    Description: This is an open access book. Statistical machine learning (ML) has triggered a renaissance of artificial intelligence (AI). While the most successful ML models, including Deep Neural Networks (DNN), have developed better predictivity, they have become increasingly complex, at the expense of human interpretability (correlation vs. causality). The field of explainable AI (xAI) has emerged with the goal of creating tools and models that are both predictive and interpretable and understandable for humans. Explainable AI is receiving huge interest in the machine learning and AI research communities, across academia, industry, and government, and there is now an excellent opportunity to push towards successful explainable AI applications. This volume will help the research community to accelerate this process, to promote a more systematic use of explainable AI to improve models in diverse applications, and ultimately to better understand how current explainable AI methods need to be improved and what kind of theory of explainable AI is needed. After overviews of current methods and challenges, the editors include chapters that describe new developments in explainable AI. The contributions are from leading researchers in the field, drawn from both academia and industry, and many of the chapters take a clear interdisciplinary approach to problem-solving. The concepts discussed include explainability, causability, and AI interfaces with humans, and the applications include image processing, natural language, law, fairness, and climate science.

    Description: The notion of development influences and is influenced by all aspects of human life. Social science is but one representational option among many for conveying the myriad ways in which development is conceived, encountered, experienced, justified, courted, and/or resisted by different groups at particular times and places. This wide-ranging collection from a diverse group of academic and non-academic authors engages with the broad field of development through twelve chapters that deal with music, theatre, fiction, photography, festivals, computer games, the arts, blogging, and other media. It explores three broad areas of alternative forms of knowledge about development, organized around the three themes of ‘translation’, ‘advocacy’, and ‘engagement’. The first of these is concerned with how popular representations of development can successfully compete with and complement formal social scientific representations; the second relates to the politics of popular representations of development, and the way that popular productions shape debates; and the third asks whether popular representations of development can generate alternative critiques that allow for the articulation of views that would be unacceptable to more orthodox means.

    Description: Recent technological developments and potential technological developments of the near future require us to try to think clearly about what it is to have moral status and about when and why we should attribute moral status to beings and entities. What should we say about the moral status of human non-human chimeras, human brain organoids, artificial intelligence, cyborgs, post-humans, and human minds that have been uploaded into a computer, or onto the internet? In this introductory chapter we survey some key assumptions ordinarily made about moral status that may require rethinking. These include the assumptions that all humans who are not severely cognitively impaired have equal moral status, that possession of the sophisticated cognitive capacities typical of human adults is necessary for full moral status, that only humans can have full moral status, and that there can be no beings with higher moral status than ordinary adult humans. We also need to consider how we should treat beings and entities when we find ourselves uncertain about their moral status.

    Description: This open access book provides an in-depth description of the EU project European Language Grid (ELG). Its motivation lies in the fact that Europe is a multilingual society with 24 official European Union Member State languages and dozens of additional languages including regional and minority languages. The only meaningful way to enable multilingualism and to benefit from this rich linguistic heritage is through Language Technologies (LT) including Natural Language Processing (NLP), Natural Language Understanding (NLU), Speech Technologies and language-centric Artificial Intelligence (AI) applications. The European Language Grid provides a single umbrella platform for the European LT community, including research and industry, effectively functioning as a virtual home, marketplace, showroom, and deployment centre for all services, tools, resources, products and organisations active in the field. Today the ELG cloud platform already offers access to more than 13,000 language processing tools and language resources. It enables all stakeholders to deposit, upload and deploy their technologies and datasets. The platform also supports the long-term objective of establishing digital language equality in Europe by 2030 – to create a situation in which all European languages enjoy equal technological support. This is the very first book dedicated to Language Technology and NLP platforms. Cloud technology has only recently matured enough to make the development of a platform like ELG feasible on a larger scale. The book comprehensively describes the results of the ELG project. Following an introduction, the content is divided into four main parts: (I) ELG Cloud Platform; (II) ELG Inventory of Technologies and Resources; (III) ELG Community and Initiative; and (IV) ELG Open Calls and Pilot Projects.

