    Description: This open access volume analyses the development of democracy at different levels of governance (from local to global). The Basque search for an institutional and democratic model that adapts to its social needs and solves its problems offers an interesting perspective for analyzing the way in which democracy is seeking new forms of materialization from the local to the global. The volume is divided into four parts. The chapters in Part I analyze the tensions between the neoliberal vision of democracy and the voices contesting it, with projections at different levels of government. The chapters in Part II focus on the emerging framework and scales of Western democracy. The chapters in Part III present new forms of citizen participation, paying special - though not exclusive - attention to new practical strategies for Basque society. The volume concludes with a block of chapters on the relevance of reviewing the methodological and epistemological frameworks from which knowledge about democracy and mechanisms of citizen participation is generated (Part IV).     Description: This book introduces readers to the age of intra-African migration, a period from the mid-19th century onward in which the center of gravity of African migration moved decisively inward. Most books tend to zoom in on Africa’s external migration during the earlier intercontinental slave trades and the more recent outmigration to the Global North, but this book argues that migration within the continent has been far more central to the lives of Africans over the course of the last two centuries. The book demonstrates that only by taking a broad historical and continent-wide perspective can we understand the distinctions between the more immediate drivers of migration and deeper patterns of change over time. During the 19th century Africa’s external slave trades gradually declined, whilst Africa’s expanding commodity export sectors drew in domestic labor. This led to an era of heightened mobility within the region, marked by rapidly rising and vanishing migratory flows, increasingly diversified landscapes of migration systems, and profound long-term shifts in the wider patterns of migration. This era of inward-focused mobility reduced with a resurgence of outmigration after 1960, when Africans became more deliberate in search of extra-continental destinations, with new diaspora communities emerging specifically in the Global North. Broad ranging in its temporal, spatial, and thematic coverage, this book provides students and researchers with the perfect introduction to age of intra-African migration.

    Description: After the multidimensional financial crisis of 2008, the member states of the Eurozone imposed a set of economic policies to save their economies. Socially unpopular cuts contributed to the occurrence of violent movements that both opposed austerity policies and created animosity towards the politicians who implemented them. Combining qualitative and quantitative comparative analyses from anti-austerity movements in 14 Eurozone states from 2007 to 2015, Joanna Rak develops an original typology of patterns of a culture of political violence to explain why some anti-austerity movements turned to violence and others did not, despite having shared goals and political values. She uncovers the very nature of the differences and similarities between cultures of political violence, identifies their sources, and determines their differing results. Simultaneously, she opens a discussion on the exploratory and explanatory utility of the category of a culture of political violence in the Social Sciences.     Description: This chapter focuses on the status quo of transport for people in relation to integrated planning attempts in the city of Dar es Salaam. With the population increase and urban expansion, the need for transport infrastructure and mobility within Dar es Salaam is continuously growing. To manage transport development under these conditions of rapid urban growth, the Dar es Salaam Master Plan of 1979 was the last official master plan authorised by the Ministry of Lands, Housing and Human Settlements Development and has not been replaced Daladalas, small buses and the even smaller microbuses called vipanya are by far the most common way to travel in Dar es Salaam. The World Bank notes that Dar es Salaam’s four primary roads and arterial roads are dominated by public transit and walking. However, walking has not yet been sufficiently considered in transport policies in Dar es Salaam, which – unlike Nairobi – does not have a Non-Motorised Transport Policy to date.

    Description: Since its adoption in 2015, the 2030 Agenda on Sustainable Development has shaped not only international development cooperation but also the design of national trajectories for social and economic development. In tandem with other global agendas adopted that year (such as the Paris Agreement on Climate Change and UN Habitat’s New Urban Agenda) it remains the global and regional blueprint for sustainable development despite the COVID-19 pandemic. The term ""localizing the Sustainable Development Goals (SDGs)"" has been used to capture the importance of subnational governments for achieving national SDG agendas. However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. The text will be of interest to policymakers, scholars, students and practitioners in public policy and public administration, decentralization, and sustainable development, with a focus on the Asia and Pacific region.

