    Description: A geospatial software tool-evaluation study conducted for the National Institute of Justice (NIJ) assessed 14 recent NIJ-funded tool developments. The study integrates input from tool developers and users with RAND’s independent assessments. The authors found that 12 developments resulted in fully functional tools and make five recommendations that will enable NIJ to maximize benefits to the law enforcement community from future developments.

    Description: Policymakers have become increasingly concerned in recent years about the possibility of future maritime terrorist attacks. Though the historical occurrence of such attacks has been limited, recognition that maritime vessels and facilities may be particularly vulnerable to terrorism has galvanized concerns. In addition, some plausible maritime attacks could have very significant consequences, in the form of mass casualties, severe property damage, and attendant disruption of commerce. Understanding the nature of maritime terrorism risk requires an investigation of threats, vulnerabilities, and consequences associated with potential attacks, as grounded both by relevant historical data and by intelligence on the capabilities and intentions of known terrorist groups. These risks also provide the context for understanding government institutions that will respond to future attacks, and particularly so with regard to the U.S. civil justice system. In principle, civil liability operates to redistribute the harms associated with legally redressable claims, so that related costs are borne by the parties responsible for having caused them. In connection with maritime terrorism, civil liability creates the prospect that independent commercial defendants will be held responsible for damages caused by terrorist attacks. This book explores risks and U.S. civil liability rules as they may apply in the context of these types of attacks.

    Description: On 8 January 2012 the African National Congress (ANC) of South Africa, the oldest African nationalist organisation on the continent, celebrated its one hundredth anniversary. This historic event has generated significant public debate within both the ANC and South African society at large. There is no better time to critically reflect on the ANC’s historical trajectory and struggle against colonialism and apartheid than in its centennial year. One Hundred Years of the ANC is a collection of new work by renowned South African and international scholars. Covering a broad chronological and geographical spectrum and using a diverse range of sources, the contributors build upon but also extend the historiography of the ANC by tapping into marginal spaces in ANC history. By moving away from the celebratory mode that has characterised much of the contemporary discussions on the centenary, the contributors suggest that the relationship between the histories of earlier struggles and the present needs to be rethought in more complex terms. Collectively, the book chapters challenge hegemonic narratives that have become an established part of South Africa’s national discourse since 1994.     Description: Refuge Must Be Given details the evolution of Eleanor Roosevelt from someone who harbored negative impressions of Jews to become a leading Gentile champion of Israel in the United States. The book explores, for the first time, Roosevelt's partnership with the Quaker leader Clarence Pickett in seeking to admit more refugees into the United States, and her relationship with Undersecretary of State Sumner Welles, who was sympathetic to the victims of Nazi persecution yet defended a visa process that failed both Jewish and non-Jewish refugees. After the war, as a member of the American delegation to the United Nations, Eleanor Roosevelt slowly came to the conclusion that the partition of Palestine was the only solution both for the Jews in the displaced persons camps in Europe, and for the conflict between the Arabs and the Jews. When Israel became a state, she became deeply involved in supporting the work of Youth Aliyah and Hadassah, its American sponsor, in bringing Jewish refugee children to Israel and training them to become productive citizens. Her devotion to Israel reflected some of her deepest beliefs about education, citizenship, and community building. Her excitement about Israel's accomplishments and her cultural biases, however, blinded her to the impact of Israel's founding on the Arabs. Visiting the new nation four times and advocating on Israel's behalf created a warm bond not only between her and the people of Israel, but between her and the American Jewish community.

Indeed, these events have given extremists and fundamentalists a much more prominent position than they might ever have dreamt of. In Reformation of Islamic Thought, the prominent Egyptian scholar Nasr Abû Zayd examines the positive, liberal, and inclusive reaction embedded in the writings of Muslim thinkers. He takes the reader on a critical journey across the Muslim World, where Muslim thinkers from Egypt and Iran to Indonesia seek to divest Islam of traditionalistic and legalistic interpretation. Instead, these thinkers stress the value of a cultural, enlightened Islam, and an individualistic faith. For many, the dogmatic Islam established by the conservatives and supported by totalitarian political regimes is outdated; they want it replaced by a spiritual and ethical Islam. To what extent are these reformist thinkers engaged in a genuine renewal of Islamic thought? Do they succeed in escaping the traditionalist trap of presenting a purely negative image of the West? This monograph assesses current political, ethnic, demographic, and economic trends and vulnerabilities in Iran. For example, the numbers of young people entering the Iranian labor force are at an all-time high. The authors then provide recommendations for U.S. policies that might foster trends beneficial to U.S. interests. For example, greater use of markets and a more-vibrant private sector would contribute to the development of sources of political power independent from the current regime. The authors finally note a need for patience. Even if favorable trends take root, it will take time for them to come to fruition.

