    Description / Table of Contents: Summary Using a concrete example two linear optimization models based on the following cutting stock problem are compared: A stock of rolls of a synthetic cloth has to be cut such that the sum of net returns and the value of the residual stock at the end of the planning period is maximized. Since a limited number of cutting patterns is heuristically choosen the first model yields sub-optimal solutions only. On the contrary, the second model usesall relevant cutting patterns and provides an optimal solution.
    Notes: Zusammenfassung An einem realen Beispiel werden zwei lineare Optimierungsmodelle verglichen, denen folgendes Dispositionsproblem zugrunde liegt: Ein Ausgangsprodukt ist durch Verschnitte so weiter zu verarbeiten, daß die Summe aus Nettoerlösen und bewerteten Restbeständen auf Lager maximal wird. Das erste Modell liefert aufgrund einer beschränkten Anzahl heuristisch vorgegebener Schnittmuster i. a. nur suboptimale Lösungen. Das zweite, verbesserte Modell berücksichtigt im Gegensatz dazualle sinnvollen Schnittmuster und führt zu einer optimalen Lösung.

    Description / Table of Contents: Zusammenfassung In diesem Artikel werden Flußprobleme in Netzwerken betrachtet, in denen jedem Pfeil neben der Kapazität auch fixe Kosten zugeordnet werden. Diese Kosten fallen an, sobald ein Fluß größer Null durch den Pfeil fließt. Zielsetzung ist die Maximierung des Netzflusses unter der Bedingung, daß ein gegebenes Budget nicht überschritten wird. Einige Anwendungen dieses Problems werden aufgezeigt und eine Strukturanalyse wird durchgeführt, anschließend wird ein Approximationsalgorithmus entwickelt. In einer kleinen Testreihe werden die Lösungen dieses Algorithmus' mit den exakten Lösungen verglichen.
    Notes: Summary Network flow problems are considered in which in addition to the capacities fixed costs are assigned to each arc which are incurred as soon as any positive flow is sent through that arc. It is the objective to maximize the flow so that the fixed costs do not exceed a given budget. Some applications of this problem are described and a structural analysis is performed. In addition to that an approximation algorithm is developed and its results are compared to the exact solutions in a small test series.

    Description / Table of Contents: Summary Efficiency considerations in the field of health become more and more urgent. This paper deals with the problem of determining the optimal size, organizational form and input structure of a general practice in dependence on the number of patients to be provided for. As solution approach a linear output oriented production model with the possibilities of choosing different production processes will be discussed. Subsequently the methodical considerations will be applied to a consulting practice of ophthalmology, and the results are exposed.
    Notes: Zusammenfassung Wirtschaftlichkeitsüberlegungen im Gesundheitssektor werden immer dringlicher. Der vorliegende Beitrag befaßt sich mit dem Problem der optimalen Betriebsgröße, Organisationsform und Inputstruktur einer Arztpraxis in Abhängigkeit der Größe des zu versorgenden Patientenstammes. Als Lösungsansatz wird ein lineares output-orientiertes Produktionsmodell mit verschiedenen Verfahrenswahlmöglichkeiten diskutiert. Die methodischen Überlegungen werden anschließend auf eine Facharztpraxis für Augenheilkunde angewendet und die Ergebnisse dargelegt.

    Description / Table of Contents: Zusammenfassung Für das WartemodellE k /D/r wird über die „steady state Gleichungen“ die erzeugende Funktion der Verteilung der Warte Schlangenlänge hergeleitet. Die mittlere Zahl der Einheiten im System und verwandte Größen werden in geschlossener Form mit Hilfe der Wurzeln einer transzendenten Gleichung dargestellt. Diese Wurzeln können leicht mit numerischen Standard-verfahren bestimmt werden. Ein Algorithmus zur Bestimmung der stationären Verteilung der Zahl der Einheiten im System wird entwickelt. Numerische Ergebnisse für die mittleren Wartezeiten werden fürk=2,r=1, 2, ..., 10, und variable Verkehrsintensität angegeben.
    Notes: Summary In this paper we study theE k /D/r queueing system. The steady state equations are derived and the queue lenth probability generating function is determined. The average number of customers in the system and other related quantities are determined in closed form in terms of the roots of an equation, which can be easily obtained by standard numerical techniques. Also a computational procedure for evaluating the steady state probability distribution of the number of customers in the system is developed. Numerical results of the average queueing times are given fork=2,r=1, 2, ..., 10 and the whole range of utilization factors.

