    Description: Este libro permite, entre otras cosas, acercarse a la mayor parte de los desarrollos, las tendencias y los intereses teóricos que ocupan actualmente a los cientistas sociales en América Latina. Es un mapa capaz de mostrar mucho de lo que se está haciendo en el campo de la teoría social, y capaz también de mostrar mucho de lo que queda por hacer. Uno de los rasgos más notables de este mapa es su pluralidad. Se constata aquí que las más diversas tradiciones de pensamiento transitan por nuestro continente, y que son reelaboradas por nuevas lecturas de un modo tan vital como riguroso y consistente. Queda por saber si este pluralismo existente se irá todavía ampliando, si llegará a albergar más cabalmente tradiciones no tradicionales de pensamiento. Es decir, si podrá abrirse con más fuerza a un diálogo con puntos de vista sobre lo social, lo político y lo cultural provenientes de las epistemes no occidentales, o no completamente occidentales, que habitan el sur global.

    Description: En los artículos que forman parte de este libro se despliega un conjunto de temas, problemas y debates que, en un primer momento, se hicieron presentes entre el equipo coordinador del libro y que luego fueron compartidos con los investigadores miembros del Grupo de Trabajo "Juventudes, Infancias: Políticas, Culturas e Instituciones Sociales" (GT) del Consejo Latinoamericano de Ciencias Sociales (CLACSO). En tal sentido, el propósito de la compilación consiste en aportar a la actualización de un área o campo que, desde sus inicios, fue y es pensado por las ciencias sociales: la escuela y los sistemas educativos. Sin embargo, en los últimos años, el campo de estudios sobre la escuela se ha diversificado y especializado, encontrando nuevos objetos de estudio y ampliando los ya existentes, al tiempo que los temas y problemas educativos se hablan y debaten por toda la sociedad.

    Description: "Hemos organizado esta antología alrededor de cinco ejes temáticos que nos permiten establecer conversaciones cruzadas entre los ensayos incluidos y formular algunas tesis que claramente los enlazan y que asumimos como propias. Podríamos haber establecido muchas más relaciones entre ellos y articular otras tesis interpretativas, pero con ello escaparíamos los confines de un ensayo introductorio. Le dejamos a los amigos y amigas lectores el culminar una tarea que siempre permanecerá inconclusa. En todo caso, encontrarán a continuación una serie de relatos críticos a nuestra oficialidad y a los intereses que esta ha salvaguardado. Damos fe que la historia reciente, en buena medida, les ha dado la razón a estos pensadores. En Puerto Rico hemos gozado de una ventaja epistemológica que nos asigna un inusual grado de responsabilidad. Las causas de nuestra crisis no solo eran anticipables —mucho más previsibles que las azarosas rutas de los huracanes— sino que algunas nos fueron anunciadas desde hace medio siglo. Los que tuvimos el privilegio de ir a la universidad del estado —ahora, como todo, bajo asedio— pudimos leer y escuchar en sus aulas a algunos de estos autores, y a muchos otros que merecerían estar aquí. De todos aprendimos que a pesar de lo auspicioso que parecía el presente había encuadres narrativos plagados de ausencias, fallas sistémicas que atender, y nuevos rumbos que desde entonces no podían esperar. No todas esas ausencias que nos fueron señaladas están plasmadas en nuestra selección, ni todas las fallas sistémicas que debemos corregir son atendidas en esta colección.     Description: Las propuestas gubernamentales de cambio educativo en el siglo XXI son fundamentalmente reformas laborales que forman parte de nuevos paquetes de ajuste estructural que se adelantan en correspondencia a la nueva generación de políticas neoliberales en curso.     Description: La educación y los métodos pedagógicos que se desarrollan en Guatemala son el resultado de la actualización de un pasado colonial anudado al pensamiento patriarcal imperante. Este entramado ha posibilitado y vuelto legítimas prácticas institucionalizadas de violencia que extraen los medios de vida a quienes, por haber sido constituidos como sujetos indeseables, no son reconocidos como humanos por el actual régimen antropocéntrico. El texto que presentamos a continuación se centra en la realidad antes mencionada y, para su desarrollo, se dividió en tres partes cuyo objetivo es trasladar al lector nuestras experiencias en el ámbito educativo.

