    Description / Table of Contents: The authors completed collecting and arranging plates of photomicrographs for common pollen and spores in Quaternary strata. Given China's vast territory, complex vegetation types, a variety of plants, and polen grains with similar morphology probably produced by different plant species in different regions. We have organized this book's photomicrographs of pollen grains and spores in the division of China into five regions, i.e. northwest,northern, southeast, south and southwest China. Photomicrographs of pollen grains and spores in each region are arranged by plant classification system i.e. in order of algae, bryophyte, pteridophyte, gymnosperm, and angiosperm. All 409 plates of color photomicrographs for pollen grains and spores are finally illustrated and described.

    Description: This paper analyzes the impact of external price shocks on fiscal policy in Argentina during the last two decades. The paper evaluates, through VAR models with long-term restrictions, the effects of the terms of trade, and the output gap, in revenues, expenditures and the primary fiscal deficit, for the period 1993-2015. The estimation results show that the fiscal policy would have been pro cyclical, since the expenditures and the primary fiscal deficit of the national government increased during periods of boom in commodity prices. The terms of trade and inflation rates would be more important, than shocks in the output gap, to explain the volatility of fiscal ratios, in the long run.

    Description: Este trabajo tiene como objetivo estimar, analizar y comparar el comportamiento de los flujos de entrada y salida, y las probabilidades de transición instantáneas entre inactividad, desocupación y ocupación por grupos de edad (15-24 años, 25-44 años, 45-64 años y más de 65 años) en Venezuela desde el 2do semestre de 1997 hasta el 1er semestre del 2012. A tal efecto, se aplica la metodología empleada en Fernández y Montilla (2015) clasificando a la población por edades. Este trabajo encuentra que los jóvenes tienen mayor movilidad laboral que los adultos. Los jóvenes y adultos mayores tienen menor probabilidad de encontrar empleo y mayor probabilidad de salir del empleo, en el caso de los jóvenes pasando a la desocupación y los adultos mayores pasando a la inactividad.
    Description: This work aims to estimate, analyze and compare the behavior of input and output flows, and the odds of instantaneous transition from inactivity, unemployment and occupation by age group (15-24 years, 25-44 years, 45- 64 years and over 65 years) in Venezuela since the 2nd half of 1997 to the 1st half of 2012. For this purpose, the methodology is applied in Fernandez and Montilla (2015) classifying the population by age. This work finds that young people have greater mobility than adults. Young and older adults are less likely to find employment and more likely to leave employment, in the case of passing youth unemployment and seniors going to inactivity.

    Description: Internal marketing orientation (IMO) can be used as a tool for managing employees' knowledge that allows companies to develop a competitive advantage to the extent that generates information, communicates it internally and facilitates to articulate a response to their needs. IMO through proper management of human capital facilitates more effective competition and a more agile response to market demands. This study analyzes the three dimensions that make up IMO and involve knowledge management with regard to gathering intelligence concerning employees' needs, the transmission of these needs and the subsequent response. Then, an empirical research has been carried out to analyze the IMO in Spanish hotels and it had led to the classification of three clearly defined groups. Moreover, the results indicate IMO as a source of competitive advantage as higher levels of job satisfaction and organizational commitment are found in the groups with higher IMO.

    Description: The present study advances in the research about identification of entrepreneurial opportunities, by analyzing the moderating effect that social network's size and strength may have on the relationship of prior knowledge and alertness with opportunity identification. We draw on a sample made up of 199 Andalusian entrepreneurs to perform a regression analysis. The results show a negative influence of prior knowledge on the number of identified opportunities, as well as a positive moderating effect of network strength over the relationship between alertness and opportunity identification. Our work can contribute to the entrepreneurship literature, given that we integrate in a model the effects of alertness, prior knowledge and social capital on the study of the opportunity identification phase, by applying a contingent perspective based on the moderating role of certain networks' characteristics.

    Description: The aim of this work is to describe in detail on the current situation of outsourcing of Information Systems using the results of a survey carried out in the biggest Spanish firms. This is a longitudinal study that covers 12 years, since the current results are contrasted with those of two surveys carried out previously in the same environment and by the same authors. The conclusions point to a preservation of the status quo in the configuration of the outsourcing and to a larger degree of maturity in the characteristics of the contracts.