    Description: Traditionally, the Netherlands has enjoyed being a test market for many ideas in the media. But over the last decade, progress has been severely hampered by lengthy discussions on the future structure of just one sector of media, namely public broadcasting via radio and television. The narrow approach results in a lot of paper, speeches and theories, but little in the way of definitive policy making. In a report to the government, published in February 2005, the Scientific Council for Government Policy (WRR) argued for very different approaches to policy making. The recommendations are not only much broader than "broadcasting"; they tackle the challenges of making robust policy from new angles. Instead of trying to repair the old compass, the approach has been to find new instruments to help policymakers navigate the stormy and often confusing waters ahead. Perhaps the problem in the Netherlands is not accepting the new media, but rather accepting that the role "old" media has undergone a paradigm shift.     Description: This report examines the reasons Slobodan Milosevic, the then president of the Federal Republic of Yugoslavia, decided on June 3, 1999, to accept NATO's conditions for terminating the conflict over Kosovo. Drawing in part upon the testimony of Milosevic and other senior Serb and foreign officials who directly interacted with Milosevic, the report analyzes (1) the assumptions and other calculations that underlay Milosevic's initial decision to defy NATO's demands with regard to Kosovo, and (2) the political, economic, and military developments and pressures, and the resulting expectations and concerns that most importantly influenced his subsequent decision to come to terms. While several interrelated factors, including Moscow's eventual endorsement of NATO's terms, helped shape Milosevic's decision to yield, it was the cumulative effect of NATO air power that proved most decisive. The allied bombing of Serbia's infrastructure targets, as it intensified, stimulated a growing interest among both the Servian public and Belgrade officials to end the conflict. Milosevic's belief that the bombing that would follow a rejection of NATO's June 2 peace terms would be massively destructive and threatening to his continued rule made a settlement seem imperative. Also examined are some implications for future U.S. and allied military capabilities and operations.

Zunächst wird das Verhältnis von Demokratie und Liberalismus beleuchtet, zwischen denen ein Spannungsverhältnis zu bestehen scheint, wenn Vertreter des Liberalismus die persönliche Freiheit betonen und umgekehrt Befürworter demokratischer Entscheidungsfindung großen Wert auf Bürgersouveränität legen. Hieran anschließend wird das deutsche Parteiensystem betrachtet, das den Parteien einen umfassenden, aus einem formalen Legitimationsmonopol abgeleiteten Machtanspruch einräumt. Politische Karriere setzt deshalb zumeist Parteienmitgliedschaft voraus, was zwar hohe Disziplinierungswirkungen entfaltet, sich aber negativ auf Partizipation und Repräsentativität bei der Rekrutierung zu politischen Ämtern auswirkt. März 1994 in Mainz mit Problemen der Weltwirtschaftsordnung zu beschäftigen. Die auf dieser Tagung vorgelegten und diskutierten Referate werden in diesem Band publiziert. Im ersten Aufsatz zeigt C.W.A.M van Paridon - unter Rückgriff auf eine Studie des Zentralen Planungsamtes der Niederlande -, wie sehr die künftige Entwicklung der Weltwirtschaft nicht nur davon abhängt, ob es den drei großen Handelsblöcken gelingt, ihre internen Probleme zu bewältigen, sondern auch davon, inwieweit diese Triade in der Lage sein wird, dem schleichenden Protektionismus wirksam Einhalt zu gebieten und die Liberalisierung der Weltwirtschaftsordnung (weiter) voranzutreiben. Zur Frage, ob dies zu erwarten ist, kommt Norbert Berthold - vor allem mit Hilfe von Überlegungen der ökonomischen Theorie der Politik - zu einer eher pessimistischen Prognose. Optimistischere Erwartungen impliziert demgegenüber die kritische Würdigung der letzten GATT-Runde durch Josef Molsberger. Wie schwierig sich eine Erweiterung des Geltungsbereichs liberaler Regeln für den internationalen Handel auch auf den tertiären Sektor gestaltet, illustriert Jörn Kruse am Beispiel audiovisueller Dienstleistungen.     Description: The increasing radicalization of political life in most countries in Europe lends special relevance to studies of the antifascist legacies on the continent. This insightful collection of essays is an in-depth review of antifascism in Slovenia, setting it in the context of related movements elsewhere in Europe. The period treated by the 19 essays comprises the interwar period, World War Two, and the post-war decades. The comparative and transnational perspectives advanced by the volume change our understanding of antifascism. The essays deal with the right-wing but also left-wing instrumentalization of antifascism, with a particular focus on the communist and post-communist periods. The authors point out that antifascism comes in various strains, whether inspired by liberalism, social democracy, communism, monarchism, anarchism, or even Christian conservatism. The contributors bring to light several overlooked antifascist actors, campaigns, and organisations, mostly in Slovenia and the Adriatic area.