    Description: Esta edición se realiza en el contexto del Centenario de la Reforma Universitaria cordobesa de 1918 y del cincuentenario de los hechos de 1968: el Mayo Francés, el ’68 uruguayo, la passeata dos cen mil brasileña y la masacre de Tlatelolco. El año elegido constituye un ícono, donde el sentido común ha condensado toscamente la gran cantidad de movilizaciones estudiantiles inmediatamente anteriores y posteriores, como las ocurridas en Alemania Federal, Bélgica, Checoslovaquia, China, Corea, Egipto, España, Gran Bretaña, Estados Unidos, Italia, Japón, Polonia, la Unión Soviética y Yugoslavia. En nuestro continente, además de los casos mencionados, también hubo grandes luchas estudiantiles en Argentina, Colombia y Chile, que aparecen en este volumen, y en Bolivia, Cuba, Nicaragua, Perú y Venezuela, que lamentablemente no cuentan con capítulos específicos en nuestro libro. Se trata de un libro verdaderamente colectivo, porque reunimos investigaciones con perspectivas teóricas y metodológicas diversas, sobre varios de los ciclos de movilización estudiantil más trascendentes de seis países latinoamericanos hacia fines de los ’60 y principios de los ’70, procesos a los que llamamos “los ‘68". Compartimos artículos realizados con el marco conceptual del marxismo y otros escritos desde las teorías de la acción colectiva; investigaciones que utilizaron como fuente principal los testimonios orales y otras que privilegiaron el registro hemerográfico, escritos de una densidad descriptiva notable y reflexiones conceptuales originales. En todos los casos textos metódicamente construidos, que brindan nueva información o nuevos enfoques sobre la política, la cultura y la universidad latinoamericana en los años ’60 y ’70.     Description: En ninguna otra época de la historia de la educación brasileña la infancia ha recibido tanta atención como en los días de hoy a tal punto que la educación infantil pasó a integrar la educación básica obligatoria. La aprobación de la Ley nº 12.796 en abril de 2013 que hizo compulsoria la matrícula a los cuatro años de edad en la Educación Infantil es tan sólo uno de los indicativos de cómo el tema de la infancia es central en la atención hodierna de educadores, gestores, investigadores, políticos y de la sociedad de modo general. Sin embargo, esa centralidad de la infancia e incluso la aprobación de la referida Ley, no nos garantiza que de veras se efectúe el cuidado educacional del niño. Por esa razón, tratar de la infancia, de su presencia en la escuela de forma compulsoria, de las condiciones de infraestructura para acoger a ese niño que llega más temprano a la escuela, de la manera como los municipios y las escuelas se están preparando para atender a esta nueva demanda formativa, son desafíos que necesitan ser enfrentados. El propósito de esta obra reside en contribuir para la calidad de la educación, especialmente la educación infantil. Esta obra presenta un estudio que hace una fotografía del esfuerzo de un municipio brasileño, de la región Sur, para hacer frente a la obligatoriedad legal de ofrecer educación infantil de calidad a los niños de 4 y 5 años. Más que etapa compulsoria, reflexiona sobre el derecho de tal nivel de escolarización, capaz de aportar elementos que contribuyan con las etapas subsecuentes de la Educación Básica. En esta perspectiva, el texto conyuga la ampliación del acceso con el desafío de la calidad.

    Description: Esta antología del pensamiento crítico brasileño, cuyo recorte temporal abarca desde mediados del siglo pasado hasta el presente, supone un esfuerzo por presentar algunos de los principales ejes y autores/as que organizaron la reflexión sobre la sociedad brasileña desde entonces. No se trata de agotar los temas y las cuestiones que fueron emergiendo a lo largo de este tiempo, tampoco los/las autores/as más importantes o representativos/as. Semejante tarea sería siempre frustrante e incompleta. Más bien, se busca ofrecer un panorama general respecto de cómo el pensamiento crítico fue ganando, desde la década de 1950, una relativa organización e incluso cierta acumulación intelectual en el país. La variedad de períodos, autores/as y perspectivas aquí presentes no borra un rasgo relativamente común al pensamiento crítico brasileño: se trata de una reflexión históricamente orientada, que entiende que el proceso de formación de una sociedad de origen colonial y estructurada a partir de la esclavitud y de la gran propiedad rural genera efectos de larga duración en la dinámica social, haciéndose sentir hasta el presente. Presente duro, con fuertes retrocesos sociales y políticos, que hace más urgente que nunca la tarea de rescatar y actualizar el pensamiento crítico. Como decía Francisco de Oliveira en “La tarea de la crítica", “la excepción obliga a pensar excepcionalmente".     Description: ¿Y si sostuviéramos que -lejos de las extendidas estigmatizaciones que asocian la juventud de sectores populares con la delincuencia- un gran número de jóvenes de comunidades golpeadas por la violencia social y la ausencia de políticas públicas dedicara sus días a cuidar de otros jóvenes? El trabajo de Yicel Giraldo Giraldo y Alexander Ruiz Silva estudia la solidaridad como eje y motor de las organizaciones sociales juveniles volcadas a cuidar de sus semejantes, ensayando una interpretación de las apuestas éticas y políticas que despliegan las y los jóvenes de las comunas de Medellín para enfrentar situaciones adversas marcadas por el dolor y el sufrimiento. A través de 32 historias de vida de jóvenes, Solidaridad propone reconstruir la compleja trama de iniciativas y acciones solidarias que impulsan los jóvenes de las comunas de Medellín. La música, el audiovisual, la danza, el arte del grafiti y la defensa del medioambiente, son plataformas desde donde los jóvenes convocan al otro, lo afectan, lo conmueven, lo convocan a hacer comunidad.