    Description / Table of Contents: Zusammenfassung Wir betrachten ein periodisch kontrolliertes dynamisches Mehrprodukt-Lagerhaltungsmodell mit stochastischem Bedarf, bei dem sich die Bestellkosten aus einem linearen und einem nichtlinearen Anteil zusammensetzen. Der nichtlineare Anteil kann z. B. davon abhängen, welche Produkte bestellt werden. Es wird die Existenz einer optimalen Bestellpolitik gezeigt. Außerdem werden Eigenschaften einer solchen Politik nachgewiesen. Wir zeigen, daß bei Spezialisierung der nichtlinearen Bestellkosten eine optimale Politik eine (σ, S)-Politik ist. Die Ergebnisse beziehen sich auf den endlichen Planungshorizont.
    Notes: Summary We consider a period review, dynamic multiproduct inventory model with stochastic demand, in which the cost of ordering consists of linear portions for each product as well as a nonlinear term. This nonlinear term depends for example, on the products we order. We prove the existence of an optimal policy and characterize such a policy. We show that an optimal policy reduces to the well-known (σ, S)-policy, if we spezialise the nonlinear ordering cost in a proper way. Finite horizon results are given.

    Description / Table of Contents: Summary The paper has two purposes. First, it is shown that for many cases of practical interest the optimal selection of the depreciation method can be made independently from the selection of the financing-mix. Second, a mixed-integer linear programming for a simplified dynamic version of the problem is developed for the determination of the optimal financing-mix and — if necessary — the simultaneous selection of the depreciation method.

    Description / Table of Contents: Summary Subject of this paper is the determination of a distance function defined on the set of observed characteristics of objects (individuals, goods, enterprises etc.). In contrast to the usual approach, where a dissimilarity coefficient exhibiting some more or less desirable properties is chosen, at first conditions to be met by the dissimilarity coefficient are set. Then the class of dissimilarity coefficients that meets these conditions is determined. It is shown, that four such conditions imply the weighted Lr-metric.
    Notes: Zusammenfassung Gegenstand dieses Beitrages ist die Ermittlung von Distanzindizes, die als Maß für die Ähnlichkeit von durch quantitative Merkmalsausprägungen charakterisierbaren Objekten verwandt werden können. Im Gegensatz zu dem üblichen Vorgehen, bei dem ein Distanzindex gewählt wird, der mehr oder weniger wünschenswerte Eigenschaften besitzt, werden zunächst Bedingungen formuliert, die als sinnvoll für den gesuchten Distanzindex angesehen werden. Anschließend wird die Klasse derjenigen Distanzindizes ermittelt, die diesen Bedingungen genügt. Es wird gezeigt, daß die Forderung von vier derartigen Bedingungen die gewichtete Lr-Distanz impliziert.

    Description / Table of Contents: Zusammenfassung Dieses Manuskript gibt einen Über-blick über den Stand der Forschung zur Anwendung der Kontrolltheorie bei der Analyse der Unternehmens-dynamik. Drei Modellarten werden betrachtet: ein Unternehmen in einer gewissen Umwelt, ein Unternehmen in einer stochastischen Umwelt mit der Möglichkeit des Bankrotts und Modelle, bei denen das Unternehmen in Konkurrenz zu einem anderen steht. Trotz der Grenzen dieser kontrolltheoretischen Modelle sind sie nützlich bei der Verbesserung des Verständnisses von bedeutenden mikroökonomischen Phänomena und wenn man Studenten oder Jungmanagern erklären will, wie man Politiken im Verlauf der Zeit kombiniert um eine wirksame Strategie zu entwickeln.
    Notes: Summary This paper gives an overview to the state-of-art of applying control theory to the analysis of the dynamics of the firm. Three types of models are considered: one firm facing a certain environment, one firm facing a stochastic environment and with a risk of bankruptcy, and models of duopolies. In spite of the limits of these control theory models, they are useful to improve the understanding of important microeconomic phenomena and to explain to students or to junior managers how to combine policies through time to define an efficient strategy. An extended bibliography is given.