    Description: In adjustable interest loans the borrower assumes the risk of interest rate rising, which leads to the growth of loan annuities. Given the importance of this risk in both corporate and personal finance, it is a recurrent topic in economic and financial press. In this paper, we show that the duration of a loan with constant annuity and interest rate can be used to assess the sensitivity of payments of an analogous loan with adjustable interest rate. Also, we develop an empirical application on official indexes of the Spanish mortgage market during the period 2009-2013. We find that EURIBOR is the index that causes less volatility in the mortgage annuity. Likewise, we also obtain that the average rate of loans for house purchasing in the euro zone is the index that cause greater volatility in the payments of loans.

    Description: It is known that, when in the linear regression model there is a high degree of multicollinearity, the results obtained by using the Ordinary Least Squares (OLS) method are unstable. As a solution to this situation, in this paper we present the raised method, the ridge method and the orthogonal variables method as an alternative to the estimate by OLS. It is also shown that regression with orthogonal variables makes sense regardless of the existence of serious multicollinearity because it allows to answer questions which are not accessible when using the original model. These methodologies are applied to a data set of yields of treasury bills.

    Description: A large body of economic literature has established that the primary purpose of business is profit maximization assuming unitary and constant elasticity of substitution of production factors. However, the prevailing operating conditions of micro and small enterprises raise concerns about the validity of this assumption and the objectives in this sector. Through an empirical study for Mexico and using the translog production function based on cross-sectional data by 2014, we find that the substitution elasticities between production factors are not unitary and even to some extent, they show complementarity. This forces us to consider that beyond seeking to maximize profits, micro and small enterprises might be including other objectives, such as to optimizing installed capacity.

    Description: This paper introduces the use of graphs in the analysis of the determinants of tourists' expenditure, providing an alternative approach to the methods usually employed. Graph-based analysis is applied to study the behavior of cruise passengers arriving at the ports of Montevideo and Punta del Este in Uruguay. The graphical representation allows to synthesize and visualize the relationships between the set of variables that characterize tourists or tourist groups and the determinants of their level of spending. The graph-based methodology is particularly suitable to represent the dependency relationships among variables (between adjacent nodes) and conditional independence (between non-adjacent nodes). For the empirical application, individual data from the surveys of cruise passengers corresponding to the cruise season between November 2014 and April 2015 in Uruguay are considered. The existence of dependencies between spending variables and other variables that may be of interest (sociodemographic, contextual, etc.) is studied. The exercise shows that the variables that better explain visitors' behavior are linked to the port of disembarkation and the expenditure. The results also show that socioeconomic variables are not directly linked to spending.

    Description: This research studies the impact that marketing innovation entails for exporting behavior, supported by the panel data structure given by the Panel of Technological Innovation. To do so, Propensity Score Matching method has been combined with the method of difference in differences, which is usual for impact evaluation analysis. The results from econometric estimations show the existence of a significative, negative impact of marketing innovation on exporting performance for Spanish agro-industry sector.

    Description: This study aims to explore the key factors that may affect the entrepreneurial capacity of students of Higher Education Centers (CES). Once the factors were established, these were grouped into internal and external to the ESCs, then the AHP method was applied to determine the relative weights of each of the criteria to groups of experts belonging to different disciplines and Latin American countries. Through the consensus of the experts, the results indicate that internal factors that most influence the entrepreneurship of their students are "Entrepreneurial Spirit", "Work Experience" and "Performance of specific courses" and as external factors affect to a greater extent "The Networks", "Friends" and "Scope of development". The results of the study can be used as an important reference for educational establishments, to define strategies based on these factors, which help to improve ecosystems within their centers, effectively enhancing the entrepreneurial capacity of their students.

    Description: The informal economy is a phenomenon that affects most of the countries of the world, mainly tax collection potential, the generation of formal employment, productivity and business efficiency.     Description: The process of dismantling a nuclear power plant involves a series of economic activities, linked to economic sectors other than energy, which represent an opportunity for economic development, not only for the local communities where the power plant is located, but also for the rest of the society. Currently, the Spanish nuclear power plants have an average operating life of 33 years and in a decade will end its design life, so it is of interest to know the economic impact that will have its dismantling. For this, in this paper a multisectorial model is developed with which the impact of the dismantling process is analyzed, which includes both the closure of the plants, as well as the substitution of other energy sources and the management of radioactive waste.

