It gives a 24 hour emergency number and three steps to be followed in case of pollution, dead, distressed fish or suspects someone of illegally catching or selling fish.

    Beschreibung: This is the River Ehen and Tributaries SSSI consultation Protocol for the Environment Agency with English Nature, produced in 1998. The Protocol is intended to provide for consistency of approach, to clarify responsibilities and help to streamline the statutory consultation and consenting procedures in which both organisations are involved. It provides guiding principles on the approach to management issues. Based on the operations likely to damage the special interest (OLDSI) which forms part of the SSSI notification, the protocol identified acceptable management activities which contribute to the special interest of the site and those which may adversely affect that interest. OLDSI includes activities such: land drainage consents, discharge consents, herbicides approvals, fish-stocking consents, fishing licences, abstraction and impoundment licences, consents to construct/test pump boreholes, integrated pollution Control Licences and Waste Management Licences, capital projects, flood defence maintenance works, water resources, fisheries, pollution control, ecology surveys and Recreation works.

    Beschreibung: This is the Investigation of rising nitrate concentrations in groundwater in the Eden Valley, Cumbria report produced by the Environment Agency in 2003. This report focuses on groundwater nitrate concentrations in the Eden Valley. Most boreholes in the Eden Valley had nitrate concentrations less than 20 mg/l but a significant number had higher concentrations, some exceeding the EC maximum admissible concentration for drinking water of 50 mg/l. The main objectives of this report were to investigate the causes of rising nitrate concentrations in groundwater in the Permo-Triassic sandstone aquifers of the Eden Valley area and provide sufficient understanding of the groundwater and surface water flow system, including the sources of the nitrate contamination and the processes controlling nitrate movement, so that possible management options for reversing this trend can be considered.

    Beschreibung: This is the report on the Fisheries Aspects of North West Water Authority Schemes to Increase Water Abstraction in West Cumbria by the Egremont and District Anglers’ Association. Existing river pollution and water abstraction in the Ennerdale Lake-River Ehen system is shown to have caused a major deterioration in the conditions in the Ehen fishery. This is reflected by the fact that catches of salmon, sea trout and smelts on the Ehen have all fallen to roughly 6% of the 1965 level; wich is far worse than the deterioration shown in salmon catches for S. W. Cumberland as a whole. Recommendations are made, in the light of proposals by North West Water Authority to increase water abstraction in West Cumbria, to prevent further deterioration in the Ehen fishery in the short term and to improve the situation in the longer term. It contains sections on pollution, water abstraction and fisheries background, flow statistics for and discussion of high water-droughts on the River Ehen, effects of droughts on Tidal Water and a discussion of N.W.W.A. Paper entitled `Water Resources in West Cumbria’ in the light of conditions on the River Ehen.

In the section on Stage 2 or Appropiate Assessment of the Habitat Directive, it is considered the impact on the integrity of the Manchester Mosslands cSAC, Astley and Bedford Moss, Holcroft Moss and Risley Moss of the projects, plans or activities, either alone or in combination with other projects, plans or activities, with respect to the site’s structure and function and its conservation objectives.     Beschreibung: This is a technical report of a hydrogeological assessment by the Environment Agency, an assessment to inform the Stage 3 review of Consents under the Habitats Directive for Wybunbury Moss, a National Nature Reserve and Special Area of Conservation in Cheshire. In the Stage 2 Review of Consents, one groundwater licence could not be clearly assessed as having no significant impact and so was taken forward to Stage 3. Further work has been carried out to refine the understanding of groundwater flow and the extent of the actual groundwater catchment of Wybunbury Moss, including three drilled boreholes, the monitoring of groundwater levels in the boreholes by data-loggers for more than 18 months and the sampling and analysis of the groundwater from the boreholes. Results of this further work are shown in Appendixes. From this work, a geological cross-section and Conceptual Model has been produced, and a map showing the revised understanding of the groundwater catchment of Wybunbury Moss. It also includes in Appendix I, the Stage 2 Review of Consents previously made.

    Beschreibung: This is the history of contamination in sediments from the Mersey Estuary: Development of a chronology for the contamination of the Mersey Estuary by heavy metals and organochlorines Report produced by the Environment Agency in 1998. This report looks at the history of industrial contamination of the Mersey and Ribble Estuaries back to the early part of the last century, many decades before the start of monitoring programmes providing a remarkably detailed picture of very complex changes. There is a clear record in the sediment of the contamination by each heavy metal (including: Cu, Cr, Hg, Pb, Zn) and organochlorine chemical (including DDT isomers and PCB congeners) studied. The results of the study clearly show the increases in levels of contamination as industry expanded early last century followed by various improvements as this century progressed. Each pollutant has its own idiosyncratic pattern of change with some improvements predating modern environmental concerns whilst other changes seem to relate directly to recent improvements in legislative control. Overall, for the pollutants studied, the results clearly demonstrate the magnitude of improvement that has been achieved in what was a very polluted area. The only major reservation to this story is that despite the wide range of substances covered, many other potentially important pollutants remain to be studied in a similar manner.

    Beschreibung: This is the Intensive biological survey of the Glaze Brook catchment May 1981 report produced by the North West Water Authority in 1981. The aim of this report is to identify those pollution problems not identified during the routine biological water quality surveys, and to check the suitability of the routine biological sampling point. This report looks at an intensive biological water quality survey of the Glaze Brook catchment which was carried out by Biol. (S) on 13th-15th May, 1981. Kick samples of invertebrates were taken at 5 sites and all invertebrates were identified and counted in the field. The most significant water quality observations in the report were from: Borsdane brook, Pennington brook, Glaze brook, Amberswood brook, Cunningham brook, Old Mill brook, Shakerley brook, Astley brook and Shaw brook.

    Beschreibung: This is the report on the strategic fisheries stock assessment survey of the minor catchments in South West Cumbria 1996 with particular reference to salmonids, produced by North West Water in 1994. The 1996 Minor Catchment survey indicates variations in salmonid production within these catchments. Survey results indicate that production may be reaching its limit in certain areas whilst others are underachieving and others are unsuitable for salmonid production. Trout production within the catchments is higher and more widespread than that of salmon. Water quality levels vary considerably between catchments and intra-annually within individual catchments. The need for selective habitat surveys, with a view to habitat improvement schemes (H.I.S) is discussed. This report formed a basis for subsequent reports, thus, allowing data comparisons and analysis of production level fluctuations. It was the most extensive assessment of these catchments to date, taking into account comparisons with the new National Database on salmonid production in England and Wales.

    Beschreibung: Historic film on the River Lune, North England, UK. It shows the River Lune near its estuary at Lancaster. The film was made in the summer of 1972 over several weeks and is 14:25 minutes long. It combines aerial shots of the River, scientific and hydraulic work by the University of Salford which worked on a new weir of the Lune (Skerton Weir). Audio commentary explains the work. The film was produced by Cinephoto House, Manchester, on behalf of the predecessor orgenaisation of the Environment Agency, UK. The intended audience of the film is unknown.

    Beschreibung: This is the Kent estuary survey 18th July 1981 produced by the North West Water Authority in 1981. The report focuses on a tidal cycle survey carried out on the Kent estuary on the 18th August, 1981. The chemical water quality at Arnside Pier and at New Barns was, on the whole, acceptable. However, samples taken downstream of the outfall at low water for total coliforms and E. coli were all above the EEC mandatory level whilst those for faecal streptococci were all above the guideline value. This document shows chemical and bacteriological data analysed at Kent estuary such chloride, dissolved oxygen, BOD, ammonia, nitrate, phosphate, total coliforms, E. coli and Faecal streptococci.

    Beschreibung: This is the River Eden RHS and geomorphology evaluation: Final report October 2001 produced by the Environment Agency North West in 2001. This report analysed the River Habitat Survey (RHS) and geomorphology data to evaluate the level of habitat quality and the geomorphological characteristics of the River Eden and sub-catchments. RHS data and geomorphological assessment data was collected within the study areas by CEH and Fluvial Environmental Services Ltd. The River Eden and its sub-catchments are being considered as a Special Area for Conservation (SAC) due to the presence of habitat types and species, which are rare or threatened within Europe. The purpose of the project is to provide an overview of the state of the catchment in terms of river habitats and geomorphological processes in order to aid the derivation of sound management for this proposed SAC.The aim of this report was to determine the state of the environment within the Eden and sub-catchments and identify the main pressures on the system in order to derive sound management options.

    Beschreibung: This is the Report on fisheries invertebrate survey of the Groove Beck, Thornsgill Beck and Troutbeck system produced by the Environment Agency North West in 1997. In 1996 the National Rivers Authority (NRA) report on the 1992 strategic stock assessment for the Upper Derwent catchment Jane Atkins recommended that should subsequent electrofishing show continued low densities, a survey of the invertebrate fauna should be undertaken to assess the food availability for salmonids, in order that lack of food could be ruled out as a contributory factor in their poor breeding success. Additionally the survey looked at the substrate to try to determine whether the bed type might actually be unsuitable for spawning, especially in view of the previously mentioned silt inputs.

    Beschreibung: This is the Ashburn (Dart catchment) fisheries survey 1978 report produced by South West Water Authority in 1978. This report focuses on an exploratory survey to determine the population and distribution of all fish species and in particular salmonid species of the Ashburn stream. This survey is primarily intended for future reference on completion of the proposed Flood Alleviation Scheme of the Ashburn where it passes through the centre of Ashburton. Three sections were electro fished using D.C. Current Sections were chosen as easily accessible and through their relation in position to the intended scheme.