    Description / Table of Contents: Summary The author's thesis is that strategic decisions are usually madeoutside the formal strategic planning process, and that the latter largely consolidates at the corporate level the strategic decisions already made at lower levels. Hence there is little scope for quantitative decision models in this process, but considerable scope at the actual strategic decision making level. However, if the corporate process is changed to go beyond consolidation so that explicit choices from alternate corporate strategies are considered, an important new potential for quantitative modelling is opened up.
    Notes: Zusammenfassung Quantitative Modellierung möchte zur Entscheidungsfindung beitragen. Bevor untersucht wird, ob sie dies im strategischen Bereich tut, wird die Frage gestellt, ob die tatsächlichen strategischen Entscheidungen, die die Zukunft einer Unternehmung gestalten, innerhalb des formalen Prozesses der strategischen Unternehmensplanung fallen. Die Frage wird überwiegend verneint. Solange die Dinge so stehen, ist es nicht verwunderlich, daß quantitative Entscheidungsmodelle nichts beitragen können. Dagegen ist die modellgestützte Planung dort kräftig im Vordringen und hat in den letzten Jahren erheblich an Terrain gewonnen, wo derzeit die meisten strategischen Optionen getroffen werden, nämlich bei den fallweisen strategischen Entscheidungen in Teilbereichen, die später in den strategischen Plan der Unternehmung integriert werden. Doch finden sich auch erste fruchtbare Ansätze innerhalb der formalen strategischen Planung auf Unternehmensebene, nämlich dort, wo diese sich explizit mit Alternativstrategien beschäftigt. In dem Maße, in dem sich der formale Prozeß der strategischen Unternehmensplanung zu einem Entscheidungs-prozeß zwischen explizit zur Wahl gestellten Unternehmensstrategien entwickelt — eine Entwicklung, die bereits begonnen hat — wird sich der modellgestützten Planung auch auf der Unternehmensebene ein weites Feld eröffnen.

    Description / Table of Contents: Summary In this paper a 0/1 linear programming model is proposed to solve the following problem: Given a certain budget, which diagnostic strategies should be applied to which groups of a population in order to maximize the effectiveness of early detection of hypertension. The ideas underlying the LP-model originated in the critique of a method described in the literature. A simplified example of the model is solved and some remarks are made concerning data collection and computing time requirements. Also the problem of individual vs. collective effectiveness is briefly dealt with.
    Notes: Zusammenfassung Die vorliegende Arbeit entwickelt ein auf der linearen 0/1 Programmierung basierendes Verfahren zur gruppenspezifischen Auswahl von Diagnosestrategien bei beschränkten Ressourcen im Bereich der Hypertoniefrüherkennung. Ausgangspunkt ist dabei die Kritik an einer in der Literatur zu diesem Thema angegebenen Methode. Ein vereinfachtes Beispiel verdeutlicht die Ideen, die zur Entwicklung des LP-Modells geführt haben. Anschließend wird der Einfluß des zugrundeliegenden Kollektivnutzenkonzepts und des Gleichheitsprinzips auf das Modell diskutiert. Die Arbeit geht ferner auf Fragen bezüglich der benötigten Daten und des zu erwartenden Rechenaufwands ein.

In the following examination a mixed-integer programme for the determination of the optimum financing-mix for home construction is being developed shortly. By means of numeruous simulation tests the influence of varying capital resources of the home owner and the surplus resulting out of private life insurances upon the optimum financing structure is being analysed.
    Notes: Zusammenfassung Ein Schwerpunkt privater Finanzierungsprobleme ist die Finanzierung von Wohnungseigentum. In der folgenden Untersuchung wird zunächst ein gemischt-ganzzahliges Modell zur Ermittlung der optimalen Finanzierung von Ein- und Zweifamilienhäusern bzw. Eigentumswohnungen kurz beschrieben.     Description / Table of Contents: Summary Optimal control theory treats the steering ofdynamical systems with the aim to reach a desired target. The problem of dynamic system optimization is to find the functions which will optimize a given objective functional subject to certain constraints. The purpose of the present paper is to provide an elementary approch to themaximum principle as well as to its economic interpretation. The calculation of optimal control trajectories is illustrated by some simple examples in cash management, production and investment planning, advertising and pricing, and science policy. Moreover, without claiming completeness some further applications of thedeterministic maximum principle in operations research are reviewed. The use of the maximum principle provides a significant advantage compared with dynamic programming, namely the possibility to gainqualitative insights into the structure of solution paths and thus to draw interesting economic conclusions without performing a complete analysis of the control problem.
    Notes: Zusammenfassung Die Kontrolltheorie beschäftigt sich mit der Steuerungdynamischer Systeme im Hinblick auf die Erreichung gewünschter Ziele. Das Problem der Optimierung dynamischer Systeme besteht darin, Funktionen zu finden, welche ein gegebenes Zielfunktional unter gewissen Nebenbedingungen optimieren. Zweck des vorliegenden Beitrages ist es, einen elementaren Zugang zumMaximumprinzip sowie dessen ökonomischer Interpretation zu bieten. Die Ermittlung optimaler Kontrolltrajektorien wird anhand einiger einfacher Beispiele illustriert (Kassenhaltung, Produktionsund Investitionsplanung, Werbe- und Preispolitik, Wissenschafts-Management). Ohne Vollständigkeit anzustreben, wird daneben eine Reihe weiterer Anwendungen desdeterministischen Maximumprinzips im Operations Research skizziert. Einen wesentlichen Vorteil, den das Maximumprinzip etwa im Vergleich zur dynamischen Programmierung aufweist, stellt die Möglichkeitqualitativer Einsichten in die Struktur der Lösungspfade dar, die häufig schon ohne komplette Lösung des Kontrollproblems zur Aufdeckung interessanter ökonomischer Zusammenhänge führen.

