    Description: This open access book provides insight on how the tactical urbanism has the capacity to influence change in mobility practices such as cycling. COVID-19 crisis prompted the public authorities to rethink the use of public space in order to develop means of transport that are both efficient and adapted to the health context and their effects on cycling practices in Europe, North, and South America. Its contributors collectively reveal and evidence through policies analysis, mapping, and innovative qualitative analysis bridging video and interviews, how those new infrastructures and policies can be a trigger for change in a context of mobility transition. This book provides an important element on the way local authorities can act in a quicker and more agile way. While some decisions are specific to the context of the beginning of the pandemic, the analysis offers lessons on the way to implement the transition toward a low-carbon mobility, on the importance of processes based on trials and errors, on the political stakes of reallocating road space.

Literary and cultural critic Kirk Combe calls this new form of satire the Rant. The Rant is grim, highly imaginative, and complex in its blending of genres. It mixes facets of satire, science fiction, and monster tale to produce widely consumed spectacles—major studio movies, popular television/streaming series, bestselling novels—designed to disturb and to provoke. The Rant targets what Combe calls the Regime. Simply put, the Regime is the sum of the dangerous social, economic, and political orthodoxies spurred on by neoliberal and neoconservative polity. Such practices include free-market capitalism, corporatism, militarism, religiosity, imperialism, racism, patriarchy, and so on. In the Rant, then, we have a unique and wholly contemporary genre of political expression and protest: speculative satire.

    Description: The book examines sustainable food procurement policy and practice in the European Union and beyond, exploring the extent to which sustainability objectives have been achieved and evaluating the new developments taking place at both EU and national levels. While there is a growing recognition that public authorities can use public procurement as a policy tool to pursue multiple environmental, health and socio-economic objectives, contracting authorities still face many challenges. This volume investigates the scope for pursuing sustainable objectives in public procurement of food and catering services, examining different regulatory contexts and organisational models to answer the overall question of how to integrate sustainability concerns into the various phases of public food procurement processes. Contributions in the book examine the policy and legal procurement framework and practices for sustainable public catering in three EU Member States: Italy, France and Spain.     Description: This book explores the role of nongovernmental mediators in promoting “inclusive peace” to negotiating parties in Myanmar’s Nationwide Ceasefire Agreement (NCA) negotiations from 2011-2015. The influx of NGO mediators directly engaging with the negotiating parties and promoting the inclusivity norm coupled with the salience of discourse around “all-inclusiveness” at the end of the NCA process forms a puzzle around the agency that NGO mediators wield in influencing political outcomes, despite their lack of political and material leverage. The author argues that NGO mediators can effectively promote norms, using mediation processes as a site of norm diffusion. Bespoke international conflict resolution NGOs have become key mediation actors, within the last three decades through creating the niche world of “private diplomacy” and acting as "norm entrepreneurs" at the same time. As informal third parties, these NGO mediators directly engage with politically sensitive actors or convene unofficial peace talks. As NGOs, they are part of an epistemic community of mediation practice, professionalizing the field and producing knowledge on what peace mediation is and what it ought to be. This dual identity as both NGOs and mediators nicely sets them up with a unique agency to promote and diffuse norms. These norms often reflect the liberal peacebuilding paradigm promoted from the Global North, such as inclusion, gender equality and transitional justice, with the view that these norms are not ends in themselves but as necessary ingredients for effective mediation. The book further questions whether NGOs should promote norms in the first place. The outcome of the NCA process presents a critical and cautionary tale of promoting a presumed universal norm into a given locale and expecting a certain outcome without understanding how an external norm interacts with existing normative frameworks. The book illustrates that while NGO mediators do possess the “normative agency” to effectively promote norms to negotiating parties, my empirical research analyses how their promotion of the “inclusivity” norm to the negotiating parties in Myanmar’s NCA paradoxically resulted in exclusionary outcomes: only half of the armed groups in the ethnic armed groups’ negotiating bloc signed, and civil society was effectively crowded out from meaningful participation despite lofty rhetoric.     Description: Since 1980, when neoliberal and neoconservative forces began their hostile takeover of western culture, a new type of political satire has emerged that works to unmask and deter those toxic doctrines. Literary and cultural critic Kirk Combe calls this new form of satire the Rant. The Rant is grim, highly imaginative, and complex in its blending of genres. It mixes facets of satire, science fiction, and monster tale to produce widely consumed spectacles—major studio movies, popular television/streaming series, bestselling novels—designed to disturb and to provoke. The Rant targets what Combe calls the Regime. Simply put, the Regime is the sum of the dangerous social, economic, and political orthodoxies spurred on by neoliberal and neoconservative polity. Such practices include free-market capitalism, corporatism, militarism, religiosity, imperialism, racism, patriarchy, and so on. In the Rant, then, we have a unique and wholly contemporary genre of political expression and protest: speculative satire.