    Beschreibung: This is the Biological survey of River Teign and tributaries with references to the discharge of ball clay wastes, document produced by South West Water Authority in 1973. This report focuses on on-site assessment of the benthic macro-invertebrates of the lower River Teign, River Bovey, Ugbrooke Stream and Blatchford Brook was undertaken on 19th and 22nd August 1977 to assess the effects of discharges from ball clay mining premises. Inspection of aquatic fauna in the field is of necessity, less extensive than laboratory identification of sorted samples, so that the resulting data underestimates the water quality. This is more pronounced in the Chandler Score than in the Trent Biotic Index which does not take account of species abundance. Chandler should thus be interpreted by the trends described rather than by absolute values calculated.

    Beschreibung: This is the Biological survey of the River Teign and tributaries, with reference to the effect of ball clay discharges report produced by South West Water Authority in 1979. A survey of the macroinvertebrate riffle fauna in the Ball Clay mining area of the Bovey Basin, following a period of low rainfall, indicated that the River Bovey and the River Teign between Chudleigh and Teign Bridge, Newton Abbot were of good quality. Further downstream, the R. Teign and the lower reaches of the Ugbrooke Stream were identified as being of doubtful quality with the discharge from ECC Broadway continuing to give cause for concern.

    Beschreibung: This is the River Irk intensive survey produced by the North West Water in 1986. This report focuses on the Intensive Survey carried out on the River Irk on 15 April 1986. The river Irk was one of the most polluted rivers in North West Water's area. In dry weather the bulk of the flow in the river originated from the 3 sewage works within the catchment (Castleton ETW, Royton ETW and Oldham ETW). The river Irk was badly affected by numerous unsatisfactory storm sewage overflows (SSOs) within the catchment. Several sewerage projects had been carried out within the Irk catchment especially in the Middleton area, where earlier major redevelopment of the old town centre took place between 1969 and 1976, at which time the main sewers were reconstructed. The survey was designed to investigate the changes in the water quality of the river Irk which take place during wet weather. Because of manpower and analytical restrictions the study on Wince Brook and the river Irk upstream of Wince Brook was limited to their bottom reaches.

    Beschreibung: This is the report on the Effect of Abstraction on Fish and Fisheries presented at the 24th IFM Annual Study Course, The Changing Face of Fisheries September 1993 at Cardiff.Water is abstracted from rivers for a wide variety of uses and causing potential for conflicts between abstracters, fisheries and conservation interests, especially during natural low flows. It looks at the potential effects that flow reduction has over various stages of salmonids at various stages of their life history. The flow at the time of smolt migration has been found to be positively correlated with the number of returning adults, and flow is considered to be one of the most important environmental factors inducing salmonids to enter fresh water and ascend rivers. The importance of time series data on fish stocks and angling success together with models which ultimately relate discharge to standing stock are discussed in relation to the setting up of Minimum Acceptable Flows.

    Beschreibung: This is the Water Quality Monitoring in the Mersey Estuary report produced by the Environment Agency in 2001. This report focuses on the Water Quality Monitoring Programme held in the Mersey Estuary. Since the mid-1960s water samples have been collected at approximately monthly intervals along the length of the estuary between Warrington and New Brighton and in later years further off-shore. This data-set provides an invaluable resource to determine how the very large capital spending of recent years has resulted in the dramatic improvements in water quality that we are now able to record. Initially, the interest was focused on parameters such as dissolved oxygen, BOD, nutrients and suspended solids. Over the last decades, as analytical methods have improved, toxic metals and persistent organic compounds have been included in the routine monitoring programme at a limited number of sites. Moreover, with the introduction of the European Water Framework Directive monitoring programmes it was an opportune time to review the Mersey monitoring strategy. This revised monitoring programme required data from several other components (water, sediments, flora, fauna, fish and birds. This report also contains information about Routine monthly surveys, Special surveys, Chloralkali Directive, UKNMP, British Geological Survey, EDMAR and NERC Environmental Diagnostics Thematic Programme.

    Beschreibung: This is the report on the strategic fisheries stock assessment survey of the River Winster 1995 together with a coarse fish survey in 1994 and reference to the 1995 drought, produced by the Environment Agency North West in 1996. Salmonid production within the Winster catchment was dominated by trout although good densities of salmon juveniles were found on some main river sites. Despite suffering drought conditions for much of 1995, only salmon fry production appeared to have been affected. Coarse fish populations once found in the lower reaches of the Winster appear to have declined to very low levels with no fish sampled. This may be partly due to broken tidal gates allowing saline intrusion. It seems that the lower river was suited to the development of a recreational coarse fishery, now that the gates have been repaired. This report completes the strategic stock assessment surveys planned for the period 1992-1995. It represents the last major catchment that was surveyed to determine the current status of fisheries in the South and South West Cumbria areas.

    Beschreibung: This is the Kent estuary survey 8th July 1980 produced by the North West Water Authority in 1980. This survey was carried out on the Kent Estuary on the 8th July, 1980 during the period 3h hours before to 1.5 hours after low water. The chemical water quality in the vicinity of Arnside was found, in general, to be good. The E. coli counts were found to be at or below the E E C mandatory value for bathing waters. Downstream of the Arnside outfall the E coli counts were generally above the E E C mandatory value, the counts getting higher at and after low water. B O D values also increased at low water though ammonia and phosphate (except for 1 sample) concentrations were low. The total coliform counts both at Arnside and below the outfall were always above the E E C mandatory level (except for 2 samples).

    Beschreibung: This is the report on the Leven estuary project: Fisheries Department final report produced by the Environment Agency North West in 1997. This report contains information about Leven estuary, river Leven catchment, river Crake catchment and the Ulverston Discharges. The Leven estuary is characterised by being very shallow, and shares the extremely variable tides and currents that characterize the whole of Morecambe Bay. There was little detailed knowledge of the impact on the Leven estuary, and particularly its fisheries, of the discharges from Ulverston. There has been some concern expressed by the lave netsmen and the general public about the possible harmful effects of the effluents on the biology of the estuary. In the absence of a definite strategy for the protection and management of the estuary was born this project. The project involves water quality monitoring, effluent and estuary toxicity testing, tracking of effluent plumes, and salmonid tagging and tracking. The entire project commenced in June 1995 and was expected to reach a conclusion in March 1997. The information gained from the project was expected to contribute to the creation of a 'mixing zone' for the effluent, and to improve the environmental management of the estuary and protection of its fishery.

    Beschreibung: This is the Brown trout habitat assessment on the River Bela catchment produced by the Environment Agency North West in 1997. The Environment Agency (EA) and its predecessor the National Rivers Authority undertook strategic fish stock assessments in 1992 and 1995 on the River Bela catchment. These surveys found low numbers of brown trout {Salmo trutta) at some sites. Following this, habitat evaluation assessments were undertaken on the eleven poorest sites Factors probably responsible for declining trout populations on the three main tributaries of the Bela catchment include: Overgrazing by farm stock; Lack of suitable cover for parr; the absence of suitable spawning areas; existing potential of certain areas within the catchment not being utilised, due to poor dispersal. Habitat Improvement Schemes (H.I.S) are discussed and prioritised.

    Beschreibung: This is the report on the River Ehen salmonid fishery - current status and a summary of fisheries work during the period 1993-1996, produced by the Environment Agency North West in 1997. This report draws together a number of investigations and surveys undertaken following the 1993 Strategic fisheries survey of the River Ehen. It specifically details the historic catch data available for this catchment for both salmon and sea trout and examines the current stock levels based on this data. Concerns over sea trout stock levels are raised and a detailed examination of the possible limiting factors involved is included. Information from surveys on the River Keekle is analysed with reference to its potential for sea trout production both currently and with the proposed clean up on Oatlands tip. Salmon production in the historically acidified River Liza sub catchment is examined along with ways of boosting production further following recent reductions in acidic episodes. Future and current issues and actions required in the catchment are listed along with the responsible party and estimated costs involved.

The report summarises routine and baseline water quality surveys carried out on the Kent estuary during 1992. Unfortunately, in June, samples could only be taken from stations 3, 7 and 8. For ease of interpretation the results have been presented in graph form, including the maximum and minimum parameter concentration and the appropriate Environmental Quality Standards (EQS). The parameters measured in this survey were physical parameters (temperature, BOD, dissolved oxygen, Ph, salinity, conductivity); nutrients (ammonia, phosphate, and nitrate); metals (Mercury, Nickel, Arsenic, Cadmium, Chromium, Cooper, Boron, and Zinc) and organic compounds.

    Beschreibung: This is the Fish communities in rivers to be affected by Roadford Reservoir report produced by South West Water Authority in 1978. Surveys were carried, out on the Rivers Wolf, Thrushel, Lew and Lumburn, which are likely to be affected directly and indirectly by the construction and use of Roadford Reservoir. Of the upper reaches of three rivers to be affected directly by water releases, two were found to support abundant stocks of salmon and trout, and the third was found to contain abundant stocks of trout and eels. The River Thrushel will be affected indirectly and in this river salmon and trout stocks were present in slightly lower abundance than in others. Population estimates, densities, mean lengths and approximate biomass values were calculated. Other species were present in all rivers, usually in great abundance.

Field work was done in August and September each; year. Abstraction began in summer 1979. On the River Bray one site upstream and three downstream of Leahamford were chosen. One site on the River Mole was surveyed and is considered as a control site, being not directly affected by abstraction. The sketch map shows these sites in relation to Leahamford.

    Beschreibung: This is the Fisheries survey of the River Taw 1977 report produced by South West Water Authority in 1978. The upper reaches of the River Taw were severely polluted in October 1975 and there was widespread fish mortality. A survey was carried out to assess the recovery of salmonid stocks in the affected areas. Salmon showed a rapid recovery and trout have also recovered well. Both species have been assisted by widespread stocking. Several other species were present. Salmonid and total fish biomass was high. Further stocking of salmon is not recommended and it is also suggested that stocking with trout should be discontinued.