    Notes: Abstract A generalized Wittgensteinian semantics for propositional languages is presented, based on a lattice of elementary situations. Of these, maximal ones are possible worlds, constituting a logical space; minimal ones are logical atoms, partitioned into its dimensions. A verifier of a proposition α is an elementary situation such that if real it makes α true. The reference (or objective) of a proposition is a situation, which is the set of all its minimal verifiers. (Maximal ones constitute its locus.) Situations are shown to form a Boolean algebra, and the Boolean set algebra of loci is its representation. Wittgenstein's is a special case, admitting binary dimensions only.

    Notes: Abstract The formal language studied in this paper contains two categories of expressions, terms and formulas. Terms express events, formulas propositions. There are infinitely many atomic terms and complex terms are made up by Boolean operations. Where α and β are terms the atomic formulas have the form α=β (α is the same as β), Forb α (α is forbidden) and Perm α (α is permitted). The formulae are truth functional combinations of these. An algebraic and a model theoretic account of validity are given and an axiomatic system is provided for which they are characteristic. The ‘closure principle’, that what is not forbidden is permitted is shown to hold at the level of outcomes but not at the level of events. In the two final sections some other operators are considered and a semantics in terms of action games.

    Notes: Abstract In this paper I propose a fundamental modification of standard type theory, produce a new kind of type theoretic language, and couch in this language a comprehensive theory of abstract individuals and abstract properties and relations of every type. I then suggest how to employ the theory to solve the four following philosophical problems: (A) the identification and ontological status of Frege's Senses; (B) the deviant behavior of terms in propositional attitude contexts; (C) the non-identity of necessarily equivalent propositions, and (D) the “paradox” of analysis. We can roughly describe these solutions as follows: (A) the senses of English names and descriptions which denote individuals will be modelled as abstract individuals; the senses of English relation denoting expressions of a given type will be modelled as abstract relations of that type. (B) Inside de dicto attitude contexts, these English expressions denote (the abstract objects which serve as) their senses. (C) Relations and propositions will not be identified with their extensions, nor with functions or sets of any kind. They will be taken as primitive, and precise “being” and identity conditions will be proposed consistent with the view that necessarily equivalent relations and propositions may be distinct. (D) With the modelling described in (A), the expressions “being a brother” and “being a male sibling” may both denote the same property, though (the abstract properties which serve as) their senses may differ. Just as Frege predicts, “being a brother just is being a male sibling” is an informative identity statement because the terms flanking the identity sign have the same denotation, though distinct senses.

In particular we have considered only the case ofX andY assuming the firstn integer values, so thatp (dimensionn) is the common distribution andq (dimension 2n–1) is the distribution ofX+Y; then the problem is to minimizem=maxq 1. In the known literature it appears that theoretical results and numerical experience have brought to various conjectures not confermed. In this paper the problem is considered from the mathematical programming point of view. Several theoretical results are obtained even if the full solution of the problem is not reached. Anyway, such results, limiting the search range of a solution, suggested extended numerical testing, also for rather large values ofn, so that non trivial conclusions can be derived.
    Notes: Abstract In questo lavoro si studia il problema di ricerca della distribuzione di probabilità comune da assegnare a due numeri aleatori discreti che assumano i primin valori interi naturali in modo che la loro somma abbia moda di minima probabilità.     Notes: Abstract Here we propose a few estimators of θ, in addition to those studied in Goria (1978), the point of discontinuity of the probability density $$f(x,\theta ) = \frac{1}{{2\Gamma (\alpha )}}e^{ - |x - \theta |} |x - \theta |^{\alpha - 1} ,$$ for $$0〈 \alpha〈 1, - \infty〈 x〈 \infty , - \infty〈 \theta〈 \infty .$$ We establish the consistency and the optimality of the Bayes and the maximum probability estimators. Despite their nice properties, these estimators are not easy to compute in this case and their effective computation depends on the knowledge of the exponent α. Hence, we propose another class of estimators, dependent upon the spacings of the observations, computable without actual knowledge of the value of α as long as it is known that α 〈 α0 〈 1: we show that these estimators converge at the best possible rate. We further demonstrate, using a modified version of the maximum probability estimator's technique, that the tails of the density do not substantially effect their efficiency. Finally a bivariate family of densities, having a ridge dependent on the parameter θ, is considered and it is shown that this family exhibits features similar to the univariate case, and thus, the necessary modifications of the arguments of the univariate case are utilized for the estimation of θ in this bivariate example.

