    Description: The notion of development influences and is influenced by all aspects of human life. Social science is but one representational option among many for conveying the myriad ways in which development is conceived, encountered, experienced, justified, courted, and/or resisted by different groups at particular times and places. This wide-ranging collection from a diverse group of academic and non-academic authors engages with the broad field of development through twelve chapters that deal with music, theatre, fiction, photography, festivals, computer games, the arts, blogging, and other media. It explores three broad areas of alternative forms of knowledge about development, organized around the three themes of ‘translation’, ‘advocacy’, and ‘engagement’. The first of these is concerned with how popular representations of development can successfully compete with and complement formal social scientific representations; the second relates to the politics of popular representations of development, and the way that popular productions shape debates; and the third asks whether popular representations of development can generate alternative critiques that allow for the articulation of views that would be unacceptable to more orthodox means.

    Description: Il y a, dans la prolifération d’événements dramatiques, dans l’exposition des souffrances subies lors de conflits, mais aussi dans les images de liesse populaire ou les larmes de joie de vainqueurs des urnes, une diffusion inédite des émotions dans la sphère publique et politique. Cette diffusion comporte un risque de banalisation que l’on éprouve également tous les jours. Cet ouvrage refuse deux fois une telle banalisation. La première, par le désir d’en faire un objet d’étude, c’est-à-dire d’en spécifier les propriétés distinctives. La seconde, par la volonté d’en cerner et d’en suivre les mécanismes, à l’épreuve de plusieurs disciplines, parmi lesquelles, dans le creuset qu’est la science politique, la sociologie, l’anthropologie, l’histoire, la musicologie, l’histoire de l’art. Que sont et que font les émotions en politique ? Vingt-sept coauteurs sont ici réunis pour en débattre, en proposer les illustrations, les limites, les orientations disciplinaires. Volontairement courts et centrés sur leur thèse principale, les vingt-deux chapitres sont répartis en trois dimensions. La première traite des émotions au prisme du politique, autour d’événements et de territoires. La deuxième envisage le politique au risque des émotions, où elles sont clairement associées à des dispositifs de sensibilisation ou émergeant, de façon plus inattendue, d’univers qu’on aurait pu croire ceux de la répression de tout sentiment. La troisième se veut un carrefour disciplinaire, où sont explicités les enjeux de méthode et les perspectives d’échange.

    Description: Annoncée en France en 1998 sous impulsion européenne, la lutte contre les discriminations raciales n’a jamais été véritablement portée par un gouvernement. L’ouvrage analyse, à différentes échelles d’intervention, les processus multiples de refoulement de la discrimination ethno-raciale : la dilution et l’euphémisation du problème pour en extraire sa dimension ethno-raciale, l’éviction du débat politique par des instruments consensuels, enfin la délégation de l’action à des experts et aux territoires. S’appuyant sur un matériau empirique dense, l’auteure examine, dans un second temps, la fabrique de la lutte contre les discriminations ethno-raciales dans une ville. Dans ce contexte de fortes dénégations, l’action publique locale se trouve limitée et incertaine. L’analyse des usages du droit de la non-discrimination montre que la loi, fortement concurrencée, fonctionne davantage comme une contrainte à gérer que comme un idéal à atteindre. L’action tente aussi de s’allier les minoritaires, mais contrairement aux discours sur l’abus de l’argument victimaire, ceux-ci sont peu enclins à protester publiquement contre les épreuves qu’ils vivent. Alors que les enquêtes ne cessent de confirmer la réalité de ces discriminations, ce livre, issu d’une thèse, offre des clés de lecture pour la recherche et pour l’action.

    Description: Qu’est-ce qu’être parent aujourd’hui ? À partir d’une importante enquête qualitative auprès de familles, diverses du point de vue de leur configuration et de leur origine sociale et géographique, et de divers professionnels de la petite enfance, notre ouvrage montre que les familles sont loin de rester passives face à l’imposition de règles de conduite d’une « bonne parentalité ». Elles interprètent différemment les normes, se les approprient, les rejettent ou s’y adaptent sur la base de compromis négociés avec les institutions et les professionnels de la petite enfance. Il est remarquable que le travail permanent exercé sur les normes familiales ne soit pas linéaire et aboutisse à la coexistence d’une pluralité de conceptions de la « bonne parentalité », plus ou moins innovantes, contestataires ou traditionnelles. Ce qui frappe aujourd’hui est cet enchevêtrement de normes traditionnelles résistantes, de normes contestées et négociées et de nouvelles normes inventées qui transforment les référentiels de la famille moderne. Plus qu’au déclin de l’institution familiale, souvent déploré dans le discours public et relayé par les spécialistes de l’enfance ou les observateurs de la vie sociale, notre enquête nous a confrontées à un processus permanent d’institutionnalisation de la famille tant par sa contestation des normes en place que par sa volonté d’inventer de nouvelles façons de « faire famille ».

    Description: This open access book discusses the impact of protracted peace processes on identities in conflict. It is concerned with how lingering peace processes affect, in the long-term, patterns of othering in protracted conflicts, and how this relates with enduring violence. Taking Israel and Palestine as a case study, the book traces different representations of success and failure of the protracted peace process, as well as its associated policies, narratives, norms and practices, to analyze its impact on identity and its contribution to the maintenance and/or transformation of the cultural component of violence. On the one hand, drawing from an interdisciplinary approach comprising International Relations (IR), History and Social Psychology, this book proposes an analytical framework for assessing the specificities of the construction of identities in protracted conflicts. It identifies dehumanization and practices of reconciliation in ongoing conflicts – what is called peace-less reconciliation – as the main elements influencing processes of othering and violence in this kind of conflicts. On the other hand, the book offers an empirical historical analysis on how the protracted peace process has impacted identity building and representations made of the ‘other’ in the case of the Israeli-Palestinian conflict since the end of the 19th century to the present day.