In May 1997, a Stillwaters meeting was held to discuss the way forward in stillwaters monitoring. It decided upon the establishment of a three year rolling programme, in which three stillwaters would be monitored three times a year, every third year. During 1999, stillwaters monitored for the third year of the Stillwaters Monitoring Programme were Tabley Mere, Comber Mere and Norbury Mere. Surveys of Petty Pool and Betley Mere continued for a second and third year respectively after water quality concerns were highlighted in previous end-of-year reports. Oak Mere was also surveyed for the third year running due to its unusual ecology. This year, the variety of parameters monitored was limited to algal, zooplankton and water chemical samples. Fisheries and marginal invertebrate surveys were not completed due to lack of resources.

During 2000, stillwaters monitored for the fourth year of the Stillwaters Monitoring Programme were Hatch Mere, Marbury Big Mere, Comber Mere, Tabley Mere, Tatton Mere and Melchett Mere. Algal, zooplankton and water chemical samples were taken on all meres. Surveys of Tabley Mere and Comber Mere continued on from last year when water quality concerns were highlighted. Continuous monitoring in Oak Mere, including water level data continued in 2000. Fish surveys were carried out in Tatton Mere and Comber Mere. Tabley Mere survey was abandoned due to the awkward bathymetry of the mere. No invertebrate samples were taken in 2000 due to lack of resources.

The report focuses on the provision of additional supplies of water in West Cumbria. In certain areas of West Cumbria difficulties arose in meeting peak demands. Moreover British Nuclear Fuels Ltd. (B.N.F.L) required additional water supplies. The area under consideration forms the western edge of the Lake District National Park and all the sources considered in this report, apart from the aquifer in the immediate vicinity of Calder Hall, lie wholly or partly within the National Park boundaries. The Rivers Ehen, Calder and Irt support migratory trout and salmon and are angling streams of a high quality. Amenity considerations therefore play an important part in determining the location and extent of any development.

    Beschreibung: This is the Irwell: Story of an industrial river document produced by the North West Water in 1979. This report is a leaflet format document. It focuses on the historical evolution of River Irwell, since it was “born” the river Irwell, about three hundred million years ago when shallow seas covered most of south east Lancashire and Europe to present years. It looks at Irwell’s pollution, highlighting the Irwell’s lower stretches were some of the region was the most polluted due to the population growth and establishment of industrial activities i.e. Lancashire’s great cotton industry, breach and dye works, paper mills, tanneries, chemical and gas works. Wastes from these industries were discharged directly to the river, together with crude sewage from an ever increasing population. However over the years the condition of the Irwell was gradually improved.

    Beschreibung: This is the Aphanomycosis of crayfish: crayfish plague report produced by the Environment Agency in 2000. Crayfish plague is an extremely virulent fungal disease of European crayfish species, the white clawed or stone crayfish of Western Europe Austropotamobius pallipes, the Noble crayfish of northern Europe Astacus astacus and the narrow clawed crayfish of Eastern Europe, Astacus leptodactylus. The white claw crayfish A. pallipes is the indigenous native crayfish of the British Isles. Until the early 1980s there were extensive healthy populations of this crayfish in almost all suitable alkaline river and lake environments in England and Wales as far north as Northumberland. The conservation importance of this native crayfish is widely recognised. This report provides a general review of the literature of crayfish plague, including an overview of its spread through the British Isles from CEFAS records. Information on current diagnostic methods from the Office International des Epizooties (OIE) Aquatic Disease Manual is provided. Information on the taxonomy, morphology and physiology of the pathogen is reviewed, together with the pathogenicity and pathology of the disease and current means of prevention and control.

In the section on Stage 2 or Appropiate Assessment of the Habitat Directive, it is considered the impact on the integrity of the Rochdale Canal of the projects, plans or activities, either alone or in combination with other projects, plans or activities, with respect to the site’s structure and function and its conservation objectives. Additionally, where these are adverse impacts, an assessment of the potential mitigation of those impacts. The criteria used in this report to identify relevant projects, plans or activities and their impacts are water quality discharge consents, waste management licences, abstraction licences, Integration Pollution Control (IPC) and Integrated Pollution Prevention Control (IPPC) permits.     Beschreibung: This is the Intensive biological survey of the Glaze Brook catchment: Supplementary report on the water quality as indicated by macrophytes produced by the North West Water Authority in 1981. This report describes the results of the macrophyte survey including data on their distribution and the prevailing water quality (nutrient status and toxic metal contamination) It supplements the initial report,TS-BS-81-3, which described the macroinvertebrate survey. The aim of this project is to describe the distribution of macrophytes within the river, paying attention to areas where weed growth may directly affect water quality or amenity usage, and describe the distribution of toxic metals. In the survey 16 sites of 500 m lengths of river were analysed, noting the relative abundance and percentage cover of the macrophytes present, plant score and Community Description Class (C.D.C.) were computed.

    Beschreibung: This is the River habitat survey and geomorphological evaluation of the Glaze Brook Catchment report produced by the Environmental Research and Consultancy of the University of Liverpool in 2002. The major aims of the project were to provide baseline information on river habitats in the Glaze catchment using standard River Habitat Survey (RHS) methods (sampling 25% of the catchment length) and, through the geomorphological audit, to assess the distribution and intensity of geomorphological processes, notably sediment transfer, sources and sinks. This information was then used to develop informed management recommendations. The Glaze catchment is a heavily modified watercourse of generally poor habitat quality. The most important factors contributing to the low quality of the sites are poor bank and channel features; low diversity/absence of channel vegetation; paucity of bankside trees and, to a lesser extent, a lack of channel substrate diversity. The high degree of modification relates principally to extensively resectioned banks and channels plus extensive culverting in the urban parts of the catchment.

The report focuses on the surveys of ten Cheshire Meres (Betley, Budworth, Combermere, Hatchmere, Oak mere, Pick mere, Redes, Rostherne, Tabley, and Tatton) previously surveyed in November 1994 and May 1995. Eight others (Chapel Mere, Little Mere, Marbury Mere, Mere Mere, Oss Mere, Petty Pool, Quoisley Big Mere and Tabley Moat) were surveyed for the first time. Two other lakes, Carr Mill Dam and Pennington Flash, were surveyed. Neither of these are considered to be part of the Cheshire meres group of lakes but are of a Regional interest. This report discusses the results of the November 1995 survey before making a comparison between these and the November 1994 survey results. The section on results contains information about water column profile; nutrients (chlorophyll a; Phaeophytin; Nitrate and Nitrite; Ammonia; ortho-Phosphate; Silicate; and total Phosphorus.

    Beschreibung: This is the Stillwaters monitoring programme. Summary results 2001 and 2002 from the Environment Agency North West. Until January 2001 the South Area Stillwaters Sampling Programme consisted of a rolling programme where five to six stillwaters were sampled three times a year (spring, summer and autumn). However, this method was not yielding the water quality information required for long term monitoring. Local weather conditions influence short-term water quality events, e.g. algal blooms, nutrient consumption, stratification, super-saturation etc, so results from one day sampling could only be regarded as individual ‘spot’ samples. Therefore year-on-year comparisons could not be made. It was decided that long-term water quality monitoring of the stillwaters would benefit more from sampling nutrient abundance over winter months. This would give an insight into the carry-over of nutrients available for algal growth the following year and so year-on-year productivity could be assessed. Survey results shown in this report were from: The Mere, Rostherne Mere, Melchett Mere, Tabley Mere, Tatton Mere, Hatchmere, Oak Mere, Black Lake, Chapel Mere, Bar Mere, Oss Mere, Marbury Big Mere, Comber Mere and Betley Mere.

Nutrient availability in the stillwaters analysed is used to look into the productivity of the waterbody. Bank-side water samples were taken for nutrients (Nitrogen and Phosphorous) and chlorophyll. A YSI multi-parameter sonde measures temperature, pH, specific conductivity and dissolved oxygen (% saturation).

    Beschreibung: This is the Cheshire stillwaters. Summary results of 1997 data Oak Mere, Betley Mere and Marbury Big from the National Rivers Authority, June 1998. In May 1997, a Stillwaters meeting was held to discuss the way forward in stillwaters monitoring. It decided upon the establishment of a three year rolling programme, in which three stillwaters would be monitored three times a year, every third year. The stillwaters where chosen due to water quality (i.e potential polluted / sensitive waters), fisheries and ecological interests. The Still waters chosen for the first year (1997) were Oak Mere, Betley Mere and Marbury Big Mere. The surveys were aimed to produce a comprehensive study of the still water through monitoring a variety of parameters. Algal, zooplankton and water chemical samples were taken three times a year, (April, July and September). In addition, fisheries surveys were taken in July and marginal invertebrate surveys taken in September.

    Beschreibung: Southeast Bering Sea Carrying Capacity (SEBSCC, 1996–2002) was a NOAA Coastal Ocean Program project that investigated the marine ecosystem of the southeastern Bering Sea. SEBSCC was co-managed by the University of Alaska Fairbanks, NOAA Alaska Fisheries Science Center, and NOAA Pacific Marine Environmental Laboratory. Project goals were to understandthe changing physical environment and its relationship to the biota of the region, to relate that understanding to natural variations in year-class strength of walleye pollock (Theragra chalcogramma), and to improve theflow of ecosystem information to fishery managers.In addition to SEBSCC, the Inner Front study (1997–2000), supported by the National Science Foundation (Prolonged Production and Trophic Transfer to Predators: Processes at the Inner Front of the S.E. Bering Sea), was active in the southeastern Bering Sea from 1997 to 1999. The SEBSCC andInner Front studies were complementary. SEBSCC focused on the middle and outer shelf. Inner Front worked the middle and inner shelf. Collaboration between investigators in the two programs was strong, and the joint results yielded a substantially increased understanding of the regional ecosystem.SEBSCC focused on four central scientific issues: (1) How does climate variability influence the marine ecosystem of the Bering Sea? (2) What determines the timing, amount, and fate of primary and secondary production? (3) How do oceanographic conditions on the shelf influence distributions of fish and other species? (4) What limits the growth of fish populations on the eastern Bering Sea shelf? Underlying these broad questions was a narrowerfocus on walleye pollock, particularly a desire to understand ecological factors that affect year-class strength and the ability to predict the potential of a year class at the earliest possible time. The Inner Front programfocused on the role of the structural front between the well-mixed waters of the coastal domain and the two-layer system of the middle domain. Of special interest was the potential for prolonged post-spring-bloom productionat the front and its role in supporting upper trophic level organisms such as juvenile pollock and seabirds. Of concern to both programs was the role of interannual and longer-term variability in marine climates and their effectson the function of sub-arctic marine ecosystems and their ability to support upper trophic level organisms.