After a decision, a group will recive a payoff which must be devided among the members of the group itself: properties of the group utility functions and the sharing rule are investigated in connection with individual and collective risk aversion, under different assumptions concerning the form of the group utility function.

Supponendo che tali funzioni siano aggregate in accordo al principio di Pareto e che ad ogni decisione di gruppo sia associato un profitto che deve essere suddiviso tra gli individui del gruppo stesso, si analizzazo i legami tra l'avversione al rischio degli individui e quella del gruppo, soprattutto nei casi in cui le funzioni di utilità sono additive e multilineari.

    Notes: Abstract In this paper we investigate some basic semantic and syntactic conditions characterizing the equivalence connective. In particular we define three basic classes of algebras: the class of weak equivalential algebras, the class of equivalential algebras and the class of regular equivalential algebras (see [12]). Weak equivalential algebras can be used to study purely equivalential fragments of relevant logics and strict equivalential fragments of some modal logics (for investigations of strict implicational fragments of modal logics see [20]). Equivalential algebras are suitable to study purely equivalential fragment of BCI and BCK logic (see [21], p. 316). A subclass of the class of regular equivalential algebras is suitable to study equivalential fragments of Łukasiewicz logics. Some subvarieties of the class of regular equivalential algebras provide natural semantics for equivalential fragments of the intuitionistic prepositional logic and various intermediate logics (see [13]). The last chapter is a selection of research problems which in the author's opinion are worth to be solved.

    Notes: Abstract The paper concerns time, change and contradiction, and is in three parts. The first is an analysis of the problem of the instant of change. It is argued that some changes are such that at the instant of change the system is in both the prior and the posterior state. In particular there are some changes from p being true to ℸp being true where a contradiction is realized. The second part of the paper specifies a formal logic which accommodates this possibility. It is a tense logic based on an underlying paraconsistent prepositional logic, the logic of paradox. (See the author's article of the same name Journal of Philosophical Logic 8 (1979).) Soundness and completeness are established, the latter by the canonical model construction, and extensions of the basic system briefly considered. The final part of the paper discusses Leibniz's principle of continuity: “Whatever holds up to the limit holds at the limit”. It argues that in the context of physical changes this is a very plausible principle. When it is built into the logic of the previous part, it allows a rigorous proof that change entails contradictions. Finally the relation of this to remarks on dialectics by Hegel and Engels is briefly discussed.

    Notes: Abstract In the first part of this paper we indicate how Meredith's condensed detachment may be used to give a new proof of Belnap's theorem that if every axiom x of a calculus S has the “two-property” that every variable which occurs in x occurs exactly twice in x, then every theorem of S is a substitution instance of a theorem of S which has the two-property. In the remainder of the paper we discuss the use of mechanical theorem-provers, based either on condensed detachment or on the resolution rule of J. A. Robinson, to investigate various calculi whose axioms all have the two-property. Particular attention is given to “D-groupoids”, i.e. sets of formulae which are closed under condensed detachment.

    Notes: Abstract In classes of algebras such as lattices, groups, and rings, there are finite algebras which individually generate quasivarieties which are not finitely axiomatizable (see [2], [3], [8]). We show here that this kind of algebras also exist in Heyting algebras as well as in topological Boolean algebras. My thesis is that there are three classes of ideal types in Weber: concepts of ‚historical individuals‘, concepts of ‚objective possibilities‘ and idealtypical classifying concepts. Common to them is the end to grasp the individual character of a social phenomenon. Their different functions in realizing this end justify to describe Weber'sVerstehende Soziologie as a system, in which social phenomena are presented as if they were the result of conscious human decisions.

Dies ist insofern bemerkenswert, weil die Messung das wichtigste erfahrungswissenschaftliche Hilfsmittel zur Gewinnung von Erkenntnis darstellt. Beim Messen erfolgt der wichtige Übergang vom Empirischen zum Formalen, indem die empirisch vorliegende Intensität einer Meßgröße durch eine mathematische Größe beschrieben und damit überhaupt erst die Voraussetzung für eine erfahrungswissenschaftliche Theorie geschaffen wird. Die vorliegende Meßtheorie ist in Meßprozeßtheorie, Metrisierungstheorie und Fehlertheorie gegliedert. Die Meßprozeßtheorie behandelt die Vorgänge zwischen Meßobjekt und Meßgerät, die Metrisierungstheorie die Darstellung der empirischen Größe als formale und die Fehlertheorie die Schätzung des gesuchten wahren Wertes aus mehreren fehlerbehafteten gleichwertigen Meßwerten. Der Schätzwert ist das Endergebnis einer Messung. Ziel der Arbeit ist es, die Meßtheorie aus dem engen Kreis der Metrisierungs- bzw. Skalentheorie herauszulösen und auf die häufig übersehenen notwendigen Bedingungen einer Messung aufmerksam zu machen.