    Chapter 8 The Role of Constitutional Judges in Protecting Territorial Self- Government (2022)

    Description: This chapter seeks to explore to what degree judges have used their key role regarding the distribution of powers in order to protect the territorial self-government of subnational entities in federal systems, especially if they are characterized by the presence of national minorities. This question gains particular salience from the insight that the role of courts is often ambivalent, as they may in fact contribute to both “making” federalism and “unmaking” it. The chapter starts with a clarification of key concepts and a justification of the selection of federal systems that it draws evidence from. This selection is based on two criteria: first, the existence of a constitutional court entrusted with the ultimate interpretation of the country’s constitution and, secondly, the employment of federalism as a tool to ensure the territorial self-government of one or more national minorities. The chapter then goes on to analyze from a comparative perspective to what degree judges have protected territorial self-government in four countries, namely Canada, India, Belgium and Spain. It does so with a focus on the distribution of powers and thereby covers jurisprudence on three of the most important dimensions of how responsibilities are allocated. These dimensions are exclusive subnational powers, concurrent powers and the suspension of subnational powers under provisions of emergency rule, all of which are litmus tests for the judicial protection of self-government. On this basis, the chapter’s comparative conclusions point out that judges in each of the four countries have strongly protected territorial self-government in some of the three analyzed dimensions of the distribution of powers and less so in others, thus confirming the importance of a differentiated and in-depth approach. They also discuss whether a change from the traditional role of judges as federal arbiters enforcing the constitution to a new role as active facilitators of conflict management can be useful for guaranteeing that interests of subnational entities are respected.

In recent years, opposition to the processes of globalisation and the programme of closer European integration, understood as a threat to the sovereignty of individual member states, has led to an intensification of Eurosceptic sentiments on the Old Continent. The results of the European parliamentary elections in 2014 and 2019, the Brexit referendum and electoral results in different European countries are all testament to the considerable growth of radical populist-nationalist and conservative-sovereignist movements and parties. The common idea that binds these groups, both in Western Europe and in Central and Eastern Europe, is a hostile attitude towards the idea of (an ever-more integrated) united Europe. These parties reject not only the project of building a European federation, but also the current model of the European Union and the values underlying its attitudes. They are united by their criticism of EU policies, in particular those concerning security, emigration, multiculturalism, gender equality and the rights of minorities, as well as economic liberalism and the common currency. However, this criticism manifests itself with varying degrees of intensity, and not all parties fit the classic definition of Euroscepticism but instead represent its mild form, Eurorealism. The authors bring together reflections on the organic and complex critique of the European Union, its policies and cultural and ideological character. The book provides a comparative analysis of this criticism at the transnational level. This book will be of interest to researchers of European politics, the radical right and Euroscepticism.

    Description: This open access book presents an actor-centered study on Europeanization, based on the assumption that EU-driven reforms are highly dependent on the behavior and interests of the key domestic actors. Whether or not a state pursues a European and democratic agenda depends on domestic lawmakers. Further, political elites are pre-eminent in deciding on the nature, form and content of any law, and on the extent to which the rule of law is actually enforced. Elites can overcome structural or institutional barriers that stand in the way of achieving their goals. The empirical study on Romania presented here lends this observation a more profound meaning: it shows how, in contexts where high level corruption is the norm rather than the exception, self-serving political elites cannot be expected to genuinely commit to adopting sound anti-corruption reform. The book is an inquiry into the motivations that drive legislators to make particular decisions, but also into the structural characteristics and dynamics of the elite that invite a selfish rather than responsible and responsive behaviour. In an empirical example of state employment of Private Military and Security Contractors, drawing on interpretivist and narrative-based understandings of FPA, I illustrate what this means in practice.

    Description: There are growing connections between the IR constructivist focus on norms and norm contestation and Foreign Policy Analysis (FPA). FPA has long had a focus on agency within the state, particularly individual and group-based decision-making. Early constructivist work, by contrast, tended to prioritize agency outside of the state – focusing on norm entrepreneurs and transnational advocacy– and then the state itself in the norm institutionalization process. This led to critiques from FPA scholars that it dismissed human agency. Norms research, however, has evolved. It has moved away from an ontologisation of norms – which focused on structural effects rather than on their socially constructed quality – to examine the importance of norm contestations, practices whereby a diversity of societal agents working across the international/domestic divide seek to contest norm meaning. This leads to a focus on how norms are implemented at the domestic level and creates a closer engagement between constructivism and FPA.

