs. per acre (16.8 g/m2) of commercial carbon black. The icefield was located on the eastern slope of the Colorado Front Range at an elevation of 11,500 feet (3500 m). The carbon black was applied by helicopter using a dry applicator slung below a helicopter. The treatment effect was evaluated by control plot observations of melt and streamflow comparison before and after treatment. The ablation plot studies and runoff comparison with an adjacent watershed both indicated a 28 percent increase in ablation and meltwater runoff, respectively, for the months of July and August. The study indicates icefields could be used as cold-storage reservoirs for use in periods of critical water shortages.

Notes: : A number of criteria can be used in the selection of an area for the irrigation disposal of secondary treated waste water. The inherent capacity of the surface soil to retain, or at least detain, the various nutrient ions passing through the profile in the percolating waters becomes the prime consideration in regions with shallow water tables or in Karst areas such as the Missouri Ozarks where the risk of ground water supply contamination is high. A comprehensive study of the nutrient renovation potential of several soils was undertaken at a proposed effluent irrigation site along the Ozark National Scenic Riverways in south central Missouri. The surface soil hydrology was evaluated employing selected soil water parameters. Exchange equilibria studies determined the retention capacity for Ca and Mg while the concentrations of other selected ions were analyzed in the soil water to measure their retention time and net removal. The movement of a bromine tracer was monitored as an index of the renovation capacity of these soils for the more mobile anions such as nitrate. Neutron activation analysis proved to be a useful tool in the water quality analyses. All surface soil profiles demonstrated some degree of nutrient renovation for the various nutrients studied.

Notes: : Chlorine-temperature interaction studies with various exposure times were conducted on 25–day old larval white perch, Morone Americana, using total residual chlorine (TRC) concentrations of 0.0, 0.15, and 0.30 mg/1 TRC in combination with ΔTs of 2, 6, and 10 C above a base temperature of 18 C. Larval fish were exposed to the chlorine-temperature test conditions for exposure periods of 0.08, 2.0 and 4.0 hours. After each respective exposure period, chlorine concentrations were decayed naturally over a 1.0 to 1.5 hour period to 〈 0.01 mg/1 TRC; temperatures were decayed over a 4 hour period to 2.0 C above the base temperature. These test conditions were used to simulate chlorine and temperature conditions encountered in power plant discharge canals and near field receiving streams.The interactions of chlorine, ΔT and exposure duration as factors which caused death up to 36 hours after the exposure periods were established by regression model techniques. An initial interaction model showed that ΔT was not a factor which contributed to death. A predictive model for chlorine and exposure duration was constructed which showed that potential impact to larval white perch from chlorine at power facilities with once through cooling systems can be minimized by 1) using short duration exposures (〈 1 hour) to chlorine in plants that chlorinate intermittently or 2) by rapid mixing in the receiving stream in plants that chlorinate on a low level (〈 0.05 mg/1) continuous basis. Similar considerations should be given to cooling tower blowdown which contain chlorinated water.

Notes: : Local governmental agencies responsible for decisions in ground water quality management need not only data on ground water quality but they also must understand the relationship of accuracies and risks associated with this data as related to the number of wells to sample. In this report we address this problem by using the philosophical doctrines of probabilism and relativism with simple statistical procedures. This requires a reasonable estimate of the population variance in a quality parameter for a given management-unit area, and requires that the decisionmaker formulate constraints with an acceptable standard error of the sample mean and be willing to accept some level of probability of being Wrong. This technique is illustrated using a 21-year data base of well water chemical data in a 653 km2 ground water quality study area in the San Joaquin Valley of California.

Notes: : The suggested methodology matches flooding risks to development classes. The matching process is accomplished on a mapping grid basis. Flooding risks include stage and velocity measures. Development classes are based on size and building material parameters for residential, commercial, industrial, and public structures. A computer program counts structures requiring predetermined nonstructural measures given the flooding variables, development classes, and desired effectiveness levels in question. A case study is presented to demonstrate data collection techniques, output, and the use of output in developing nonstructural mixes.

Notes: : Electric generation facility water requirement will increase substantially in the future in the Western United States because new power plants are to be constructed at inland sites rather than on the coast. At the inland locations, power plants will have to compete with agriculture and public users for fresh water supplies, and will be constrained by environmental legislation to dispose of cooling waste water in lined evaporation ponds. The various options for power plant cooling are analyzed in respect to cost, water consumption, and environmental hazard, and also in respect to their compatibility with existing state and federal regulations. Several proposals for balancing the water requirements of various users in water-scarce areas are reviewed and criticized.