    Description: Living with Energy Poverty: Perspectives from the Global North and South expands our collective understanding of energy poverty and deepens our recognition of the phenomenon by engaging with the lived experiences of energy-poor households across different contexts. Understanding the lived experience of energy poverty is an essential component in the design of any effort to alleviate what is fundamentally a deep-rooted, multi-faceted, wickedly complex problem.     Description: This book provides an overall picture of East Asian international politics during the early interwar period and examines the various foreign policy trends of the major powers involved, including Japan, China, Britain, the United States, and the Soviet Union. Based on extensive original research, it posits that East Asia experienced four waves of international change during the interwar period: the transition to the post-World War I international order; the appearance of Nationalist China and the Soviet Union as actors in East Asian international politics; the Japanese invasion of Manchuria; and Japanese implementation of the North China Buffer State Strategy. It considers the new challenges brought about by each of these waves, how the powers – particularly Japan, Britain, and the United States – were able to meet these challenges by working together, and how this became more difficult as time went on. It argues that the Washington System – the international order established at the 1921–1922 Washington Naval Conference – was not a break with the past, as is frequently argued, on account of new forms of foreign policy, including the ideological approaches of the United States and the Soviet Union, but that rather spheres of influence diplomacy continued as before. In addition, in discussing Japanese foreign policy, the book provides a comprehensive picture of the diversity of views towards China among Japanese actors and the ways these shifted over time.     Description: This open access book evaluates research quality, quality of teaching and the relationship between the two through sound statistical methods, and in a comparative perspective with other European countries. In so doing, it covers an increasingly important topic for universities that affects university funding. It discusses whether university evaluation should be limited to a single factor or consider multiple dimensions of research, since academic careers, teaching and awarding degrees are intertwined. The chapters included in the book evaluate teaching and research, also taking the gender dimension into account, in order to understand where and when gender discrimination occurs in assessment. Divided into five sections, the book analyses the administrative data on the determinants of career completion of university students; increasing precariousness of academic careers, especially of young researchers; methods designed to assess research productivity when co-authorship and team production are becoming the standard practice; and interrelations between students’ achievements and teachers’ careers driven by research assessment. It brings together contributions from a large group of economists, statisticians and social scientists working under a project sponsored by ANVUR, the Italian agency for the evaluation of teaching and research of academic institutions. From an international perspective, the findings in this book are particularly interesting because despite low tuition costs, tertiary education in Italy has relatively low enrolment rates and even lower completion rates compared to those in other European and American countries. Nye, Jr.’s last three decades of writing and illustrate a variety of perspectives on the nature of power, the role of the United States in the world and US-China relations. Through this collection, it is hoped that readers will gain a better understanding of today’s global environment and find that while great power competition may be inevitable in a world as centers of power shift, cooperating to address transnational challenges can be a positive sum game. The contents of this book are divided into four main parts. Part One discusses the origins and political progress of the concept of “Soft Power”. Part Two explores soft power in the American experience, its sources and interaction with US foreign policy, as well as its ebb and flow in the age of Obama, Trump and Biden. Part Three examines the rise of and the opportunities and difficulties for Chinese soft power, focusing on China’s investment in soft power and how this demonstrates its commitment to a peaceful rise. However, it also addresses the question of how can China get “smart” on how it uses soft power. Part Four provides a bird’s-eye view of power shifts in the 21st century and the interactions between the US as an established power and China as a rising power, while also reassuring readers that Thucydidean fears are unnecessary and a Cold War is avoidable. Both countries have to realize that some forms of power must be exercised with others, not over others, the development of soft power need not be a zero-sum game. Ultimately, the US-China relationship is a “cooperative rivalry” where a successful strategy of “smart competition” is necessary and cooperation on transnational challenges like climate change, pandemics, cyberterrorism and nuclear proliferation, will serve to benefit not only China and the US, but the world as a whole.

    Description: This open access book shows how the adoption of global justice, such as eradication of female genital mutilation/cutting (FGM/C), has given rise to controversy, resistance, and transformation at the national, regional, and grass-roots levels in African and Asian countries where FGM/C has been practiced. It provides readers with up-to-date information about the effects of the campaign to eradicate FGM/C and the present situation of those countries, to which preceding books on FGM/C have scarcely referred. Adopting “zero tolerance” as a policy of eradication, WHO and other UN agencies have opposed any type of FGM/C, and many African countries have criminalized the practice. Although the campaign is based on the human rights discourse which is shared globally, the controversies concerning eradication of FGM/C on the national level and the responses of communities on the local level in those countries are diverse and complicated. Various actors such as NGOs, government officials, religious leaders, medical workers, and local inhabitants are embroiled and negotiate with each other concerning its eradication. With this book, readers are provided with an in-depth analysis of the complicated controversies and responses of local communities, referring to their particular historical and social backgrounds. The book provides two chapters on FGM/C in Asian countries, where not many studies have done yet. It also presents readers with a study of the arguments and responses to FGM/C of African immigrants by Australian health-care professionals as well as a study of male circumcision eradication campaigns, which have been carried on in tandem with FGM/C eradication campaigns but still not have been successful. With its many elaborate case studies, this book is highly recommended to readers who seek an in-depth and up-to-date integrated overview of the FGM/C studies as well as studies on the applicability of global justice to local communities.

