    Description: El cultivo de moluscos es una práctica ancestral; los antiguos romanos ya cultivaban ostras desde la edad media y posteriores civilizaciones han dado continuidad a dichas prácticas acuícolas, de manera tal, que en la actualidad existe un importante desarrollo tecnológico en el tema. Los ostiones son organismos bentónicos filtro- alimentadores y algunas especies tienen como hábitat los estuarios y deltas de ríos, con aguas someras y salobres. La mezcla de agua dulce y salada hace particularmente apropiados los ecosistemas de manglar para el crecimiento y reproducción de varias especies de moluscos de importancia comercial (Figura 1). Este es el caso del ostión de mangle Crassostrea rhizophorae, que ha recibido ese nombre justamente porque vive por lo general adherido en las raíces del mangle rojo Rhizophora mangle, la especie que penetra mas aguas adentro, soportando las condiciones marinas.

    Description: La estimación de escenarios al mediano (10-15 años) y largo plazo (50 años), para las actividades económicas a desarrollar en la zona costera norte de la provincia Camagüey, Cuba, es imprescindible para recomendar acciones y medidas que se encaminen al logro del desarrollo sostenible, al uso y manejo de recursos con adecuados niveles de conservación. El primer objetivo es estimar posibles escenarios futuros al mediano y largo plazo para las actividades económicas que se desarrollan en la zona costera norte de la provincia Camagüey, Cuba. El segundo objetivo es proponer un escenario apuesta o alternativo para el uso sostenible de los recursos de la zona, a partir de propuestas de expertos. Para la confección de los escenarios se realizaron varias consultas a especialistas en diferentes materias y para las actividades económicas analizadas: agricultura, pesca, industria y turismo. Con los criterios se elaboraron dos propuestas por cada escenario (mediano y largo plazo) y luego se confeccionaron y validaron los probables en un taller. También se confeccionó un escenario apuesta o alterno. La introducción de variables correspondientes a la economía ambiental provoca matices muy diferentes que rompen con las tendencias tradicionalistas de los estudios sobre desarrollo económico. La internalización de costos ambientales, el estricto cumplimiento de la legislación ambiental vigente, la introducción de cobros y pagos por servicios ecosistémicos o ambientales, el cuidado de la naturaleza, viéndolo como el capital (natural) y recurso fundamental de desarrollo; son variables que son tomadas en cuenta para la construcción de este escenario alterno.
    Description: The estimation of scenarios at medium (10-15 years) and long term (50 years) to develop economic activities in the north coastal zone of Camagüey Province, Cuba, is essential to recommend actions and measures aiming at the achievement of sustainable development, the use and management of resources with appropriate levels of conservation. The first objective of this paper was to estimate possible future scenarios at medium and long term for economic activities taking place in the north coastal zone of Camagüey Province, Cuba. The second objective was to propose an alternative scenario for the sustainable use of resources in the area, from proposals made by experts. For the preparation of scenarios several consultations were conducted, involving specialists in different fields and for each economic activity analyzed: agriculture, fisheries, industries and tourism. With the criteria provided by those specialists, two proposals for each scenario (medium and long term) were developed; later on, likely scenarios were prepared and validated in a workshop. A bid or alternative scenario was also prepared. The introduction of variables for environmental economics causes different nuances that disrupt traditional trends of economic development. Internalization of environmental costs, strict compliance with current environmental legislation, introduction of fees and payments for ecosystem or environmental services, the care of nature, seeing it as the natural capital and a basic resource for development, are variables taken into consideration for the construction of this alternative scenario.