    Beschreibung: Over the past one hundred and fifty years, the landscape and ecosystems of the Pacific Northwest coastal region, already subject to many variable natural forces, have been profoundly affected by human activities. In virtually every coastal watershed from the Strait of Juan de Fuca to CapeMendocino, settlement, exploitation and development of resou?-ces have altered natural ecosystems. Vast, complex forests that once covered the region have been largely replaced by tree plantations or converted to non-forest conditions. Narrow coastal valleys, once filled withwetlands and braided streams that tempered storm runoff and provided salmon habitat, were drained, filled, or have otherwise been altered to create land for agriculture and other uses. Tideflats and saltmarshes in both large and small estuaries were filled for industrial, commercial,and other urban uses. Many estuaries, including that of the Columbia River, have been channeled, deepened, and jettied to provide for safe, reliable navigation. The prodigious rainfall in the region, once buffered by dense vegetation and complex river and stream habitat, now surges down sirfiplified stream channels laden with increased burdens of sediment and debris. Although these and many other changes have occurred incrementally over time and in widely separated areas, their sum can now be seen to have significantly affected the natural productivity of theregion and, as a consequence, changed the economic structure of its human communities. This activity has taken place in a region already shaped by many interacting and dynamic natural forces. Large-scale ocean circulation patterns, which vary over long time periods, determine the strength and location of currents along the coast, and thus affect conditions in the nearshoreocean and estuaries throughout the region. Periodic seasonal differences in the weather and ocean act on shorter time scales; winters are typically wet with storms from the southwest while summers tend to be dry with winds from the northwest. Some phenomena are episodic, such asEl Nifio events, which alter weather, marine habitats, and the distribution and survival of marine organisms. Other oceanic and atmospheric changes operate more slowly; over time scales of decades, centuries, and longer. Episodic geologic events also punctuate the region, such asvolcanic eruptions that discharge widespread blankets of ash, frequent minor earthquakes, and major subduction zone earthquakes each 300 to 500 years that release accumulated tectonic strain, dropping stretches of ocean shoreline, inundating estuaries and coastal valleys, and triggering landslides that reshape stream profiles. While these many natural processes have altered, sometimes dramatically, the Pacific Northwest coastal region, these same processes haveformed productive marine and coastal ecosystems, and many of the species in these systems have adapted to the variable environmental conditions of the region to ensure their long-term survival.

    Beschreibung: This synthesis presents a science overview of the major forest management Issues involved in the recovery of anadromous salmonids affected by timber harvest in the Pacific Northwest and Alaska. The issues involve the components of ecosystem-based watershed management and howbest to implement them, including how to: Design buffer zones to protect fish habitat while enabling economic timber production; Implement effective Best Management Practices (BMPs) to prevent nonpoint-source pollution;Develop watershed-level procedures across property boundaries to prevent cumulative impacts; Develop restoration procedures to contribute to recovery of ecosystem processes; and Enlist support of private landowners in watershed planning, protection, and restoration.Buffer zones, BMPs, cumulative impact prevention, and restoration are essential elements of what must be a comprehensive approach to habitat protection and restoration applied at the watershed level within a larger context of resource concerns in the river basin, species status under the Endangered Species Act (ESA), and regional environmental and economic issues (Fig. ES. 1).This synthesis 1) reviews salmonid habitat requirements and potential effects of logging; 2) describes the technical foundation of forest practices and restoration; 3) analyzes current federal and non-federal forest practices; and 4) recommends required elements of comprehensive watershed management for recovery of anadromous salmonids.

    Beschreibung: To develop an understanding of stock structure and recruitment variation in Bering Sea pollock, the Coastal Ocean Program of the National Oceanic and Atmospheric Administration (NOAA) funded an 7-year (1991-1997),interdisciplinary project named Bering Sea Fisheries-Oceanography Coordinated Investigations (BS FOCI; Schumacher and Kendall, 1995) for which NOAA and academic researchers were selected through a competitive process(Macklin, this report). The project goals, based on recommendations from an international symposium on pollock (Aron and Balsiger, 1989) were to (1) determine stock structure in the Bering Sea and its potential relationshipto physical oceanography, and (2) examine recruitment processes in the eastern Bering Sea. Both of these have direct implication to management. An integrated set of field, laboratory, and modeling studies were establishedto accomplish these goals. To address the first goal, project objectives were to establish details of oceanic circulation relevant to larval dispersal and separation of stocks, and determine if unique chemical or genetic indicators existed for different stocks. The recruitment component of BS FOCI, addressing the second goal, focused on understanding causes of variable mortality of pollock larvae in the different habitats of the eastern Bering Sea.The emphasis of recruitment studies was to determine the dominant physical oceanographic features (turbulence, temperature, and transport) that could influence survival of pollock larvae, and investigate factors controllingfood production for the larvae. A later component contrasted juvenile habitat in three hydrographic regimes around the Pribilof Islands (Brodeur, this report).

    Beschreibung: Seagrass ecosystems are protected under the federal "no-net-loss" policy for wetlands and form one of the mostproductive plant communities on the planet, performing important ecological functions. Seagrass beds have been recognized as a valuable resource critical to the health and function of coastal waters. Greater awareness and public education, however, is essential for conservation of this resource. Tremendous losses of this habitat have occurred as a result of development within the coastal zone. Disturbances usually kill seagrasses rapidly, and recovery is often comparatively slow. Mitigation to compensate for destruction of existing habitat usually follows when the agent of loss and responsible party are known. Compensation assumes that ecosystems can be made to order and, in essence, trades existing functional habitatfor the promise of replacement habitat. While ~lant ingse agrass is not technically complex, there is no easy way to meet the goal of maintaining or increasing seagrass acreage. Rather, the entire process of planning, planting and monitoring requires attention to detail and does notlend itself to oversimplification.

    Beschreibung: This report is the product of a panel of experts in the science of blooms of unicellular marine algae which can cause mass mortalities in a variety of marine organisms and cause illness and even death in humans who consume contaminated seafood. These phenomena are collectively termed harmful algal blooms or HABs for short. As a counterpart to recent assessments of the priorities forscientific research to understand the causes and behavior of HABs, this assessment addressed the management options for reducing their incidence and extent (prevention), actions that can quell or contain blooms (control), and steps to reduce the losses of resources or economic values and minimize human health risks (mitigation).This assessment is limited to an appraisal of scientific understanding, but also reflects consideration of information and perspectives provided by regional experts, agency managers and user constituencies during three regional meetings. The panel convened these meetings during the latter half of 1996 to solicit information and opinions from scientific experts, agency managers and user constituencies in Texas, Washington, and Florida. The panel's assessment limited its attention to those HABs that result in neurotoxic shellfish poisoning, paralytic shellfish poisoning, brown tides, amnesic shellfish poisoning, and aquaculture fish kills. This covers most, but certainly not all, HAB problems in the U.S.

    Beschreibung: Professionals who are responsible for coastal environmental and natural resource planning and management have a need to become conversant with new concepts designed to provide quantitative measures of the environmental benefits of natural resources. These amenities range from beaches to wetlands to clean water and other assets that normally are not bought and sold in everyday markets.At all levels of government — from federal agencies to townships and counties — decisionmakers are being asked to account for the costs and benefits of proposed actions. To non-specialists, the tools of professional economists are often poorly understood and sometimes inappropriatefor the problem at hand. This handbook is intended to bridge this gap.The most widely used organizing tool for dealing with natural and environmental resource choices is benefit-cost analysis — it offers a convenient way to carefully identify and array, quantitatively if possible, the major costs, benefits, and consequences of a proposed policy or regulation.The major strength of benefit-cost analysis is not necessarily the predicted outcome, which depends upon assumptions and techniques, but the process itself, which forces an approach to decision-making that is based largely on rigorous and quantitative reasoning.However, a major shortfall of benefit-cost analysis has been the difficulty of quantifying both benefits and costs of actions that impact environmental assets not normally, nor even regularly, bought and sold in markets. Failure to account for these assets, to omit them from the benefit-costequation, could seriously bias decisionmaking, often to the detriment of the environment. Economists and other social scientists have put a great deal of effort into addressing this shortcoming by developing techniques to quantify these non-market benefits.The major focus of this handbook is on introducing and illustrating concepts of environmental valuation, among them Travel Cost models and Contingent Valuation. These concepts, combined with advances in natural sciences that allow us to better understand how changes in the naturalenvironment influence human behavior, aim to address some of the more serious shortcomings in the application of economic analysis to natural resource and environmental management and policy analysis.Because the handbook is intended for non-economists, it addresses basic concepts of economic value such as willingness-to-pay and other tools often used in decision making such as costeffectiveness analysis, economic impact analysis, and sustainable development. A number of regionally oriented case studies are included to illustrate the practical application of these concepts and techniques.

For example, alteration of essential habitat throughwetland loss, degradation of water quality from nonpoint source pollution, and changes in salinity of estuarine waters from water diversion projects can be attributed to numerous small actions and choices. These incremental losses have broad spatial and temporal dimensions,resulting in the gradual alteration of structure and functioning of biophysical systems. In the environmental management field, the term "cumulative effects" is generally used to describe this phenomenon of changes in the environment that result from numerous, small-scale alterations.