    Description: In the nineties in the financial sector, there was an unprecedented process of mergers and acquisitions in Europe. This trend started in the United States in the eighties, quickly spreading to Europe. The study analyzes the variables that have a marginal effect on the probability by a financial institution to participate in a process of financial restructuring as a merged or nationalized entity. For this, categorical models with endogenous variable are used to represent the different situations of absorption being considered. In the modeling process we have used the usual econometric techniques for variable selection and their financial interpretability.

    Description: This paper develops a continuous-time random model of loss index triggers for cat bonds on the basis of the loss amount incurred until their maturity. Assuming that total loss amount due to a catastrophe is defined as the sum of the incurred loss amount plus the incurred-but-not-yet reported loss amount, we model the decreasing linear dynamics of the latter amount by means of an additive Brownian process (or Ornstein Uhlenbeck process); and get the former by the difference between the total loss amount and the incurred-but-not-yet-reported loss amount. Finally, we test the validity of the model by estimating its core parameters and by contrasting the goodness of fit through a data series of six floods occurred in several Spanish cities prone to suffer such kind of catastrophes.

    Description: International Accounting Standard 40 (IAS 40 - Investment properties) offers an ideal setting for research on accounting choice as it represents a paradigmatic case choosing between the fair value and the historical cost as the measurement criteria. In this paper, we take the opportunity of this standard to provide additional evidence in a multinational and multi-context on the determinants that explain the accounting choice. Furthermore, in this paper, we introduce and compare the use of artificial neural networks and decision trees in order to assess the predictive capability of these methodologies, compared to other techniques commonly used to solve classification problems in this area such as the logistic regression. The classification results indicate that both neural networks and decision trees can be an interesting alternative to classical statistical methods such as the logistic regression. In particular, both methods outperformed the logistic regression in terms of predictive ability, although no significant differences were found between both.

    Description: The maximization of profit as the main objective of companies is being criticized from different forums, advocating for an economic system in which the achievement of social sustainability will play a leading role. In the banking sector, after the outbreak of the crisis in 2008, financial bailouts that have used public funds to save various entities have provoked a current of opinion about the necessary social role that banking companies must develop. In this article, a case study is carried out analyzing the role of Corporate Social Responsibility (CSR) in ABANCA, the financial institution with the largest presence in Galicia (northwest Spain), which has been rescued with public money, Identifying a series of objectives and actions carried out by said entity. The analyzes carried out show, among others, the importance of trust and transparency, as well as attention to intangibles.

    Description: The objective of this research is to examine the relationship between human capital and output in Ecuador through cointegration techniques. We use data compiled by the World Bank in the World Development Indicators (2017) and by Barro and Lee (2013) of the period 1982-2015. Despite the instability of education policies in this country, the results are consistent with the approach of the endogenous growth model developed by Lucas (1988). We find that human capital measured by literacy rate, and physical capital measured by gross fixed capital formation, have a stable long-term and short-term relationship with output in this country. Finally, we find that there is a unidirectional Granger (1988) causality from human capital to output and from human capital to physical capital. One implication of economic policy derived from this research is that an increase in investment in the labor force endowments can increase output and physical capital.

    Description: The evolution of the Mexican fisheries policy has occurred in diverse political, economic and social contexts, which have had different connotations, specific to the moment in which they occurred, and always with the aim of achieving an adequate administration and management of this economic activity; for this reason, the present work approaches, at first, the conceptual framework that has the development of a public policy to detonate a sector of the economy; In a second moment, the description of six key historical moments in the construction of the Mexican fishing policy, that allow to understand its present state; and in a third moment, a concentrate of the inputs-outputs of each stage is made, which favor or limit the medium and long-term development of the fishing activity. This shows the situation of a sector with a broadly functional legislative framework, but in terms of implementation has multiple weaknesses and deficiencies so that administrations can maintain the development of the fishing sector in Mexico.

    Description: Using a quasi-experimental design with pooled cross section over time model, this paper explore the effect of the financial crisis known as the Great Recession on the labor supply in Ecuador. The remittances perceived declined due to the economic contraction in the United States and Spain, so the trade-off, between leisure and work, of the remittances perceivers might be affected. When household income decreases, labor supply increases that imply a reduction in leisure time in order to offset the decline of the income (substitution effect is larger than income effect). The model suggest that the probability of working additional hours for a individual who receives remittances rose approximately 5% with greater prevalence on men, single and persons with higher years of schooling.