    Description: This study explores the nature of the insurgency in Afghanistan, the key challenges and successes of the U.S.-led counterinsurgency campaign, and the capabilities necessary to wage effective counterinsurgency operations. By examining the key lessons from all insurgencies since World War II, it finds that most policymakers repeatedly underestimate the importance of indigenous actors to counterinsurgency efforts. The U.S. should focus its resources on helping improve the capacity of the indigenous government and indigenous security forces to wage counterinsurgency. It has not always done this well. The U.S. military-along with U.S. civilian agencies and other coalition partners-is more likely to be successful in counterinsurgency warfare the more capable and legitimate the indigenous security forces (especially the police), the better the governance capacity of the local state, and the less external support that insurgents receive.

What do we know about the development paths being taken by various countries, or the possibilities of helping them to achieve their goals from outside? How relevant is development aid now that remittances and foreign direct investments have increased as a result of globalization? When does aid have more negative than positive effects? What is the significance of shifting power relations in the world? And do policies focusing on issues like climate, migration, financial stability, knowledge, trade and security not have a greater impact than aid on the development opportunities of poor countries? These questions inspired the Dutch Scientific Council for Government Policy (wrr) to examine what form development aid should take in the era of globalization. At the start of 2010, on the basis of over 500 interviews with experts and an extensive literature survey, the wrr presented its far-reaching recommendations. In October 2010, the new Dutch government decided to use the report as the basis of a thorough modernization of its development policy. This book is based on the wrr report. It builds on the many responses to the report, resulting in more elaboration on specific lines of reasoning, coverage of new themes and more comprehensive analyses, without changing the core of the original report.     Description: China's continuing rapid economic growth and expanding involvement in global affairs pose major implications for the power structure of the international system. To more accurately and fully assess the significance of China's emergence for the United States and the global community, it is necessary to gain a more complete understanding of Chinese security thought and behavior. This study addresses such questions as: What are China's most fundamental national security objectives? How has the Chinese state employed force and diplomacy in the pursuit of these objectives over the centuries? What security strategy does China pursue today and how will it evolve in the future? The study asserts that Chinese history, the behavior of earlier rising powers, and the basic structure and logic of international power relations all suggest that, although a strong China will likely become more assertive globally, this possibility is unlikely to emerge before 2015-2020 at the earliest. To handle this situation, the study argues that the United States should adopt a policy of realistic engagement with China that combines efforts to pursue cooperation whenever possible; to prevent, if necessary, the acquisition by China of capabilities that would threaten America's core national security interests; and to remain prepared to cope with the consequences of a more assertive China.

    How Terrorist Groups End (2023)

    Description: All terrorist groups eventually end. But how do they end? The evidence since 1968 indicates that most groups have ended because (1) they joined the political process (43 percent) or (2) local police and intelligence agencies arrested or killed key members (40 percent). Military force has rarely been the primary reason for the end of terrorist groups, and few groups within this time frame have achieved victory. This has significant implications for dealing with al Qa?ida and suggests fundamentally rethinking post-9/11 U.S. counterterrorism strategy: Policymakers need to understand where to prioritize their efforts with limited resources and attention. The authors report that religious terrorist groups take longer to eliminate than other groups and rarely achieve their objectives. The largest groups achieve their goals more often and last longer than the smallest ones do. Finally, groups from upper-income countries are more likely to be left-wing or nationalist and less likely to have religion as their motivation. The authors conclude that policing and intelligence, rather than military force, should form the backbone of U.S. efforts against al Qa?ida. And U.S. policymakers should end the use of the phrase ?war on terrorism? since there is no battlefield solution to defeating al Qa?ida.
