    The European Union, Turkey and Islam (2023)

    Description: Does the fact that the majority of Turkey's population is Muslim form a hindrance to its EU membership? According to a recent policy advice by the Netherlands Scientific Council for Government Policy (WRR), the answer is an adamant 'no'. Why is this issue of Turkish Islam relevant? After all, Turkey should not be judged by standards other than the Copenhagen criteria. The answer is that the public debate outside 'Brussels' will not be limited to these official criteria. Many people in Europe are worried about Turkey's 'Islam factor'. They believe that Muslims are (potentially violent) fundamentalists who want to establish a theocracy. By explicitly examining the role of Turkish Islam and Muslims in Turkey, the WRR wants to contribute to a well-informed European public debate on Turkey's accession.     Description: Ever since the dramatic events of September 11, 2001 the fundamentalist and exclusivist trend prevails in most presentations of Islamic thinking. Indeed, these events have given extremists and fundamentalists a much more prominent position than they might ever have dreamt of. In Reformation of Islamic Thought, the prominent Egyptian scholar Nasr Abû Zayd examines the positive, liberal, and inclusive reaction embedded in the writings of Muslim thinkers. He takes the reader on a critical journey across the Muslim World, where Muslim thinkers from Egypt and Iran to Indonesia seek to divest Islam of traditionalistic and legalistic interpretation. Instead, these thinkers stress the value of a cultural, enlightened Islam, and an individualistic faith. For many, the dogmatic Islam established by the conservatives and supported by totalitarian political regimes is outdated; they want it replaced by a spiritual and ethical Islam. To what extent are these reformist thinkers engaged in a genuine renewal of Islamic thought? Do they succeed in escaping the traditionalist trap of presenting a purely negative image of the West?     Description: Traditionally, the Netherlands has enjoyed being a test market for many ideas in the media. But over the last decade, progress has been severely hampered by lengthy discussions on the future structure of just one sector of media, namely public broadcasting via radio and television. The narrow approach results in a lot of paper, speeches and theories, but little in the way of definitive policy making. In a report to the government, published in February 2005, the Scientific Council for Government Policy (WRR) argued for very different approaches to policy making. The recommendations are not only much broader than "broadcasting"; they tackle the challenges of making robust policy from new angles. Instead of trying to repair the old compass, the approach has been to find new instruments to help policymakers navigate the stormy and often confusing waters ahead. Perhaps the problem in the Netherlands is not accepting the new media, but rather accepting that the role "old" media has undergone a paradigm shift.     Description: Honour killings are murders that are carried out to purify tarnished honour, the honour in question being namus. Both men and women possess namus. For women and girls, namus means chastity, while for men it means having chaste female family members. Honour killing is a widely known phenomenon in Turkey, where the Hürriyet newspaper reports an average of six such killings a month. As a result of migration since the 1960s and 1970s, we also encounter it in Western Europe (the Netherlands, Belgium, Germany, France, Sweden and Denmark). This study examines in detail 20 cases of honour killing by Turks in the Netherlands. Particular attention is given to the social factors that play a role in the decision to commit a honour killing.     Description: This book prompts a fresh look on immigrant integration policy. Revealing just where immigrants and their receiving societies interact everyday, it shows how societal inclusion is administered and produced at a local level. The studies presented focus on three issue areas of migration policy - citizenship, welfare services and religious diversity - and consider cities in very different national contexts. Spanning Switzerland, Italy, Germany, the Netherlands and Canada, the cases display great variety in their theoretical and methodological approaches. In all the countries considered, we see that the local level has an undeniable relevance despite differences in state structures, models of integration and centre-peripheral relations. Particularly for future migration policy research, such a complex comparative exercise thus yields an important universal realisation: the local dimension of migration policymaking matters.     Description: This open access book presents an actor-centered study on Europeanization, based on the assumption that EU-driven reforms are highly dependent on the behavior and interests of the key domestic actors. Whether or not a state pursues a European and democratic agenda depends on domestic lawmakers. Further, political elites are pre-eminent in deciding on the nature, form and content of any law, and on the extent to which the rule of law is actually enforced. Elites can overcome structural or institutional barriers that stand in the way of achieving their goals. The empirical study on Romania presented here lends this observation a more profound meaning: it shows how, in contexts where high level corruption is the norm rather than the exception, self-serving political elites cannot be expected to genuinely commit to adopting sound anti-corruption reform. The book is an inquiry into the motivations that drive legislators to make particular decisions, but also into the structural characteristics and dynamics of the elite that invite a selfish rather than responsible and responsive behaviour.     Description: Writing manuscripts is central to the advance of scientific knowledge. For an early career aspiring scientist, writing first author manuscripts is an opportunity to develop critical skills and to credential their expertise. Writing manuscripts, however, is difficult, doubly so for scientists who use English as a second language. Many science students intentionally avoid a writing-intensive curriculum. Careful, thorough reviews of draft manuscripts are difficult to secure, and experienced scientific supervisors face more demands on their time than they have time available. Weak draft manuscripts discourage supervising scientists investing the time to coach revisions. It is easier for experienced scientists to ignore the request, or to simply rewrite the article. Early career scientists are motivated to address these barriers but specific advice is difficult to find, and much of this advice is behind a pay wall. This essential, open access text presents writing lessons organized as common errors, providing students and early-career researchers with an efficient way to learn, and mentors with a quick-reference guide to reviewing. Error descriptions include specific examples drawn from real-world experiences of other early-career writers, and suggestions for how to successfully address and avoid these in the future. Versions of this book have been used by Stanford University, UC Davis, Johns Hopkins, and numerous international institutions and organizations for over a decade. ;