    Beschreibung: The summer flounder, Paralichthys dentatus, is overexploited and is currently at very low levels of abundance. This is reflected in the compressed age structure of the population and the low catches in both commercial and recreational fisheries. Declining habitat quantity and quality may be contributing to these declines, however we lack a thorough understanding of the role of habitats in the population dynamics of this species. Stock structure is unresolved and current interpretations, depending on the technique and study area, suggest that there may be two or three spawning populations. If so, these stocks may have differing habitat requirements. In response to this lack of knowledge, this document summarizes and synthesizes the available information on summer flounder habitat in all life history stages (eggs, larvae, juveniles and adults) and identifies areas where further research is needed.Several levels of investigation were conducted in order to produce this document. First, an extensive search for summer flounder habitat information was made, whichincluded both the primary and gray literature as well as unanalyzed data. Second, state and federal fisheries biologists and resource managers in all states within theprimary range of summer flounder (Massachusetts to Florida) were interviewed along with a number of fish ecologists and summer flounder experts from the academic and private sectors. Finally, information from all sources was analyzed and synthesized to form a coherent overview.This document first presents an overview of the economic importance and current status of summer flounder (Chapter 1). It then summarizes our present state of knowledge of summer flounder distribution, life history patterns and stock identification (Chapter 2). This is followed by a synopsis of habitat requirements during each life history stage. For convenience, this is presented by general habitat as offshore eggs (Chapter 3), offshore larvae (Chapter 4), estuarine larvae (Chapter 5), estuarinejuveniles (Chapter 6), offshore juveniles (Chapter 7) and estuarine and offshore adults (Chapter 8). In several instances, previously undigested data sets are analyzed toprovide more detailed information, especially for estuarine juveniles. The information is then discussed in terms of its relevance to resource managers (Chapter 9).

    Beschreibung: A study was initiated in May 2011, under the direction of the Deepwater Horizon (DWH) Natural Resource Damage Assessment (NRDA) Deepwater Benthic Communities Technical Working Group (NRDA Deep Benthic TWG), to assess potential impacts of the DWH oil spill on sediments and resident benthic fauna in deepwater (〉 200 meters) areas of the Gulf. Key objectives of the study were to complete the analysis of samples from 65 priority stations sampled in September-October 2010 on two DWH Response cruises (Gyre and Ocean Veritas) and from 38 long-term monitoring sites (including a subset of 35 of the original 65) sampled on a follow-up NRDA cruise in May-June 2011. The present progress report provides a brief summary of results from the initial processing of samples from fall 2010 priority sites (plus three additional historical sites). Data on key macrofaunal, meiofaunal, and abiotic environmental variables are presented for each of these samples and additional maps are included to depict spatial patterns in these variables throughout the study region. The near-field zone within about 3 km of the wellhead, where many of the stations showed evidence of impaired benthic condition (e.g. low taxa richness, high nematode/harpacticoid-copepod ratios), also is an area that contained some of the highest concentrations of total petroleum hydrocarbons (TPH), total polycyclic aromatic hydrocarbons (total PAHs), and barium in sediments (as possible indicators of DWH discharges). There were similar co-occurrences at other sites outside this zone, especially to the southwest of the wellhead out to about 15 km. However, there also were exceptions to this pattern, for example at several farther-field sites in deeper-slope and canyon locations where there was low benthic species richness but no evidence of exposure to DWH discharges. Such cases are consistent with historical patterns of benthic distributions in relation to natural controlling factors such as depth, position within canyons, and availability of organic matter derived from surface-water primary production.

    Beschreibung: Environmental managers strive to preserve natural resources for future generations but have limited decision-making tools to define ecosystem health. Many programs offer relevant broad-scale, environmental policy information on regional ecosystem health. These programs provide evidence of environmental condition and change, but lack connections between local impacts and direct effects on living resources. To address this need, the National Oceanic and Atmospheric Administration/National Ocean Service (NOAA/NOS) Cooperative Oxford Laboratory (COL), in cooperation with federal, state, and academic partners, implemented an integrated biotic ecosystem assessment on a sub-watershed 14-digit Hydrologic Unit Code (HUD) scale in Chesapeake Bay. The goals of this effort were to 1) establish a suite of bioindicators that are sensitive to ecosystem change, 2) establish the effects of varying land-use patterns on water quality and the subsequent health of living resources, 3) communicate these findings to local decision-makers, and 4) evaluate the success of management decisions in these systems. To establish indicators, three sub-watersheds were chosen based on statistical analysis of land-use patterns to represent a gradient from developed to agricultural. The Magothy (developed), Corsica (agricultural), and Rhode (reference) Rivers were identified. A random stratified design was developed based on depth (2m contour) and river mile. Sampling approaches were coordinated within this structure to allow for robust system comparisons. The sampling approach was hierarchal, with metrics chosen to represent a range from community to cellular level responses across multiple organisms. This approach allowed for the identification of sub-lethal stressors, and assessment of their impact on the organism and subsequently the population. Fish, crabs, clams, oysters, benthic organisms, and bacteria were targeted, as each occupies a separate ecological niche and may respond dissimilarly to environmental stressors. Particular attention was focused on the use of pathobiology as a tool for assessing environmental condition. By integrating the biotic component with water quality, sediment indices, and land- use information, this holistic evaluation of ecosystem health will provide management entities with information needed to inform local decision-making processes and establish benchmarks for future restoration efforts.

    Beschreibung: NOAA’s National Centers for Coastal Ocean Science Biogeography Branch has mapped and characterized large portions of the coral reef ecosystems inside the U.S. coastal and territorial waters, including the U.S. Caribbean. The complementary protocols used in these efforts have enabled scientists and managers to quantitatively and qualitatively compare marine ecosystems in tropical U.S. waters. The Biogeography Branch used similar protocols to generate new benthic habitat maps for Fish Bay, Coral Bay and the St. Thomas East End Reserve (STEER). While this mapping effort marks the third time thatsome of these shallow-water habitats (≤40 m) have been mapped, it is the first time that nearly 100% of the seafloor has been characterized in each of these areas. It is also the first time that high resolution imagery describing seafloor depth has been collected in each of these areas. Consequently, these datasets provide new information describing the distribution of coral reef ecosystems and serve as a spatial baseline for monitoring change in the Fish Bay, Coral Bay and the STEER.Benthic habitat maps were developed for approximately 64.3 square kilometers of seafloor in and around Fish Bay, Coral Bay and the STEER. Twenty seven percent (17.5 square kilometers) of these habitat maps describe the seafloor inside the boundaries of the STEER, the Virgin Islands National Park and the Virgin Islands Coral Reef National Monument. The remaining 73% (46.8 square kilometers) describe the seafloor outside of these MPA boundaries. These habitat maps were developed using a combination of semi-automated and manual classification methods. Habitats were interpreted from aerial photographs and LiDAR (Light Detection and Ranging) imagery. In total, 155 distinct combinations of habitat classes describing the geology and biology of the seafloor were identified from the source imagery.

    Beschreibung: Guánica Bay is a major estuary on the southwest coast of Puerto Rico. Significant coral reef ecosystems are present outside the bay. These valuable habitats may be impacted by transport of sediments, nutrients and contaminants from the watershed, through the bay and into the offshore waters. The National Oceanic and Atmospheric Administration’s (NOAA) National Centers for Coastal Ocean Science (NCCOS), in consultation with local and regional experts, conducted an interdisciplinary assessment of coral reef ecosystems, contaminants, sedimentation rates and nutrient distribution patterns in and around Guánica Bay. This work was conducted using many of the same protocols as ongoing monitoring work underway elsewhere in the U.S. Caribbean and has enabled comparisons among coral reef ecosystems between this study and other locations in the region.This characterization of Guánica marine ecosystems establishes benchmark conditions that can be used for comparative documentation of future change, including possible negative outcomes due to future land use change, or improvement in environmental conditions arising from management actions.This report is organized into six chapters that represent a suite of interrelated studies. Chapter 1 provides a short introduction to the study area. Chapter 2 is focused on biogeographic assessments and benthic mapping of the study area, including new surveys of fish, marine debris and reef communities on hardbottom habitats in the study area. Chapter 3 quantifies the distribution and magnitude of a suite of contaminants (e.g., heavy metals, PAHs, PCBs, pesticides) in both surface sediments and coral tissues. Chapter 4 presents results of sedimentation measurements in and outside of the bay. Chapter 5 examines the distribution of nutrients in in the bay, offshore from the bay and in the watershed. Chapter 6 is a brief summary discussion that highlights key findings of the entire suite of studies.

    Beschreibung: Porphyrin metabolic disruption from exposure to xenobiotic contaminants such as heavy metals, dioxins, and aromatic hydrocarbons can elicit overproduction of porphyrins. Measurement of porphyrin levels, when used in conjunction with other diagnostic assays, can help elucidate an organism’s physiological condition and provide evidence for exposure to certain toxicants. A sensitive microplate fluorometric assay has been optimized for detectingtotal porphyrin levels in detergent solubilized protein extracts from symbiotic, dinoflagellate containing cnidarian tissues. The denaturing buffer used in this modified assay contains a number of potentially interfering components (e.g., sodium dodecyl sulfate (SDS), dithiothreitol (DTT), protease inhibitors, and chlorophyll from the symbiotic zooxanthellae), which required examination and validation. Examination of buffer components were validated for use in this porphyrin assay; while the use of a specific spectrofluorometric filter (excitation 400 ± 15 nm; emission 600 ± 20 nm) minimized chlorophyll interference. The detection limit for this assay is 10 fmol of total porphyrin per μg of total soluble protein and linearity is maintained up to 5000 fmol. The ability to measure total porphyrins in a SDS protein extract now allows a single extract to be used in multiple assays. This is an advantage over classical methods, particularly when tissue samples are limiting, as is often the case with coral due to availability and collection permit restrictions.