    Description: This paper investigates the impact of external price shocks on private consumption and investment and the sources of fluctuations in these variables, in the case of Argentina, employing structural VEC models (Structural Vector Error Correction) and quarterly data, covering the period 1993Q1-2017Q1. To that end, short and long-terms restrictions are imposed and five structural shocks are identified: terms of trade, consumption, investment, real exchange rate and unemployment rates. The results show, that both consumption and investment, respond positively and permanently to the external price shocks and are influenced positively each other: investment has a positive effect on private consumption and total consumption impacts on investment positively. A real exchange rate depreciated would have a negative effect on private consumption and investment, in the short term.

    Description: The issue of gender violence has an important historic and social dimension. The social development of the last decades has allowed us to overcome the old male patriarchal order, but the woman continues to suffer a subordinate and submissive position towards the man in many situations of daily life, violence being a habitual expression of this relation of inferiority. Thus, public intervention becomes an essential support in the evaluation of this problem because it defines the political measures necessary to achieve a more egalitarian society that results in a higher level of well-being. The main objective of this work is to analyze the resources of the Spanish Public Administration in relation to gender violence as well as its effectiveness. The public measures analyzed show that, despite the great advances in the development of effective social policies, there is still a long way to go in the fight against gender violence.

    Description: In this research are analyzed, from the perspective of the diseconomies of agglomeration, the effects of environmental pollution in related diseases in the Metropolitan Zone of the Valley of Mexico (ZMVM). Spatial econometrics is used to verify the increasing effects of air pollution on the spatial distribution of deaths in the ZMVM in 2010. The results obtained allow to establish that there is a positive and significant spatial relationship of the pollutant emissions PM10, PM2.5, SO2, CO, NOx, COT and COV in the number of deaths in the ZMVM, especially in ischemic heart diseases. Also, the evidence obtained shows that in acute myocardial infarctions there is no direct relationship with air pollutants.

    Description: The aim of this paper is to analyze and highlight the structure and functioning of shadow banks as institutions that played a key role in the 2008 financial crisis, which may contribute to identify financial risks in the future. The interrelated growth of shadow banks through their balance sheets is the process that is identified as a mechanism of financial feedback that is transformed into financial fragility and endogenous Minsky-type finance. Shadow banks are the channel of transmission of international financial fragility and not the securitization and the instruments that emerged from this process (CDO, synthetic CDO and CDS) as has been argued. Shadow banks trade and create market for these instruments at the international level, so that the origin and prevention of the international financial crisis can take a broader and better explanation.

    Description: This paper calculates the efficiency of senior residences in Saragossa and province by means of the Data Envelopment Analysis (DEA). The study of the efficiency has been divided in two stages: in the first one the efficiency of the productive system of senior residences is calculated and analyzed, and in the second one, the relation between efficiency and the quality in the service provided by residences. Results show a lack of positive correlation among these two variables. The aim of this paper is not only to analyze efficiency in residences located in Saragossa, but also to provide a methodology easy and useful for evaluating the service offered by this type of organizations.

    Description: In this paper we analyse the role of exploitation knowledge strategy to explain the relationship between social capital in its bonding dimension and incremental innovation dimension in the field of clusters. To do this, on a sample of 215 cultural tourism companies in World Heritage Cities of Spain, we applied a structural model that allows us to detect a significant indirect effect to bonding capital in incremental innovation through the development of a exploitation knowledge strategy. The results suggest that if firms in a cultural tourism cluster are able to leverage their strong ties and dense networks to implement exploitation knowledge strategies, tend to develop more incremental innovations.

    Description: This article reports on an online survey conducted with more than 500 Facebook users in Spain and Portugal, in order to identify which are the most important variables on the intention to use this social network to make buying decisions. The results of this study indicate that the intended use of Facebook in purchasing decisions are influenced by their perceived usefulness, social influence and attitude toward Facebook, while the perceived ease of use has no direct influence on these intention. Furthermore, perceived enjoyment could play an essential role, even higher than the perceived usefulness in determining the attitude of the individual towards Facebook as a tool for finding information about the product.