    Notes: Summary This paper presents an immanent criticism of Lakatos' reconstruction of the degenerating phase of Bohr's atomic theory. That is to say, the historiographical methods used are exclusively of a Lakatosian kind. Such a closer Lakatosian look at the historical episode in question shows that Lakatos' own reconstruction is incorrect on three essential points. These are the role of the correspondence principle, the position of the hard core in Bohr's programme, and the presence of important novel predicted facts.     Notes: Summary Popper's methodology does not entail any playing down of the various indispensible distinctions such as the distinction between knowing and guessing, the distinction between myth and science, the distinction between the observational and the theoretical, and between the vernacular and technical sublanguages or technical vocabulary. By avoiding both the totalization that led to the foundationalist position and the scepticist reactions to these frustrated foundationalist hopes, Popper's methodology makes it possible to combine fallibilism with a realist view of theories. It combines the perennial willingness to re-examine positions, statements, etc. with the claim that a particular theory (as an item of knowledge in the objective sense) constitutes cognitive progress over its rivals. However, some of his formulations have been deliberately provocative and in this way have given rise to certain misgivings about possible paradoxical implications, even in philosophers congenial with Popper's approach. The concept of knowledge in the objective sense is, of course, an explicatum which Popper proposes primarily for use in methodology and epistemology. The concept is an expression of the acknowledgment of fallibility in principle. The phrasing that ‘knowledge is conjectural’ or ‘knowledge is fallible’, even when it refers to knowledge in the objective sense, is but an abbreviation for: since our methods for ascertaining the truth-value of a particular statement about empirical reality are fallible in principle, there cannot be any certain knowledge about reality. In everyday life and in politics tolerance will be possible to the extent to which the recognition of this fallibility is more than a declaration.

    Notes: Summary Opinion is divided as to whether chemistry is reducible to physics. The problem can be given a satisfactory solution provided three conditions are met: that a science not be identified with its theories; that several notions of theory dependence be distinguished; and that quantum chemistry, rather than classical chemistry, be compared with physics. This paper proposes to perform all three tasks. It does so by analyzing the methodological concepts concerned as well as by examining the way a chemical rate constant is derivable with the help of the quantum atomic theory. The conclusion is that chemistry, and in particular quantum chemistry, is not a part of physics although it is certainly based on the latter.

    Notes: Zusammenfassung Im Gegensatz zur verbreiteten Auffassung über die Voraussetzungen zur Ausbildung neuen Wissens entstehen wichtige Umstellungen im Denken häufignicht durch harte Konfrontationzwischen Hypothesen bzw. Theorien. Vielmehr sind oft allmähliche Deutungsverschiebungen bei der Auffassungeiner einzigen Hypothese bzw. Theorie zu beobachten. Derartige Prozesse erstrecken sich in der Regel über vergleichsweise lange Zeiträume und sind nicht wie die erstgenannten Vorgänge von eher kurzfristiger Natur. Verglichen mit dem Ausgangspunkt der jeweiligen Entwicklung tritt uns aber eine oft an ihrem Ende tiefgreifend veränderte Wissenssituation entgegen. Infolge derLangsamkeit der geschilderten Entwicklungen und der damit zugleich gegebenen Gewöhnung ihrer Vertreter an die geänderte Situation sind derartige Veränderungen des Wissens selten in einem Ausmaß vom Bewußtsein der Neuheit begleitet, wie dies bei Vorgängen der zuerst geschilderten Art der Fall ist. Trotzdem können aber gerade diese Veränderungen nachhaltiger und von grundlegenderer Art sein als jene. In der Folge sollen die beiden angedeuteten Wege der Erkenntnis hinsichtlich ihres strukturellen Unterschieds klarer erfaßt werden. Unterschiedliche Annahmen über die zugrundeliegende Ontologie sind für diese beiden Arten der Wissensbildung von besonderem Interesse. Insbesondere wird sich auch zeigen, daß die bereits in der Fristfrage berührten pragmatischen Gesichtspunkte eine wichtige Rolle spielen. Die beiden in dieser Untersuchung herauspräparierten „Wege“ sind Aspekte jeweils eines Erkenntnisprozesses. So sind sie nicht gegeneinander auszuspielen. Vielmehr weist jeder derartige Vorgang Charakteristikabeider modellhaft erfaßten Typen auf.