    Description: This article argues that Amalia Alvarez’s comics album The Stories of Five Undocumented Women (2013), based on a collection of stories told by migrant women, and Daria Bogdanska’s autobiographical comics album Wage Slaves (2016) can be regarded as feminist comics activism. They are examples of comics activism since the comics point to an essential topic in opposition to a controversial issue, namely, the treatment of migrant women. The comics’ emphasis on the situation of migrant women also makes it relevant to regard them as feminist activism, since they have a performative potential to create change regarding politics and legislation. The stories can influence how readers formulate and communicate thoughts about themselves and others, and they can contribute to changing societal structures. The comics also show how it is possible to mobilise resistance, generate support networks, and create hope. By making and publishing the comics, Alvarez and Bogdanska give migrant women an opportunity to come to voice and talk back against their situation, as well as against people who just express pity instead of taking action.

The implications of the Russian military invasion are many and difficult to grasp in full. However, the need for greater European strategic autonomy appears increasingly evident. The book argues that strategic autonomy may be reached—also in the short run—if differentiated integration is seen as an asset rather than a challenge. While the EU (together with NATO) remains the core in such a system, there is a multitude sub-regional integration processes that need to be taken into account to get the full idea of how European strategic autonomy can be achieved.

    Description: This Open Access book describes the history of the relationship between the Japan Maritime Self-Defense Force (JMSDF), the heir to the Imperial Japanese Navy (IJN), and the United States Navy (US Navy), with a focus on the individuals who helped build it. Former enemies who fought fiercely on the seas and in the air during the Pacific War, the two navies came to respect each other in action. Soon after the war, when the Cold War turned hot, they began to work together as allies, driven by their respective national interests. With the generous assistance of the US Navy, the JMSDF was established as its counterpart. Over the years, these two navies have gradually built strong ties. Individual officers and sailors on both sides overcame mixed feelings about their erstwhile foes to feel respect for and trust in each other. This was made possible by conducting countless joint exercises and operations at sea. US Navy leaders began to realize that this small maritime force, notwithstanding domestic political, constitutional, and legal limitations, does its job well, is reliable, and can be fully trusted. The JMSDF realized that, sharing common interests and values, there was no better navy in the Asia-Pacific region to ally with. Over seventy years of accumulated shared experiences have transformed this into perhaps the most successful navy-to-navy partnership in the world. The US-Japan maritime alliance today is anchored in this history. Numerous admirals, officers, and sailors of the two navies working together have greatly contributed to the stability and prosperity of the Asia-Pacific region for the past seven decades. This book is intended for readers interested in the history of US-Japan relations and for naval officers and sailors from the US and other countries. It is the author’s sincere desire that they read this book and appreciate the longstanding cooperation between the JMSDF and the US Navy.

    Description: This book investigates the experiences of second- and third-generation Italians living in South Africa, exploring how nostalgia for Italy influences their sense of identity and belonging. The Italian community in South Africa is a unique diaspora, with a complex history, including roots in Italian colonial activities in Africa, and in World War II. This book looks at how the descendants of these early migrants take pride in being Italian and value the Italian language. They also ascribe much importance to their family roots, and have often created a romanticized image of Italy, mostly based on childhood vacation visits. The longing for an imaginary idealized version of Italy is closely linked to their wider search for a sense of identity and belonging against the backdrop of South African society, currently still grappling with its own multicultural identity. Interdisciplinary by design, this book draws on insights from both cultural studies and psychology in order to shine a light on an important and under-studied diasporic community. The book will be of interest to scholars from across migration studies and the Humanities in general.     Description: This open access book discusses the emergence and development, and in some cases also the disappearance, of social movements and activism in Sweden during the 1980s. Its aim is to nuance and problematize the image of the 1980s as unilaterally dominated by right-wing politics and neoliberalism, as well as the idea of a conflict-free Scandinavian model. The 1980s have often been described as a period when the influence of radical-left movements during the 1970s diminished. Instead, this book argues that the 1980s was a decade in which new radical social movements emerged in opposition to the prevalent political order, including the nuclear disarmament movement, the women's movement, anti-fascist movements, and the punk and environmental movements. The authors also demonstrate how issues such as squatting, nuclear resistance, rent strikes and the environment, included a variety of contentious collective action. Sweden, therefore, presents an interesting example of how resistance and conflict in a strong welfare state have been influenced by contentious social movements. Placing Sweden within the wider context of Scandinavia and Europe, this edited collection makes an important contribution to the history of social movements.