    Description: Se espera que este libro, en primer lugar, nutra la reexión sobre la apremiante necesidad de repensar la formación de los docentes y el desarrollo del pensamiento crítico en los países de origen de los investigadores y en las universidades, las facultades y los centros de enseñanza donde se hallan vinculados. En segundo lugar, construir comunidad académica en el contexto del Grupo de Trabajo de CLACSO “Formación docente y pensamiento crítico", de tal manera que se fortalezca la docencia y la investigación en contextos multisituados de la región latinoamericana, a la vez que se posibilitan proyectos transformadores de realidades en diferentes niveles educativos. La lectura de estas siete obras de Freire ha suscitado reexiones del orden político, social, económico, educativo y cultural que, se aspira, entren en diálogo con otras voces interesadas en la formación de docentes en todo el sentido del concepto. Finalmente, hay que anotar que el método Freire sigue en vía de ser reconocido y puesto en práctica en los escenarios reales y particulares de aquellos docentes interesados en su propia formación y en la de sus estudiantes como pensadores críticos. La autorevisión, la autocrítica, la evaluación y los ajustes al mismo método se constituyen en parte de sus características.

    Description: Este libro es el resultado de la investigación realizada entre la Universidad Distrital Francisco José de Caldas-Doctorado en Estudios Sociales y el Instituto para la Investigación Educativa y Pedagógica-IDEP, durante el año 2016 y denominada “Construcción de territorios de paz: subjetivaciones, resistencias Ciudadanas y pedagogías para la noviolencia". Consideramos que este momento histórico de Colombia, en su camino hacia la reconciliación nacional, las propuestas educativas de los maestros y maestras adquieren un gran protagonismo en la construcción de una cultura de paz que logre desdibujar la violencia que por largo tiempo ha permeado las existencias en este país. Son los docentes encargados de formar a las nuevas generaciones, quienes pueden contribuir al descubrimiento de una pedagogía que se orienta en la fuerza y la intensidad de los afectos, el respeto por el otro diferente, la convivencia armónica con la naturaleza y la solidaridad con todos aquellos seres que no son humanos y que merecen nuestro cuidado y no la explotación y su destrucción. Desde la educación es posible pensar y crear otra vida donde los deseos y la alegría reemplace el dolor, la muerte y la oscuridad de la guerra y que podamos unirnos solidariamente con toda la diversidad del planeta.

    Description: Esta coletânea reúne trabalhos de acadêmicos e especialistas componentes do Grupo de Trabalho “Políticas públicas y territorios" do Conselho Latino-americano de Ciências Sociais (CLACSO). Apresentam-se aqui os resultados de nove pesquisas acerca de experiências de políticas públicas em distintos recortes temporais e seus impactos territoriais e duas contribuições teóricas. Investigar e refletir em torno das políticas públicas implica em aproximar-se do “Estado em ação" ou dos modos que as ações dos governos foram e são levadas a cabo. Significa igualmente considerar que as esferas do Estado (municipal, metropolitano, estadual/provincial, nacional/federal) encontram-se em constante mutação. Neste sentido, historicizar as políticas públicas adquire relevância porque permite estabelecer suas continuidades e descontinuidades como também revelar os projetos políticos que as conceberam. As políticas (policies) — instrumentos de governo que classificam os indivíduos e as populações coletivizando modos de ação e formas de expressão — podem resultar na via de acesso a estudos comparativos entre os diversos Estados latino-americanos. A perspectiva de organização deste livro surgiu também a partir das mudanças de paradigmas nas Ciências Sociais que convidam à busca de nexos e vínculos para compreender o urbano e o regional na trama das relações sociais e territoriais.