    Description: The competitive environment is leading companies in every industry to reinforce their focus on innovation-related activities, and especially on knowledge exploration and exploitation. The relevance of these concepts has generated an important literature as well as appropriate measurement scales. The scales proposed by Atuahene-Gima (2005) have been commonly taken as a reference. However, these have been applied more in medium or high-tech industries than in low-tech industries. In this sense, this study aims to validate the scales to measure knowledge exploration and exploitation capabilities in a low-tech industry as the textile industry. The results show that while it is feasible to use these scales in this type of industries, they need to be adjusted to suit their specificities.

    Description: This paper looks for empirical evidence to show if a very interventionist government stimulates or not private investment in Latin America. Using the same model as Caballero-Urdiales y López-Gallardo (2012), we extend their analysis from five Latin-American countries to all Latin America. The results from our estimated elasticities show evidence in support of three hypothesis: (1) that tax burden (taxes on income and consumption) has significant effects on privateinvestment; (2) that public investment has a crowding out effect with private investment; (3) and that in order to stimulate private investment, the government should have very little intervention.

    Description: This paper develops a methodology using business intelligence (data warehouse) and OLAP tools (Online Analytical Processing) to match individuals from a household survey data to a census one. In order to geo-reference the household data, the method takes advantage of the geographical information of the census. Using the 2003 Household Survey and the 2002 Chilean Census of Population and Housing, the average household income is projected to intra-municipality levels and the results are compared to Elbers et al. (2003) methodology. The results show that the proposed methodology allows for taking into account and display the impact of intra-municipality heterogeneity and the spatial interaction among the spatial units.

    Description: Taking as a reference a simple oligopoly model with differentiated products, in which there are three firms, the purpose of this paper is to complement the existing literature on mergers by proving that the traditional merger paradox can be avoided by assuming that, after the merger, the merging firms increase the existing bilateral product differentiation. In this context, it is proved that a merger could be welfare enhancing by increasing both consumers surplus and merging and non merging firms profits.

    Description: Este documento de investigación estima las emisiones netas de carbono provenientes del cambio en el uso de tierra en Bolivia durante los periodos 1990 - 2000 y 2000 - 2010 utilizando un modelo de contabilidad de carbono que incluye deforestación, degradación de bosques, regeneración de bosques, descomposición y recomposición gradual de carbono, así como la heterogeneidad de los contenidos de carbono sobresuelo y bajo-tierra en una grilla de 10 por 10 km. El enfoque permite elaborar mapas detallados de emisiones netas por región y por tipo de vegetación. Se estima que las emisiones netas de CO2 provenientes del cambio en el uso de tierra en Bolivia incrementaron de 65 millones de toneladas por año durante 1990-2000 a 93 millones de toneladas por año durante la década del 2000-2010, aproximadamente. Se encontró que las emisiones de CO2 per cápita y por unidad de PIB se mantienen estables entre los periodos señalados. Sin embargo, si se considera la evidencia de un incremento de la biomasa en bosques maduros, las emisiones netas de CO2 descienden hasta cerca de cero.

    Description: A pesar de la importancia atribuida a la innovación y al emprendimiento como factores clave para promover el desarrollo socioeconómico de los países, existe un gran desconocimiento sobre qué instrumentos públicos de innovación son más efectivos para las empresas nuevas. Este estudio analiza las características de las empresas nuevas y cómo los principales instrumentos públicos de innovación responden a ellas. Dichas relaciones se analizan empíricamente en una muestra de 438 empresas nuevas europeas. Los resultados muestran que los préstamos para la financiación de proyectos de innovación, ayudas para la creación de redes, para la provisión de información y para la asistencia a ferias tienen un efecto positivo en la innovación de producto. Sin embargo, instrumentos públicos más tradicionales como son las subvenciones y las reducciones de impuestos no parecen ser efectivos. Este estudio tiene importantes implicaciones teóricas y prácticas para el diseño más eficaz y eficiente de políticas públicas de innovación para las empresas nuevas.
    Description: Despite the recognition of innovation and entrepreneurship as key factors to promote the socio-economic development of countries, little is known regarding the effectiveness and implications of public innovation policies on new ventures’ innovations. This study examines the characteristics of new ventures and how the main public instruments for innovation respond to them. Such relationships are tested empirically in a sample of 438 European new ventures. The results show that favorable loans for financing innovation projects, aids for building innovation networks, the provision of information and attending trade fairs are positively related to the development of product innovations. However, more traditional public instruments such as subsidies and tax reductions do not seem to be effective. This study has important theoretical and practical implications to launch more effective and efficient public policies to foster product innovations in new ventures.