    Description: Ce livre offre un portrait détaillé des journalistes français et américains en action, alors qu’ils débattent de la façon dont traiter et commenter l’un des sujets les plus importants de notre époque. En s’appuyant sur des interviews avec des journalistes de premier plan et sur les analyses d’un vaste échantillon d’informations tirées de la presse papier et de la télévision depuis les années 1970, Rodney Benson montre comment le débat sur l’immigration s’est progressivement focalisé sur les cadres spectaculaires et chargés d’émotion de l’humanitarisme et de l’ordre public. Cependant, même en cette époque d’hyper-commercialisation globale, il met en évidence des différences franco-américaines persistantes - différences liées à des positions sociétales, des logiques professionnelles et des structures internes propres à chacun des deux champs journalistiques nationaux. Dans les deux pays, ce sont les médias les moins commerciaux qui ont tendance à offrir une information plus approfondie, plus multiperspectiviste et plus critique. Rodney Benson remet en question les thèses classiques du libéralisme selon lesquelles l’intervention de l’État aurait des effets inhibants sur la presse. Il met au jour les inconvénients et les avantages liés à la vogue actuelle de l’information narrative personnalisée et attire l’attention sur les pratiques journalistiques les plus susceptibles de permettre l’autonomisation de la société civile. Ce livre propose de nouvelles théories et méthodes aux sociologues et aux spécialistes des médias, ainsi que des perspectives neuves aux journalistes, aux responsables politiques et aux citoyens impliqués.

    Description: La défaite électorale est un phénomène structurant de la vie politique démocratique. Rares sont les hommes politiques à ne jamais y avoir été confrontés, soit directement en tant que candidats, soit indirectement en tant que militants, collaborateurs ou membres d’un comité de campagne. Cet ouvrage propose une plongée du côté de ces battus des élections, qui, éclipsés par les glorieux vainqueurs, n’ont jusqu’à présent suscité qu’un intérêt de recherche réduit. En réunissant des contributions empiriquement fondées sur des expériences variées de défaites électorales, dans différents contextes historiques, géographiques et politiques, il se donne pour objectif de mieux saisir les enjeux symboliques et matériels de la défaite aux niveaux individuel et collectif. Trois angles d’analyse complémentaires sont plus particulièrement explorés par les auteurs : le premier centré sur la production du verdict de défaite, le deuxième sur les potentielles bifurcations biographiques des battus et enfin le troisième sur les appropriations partisanes de la défaite. Les études de la défaite « au concret » ici réunies ouvrent ainsi des pistes de recherche originales pour interroger de manière novatrice les processus de (dé)construction des carrières politiques, d’engagement et de désengagement politique, de transformation des milieux partisans ou encore de définition des règles de la compétition électorale.

    Description: Cet ouvrage remet en cause une lecture persistante dans la sociologie de l’action collective qui voit dans les organisations et leur développement une convergence des modes d’action, de fonctionnement et des valeurs. En portant l’analyse du changement au cœur de celles qui ont fait de l’environnement une cause à défendre, il démontre au contraire la remarquable continuité qui continue de caractériser leurs trajectoires respectives. La comparaison couvre cinq organisations parties prenantes des luttes les plus emblématiques du mouvement environnemental en France (de la cause anti-nucléaire à la défense de la Loire) et représentant ses différentes tendances (écologiste et de conservation) : les Amis de la Terre, France Nature Environnement, Greenpeace, la Ligue de protection des oiseaux et le WWF France. Conformément à une perspective pragmatiste, l’approche organisationnelle développée ici explique leurs différences en étudiant les compétences distinctes qu’elles construisent au travers de pressions internes (celles des membres qui les animent) et externes (celles exprimées ou perçues des publics auxquels elles s’adressent). L’originalité de cette démonstration consiste à articuler changement dans l’organisation et changement dans les politiques publiques sans a priori faire du design de l’organisation un résultat de leur environnement ou un levier d’action sur celui-ci.

    Description: Only ten years ago, there were more internet users in countries like France or Germany than in all of Africa put together. But much has changed in a decade. The year 2018 marks the first year in human history in which a majority of the world’s population are now connected to the internet. This mass connectivity means that we have an internet that no longer connects only the world’s wealthy. Workers from Lagos to Johannesburg to Nairobi and everywhere in between can now apply for and carry out jobs coming from clients who themselves can be located anywhere in the world. Digital outsourcing firms can now also set up operations in the most unlikely of places in order to tap into hitherto disconnected labour forces. With CEOs in the Global North proclaiming that ‘location is a thing of the past’ (Upwork, 2018), and governments and civil society in Africa promising to create millions of jobs on the continent, the book asks what this ‘new world of digital work’ means to the lives of African workers. It draws from a year-long fieldwork in South Africa, Kenya, Nigeria, Ghana, and Uganda, with over 200 interviews with participants including gig workers, call and contact centre workers, self-employed freelancers, small-business owners, government officials, labour union officials, and industry experts. Focusing on both platform-based remote work and call and contact centre work, the book examines the job quality implications of digital work for the lives and livelihoods of African workers.