    Description: This open access book assembles landmark studies on divorce and separation in European countries, and how this affects the life of parents and children. It focuses on four major areas of post-separation lives, namely (1) economic conditions, (2) parent-child relationships, (3) parent and child well-being, and (4) health. Through studies from several European countries, the book showcases how legal regulations and social policies influence parental and child well-being after divorce and separation. It also illustrates how social policies are interwoven with the normative fabric of a country. For example, it is shown that father-child contact after separation is more intense in those countries which have adopted policies that encourage shared parenting. Correspondingly, countries that have adopted these regulations are at the forefront of more egalitarian gender role attitudes. Apart from a strong emphasis on the legal and social policy context, the studies in this volume adopt a longitudinal perspective and situate post-separation behaviour and well-being in the life course. The longitudinal perspective opens up new avenues for research to understand how behaviour and conditions prior or at divorce and separation affect later behaviour and well-being. As such this book is of special appeal to scholars of family research as well as to anyone interested in the role of divorce and separation in Europe in the 21st century.

How can we ensure adequate representation of these growing groups in general population surveys? This book is the first to address these challenges in a systematic way. Experiences from eight Western countries, involving more than a dozen surveys, are used to explore difficulties in designing these types of surveys and some of the choices made to deal with them. The rich array of cases covered gives rise to valuable lessons, from local and national surveys, from well-funded surveys and those with limited means, and on a wide variety of topics ranging from politics to health.

Manifold sustainability issues are closely interconnected with land use practices. Throughout the world, we face increasing conflict over the use of land as well as competition for land. Drawing on experience in sustainable land management gained from seven years of the FONA programme (Research for Sustainable Development, conducted under the auspices of the German Federal Ministry of Education and Research), the book stresses and highlights co-design processes within the “co-creation of knowledge”, involving collaboration in transdisciplinary research processes between academia and other stakeholders. The book begins with an overview of the current state of land use practices and the subsequent need to manage land resources more sustainably.     Description: This is an open access book. Media industry research and EU policymaking are predominantly tailored to large (and, in the latter case, Western) European markets. This open access book addresses the specific qualities of smaller media markets, highlighting their vulnerability to global digital competition and outlining survival strategies for them. New online distribution models and new trends in the consumption of audiovisual content are limited by, and pose new challenges for, existing audiovisual business models and their legal framework in the EU. The European Commission’s Digital Single Market (DSM) strategy, which was intended e.g. to remove obstacles to the cross-border distribution of audiovisual content, has triggered a heated debate on the transformation of the existing ecosystem for European screen industries. While most current discussions focus on the United States, Western Europe, and the multinational giants, this book approaches these industry trends and policy questions from the perspective of relatively small and peripheral (in terms of their population, language, cross-border cultural flows, and financial and/or symbolic capital) media markets.

    The Evolutionary Dynamics of Discursive Knowledge (2021)

    Description: This open access book addresses three themes which have been central to Leydesdorff's research: (1) the dynamics of science, technology, and innovation; (2) the scientometric operationalization of these concept; and (3) the elaboration in terms of a Triple Helix of university-industry-government relations. In this study, I discuss the relations among these themes. Using Luhmann's social-systems theory for modelling meaning processing and Shannon's theory for information processing, I show that synergy can add new options to an innovation system as redundancy. The capacity to develop new options is more important for innovation than past performance. Entertaining a model of possible future states makes a knowledge-based system increasingly anticipatory. The trade-off between the incursion of future states on the historical developments can be measured using the Triple-Helix synergy indicator. This is shown, for example, for the Italian national and regional systems of innovation.

    Description: This open access book presents a comparative study on how large-scale professional development programs for teachers are designed and implemented. Around the world, governments and educators are recognizing the need to educate students in a broad range of higher order cognitive skills and socio-emotional competencies, and providing effective opportunities for teachers to develop the expertise needed to teach these skills is a crucial aspect of effective implementation of curricula which include those goals. This study examines how large-scale efforts to empower teachers for deeper instruction have been designed, how they have been implemented, and their outcomes. To do so, it investigates six programs from England, Colombia, Mexico, India, and the United States. Though all six are intended to broaden and deepen students’ curricular aspirations, each takes this expansion of curricular goals in a different direction. The ambitious education reforms studied here explicitly focus on building teachers’ capacity to teach on a broader set of goals. Through a discerning analysis of program documents, evaluations, and interviews with senior leaders and participants in the programs, the book identifies the various theories of action used in these programs, examines how they were implemented, and discusses what they achieved. As such, it offers an indispensable resource for education leaders interested in designing and implementing professional development programs for teachers that are aligned with ambitious instructional goals.