    Description: Pour accomplir sa mission, le Ministère chargé de la pêche a mis en place une politique bâtie autour de la gestion durable et rationnelle des ressources halieutiques. Dans le cadre de cette politique, il a été mis en place des instruments sectoriel de gestion (permis de pêche, immatriculation des pirogues, etc.) et une réglementation à travers le code la pêche. Malgré la volonté affichée et les moyens déployés par l’administration des pêches, ces instruments de gestion sont difficiles à mettre en oeuvre et la règlementation en vigueur est très souvent contournée par les pêcheurs artisanaux dont les aspirations et les logiques sont aux antipodes des préoccupations biologiques à long terme. Dans le cadre de ce travail, nous avons choisi d’étudier les stratégies des pêcheurs crevettiers du Delta du Saloum face à l’introduction de nouveaux instruments de gestion durable des pêches. Ce choix se justifie par les logiques productivistes qui ont toujours animé cette catégorie de pêcheurs en vertu de la grande valeur commerciale de la crevette qui joue un rôle socio–économique très important, particulièrement dans le Delta du Saloum. Des données collectées auprès de 38 acteurs dans deux sous – zones ont permis de tester les hypothèses d'engagement des pêcheurs face à l’introduction de nouveaux modèles de gestion de la ressource crevettière. Le modèle théorique est construit autour du concept central de stratégie dont M. CROZIER est le principal théoricien. Ainsi, la dimension de régulation et celle relationnelle nous ont servi comme cadres d’analyses pour repérer les jeux des acteurs. Pour une gestion saine et une exploitation durable des ressources crevettières dans le Delta du Saloum, nous suggérons entre autres de considérer les communautés de pêcheurs comme partenaires dans l’élaboration des politiques de développement durable des pêches. Ces communautés sont au coeur du système d’exploitation des ressources halieutiques et leurs logiques comptent.
    Description: To accomplish its mission, the Ministry of Fisheries has implemented a policy built around the sustainable and rational management of fisheries resources. Under this policy, it has been established sectoral management tools (fishing licenses, registration of canoes, etc.) And regulation through the Fisheries Code. Despite the willingness and the means employed by the fisheries administration, management of these instruments are difficult to implement and the current regulation is often circumvented by the artisanal fishermen whose aspirations and logic are at odds with biological concerns long term. As part of this work, we chose to study the strategies of shrimp fishermen Saloum Delta to the introduction of new instruments for sustainable fisheries. This choice is justified by the productivist logic that have driven this category fishing under the commercially valuable shrimp, which plays an important socio-economic role, particularly in the Saloum Delta. Data collected from 38 players in two sub - zones have tested the hypothesis of involvement of fishermen to the introduction of new models of resource management shrimp. The theoretical model is built around the central concept of strategy that Mr. Crozier is the leading theoretician. Thus, the dimension of regulation and the relationship we have served as frameworks for analysis to identify sets of players. For a sound and sustainable exploitation of shrimp resources in the Saloum Delta, we suggest to consider among other fishing communities as partners in policy making for sustainable development of fisheries. These communities are the heart of the operating system of fishery resources and logic count.

    Description: Cette thèse est axée sur une analyse de la durabilité des pêcheries côtières qui aboutit sur la proposition d’un système d’indicateurs comme outil de gestion intégrée des ressources halieutiques sénégalaises. L’objectif est d’encourager une meilleure gouvernance de ces systèmes halieutiques et côtiers dont l’exploitation est caractérisée par la complexité, la multiplicité et l’interactivité de plusieurs facteurs écologiques, économiques et sociaux. La stratégie adoptée est fondée sur l’approche systémique à travers une vision multidimensionnelle et multi-acteurs s’appuyant sur le modèle PER (pression-état-réponse). Le diagnostic reflète une détérioration générale de l’état des écosystèmes côtiers nécessitant des mesures d’ajustement de la pression de pêche. Cependant, beaucoup de lacunes restent à combler pour une meilleure compréhension et un suivi plus rigoureux des mutations qui affectent la durabilité des pêcheries et la vulnérabilité globale des écosystèmes côtiers.

    Description: China leads the world in afforestation, and is one of the few countries whose forested area is increasing. However, this massive ‘‘greening’’ effort has been less effective than expected; afforestation has sometimes produced unintended environmental, ecological, and socioeconomic consequences, and has failed to achieve the desired ecological benefits. Where afforestation has succeeded, the approach was tailored to local environmental conditions. Using the right plant species or species composition for the site and considering alternatives such as grassland restoration have been important success factors. To expand this success, government policy should shift from a forest-based approach to a results-based approach. In addition, long-term monitoring must be implemented to provide the data needed to develop a cost-effective, scientifically informed restoration policy.