    Description: La loi sur le droit au logement opposable du 25 mars 2007, dite DALO, introduit une possibilité de recours à la justice administrative afin de permettre aux personnes sans domicile ou mal-logées d’accéder à un logement adapté, sous peine de condamnation de l’État. Adoptée dans la foulée du mouvement des Enfants de Don Quichotte, la loi est annoncée comme une avancée décisive en matière de protection sociale. Présentée comme une « opération vérité », sa mise en œuvre doit fournir une représentation d’autant plus juste des besoins urgents et prioritaires de logement qu’elle se fonde sur le recours à la justice. Si la loi DALO permet de lutter contre certaines discriminations dans l’accès aux HLM, elle peine toutefois à s’appliquer. À l’aube de son dixième anniversaire, les condamnations de l’État s’accumulent, quand bien même le tri des requérants dont la situation est reconnue prioritaire et urgente s’avère de plus en plus strict. En outre, des risques de ghettoïsation des quartiers populaires liés au relogement au titre du DALO sont régulièrement dénoncés par des élus locaux et relayés jusqu’au gouvernement. Au croisement de l’analyse des politiques publiques, de la sociologie du droit et de la sociologie urbaine, cet ouvrage donne à voir une tentative de rationalisation de l’action publique par le recours à la justice, tout en pointant ses limites et ses effets pervers. À travers une approche transversale – des sommets de l’État aux demandeurs de logement – et la combinaison de méthodes qualitatives et quantitatives, il éclaire les transformations des politiques du logement des personnes défavorisées, mais aussi, plus largement, les logiques du recours croissant à la justice dans la gestion du social.

    Description: Few concepts have captured the imagination of the conflict and development communities in recent years as powerfully as the idea of a ‘political settlement’. At its most ambitious, ‘political settlements analysis’ (PSA) promises to explain why conflicts occur and states collapse, the conditions for their successful rehabilitation, different developmental pathways from peace, and how to better fit development policy to country context. Yet despite the meteoric rise of the term and its tremendous promise, not all is well in the world of PSA. Rival definitions of the concept abound; there are disagreements about its scope and the way it should be used; a growing schism between conflict specialists and economists; basic concepts are ambiguous; and little progress has been made on measurement. This book consequently has three main aims. The first is to argue for a revised definition of a political settlement, capable of unifying its diverse strands. The second is to put the concept on a more solid theoretical and scientific footing, providing a method for measuring and categorizing political settlements, using both qualitative case studies and a large-n statistical analysis to illustrate its potential. And the third is to examine the implications of the findings for mainstream social science analysis and for policymakers.

    Description: Fondé par de Gaulle au printemps 1947, le Rassemblement du peuple français (RPF) se dote d’un puissant service d’ordre pour se protéger de la violence communiste. S’inspirant d’un modèle de gestion militante de la violence politique élaboré depuis la fin du xixe siècle par la droite nationaliste française (des Commissaires de Déroulède aux Dispos des Croix-de-Feu), ce puissant appareil de sécurité, incarné par des chefs charismatiques (colonel Rémy, Dominique Ponchardier), met au point un protocole efficace pour sécuriser les meetings et campagnes d’affichage. Avec ses gros bras et sa « brigade volante », le RPF tient la rue et permet au Général d’exister politiquement. L’ouvrage questionne la nature paramilitaire de ce service d’ordre (niveau d’effectifs, présence d’armes, sur-représentation de militaires, fonctionnement autoritaire et dimension offensive), interroge son rapport banalisé à la violence (effet générationnel de la guerre, propagande accidentogène, virilisme politique), analyse les pratiques de clandestinité, d’infiltration et d’espionnage issues de la Résistance et réactivées par l’anticommunisme de guerre froide. Remobilisé lors des « complots » du printemps 1958 et de la campagne référendaire de l’automne, ce service d’ordre, dans lequel le nouveau chef de l’État recrute ses « gorilles », forme début 1959 le Service d’action civique qui recycle sous l’impulsion du tandem Foccart/Debizet, les hommes et méthodes du RPF. L’ouvrage insiste sur ce que révèle cet appareil de sécurité de la culture politique gaulliste : la place de l’informel et de l’officieux, le rôle de la violence et du secret. Il propose une histoire politique et culturelle de la violence militante en France des lendemains de la Seconde Guerre mondiale aux débuts de la Ve République (1947-1959) via une lecture « par le bas » centrée sur le terrain, et sur des acteurs et types d’engagement souvent négligés car jugés mineurs et prosaïques.

Bien que Brest soit au cœur de l’ouvrage, l’auteur n’oublie pas les autres ports (Lorient, Saint-Nazaire, La Pallice, Bordeaux) et les situe dans le contexte des idées stratégiques, politiques et économiques de la Kriegsmarine concernant la France occupée. Cet ouvrage est une contribution majeure à la connaissance de l’histoire des ports français durant la Seconde Guerre mondiale.

    Description: This book provides a systematic analysis of the political processes shaping the distribution of social transfers in six countries in sub-Saharan Africa and South Asia. In doing so, the book addresses a notable gap in recent research on social protection concerning the politics of implementation. While considerable attention has been devoted to debating the merits of different policy designs and the political factors shaping the adoption and diffusion of different policy models, ultimately the ability of any social transfer programme to deliver on its promises is dependent on the effective implementation and distribution of social transfers in line with intended objectives. The chapters in this book examine international and sub-national variation in programme implementation in Bangladesh, Ethiopia, Ghana, Kenya, Nepal, and Rwanda, drawing on a common analytical framework that highlights the importance of state capacity and reach, rooted in histories of state formation, and contemporary political competition in shaping the distribution of social transfers. Comparative analysis of the case studies supports the view that variation in the capacity and reach of the state within countries is a centrally important factor shaping the effectiveness and impartiality of distribution. Yet state capacity alone is insufficient. Rather, political competition and power relations shape how this capacity is actually deployed in practice. As such, the book underscores the inherently political nature of implementation and questions common technocratic efforts to improve implementation by de-politicizing the social protection policy process.