    Description: This open access book provides insight on how the tactical urbanism has the capacity to influence change in mobility practices such as cycling. COVID-19 crisis prompted the public authorities to rethink the use of public space in order to develop means of transport that are both efficient and adapted to the health context and their effects on cycling practices in Europe, North, and South America. Its contributors collectively reveal and evidence through policies analysis, mapping, and innovative qualitative analysis bridging video and interviews, how those new infrastructures and policies can be a trigger for change in a context of mobility transition. This book provides an important element on the way local authorities can act in a quicker and more agile way. While some decisions are specific to the context of the beginning of the pandemic, the analysis offers lessons on the way to implement the transition toward a low-carbon mobility, on the importance of processes based on trials and errors, on the political stakes of reallocating road space.

    Description: This open access publication outlines the underlying framework for gathering data on civic knowledge, attitudes, and engagement as well as contextual information, and it describes the assessment design for the International Association for the Evaluation of Educational Achievement’s (IEA) International Civic and Citizenship Education Study 2022. The IEA International Civic and Citizenship Study (ICCS) investigates how young people are prepared to undertake their roles as citizens in a range of countries in the second decade of the 21st century. ICCS 2022 is a continuation of two earlier IEA studies, ICCS 2009 and ICCS 2016, and, for the first time, this survey includes the option of a computer-based assessment. Responding to enduring and emerging challenges of educating young people in a world where contexts of democracy and civic participation continue to change, the study addresses issues related to young people’s engagement through digital technologies, migration and diversity, perceptions of the political system, global citizenship, and education for sustainable development. Over the past 50 years, IEA has conducted comparative research studies in a range of domains focusing on educational policies, practices, and outcomes in many countries around the world. Prior to ICCS 2022, IEA conducted four international comparative studies of civic and citizenship education, with a first survey implemented in 1971, a second one in 1999, third in 2009 and fourth in 2016. ICCS 2022 data will allow education systems to evaluate the strengths of educational policies, both internationally, and in a regional context, and to measure progress in achieving critical components of their educational policy agendas.

    Description: This book provides a holistic picture of Chinese global security discourses, with a focus on macrosecuritizations. The work examines how the People’s Republic of China (PRC) has aligned itself within global security discourses. This is approached through the theory of securitization, specifically by using the notion of macrosecuritization as the lens for its analysis. The book offers the first full account of Chinese macrosecuritization discourses and alignments, and it aims to discern what security speech with referent objects such as humanity, civilization, or nature has done in the domestic and international politics of China. Specifically, the work focuses on the discourses of the Cold War, anti-nuclear weapons, climate change, and the Global War on Terror, which have all been postulated in the literature as macrosecuritizations. In addition, it examines discourses with global referent objects that have been put forth by the PRC so that we can see whether its proposals for global security governance take the form of, or are legitimated through, macrosecuritization. The overall argument in the book is that the way contemporary China uses macrosecuritization discourses provides for ontological security as its position in relation to other major powers is undergoing transformation, by allowing it to maintain a consistent narrative of its international self that abides by its own set of moral values and sense of worth. This book will be of interest to students of critical security studies, Chinese politics and International Relations.

    Description: Critical mapping—a problematizing, reflective approach—is the process of compiling and analyzing existing design outcomes (DOs) that address a wicked problem (e.g., food insecurity) in a way that creates a synthesis between equity, justice, and environmental responsibility. Critical mapping begins with identification and operationalization of the wicked problem leading to an integrative literature review of multidisciplinary scholarly sources to identify peer-reviewed DOs that contribute to addressing the wicked problem sustainably. Next, it progresses to charting the sustainable DOs affinitively with four quadrants—top-down and local, top-down and memetic (i.e., widespread), bottom-up and memetic, bottom-up, and local. The resulting visualization, introduced as a wicked solution, facilitates analysis to identify places to intervene in the system, where one can synthesize the impact of existing sustainable DOs to understand where gaps exist for future design innovation or appropriation that has the potential to cumulatively solve the wicked problem over time.

    Description: This open access book provides a comprehensive analysis of the EU's crucial support for the implementation of the Havana Peace Agreement between the Colombian government and the FARC-EP. It explores the use of new approaches and instruments that, despite some limitations and criticisms, could go beyond conventional liberal peace and provide useful lessons. Particular attention is paid to three axes: strengthening civil society, protection of human rights and a territorial peace perspective, as a contribution to the "local turn" in peace policies. The book first outlines the background of the conflict, the EU's two-decade defense of a negotiated peace, and the complexities of the peace process. Then, it analyses the development cooperation and political support provided in different areas: the collective reinsertion of ex-guerrillas, women and gender initiatives, the rights of ethnic communities, the sophisticated transitional justice system, as well as activities on reconciliation, victims and protection of human rights defenders.