    Description: Esta antología recopila estudios en perspectiva crítica, para aportar a una interpretación racional y objetiva de la realidad de Honduras los últimos cincuenta años. Los trabajos aquí reunidos han sido formulados desde muy diversos enfoques, con un denominador común: diferenciarse de aquella interpretación convencional de los fenómenos y procesos que cumple funciones de justificación del statu quo y suele circunscribirse al discurso oficial. Se han antologado veintidós trabajos, agrupados como una pluralidad de discursos cuestionadores y propositivos. Los trabajos no están presentados en un orden cronológico, sino en uno sistemático. Se han agrupado en tres secciones: Dinámica del poder, Sociedad, economía y desarrollo, y Pensar la nación. Los textos de la primera sección hacen referencia tanto a la crisis centroamericana y el inicio de la transición democrática, como al momento presente. La segunda sección incluye trabajos de los años sesenta y setenta del siglo anterior, junto con aportes actuales. En la sección tercera, cuyo objeto de estudio es la nación, los textos tienen una temporalidad más amplia, yendo del siglo XX al XXI.

    Description: En este libro se caracteriza la política educativa puesta en marcha a partir de la década de 1990 en Honduras en el contexto de las transformaciones económicas y políticas impulsadas por el consenso de Washington, periodo en que destaca la presencia hegemónica del Banco Mundial por su aporte financiero y asesoramiento educativo. El estudio, que explica cómo se establecen los lineamientos y prioridades de la nueva política educativa, se centra en la experiencia del Proyecto Hondureño de Escuelas comunitarias (PROHECO), situado principalmente en el área rural, y financiado por el Banco Mundial en sus inicios. En este trabajo se argumenta que la nueva política educativa se fundamenta en una política social minimista, que reduce las necesidades básicas a la mínima expresión. así, paradójicamente, aunque la educación continúa siendo una prioridad en la lucha contar la pobreza, la inversión educativa continúa reduciéndose.

    Description: La Amazonía es sujeto y objeto de múltiples y variados debates que tansitan desde su diversidad biológica y cultural, pasando por su papel para contrarrestar el efecto invernadero, hasta su potencial económico y la sostenibilidad de sus recursos naturales. El propósito de esta convocatoria fue profundizar el conocimiento sobre las causas de las transformaciones socioeconómicas y espaciales que ocurren actualmente en la Amazonía.

    Description: Este libro llama la atención sobre una inmensa experiencia de saberes producidos y probados en las luchas de ese espacio tan amplio que es el Sur global. En el origen de este desafío están las inquietudes de Boaventura de Sousa Santos, que, en línea con muchos otros intelectuales preocupados por el creciente agotamiento del modelo analítico racional moderno, propuso el desafío de ir hacia el Sur y trabajar con el Sur. Este Sur revela un pluriverso amplio de saberes, y se constituye como una metáfora de encuentros, enfrentamientos y polinización de conocimientos. En una época caracterizada por preguntas fuertes y respuestas débiles, el encuentro con la diversidad del Sur suscita múltiples cuestiones a las que los textos que integran este volumen procuran responder: ¿Por qué, en los últimos siglos, la epistemología dominante eliminó de la reflexión epistemológica el contexto cultural y político de la producción y reproducción del conocimiento? ¿Será la diversidad de la ciencia el resultado de un pluralismo epistemológico? ¿O es que la razón de esta diversidad tiene orígenes ontológicos, una diversidad resultante de la heterogeneidad del mundo? ¿Cómo reconocer otras epistemologías y generar diálogos entre ellas? ¿Cuál es el papel de las universidades públicas en la producción de un saber comprometido con la transformación social? Estas reflexiones se conjugan para explicar que no existe justicia global sin una justicia cognitiva global. Lejos de tratar de presentar las Epistemologías del Sur como un corpus teórico único, los autores y autoras de este libro muestran que lo que necesitamos es, de hecho, una alternativa teórica hecha a partir de varias luchas, de varias cosmologías alternativas, algunas emergentes, y otras procedentes de una historia más larga pero silenciada.     Description: Cedido a Estados Unidos bajo los términos del Tratado de París al finalizar la guerra del 1898, Puerto Rico ha permanecido desde entonces como un territorio colonial. No obstante, a pesar de esta experiencia colonial, los puertorriqueños han logrado asegurar una representación olímpica nacional desde los años 1930 y a consecuencia de esto vigorosamente nutrir ideas nacionalistas.Al examinar cómo el movimiento olímpico se desarrolló en Puerto Rico, Antonio Sotomayor ilumina el profundo rol que los deportes juegan en el proceso político y cultural de una identidad desarrollada dentro de una tradición autonomista en vez de una tradicional independencia política. Principalmente, fue precisamente en el ámbito olímpico que los puertorriqueños encontraron formas de participar y mostrar su orgullo nacional, a veces usando sus mismas limitaciones coloniales –y el reclamo de valores democráticos estadounidenses– a su ventaja.