    Description: This open access book aims at deepening the understanding of the relation between cyber-physical systems (CPSs) as socio-technical systems and their digital representations with intertwined artificial intelligence (AI). The authors describe why it is crucial for digital selves to be able to develop emotional behavior and why a humanity-inspired AI is necessary so that humans and humanoids can coexist. The introductory chapter describes major milestones in computer science which form the basis for the implementation of digital twins and digital selves. The subsequent Part I then lays the foundation to develop a socio-technical understanding of the nature of digital twins as representations and trans-human development objects. Following the conceptual understanding of digital twins and how they could be engineered according to cognitive and organizational structures, Part II forms the groundwork for understanding social behavior and its modeling. It discusses various perception-based socio-emotional approaches before sketching behavior-relevant models and their simulation capabilities. In particular, it is shown how emotions can substantially influence the collective behavior of artificial actors. Part III eventually presents a symbiosis showing under which preconditions digital selves might construct and produce digital twins as integrated design elements in trans-human ecosystems. The chapters in this part are dedicated to opportunities and modes of co-creating reflective socio-trans-human systems based on digital twin models, exploring mutual control and continuous development. The final epilog is congenitally speculative in its nature by presenting thoughts on future developments of artificial life in computational substrates. The book is written for researchers and professionals in areas like cyber-physical systems, robotics, social simulation or systems engineering, interested to take a speculative look into the future of digital twins and autonomous agents.     Description: This is an Open Access book. The primary objective of this book is to seek out insights into the concept of high-quality growth (HQG). It explores the essential attributes of HQG, such as inclusiveness, sustainability, and resilience, as well as its relationship with transformation, by drawing principally on illustrative cases and instances of international cooperation. The United Nations document on Sustainable Development Goals (SDGs) states that “We resolve to create conditions for sustainable, inclusive and sustained economic growth, shared prosperity and decent work for all.” As such, the concept of quality growth is inherent in many aspects of the SDGs. A similar approach can be seen in the Development Cooperation Charter announced by the Japanese government in 2015. According to the Charter, one of the most important challenges of development is quality growth and the reduction of poverty achieved through such growth. The approach in the Charter emphasizes inclusiveness, sustainability, and resilience. This volume is a pioneering study on quality growth as well as its relationship with SDGs and transformation. Comprehensive studies on quality growth are very few. The case study approach distinguishes the present volume from some previous literature that discussed quality growth within the framework of general policy. Instead, in this book, concrete cases and experiences provide insights into hands-on “ingredients”. Through the case studies, it can be seen more clearly that transformation and quality growth are phenomena that do not occur automatically but, rather, ones that require specific, properly designed strategies and approaches. Another unique feature of this book is that it aims to make explicit some of the consistent, but implicit, principles of Japan’s international cooperation.

    Description: Only ten years ago, there were more internet users in countries like France or Germany than in all of Africa put together. But much has changed in a decade. The year 2018 marks the first year in human history in which a majority of the world’s population are now connected to the internet. This mass connectivity means that we have an internet that no longer connects only the world’s wealthy. Workers from Lagos to Johannesburg to Nairobi and everywhere in between can now apply for and carry out jobs coming from clients who themselves can be located anywhere in the world. Digital outsourcing firms can now also set up operations in the most unlikely of places in order to tap into hitherto disconnected labour forces. With CEOs in the Global North proclaiming that ‘location is a thing of the past’ (Upwork, 2018), and governments and civil society in Africa promising to create millions of jobs on the continent, the book asks what this ‘new world of digital work’ means to the lives of African workers. It draws from a year-long fieldwork in South Africa, Kenya, Nigeria, Ghana, and Uganda, with over 200 interviews with participants including gig workers, call and contact centre workers, self-employed freelancers, small-business owners, government officials, labour union officials, and industry experts. Focusing on both platform-based remote work and call and contact centre work, the book examines the job quality implications of digital work for the lives and livelihoods of African workers.

    Description: Few concepts have captured the imagination of the conflict and development communities in recent years as powerfully as the idea of a ‘political settlement’. At its most ambitious, ‘political settlements analysis’ (PSA) promises to explain why conflicts occur and states collapse, the conditions for their successful rehabilitation, different developmental pathways from peace, and how to better fit development policy to country context. Yet despite the meteoric rise of the term and its tremendous promise, not all is well in the world of PSA. Rival definitions of the concept abound; there are disagreements about its scope and the way it should be used; a growing schism between conflict specialists and economists; basic concepts are ambiguous; and little progress has been made on measurement. This book consequently has three main aims. The first is to argue for a revised definition of a political settlement, capable of unifying its diverse strands. The second is to put the concept on a more solid theoretical and scientific footing, providing a method for measuring and categorizing political settlements, using both qualitative case studies and a large-n statistical analysis to illustrate its potential. And the third is to examine the implications of the findings for mainstream social science analysis and for policymakers.

    Description: This open access book introduces Vector semantics, which links the formal theory of word vectors to the cognitive theory of linguistics. The computational linguists and deep learning researchers who developed word vectors have relied primarily on the ever-increasing availability of large corpora and of computers with highly parallel GPU and TPU compute engines, and their focus is with endowing computers with natural language capabilities for practical applications such as machine translation or question answering. Cognitive linguists investigate natural language from the perspective of human cognition, the relation between language and thought, and questions about conceptual universals, relying primarily on in-depth investigation of language in use. In spite of the fact that these two schools both have ‘linguistics’ in their name, so far there has been very limited communication between them, as their historical origins, data collection methods, and conceptual apparatuses are quite different. Vector semantics bridges the gap by presenting a formal theory, cast in terms of linear polytopes, that generalizes both word vectors and conceptual structures, by treating each dictionary definition as an equation, and the entire lexicon as a set of equations mutually constraining all meanings.