The result is a book that serves as testament to the humanities’ reinvigorated and reforged sense of identity, from the perspective of UCL and one of the leading arts and humanities faculties in the world. Entre scandalisation et médiatisation promotionnelle, une nouvelle économie politique de la célébrité s’est imposée aux leaders politiques, désormais soumis à ces « tyrannies de l’intimité » dont parlait déjà Richard Senett à la fin des années 1970, comme au panoptisme des réseaux sociaux.     Description: This open access book provides insights into the everyday lives of long-term prisoners in Switzerland who are labelled as ‘dangerous’ and are preventatively held in indefinite, probably lifelong, incarceration. It explores prisoners’ manifold ways of inhabiting the prison which can be used to challenge well established notions about the experience of imprisonment, such as ‘adaptation’, ‘coping’, and ‘resistance’. Drawing on ethnographic data generated in two high-security prisons housing male offenders, this book explores how the various spaces of the prison affect prisoners’ sense of self and experience of time, and how, in particular, the indeterminate nature of their imprisonment affects their perceptions of place and space. It sheds light on prisoners’ subjective, emplaced and embodied perceptions of the prisons' various everyday time-spaces in the cell, at work, and during leisure time, and the forms of agency they express. It provides insight into prisoners’ everyday habits, practices, routines, and rhythms as well as the profoundly existential issues that are engendered, (re)arranged, and anchored in these everyday contexts. It also offers insights into the penal policies, norms, and practices developed and followed by prison authorities and staff.

    Description: The story of the Communist Party of Australia has been told in various ways. Until now, however, archival collections that have borne on this story have been relatively inaccessible to the ordinary, interested reader. This book begins to redress that deficiency by bringing together 85 key documents from the Russian State Archives of Social and Political History (RGASPI), selected from a collection of thousands of documents concerning the relations between the Communist International and the Communist Party of Australia. The selection focuses on the relationship between the CPA and the Comintern because the activities of the CPA are essentially incomprehensible without understanding the international communist context within which the CPA operated. That context was dominated by the newly-created Soviet state and its decision to authorize and utilize a network of communist parties throughout the world. The documents in this work suggest three major propositions about the relationship between the CPA and the Comintern. First, that the Comintern was crucial in the formation of the CPA, via its emissaries, instructions and authority. Second, that the Comintern played a major role in directing the policies of the CPA in domestic matters (not to mention in international matters, where the Comintern’s decisions were supreme). And third, that the leadership of the CPA was, from 1929 onwards, shaped, trained and authorized by the Comintern. With access to the documents, readers now have a chance not just to hear the voices of the times, but to make their own judgements about the relationship between the CPA and Moscow. The book also includes two extended introductory essays that outline the development of the Comintern and its relations with the CPA, as well as supporting materials that provide information on individuals, organizations and tactics mentioned within the documents themselves.

The book presents a selection of papers developed from the Greater China Australia Dialogue on Public Administration’s seventh workshop held in June 2017 hosted by City University of Hong Kong. Insights are provided on both current developments in the different contexts of the three jurisdictions examined, and on broader institutional and organisational theories. Chapters cover theories of organisational forms and functions in public administration, the ‘core’ agency structures used in the different jurisdictions, the structures used to deliver public services (including non-government organisational arrangements) and other ‘non-core’ agency structures such as government business enterprises, regulatory organisations and ‘integrity’ organisations. A particular emphasis is placed on the institutional arrangements the executive arm of government uses for advising on and implementing government policies and programs.     Description: This book is volume two of the writings of David Sissons, who first established his academic career as a political scientist specialising in Japanese politics, and later shifted his focus to the history of Australia–Japan relations. In this volume, we reproduce his writings on Japanese politics, the Pacific War and Australian war crimes trials after the war. He was a pioneer in these fields, carrying out research across cultural and language borders, and influenced numerous researchers who followed in his footsteps. Much of what he wrote, however, remained unpublished at the time of his death in 2006, and so the editors have included a selection of his hitherto unpublished work along with some of his published writings.

    Description: "The Vietnam War, and Australia’s part in it, was a major military event, calling for willingness to face death and destruction on the battlefield on the part of those sent there, especially the men of our infantry battalions who formed the spearhead of our forces in Vietnam. For many reasons, the Australian public know relatively little about what our Army did in Vietnam during the war, particularly during the years of our peak commitment, 1965–72. This book attempts to make the true nature of the war clearer to readers, emphasising how hard fought it was during major operations. Twenty-seven of the contributing authors of this book were involved in the 1966 deployment of the 1st Australian Task Force into Phuoc Tuy Province. This formation was the first Australian Army force larger than an infantry battalion group to be deployed into a major war since World War II. 5th Battalion, the Royal Australian Regiment (5 RAR), was in the vanguard as the task force’s first element committed to operations to seize and occupy Nui Dat base and embark on establishing dominance over the enemy. The narratives presented in this book give rare insights into thoughts of the soldiers at the time and how they have come to view the Australian Government’s hurried expansion of its initial commitment to that war, the Army’s state of preparedness for that wider involvement, and how those in its forefront adapted to get the job done, both in and out of operations, despite numerous shortcomings in higher level planning. Both professional soldiers and conscripted national servicemen have contributed viewpoints to these pages."