    Description: This edited volume explores how artificial intelligence (AI) is transforming international conflict in cyberspace. Over the past three decades, cyberspace developed into a crucial frontier and issue of international conflict. However, scholarly work on the relationship between AI and conflict in cyberspace has been produced along somewhat rigid disciplinary boundaries and an even more rigid sociotechnical divide – wherein technical and social scholarship are seldomly brought into a conversation. This is the first volume to address these themes through a comprehensive and cross-disciplinary approach. With the intent of exploring the question ‘what is at stake with the use of automation in international conflict in cyberspace through AI?’, the chapters in the volume focus on three broad themes, namely: (1) technical and operational, (2) strategic and geopolitical and (3) normative and legal. These also constitute the three parts in which the chapters of this volume are organised, although these thematic sections should not be considered as an analytical or a disciplinary demarcation. This book will be of much interest to students of cyber-conflict, AI, security studies and International Relations.     Description: This open access book examines places on the margins and the dynamics through which a marginal position of a place is created. Specifically, it explores how places, mostly in sparsely populated areas, often perceived as immobile and frozen in time, come into being and develop through interference of everyday mobilities and creative practices that cut across the spheres of culture and nature as usually defined. Through fieldwork and case studies from areas in Iceland, Finland, Greenland, and Scotland, the book’s twelve chapters draw out the multiple relations through which places emerge, where people compose their lives as best they can with their surroundings. A special concern is to explore the links between travelling, landscape, and material culture and how places and margins are enacted through mobilities and creative practices of humans and other beings. The emphasis on mobility disturbs the perception of a place as a bounded entity and offers a useful and necessary understanding of places as mobile and fluid. Mobilities on the Margins is a novel and timely contribution to the exploration of human and more-than-human interactions in a world of increasingly fluid mobilities and insistent crises.

    Description: This open access book brings into dialogue emerging and seasoned migration and religion scholars with spiritual leaders and representatives of faith-based organizations assisting refugees. Violent conflicts, social unrest, and other humanitarian crises around the world have led to growing numbers of people seeking refuge both in the North and in the South. Migrating and seeking refuge have always been part and parcel of spiritual development. However, the current 'refugee crisis' in Europe and elsewhere in the world has brought to the fore fervent discussions regarding the role of religion in defining difference, linking the ‘refugee crisis’ with Islam, and fear of the ‘Other.’ Many religious institutions, spiritual leaders, and politicians invoke religious values and call for strict border controls to resolve the ‘refugee crisis.’ However, equally many humanitarian organizations and refugee advocates use religious values to inform their call to action to welcome refugees and migrants, provide them with assistance, and facilitate integration processes. This book includes three distinct but inter-related parts focusing, respectively, on politics, values, and discourses mobilized by religious beliefs; lived experiences of religion, with a particular emphasis on identity and belonging among various refugee groups; and faith and faith actors and their responses to forced migration.

    Description: This open access book explores the organization and evolution of Finland’s Cold War cultural diplomacy (1945-1975) as the basis for a reflection on the country’s foreign relations, the link between culture and politics, small states’ autonomy during the Cold War, and the porosity of the East-West divide. The book offers a historical survey of the development of Finland’s cultural diplomacy as part of the Finnish state’s foreign activities. In its empirical parts, it focuses on archives drawn from the Finnish Ministry of Foreign Affairs and the Ministry of Education in order to explain Finland’s cultural diplomacy as the result of the country’s foreign policy orientations, interactions between domestic and foreign policy, and the expansion of state activities in the artistic, educational, and cultural sectors. Various reflections and reports on foreign cultural relations highlight the role of identity concerns, cultural relations, geopolitics and economic imperatives in the development of a specifically Finnish cultural diplomacy. Furthermore, the book focuses on specific aspects and events, considering for instance the organization and evolutions of Finland’s cultural relations with the USSR, the role of cultural treaties, academic exchanges and scientific cooperation, “cultural exports” and the marketization of culture, overlaps between cultural relations and high politics.