    Description: Transnational networks of sub-national authorities are an established and growing phenomenon in Europe, where they perform a number of (soft) governance functions for their membership, often in direct connection with European Union institions. This chapter examines networks from the angle of institutional differentiation – an inherent trait of these organisations – in order to expand the analysis of this phenomenon beyond its state-centric confines. The chapter also adds to the study of (differentiated) integration more traditionally defined, both by analogy and insofar as networks are part and parcel of the EU’s system of multi-level governance. Building on original empirical data, we identify three dimensions of differentiation generated by networks – “insider-outsider”, “compound”, and “multi-level” differentiation – and discuss their implications for the efficiency, effectiveness and legitimacy of networks’ actions. Based on our analysis, we also sketch some avenues for future research connecting the national and sub-national dimensions of differentiation in Europe.

    Description: In the context of recent advances in Artificial Intelligence (AI) and launch of AI policy documents and ethics guidelines around the world, since 2017, the European Union (EU) is developing its approach to AI. This chapter examines the key EU AI policy documents and the way the EU is positioning its AI policy vis-à-vis other global players. It draws on ‘Europe as a power’ debate and in particular on the concepts of Normative Power Europe and Market Power Europe to examine if in its approach to AI the EU prioritizes its norms or rather its market power. In the EU policy documents the elements of both normative and market power are closely intertwined. The EU attempts to project itself globally as a Normative Power Europe promoting its value-based and human-centric approach based and ethics guidelines for Trustworthy AI. These are closely connected with the EU’s ambitions to be a Market Power with appropriate regulation and investments which could also support implementation of its values and norms.

    Description: India’s Princely States covered nearly 40 per cent of the Indian subcontinent at the time of Indian independence, and they collapsed after the departure of the British. This book provides a chronological analysis of the Princely State in colonial times and its post-colonial legacies. Focusing on one of the largest and most important of these states, the Princely State of Mysore, it offers a novel interpretation and thorough investigation of the relationship of king and subject in South Asia. The book argues that the denial of political and economic power to the king, especially after 1831 when direct British control was imposed over the state administration in Mysore, was paralleled by a counter-balancing multiplication of kingly ritual, rites, and social duties. The book looks at how, at the very time when kingly authority was lacking income and powers of patronage, its local sources of power and social roots were being reinforced and rebuilt in a variety of ways. Using a combination of historical and anthropological methodologies, and based upon substantial archival and field research, the book argues that the idea of kingship lived on in South India and continues to play a vital and important role in contemporary South Indian social and political life.

Obwohl Wertorientierungen und gesellschaftliche Wertorientierungen im Speziellen zu den zentralsten Konzepten empirischer Sozialforschung gehören, wurde ihre Wirkungsweise im Wahlverhalten bisweilen stiefmütterlich behandelt. Die vorliegende Studie entwickelt einen Vorschlag zur konzeptionellen Erfassung gesellschaftlicher Wertorientierungen und deren Einfluss auf das Wahlverhalten der bundesdeutschen Bevölkerung, welcher anschließend mit Daten der German Longitudinal Election Study (GLES) für die Bundestagswahlen 2009, 2013 und 2017 überprüft wird. Dabei lassen sich strukturelle Veränderungen gesellschaftlicher Wertorientierungen in den Wählerschaften deutscher Parteien nachweisen.

Using a case study of the Zama Zama, loosely translated from the isiZulu as ‘to hustle, or to strive’ and colloquially used to refer to those working as informal artisanal miners on Johannesburg’s numerous disused and abandoned gold mines, the book documents an ethnography of this community’s everyday lives, struggles, and hopes. It provides an intimate account of a community, its social relations, and its political relationship to the state. The narratives of the Zama Zama are used to raise broader questions about precarity, belonging, and governance in post-apartheid South Africa, and suggest that pervasive informality could risk the country's democratic order.