    Description: This volume of the Peacebuilding Compared Project examines the sources of the armed conflict and coup in the Solomon Islands before and after the turn of the millennium. The Regional Assistance Mission to Solomon Islands (RAMSI) has been an intensive peacekeeping operation, concentrating on building ‘core pillars’ of the modern state. It did not take adequate notice of a variety of shadow sources of power in the Solomon Islands, for example logging and business interests, that continue to undermine the state’s democratic foundations. At first RAMSI’s statebuilding was neither very responsive to local voices nor to root causes of the conflict, but it slowly changed tack to a more responsive form of peacebuilding. The craft of peace as learned in the Solomon Islands is about enabling spaces for dialogue that define where the mission should pull back to allow local actors to expand the horizons of their peacebuilding ambition.

In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

As a consequence, those planning such trials have few guidelines available and little access to previously accumulated knowledge. In this book the practical issues of trial design and conduct are discussed fully and in sufficient detail for the text to be used as a “toolbox” by field investigators. The toolbox has now been extensively tested through use of the first two editions and this third edition is a comprehensive revision, incorporating the many developments that have taken place with respect to trials since 1996 and involving more than 30 contributors. Most of the chapters have been extensively revised and 7 new chapters have been added.

    Description: Indonesia suffered an explosion of religious violence, ethnic violence, separatist violence, terrorism, and violence by criminal gangs, the security forces and militias in the late 1990s and early 2000s. By 2002 Indonesia had the worst terrorism problem of any nation. All these forms of violence have now fallen dramatically. How was this accomplished? What drove the rise and the fall of violence? Anomie theory is deployed to explain these developments. Sudden institutional change at the time of the Asian financial crisis and the fall of President Suharto meant the rules of the game were up for grabs. Valerie Braithwaite’s motivational postures theory is used to explain the gaming of the rules and the disengagement from authority that occurred in that era. Ultimately resistance to Suharto laid a foundation for commitment to a revised, more democratic, institutional order. The peacebuilding that occurred was not based on the high-integrity truth-seeking and reconciliation that was the normative preference of these authors. Rather it was based on non-truth, sometimes lies, and yet substantial reconciliation. This poses a challenge to restorative justice theories of peacebuilding.

    Description: Beni-Amer cattle owners in the western part of the Horn of Africa are not only masters in cattle breeding, they are also knowledge sovereign, in terms of owning productive genes of cattle and the cognitive knowledge base crucial to sustainable development. The strong bonds between the Beni-Amer, their animals, and their environment constitute the basis of their ways of knowing, and much of their knowledge system is built on experience and embedded in their cultural practices. In this book, the first to study Beni-Amer practices, Zeremariam Fre argues for the importance of their knowledge, challenging the preconceptions that regard it as untrustworthy when compared to scientific knowledge from more developed regions. Empirical evidence suggests that there is much one could learn from the other, since elements of pastoralist technology, such as those related to animal production and husbandry, make a direct contribution to our knowledge of livestock production. The toolbox has now been extensively tested through use of the first two editions and this third edition is a comprehensive revision, incorporating the many developments that have taken place with respect to trials since 1996 and involving more than 30 contributors. Most of the chapters have been extensively revised and 7 new chapters have been added.

    Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: This open access book explores common critiques in the literature of hybrid peacebuilding, especially the lack of connection between hybridity in theory and practice. Through using a complexity-informed framework, the foundation for introducing the mid-space actor typology is established. Mid-space actors as insider-partial mediators are perceived to be vital agents for peace processes in conflict-affected areas and thus can be important power brokers and focal points for outside actors. In this book, two insider views are examined through analysing mid-space actors in the peacebuilding process in Cambodia and in Mindanao, the Philippines. First, it explores the process of identity-building of Cambodian monks and how such a process enables or hinders the monks to bridge existing cleavages. Then, in the case study of Mindanao, the roles of civil society actors are considered. The next step is to introduce the outsider’s perspective on hybrid peacebuilding and how Asian peacebuilding actors such as China and Japan are engaging with mid-space actors who provide key bridges in peacebuilding.

    Reconciliation and Architectures of Commitment: Sequencing peace in Bougainville (2021)

    Description: Following a bloody civil war, peace consolidated slowly and sequentially in Bougainville. That sequence was of both a top-down architecture of credible commitment in a formal peace process and layer upon layer of bottom-up reconciliation. Reconciliation was based on indigenous traditions of peacemaking. It also drew on Christian traditions of reconciliation, on training in restorative justice principles and on innovation in womens’ peacebuilding. Peacekeepers opened safe spaces for reconciliation, but it was locals who shaped and owned the peace. There is much to learn from this distinctively indigenous peace architecture. It is a far cry from the norms of a ‘liberal peace’ or a ‘realist peace’. The authors describe it as a hybrid ‘restorative peace’ in which ‘mothers of the land’ and then male combatants linked arms in creative ways. A danger to Bougainville’s peace is weakness of international commitment to honour the result of a forthcoming independence referendum that is one central plank of the peace deal.