    Notes: Zusammenfassung In der vorliegenden Arbeit wird über die verschiedenen Aspekte der sogenannten FitzGerald-Lorentz-Kontraktion berichtet. Nach einem kurzen Abriß der Entwicklung der Ätherkonzeption wird eine Beschreibung des Michelson-Morley Versuchs gegeben und seine Rolle in der Entstehungsgeschichte der speziellen Relativitätstheorie diskutiert. Anschließend wird die Kontraktionshypothese vorgestellt und die Frage erörtert, ob die Kontraktion „wirklich“ oder nur „scheinbar“ ist. Einige Gedankenexperimente werden vorgestellt, die zeigen, daß die Kontraktion bewegter Körper kein bloßer Schein ist. Ferner wird die noch bei Einstein unklare Beantwortung nach der Frage der Sichtbarkeit der Längenkontraktion durch die Analyse der Begriffe „Beobachten“ und „Sehen“ aufgehellt. Abschließend wird auf die Frage nach der Falsifizierbarkeit der Kontraktionshypothese eingegangen, die von Popper aufgeworfen wurde.

    Notes: Zusammenfassung Für unseren Begriff der Gegenstände der Biologie ist es charakteristisch, daß diese Gegenstände eine Geschichte haben. Das unterscheidet sie von den Grundgegenständen der Physik, die wir so definieren, daß sie als Elemente in geschichtliche Abläufe zwar eingehen, ohne dabei indes selbst historischen Wandlungen unterworfen zu sein. Deswegen ist es im Rahmen biologischer Forschungen üblich, Erklärungen einmal für Veränderungen und einmal für Entstehungen eines Lebewesens (einer Art) anzustreben. Es wird zu zeigen versucht, daß die bekannten Einwände gegenüber teleologischen Erklärungen innerhalb der Biologie sich präzisieren und verschärfen lassen, wenn man jene Unterscheidung zwischen Veränderungs- und Entstehungserklärungen berücksichtigt. Darüber hinaus wird zu zeigen versucht, daß gewisse Erklärungen innerhalb der Biologie dadurch gekennzeichnet sind, daß sie, im Gewand einer Veränderungserklärung, den Entstehungszusammenhang des Schemas der Lebensäußerung, dessen Aktualisierung eigentlich zur Debatte steht, mitzureflektieren versuchen. Das Resultat einer solchen Mischung sind die quasi-teleologischen oder teleonomischen Erklärungen. Deren heuristischer Wert liegt darin, daß sie im Bezug auf das Einzelne die Entstehung des Allgemeinen, dessen Instanz jenes ist, mitaufzudecken versuchen. Ihre Problematik liegt darin, daß sie zwei verschiedene Explanandumtypen auf eine nicht unmittelbar erkennbare Weise überlappen lassen.

    Notes: Zusammenfassung Mit der vorliegenden Arbeit verfolgen wir drei Ziele. Erstens exemplifizieren wir einige wissenschaftstheoretische Fragen und die zugehörigen Antworten (Theoretizität, Problem der theoretischen Terme, empirische Behauptung einer Theorie, Ramsey-Eliminierbarkeit theoretischer Terme) am sehr einfachen Beispiel der klassischen Stoßmechanik. Zweitens läßt sich an diesem Beispiel besonders klar der Begriff des Meßmodells darstellen; insbesondere erhalten wir eine vollständige Übersicht über alle Meßmodelle. Und drittens erhalten wir ein schönes Beispiel für den Begriff der Reduktion einer Theorie auf eine andere, denn die Stoßmechanik läßt sich auf einfache Weise auf eine Spezialisierung der Klassischen Partikelmechanik reduzieren.

    Notes: Summary By means of a survey of the papers given at the XIX Symposium of theSociety for History of Sciences on the „Idea of Purposiveness in the History of the Sciences“, Mai 28–30, 1981 in Bamberg, West Germany, it is demonstrated that in the course of the history of science teleological thinking in its traditional form is increasingly eliminated from the sciences. This process culminates in the attempt to rehabilitate teleological thinking by means of a reconstruction of Aristotelian philosophy using the tools of modern natural science. The question arises whether this signifies the end of teleological thinking or a new direction of genuinely teleological thought.

    Notes: Summary According to the so-called Starnberger Group1, the amenability of a science to science policy measures, conceptualised by the Group in terms of “finalization”, depends crucially on conditions intrinsic to the science not invariably present at every stage of its development. Finalization is possible only at junctures where the science in question faces methodologically divergent alternative lines of development. The most significant kind of case depends on the presence of “completed”, or “classical”, theories. In this paper I shall argue that the Starnbergers have failed to vindicate any interesting variety of the thesis concerning internal scientific prerequisites of finalization; and that this is due, in part, to a failure to establish the existence of interestingly completed theories.

Bußhoff's paper (this journal XII, 1981) I give another outline of Lakatos' approach to normative theories in order to reduce the misunderstandings Bußhoff seems to have fallen victim to. (1). In particular, I try to show that he is wrong in claiming there is a vicious circle in this approach or my interpretation of it (2). Finally, I expose for criticism his alternative methodology of political science which propagates a theory of a „third type“, suggesting that he takes too little seriously problems he calls academical although their importance has been shown not only by Lakatos but by political philosophers as Rawls and Nozick (3).