    Description: This open access book presents a series of speculative, experimental modes of inquiry in the present times of environmental damage that have come to be known as the age of the Anthropocene. Throughout the book authors develop more nuanced ways of engaging with the environmentally vulnerable Arctic. They counter distancing, exoticising, and even apocalyptic imaginaries of the Arctic by staying proximate with mundane places and beings of the north. The volume engages and plays with familiar tourism concepts, such as hospitality, visiting, difference, care, openness, and distance, while expanding the focus from binary and human-centric approaches of hosts and guests to questions of wellbeing among multispecies communities.     Description: This open access book examines how creating a national brand assisted Qatar in absorbing the shock and awe following the outburst of the crisis with Saudi Arabia, Bahrain, Egypt, and the United Arab Emirates in May 2017. The authors discuss the country's diplomatic performance, which was characterized by five main factors that helped Qatar to deal with the crisis successfully. These factors include the failure of the element of surprise, years of building Qatar’s national brand, Qatar's arsenal of soft power, international alliances, and the opponents’ quandary. This book further scrutinizes Qatar’s role in the region and all questions related to this role through the lenses of its nation brand. The book provides explanations for the success of Qatar in absorbing the “shock and awe” in the early stage of the last Gulf crisis, presenting various arguments on how establishing a nation brand helped Qatar to deal with the crisis successfully. The book follows an original approach that views the Qatari case from a scientific perspective, investigating the art of nation branding.     Description: This Open Access book uses Mary Kaldor’s concept of “New Wars” to explore how ethnic conflict reshaped the social and environmental landscape of the Southern Caucuses following the collapse of the Soviet Union. It relies on remote sensing data and qualitative historical research to explore how armed conflict between non-state actors generated the region’s largest epidemic of P. vivax malaria since the 1960s. This book is an important addition to the literature on the Karabakh conflict and conflict studies more broadly because the infectious disease outbreaks associated with warfare often kill more people than the armed conflicts themselves. Warfare itself has also changed dramatically since the collapse of the USSR, and the Karabakh conflict provides an excellent case study of the way “New Wars” transform the natural and social environment to facilitate outbreaks of preventable disease. This extended case study will be useful to researchers from a variety of academic disciplines, including medical anthropology, geography, conflict studies, disease ecology, global health and public health. It also reveals the fragility of twentieth century malaria control in temperate regions and will assist in predictive modeling for future outbreaks.

Adult learning – too long a servant of business competitiveness – should be reimagined as central to democratic society. Young adults, especially from disadvantaged backgrounds, engage more in education and training, and learn more day-to-day at work, if provision is democratically organised and based on enduring and inclusive institutional networks, and when jobs encourage and reward the acquisition of skills. Using innovative qualitative and quantitative methods, the contributors develop a critical perspective on dominant policies, investigating – across the European Union and Australia – how ‘vulnerable’ young adults experience programmes designed to improve their ‘employability’, and how ‘skills for jobs’ policies squeeze out wider – and wiser – ideas of what education and training should do. Chapters show why some provision works for those with poor educational backgrounds, why labour market and educational institutions matter so much, how adult education can empower and expand people’s agency, and the challenges of using artificial intelligence in lifelong learning policy-making. Several investigate the pivotal role of workplace learning in organisational life, and in learning during ‘emerging adulthood’. Important comparative studies of workplace learning in the metals, retail and adult education sectors show the role of management, trade unions and social movements in young adults’ learning.

    Description: Comic contracts are legally binding contracts presented as comics, where the parties to the contract are represented as characters and the contract terms are communicated mainly visually. This chapter examines a comic contract created in the context of the Thai fishing industry. The industry is dependent on Myanmar and Cambodian migrants for its viability, but it is also notorious for the abuse that they can suffer on the vessels. The new contract is created in a visual format to ease the language barriers between the local vessel owners and the migrant workers. In comparison to the employment contracts offered to this group of workers in the past, this particular type of contract aims to afford the employee the dignity of autonomously understanding their rights during employment. In this chapter, we examine how the creators of the comic contract have used visual resources to create a document that is comprehensible by its users and able to fulfil its function in legal knowledge exchange.

    Description: This volume offers a systematic philosophical analysis of the normative challenges facing European refugee policy, focusing on whether the response to it can be based on European values. By considering the refugee policy through the lens of European values, cosmopolitan norms and universal human rights, the contributions expose the weaknesses and limitations of existing regulations and make proposals on how to improve them. The EU is often seen as a cosmopolitan project. Europe is supposed to be a community of states that aspires to be guided by cosmopolitan norms. However, the idea of a cosmopolitan Europe has never been unanimously shared, and in recent years, it has come under increasing scrutiny, particularly with regard to the EU’s refugee policy. The guiding idea of this book is that a deeper philosophical understanding of the normative issues at stake can foster greater conceptual clarity and enrich political debates on the future of European refugee policy. The first part of the book revolves around the question of whether the rise in refugee numbers over the past decade has led to a crisis in the EU and, if so, how this crisis relates to or impacts European values. The second part traces the history of the discourse on “European values” and examines from a philosophical perspective how we can plausibly understand these values in terms of their moral grammar, their normative content and their implications for the behaviour of the EU and its member states. Finally, the third part puts forth recommendations for a feasible and normatively more compelling European refugee policy based on human rights, human dignity, justice and democratic self-determination as the decisive normative requirements.     Description: This article argues that Amalia Alvarez’s comics album The Stories of Five Undocumented Women (2013), based on a collection of stories told by migrant women, and Daria Bogdanska’s autobiographical comics album Wage Slaves (2016) can be regarded as feminist comics activism. They are examples of comics activism since the comics point to an essential topic in opposition to a controversial issue, namely, the treatment of migrant women. The comics’ emphasis on the situation of migrant women also makes it relevant to regard them as feminist activism, since they have a performative potential to create change regarding politics and legislation. The stories can influence how readers formulate and communicate thoughts about themselves and others, and they can contribute to changing societal structures. The comics also show how it is possible to mobilise resistance, generate support networks, and create hope. By making and publishing the comics, Alvarez and Bogdanska give migrant women an opportunity to come to voice and talk back against their situation, as well as against people who just express pity instead of taking action.