    Estimating Illicit Financial Flows (2021)

    Description: Illicit financial flows constitute a global phenomenon of massive but uncertain scale, which erodes government revenues and drives corruption in countries rich and poor. In 2015, the countries of the world committed to a target to reduce illicit flows, as part of the UN Sustainable Development Goals. But five years later, there is still no agreement on how that target should be monitored—to say nothing of how it will be achieved. The term ‘illicit financial flows’ covers a range of corrupt practices, aimed at obtaining immunity or impunity from criminal law, from market regulation and from taxation. Illicit flows occur through many different channels, whether they involve laundering the proceeds of crime, for example, or shifting the profits of multinational companies. There are two consistent features. First, illicit flows are deliberately hidden. These cross-border movements of assets and income streams depend on a set of common tools including opaque company accounts, legal vehicles for anonymous ownership, and the secrecy jurisdictions that provide these services. Second, the overall effect of illicit flows is to reduce the revenue available to states, and to weaken the quality of governance—so there is less money to support human development, and it is less likely to be spent well. In this book, two of the economists most closely involved in the process to develop UN indicators of illicit financial flows offer a critical survey of the existing data and methodologies, identifying the most promising avenues for future improvement and setting out their own proposals.

    Description: This book analyses the role of public action in solving the problem of hunger in the modern world. The study is divided into four parts. The first, making extensive use of the concepts of entitlements and capabilities explores the interaction of nutritional, economic, social, and political elements and their influence on hunger and deprivation. The problem of famine prevention is the main focus of the second part, with special attention given to Africa and India. The third part is devoted to the issue of fighting chronic undernourishment and the lessons to be learnt from the policies of China, India, and some other countries. The last part draws together the main themes and concerns of the earlier chapters, and provides an integrated view of the role of public action in eliminating hunger. The study suggests that there is indeed some space for public action in solving the problem of hunger and deprivation. In the case of famine prevention, social security could provide early warning systems and employment provision plans. To fight endemic deprivation, the authors suggest, among other things, that basic health care, elementary education, and food programmes should be looked at.

    Description: Theories underlying the relationship between urbanization and transformation are being challenged by trends in Sub-Saharan African countries, since many have yet to observe their own “green” or industrial revolutions, despite moderate urbanization. Africa’s trajectory is very different than those of other developing regions, a main reason for which is the region’s significant “youth bulge” and the lack of a labor market outlet for this growing subpopulation. In many countries, the youth are driving the (albeit slow) movement out of agriculture, yet rather than migrating to urban areas, many are finding (usually informal) work in secondary cities, their peri-urban spaces, and the rural nonfarm economy. This book examines the overall trends in youth migration, policies, and political activism, then looks specifically at five African case studies to identify key trends and provide recommendations on encouraging youth to spur structural change. Conclusions reached in this book include that the rate of structural transformation varies among countries in Sub-Saharan Africa, but in most cases, it is the youth who are driving these changes. Education, access to financial services, and agricultural productivity contribute to this structural transformation and can act as pushes or pulls out of agriculture for the youth. However, when structural transformation policies are not pro-poor or inclusive, it can result in higher levels of youth under- and unemployment. Thus, the conclusions point to recommendations focusing on agricultural productivity, the rural nonfarm economy and informal sectors especially along agriculture value chains, access to finance and savings, infrastructure, and education.

    Description: Before new interventions can be used in disease control programmes, it is essential that they are carefully evaluated in “field trials”, which may be complex and expensive undertakings. Descriptions of the detailed procedures and methods used in trials that have been conducted in the past have generally not been published. As a consequence, those planning such trials have few guidelines available and little access to previously accumulated knowledge. In this book the practical issues of trial design and conduct are discussed fully and in sufficient detail for the text to be used as a “toolbox” by field investigators. The toolbox has now been extensively tested through use of the first two editions and this third edition is a comprehensive revision, incorporating the many developments that have taken place with respect to trials since 1996 and involving more than 30 contributors. Most of the chapters have been extensively revised and 7 new chapters have been added.

    Description: The Prosperous Justice Party (PKS) is the most interesting phenomenon in contemporary Indonesian politics. Not only is it growing rapidly in membership and electoral support, it is also bringing a new and markedly different approach to Islamic politics, one which has no precedent in Indonesian history. Understanding PKS and analysing its political behaviour presents challenges to scholars and observers. This is partly due to the fact that the party represents a new trend within Indonesian Islam which has few parallels with preceding movements. Yon Machmudi has rendered us a valuable service. In this book, he provides a thoughtful and authoritative context for viewing PKS. He critiques the existing categorisations for Indonesian Islam and points to their inadequacy when describing the PKS and the campus-based Tarbiyah movement from which it sprang. He reworks the santri typology, dividing it into convergent, radical and global substreams. This offers new possibilities for explaining the PKS phenomenon and assists in differentiating between various types of Islamic revivalism in contemporary Indonesia. It also allows a more understanding of the accommodatory stance which PKS has towards the state and other political forces. Yon’s text provides a good overview of the development of PKS from its Tarbiyah movement origins to its impressive success at the 2004 general elections. It considers the party’s attitude towards the issues of sharia implementation and community welfare and closes by examining the future challenges facing PKS. It is a well written and authoritative account from a scholar who has done wideranging research on the party.