    Notes: Zusammenfassung Die Forderung des Deutschen Konstruktivismus nach „Begründung der Wissenschaft“ ist weiten Kreisen geläufig; was mit dieser Forderung bezweckt, inwieweit sie gerechtfertigt und auf welche Weise sie gegebenenfalls zu erfüllen ist, scheint dagegen außerhalb des konstruktivistischen Lagers weniger klar. Im vorliegenden Beitrag soll versucht werden, unter weitgehendem Verzicht auf formale Details ein wesentliches Lehrstück des obigen Programms zu erläutern, nämlich die „Begründung von Logik“. Dazu möchte ich zunächst klären, was sich in diesem Zusammenhang unter „Begründung“ verstehen läßt. Ferner werde ich skizzieren, wie Anfangsstücke der Logik gegenwärtig außerhalb des Konstruktivismus betrieben werden, und inwiefern es hierbei zu „Begründungsdefiziten“ kommen könnte. Schließlich soll ein Überblick gegeben werden, wie sich der Deutsche Konstruktivismus Lösungen der von ihm lokalisierten Probleme vorstellt. Abschließend wird angedeutet, wie analoge Lösungen im Rahmen eines klassischen Logikaufbaus aussehen könnten.

    Notes: Summary The need to rethink the history of ideas has led both Kuhn and Foucault to break away from the prevalent conception of knowledge as one of continuous growth, of accretion. It is surprising how little attention philosophers and historians of science have paid to Foucault's work, and how, consequently, the convergence between his and the Kuhnian approach has gone completely unnoticed. To see the parallels, however, and to relate their works, promises to give rise to a synthesis that might present a new approach to the history of ideas (going beyond the particular concerns of our two authors). The present paper attempts a first step: It relates the key concepts of Kuhn and Foucault (“revolution/rupture; normal science/épistèmé”) and discusses the possibility of clarifying Kuhn's concept of normal science in the light of Foucault's analysis of discursive structures, and of adding Kuhn's explanation of the cause of conceptual change to the range of Foucault's tools. The last section is devoted to an evaluation of the author's relativism which is seen as a fertile notion and shown to be distinct from Feyerabend's brand of relativism.

    Notes: Abstract Contrary to the traditional theory of market areas which has as the central theme the firms' price changes and the demand-reactions of the widely dispersed households, our model shows the optimal solutions for the spatial use of advertising. If we assume that a central-urban located firm intends to maximize the additional net revenue by applying advertising as an instrumentvariable; we can show that the whole urban area will not be covered by the advertising campaign, but in all cases only partial areas. In this instance the optimal advertising radius will be derived from various model variants.

    Notes: Abstract Empirical evidence concerning the impact of neighborhood land-use externalities on residential property value is mixed. That is, no concensus has emerged in the literature as to whether locating non-residential land-use activities in residential neighborhoods can be expected to increase, decrease or leave unaltered surrounding property values. The purpose of this research was two-fold: 1) to construct a theoretical model of consumer behavior in which both the positive and negative effects of neighborhood land-use externalities are taken into account, and 2) to test this generalized model empirically, using hedonic pricing equations. The principal implication of the theoretical model is that the effect of non-residential activity on residential property values isa priori indeterminate, the outcome depending on the relative strength of the associated positive and negative external effects generated. The empirical test of the model was conducted for the city of Tucson, Arizona, where it is shown that over low ranges, increasing the amount of industrial, commercial, multifamily and public land-use activity in a neighborhood tended to increase surrounding residential property values. It is concluded that in locating future economic activity an optimal mix of landuse activities should be sought, not the regional separation of activities.

The longrun growth implications for government spending are not clear, however, since the legislative wording and quantification of the rules do not distinguish between nominal and real growth in critical benchmark variables. This paper analyzes the long-term growth implications of spending rules for a number of states in terms of, a) real and nominal changes, b) cyclical variations in government spending under conditions of inflation and deflation, and c) changes in the demand for state government output over time.

    Notes: Abstract In this note, the two-region model presented in Flatters, Henderson and Mieszkowski (4) is modified to include capital mobility. The efficiency conditions for this modified model are derived and contrasted with a free mobility equilibrium. Although the efficiency conditions are not radically altered, the addition of capital mobility tends to strengthen the finding that an uncoordinated free mobility equilibrium will not result in an efficient allocation of resources.

Population migration systems can usefully be conceptualized as a series of hierarchically related levels of migration fields: the fields at one level nesting within the fields at the next higher level.