    Description: This chapter introduces the broad theoretical approach of the volume while connecting it to previous research on comics and migration. The chapter demonstrates that while a crucial aspect of comics in relation to migration is that the former represents the latter, there are several other practices, uses, and functions alongside representation that connect these two. The chapter suggests that when analysing the intersections of comics and migration, comics ought to be regarded in relation to a wide range of practices and considered in their respective cultural, social, and political contexts. Most of the chapter is devoted to mapping the current state of research on the entanglements of comics and migration and presenting the chapters of the volume. It foregrounds the following perspectives: cartooning and stereotypes, graphic life writing and identity, memory and trauma, witnessing and human rights, readerly engagements and empathy, advocacy and NGO-produced comics, comics workshops and self-expression, and comics in education. The modest proposal of the introductory chapter is that comics studies should move towards paying more attention to the multiple entanglements that comics in general – and comics and migration in particular – are involved in.

    Description: Marek Thee was a Jewish Polish journalist, scholar, and activist. This book tells his life from narrowly escaping death in the Holocaust to exile in Palestine, where he became attached to the Polish consular service. On his return to Poland in 1950, he worked for the Foreign Ministry and later for the Polish Institute for International Affairs. He served as Head of the Polish delegation to the International Control Commission in Indochina in the late 1950s. In 1968 he lost his job and his Polish citizenship in a nationalistic and antisemitic campaign. He was able to move to Norway where he worked for twenty years at the Peace Research Institute Oslo (PRIO), editing an international quarterly journal, Bulletin of Peace Proposals and doing research on the arms race. In retirement, he continued his research and writing at the Norwegian Human Rights Institute. The book vividly relates the drama of his life in Poland, Palestine, Indochina, and Norway. This is an open access book.

    Description: Writing in the late 1980s, Jon Fiske describes reality as “always encoded [and most especially] by the codes of our culture”. The energy transition is one of the latest sets of realities that comes with its own encoded messaging and nomenclatures. Citizens are increasingly expected to actively participate in the energy domain and play their part in transitioning to low-carbon energy systems. Terms like “energy citizen” have been used to describe (the accepted forms of) this participation, typically in quite prescriptive and rather limited roles, such as active consumer and prosumer. However, as with other manifestations of citizen-consumer ideals, where the framing is presented as the embodiment of freedom, the vagueness of such terms lock citizens out of what could potentially be a transformative conceptualization for transitioning to more equitable and empowering energy experiences. This chapter will examine how under-theorized and contested concepts like the “energy citizen” are already framing our collective experience(s) of the energy transition and asks for whom is the emerging energy system designed?

    Description: This book examines the impacts of land tenure reform interventions implemented in Benin, Ethiopia, Rwanda, and Zimbabwe. Since 2000, many African countries have introduced programs aimed at providing smallholder farmers with low-cost certificates for land held under customary tenure. Yet there are many contending views and debates on the impact of these land policies and this book reveals how tenure security, agricultural productivity, and social inclusion were affected by the interventions. It analyses the results of carefully selected, authoritative studies on interventions in Benin, Ethiopia, Rwanda, and Zimbabwe and applies a realist synthesis methodology to explore the socio-political and economic contexts. Drawing on these results, the book argues that inadequate attention paid to the core characteristics of rural social systems obscures the benefits of customary tenure while overlooking the scope for reforms to reduce the gaps in social status among members of customary communities. This book will be of great interest to students and scholars of land management and use, land and property law, tenure security, agrarian studies, political economy, and sustainable development. Current challenges (some new, such as autonomous weapons and the use of artificial intelligence for war purposes) are discussed and attempts made to identify possible solutions and future improvements, including in the field of sustainable energy development.

    Description: Critical mapping—a problematizing, reflective approach to design inquiry—investigates how existing design outcomes (DOs) can be coupled to form a wicked solution to address a wicked problem. We have found that visual framing married to affinity organization is one of the most important strengths in critical mapping, helping to communicate the concepts to stakeholders, structure our analysis, and identify places to intervene in the system to design a more sustainable future. In this book, we apply critical mapping to the challenge of identifying and compiling food DOs that are equitable, just, and resilient against ecological and economic changes; that is, the wicked solution must entail sustainable design. “Sustainable design” in this context refers to the manifestation of creative problem solving across a range of intangible and tangible design forms of varying degrees of sustainability. Using food insecurity as the wicked problem, this chapter introduces a visual framework for critically mapping a wicked solution, a diagram onto which existing sustainable DOs are charted and analyzed to identify places where designers should intervene to impact the current state of the system—in the specific case of food—and shift it toward a future of sustainable food security within the realm of equity and justice.