    Description: Es innegable la importancia que el trabajo en equipo tiene como capacidad transversal en los nuevos planes de estudio universitarios. Por ello, es importante conocer qué es el aprendizaje cooperativo y su eficiencia sobre los equipos de estudiantes que lo utilizan. El objetivo de este artículo consiste en operacionalizar el concepto de aprendizaje cooperativo y estudiar sus consecuencias sobre el aprendizaje individual de los miembros de un equipo y el rendimiento global obtenido por el mismo. Se utilizan los modelos de ecuaciones estructurales sobre una muestra de 319 alumnos en una asignatura de marketing en una universidad pública española. Los resultados obtenidos señalan que el aprendizaje cooperativo mejora el aprendizaje de la asignatura en la que se aplica y el rendimiento del equipo, por lo que abogamos por que se favorezca su uso en las aulas y proponemos nuevas líneas de investigación para completar nuestro conocimiento sobre el aprendizaje cooperativo.
    Description: The importance of teamwork as a core capacity in the new university curricula is beyond all doubt. It is therefore crucial to know what cooperative learning is and how efficient it is for teams of students that use it. Thus, the aim of this paper is to operationalise the concept of cooperative learning and to study its consequences on both the individual learning of the members of a team and on the overall performance achieved by the team as a whole. Structural equation models were used on a sample of 319 students in a marketing subject at a Spanish public university. The results obtained show that students learn better in subjects in which cooperative learning is applied, and the team’s performance also improves. We therefore fully endorse fostering its use in the classroom. Lastly, several new lines of research are proposed to complete current knowledge about cooperative learning

    Description: We study the effects of increasing cash grants on the education attainment of low-income middle and high school students in Mexico. Starting in 2009, the Oportunidades conditional cash transfer (CCT) program increased the average grant in middle and high school by 27 percent for females and 30 percent for males in 263 of 630 urban localities in the country. Using administrative data sources and a difference-in-difference identification strategy, we find that students in households with larger grants exhibit lower dropout rates in middle school, and increase high school graduation by up to 33.5 percent. Effect sizes do not vary substantially by gender or baseline academic ability as measured by a standardized test. The expected future income from additional schooling exceeds the cost of the grants by a ratio of more than two-toone. The patterns we observe are consistent with an elastic demand for schooling, suggesting that increasing the school grant component of conditional cash transfers may be an efficient way to boost educational attainment for low-income students.

    Description: Carbon taxes are advocated as efficient fiscal and environmental policies, but they have proven difficult to implement. One reason is that carbon taxes can aggravate poverty by increasing prices of basic goods and services such as food, heating, and commuting. Meanwhile, cash transfer programs have been established as some of the most efficient poverty-reducing policies used in developing countries. Here, we quantify how governments can mitigate negative social consequences of carbon taxes by expanding the beneficiary base or the amounts disbursed with existing cash transfer programs. We focus on Latin America and the Caribbean, a region that has pioneered cash transfer programs, which aspires to contribute to climate mitigation, and faces inequality. We find that 30% of carbon revenues could suffice to compensate poor and vulnerable households on average, leaving 70% to fund other political priorities. We also quantify tradeoffs for governments choosing who and how much to compensate.

    Description: Este trabajo examina el proceso de incorporación de las democracias latinoamericanas a la base de datos del Manifesto Project –desde 2009 llamado Manifesto Research on Political Representation (MARPOR)–. Se discuten las implicaciones teóricas y conceptuales del estudio del funcionamiento de las cadenas de delegación en regímenes presidenciales empleando el enfoque de este proyecto. Particularmente, se analiza el significado de los programas electorales en sistemas parlamentarios y presidenciales. Asimismo, se explica la revisión del esquema de clasificación estándar y otros ajustes en la metodología de MARPOR introducidos con anterioridad a esta extensión. Finalmente, se comparte el protocolo seguido para recabar programas de partidos y candidatos en América Latina.
    Description: This piece of research examines the inclusion of Latin American democracies into the Manifesto Project´s database –named Manifesto Research on Political Representation (MARPOR) since 2009–. It addresses some theoretical and conceptual implications related to the study of the functioning of delegation chains in presidential regimes from MARPOR´s perspective. Particularly, it is here analyzed the meaning of electoral programs in parliamentary and presidential systems. Besides, it is explained the revision of the standard classification scheme and other adjustments introduced to the methodology prior to this extension. Lastly, the protocol applied for gathering Latin-American parties and candidates’ manifestos is shared.