    Description: La educación es un derecho fundamental y una herramienta de transformación social. La escuela media en particular es un espacio que contribuye a la formación de subjetividades juveniles, es un ámbito de interpretación e integración simbólica, de estructuración de proyectos y expectativas de vida. Pero también es un espacio atravesado por lógicas excluyentes y discriminatorias. En los próximos decenios, la generación formada en las dos primeras décadas del siglo XXI enfrentará las viejas y persistentes desigualdades étnicas de clase y género, sumadas a las nuevas problemáticas que se han ido imponiendo en las sociedades periféricas (y también en las centrales), posmodernas y neocoloniales.     Description: El Consejo Latinoamericano de Ciencias Sociales (CLACSO) junto a la Editorial OCTAEDRO de Barcelona y El Diario de la Educación, convocaron a principios de 2018 un concurso internacional bajo el nombre Educación crítica y emancipación. Se recibieron 155 postulaciones, de las cuales, luego de la revisión técnica, 134 estuvieron en condiciones de ser evaluadas cualitativamente por el Comité Internacional para considerar la calidad, pertinencia y coherencia de las propuestas de acuerdo a las bases de la convocatoria. El proceso de evaluación estuvo a cargo de un Comité Internacional compuesto por quince expertos/as de ocho países: Judith Naidorf (Argentina), Joan Rue (España), Sebastián Gómez (Argentina), Carolina Horta (Colombia), Anahí Guelman (Argentina), Mónica Salazar (Colombia), Juan Carlos Hernández (El Salvador), Pablo Martinis (Uruguay), Olaya Dotel (República Dominicana), Juan León (España), Cibele Lima Rodrigues (Brasil), Rodrigo Cornejo (Chile), Jenny Assael (Chile), Orlando Pulido (Colombia) y Jaume Carbonell (España). De acuerdo a la evaluación y la alta calidad de los ensayos presentados se decidió, además de los cinco premios ganadores anunciados en la convocatoria, reconocer una mención especial y cinco menciones honoríficas. Este publicación reúne los ensayos, en un libro colectivo, de los cinco ganadores y la mención especial, que tendrán su apoyo en la participación de la 8º Conferencia Latinoamericana y Caribeña en Ciencias Sociales a realizarse en Buenos Aires del 19 al 23 de noviembre de 2018.

    Description: As cartas que compõem o livro “Eu, Minha Tia e o Golpe do Atraso: cartas por ocasião do golpe de 2018 no Brasil" contêm muitos dos meus sentimentos, percepções e apreensões, promovidos pelo processo golpista que derrubou uma presidente eleita legitimamente, com mais de 54 milhões de votos. De verdade elas são diálogos comigo mesmo, ou melhor, mediações que pude externalizar como se “conversasse" com alguém. Exercícios de pensar diante da realidade concreta. O tom jocoso que muitas transparecem foi para atenuar a tensão em que vivemos. Posso dizer-lhes agora: não foi e não está sendo fácil ser contemporâneo do assalto ao poder por uma camarilha de políticos corruptos e com caráter destrutivo, capazes de desconstruir uma sociabilidade mais justa e igual que vinha sendo construída com grande apoio popular. O caráter deles, como disse Walter Benjamin, está na linha da frente dos tradicionalistas. A tudo transforma em mercadorias vendáveis e liquidáveis, pouco se importando que estejam no fundo do mar, nos campos ou nas cidades.