    Description: This book provides a systematic analysis of the political processes shaping the distribution of social transfers in six countries in sub-Saharan Africa and South Asia. In doing so, the book addresses a notable gap in recent research on social protection concerning the politics of implementation. While considerable attention has been devoted to debating the merits of different policy designs and the political factors shaping the adoption and diffusion of different policy models, ultimately the ability of any social transfer programme to deliver on its promises is dependent on the effective implementation and distribution of social transfers in line with intended objectives. The chapters in this book examine international and sub-national variation in programme implementation in Bangladesh, Ethiopia, Ghana, Kenya, Nepal, and Rwanda, drawing on a common analytical framework that highlights the importance of state capacity and reach, rooted in histories of state formation, and contemporary political competition in shaping the distribution of social transfers. Comparative analysis of the case studies supports the view that variation in the capacity and reach of the state within countries is a centrally important factor shaping the effectiveness and impartiality of distribution. Yet state capacity alone is insufficient. Rather, political competition and power relations shape how this capacity is actually deployed in practice. As such, the book underscores the inherently political nature of implementation and questions common technocratic efforts to improve implementation by de-politicizing the social protection policy process.

    Description: Common-sense morality implicitly assumes that reasonably clear distinctions can be drawn between the ‘full’ moral status usually attributed to ordinary adult humans, the partial moral status attributed to non-human animals, and the absence of moral status, usually ascribed to machines and other artefacts. These assumptions were always subject to challenge; but they now come under renewed pressure because there are beings we are now able to create, and beings we may soon be able to create, which blur traditional distinctions between humans, non-human animals, and non-biological beings. Examples are human non-human chimeras, cyborgs, human brain organoids, post-humans, human minds that have been uploaded into computers and onto the internet, and artificial intelligence. It is far from clear what moral status we should attribute to any of these beings. While commonsensical views of moral status have always been questioned, the latest technological developments recast many of the questions and raise additional objections. There are a number of ways we could respond, such as revising our ordinary suppositions about the prerequisites for full moral status. We might also reject the assumption that there is a sharp distinction between full and partial moral status. The present volume provides a forum for philosophical reflection about the usual presuppositions and intuitions about moral status, especially in light of the aforementioned recent and emerging technological advances.

What is the best way to select a set of candidates for a shortlist, for an executive committee, or for product recommendations? Multi-winner voting is the process of selecting a fixed-size set of candidates based on the preferences expressed by the voters. A wide variety of decision processes in settings ranging from politics (parliamentary elections) to the design of modern computer applications (collaborative filtering, dynamic Q&A platforms, diversity in search results, etc.) share the problem of identifying a representative subset of alternatives. The study of multi-winner voting provides the principled analysis of this task. Approval-based committee voting rules (in short: ABC rules) are multi-winner voting rules particularly suitable for practical use. Their usability is founded on the straightforward form in which the voters can express preferences: voters simply have to differentiate between approved and disapproved candidates. Proposals for ABC rules are numerous, some dating back to the late 19th century while others have been introduced only very recently. This book explains and discusses these rules, highlighting their individual strengths and weaknesses. With the help of this book, the reader will be able to choose a suitable ABC voting rule in a principled fashion, participate in, and be up to date with the ongoing research on this topic.

    Description: Humans have always dreamed of automating laborious physical and intellectual tasks, but the latter has proved more elusive than naively suspected. Seven decades of systematic study of Artificial Intelligence have witnessed cycles of hubris and despair. The successful realization of General Intelligence (evidenced by the kind of cross-domain flexibility enjoyed by humans) will spawn an industry worth billions and transform the range of viable automation tasks.The recent notable successes of Machine Learning has lead to conjecture that it might be the appropriate technology for delivering General Intelligence. In this book, we argue that the framework of machine learning is fundamentally at odds with any reasonable notion of intelligence and that essential insights from previous decades of AI research are being forgotten. We claim that a fundamental change in perspective is required, mirroring that which took place in the philosophy of science in the mid 20th century. We propose a framework for General Intelligence, together with a reference architecture that emphasizes the need for anytime bounded rationality and a situated denotational semantics. We given necessary emphasis to compositional reasoning, with the required compositionality being provided via principled symbolic-numeric inference mechanisms based on universal constructions from category theory. • Details the pragmatic requirements for real-world General Intelligence. • Describes how machine learning fails to meet these requirements. • Provides a philosophical basis for the proposed approach. • Provides mathematical detail for a reference architecture. • Describes a research program intended to address issues of concern in contemporary AI. The book includes an extensive bibliography, with ~400 entries covering the history of AI and many related areas of computer science and mathematics.The target audience is the entire gamut of Artificial Intelligence/Machine Learning researchers and industrial practitioners. There are a mixture of descriptive and rigorous sections, according to the nature of the topic. Undergraduate mathematics is in general sufficient. Familiarity with category theory is advantageous for a complete understanding of the more advanced sections, but these may be skipped by the reader who desires an overall picture of the essential concepts This is an open access book.