    Description: This Open Access book explains ASEAN’s strategic role in managing great power politics in East Asia. Constructing a theory of institutional strategy, this book argues that the regional security institutions in Southeast Asia, ASEAN and ASEAN-led institutions have devised their own institutional strategies vis-à-vis the South China Sea and navigated the great-power politics since the 1990s. ASEAN proliferated new security institutions in the 1990s and 2000s that assumed a different functionality, a different geopolitical scope, and thus a different institutional strategy. In so doing, ASEAN formed a “strategic institutional web” that nurtured a quasi-division of labor among the institutions to maintain relative stability in the South China Sea. Unlike the conventional analysis on ASEAN, this study disaggregates “ASEAN” as a collective regional actor into specific individual institutions—ASEAN Foreign Ministers’ Meeting, ASEAN Summit, ASEAN-China dialogues, ASEAN Regional Forum, East Asia Summit, and ASEAN Defense Ministers Meeting and ASEAN Defense Ministers Meeting-Plus—and explains how each of these institutions has devised and/or shifted its institutional strategy to curb great powers’ ambition in dominating the South China Sea while navigating great power competition. The book sheds light on the strategic potential and limitations of ASEAN and ASEAN-led security institutions, offers implications for the future role of ASEAN in the Indo-Pacific region, and provides an alternative understanding of the strategic utilities of regional security institutions.

Basierend auf einer Studie mit 5000 Befragten aus vier europäischen Ländern zeigen die Autoren, dass sich Verteidiger und Entdecker im Hinblick auf ihre Zugehörigkeitskonzepte und das Ausmaß wahrgenommener Bedrohung durch Muslime und Geflüchtete unterscheiden. Differenzen zwischen beiden Gruppen lassen sich auch für die jeweils wahrgenommene gesellschaftliche Marginalisierung und politische Repräsentation finden. Die Studie weist zudem nach, dass mit verschiedenen Positionen im Identitätskonflikt auch unterschiedliche Konzepte von Demokratie verbunden werden.

    Description: This open access book provides insights into the everyday lives of long-term prisoners in Switzerland who are labelled as ‘dangerous’ and are preventatively held in indefinite, probably lifelong, incarceration. It explores prisoners’ manifold ways of inhabiting the prison which can be used to challenge well established notions about the experience of imprisonment, such as ‘adaptation’, ‘coping’, and ‘resistance’. Drawing on ethnographic data generated in two high-security prisons housing male offenders, this book explores how the various spaces of the prison affect prisoners’ sense of self and experience of time, and how, in particular, the indeterminate nature of their imprisonment affects their perceptions of place and space. It sheds light on prisoners’ subjective, emplaced and embodied perceptions of the prisons' various everyday time-spaces in the cell, at work, and during leisure time, and the forms of agency they express. It provides insight into prisoners’ everyday habits, practices, routines, and rhythms as well as the profoundly existential issues that are engendered, (re)arranged, and anchored in these everyday contexts. It also offers insights into the penal policies, norms, and practices developed and followed by prison authorities and staff.

Although the two topics complement each other, differentiated integration and studies of EU climate policy have rarely been studied in conjunction. To address this gap, we develop a three-fold conceptualization that makes it possible to explore differentiation during the course of a policy cycle: policy output differentiation, policy outcome differentiation and policy impact differentiation. Our examination of two key elements of EU climate policy legislation—emissions trading and renewables policy—shows that differentiated integration is an uneven and multi-directional process that varies over time. We argue that differentiation is an important enabler for concerted action in EU climate policy and that differentiation at the policy output and outcome stages may facilitate greater harmonization at the impact stage. Differentiation at the impact and outcome level of the three (idealtype) policy stages does not automatically reflect differentiation at the output policy stage; it is rather that output differentiation may facilitate both high and low levels of differentiation at these later stages.

    Description: Political scientists have always accorded interest organizations a prominent place in European Union (EU) policy-making because they connect the EU institutions to citizens, provide important information to EU policy-makers, and control resources that impact on the problem-solving capacity of EU policies. In other words, they are vital to both the input legitimacy and the output legitimacy of the EU. So far, research on interest organizations in EU policy-making has concentrated on EU-level interest organizations and EU-level politics. This edited book draws attention to the role national interest organizations play in the EU multilevel system. All contributions present state-of-the-art research on that subject in the form of theory-driven empirical analyses. The ten chapters indicate that national interest organizations have adapted to the EU’s multilevel polity in terms of their strategies; their relations with parliaments, governments, and the EU institutions; as well as their collaboration with EU umbrella organizations. Especially, they offer new insights into the alignments among national interest organizations and decision-makers, the Europeanisation of these organizations in established EU member states and candidate countries, and the existence of bias in national and EU interest group populations. The chapters in this book were originally published in a special issue of West European Politics.