    Description: This open access book includes a series of relevant policy research articles, elaborared in the framework of the “Quality in higher education: internationalisation and databases to enhance the Romanian education system” project, implemented by the Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI), together with the Ministry of Education. The project aims to develop and implement systemic measures at tertiary education level, leading to an increased quality of the overall higher education system and universities better prepared for labour market requirements and international standards. The book focuses on areas of interest for Romanian higher education, such as systemic measures to improve access, participation and completion for (vulnerable) students, better promotion of the Romanian higher education to attract students, as well as instruments for a more efficient use of data at higher education level. Each article includes evidence-based policy proposals that could support new strategic initiatives in higher education, including new legislation. Additionally, the collection of articles tells a comprehensive story about the audacity of a higher education system which went through significant challenges to align itself with both European and international trends, as well as respond to national imperatives. Over the last three decades, since the fall of the Iron Curtain, Romanian higher education has undergone significant transformations, aiming to align itself to the latest developments and trends at European and international level. The National Law on Education no. 1/2011 has set the stage for a full implementation of the Bologna Process action lines, taking into account that Romania was already a part of the largest European intergovernmental process – currently the European Higher Education Area (EHEA) – as a founding member. However, since the adoption of this normative framework, the law suffered numerous amendments, making it challenging to observe and achieve coherence in its implementation. Furthermore, Romania is also currently redesigning the strategy for the alocation of European structural funds 2021-2027, based on two strategic documents - the new Education and Employment Operational Programme and the National Recovery and Resilience Plan which highlight the reform and investment priorities at a national level. At the same time, 2021 is a good time to analyze the level of implementation for the objectives and measures included in the National Strategy for Tertiary Education 2015-2020, the Europe 2020 Strategy, and the Bologna Process action lines in the 2010 – 2020 timeframe. Therefore, the present moment may be an important time to assess the impact of strategic documents and actions in the last decade and, possibly, to draft a new National Education Law, better adapted to current realities, starting from the recent initiative by the President of Romania – the Educated Romania strategic vision which was also politically assumed by the Romanian Government.

    Description: This open access book explores the transformative experiences of participants in the University of Sydney’s National Centre for Cultural Competence (NCCC) programs. The establishment of the NCCC was viewed as a critical point of departure for developing an institution-wide agenda of cultural competence. The NCCC’s work since its inception reflects efforts to lay important foundations for cultural change at the University. With the ultimate aim of establishing cultural competence as an agent for transformational change and social justice education, the NCCC has steadily expanded its research and teaching work both within and beyond the University of Sydney. Further, it has developed foundational resources to support and encourage University staff to integrate cultural competence philosophy and pedagogy in their curricula, teaching and research. This includes the ability to engage meaningfully with the cultures, histories and contemporary issues in Aboriginal and Torres Strait Islander communities. The NCCC programs have been designed to encourage participants to learn about who they are and how they can positively impact the transformational change the University has begun. The book presents participants’ reflections on their experiences at the organisational and personal level.     Description: This Open Access book presents an international group of scholars seeking to understand how youth from different cultures relate to modern multidimensional concepts of citizenship, and the roles that education and society have in shaping the views of the world’s future citizens. The book also explores how different aspects of citizenship, such as attitudes towards diverse population groups and concerns for social issues, relate to classical definitions of norm-based citizenship from the political sciences. Authors from Asia, Europe, and Latin America provide a series of in-depth investigations into how concepts of “good citizenship” are shaped in different regions of the globe, using the rich comparative data from the IEA’s International Civic and Citizenship Study (ICCS) 2016. In twelve chapters, the authors review the concept of “good citizenship”; how citizenship norms adherence is configured into profiles across countries; and what country, school, and background factors are related to how students adhere to citizenship norms. Recognizing contingent social and political situations in specific regions of the world, the present books offer six chapters where authors apply their expertise to offer locally relevant and pertinent observations on how young people from diverse cultures understand and relate to different dimensions of citizenship in countries of Asia, Europe, and Latin America.     Description: This open access book takes a critical and international perspective to the mainstreaming of the Global Citizenship Concept and analyses the key issues regarding global citizenship education across the world. In that respect, it addresses a pressing need to provide further conceptual input and to open global citizenship agendas to diversity and indigeneity. Social and political changes brought by globalisation, migration and technological advances of the 21st century have generated a rise in the popularity of the utopian and philosophical idea of global citizenship. In response to the challenges of today’s globalised and interconnected world, such as inequality, human rights violations and poverty, global citizenship education has been invoked as a means of preparing youth for an inclusive and sustainable world. In recent years, the development of global citizenship education and the building of students’ global citizenship competencies have become a focal point in global agendas for education, international educational assessments and international organisations.     Description: This open access edited volume is a comparative effort to discern the short-term educational impact of the covid-19 pandemic on students, teachers and systems in Brazil, Chile, Finland, Japan, Mexico, Norway, Portugal, Russia, Singapore, Spain, South Africa, the United Kingdom and the United States. One of the first academic comparative studies of the educational impact of the pandemic, the book explains how the interruption of in person instruction and the variable efficacy of alternative forms of education caused learning loss and disengagement with learning, especially for disadvantaged students. Other direct and indirect impacts of the pandemic diminished the ability of families to support children and youth in their education. For students, as well as for teachers and school staff, these included the economic shocks experienced by families, in some cases leading to food insecurity and in many more causing stress and anxiety and impacting mental health. Opportunity to learn was also diminished by the shocks and trauma experienced by those with a close relative infected by the virus, and by the constrains on learning resulting from students having to learn at home, where the demands of schoolwork had to be negotiated with other family necessities, often sharing limited space. Furthermore, the prolonged stress caused by the uncertainty over the resolution of the pandemic and resulting from the knowledge that anyone could be infected and potentially lose their lives, created a traumatic context for many that undermined the necessary focus and dedication to schoolwork. These individual effects were reinforced by community effects, particularly for students and teachers living in communities where the multifaceted negative impacts resulting from the pandemic were pervasive. This is an open access book.