    Beschreibung: The ecological integrity of coral reef ecosystems in the U.S. Caribbean is widely considered to have deteriorated in the last three decades due to a range of threats and stressors from both human and non-human processes Rothenberger 2008, Wilkinson 2008). In response to the threats to Caribbean coral reef ecosystems and other regions around the world, the United States Government authorized the Coral Reef Conservation Act of 2000 to: (1) preserve, sustain, and restore the condition of coral reef ecosystems; (2) promote the wise management and sustainable use of coral reef ecosystems to benefit local communities and the Nation; and (3) develop sound scientificinformation on the condition of coral reef ecosystems and the threats to such ecosystems. The Act also resulted in the formation of a National Coral Reef Action Strategy and a Coral Reef Conservation Program.The Action Strategy (Goal 2 of Action Theme 1) outlined the importance of monitoring and assessing coral reef health as a mechanism toward reducing many threats to these ecosystems. Monitoring was considered of high importance in addressing impacts from climate change; disease; overfishing; destructive fishing practices; habitat destruction; invasive species; coastal development; coastal pollution; sedimentation/runoff and overuse from tourism.The strategy states that successful coral reef ecosystem conservation requires adaptive management that responds quickly to changing environmental conditions. This, in turn, depends on monitoring programs that track trends in coral reef ecosystem health and reveal patterns in their condition before irreparable harm occurs. As such, monitoring plays a vital role in guiding and supporting the establishment of complex or potentially controversial management strategies such as no-take ecological reserves, fishing gear restrictions, or habitat restoration, by documenting the impacts of gaps in existing management schemes and illustrating the effectiveness of new measures over time. Long-term monitoring is also required to determine the effectiveness of various management strategies to conserve and enhance coral reef ecosystems.

    Beschreibung: This baseline assessment of Jobos Bay and surrounding marine ecosystems consists of a two part series. The first report (Zitello et al., 2008) described the characteristics of the Bay and its watershed, including modeling work related to nutrients and sediment fluxes, based on existing data. The second portion of this assessment, presented in this document, presents the results of new field studies conducted to fill data gaps identified in previous studies, to provide a more complete characterization of Jobos Bay and the surrounding coral reef ecosystems. Specifically, the objective was to establish baseline values for the distribution of habitats, nutrients, contaminants, fi sh, and benthic communities. This baseline assessment is the first step in evaluating the effectiveness in changes in best management practices in the watershed.This baseline assessment is part of the Conservation Effects Assessment Project (CEAP), which is a multi-agency effort to quantify the environmental benefits of conservation practices used by agricultural producers participating in selected U.S. Department of Agriculture (USDA) conservation programs. Partners in the CEAP Jobos Bay Special Emphasis Watershed (SEW) included USDA’s Agricultural Research Service (ARS) and the Natural Resources Conservation Service (NRCS), National Oceanic and Atmospheric Administration (NOAA) and the Government of Puerto Rico. The project originated from an on-going collaboration between USDA and NOAA on the U.S. Coral Reef Task Force. The Jobos Bay watershed was chosen because the predominant land use is agriculture, including agricultural lands adjacent to the Jobos Bay National Estuarine Research Reserve (JBNERR or Reserve), one of NOAA’s 26 National Estuarine Research Reserves (NERR).This report is organized into six chapters that represent a suite of interrelated studies. Chapter 1 provides a short introduction to Jobos Bay, including the land use and hydrology of the watershed. Chapter 2 is focused on benthic mapping and provides the methods and results of newly created benthic maps for Jobos Bay and the surrounding coral reef ecosystem. Chapter 3 presents the results of new surveys of fish, marine debris, and reef communities of the system. Chapter 4 is focused on the distribution of chemical contaminants in sediments within the Bay and corals outside of the Bay.     Beschreibung: A baseline environmental characterization of the inner Kachemak Bay, Alaska was conducted using standardized National Status and Trends Bioeffects Program methods. Three sites near the village of Port Graham were also sampled for comparison. Concentrations of over 120 organic and metallic contaminants were analyzed. Ambient toxicity was assessed using two bioassays. A detailed benthiccommunity condition assessment was performed. Habitat parameters (e.g. depth, salinity, temperature, dissolved oxygen, sediment grain size, and organic carbon content) that influence species and contaminant distribution were also measured at each sampling site. The following is the synopsis of findings• Sediments were mostly mixed silt and sand with pockets of muddy zones. Organic compounds (PAHs, DDTs, PCBs, chlorinated pesticides) were detected throughout the bay but at relatively low concentrations. With some exceptions, metals concentrations were relatively low and probablyreflect the input of glacial runoff.• Homer Harbor had elevated concentrations of metallic and organic contaminants. Concentrations of organic contaminants measured were five to ten times higher in the harbor sites than in the open bay sites. Tributyltin was elevated in Homer Harbor relative to the other areas.• There was no evidence of residual PAHs attributable to oil spills, outside of local input in the confines of the harbor.• The benthic community is very diverse. Specific community assemblages were distributed based on depth and water clarity. Species richness and diversity was lower in the eastern end of the bay in the vicinity of the Fox River input. Abundance was also generally lower in the easternportion of the study area, and in the intertidal areas near Homer. The eastern portions of the bay are stressed by the sediment load from glacial meltwater.• Significant toxicity was virtually absent.• The benthic fauna at Port Graham contained a significant number of species not found in Kachemak Bay.• Selected metal concentrations were elevated at Port Graham relative to Kachemak Bay, probably due to local geology. Organic contaminants were elevated at a site south of the village.

    Beschreibung: This cruise report is a summary of a field survey conducted along a portion of the U.S. continental shelf in northwestern Gulf of Mexico (GOM), at navigable depths along the coastline seaward to the shelf break (~100m) from about 89°30' W to 95°28' W longitude, August 8 – 16, 2011 on NOAA Ship Nancy Foster Cruise NF-11-07-RACOW. Synoptic sampling of multiple ecological indicators was conducted at each of 34 stations throughout these waters using a random probabilistic sampling design. The original study design consisted of 50 stations extending from the Mississippi delta all the way to the U.S./Mexican border, but vessel failures precluded sampling at 16 stations within the western-most portion of the study area. At each station samples were collected for the analysis of benthic community structure and composition; concentrations of chemical contaminants in sediments and target demersal biota; sediment toxicity; nutrient and chlorophyll levels in the water column; and other basic habitat characteristics such as salinity, temperature, dissolved oxygen, turbidity, pH, sediment grain size, and organic carbon content. Other indicators, from a human-dimension perspective, were also recorded, including presence of vessels, oil rigs, surface trash, visual oil sheens in sediments or water, marine mammals, or noxious/oily sediment odors.The overall purpose of the survey was to collect data to assess the status of ecosystem condition and potential stressor impacts throughout the region, based on these various indicators and corresponding management thresholds, and to provide this information as a baseline for determining how such conditions may be changing with time. While sample analysis is still ongoing, some preliminary results and observations are reported here. A final report will be completed once all data have been processed.

    Beschreibung: A study was conducted, in association with the Alabama and Mississippi National Estuarine Research Reserves (NERRs) in the Gulf of Mexico (GoM) as well as the Georgia, SouthCarolina, and North Carolina NERRs in the Southeast (SE), to evaluate the impacts of coastal development on tidal creek sentinel habitats, including potential impacts to human health and well-being. Uplands associated with Southeast and Gulf of Mexico tidal creeks, and the saltmarshes they drain, are popular locations for building homes, resorts, and recreational facilities because of the high quality of life and mild climate associated with these environments. Tidal creeks form part of the estuarine ecosystem characterized by high biological productivity, great ecological value, complex environmental gradients, and numerous interconnected processes. This research combined a watershed-level study integrating ecological, public health and human dimension attributes with watershed-level land cover data. The approach used for this researchwas based upon a comparative watershed and ecosystem approach that sampled tidal creek networks draining developed watersheds (e.g., suburban, urban, and industrial) as well as undeveloped sites (Holland et al. 2004, Sanger et al. 2008). The primary objective of this work was to define the relationships between coastal development with its concomitant land cover changes, and non-point source pollution loading and the ecological and human health and wellbeing status of tidal creek ecosystems.Nineteen tidal creek systems, located along the Southeastern United States coast from southern North Carolina to southern Georgia, and five Gulf of Mexico systems from Alabama and Mississippi were sampled during summer (June-August) 2005, 2006 (SE) and 2008 (GoM). Within each system, creeks were divided into two primary segments based upon tidal zoning: intertidal (i.e., shallow, narrow headwater sections) and subtidal (i.e., deeper and wider sections), and watersheds were delineated for each segment. In total, we report findings on 29 intertidal and 24 subtidal creeks. Indicators sampled throughout each creek included water quality (e.g., dissolved oxygen, salinity, nutrients, chlorophyll-a levels), sediment quality (e.g., characteristics, contaminant levels including emerging contaminants), pathogen and viral indicators (e.g., fecalcoliform, enterococci, F+ coliphages, F- coliphages), and abundance and tissue contamination of biological resources (e.g., macrobenthic and nektonic communities, shellfish tissue contaminants).Tidal creeks have been identified as a sentinel habitat to assess the impacts of coastal development on estuarine areas in the southeastern US. A conceptual model for tidal creeks in the southeastern US identifies that human alterations (stressors) of upland in a watershed such asincreased impervious cover will lead to changes in the physical and chemical environment such as microbial and nutrient pollution (exposures), of a receiving water body which then lead to changes in the living resources (responses). The overall objective of this study is to evaluate the applicability of the current tidal creek classification framework and conceptual model linkingtidal creek ecological condition to potential impacts of development and urban growth on ecosystem value and function in the Gulf of Mexico US in collaboration with Gulf of Mexico NERR sites. The conceptual model was validated for the Gulf of Mexico US tidal creeks. Thetidal creek classification system developed for the southeastern US could be applied to the Gulf of Mexico tidal creeks; however, some differences were found that warrant further examination. In particular, pollutants appeared to translate further downstream in the Gulf of Mexico US compared to the southeastern US. These differences are likely the result of the morphologicaland oceanographic differences between the two regions. Tidal creeks appear to serve as sentinel habitats to provide an early warning of the ensuing harm to the larger ecosystem in both the Southeastern and Gulf of Mexico US tidal creeks.