    Description: This book offers a new approach to the extraordinary story of Timor-Leste. The Indonesian invasion of the former Portuguese colony in 1975 was widely considered to have permanently crushed the Timorese independence movement. Initial international condemnation of the invasion was quickly replaced by widespread acceptance of Indonesian sovereignty. But inside Timor-Leste various resistance networks maintained their struggle, against all odds. Twenty-four years later, the Timorese were allowed to choose their political future and the new country of Timor-Leste came into being in 2002. This book presents freedom in Timor-Leste as an accomplishment of networked governance, arguing that weak networks are capable of controlling strong tyrannies. Yet, as events in Timor-Leste since independence show, the nodes of networks of freedom can themselves become nodes of tyranny. The authors argue that constant renewal of liberation networks is critical for peace with justice – feminist networks for the liberation of women, preventive diplomacy networks for liberation of victims of war, village development networks, civil society networks. Constant renewal of the separation of powers is also necessary. A case is made for a different way of seeing the separation of powers as constitutive of the republican ideal of freedom as non-domination. The book is also a critique of realism as a theory of international affairs and of the limits of reforming tyranny through the centralised agency of a state sovereign. Reversal of Indonesia’s 1975 invasion of Timor-Leste was an implausible accomplishment. Among the things that achieved it was principled engagement with Indonesia and its democracy movement by the Timor resistance. Unprincipled engagement by Australia and the United States in particular allowed the 1975 invasion to occur. The book argues that when the international community regulates tyranny responsively, with principled engagement, there is hope for a domestic politics of nonviolent transformation for freedom and justice. Adérito Soares is the Anti-Corruption Commissioner for Timor-Leste.

With a reform faction in charge, the military regime itself after 1999 slowly began experimenting with modest changes, before committing in 2008 to transfer power via a constitutional referendum and national elections, both of which it effectively controlled.     Description: Politics and State Building in Solomon Islands examines a crisis moment in recent Solomon Islands history. Contributors examine what happened when unrest engulfed the capital of the small Melanesian country in the aftermath of the 2006 national elections, and consider what these events show about the Solomon Islands political system, the influence of Asian interests in business and politics, and why the crisis is best understood in the context of the country’s volatile blend of traditional and modern politics. Until the disturbances of April 2006 and subsequent deterioration in bilateral relations between Australia and Solomon Islands under the Sogavare government, experts had hailed the Regional Assistance Mission to Solomon Islands (RAMSI) as an unqualified success. Some saw it as a model for ‘cooperative intervention’ in ‘failing states’ worldwide. Following these developments success seems less certain and aspects of the RAMSI model appear flawed. Using the case of Solomon Islands, this book raises fundamental questions about the nature of ‘cooperative intervention’ as a vehicle for state building, asking whether it should be construed as a mainly technical endeavour or whether it is unavoidably a political undertaking with political consequences.     Description: Radical Spaces explores the rise of popular radicalism in London between 1790 and 1845 through key sites of radical assembly: the prison, the tavern and the radical theatre. Access to spaces in which to meet, agitate and debate provided those excluded from the formal arenas of the political nation–the great majority of the population–a crucial voice in the public sphere. Radical Spaces utilises both textual and visual public records, private correspondence and the secret service reports from the files of the Home Office to shed new light on the rise of plebeian radicalism in the metropolis. It brings the gendered nature of such sites to the fore, finding women where none were thought to gather, and reveals that despite the diversity in these spaces, there existed a dynamic and symbiotic relationship between radical culture and the sites in which it operated. These venues were both shaped by and helped to shape the political identity of a generation of radical men and women who envisioned a new social and political order for Britain.

    Description: Australia has a proud history of being an international leader in electoral administration, and Australian electoral commissions continue to have a professional, non-partisan approach to the management of elections. Yet their independence is constrained by the electoral laws they need to administer, and parliamentary committees charged with the oversight of the conduct of elections do so with a clear partisan bias. Elections are all about winners, but who decides who the winners will be? Voters definitely have a big say, but it is the electoral system that determines how votes translate into seats in parliament. Any changes to the electoral system require the support of those in power, and it is important to question who benefits from electoral reforms. It is not surprising that partisanship plays a role and that governing parties usually benefit, although that is not always the case. This book assesses Australian electoral reforms of the past 30 years using personal interview data and parliamentary debates, to provide a picture of the reform process as well as the outcomes. These issues, such as who gets to vote, the use of postal voting, party registration and vote weighting, have a profound impact on who wins elections. The book also examines Australia’s electoral administration, testing for professionalism, independence and integrity.

    Description: This book challenges conventional wisdoms both about economic performance and about policies for economic development in African countries. Its starting point is the striking variation in economic performance: unevenness and inequalities form a central fact. The authors highlight not only differences between African countries but also variations within countries, differences often organized around distinctions of gender, class, and ethnic identity. For example, school dropout and neonatal mortality have been reduced, particularly for some classes of women in some areas. Horticultural and agribusiness exports have grown far more rapidly in some countries than others. These variations (and many others) point to opportunities for changing performance, reducing inequalities, learning from other African policy experiences, and escaping the ties of structure and legacies of a colonial past. The book rejects teleological illusions and Eurocentric prejudice, but does pay close attention to the results of policy in more industrialized parts of the world. Seeing the contradictions of capitalism for what they are—fundamental and enduring—may help policy officials protect themselves against the misleading idea that development is likely to be a smooth, linear process, or that it would be were certain impediments removed. The authors criticize a wide range of orthodox and heterodox economists, especially for their cavalier attitude to statistical sources. Drawing on decades of research and policy experience, they combine careful use of available evidence from a range of African countries with heterodox political economy insights (mainly derived from Kalecki, Kaldor, and Hirschman) to make the policy case for specific types of public sector investment.

It was so easy to overlook the enormity of what he had done in planning and implementing Fiji’s first military coup, to be seduced by celebrity, captivated by the excitement of the moment, and plead its inevitability as the final eruption of long-simmering indigenous discontent. A generation would pass before the consequences of the actions of Fiji’s strongman of 1987, Sitiveni Rabuka, would be fully appreciated but, by then, the die had been well and truly cast. The major general did not live happily ever after. No nirvana followed the assertion of indigenous rights. If anything, misadventure became his country’s most enduring contemporary trait. This is Fiji’s very human story.