    Description: This book is a collection of short essays, accessible through open access, which takes the interested reader on a tour across the global higher education landscape. It addresses pertinent themes and challenges in higher education. To mark the 70th anniversary of the International Association of Universities (IAU) and its role in higher education since 1950, experts from around the world share their insights into higher education’s recent past, present and future. The book is divided into six parts: Part I – “70 years of Higher Education Cooperation and Advocacy” looks back at key events in IAU’s history, its mission and significant activities over time, and remarks on the current global context informing its quest to promote academic partnerships and solidarity on a global scale. Part II – “Facilitating International Cooperation” provides for different perspectives on the transformation of the internationalisation of higher education and the contribution of higher education to international cooperation. Part III – “Coding the Values” debates the values upon which higher education was, is and will have to be built to provide for a democratic and inclusive society. Part IV – “The Changing Landscape” analyses various aspects of the transformation of higher education in an evolving context across the globe. Part V – “The Promise of Education” reflects on the role of higher education, its ideals and shortfalls and what it must do to stay true to its promise to help shape our societies. Part VI – “Opening up – The Future of Higher Education” focuses on future scenarios of higher education and call on the reader to envision a different kind of higher education and reimagine the contribution of higher education to society, as well as future roles for the IAU. The book will be of interest to higher education policy makers and academics. It is also of interest to the general public, as it provides a comprehensive overview of the challenges higher education institutions currently face and suggests scenarios of what the future of education might look like.

    Description: This open access book describes and reviews the development of the quality control mechanisms and methodologies associated with IEA’s extensive program of educational research. A group of renowned international researchers, directly involved in the design and execution of IEA’s international large-scale assessments (ILSAs), describe the operational and quality control procedures that are employed to address the challenges associated with providing high-quality, comparable data. Throughout the now considerable history of IEA’s international large-scale assessments, establishing the quality of the data has been paramount. Research in the complex multinational context in which IEA studies operate imposes significant burdens and challenges in terms of the methodologies and technologies that have been developed to achieve the stated study goals. The demands of the twin imperatives of validity and reliability must be satisfied in the context of multiple and diverse cultures, languages, orthographies, educational structures, educational histories, and traditions. Readers will learn about IEA’s approach to such challenges, and the methods used to ensure that the quality of the data provided to policymakers and researchers can be trusted. An often neglected area of investigation, namely the consequential validity of ILSAs, is also explored, examining issues related to reporting, dissemination, and impact, including discussion of the limits of interpretation. The final chapters address the question of the influence of ILSAs on policy and reform in education, including a case study from Singapore, a country known for its outstanding levels of achievement, but which nevertheless seeks the means of continual improvement, illustrating best practice use of ILSA data.

    Description: This open access international scientific study provides an analysis of how the educational strategy of Universal Design for Learning can stimulate the process of inclusive education in different educational-cultural contexts and different areas of the educational system. The findings of the research deepen the conception of inclusive education and present an analysis of factors that are significant for developing the educational system as well as providing evidence-based recommendations for educational practice. The research for this work was done in four European countries with various historical-cultural contexts: Lithuania and Poland underwent a transformation of the educational systems at the turning point in their political system, shifting from a strictly centralized Soviet policy to a liberal and democratic education system; Austria has experienced changes in social stratification and a need for cultural harmonisation arising from active national migration processes, whereas Finland has been gradually developing a socio-democratic model of national welfare. The analysis of the educational processes in the four countries has been performed using a qualitative action research method. The researchers, in cooperation with the teachers from the selected schools in their country, have implemented the strategy of Universal Design for Learning and assessed its transformation indicators in terms of the quality of inclusive education components.