    Beschreibung: Since the 1940s, portions of the Island of Vieques, Puerto Rico have been used by the United States Navy (USN) as an ammunition support detachment and bombing and maneuver training range. In April 2001, the USN began phasing out military activities on the island and transferring military property to the U.S. Department of the Interior, the Municipality of Vieques, and the Puerto Rico Conservation Trust. A small number of studies have been commissioned by the USN in the past few decades to assess selected components of the coral reef ecosystem surrounding the island; however, these studies were generally of limited geographic scope and short duration. The National Oceanic and Atmospheric Administration’s (NOAA) National Centers for Coastal Ocean Science (NCCOS), in consultation with NOAA’s Office of Response and Restoration (OR&R) and other local and regional experts, conducted a more comprehensive characterization of coral reef ecosystems, contaminants, and nutrient distribution patterns around Vieques. This work was conducted using many of the same protocols as ongoing monitoring work underway elsewhere in the U.S. Caribbean and has enabled comparisons among coral reef ecosystems in Vieques and other locations in the region.This characterization of Vieques’ marine ecosystems consists of a two part series. First, available information on reefs, fish, birds, seagrasses, turtles, mangroves, climate, geology, currents, and human uses from previous studies was gathered and integrated into a single document comprising Part I of this two part series (Bauer et al. 2008). For Part II of the series, presented in this document, new field studies were conducted to fill data gaps identified in previous studies, to provide an island-wide characterization, and to establish baseline values for the distribution of habitats, nutrients, contaminants, fish, and benthic communities. An important objective underlying this suite of studies was to quantify any differences in the marine areas adjacent to the former and current land-use zoning around Vieques. Specifically of interest was the possibility that either Naval (e.g., practice bombing, munitions storage) or civilian activities (e.g., sewage pollutants, overfishing) could have a negative impact on adjacent marine resources. Measuring conditions at this time and so recently after the land transfer was essential because present conditions are likely to be reflective of past land-use practices. In addition, the assessment will establish benchmark conditions that can be influenced by the potentially dramatic future changes in land-use practices as Vieques considers its development.This report is organized into seven chapters that represent a suite of interrelated studies. Chapter 1 provides a short introduction to the island setting, the former and current land-use zoning, and how the land zoning was used to spatially stratify much of the sampling. Chapter 2 is focused on benthic mapping and provides the methods, accuracy assessment, and results of newly created benthic maps for Vieques. Chapter 3 presents the results of new surveys of fish, marine debris, and reef communities on hardbottom habitats around the island. Chapter 4 presents results of flora and fauna surveys in selected bays and lagoons. Chapter 5 examines the distribution of nutrients in lagoons, inshore, and offshore waters around the island. Chapter 6 is focused on the distribution of chemical contaminants in sediments and corals. Chapter 7 is a brief summary discussion that highlights key findings of the entire suite of studies.

    Beschreibung: Since 1999, NOAA’s Center for Coastal Monitoring and Assessment, Biogeography Branch (CCMA-BB) has been working with federal and territorial partners to characterize monitor and assess the status of the marine environment in southwestern Puerto Rico. This effort is part of the broader NOAA Coral Reef Conservation Program’s (CRCP) National Coral Reef Ecosystem Monitoring Program (NCREMP). With support from CRCP’s NCREMP, CCMA conducts the “Caribbean Coral Reef Ecosystem Monitoring project” (CREM) with goals to: (1) spatially characterize and monitor the distribution, abundance and size of marine fauna associated with shallow water coral reef seascapes (mosaics of coral reefs, seagrasses, sand and mangroves); (2) relate this information to in situ fine-scale habitat data and the spatial distribution and diversity of habitat types using benthic habitat maps; (3) use this information to establish the knowledge base necessary for enacting management decisions in a spatial setting; (4) establish the efficacy of those management decisions; and (5) develop data collection and data management protocols. The monitoring effort of the La Parguera region in southwestern Puerto Rico was conducted through partnerships with the University of Puerto Rico (UPR) and the Puerto Rico Department of Natural and Environmental Resources (DNER). Project funding was primarily provided by NOAA CRCP and CCMA.In recent decades, scientific and non-scientific observations have indicated that the structure and function of the coral reef ecosystem in the La Parguera region have been adversely impacted by a wide range of environmental stressors. The major stressors have included the mass Diadema die off in the early 1980s, a suite of hurricanes, overfishing, mass mortality of Acropora corals due to disease and several coral bleaching events, with the most severe mass bleaching episode in 2005. The area is also an important recreational resource supporting boating, snorkeling, diving and other water based activities. With so many potential threats to the marine ecosystem several activities are underway or have been implemented to manage the marine resources. These efforts have been supported by the CREM project by identifying marine fauna and their spatial distributions and temporal dynamics. This provides ecologically meaningful data to assess ecosystem condition, support decision making in spatial planning (including the evaluation of efficacy of current management strategies) and determine future information needs. The ultimate goal of the work is to better understand the coral reef ecosystems and to provide information toward protecting and enhancing coral reef ecosystems for the benefit of the system itself and to sustain the many goods and services that it offers society. This Technical Memorandum contains analysis of the first seven years of fish survey data (2001-2007) and associated characterization of the benthos. The primary objectives were to quantify changes in fish species and assemblage diversity, abundance, biomass and size structure and to provide spatially explicit information on the distribution of key species or groups of species and to compare community structure across the seascape including fringing mangroves, inner, middle, and outer reef areas, and open ocean shelf bank areas.

    Beschreibung: Shallow coral reefs in the IndoPacific contain the highest diversity of marine organisms in the world, with approximately 1500 described species of fish, over 500 species of scleractinian corals, and an estimated 1-10 million organisms yet to be characterized (Reaka-Kudla et al. 1994). These centers of marine biodiversity are facing significant, multiple threats to reef community and habitat structure and function, resulting in local to wide-scale regional damage. Wilkinson (2004) characterized the major pressures as including (1) global climate change, (2) diseases, plagues and invasive species, (3) direct human pressures, (4) poor governance and lack of political will, and (5) international action or inaction. Signs that the natural plasticity of reef ecosystems has been exceeded in many areas from the effects of environmental (e.g., global climate change) and anthropogenic (e.g., land use, pollution) stressors is evidenced by the loss of 20% of the world’s coral reefs (Wilkinson 2004). Predictions are that another 24% (Wilkinson 2006) are under imminent risk of collapse and an additional 26% are under a longer term threat from reduced fitness, disease outbreaks, and increased mortality. These predictions indicate that the current list of approximately 30-40 fatal diseases impacting corals will expand as will the frequency and extent of “coral bleaching” (Waddell 2005; Wilkinson 2004). Disease and corallivore outbreaks, in combination with multiple, concomitant human disturbances are compromising corals and coral reef communities to the point where their ability to rebound from natural disturbances is being lost.

There are concerns that the cylinder habitat data are not reflective of the fish transect habitat. To address this, we collected habitat data at 5x4 m increments along the transect in addition to data collected using the cylinder method. We are currently assessing the potential differences between these methods and preliminary results indicate that the average difference of coral cover estimates between the two methods was 4.1% (range 0-11%) based on 16 sample sites.In addition, Erinn Muller, a Nancy Foster Fellowship recipient, collaborated with the Biogeography Branch to examine the spatial distribution of coral diseases, to provide baseline information on disease prevalence over varying spatial scales and to establish spatial distributions of coral diseases around St. John.

The reviewed consents will reflect the quality of effluent achievable by good operation of the existing plant based on 1977 effluent quality data but taking into account any improvements, extensions etc. that have been or are about to be carried out and any known further industrial and/or housing development in the works drainage area.

    Beschreibung: This is the report on Habitats Directive, the Review of Consents Stage 1 and 2 by the Environment Agency of the West Midlands Mosses cSAC, Wybunbury Moss and Abbots Moss.The Habitats Directive has the main aim to promote the maintenance of biodiversity by defining a common framework for the conservation of wild plants and animals and habitats of community interest. The Directive establishes a European ecological network known as "Natura 2000". The network comprises Special Areas of Conservation (SAC) and Special Protection Areas (SPA). In the section on Stage 1 or Screening Process of the Habitat Directive, it is identified the likely impacts upon the West Midlands Mosses cSAC, Wybunbury Moss and Abbots Moss of a project, plan or activities, either alone or in combination with other projects, plans or activities, and considers whether these impacts are likely to be significant. In the section on Stage 2 or Appropiate Assessment of the Habitat Directive, it is considered the impact on the integrity of the West Midlands Mosses cSAC, Wybunbury Moss and Abbots Moss of the projects, plans or activities, either alone or in combination with other projects, plans or activities, with respect to the site’s structure and function and its conservation objectives. Additionally, where these are adverse impacts, an assessment of the potential mitigation of those impacts. The criteria used in this report to identify relevant projects, plans or activities and their impacts are water quality discharge consents, waste management licences, abstraction licences, Integration Pollution Control (IPC) and Integrated Pollution Prevention Control (IPPC) permits.     Beschreibung: This is the River Gowy and Thornton Brook improvements: Environmental Action Plan report produced by the Environment Agency in 2000. This Environmental Action Plan relates to the proposals by the Environment Agency to improve the flood defences of land adjacent to the River Gowy, about 3 km east of Ellesmere Port, Cheshire. The purpose of the Environmental Action Plan (EAP) is to provide details of how the issues addressed in the Environmental Statement (ES) will be carried through to the completion of the project. The EAP represents a commitment to the environmental recommendations formulated during the environmental assessment process and should be closely adhered to during the design, construction and post project monitoring o f the works. For any matters that cannot be finalised until during construction the constraints will be detailed in the plan so they are implemented in the contracts.