    Description: This book examines the ‘European refugee crisis’, offering an in-depth comparative analysis of how public attitudes towards refugees and humanitarian dispositions are shaped by political news coverage. An international team of authors address the role of the media in contesting solidarity towards refugees from a variety of disciplinary perspectives. Focusing on the public sphere, the book follows the assumption that solidarity is a social value, political concept and legal principle that is discursively constructed in public contentions. The analysis refers systematically and comparatively to eight European countries, namely, Denmark, France, Germany, Greece, Italy, Poland, Switzerland and the United Kingdom. Treatment of data is also original in the way it deals with variations of public spheres by combining a news media claims-making analysis with a social media reception analysis. In particular, the book highlights the prominent role of the mass media in shaping national and transnational solidarity, while exploring the readiness of the mass media to extend thick conceptions of solidarity to non-members. It proposes a research design for the comparative analysis of online news reception and considers the innovative potential of this method in relation to established public opinion research. The book is of particular interest for scholars who are interested in the fields of European solidarity, migration and refugees, contentious politics, while providing an approach that talks to scholars of journalism and political communication studies, as well as digital journalism and online news reception.

    Description: This open access book assembles landmark studies on divorce and separation in European countries, and how this affects the life of parents and children. It focuses on four major areas of post-separation lives, namely (1) economic conditions, (2) parent-child relationships, (3) parent and child well-being, and (4) health. Through studies from several European countries, the book showcases how legal regulations and social policies influence parental and child well-being after divorce and separation. It also illustrates how social policies are interwoven with the normative fabric of a country. For example, it is shown that father-child contact after separation is more intense in those countries which have adopted policies that encourage shared parenting. Correspondingly, countries that have adopted these regulations are at the forefront of more egalitarian gender role attitudes. Apart from a strong emphasis on the legal and social policy context, the studies in this volume adopt a longitudinal perspective and situate post-separation behaviour and well-being in the life course. The longitudinal perspective opens up new avenues for research to understand how behaviour and conditions prior or at divorce and separation affect later behaviour and well-being. As such this book is of special appeal to scholars of family research as well as to anyone interested in the role of divorce and separation in Europe in the 21st century.

    Description: This open access book outlines development theory and practice over time as well as critically interrogates the “cultural turn” in development policy in Latin American indigenous communities, specifically, in Guatemala, Honduras, Ecuador, and Bolivia. It becomes apparent that culturally sustainable development is both a new and old idea, which is simultaneously traditional and modern, and that it is a necessary iteration in thinking on development. This new strain of thought could inform not only the work of development practitioners, graduate students, and theorists working in the Global South, but in the Global North as well.

In fragile health systems so challenged, on a day-today basis, by the overwhelming burden of both infectious and non-communicable disease, it is easy to overlook the impacts of AMR. The Maternal Sepsis Intervention, focusing on a primary cause of maternal death in Uganda, demonstrates the systemic nature of AMR and the gains that can be made through improved Infection Prevention Control and direct engagement of laboratory testing in antibiotic prescribing.

    Description: This open access book explores common critiques in the literature of hybrid peacebuilding, especially the lack of connection between hybridity in theory and practice. Through using a complexity-informed framework, the foundation for introducing the mid-space actor typology is established. Mid-space actors as insider-partial mediators are perceived to be vital agents for peace processes in conflict-affected areas and thus can be important power brokers and focal points for outside actors. In this book, two insider views are examined through analysing mid-space actors in the peacebuilding process in Cambodia and in Mindanao, the Philippines. First, it explores the process of identity-building of Cambodian monks and how such a process enables or hinders the monks to bridge existing cleavages. Then, in the case study of Mindanao, the roles of civil society actors are considered. The next step is to introduce the outsider’s perspective on hybrid peacebuilding and how Asian peacebuilding actors such as China and Japan are engaging with mid-space actors who provide key bridges in peacebuilding.