    Description: This open access book examines the political structures and processes that frame and produce understandings of diversity in and through music education. Recent surges in nationalist, fundamentalist, protectionist and separatist tendencies highlight the imperative for music education to extend beyond nominal policy agendas or wholly celebratory diversity discourses. Bringing together high-level theorisation of the ways in which music education upholds or unsettles understandings of society and empirical analyses of the complex situations that arise when negotiating diversity in practice, the chapters in this volume explore the politics of inquiry in research; examine music teachers’ navigations of the shifting political landscapes of society and state; extend conceptualisations of diversity in music education beyond familiar boundaries; and critically consider the implications of diversity for music education leadership. Diversity is thus not approached as a label applied to certain individuals or musical repertoires, but as socially organized difference, produced and manifest in various ways as part of everyday relations and interactions. This compelling collection serves as an invitation to ongoing reflexive inquiry; to deliberate the politics of diversity in a fast-changing and pluralist world; and together work towards more informed and ethically sound understandings of how diversity in music education policy, practice, and research is framed and conditioned both locally and globally.

    Description: This open access book offers a comparative study of eight ambitious national reforms that sought to create opportunities for students to gain the necessary breath of skills to thrive in a rapidly changing world. It examines how national governments transform education systems to provide students opportunities to develop such skills. It analyses comprehensive education reforms in Brazil, Finland, Japan, Mexico, Peru, Poland, Portugal and Russia and yields original and important insights on the process of educational change. The analysis of these 21st century skills reforms shows that reformers followed approaches which are based on the five perspectives: cultural, psychological, professional, institutional and political. Most reforms relied on institutional and political perspectives. They highlight the systemic nature of the process of educational change, and the need for alignment and coherence among the various elements of the system in order. They underscore the importance of addressing the interests of various stakeholders of the education system in obtaining the necessary impetus to initiate and sustain change. In contrast, as the book shows, the use of a cultural and psychological frame proved rarer, missing important opportunities to draw on systematic analysis of emerging demands for schools and on cognitive science to inform the changes in the organization of instruction. Drawing on a rich array of sources and evidence the book provides a careful account of how education reform works in practice.

    Description: This open access book identifies the multiple ways that IEA’s studies of civic and citizenship education have contributed to national and international educational discourse, research, policymaking, and practice. The IEA International Civic and Citizenship Education Study (ICCS), first conducted in 2009, was followed by a second cycle in 2016. The project was linked to the earlier IEA Civic Education Study (CIVED 1999, 2000). IEA’s ICCS remains the only large-scale international study dedicated to formal and informal civic and citizenship education in school. It continues to make substantial contributions to understanding the nature of the acquired civic knowledge, attitudes, and participatory skills. It also discusses in-depth how a wide range of countries prepare their young people for citizenship in changing political, social, and economic circumstances. The next cycle of ICCS is planned for 2022. In this book, more than 20 national representatives and international scholars from Europe, Latin America, Asia, and North America assess how the processes and findings of the 2009 and 2016 cycles of ICCS and CIVED 1999/2000 have been used to improve nations’ understanding of their students’ civic knowledge, beliefs, attitudes, current civic-related behaviors, and intentions for future participation in a comparative context. There are also chapters summarizing the secondary analysis of those studies’ results indicating their usefulness for educational improvement and reflecting on policy issues. The analyses and reflections in this book provide timely insight into international educational discourse, policy, practice, and research in an area of education that is becoming increasingly important for many societies.

    Description: This open access book presents a comparative study on how large-scale professional development programs for teachers are designed and implemented. Around the world, governments and educators are recognizing the need to educate students in a broad range of higher order cognitive skills and socio-emotional competencies, and providing effective opportunities for teachers to develop the expertise needed to teach these skills is a crucial aspect of effective implementation of curricula which include those goals. This study examines how large-scale efforts to empower teachers for deeper instruction have been designed, how they have been implemented, and their outcomes. To do so, it investigates six programs from England, Colombia, Mexico, India, and the United States. Though all six are intended to broaden and deepen students’ curricular aspirations, each takes this expansion of curricular goals in a different direction. The ambitious education reforms studied here explicitly focus on building teachers’ capacity to teach on a broader set of goals. Through a discerning analysis of program documents, evaluations, and interviews with senior leaders and participants in the programs, the book identifies the various theories of action used in these programs, examines how they were implemented, and discusses what they achieved. As such, it offers an indispensable resource for education leaders interested in designing and implementing professional development programs for teachers that are aligned with ambitious instructional goals.

    Description: Based on twenty case studies of universities worldwide, and on a survey administered to leaders in 101 universities, this open access book shows that, amidst the significant challenges caused by the COVID-19 pandemic, universities found ways to engage with schools to support them in sustaining educational opportunity. In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as “ivory towers” being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach.