    Beschreibung: This is the River Gowy rapid corridor survey July 1995: Ecology South Mersey report produced by the National Rivers Authority North West Region in 1995. This report looks at the survey carried out by the South Mersey Ecology Team prior to routine deweeding operations on the main River Gowy at the end of July, 1995. The survey covered Flood Defence Stretch References RGOW03 to RGOW16. These stretches were further divided into a series of 43 stretches, each one being approximately 500m in length for ease o f mapping by Ecology. Recommendations for each length have been cross-referenced with the Bill of Quantities where possible, e.g. retention o f margins. In Flood Defence stretch RGOW03, the South West Winter Wetland forms an important habitat for birds. In stretches RGOW04 to RGOW05, the Gowy Meadows and Ditches have been designated a Grade A, Site of Biological Importance, by Cheshire County Council due to the nature of the acidic grassland and diverse ditches. In stretches RGOWIO to RGOW11 the left bank forms Hockenhull Platts, Grade A Site of Biological Importance and County Trust Reserve. In stretches RGOW15 to RGOW16, the area from Mill Farm to the Shropshire Union Canal is a Grade A Site of Biological Importance. These sites are very sensitive and detailed recommendations for working practices can be found in the relevant sections o f the survey.

    Beschreibung: This is the Fisheries survey of the River Otter report produced by South West Water Authority in 1979. This report focuses on the trout fishery in the River Otter and the possible effects of abstraction and/or pollution. A survey was carried out to describe the fish stocks. Trout and eels were the dominant species. The population structure of trout was peculiar, there being relatively few juveniles. Growth was good and there were numerous trout of take able size in the river at the end of the fishing season. Variations in the parameters measured are explained and nothing can be attributed to abstraction or pollution.

    Beschreibung: This is the River Bovey (main Teign tributary) fisheries survey 1978 report produced by South West Water Authority in 1978. The aim of this report is to confirm or disprove the presence of alien coarse fish species thought present in the Bovey system. A chosen site was electro fished using D.C. methods wading upstream. All fish taken were measured and identified. Since it was not possible to distinguish between the young parr stages of migratory and non migratory trout, all parr taken have been included under the heading of Brown trout whereas in fact some of these parr may become migratory later in their life cycle.

    Beschreibung: This is the Rivers Taw and Torridge scale reading investigation: the 8th annual report for the 1972 season produced by Devon River Authority in 1973. The object of the investigation is to examine by means of scale reading the biology of age classes of the salmon populations of the Rivers Taw and Torridge. The report is arranged in sections as previously and tables referred to in the report form an appendix. Scales were collected only from fish taken during the normal open season, which in 1972 was 1st April - 31st August. A weekly close time was in operation for the nets, a period of 60 hours from 6 p.m. on Friday evening to 6 a.m. on the following Monday. Thirty six licences for draft or seine nets were issued for the 1972 season and netsmen submitted samples of scales collected direct.

This report aims to determine the penetration of Salmon into the River Avon system and to a lesser degree estimate the population of resident salmonids and other indigenous species. Six sections were electro fished at accessible points as detailed below. All fish were identified and measured. Each section was fished through three times to take the majority of the resident species. Small specimens of salmonid fry, eels and lamprey were common in almost all River Avon sections with the exception of Shipley bridge and Avon Dam but due to the mesh size of the standard dip nets used, many slipped through making accurate number estimation impossible.

    Beschreibung: This is the Cheshire stillwaters. Summary results of September 1998 from the Environment Agency, 1998. In May 1997, a Stillwaters meeting was held to discuss the way forward in stillwaters monitoring. It decided upon the establishment of a three year rolling programme, in which three stillwaters would be monitored three times a year, every third year. Oak Mere, Tatton Park Mere and Hatch Mere were surveyed between the 29th - 30th September as part of the three year rolling programme. Betley Mere, Petty Pool, Scotman's Flash and Pearson's Flash were also surveyed. Surveys also included algal and zooplankton samples, which are to be analysed by APEM and presented in the end of year report. The section on results contains information about water column profile; and nutrients (chlorophyll a; Phaeophytin; Nitrate and Nitrite; Ammonia; ortho-Phosphate; Silicate; and total Phosphorus).

    Beschreibung: The Flower Garden Banks National Marine Sanctuary (FGBNMS) is located in the northwestern Gulf of Mexico approximately 180 km south of Galveston, Texas. The sanctuary’s distance from shore combined with its depth (the coral caps reach to within approximately 17 m of the surface) result in limited exposure of this coral reef ecosystem to natural and human-induced impacts compared to other coral reefs of the western Atlantic. In spite of this, the sanctuary still confronts serious impacts including hurricanes events, recent outbreaks of coral disease, an increase in the frequency of coral bleaching and the massive Diadema antillarum die-off during the mid-1980s. Anthropogenic impacts include large vessel anchoring, commercial and recreational fishing, recreational scuba diving, and oil and gas related activities. The FGBNMS was designated in 1992 to help protect against some of these impacts.Basic monitoring and research efforts have been conducted on the banks since the 1970s. Early on, these efforts focused primarily on describing the benthic communities (corals, sponges) and providing qualitative characterizations of the fish community. Subsequently, more quantitative work has been conducted; however, it has been limited in spatial scope. To complement these efforts, the current study addresses the following two goals put forth by sanctuary management: 1) to develop a sampling design for monitoring benthic fish communities across the coral caps; and 2) to obtain a spatial and quantitative characterization of those communities and their associated habitats.

    Beschreibung: This is the Stillwaters monitoring programme. Summary results 2003 and 2004 from the Environment Agency North West. This report is focuses in The Winter Monitoring of Stillwaters Programme, which began in January 2001 with the aim of gathering long term data on nutrient abundance over winter months. This allows assessment of nutrient ‘carry-over’ available for algal growth in the following year, plus year-on-year productivity. 14 stillwaters are monitored each year. The environmental issues associated with each Stillwater are summarised in the table below. Bank-side water samples are taken for nutrients (N, P and S) and chlorophyll. A YSI multi-parameter sonde measures temperature, pH, specific conductivity and dissolved oxygen (% saturation). Survey results shown in this report came from: Oak Mere and Bar mere.

    Beschreibung: This is the Cheshire Meres 1994 November surveys report produced by the National Rivers Authority in 1995. The report focuses on some of Cheshire meres, which were showing evidence of increasing eutrophication, commonly due to anthropogenic inputs. Concern for the deterioration of the water quality of still waters has been translated by incorporating these priorities into the NRA North West Regional Environmental Strategy for Stillwaters. The meres were also being investigated as possible polluted waters under the EC Nitrate Directive.The ultimate aim is to formulate lakes management options in order to help preserve North West still waters and minimise future restoration programmes. For such pro-active work to be carried out, sufficient background data must be available. It should then be possible to fully assess the current status of these lakes, identify seasonal trends and detect significant point/diffuse pollution inputs. These surveys were the first of a series, and it was intended to repeat similar surveys in Summer and Autumn 1995, and include a further 20 meres.

    Beschreibung: In 1977 a new fishery began to develop off the coast ofsouthern California. Long gill nets, drifted near the surface in the deep offshore waters, were being used successfully in landing pelagic sharks, primarily threshers. Recent increases in the retail demand for fish had led wholesale buyers to look for new sources of fish protein. Shark meat looked promising to many buyers. Aided by the public's rekindled fascination for sharks, the timing seemed favorable for introducing sharks as food. Word spread that wholesalers were willing to pay a good price for sharks. This created what appeared to many commercial fishermen to be the beginning of a bonanza.The new shark fishery grew rapidly. The number of vesselsengaged in offshore drift gill net operations grew from about 15 in 1977 to approximately 230 by 1984.Fishery biologists have expressed concern over the rapidexpansion of the commercial shark fleet. Historically, sharkfisheries have tended to decline after their initial success, due principally to slow growth and reproductive rates which seem to characterize sharks as a group. Perhaps the new thresher shark fishery might also be subject to a similar decline.Biologists were not the only ones who looked on the newindustry with concern. Among sport fishermen and conservation groups, rumors of marlin, whales, and seals taken by the hundreds became commonplace.Concern spread among the traditional swordfish harpoonfleet that landings by drift gill nets might glut the swordfish markets, driving prices down to the point that harpooners could no longer compete. Some harpooners voiced fears that drift gill nets might even overfish the swordfish stocks, causing serious declines in the availability of fish.Some conservation groups sought to ban the use of all gillnets, feeling that gill nets are inherently indiscriminant in what they catch and that the benefits derived from their use is always over-shadowed by the waste of marine life resulting from their use.In September of 1980, the Legislature enacted Assembly Bill2564 (Kapiloff), which directed the Department of Fish and Game to conduct a study of the drift gill net shark fishery. The purpose of the study was to determine what impact the use of drift gill nets might have on existing fisheries or upon other members of the local marine community such as whales, dolphins, and seals. The final report of that study "Pelagic Shark/Swordfish Drift Gill Net Fishery Management Information Document" was sent to the California Legislature in January 1983.In September 1982, the Legislature enacted Senate Bill 1573(Beverly), directing the Department of Fish and Game to continue monitoring the drift gill net fishery. It also directed, that a further study be conducted on the status of the thresher shark and swordfish resources off California and on the effects of the fishery on other resources.     Beschreibung: State law requires that the population of Pacificsardines, Sardinops sagax caeruleus, must reach aminimum spawning biomass of 20,000 short tons beforeinitiation of a fishery. Data from ichthyoplanktonsurveys, the anchovy live bait fishery, sea surveycruises, the mackerel purse seine fishery, and a brownpelican food study are discussed concerning evidenceof an increase in population size. The spawningbiomass of the northern stock of sardines appears tobe remaining well below 20,000 tons. (9pp.)