    Description: During the 2000s, recurrent food price shocks due to volatility in international markets and extreme weather events affected consumption and nutritional patterns of Mexican urban households. This research quantifies the impacts of food price shocks on the purchase of nutrients and on the weight gain of children in urban Mexican households. We find differentiated patterns of food consumption across income quintiles, which result in heterogeneous effects of price shocks on the purchase of nutrients and on weight gain according to age and sex in children. In particular, cereal price shocks are more detrimental and more regressive than price shocks on other categories like meats or beverages.

    Description: Con el apoyo de la Subsecretaría de Desarrollo Económico del Gobierno de la Ciudad de Buenos Aires hemos procedido a relevar de un conjunto de proyectos de negocios los aspectos de requerimientos de inversión y de valuación por proyección de flujo de fondos con el objetivo de evaluar la generación de valor de dichos emprendimientos. De análisis de la documentación e información relevada, surge que a precios constantes de cada peso invertido en los emprendimientos (tomando tanto la inversión privada de contraparte como el apoyo del Gobierno a través de aportes no reembolsables y de financiamiento de tutorías), el valor creado es en promedio de 5.97 pesos, es decir un 597%, aun considerando los emprendimientos que no crearon valor porque no continuaron (con un caso destacado sobre el resto -este tipo de situaciones se presenta en el capital de riesgo-; si eliminásemos ese emprendimiento, aun así la tasa de creación de valor sería positive y ascendería en valores constantes al 381%). Por otro lado la tasa de caída de emprendimientos en la muestra seleccionada asciende a 42%, es decir que de cada 100 proyectos, 42 se cayeron (y otros perduraron pero sin crecer significativamente). El impacto positivo en las ventas y por extensión en el valor de los proyectos significaría también un efecto positivo sobre la creación de empleo, la inversión, la innovación y también sobre la recaudación impositiva, inclusive generando condiciones en las cuales los fondos aportados terminen regresando al Gobierno en la forma de impuesto adicionales por mayor actividad económica como ya hemos expuesto de manera estimativa. Por otro lado para ser justos, tampoco se encuentra incorporados los gastos de estructura por parte del Gobierno que generan la administración de estos programas. En lo que respecta a las lecciones de aquellos proyectos que no avanzaron, parte de los objetivos de los programas de gobierno de apoyo a los emprendimientos debieran establecer condiciones de lograr independencia de los emprendimientos de sus socios, para evitar que las desavenencias terminen impactando de manera negativa en el desarrollo de los emprendimientos (generar emprendimiento “vendibles” más allá de sus socios). La inflación y la inestabilidad generan inconveniente con respecto a la planificación financiera y las necesidades de fondos, y la concreción de objetivos estratégicos.

    Description: En Argentina han surgido iniciativas cuyo objetivo es restringir el menú de opciones contractuales que pueden ser elegidas por dueños de tierra y arrendatarios agrícolas. Asimismo, y en respuesta a preocupación por la creciente importancia de la soja (que algunos clasifican como “negativa” para la conservación de suelos) en la producción de granos, otras iniciativas apuntan a condicionar que tipo de planes productivos pueden ser elegidos por los productores. Este trabajo describe algunas de las características de estas iniciativas, y presenta un análisis preliminar de las fuerzas que subyacen tanto a la oferta como de demanda de legislación de este tipo.
    Description: During the last decades initiatives have been presented in Argentina the results of which - if implemented - would be constraints on contractual options available to landowners and tenants. Similarly, as a response to the increased importance of soybeans (which some classify as "soil depleting") in grain production, other initiatives aimed at conditioning the types of production plans that may be chosen by farmers. This paper describes some of the characteristics of these initiatives, and presents a preliminary analysis of the forces underlying both the supply as well as the demand for this type of legislation.