    Description: This open access book offers the first in-depth study of the history and current debates surrounding electronic cigarettes comparing the UK, US and Australia. Since their introduction, e-cigarettes have been the subject of much public, media and regulatory attention, with discussion centring on whether these devices encourage or discourage smoking. This study delves into the history of policymaking and institutions in three countries which have taken different approaches to the regulation of e-cigarettes. In the UK, the tradition of harm reduction through nicotine has helped form a response which has endorsed e-cigarettes, though not without considerable controversy. In contrast, the US has a cessation-only anti-tobacco agenda, and Australia has effectively banned e-cigarettes. This book argues that each country frames the long-term use of nicotine differently and prioritises the health of different groups within the population of smokers or non-smokers, set against a broad backdrop of national responses to addiction. By taking this comparative approach, the authors explore the relationship between history, evidence and policy in public health more widely.

    Description: There have been significant efforts to implement the Sustainable Development Goals (SDGs) at multiple levels of governance across all regions of the world. However, the manner in which the global governance norms underlying the SDGs are actually being diffused is under-researched and not well understood. This book considers the promotion of the SDGs through the lens of norm diffusion theory, with a focus on three SDG policy areas; health, education and decent work. A distinctive feature of the book is that it offers multiple original case studies of SDG norm diffusion involving Asian and European actors. A unique feature is that the case studies in the book identify relevant SDG norm senders and norm receivers, and examine the relationship between them. The book also challenges the assumption that the SDGs themselves are static and unchanging, and reveals how SDG norms are dynamic and can be reformulated as a result of contestation between norm senders and norm receivers.     Description: This open access book deals with global sanitation, where SDG 6.2 sets a target of enabling access to sanitation services for all, but has not yet been achieved in low- and middle-income countries. The transition from the United Nations MDGs to the SDGs requires more consideration based on the socio-cultural aspects of global sanitation. In other words, equitable sanitation for those in vulnerable situations could be based on socio-cultural contexts. Sanitation is a system that comprises not only a latrine but also the works for the treatment and disposal of human waste. Sanitation systems do not function by themselves but have significance only through social management. The process of decision-making also largely depends on socio-cultural conditions, and the importance of sanitation needs to be socially acknowledged. The health benefits of sanitation improvement—among the significant contributions of sanitation—also need to be considered in the socio-cultural milieu. Further, the social-culture itself is affected, and potentially even created, by sanitation. In this context, more progress on the improvement of sanitation requires a more holistic approach across disciplines. In this book, we present the concept of the Sanitation Triangle, which considers the interconnections of health, materials, and socio-culture in sanitation, as a holistic approach, and the case studies based on the Sanitation Triangle by diverse disciplines such as Cultural Anthropology, Development Studies, Health Sciences, Engineering, and Science Communication. By the deep theoretical examinations and inter-dialogues between the different disciplines, this book explores the potentialities of inter-disciplinary studies on global sanitation.

    Description: Internationally, providing young people with comprehensive sexuality education (CSE) has been suggested as an effective measure to achieve the goals of ending the AIDS epidemic and promoting sexual and reproductive health and rights, both before and after the formulation of the Sustainable Development Goals (SDGs). However, the implementation of school-based CSE continues to stagnate worldwide. This chapter provides a case study of Thailand to elucidate the norm diffusion process of school-based CSE within a state. For this aim, this chapter investigates Thailand’s policy development process and implementation with a focus on promotion and contestation against CSE among domestic actors. It also investigates the schools that participated in the national-scale project: the Teenpath Project, implemented by a non-governmental organisation to widen the implementation of CSE in schools. The results of the case study highlighted that school-based CSE in Thailand was promoted predominantly from a public health point of view, and that contestation was closely related to the perceived contradictions between the contents of CSE and existing socio-cultural norms. It was also found that the key to wider implementation of CSE at the school level was to enhance teachers’ and parents’ subjective recognition of the positive outcomes of CSE.

    Description: This open access book discusses the impact of protracted peace processes on identities in conflict. It is concerned with how lingering peace processes affect, in the long-term, patterns of othering in protracted conflicts, and how this relates with enduring violence. Taking Israel and Palestine as a case study, the book traces different representations of success and failure of the protracted peace process, as well as its associated policies, narratives, norms and practices, to analyze its impact on identity and its contribution to the maintenance and/or transformation of the cultural component of violence. On the one hand, drawing from an interdisciplinary approach comprising International Relations (IR), History and Social Psychology, this book proposes an analytical framework for assessing the specificities of the construction of identities in protracted conflicts. It identifies dehumanization and practices of reconciliation in ongoing conflicts – what is called peace-less reconciliation – as the main elements influencing processes of othering and violence in this kind of conflicts. On the other hand, the book offers an empirical historical analysis on how the protracted peace process has impacted identity building and representations made of the ‘other’ in the case of the Israeli-Palestinian conflict since the end of the 19th century to the present day.