Focusing on the politics of bank regulation, this book develops a new framework to explain regulatory interdependence between countries in the core and the periphery of the global financial system. Drawing on in-depth analysis of eleven countries across Africa, Asia, and Latin America, it shows how financial globalization generates strong reputational and competitive incentives for developing countries to converge on international standards. Regulatory interdependence is generated by relations between regulators, politicians, and banks within developing countries, and international actors including investors, peer regulators, and international financial institutions. We explain why it is that some configurations of domestic politics and forms of integration into global finance generate convergence with international standards, while other configurations lead to divergence. Yet, even as the countries diverged in their political directions, they had to create new ways of working together economically. In Designing One Nation, Katrin Schreiter examines the material culture of increasing economic contacts in divided Germany from the 1940s until the 1990s. Trade events, such as fairs and product shows, became one of the few venues for sustained links and knowledge between the two countries after the building of the Berlin Wall. Schreiter uses industrial design, epitomized by the furniture industry, to show how a network of politicians, entrepreneurs, and cultural brokers attempted to nationally re-inscribe their production cultures, define a postwar German identity, and regain economic stability and political influence in postwar Europe. What started as a competition for ideological superiority between East and West Germany quickly turned into a shared, politically legitimizing quest for an untainted post-fascist modernity. This work follows products from the drawing board into the homes of ordinary Germans to offer insights into how converging visions of German industrial modernity created shared expectations about economic progress and living standards. Schreiter reveals how intra-German and European trade policies drove the creation of products and generated a certain convergence of East and West German taste by the 1980s. Drawing on a wide range of sources from governments, furniture firms, industrial design councils, home lifestyle magazines, and design exhibitions, Designing One Nation argues that an economic culture linked the two Germanies even before reunification in 1990."

The term co-creativity is used in reference to both individual methods and overarching research approaches.     Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

Each chapter presents a society seen from a specific point of view, but always with reference to the issue of collective identity and its confrontation with history and change. The collection thus invites the reader to understand how the inhabitants of these societies seek to affirm both an individual identity and a sense of belonging to the contemporary world. In doing so, it informs the reader about the contemporary realities experienced by the inhabitants of the South Pacific, with a view to contributing to an intercultural dialogue between the reader and these inhabitants.

    Description: Fiducial Governance: An Australian republic for the new millennium represents an attempt to grapple with the challenges of designing governance regimes suited to the new millennium. Power’s monograph asserts the need for the reform of Australian governance and charts Australia’s fitful progress towards a republican future. Along the way he sketches a framework for constitutional reform, mindful of the strengths and weaknesses of the current system of government and the contest of ideas about the role and configuration of Australian Heads of State. Long a frustrated Australian republican, Power contends that the republican log jam is due in significant part to a lack of respect shown by the republican policy community to the contribution long made to good governance by monarchical heads of state. This monograph seeks to draw lessons from this experience, so as to make the republican venture one of substance for the Australian public. In so doing, Power draws on a range of republican, indigenous and feminist writings in order to develop a new framework of ‘fiducial governance’ aimed at enhancing the trustworthiness and integrity of our institutions of governance, thereby paving the way for the replacement of the monarch by a directly elected head of state. This is an erudite and thoughtful book that will be of interest to those with an interest in systems of governance and to constitutional scholars, whether they be republicans or monarchists.

    Description: This book presents the findings of original field research into the design, practice, and varied outcomes of industrial policy in three sectors in Ethiopia, covering export-oriented and import-substitution industries. The three sectors are cement, leather and leather products, and floriculture. Given that there is a single industrial strategy, why do its outcomes vary across sectors? To what extent is this a function of the specific market and political economy features of each sector? The book examines industrial structures and associated global value chains to demonstrate the challenges faced by African firms in international markets. Part of the book’s relevance is the light it throws on the whole question of industrial policy in low-income countries, the subject of renewed discussion among development economists and organizations in recent years. The findings are also discussed in the light of the history of, and the history of thought about, industrialization. Insights for researchers and policymakers emerge from the analysis of failures and successes in the three industrial sectors. The book also challenges prevailing wisdom on how much and what kind of state intervention is required to support transformational industrial policy in Africa. Among other things, the book highlights the significance for policy design of maximizing linkage effects, backward and forward, from particular industries and activities.

    Description: It is gradually being recognised by both Indigenous and non-Indigenous Australians that getting contemporary Indigenous governance right is fundamental to improving Indigenous well-being and generating sustained socioeconomic development. This collection of papers examines the dilemmas and challenges involved in the Indigenous struggle for the development and recognition of systems of governance that they recognise as both legitimate and effective. The authors highlight the nature of the contestation and negotiation between Australian governments, their agents, and Indigenous groups over the appropriateness of different governance processes, values and practices, and over the application of related policy, institutional and funding frameworks within Indigenous affairs. The long-term, comparative study reported in this monograph has been national in coverage, and community and regional in focus. It has pulled together a multidisciplinary team to work with partner communities and organisations to investigate Indigenous governance arrangements–the processes, structures, scales, institutions, leadership, powers, capacities, and cultural foundations–across rural, remote and urban settings. This ethnographic case study research demonstrates that Indigenous and non-Indigenous governance systems are intercultural in respect to issues of power, authority, institutions and relationships. It documents the intended and unintended consequences–beneficial and negative–arising for both Indigenous and non-Indigenous Australians from the realities of contested governance. The findings suggest that the facilitation of effective, legitimate governance should be a policy, funding and institutional imperative for all Australian governments. This research was conducted under an Australian Research Council Linkage Project, with Reconciliation Australia as Industry Partner.
